        "content_text": "Journal of the Royal Asiatic Society Hong Kong Branch\n\nRASHKB and author\n\nVol. 1 (1961)\n\nISSN 1991-7295\n\n113\n\nthe Education Department and are under constant government supervision; that there must be an average of 1.2 teachers per class at primary level and 1.4 at secondary level (the standard class numbering 45 and 40 pupils respectively); that at the secondary level entrance requirements are controlled; and all of each graduating class must sit for the School-leaving Certificate examinations. It is an impressive fact that Buddhist groups have been able to meet such standards and that at present more Buddhist schools with space for 3,000 pupils are in the planning stage. As to the other Buddhist welfare enterprises (homes for the aged and orphanages), their operation too is considered satisfactory by local standards. Though they are not legally subject to inspection or supervision by the Social Welfare Department, representatives of the Department visit them from time to time and make suggestions that are usually readily accepted.\n\nIn appraising Buddhist educational and welfare enterprises, it should be remembered that nearly all of them are comparatively new. A tradition of quality in this kind of work takes many years to build. Buddhist schools in particular have been handicapped by the superior drawing power of competing institutions. For example, Roman Catholic schools, with their long record of success, can turn away a number of applicants for every one they accept. Buddhist schools do not yet enjoy the same prestige (partly because they are indigenous rather than Western) and hence they cannot pick and choose their pupils to the same degree. From another point of view, it may be one of their merits that they do provide education for those who would otherwise find it hard to get.\n\nThe principal religious role of Buddhist organisations in Hong Kong is to provide funeral ceremonies and care for the souls of the dead. Thus the Hong Kong Buddhist Association holds a public service for the souls of the dead every Remembrance Day at the Tung Lin Kok Yuen. In January 1960, the Hong Kong Jockey Club after a series of mishaps during the racing season, in the last of which a prominent jockey had been killed (the fourth since the war), invited the Buddhist Association to arrange for appropriate rites of exorcism. For three days and four nights some 68 monks and 44 nuns performed elaborate ceremonies at altars set up on the Club's premises. They prayed continuously in teams, not only for the repose of the souls of the jockeys, but also for those of the 2,000 persons who lost their lives in the grandstand fire of 1918, and for any other souls whose welfare was brought to their attention by relatives.         "content_text": "VOLUNTARY ASSOCIATIONS AND KAIFONGS\n\n71\n\nthey really lack the funds to employ professionally qualified staff. Therefore, many Kaifongs ran into financial problems soon after their establishment. Their activities are therefore not only conducted on a charitable basis. Some have organized recreational and educational classes, charging participation fees for them, and others run large-scale fee-paying schools.\n\nOn the other hand, the work of the Kaifongs is very much under the influence of Government policy, although theoretically the Kaifongs are independent associations. In the 1950s the Hong Kong Government was relying a great deal on the voluntary organizations for providing social welfare, because the Government itself had limited financial resources during the post-war years. However, when a Social Welfare Department was established in 1958, it seemed that the Government was ready to extend its own hand over many branches of welfare work. A special section for Community Organization was formed within the new Department, the specific purpose of which was to organize and assist residents in community development projects. Thus, again with Government encouragement, the Kaifongs began to change their emphasis to community organization in the early 1960s. Both the Government and the Kaifongs' attention was caught by the so-called youth problem, considered to have reached threatening proportions after the 1966 Riots. Earlier the 1961 Census had shown that 50% of Hong Kong's population was below 21 years of age and that 40% were under 15 years of age. The youth programme has thus claimed a good deal of both the Government's and the Kaifongs' effort in the present decade.\n\nIn addition, the Kaifongs have increasingly made representations to the Government. Such representations cover mainly social and economic policies, particularly those concerning local Kaifong districts, such as involving urban renewal, public health and sanitation, and business control. Although the Kaifongs have always claimed to be representatives of public opinion, before the 1960s the Kaifongs mainly transmitted Government policies to the general public. They also helped the Government departments in organizing community drives such as Road Safety, Keep Your City Clean campaigns, Anti-epidemic campaigns etc. But they had seldom exerted any pressure over Government decision-making. Nevertheless, within five years of his return from Canton Lockhart had become the head of a key department, the Registrar-General's Department (renamed in 1911 more appropriately as the Secretariat for Chinese Affairs).\n\nDr. Ho Kai (later Sir Kai Ho Kai) in a farewell speech in 1902 on the eve of Lockhart's departure for Weihaiwei remarked that 'in 1882 Mr. Lockhart arrived here to find Hong Kong in a depressed condition, owing to the collapse of the great land speculation that occurred during the year previous; and he found also an embittered feeling between two important sections of the community. Young as Mr. Lockhart was then, and although occupying a minor position in the Government, he at once interested himself in the welfare of the Colony, and endeavoured to promote a better understanding between the Europeans and the Chinese. The leading Chinese citizens, who had hitherto been more or less apathetic towards public affairs, came forward in comparatively large numbers and took a keener and more active interest in civic welfare. They gave the Government their full co-operation and support and gave largely to the various local charitable institutions and took a more active part in their management'.\" Ho Kai was a very close friend of Lockhart's and, needless to say, farewell speeches are normally eulogistic—they are the expression of an understood social ritual in which white must predominate over black—but in truth Ho Kai had not exaggerated the part played by Lockhart over a number of years in drawing prominent Chinese into the orbit of Government.\n\nThere were several reasons for this: Lockhart always admired the Chinese; as an administrator he saw obvious advantages in securing Chinese support for government policies; he knew that Hong Kong was changing and that the style of governing had to change if only because a Chinese business and commercial elite had emerged, and because a segment of the population could be defined as permanently resident in the Colony; he knew, too, that the future prosperity of the Colony would come to depend more and more on a Chinese bourgeoisie. But the problems faced by Lockhart by the colonial government were not unique to Hong Kong of course; they were typical of some other colonial territories, notably in Africa.10 Hence, with the collaboration of a number of prominent",

