        "content_text": "Journal of the Royal Asiatic Society Hong Kong Branch\n\nRASHKB and author\n\n12\n\nVol. 1 (1961)\n\nISSN 1991-7295\n\nOne by one successive tribes arose Huns, Avars, Turks, Mongols, Manchus-dashed themselves against the frontiers of the Empire, and sometimes recoiling proceeded through Central Asia to Europe, sometimes breaking through the Wall, submerged for a time the whole Empire.\n\nApart from some stone monuments found in Central Asia, few but of great importance, the record of these tribes is to be found in the Chinese Histories, with references in the Greek authors of the Byzantine Empire, whenever the tribes impinged upon the West.\n\nInterest in collecting the Scythian bronzes commenced with Peter the Great. It is natural that the Russians and the scholars of Eastern Europe should be the first to be interested in the history of the Central Asian tribes. To them is largely due the excavations in Southern Europe and Siberia, and also in Mongolia. But in English we have the massive work 'Scythians and Greeks' by E. H. Minns. The Turks also are particularly interested in these studies, which have thrown much light upon the origin of the Turkish peoples.\n\nOne outcome of the struggle of the Chinese Empire with the Huns was the first extension of Chinese power in Central Asia, through the Tarim Basin, the present Sinkiang, to the Pamirs. This chapter in world history includes the fascinating account of the journey of Chang Ch'ien to the West in the second century B.C., the exploits of Pan Ch'ao in the Tarim Basin in the first century A.D., and the despatch of a Chinese envoy, Kan Ying, to the shores of the Persian Gulf,\n\nDuring the first and second centuries the famous silk trade arose between China and Rome, recorded by Ptolemy and the Chinese histories. For a short time the land route between China and the West was open. The road passed through the Tarim Basin, between the northern grasslands and Tibet. It also became the great highway between India and China.\n\nThe Tarim Basin is one of the most remarkable geographical regions in the world, lying as it does between glaciated mountains on three sides, with a waterless desert in the centre. Around the desert, watered by streams from the mountains, are the oasis towns and villages, which form stepping stones as it were for travellers passing from east to west, or from west to east. By this thoroughfare have passed from time immemorial the travellers of Central Asia-merchants, soldiers, monks. And by this thoroughfare the great cultural influences-Indian, Persian, Greek-have passed with Buddhism from Western and Southern Asia to China. By this thoroughfare Chinese colonization spread to the Pamirs. By this route Marco Polo journeyed to China in the thirteenth century.\n\nPage 15\n\nPage 16",

        "content_text": "74\n\nA. D. BLUE\n\nthis time he visited Amoy, Foochow, and Shanghai several times, and it was in 1857 north of Shanghai that he captured his compatriot Eli Boggs. Hayes was a guest on H.M.S. Bittern when she attacked Boggs's fleet of between thirty and forty junks. When the junks fled into shallow water out of range of the Bittern's guns, Hayes persuaded Captain Vansittart to allow him to continue the chase in the longboat, and in this he personally captured Boggs. Boggs was taken to Hong Kong and found guilty of piracy. He escaped hanging, however, as no one could be found willing to swear to having seen him commit murder.\n\nHayes helped the Royal Navy on another occasion shortly afterwards, when he was on the steamer, Paoushan, and on this occasion obtained some of the pirates' ill-gotten gains for his trouble. He was a free spender, however, and everything went on a series of parties he gave for the officers and men of the Bittern in Shanghai, after which he left with his port dues unpaid and owing money to Chinese shopkeepers and tailors. This was a favourite trick which he repeated in Australian and South Pacific ports, and his final departure from the coast was in the same vein. He loaded a hundred coolies in Swatow for Australia, before Swatow was legally open as a treaty port, and did a large illegal trade in opium and emigrants. Hayes induced his passengers to pay him their poll tax for Australia as well as their passage money. After passing through Sydney Heads he flooded his bilges to give his ship the appearance of sinking, and then persuaded a tugboat to take the Chinese ashore to safety, by promising it the salvage work on its return. When the tugboat returned, however, Hayes and his ship had disappeared beyond the Heads.\n\nThe Navy had several spectacular successes against the pirates during this period, on a much bigger scale than those in which Hayes was involved. The most notable were Admiral Sir John Dalrymple Hay's actions against Shap-ng-tsai and Chu-apoo in South China waters in the summer of 1849, in which dozens of pirate junks were destroyed and hundreds of pirates killed. These actions cost the Admiralty £42,000 in bounty money, which was considered far in excess of the risks involved, and were responsible for the bounty system being modified. The Tungchow was turned south for Bias Bay, and a few days later was recognized by another sister ship, the Sinkiang, and flags were dipped. The Sinkiang accounted for the Tungchow's being off her usual route by assuming that she was bound for the Company's dockyard in Hong Kong. This was one of the most successful piracies in the interwar years. The pirates went ashore in Bias Bay with well over £30,000 in specie, $10,000 in cash, and only the last-minute cancellation of a large consignment of silver taels prevented their haul from being much larger.\n\nThe second Tungchow piracy was almost ten years later, when she was carrying several hundreds of thousands of dollar notes from Shanghai to Tientsin. The pirates captured her the day after she left Shanghai and, as before, turned her south for Bias Bay. During the next few days they painted out her name and altered the colour of the funnel. A disquieting feature of this second piracy was the fact that the Tungchow was passed by several ships when under pirate control, including a British warship looking out for her.\n\nThis second Tungchow piracy had its amusing aspects. The passengers included a number of European school children, returning to school in North China after spending their holidays with their parents in Shanghai. The pirates made friends with them, and supplied them with fruit and other delicacies broached from the ship's stores. As before, the Tungchow was taken to Bias Bay, where the pirates went ashore with their loot. Unfortunately for them, however, the dollar notes were unsigned.\n\nThe Nanchang piracy of March 1933 was even further from the normal pattern than either of the Tungchow cases. The most normal feature was that the Nanchang was a China Navigation Company ship. This piracy took place at the mouth of the Newchwang River in Manchuria, well outside the pirates' range of operations. Also, the Nanchang, which was boarded by two junks when she lay at anchor, carried no passengers. There were no casualties in this case, but four British officers were taken prisoner, and only released after five months of tortuous negotiations and the payment of a ransom. This incident took place eighteen months after the Japanese had overrun Manchuria, and had set up the puppet state of Manchukuo; it might possibly be described as banditry—with political undertones.",

