SMITH*\n\nIntroduction\n\nAn environmental impact assessment (EIA) has recently been made of the dredging and land formation aspects of a proposed reclamation for a new town development at Tin Shui Wai located in the north-west New Territories of Hong Kong as shown in Figure 1 (Binnie & Partners, 1984). Some of the activities considered in the EIA may have an effect on the commercial oyster industry located in nearby Deep Bay (also called Shenzhen Bay) and, accordingly, information was sought as to the structure of the industry, its productivity and the cultivation techniques used. The information was obtained by many interviews with oyster farmers and related organisations both in Hong Kong (HK) and in the People's Republic of China and supplements an earlier review by Morton and Wong in 1975. Figure 1 shows the extent of the oyster beds in Deep Bay and the locations referred to in the paper.\n\nThe Pearl River estuary\n\nThe Pearl River system drains a catchment of 450,000 km2 of which 50% is above 500 m elevation and only 5% consists of lowland delta areas. The catchment is drained by three principal rivers: the Bei Jiang (North River), the Dong Jiang (East River) and the Xi Jiang (West River). The Xi Jiang is the largest, having an estimated length of 2200 km. About 54 million tonnes per year of sediment are released into the estuary and about 20% of this is retained by density-induced water circulation. A net northerly movement of sand up the estuary past the mouth of Deep Bay has been suggested (Binnie & Partners, 1984). Deep Bay is a large shallow bay on the eastern side of the Pearl River estuary adjacent to the deep flood channel of Urmston Road.         "content_text": "163\n\narea of about 115 km2 and contains 330 Mm3 of water at mean sea level (about 1.3 m above Hong Kong principal datum (PD)). Sand is brought into Deep Bay close to Black Point on the flood current and moved along the Hong Kong coast by wave action during storms. Silts and clays appear to be largely derived from the catchment draining to the inner part of Deep Bay.\n\nThe tides are complex, with a strong diurnal component superimposed on a semi-diurnal pattern. The usual sequence is thus two high waters and two low waters in just over 24 hours, with one high and one low significantly higher or lower respectively than the other. On certain occasions (14 in 1984) the diurnal component completely dominates and only one high and one low occur in a day. The maximum tidal range is about 2.8 m.\n\nHistorical background\n\nOyster cultivation is traditional and has been practised in the Pearl River estuary for several hundred years. The coastal town of Shajing (JP) has long been associated with oyster fattening. Oyster cultivation has been practised in Deep Bay since at least 1800 (Bromhall, 1958; Mok, 1973).\n\nDisputes over the ownership of Deep Bay oyster beds led to short term leases being granted in 1909 to those organisations, both those based in Hong Kong and those based in China, who could prove good claim to ownership prior to 1898 when the Crown Lease of the New Territories commenced. One oyster bed was reclaimed from the sea around 1915/16 and now forms part of the Tin Shui Wai area. Additional oyster beds were leased, mainly in the mouth of the Shenzhen River, during the period 1909 to 1933. The original 1909 leases were extended from 1931 to 1952.\n\nDuring the early part of World War II many oyster farmers with much traditional expertise moved from Shajing to settle in the Lau Fau Shan area, but the majority of the beds were either ruined or fell into disuse by 1945. Reorganisation of the industry in the immediately post-war era was influenced by events within China culminating with the establishment of the People's Republic of China in 1949. Shenzhen City is divided into two major administrative districts, Baoan County and the Special Economic Zone. The Chinese oyster farms are in practice allowed to deal privately and individually with Hong Kong merchants after quota deduction to sell the remainder of the crop. In order to encourage farmers to deal with official organs in selling the remainder, however, they receive a better than normal exchange rate from the Chinese government for oysters exported through the customs. As another incentive to use the official route, farmers are permitted to import tax-free personal household goods and production gear.