        "content_text": "160\n\nNOTES AND QUERIES\n\nnot built a palace, pays the rent of one for his own accommodation out of the public purse.\" The Government accounts for the period reveal that the rent was paid to Johnston for its hire by Government. But it is quite clear from Davis's letter to Stanley that, in August 1844, he could only have been living in Johnston's House if it were then known as the 'Record Office.' That is not beyond possibility for, if the early buildings on the site in the present Botanical Gardens were known as the 'Record Office' when Johnston lived there, his later residence may have attracted the same name to distinguish it from 'Government House.' But that conclusion cannot disturb the main argument.\n\nAs a postscript, it is worth commenting on the suggestion that Sir Samuel Bonham, third Governor, lived at Spring Gardens (Spring Garden Lane in the present Wanchai). Sayer quotes a reference from Robert Fortune's Tea Districts of China (1852) and comments that it is the first and only evidence that a Governor of Hong Kong lived at Spring Gardens. Sayer should have read his Friend of China where he would have discovered advertised, after Bonham's departure from Hong Kong, the sale of a house, doubtless one of those depicted on Murdoch Bruce's sketch of Spring Gardens, which was stated to have been lately in the occupation of Bonham. The geographical position of Hongkong immediately adjacent to the coast of China made it difficult for China to control the contraband trade.\n\nTo do so would require patrolling all the rugged coastline and its thousands of inlets and navigable streams, or, as an alternative, to place a cordon of Chinese ships around Hongkong. They could patrol within Chinese waters the entrances and exits of Hongkong.\n\nIn view of the alternative, Sir Rutherford proposed that \"it would seem reasonable that the Emperor of China should have the same right to appoint a consul to reside in Hongkong as all other Treaty Powers have, and to enjoy the same rights and exercise the same authority in matters connected with the trade of Chinese subjects as any other nation in treaty with Great Britain may claim in British Colonies.\"\n\nThe proposal was received as worth consideration by the British Government and the item was put on the agenda for the formal negotiations regarding treaty revision which were to begin soon.\n\nIt is not surprising that a cry of alarm arose in Hongkong over the suggestion.\n\nSir Rutherford was a diplomat and not a trader. He viewed the problem as one to be resolved according to diplomatic usage. The Government officials in Hongkong were eager to protect its commercial interests.\n\nThey viewed the problem from a financial and not a diplomatic stance.\n\nSir Rutherford looked at the request within the enlarged context of Britain's total relation to China, of which Hongkong was only a part.\n\nHongkong, on the other hand, related the problem to its own peculiar position and the difficulty of governing a population it regarded as a potential threat to its security.",

His Bureau was the one financial stay and prop, the negotiable asset, the one honestly administered and creditable branch within the Imperial government. He left the British Consular Service in 1861 to join the Customs Service, appointed I G in 1863.\n\nHill, David [1840-1896]\n\nWesleyan missionary stationed in Hankow until 1867. Died of typhus in Hankow. Hill was not only a witness with Griffith John at the re-marriage of William Mesny's brother's widow to E.G. Wilson in October 1884; he was also guardian with William Mesny to John's children.\n\nHung Hsiu-ch'uan ## [1813-1864] a Hakka\n\nLeader of the Taiping Rebellion: believed himself to be entrusted as the brother of Jesus to lead China and destroy the Manchu regime. [There is an inexplicable reference in Mesny's Miscellanies to a daughter 'of Hung?' wishing Mesny to return to Nanking to marry her]\n\nGordon, C G [1833-1885]\n\nAn English officer in the Royal Engineers who commanded the 'Ever-Victorious Army' against the Taiping rebels. He was appreciated by the Ch'ing Imperial government and was the first foreigner to be awarded the prestigious Yellow Riding Jacket. He later helped advise the Chinese during the Ili uprising in the early 1880s. He died in Khartoum during the Mahdi Uprising.\n\nJohn, Griffith [1831-1912]\n\nMissionary, LMS, Hankow 1861-1912.         "content_text": "241\n\nA REVIEW OF DEVELOPMENT OF CEMETERIES IN HONG KONG: 1841-1950\n\nKO TIM-KEUNG\n\nHong Kong had been claimed for the British Crown even before the First Opium War (1839-42) was formally brought to an end. A naval party under Sir Gordon Bremer landed on the island on 26th January 1841. A form of government was organized and a chief magistrate and a harbour-master appointed, and in June the first land sale took place to create the impression of permanency. The port was declared a free port, and merchants, both foreign and Chinese, were encouraged to settle and trade there. However, little significant building followed, the main deterrent being the island's insalubrity and a high death rate from 'Hong Kong Fever.' Hong Kong, quite unexpectedly, became the last resting place of many of these early settlers and troops.\n\nThe Burial Ground in Wan Chai\n\nThe first years in Hong Kong had a distressing aspect for the British, particularly its army, because of disease. The setting up of the first barrack areas along the north coast of the island led to severe epidemics of fever among the troops. 183 of them had died in 1841. Consequently, a burial ground for the dead was urgently needed. A notice was proclaimed in August 1841:\n\nA piece of land to the eastward of Cantonment Hill having been allocated by Government as the ground for the burial of the dead of Europeans and others, Notice is hereby given that persons burying their dead in any other unauthorised place will be treated as trespassers.\n\nJno. Mylius, Land Officer, Hong Kong 30th August 1841.\n\nA 19th-century publication also records: \"Deaths now [1841] became frequent occurrences also among the European community; hospitals had to be hastily constructed, and the first cemetery (near the present St. Francis' Chapel, above Queen's Road East) began to fill...\"",

        "content_text": "218\n\nthe Zongli yámén, he cannot be faulted for missing this major tragic event among Chinese Protestants in southeast China, because it was apparently never reported or discussed by British and Qing officials.\n\nMaybe the \"oversight\" happened because the turn of events shifted attention to the military problems associated with the resistance of Tàiping forces during the next three years before they were destroyed. They had become the target of a common effort by the Qing armies as well as some foreign (and particularly British/Scottish) militia under General Gordon, probably causing a host of special problems demanding the \"immediate attention\" of the British Ambassador, Sir Frederick Bruce.4 Nevertheless, it was against the Ambassador that Legge expressed his most piercing salvo of Protestant Dissenter displeasure in 1863, nearly two years after the riots in Poklo and Ch'ëa's murder had taken place.\n\nIn a brief note leaked to the public a year after it had been written, Sir Bruce explained his opinion to Lord John Russell (1792-1878), then Secretary of State, that missionaries should not be permitted to enter into China because of the troubles they caused and the dangers they faced. His arguments stood in blatant opposition to the conditions codified by the 1860 treaty, but were nevertheless read with approval by Lord Russell. This occasioned an outburst of righteous anger from Legge, who took Bruce's letter apart piece by piece, and showed its insensitivity to missionary work as well as its incoherence in the face of the recent treaty conditions. In and of itself, this letter written by Legge, first published in the Patriot in London and soon afterward in the local China Mail in Hong Kong, was one of the most perceptive and articulate pieces of political analysis he ever wrote. But the coup de grâce came in the end, where the level of frustration Legge felt against British bureaucratic reticence and its discounting of missionary and Chinese Christians' rights had grown to a new height.\n\n95\n\nI will conclude this long letter by referring to a case in point,",