The latter period came within the warlord era when the writ of the central government at Peking or Nanking sat very lightly, if at all, on the southern provinces. In 1925 and 1927, however, the Navy sent expeditions into Bias Bay, to destroy—if possible without damage to innocent lives and property—villages known to harbour pirates and pirate junks. The second expedition was undertaken in exasperation after the pirating of the Jardine steamer S.S. Hop Sang in March 1927.4 The official report issued after the expedition claimed that one hundred and thirty stone and mat shed huts were destroyed in the two villages attacked, and forty junks and sampans destroyed. The raid had been no surprise, and definite evidence was found that the villages had been implicated in recent piracies. These raids only caused a temporary lull in the pirates' activities.\n\nThe Navy had one notable success in the Irene piracy of October 1927, which illustrates the difficulties with which the Navy and the Hong Kong Government had to contend in their anti-piracy campaign. H.M.S. submarine L4 challenged the China Merchants Steam Navigation Company's Irene when entering Bias Bay without lights and in suspicious circumstances. When she refused to stop, and then ignored a warning shot fired across her bow, a live round was fired which still drew no response. The Irene's captain was navigating under the pirates' supervision, and tried to ring down to stop the engines, but was too late.\n\nThe next shot struck the Irene amidships on the waterline, disabling the engines, killing a pirate standing beside the chief engineer, and starting a fire which almost gutted the ship before she sank. L4 went alongside and rescued most of the crew, and 220 of the 248 passengers. Three other warships and the tug Alliance arrived later, but were unable to prevent the Irene from sinking. When L4 arrived at Hong Kong the crew and passengers of Irene were screened by the police, and three men were identified as being pirates. A few days later seven other men were arrested, and all ten eventually hanged, after a sensational attempt to break out of Hong Kong's Victoria Gaol. NOLDE\n\nThe problem of historical relevance is especially troublesome in the field of modern Chinese history, where, I suggest, three distortive forces have been at work.\n\nThe first of these has been the tendency to think of China as a single entity, a monolithic whole, as if it had the cohesiveness of an England or a France. One example is a recent book on local government which treats the problem in terms of all China throughout the entire Ch'ing period. Another study is concerned with the techniques of imperial control in rural China, and while the treatment is limited to the nineteenth century, the author attempts to bring all China within his scope, presumably from Kwangtung to Sinkiang and from Yunnan to Shantung.\n\nThe problem is, of course, that China is not a uniform whole. The differences between north and south China are vast indeed, and the Kwangtung fishing village is as unlike a Hopei farming community as the life of a Loire valley peasant differs from that of a Swiss herdsman. No one questions the fact that there are universals in Chinese history and culture: the written language, Confucianism, ancestor worship. But the differences are surely as great as the similarities, if not greater: linguistic variations, differences in economic organization, religious ceremonies and festivals that are peculiar to special areas, even racial differences. Important, too, is the attitude of the people themselves on this point. The northerner may still hold the southerner, especially the Cantonese, in some contempt, and the Cantonese still speak of people from other provinces as wai sheng jen, “outside province people”.\n\nA second distortive influence, and this is closely related to the first, has been to give Chinese history a \"north China slant”. There has been a tendency to assume that the cultural, linguistic, social patterns, indeed, the very history of the north, were typical of all China, and even if it is admitted that other areas differ widely from these patterns, it is somehow assumed that the other patterns are aberrations, variations from the ideal. Furthermore, there has been a tendency to think that the problems of north China were the problems of all China and that the troubles of Peking officialdom were somehow important in other parts of the empire.\n\nPage 15\n\nPage 16",

        "content_text": "168\n\nNOTES AND QUERIES\n\nDEEP BAY MARSHES\n\nThe photograph at Plate XV was taken in March 1973 by Mrs. F. O. P. Hechtel. It shows men and women collecting seaweed from an embanked pond at Deep Bay. They had come over from Chinese Territory by boat, bringing a punt with them on deck. The boat was anchored at the outer edge of the bund, left high and dry at low tide, and the punt was launched in the shallow pond and loaded with seaweed which was taken back for pig food. This is still a common practice, and has been observed by Mr. and Mrs. Hechtel on other occasions.\n\nThis brings in another feature of the marshes. Our printer, and member, Mr. Y. F. Lam of Ye Olde Printerie Ltd., tells me that when he went shooting on the marshes just after the war, his party used regularly to meet a person who came over from Chinese territory using a waak baan (★★) or mud scooter on which he travelled easily over the areas of foreshore and swamp. The man landed at Mai Po, left his mud scooter there, and walked to Yuen Long Market to buy necessaries, after which he would return to Mai Po, load his scooter and set off for home.\n\nThe mud scooter is also used by oyster farmers in Deep Bay and is an old form of local transportation. Two of them, one old and much used, and one made to order, have recently been obtained by the City Museum and Art Gallery, Hong Kong. Plate XVI is by courtesy of the Curator, and shows the used scooter.\n\nA very similar contrivance is used in the shrimp fisheries at Stolford on the Bristol channel, Somerset, England, C. M. Yonge writes: 'At Stolford where the nets are secured on soft banks of mud a mile from the shore, the fishermen use a type of intertidal sledge or \"mud horse\" which they push in front of them and which serves the double purpose of preventing them from sinking deeply in the mud and of carrying back the catch'.         "content_text": "46\n\nCHIAO-MIN HSIEH\n\n1,400 miles long, runs between Lanchow and Urumchi via Hami in Sinkiang.\n\nThe Communist government obviously feels that the political importance of these railroads is greater than their economic value. Since the great bulk of China's population, markets, and production lies east of Lanchow and south of the Great Wall, many railroads are urgently needed in that part of China. One must wonder whether the two railroads built in the desert for the main purpose of connecting China with the Soviet Union were so necessary and their construction so urgent. Moreover, there is at the moment a sand-dune problem confronting the operation of the railroad in these desert areas. This seems to be insoluble by use of present techniques and makes the value of the whole project even more questionable.\n\n3. In southwest China a railroad was built between Nanning and Pinghsiang in 1955, which is connected with Haiphong and Hanoi. The significance of this new rail link between the Red River delta and the South China province of Kwangsi is that it opens a new major sea outlet for south China.\n\nSince China is an amphibious nation, facing the interior continent in the northwest and the Pacific Ocean in the southeast, one of the most significant geopolitical factors in China's history is her changing relations with the continent and the sea. In ancient times China faced the northwest, where the \"Silk Road\" passed through: the Pacific coast was the back door. The Kansu corridor in the northwest was the main entrance, playing an important role in communications between China and central Asia. In the nineteenth century, Western sea powers acted to open China's coastal ports, China began to turn her face toward the Pacific, which then became the front door, through which came new ideas and knowledge, but also new problems and troubles. Shanghai, Canton, and Tientsin replaced the cities in the northwest as the key cities. This reversal in geographic accessibility has transformed China's isolated condition to one of contact with the world.\n\nThe eastern coastal areas soon became the main part of China, where were located most of the large cities, heavy industries, railroads, and inland water routes, and about 70 per cent of the population. With this sad experience, the Chinese resolved that heavy industry and institutions of higher education should not all be located in this vulnerable zone. Under the present rule, the country has built a long railroad in Sinkiang and has planned to transmit water from the Yangtze to the Yellow River for the purpose of settling more people in the northwest area. It has also planned the movement of several universities to the interior. All this indicates that the Communist government's policy is being directed toward the development of the continental interior for the reason of national safety. This is another reorientation of China in modern history.\n\nConclusion\n\nFor a period of 25 years, the Communist government has undertaken an ambitious industrialization program aimed at transforming China from an agricultural into an industrial country. The task was a formidable one. Even though China is the most populous country in the world, its skilled labor is limited. The country has vast areas, but most parts are inaccessible. The country has a long history, but important data on basic mineral are scarce and capital is in short supply. China has made a great effort in its industrial projects and has already altered its industrial position in Asia. While the official figures should be looked at with caution, the real changing of its landscape cannot be ignored.",