\n\nThe official tonnages of fresh oyster meat exported (i.e. those which have passed through customs) from China to Hong Kong are shown on Figure 2. The figures provided by the Shenzhen Aquaproduct Company included some oysters in shell. These have been converted to wet-weight in Figure 2, making the assumption that wet-weight is 10% of the total weight including the shell. About double the tonnage is exported unofficially directly via direct sales to Hong Kong merchants into Lau Fau Shan by boat despite the incentives to use the official route. The reasons for the \"unofficial\" trade may stem from the following:\n\n(a) Relatively loose enforcement of import/export control on both sides of the Bay;\n\n(b) Tedious and troublesome customs procedures;\n\n(c) Various surcharges have to be paid e.g. 10% tax to aquaproduct company, 0.2% handling charge to Bank of China, and possibly others;\n\n(d) a two months delay in receiving payment; and\n\n(e) selling direct to Hong Kong merchants provides foreign exchange at the best rates.\n\nThe Chinese administration is clearly aware of the unofficial trade but apparently not prepared to take any vigorous action yet.\n\nOyster spawning and spat collection\n\nThe life-cycle of the commercial oyster can be conveniently divided into three major stages: (i) spawning, spat fall and collection, (ii) growth from first year to three or four year age, and (iii)",

In any case, his response constitutes an interesting datum for those interested in the study of religious rationalizations.\n\n28 Ge Hong, of course, wrote of Huang Chuping, but only as one of a large number of immortals. Su Dongpo, who stayed at Luofu in the 11th century, praises a painting of Huang Chuping in one of several poems on various paintings, but does not mention any connection between the painting and Luofu. Qu Dajun's very detailed account of Luofu (in Guangdong Xinyu) and its saints does not mention Huang Chuping at all. It might be noted, however, that the Southern Song court bestowed titles on Huang Chuping and his brother in the reigns of Shaoxing (1131-1162) and Jiaxi (1237-1240). The Ming official Huang Gongfu (1573-1657) also seems to have brought worship of Huang Chuping to Guangdong. He was stationed in Fujian not far from Jinhua Mountain, according to the annals of Xinhui (quoted by Wong “A study of Huang Ta-hsien\"), but became disillusioned with the Ming regime and migrated south to become a hermit in the Xinhui area. While there, he wrote some poems mentioning Huang Chuping. He lived near a rock or crag once named Yang Shi Keng (Sheep stone pit), changed its name to Chi Shi Yan (The crag of shouting [at the sheep]), evidently referring to Huang Chuping's miracle of turning rocks into sheep. There is as yet no evidence that worship of Huang Chuping by the founders of the Hong Kong temple owes anything to the influence of Huang Gongfu. Many of the devotees of the Xiqiao Huang Daxian, however, came from Gaoming and Heshan not far from the home area of Huang Gongfu.\n\n19 The article, authored by An Shi, is on page two of the brochure, which is printed on newsprint-type paper with the heading \"Scenic spots in Luofu, Tangquan, Huizhou”. The brochure, published by the local branch of the provincial Tourist Agency, is clearly written by journalists and local scholars attached to the local cultural affairs bureau.\n\n10 We were told at Luofu that two former members of the local Wenhua Ju (Cultural Affairs Bureau) had written articles to prove that the Hong Kong Huang Daxian originated in Luofu: Mr. Xie Hua (editor of Luofushan Fengwuzhi), now at the Tequ Bao (Special Zone Daily), had apparently written an article for the Shenzhen Ribao (Shenzhen Daily); Mr. Su Fanggui, now at the Cultural Affairs Bureau of Huizhou, had reportedly also written an article on this theme.\n\n31 We were told during the interview with these officials that Huang Chuping was another disciple of Ge Hong; he became an official in Huizhou (obviously a reflection of Huang Li]; he had a brother named Huang Chuqi; he went to Hong Kong, found he had to go far north to a mountain in Zhejiang province, where he was engaged in tending sheep; he became separated from his brother; and so on. These cadres had evidently consulted some books on Taoist saints prior to their meeting with us.\n\n12 Regarding traditions about the mute tigers associated with Yeren, see Soymie, \"Le Lo-feou chan\". p. 27. Soymié points out (ibid. p. 111) that by tradition, several other saints of Luofu also had tigers as companions. Tigers functioned like tutelary deities of the mountain, placed there in part to prevent the wicked and the unworthy from ascending the mountain.\n\n33 We learned while in the area that there had been some recent conflict between the proprietors of rival shrines near the mountain in their attempt to get some of the tourist trade.         "content_text": "309\n\nSOJOURNERS IN XIAMEN: NOTES ON THE RAS VISIT\n\nIt was up-up-and-away' on Friday March 6, 1992, as 18 stalwart RAS Members took a one-hour flight to Xiamen Island, in Fujian Province. Also known as Amoy, the town is similar, in some ways, to Hong Kong. Both are situated in the typhoon belt. Also, like Macau, there are isolated 'dip-nets' for coastal fishing, mournful water buffalo haul ploughs as in Guangdong and 'knife-bean' and flame trees adorn skylines as at Repulse Bay. As in most of China for the past decade, 'free markets' exist in Xiamen with intriguing street stall smells.\n\nBut this city, where Chinese still stare at Europeans, is also different from Hong Kong. Limited English is spoken, and, when it is, people often have Japanese accents. Nor is there the same high-rise concrete jungle, sampans and junks have more pronounced curves, straining bare-footed labourers pull carts and street sweepers use brooms made from branches of trees.\n\nAlthough one of the People's Republic's Special Economic Zones, Xiamen cannot be compared to hectic Shenzhen. But if direct relations can be established across the shallow, 150 kilometre wide, Taiwan Straits, instead of routing transactions through Hong Kong, the volume of trade could increase rapidly. To make it easier for the Taiwanese, to attract business many of the street signs in Xiamen are in conventional Chinese characters, as in Hong Kong, rather than the simplified ideograms normally used in China.\n\nThe Group's first stop on arrival in Xiamen, arranged by Member David Norris, was to 'Meixia Arts and Handicrafts' established and run by American Bill Job and wife Kitty. They manufacture and export stained art glass murals, windows and lampshades.\n\nThe following day, the couple invited the Party to their spartan but adequate house, built in 1928, for which the present rent is US$120 a month. An open well and grapevines grace the forecourt. Their two young daughters attend the Chinese school and are fluent in both Putonghua and the local dialect. The latter sounds more nasal than Cantonese. When the Group arrived the two girls were playing ball with Chinese friends in the narrow street at the front of their home.",

By the end of the Ming, the north and east shores of the Bay were merely home to a few scattered, small, agricultural villages. The waning of imperial interest in the area led to an explosion of piracy. This area had, by the late Ming, become a lightly populated and dangerous part of Hsin An County, insignificant, remote, and probably declining.\n\n5\n\nThe Coastal Evacuation of 1662-1668, the forcible removal of people living near the coast, to deny anti-Ch'ing remnants support, was a traumatic event. Many of the previous inhabitants died - possibly half. It seems likely that, when the remnants of the people returned in 1668-1669, they concentrated themselves in the better lands to the west, around Yuen Long and Sham Chun (Shenzhen), and around Tai Po and Sha Tin at the head of Tolo Harbour, abandoning the declining Mirs Bay area. However, land taxes still had to be paid for this area. Lineages looked, therefore, for tenants or purchasers to take over these more marginal areas.\n\nThe newcomers they found to repopulate the area were Hakkas from the north-east. All the present inhabitants of the northern and eastern parts of the Mirs Bay area are Hakka, and their clan traditions all speak of settlement in the area after 1668. A few villages claim to have been founded in the late seventeenth century, many in the eighteenth, and some only in the nineteenth, in every case by families who had moved into the area after 1668.\n\nSome of the Hakka newcomers living in the north-west quadrant of Mirs Bay became, at least in village terms, wealthy during the later eighteenth and early nineteenth centuries. Much of this wealth was poured into large reclamation projects. These aimed at increasing the arable land available in the area by filling in the mouths of the bays in front of the villages. These reclamation projects in turn brought yet more wealth to the area. The social status of the local Hakka rose steadily during this same period. In 1805 the Hakka were granted a quota of their own within the Hsin An County imperial examinations quota. Over a quarter of all the early Hakka examination successes from Hsin An County were from the north-west quadrant of Mirs Bay, and this should be seen as evidence of the wealth and self-confidence of the Hakka of that area in the early decades of the nineteenth century.",