It recruits members for the sports teams (if there are any), provides uniforms and equipment (paid for out of the general fund), and arranges for matches with other teams. The general sports equipment used by all the residents (ping pong tables and rackets, basketballs, soccer balls) is also cared for by this subcommittee. Sanitation subcommittee members also keep an eye on the cleanliness of the building, speaking to people who throw trash, reminding them of the health laws and regulations. They also check up on water supplies and trash pickup, reporting special problems to the committee at large. The welfare and women's section subcommittees are similar in orientation, in that both are concerned with the general welfare of the residents and make it a point to see that needy families get help. Members collect donations for financially troubled families, those where there is a serious illness, or where there has been a death. If the problem requires long-term assistance, they see that the Department of Social Welfare is informed and the case processed. Because of these activities, both subcommittees are very much in tune with life in the building and are on call for whatever and whenever assistance is required (Scott 1980:37-38).\n\nIn Lok Fu Estate, there are six Mutual Aid Committees that are divided into subcommittees. However, the subcommittees found here are not exactly equivalent to those established in the MACs of, for example, Tze Wan Shan or Choi Hung Estates, nor are they found in the same form in all these five committees. This is because some committees list the subcommittees in full while others simply list them by the names of the one or more members who head them. For example, the largest committee, that of Block #15, lists its subcommittees in the following way: one managing director, one managing vice-director, one welfare director, two welfare vice-directors, one public relations director, two public relations vice-directors, one women's section director, and five women's section vice-directors. The remaining nineteen committee members (not counting the officers) are divided among these subcommittees. On 15 January, 1951 Tso-chien died, his ashes are interred in the Nuuanu Cemetery.\n\nWithout any resources whatsoever, Dora, like Helen, had to go to work to support the family single-handed. After twenty years as a social worker with the Department of Public Welfare, she retired upon reaching her fifty-fifth birthday, as she wanted to take care of Mother who was in poor health. It had not been an easy life for Dora. She hardly knew the love of a father, and she did not have the full attention of a mother depressed over the death of a husband and later of a daughter. She had to assume much of the household duties at an early age when Mother's attention was diverted by Ruth's long illness, and the total support of herself and her two sons when widowed at an early age. It is heartwarming to know that her love for her sons has been matched by their love and concern for her.\n\nEugene started working early and hard to supplement whatever Dora could give him to go through college. After a year at the University of California at Berkeley, he returned to finish his undergraduate work at the University of Hawaii. He was married to Nancy Kwai Fei Chun, the daughter of our close friends, Amos and Flora Lam Chun, on 16 August, 1963. Nancy also has a degree from the University of Hawaii. They have two children:\n\nWendell Hung-lich born 3/4/64, and Celia Yun-ying born 11/3/67\n\nMeanwhile, through church activities, Gilbert met Christine Ngai-chi Liao, who was born March 31, 1953, in Djakarta, Indonesia. On February 25, 1979, he married her in her native home and brought her back to the United States where they settled in Warrenville, Illinois. Christine had studied in Wheaton College, Wheaton, Illinois, and had been awarded a B.A. degree in Christian Education in 1977.         "content_text": "the Social Welfare Department), co-ordinated by regional generalist officers comparable with NT DOs, leading to advisory Regional Councils which might eventually become the main report's Local Authorities. They pointed up more outspokenly than the emollient main report the shortcomings of an out-of-touch government administering a non-English-speaking population that was only too open to misunderstandings and misconceptions (such as that taxes levied were drained off to the UK Treasury.) Interim steps should concentrate strongly on building up public confidence in the unaccustomed principles and practice of popular elected representation (the ‘political education' mentioned above.) The provisional system of regional advisory councils, coupled with departmental decentralisation and administrative co-ordination, should then lead to full local authorities in about six years. Meanwhile Tsuen Wan was indeed a unique opportunity for immediate action (the new towns to come of Tuen Mun, Sha Tin, Tai Po et al had yet to be envisaged.) These three semi-dissenters did not co-ordinate their Note with the other.\n\nDickinson has been described by one of his working party as “the least understood and worst treated member of the Cadet Service\" (the original title of Hong Kong's Administrative Branch of the HMOCS, which survived in common parlance long after the absorption into the Colonial Service of the pre-war Eastern Cadetships.) He chose to retire early for personal reasons. It is ironic that in the aftermath of the Cultural Revolution overspill, when special duties officers in the defence branch of the secretariat, the SCA and the Information Services Department became so active in devising new ways to win hearts and minds, to keep in touch with the people and to encourage the use of Chinese language, so much of what had been adumbrated in the Working Party Report re-appeared; but because the new ideas now came from well-established senior sources, they became respectable and it was to be long before they offered electoral participation in executive decisions. The SCA became the Secretariat for Home Affairs; City District Officers were created in ten urban districts, and found much to do that had not been done before; City District Committees were established in 1972; a Tsuen Wan District Advisory Board was at last set up in 1977, followed by others; in 1980 a new pattern for district administration was at last suggested, with direct elections to District Boards.