        "content_text": "PACIFIC OYSTER INDUSTRY IN HONG KONG\n\n143\n\nin order to collect the maximum number of spat, the cultch must be laid at the optimum period which is typically from late May to early June, usually at the time of Extreme Low Water Spring tide (ELWS). Mok (1973) has reported a semi-lunar periodicity in the release of eggs by C. gigas in Deep Bay; a similar breeding pattern is seen in other oysters, e.g., O. edulis (Korringa, 1947; Knight-Jones, 1952). Before the laying of the cultch commences, a site is first selected and marked out by the placing of tall bamboo poles at the four corners of the area during low tide when the oyster bed is exposed. During high tide, the cultch is taken by boat to the site indicated by the bamboo sticks and deposited on the sea bed. On the same day, during low tide, the cultch is laid. The oyster-farmer and his assistants visit the oyster bed at low tide by riding on a wooden sledge (Plate 15; E, F, and G). The cultch is laid in rows some 2 feet apart. Within each row, the arrangement is different according to the cultch type (Plate 14). The shell cultch is placed closely together in groups of three or more. The concrete tiles are half-inserted into the mud and placed approximately two inches apart. The concrete posts are similarly inserted into the mud to half their length but spaced some six inches apart.\n\nTwo to three weeks later, the oyster spat collected on the cultch can be seen as tiny, gleaming spots. The cultch, if initially placed inshore, is now taken further offshore and relocated. Because of the high rate of sedimentation within the bay, particularly in the summer, the cultch has to be periodically lifted out of the mud and transferred to the empty spaces between the rows to prevent it from sinking too deeply into the mud, thereby smothering the spat. This is especially important after typhoons. Usually, the oysters are tended until 3 to 4 years of age and are then cropped. The normal marketable size is approximately 10–15 cm. However, the age at which the oysters are cropped varies with demand, so that at times of great demand, even younger individuals can be marketed, and with reduced demand, they are left longer in the sea, and as a consequence, 6-year-old individuals almost 30 cm long have been found.\n\nThe oysters are harvested continuously throughout the year; no account being taken of breeding season. During winter, when the water is cold, the clusters of oysters are brought up into the boat by means of a pair of tongs (Plate 15; B) comprising two long (10–12 feet) bamboo poles loosely tied together and each possessing an inwardly directed four-pronged fork at one end.         "content_text": "162\n\nDONALD C. BOWIE\n\nof 230 moved on 20 January 1942 from Hong Kong to Camranh Bay and thence to Sumatra. The 230 regiment left Camranh Bay on 18 February 1942 and landed at Java. The whole Japanese operations in Hong Kong, the Philippines, Malaya and elsewhere had been carried out by only eleven divisions. As soon therefore as Hong Kong fell on 25 December 1941 it must have been Japanese policy to withdraw the fighting troops in order to replace their losses, which had been substantial, reequip and reorganise them for the next operation. The atrocities in Stanley, Happy Valley and elsewhere were carried out by fighting troops flushed by success in battle. I imagine that these must have been withdrawn before our hospital and Hong Kong generally suffered. This seems the most likely explanation for the facts, for as I said earlier Bowen Road was practically in the front line as the fighting ended and the city of Victoria was an exceedingly rich prize.\n\nDuring hostilities we in Hong Kong learned of the sinking of the Prince of Wales and the Repulse off the Malayan coast, which with the destruction also of a large part of the American fleet of course extinguished any hopes of relief. Rumour spread among us and was eagerly passed on that a Chinese army was hastening to our rescue. To those who had watched the failure of the Kuo Min Tang Chinese to make an effective attempt to dislodge the Japanese armies from Canton and South China since 1938 this story was considered to be most unlikely to be true, as so it proved.\n\nSoon after our surrender, nurses and other staff and patients who had survived the outrages of Stanley, Happy Valley, St. Albert's Convent Hospital and elsewhere rejoined Bowen Road and their experiences soon became known to all staff and patients. Even so it came as a shock to many to see and hear Japanese methods with captives. For several nights for example our guards had a number of Chinese as prisoners; these they had tied to trees and seemed to carry out barbarities upon them. Some of our people reported that they had smelt burning flesh and certainly the cries of the prisoners were shattering. Rumour had it that the Chinese were caught looting, of which large numbers were undoubtedly guilty, but this experience shook patients and some staff considerably for a while.\n\nOne of the early Japanese officers to visit the hospital expressed surprise at finding women there at all, and advised that they should make themselves as inconspicuous as possible. REYNOLDS\n\nport for the work came from American United China Relief (UCR) funds through the American Friends Service Council (AFSC); there were members from Canada, U.S.A., New Zealand, as well as China itself; and the self-sufficiency required was much greater than that of other FAU groups.\n\nThe original plan, worked out in late 1940 and early 1941, was for a group of forty men, equipped with 20 trucks, a mobile operating theatre and mobile workshop, to undertake two tasks. The first was the transport of medical supplies into China from Burma and the second provision of medical teams to work with civilian and military hospitals. The proposals had the support of the British Fund for the Relief of Distress in China under Dr. H. Gordon Thompson, the Foreign Office, the U.C.R. and the AFSC. The trucks and equipment were purchased in the US and shipped to Rangoon where they were assembled and driven up to China. Dr. R. B. McClure, a Canadian medical missionary born in China, was appointed to lead the Unit.\n\nIt will be remembered that in 1941 Japan occupied all the coast of China, transport up the railway to Kunming from Hanoi had ceased and the only land routes into the western provinces still held by the Government of the Republic of China under Marshal Chiang Kai Shek were the Burma Road and the road from the USSR via Sinkiang. When the Sino-Japanese war widened into the Pacific War on December 8, 1941, about half of the FAU group had arrived in Burma and China, the first trucks were being assembled in Rangoon and the rest of the party and equipment were on the high seas. All arrived safely and the Unit undertook a number of interesting tasks during the Burma fighting of 1942.1\n\nMedical Services and Supplies in China\n\nDespite the diversion of manpower and loss of trucks and fuel in Burma the work of transporting medical supplies in China got underway in 1942. In 1941 there were four organizations concerned with military and civilian medical services:—\n\n1) the Army Medical Administration (AMA)\n\n2) the Chinese Red Cross (CRC)\n\n3) National Health Administration (NHA) Weishengshu (衛 生 署) with its civilian hospitals and clinics.\n\n4) Over 100 mission hospitals, responsible to their own Mission Boards.",