By AD 331, when the County of Tung Kuan was established, the then Salt Intendant certainly had his yamen (official residence and office) at Nam Tau. Nam Tau became the new county seat in that year, and the then Salt Intendant was promoted to County Magistrate, and the old Salt Monopoly yamen was upgraded to become the new County Magistrate's yamen, with a new yamen thereafter built for the incoming Salt Intendant. These early references also do not speak of Kowloon City specifically, but it is very likely that, with the Salt Intendancy headquarters so close, the salt-fields at Kowloon City were already then in full operation, probably with a Sub-Intendant in charge there, and it is likely that this was so from Nanyueh times.\n\nAt some date between 331 and 1163 the Tung Kuan Salt Intendancy at Nam Tau was split into four, with one of the new Salt Intendants stationed at Kowloon City (then called Kwun Fu Cheung, \"Rich Official Salt-fields\"). The most likely period for this development (which was associated with an attempt to increase revenue from the Salt Monopoly in Kwangtung) is the tenth century, when again Kwangtung formed a separate Empire, that of the Nanhan (907-979); considerable amounts of Nanhan pottery have been found in the general Kowloon City area, suggesting that this was a place of some significance then. By the date of this split of the Salt Intendancy there can be no doubt that Kowloon City was an important Salt Monopoly centre. In 1163 the Kwun Fu Cheung Salt Intendancy yamen was moved to Tip Fuk (Tiefu) on Mirs Bay, where it stayed for a few decades — perhaps a hundred years — before returning to Kowloon City.\n\nIn or shortly before 1293, the Kwun Fu Salt Intendancy was amalgamated with the Salt Intendancy headquartered at Wong Tin outside Sai Heung (Xixiang), a little to the north of Nam Tau, and the old Kowloon City Salt Intendant's yamen (which was a walled compound) became the yamen for a new County Sub-Magistracy then formed. This Sub-Magistracy was upgraded in 1370, and moved to Chek Mei Village outside Sham Chun (Shenzhen) in that year; it was moved back to Kowloon City in 1841, together with the yamen of the local Military Commander, which had previously been at Tai Pang (Dapeng) on Mirs Bay, to bring the Sub-Magistrate and Commander closer to the anticipated problems arising from the British occupation of Hong Kong. The SARS outbreak was to blame for some of this, since, in the early part of last year we were a little careful about putting events into the programme. Recently, we thought we were going to have to give up our lecture venue at the City Hall for some months, and so slowed the programme down, only to find that the long-awaited renovation and refitting of the Extension Activities Room had been put off, perhaps to the autumn, perhaps indefinitely, because of financial restraints. To put this into perspective, last year we had 17 lectures (2 more than this year), 9 local visits (5 more than this year), and 3 visits to places outside Hong Kong as against 4 this year. Last year the programme thus had 29 items on it, and this year only 23. In 2001-2002 there were 24. We will endeavour to do better during this up-coming year! The Council would welcome Members suggesting items for inclusion in the programme. Members willing to lead visits are particularly urged to put themselves forward!\n\nImproved Relationships with other Branches, and Extended Availability of the Journal in Libraries around the World\n\nCouncil has continued to take action to improve relations with our sister societies around the world, and has also taken action to ensure that full sets of the Journal are to be found in more Libraries, both academic and public. I am glad to repeat what I said last year, that full sets of the Journal are now to be found in all five of the Regional Libraries of the Leisure and Cultural Services Department (in the City Hall, and in the Kowloon, Sha Tin, Tuen Mun and Tsuen Wan Regional Libraries), with three sets in the Causeway Bay Central Library. Sets are also available in the Public Library Service in Macau, and in Shenzhen, as well as in Shanghai. Negotiations are in hand to get sets into the library services at Canton and Peking as well.\n\nAll the tertiary academic libraries in Hong Kong also now have full sets (two sets at Hong Kong University), as do the libraries of the Museums of the Leisure and Cultural Services Department. We are in process of ensuring that the other Museum libraries in Hong Kong also get sets.\n\nDuring this upcoming year, Council will continue to try to increase the number of libraries around the world which have the Journal.\n\nxxiii",