We could not see that we were followed on leaving; perhaps they have given up checking on foreigners\". We had also been to a large reception given by General Chou En-lai on January 7th which was attended by General Marshall and, from the Kuomintang; Chen Li-fu, Feng Yu-hsiang and Dr. H. H. Kung, together with the Chungking establishment of Ambassadors, Consuls etc.\n\nThe Journey There\n\nThe route followed is shown in Fig. 1.* The convoy finally set out on a misty morning on January 21st intending to cross the Yangtse by the upper ferry. Disaster overtook us within four kilometres. Going down a steep slope the driver of the leading truck missed his gear change and ran off the road into a paddy field. The truck finished up on her side (Plate no. 6). With help from the base garage, she was hauled out, (Plate no. 7), the Garage Manager directing. The convoy returned to base, spent a day straightening and reloading and set forth again on January 23rd. The route went through Sui Ning, San Tai, Mien Yang over the Chien Men Kuan or Sword Gate Pass to Kwang Yuan and then over another Pass, Ch'i P'an Kuan or the Gate of Shensi, in the Mi Ts'ang Mountains to Pao Ch'eng.†\n\nNorth of Mienyang the 'new' motor road follows the route of the old Imperial Highway to Ch'eng-tu. Impressive “pai lo's”, fine trees and stone bridges mark the route (Plates 8 & 9). Just after Pao Ch'eng is the famous Buddhist temple Miao-T'ai Tzu, where we stopped for a visit. A place of peace and beauty to which one might dream of retiring for a while.\n\nIn Pao-ch'eng the scene is very different from the Szechuan towns over the mountains to the south. This was the southern limit of the camel trains coming down from Sinkiang and Kansu, some with loads of dried Hami melon. Perhaps some of the flavour of the place is given in a quotation from a letter home: \"We spent one night in Pao-ch'eng and as we came up across the bridge in the late afternoon, the long flatness of the Han-hui Ch'u valley behind us, lines of camels drinking at the river side were mirrored\n\nP.54 Plates 6-19 at rear illustrate the article.\n\n+ The romanisation of place names is that used in the Times Atlas of China since this is the detailed reference most easily available to Western readers.",

        "content_text": "THE MARYKNOLL MISSION, HONG KONG 1941-46\n\n127\n\nhave been uniformly courteous to us, except under the eyes of their masters and I think they realize that their position is a precarious one. They are, however, pretty cruel at times to the Chinese.\n\nExcept army trucks, there is no transport in the city. On the Pokfulam Road, however, the Chinese have resurrected a few very small wooden carts with tiny iron wheels which they laboriously pull along up the grades of the winding Island Road. Only a few bus routes are in operation. The Aberdeen route is running; the University route via Caine Road is in operation, and the Stanley run, with a bus every two hours, completes the service. The trams, of course, are running and quite crowded. Ferry service has been resumed, but on a very limited scale. I speak only for Hong Kong, as I know little about conditions over in Kowloon. As for purely private cars, practically none are seen in the streets, all having been confiscated and shipped to Japan. A taxi service was attempted but the fares were prohibitive.\n\nThe Dairy Farm is functioning under, of course, Japanese management and control. However, over half the dairy herd has been shipped out of the Colony to Formosa and Japan. A few British overseers have been retained. The milk is being sold for thirty yen a small bottle, but it is of very watery consistency. No butter is available.\n\nAs for the once flourishing harbor, it is now bare of shipping, save for an occasional Japanese freighter. Occasionally, a destroyer or two or a small cruiser are seen in the harbor, but they come and go. As will be remembered, the regular east channel leading to the harbor has been blocked with scuttled and burned ships, so all vessels now enter Hong Kong by the west channel, which passes just beneath Bethany, so we have a splendid view of all incoming and outgoing ships. Now and then we will see a steamer limping into port, disabled and apparently sinking. Once a convoy of some seven or eight ships entered and left the harbor, and on two occasions we saw a very large trans-Pacific liner like the Asama or Chichibu Maru enter and leave. On another occasion, a small destroyer engaged in maneuvers ran aground just to the south of Bethany on a point near the Dairy Farm, but was later pulled off by tugs. Before the war, the British were assembling ten thousand ton fabricated ships in Kowloon, and apparently the Japanese found one of these under construction, as later on we saw it under-",

        "content_text": "JUAN YUAN'S MANAGEMENT OF SINO-BRITISH RELATIONS IN CANTON, 1817-1826 161\n\nMeanwhile, the Tao-kuang Emperor felt keenly British challenges to traditional Chinese foreign policy. Juan Yüan was summoned to Peking. One topic of their discussions was Sino-British relations at Canton. But these discussions must be interpreted in the light of another pressing development.\n\nPage 162\n\nIn 1821, the Tao-kuang Emperor, newly on the throne, adopted a policy that was closer to Juan Yüan's point of view. A more stringent anti-opium policy was enforced at Canton, leading to closer monitoring of activities and movements of foreigners in port. The following year, a new situation developed in the northwest, giving further evidence that the British were challenging the Canton system by trying to open new trading frontiers in China. The combination of these factors led to toughened measures to control Westerners in Canton. That year, Wu-lung-a, assistant military governor for administration (ts'an-chan ta-ch'en) in Kashgar, reported to the Emperor the presence of two British traders near Yarkand in western Sinkiang. These traders had entered the Chinese Empire from Kashmir and Tibet, and had travelled by camel across the Sinkiang desert, but had sent the camels back when they were no longer suitable for the terrain. These traders and the remainder of their caravan had been prevented by the local chieftain of Yarkand, Akim Beg Mohamet, from buying horses, blankets and other provisions. Wu-lung-a, whose responsibilities included Yarkand, had ascertained that these traders were indeed British, and had indeed come from Kashmir. He enclosed with the memorial a letter from a British official in India which gave in considerable detail the route taken by the two traders from Kashmir to Sinkiang, as well as their intention to travel through the Chinese Northwest to Bukhara, north of Afghanistan, hence their need for horses. This letter to the Akim Beg identified the writer and the traders, then continued:\n\nThese traders and their retinue would like to go to Bukhara, taking any road that was safe for them, ... It is their understanding that the road through Yarkand is good and safe. They also heard that his Imperial Majesty is kind and fair to strangers, therefore, they have come to discuss with me the possibility of taking this road. They have asked me to certify their need to purchase horses, blankets and stockings. As it is the British practice for the chief in each city to write a letter to the chief of the next city on the traveller's route on behalf of the traveller, I am writing this letter to the Akim Beg of Yarkand.         "content_text": "162\n\nWEI PEN-T'I\n\nplace for the British to trade in China was the port of Canton, wrote that it was understandable that the British would want to take advantage of the peace and quiet of the Chinese Empire to facilitate their trade overland, but, as there had never been a precedent for their trading in Sinkiang, a fact borne out by old Moslem traders as well as various local chieftains despite British claims to the contrary, local authorities had decided to permit the traders to buy provisions, but had refused them the right to travel. \"We are seeking Your Majesty's advice on the wording of this refusal because we do not know how to draft communications to foreigners,” concluded Wu-lung-a.5\n\nA hypothesis can be drawn here that, to the Ch'ing court, the presence of these traders in Sinkiang was another indication that the British were seeking further penetration into China at that time. Remembering the Amherst ships that surveyed the China coast a few years before, and in view of the intelligence brought by the traders that the British were already in control of both Kashmir and Afganistan, the new Emperor was more willing to let Juan Yüan adopt a hardened policy towards the British in Canton. In fact, Juan Yuan was called to Peking shortly after the news reached the Emperor that the British traders were in Sinkiang.6 He was in Peking from 28 May to 25 June 1822. During that period the Emperor received him in audience five times. Juan Yüan recorded with great pride and joy that he was presented with several embroidered silk purses, and during these meetings with the Emperor the principles of foreign policy were established. These principles were made public subsequently through a court letter to Juan Yuan. They were:\n\n62\n\nThe principle of compensating for life lost with a life was to remain valid.\n\nIn instances where foreign nationals, civilian or naval, committed crimes against the Chinese in China or Chinese waters, they must submit to Chinese justice.\n\nForeign naval vessels as well as their personnel were in Chinese waters, ostensibly for the protection of their commercial vessels. Thus, if they should violate Chinese law, their nation's supercargo must be held responsible for the surrender of the culprits to Chinese authorities.\n\n4\n\nJuan Yuan was also directed by the Emperor to notify the British supercargo at Canton that since there was no piracy in the waters off Kwangtung, there was no need for them to send naval escorts for their",

Then, on the 23rd, led by Admiral Courbet, they launched an all-out attack on Foochow, destroying, within an hour, eleven Chinese warships and the Foochow shipyard. News of the sinking of the fleet at Foochow left Canton in the grip of hysteria. On the 30th, the high authorities in Canton proclaimed that they would offer awards for the lives of French soldiers. Plans were made to block up the river entrance as fears of a French naval attack on Canton grew.\n\nMeanwhile, French ships arrived in Hong Kong. On 3rd September, the La Galissonière came. This frigate had taken part in the actions both at Keelung and Foochow; moreover, it had Admiral Courbet on board. He was saluted by British guns in the harbour.1\n\nChang Chih-tung was immediately told of this, and his informer advised him to prepare for war because of rumours in Hong Kong that the French would shortly attack Canton.2\n\nOn the 5th September, the Canton authorities issued another proclamation. It called upon all Chinese to support the Chinese government against France, but it seems to be addressed especially to the people of Hong Kong and Macao. It pointed out that Chinese in these localities were often traitorous, because, enticed to work for foreigners for high pay, they frequently ended up in their military service. This meant that they would sometimes be actually fighting China herself. The proclamation called upon these Chinese \"to show a devoted regard for [their] fatherland” by refraining from working for the French, especially by refusing to repair their boats, and by killing French commanders and damaging their ammunitions of war. Those who followed these instructions would have their past offences forgiven, and be rewarded, while those who continued to help the enemy would imperil their family and relatives in China. Ten days later, on the 15th September, another equally inflammatory proclamation was issued calling on Chinese in Singapore, Penang and other places to kill and poison French persons.4\n\nIn Hong Kong, starting on the 11th, workers at the Cosmopolitan Dock at Hunghom refused to work on the La Galissonière.         "content_text": "experience, came relatively easily. \"Life to them is one big gamble, just for the fun of it,” he commented on his co-workers, \"but there is no purpose behind what they are doing, not for themselves nor for their families.\" Those he felt uncomfortable with openly ridiculed him as \"country-boy” and “socialist scum,” and blamed him for lowering their pay. I asked whether he planned to do something with his mechanical skills. He could only give me a bitter smile: who would want a farm machinist in Hong Kong; his family was in the restaurant trade; his father was a cook in China, and his uncle was a master baker; he would feel obliged to learn the family trade; after all, the skill to make Cantonese luncheon delicacies was sought after in the West; his family expected him to migrate to the U.S. one day to start a restaurant of his own. At the time, he had one purpose in mind to learn the skill from his uncle and to get out of the miserable working environment. He relished our conversations about family and friends in the commune (whom we knew through fieldwork). My frequent trips to the commune served as a physical though somewhat invisible bridge between him and home. In a sense, I and my research assistants became part of his emotional network.\n\nAs months passed by, changes in him were noticeable. He permed his hair. He also got rid of the oversized leather jacket and bell-bottomed trousers. With his slightly pointed shoes and loose sweater, he had acquired the \"grease look\" so popular among Hong Kong's working youth at the time. He talked less about his friends at the commune but more about barbecue picnics at Repulse Bay with co-workers. He also wanted to move to another restaurant in order to gain a more comprehensive view of the trade. He seriously discussed the thought of opening a bakery with friends in a housing estate. He had finally enrolled in an evening English class. It seemed that within a short time, he had established his own networks and orientations in Hong Kong by affiliating with a more forward-looking group within the working class youth culture. He became less attached to the social network provided by his relatives. Instead, he enjoyed his economic independence with friends and asserted his own goals in life quite apart from family obligations.\" He felt he was finally sinking his roots in a society that was oblivious to its precarious existence.",

Some of the ships were left so short-handed that they were not in a position to raise steam, if required.\n\nIt was with mixed feelings at about half past ten that morning that we saw a Japanese infantry patrol approach along the shore and enter the first of the moored launches. They were then seen to get down under cover and examine the foreign ships through their glasses. That scrutiny was returned with intense interest, but presently they waved a handkerchief and, when approached, appeared friendly. They requested that a message should be sent off to the two gunboats anchored in the river to say that a detachment of motor craft would be proceeding down river and asking that the gunboats should not open fire on them. Later contact was made with the Japanese officer commanding the considerable detachment, and he expressed sympathy when he heard that the ships had been repeatedly bombed the previous day. He did not mention that his detachment was the one that had fired on the \"Panay\" and the other American ships as they were sinking.\n\nThe Japanese passed on their way, and soon we noticed other things passing too. There was a thick scum of oil going down with the tide all that day. Wireless messages came in asking for information about the American ships, whose signals had suddenly stopped in the middle of a message during the previous morning. It was only now beginning to be realised that all the American ships had been sunk. A small Standard Oil steel lighter drifted by; and shortly after, the derelict motor-boat of the \"Panay\". These were rescued and made fast alongside the gunboat. American equipment in those days was lavish, I remember the hopeful glint in the eye of a C.P.O. stoker in the \"Scarab\", as he suggested to his Captain that, perhaps, the Americans would not miss the motor-boat's engine, if it were \"borrowed\". He did not get his way, but the \"Panay's\" life-belt, rescued at this time, was kept as a souvenir and in 1941 could still be seen in the wardroom of one of the river gunboats. I think she was H.M.S. Peterel. If so, the souvenir was presumably lost when H.M.S. Peterel was sunk at her moorings off Shanghai, with flag flying, after refusing to surrender to overwhelming Japanese forces which suddenly treacherously attacked her at dawn on December 7th, 1941.\n\nLater a report went round that the Japanese were mounting a battery on the south bank, that opposite to which the ships were moored,",

        "content_text": "151\n\nalong the dismantled track ran no trains, under whose wheels we could get our dummy mines, as we had been able to do in Burma where the alarm created by their noisy, if harmless, explosions had often confused the Indian engine drivers.\n\nThe magistrate was helpful: he devoted two days to tramping round with us from village to village, until we could decide where accommodation for the school might be most suitable; and he promised to build a short length of road to connect the village finally selected with the motor road so that our lorries could drive right up to the door. The village was some miles outside a small country town; I shall call it Chin Ya, the Golden Duck.*\n\nNew Year's Eve fell while I was making these investigations. The local general, with that consideration which is the charming mark of Chinese breeding, fearing I should be lonely, invited me to dinner. Since arrival in the 3rd War Zone I had asked to be kept informed of any parties of foreigners escaping from Shanghai, but no news of any escapes had come through. It was accordingly with the greater pleasure, as we were sitting down to dinner, that I was surprised by the entry of a tall bearded figure, wearing a long Chinese gown, and heard myself addressed in English. He was the first foreigner to escape from Shanghai, an American, Mr. Hawkins, the manager of one of the branches of the big American bank which had offices in China.\n\nHe told us his story while we ate our dinner. Having only just returned from leave in the States, he was staying at an hotel, which happened to be near the Bund. Early on the morning of December 7th he was wakened by the sound of gunfire. He went out to investigate and found that Japanese destroyers were sinking H.M.S. Peterel in the Whangpoo River just off the Bund. He realised that war must have broken out and dashed round to his bank to 'phone his manager. He then returned to his hotel, packed a small bag, got into his car, and drove out to the stables in the western suburb, where a friend kept two ponies which he had permission to ride. He saddled the ponies, and riding the one while leading the other, passed through the gate at which a Japanese sentry stood guard where the road crossed the barbed wire barrier surrounding Shanghai. In the summer of 1942 a young American, who spoke fluent Chinese, hearing that he would soon be ordered into one of the concentration camps, walked up to the wire one night, crawled under it, and got through to the guerillas without previous preparation. Later still a small party of Russians came out. Then there was a gap until the summer of 1944, when five British civilians made a daring and successful escape from one of the camps, followed soon after by an equally daring escape by a mixed American and British party of military personnel, from another camp. The guerillas always gave the utmost assistance to those who succeeded in getting as far as their lines, sometimes at considerable risk to themselves. At least two parties, of whose attempted escape I received information, came to grief. The one loitered in the vicinity of Shanghai too long, while one of their number returned to recover some arms they had left behind. Through an informer the Japanese got onto their track; and, when the foreigners opened fire with their weapons, the Japanese are reported to have taken and murdered them all, including one woman. The other party was just unlucky and ran into a Japanese patrol; they were held for trial, and sentenced to long periods of solitary confinement.\n\nIt was quite impossible for the Japanese to prevent information from Shanghai leaking out to the guerillas. They were maintaining the fiction that the Wang Ching Wei government was in alliance with the Axis powers; under those circumstances the control of movement in and out of Shanghai, a control anyhow of great difficulty owing to its size, was left largely to the puppets, who were neither efficient nor loyal to their overlords.\n\nHongkong had fallen in December, much sooner than expected, and the sinking of the American fleet at Pearl Harbour, the full significance of which was not yet understood, had certainly not facilitated the defence of Singapore. Things were going badly for Britain; but the Chinese generals by whom I was surrounded never once made any remark which could be construed as a reflection on the British, or as evidence of any lack of confidence in the final outcome of the war. Such amiability was noteworthy.\n\nAt about this time I was joined by Mac. He had been one of a party of foreign journalists and military officers sent to Changsha to witness the results of the victory recently won there by the Chinese when they",

I am afraid that they have now long since broken up and scattered, their supplies exhausted. Reports had come in of over fifty successful “jobs”, including the destruction of railway and road bridges, the derailment of trains and railway patrol vehicles, the sinking of launches, damage to lorries and sundry industrial plants. Some of these \"jobs\" were really a little bit out of our line, but suited to Chinese ideas. For instance, there was the comedian, who entered a cinema frequented by Japanese troops. He carried a bottle filled with grey powder, which of course was examined at the door where all Chinese entering the cinema would be searched. He explained the powder in the bottle was a special cure for the itch; the Japanese at that time had not learnt what ammonal looked like and the sentry did not know that inside the so-called itch powder was concealed a primer, a detonator, and a half-hour time-pencil. The Chinese farmer, so interested to come and see the film of the Almighty Imperial Japanese Army creating the East Asia Greater Prosperity Sphere took his seat, deposited his bottle under it, was “taken short\", walked out to relieve himself, and failed to return. Within half an hour the Japanese discovered why!",

        "content_text": "Chinese Military Services which have not before been recorded in English. One aspect of Mesny's writings which will bring wry smiles to a number of western faces was his occasional essay into the ever-popular art of China-watching. In 1896 his conjecture that Earl Li Hung-chang was a likely candidate to be the first ruler of a China ruled by Chinese is now, with the benefit of hindsight, amusing to say the least. Even more so was Mesny's next thought. Li perhaps might even marry the Empress Dowager and thus amalgamate his influence with that of the reigning line. He added that the Empress Dowager was however too old to bear children and would therefore only be a witness to her own departing glory by seeing her husband, [and Li would then have been 74] begetting an heir to the throne through a younger woman.\n\nBetween 1850 and 1873 peasant discontent, both Chinese [Han] and non-Chinese, led to a wave of rebellions, some of exceptional size. These included the Taipins, the Nien and the Moslem revolts, but not Ya'qub Beg's Sinkaing rebellion which ended in 1877. Mesny first became involved in the Taiping rebellion [1850-1864] towards its latter days, a time when the imperialists were gaining the upper hand and had confronted the Taiping leadership in its capital, Nanking where he was held captive for some months. Later, whilst he was working with the Chinese Maritime Customs in Hankow, he became involved with the Nien-fei [the Nien rebels] bandits who ravaged north of the Yangtze between 1851 and 1868.\n\nThe Nien, a decentralised association of peasants, were basically bandits without any ideology as such, whereas the Taiping rebels were a pseudo-Christian movement led against the imperial rulers in Peking by Hung Hsiu-ch'uan who had adopted some elements of Christian beliefs into his ideology. The Taiping rebels, whose capital city was Nanking, enjoyed some sympathy from westerners but eventually the rebellion was defeated but not until many millions had died. When the final defeat came it was due mainly to the Chinese imperialists under Tseng Kuo-fan, Li Hung-chang and Tso Tsung-t'ang, aided to some extent by several foreign-trained Chinese forces which included the much-vaunted western-trained force, first under an American Frederick Ward and finally under a British colonel in the Royal Engineers, Charles Gordon, together with direct British and French military intervention in Shanghai and Ningpo areas. The rebels, with whom Mesny and many Christian missionaries at first sympathised, introduced many reforms such as monogamy, and the banning of opium, tobacco and alcohol, and foot-binding.",

        "content_text": "14\n\nmostly written by himself, which sadly adds little to our overall knowledge.\n\nOne of the problems is dating, not only of his personal life though the general outline is well defined, but also the dates prior to publication when he wrote up the notes and the final narratives. There would appear to be times when flashes of inspired hindsight have been included into episodes of his biography or into his essays on China's recent past, her problems and how they should be solved.\n\nMesny's writings have brought to life again a number of now long forgotten aspects of life in China in the nineteenth century. It was not a China of pagodas, silk, tea and pigtails but one of hostility, dirt, bug-ridden towns and villages, a mass of poverty-stricken peasants and the ever-present threat of early death from disease. We tend to forget or overlook the acceptance as a norm in those days of the complications and tedium caused by time, distance, and poor communications when it took days and even weeks of tiring travel on foot or on the backs of animals to reach the capital of a neighbouring province. Nowadays we also tend to imagine that during Imperial days the peasant population of China was fairly sedentary with little knowledge of much beyond the neighbouring village or the annual district fair. Mesny describes at one point how memories of distant parts of China were brought home to their villages by the many individuals who served with armies suppressing revolts in distant provinces such as Mongolia, Yunnan and Dzungaria [now part of Sinkiang province]; and, for example, how far and wide the Cantonese, as traders, had spread their presence. Mesny also vividly brings alive on a number of occasions the atmosphere in which foreigners, often alone or in very small parties, were out on a limb in far-flung parts of China with ever-increasing xenophobia, and with anti-foreign violence threatening their very lives.\n\nThe Miscellanies contained remarkably few illustrations. All were photographs of people apart from several poorly reproduced photographs in 1905 of astronomical instruments in the Peking Observatory before they were borne off to Germany by the German contingent during the Boxer rebellion in 1900, and one litho in Volume 4 of the first emperor of the Ming dynasty, merely recording who it represented. The picture of Chu Yuan-chang in all his ugliness was also reproduced later in 1910 in a small book also printed in Shanghai written by William Kahler, 'Chinese Hotchpotch', accompanying one of the articles reprinted from",

        "content_text": "207\n\nJack Edwards, since well-known for his work on behalf of ex-P.O.W.s, and their families. The trial began on October 3rd 1946 and ended with convictions two weeks later. I need say no more as Jack Edwards had written a graphic account of the conditions at Kinkaseki in his book \"Banzai you Bastards\".\n\nMy second case turned into a marathon. It opened to a crowded courtroom on October 21st 1946 and ended in an equally-crowded court on November 30th - Hong Kong's longest-running War Crimes Trial. The Royal Navy took a special interest in the case due to the number of Naval Personnel who had perished, and the Hong Kong Commodore sent out a signal that all Naval Officers not on sea duty were to attend the opening of the trial in No.1 uniform with medals and swords. About fifty did so, arriving early to take up the front spectator seats in the Jardine East Point Godown (since demolished) which had been furnished as a court. A Naval Officer sat as a member of the Tribunal.\n\nThe accused was of medium height, and aged 45. He held himself well in the dock. He spoke passable English, but preferred to give evidence in his own language. The accused, Captain Kyoda Shigeru, had been Master of the \"Lisbon Maru\" which sailed from Hong Kong for Tokyo on September 27th 1942. It had on board, in overcrowded conditions, 1816 undernourished British and Allied P.O.W.s who were being moved to Japan to work in factories there. It also carried a substantial number of Japanese troops returning for relocation and a general cargo. Three days after sailing from Hong Kong the \"Lisbon Maru\" was torpedoed by a U.S. submarine which punched a hole in the stern and thereafter the vessel was slowly sinking. The Officer-in-charge of the P.O.W. detachment, a young Lieutenant Wada, ordered the accused to batten down the prisoners in the hatches, and to remove the ventilation chutes.\n\nAccording to evidence, the accused first argued with Lt. Wada, but when the order was repeated he gave instructions to the Ship's Carpenter to carry it out. As the ship slowly sank, conditions in the holds became more and more intolerable, and deaths due to drowning and asphyxia began to occur. No food or water was supplied. The air was foul, and they were in darkness. There were no latrine facilities.",

After a mad scramble, manage to find a bed and retire early, tired and hungry.\n\nThursday eleventh. Commander Millet OC AIS asks me to form antiaircraft and defence posts for Aberdeen as RAF only people with machine guns. I fix up four posts on the roof with tommy gun posts on the verandahs. The AIS makes a wonderful target being only half a mile from the naval dockyard. A hospital has been set up next door to the armoury. For breakfast we get one slice of bread and a little butter and tiffin is the same. For supper, if we're lucky, we get hot stew. Intensive bombing of Aberdeen harbour causing heavy casualties. How we curse the bombers and wish we had a few Gladiators which would make short work of them. Jap fighters are quite slow.\n\nFriday twelfth. Up early and drive in to HK. Buy food, cash a cheque and have a steak at Jimmies. Send cables to Pam and Mother. HK shelled from Kowloon. All our troops evacuated from Mainland. Hear that Walter Rosa, Dick Stanton, Houston Boswall and Bell who messed with us at Kai Tak have all been killed. Small party of Indians still fighting on Devils Peak. Royal Scots fired on in Nathan Road by Chinese fifth columnists using automatic weapons but Scots wipe the whole lot out. Chinese reported assisting Japs on large scale. Amazed at sinking of Prince of Wales and Repulse, also Jap successes against Americans. No one however doubts the final outcome and we realize that HK is only small fry in a tremendous issue.\n\nSaturday thirteenth. I set up antiaircraft positions on Bennetts Hill and Reservoir Hill with RAF personnel. CO goes to battle HQ, leaving me in charge. Dolly goes to Little Saiwan and the Colonel to Stanley. After much sweated labour get guns etc. in position. Whimpeys is in charge of Reservoir Hill and I of Bennetts Hill. I return to AIS for the night and at midnight there's a hell of a commotion and everyone is roused as the Japs are supposed to have landed on Aberdeen Island. Whole thing a farce and return to bed.\n\nSunday fourteenth. Set up positions on Bennetts and start digging holes in side of hill for billets. Junior and I dig like mad but, owing to rocks, make little progress. Quiet day except for a few air raids. Bed extremely hard and rain comes in.",

Apparently, in October 1993, a squad of Queen's Gurkha Engineers went up to the Peak one night with a truck and a crane and purloined the Middlesex Boulder.\n\nNot everyone used the word outrage, as did Booth. Nevertheless, the general reaction among Hong Kong citizens who take an interest in local history was that this fascinating and moving colonial memorial belonged to Hong Kong and to take it away was 'naughty' to say the least. There were others, however, who felt it would be better cared for by the Middlesex Regiment in England.\n\nIn 2001, the Boulder was spotted by Royal Asiatic Society Hong Kong Branch members outside the National Army Museum in Chelsea. This is 'formally and legally the Museum of the Middlesex Regiment and stands within the county of Middlesex.' I wrote to the Director of the Museum, the late Ian G. Robertson MA FMA, who was helpful. He pointed out that he did not have a hand in moving the Stone and did not know the underlying circumstances. I, in turn, pointed out that the plaque on the Boulder was difficult to read and needed cleaning. Mr. Robertson responded by saying care needed to be taken not to use destructive techniques. He did, however, say the intention was to move the Boulder inside the Museum at a later date.\n\nIn 2003, I was informed by RAS members that the Boulder had indeed been moved inside and placed in a permanent gallery. It is said to have been donated to the National Army Museum by the Middlesex Regimental Association. I was able to visit the Museum on 3 June 2004. The original plaque, which is still on the Boulder, reads:\n\nThis stone memorial was erected by Lieutenant John Ward, Commanding Officer, in memory of those men of the 25th Battalion The Middlesex Regiment who died when the troopship TYNDAREUS struck a German mine off Cape Agulhas, South Africa, on 6th February 1917. The Battalion had embarked in England and were en route to Hong Kong to carry out garrison duties. There is no doubt that the exemplary conduct of all ranks after the accident contributed in considerable measure to the Master's ability to prevent the ship from sinking with further loss of life.\n\nI am pleased to be able to report that the Stone is now well lit and",
