LETHBRIDGE \n\nHong Kong, needless to say, was not Africa, and the Hong Kong cadet did not spend his working life in the bush adjudicating the disputes of unsophisticated natives. He worked mainly, unless one of the District Officers in the New Territories, in a many-layered urban society, in which were to be found a number of extremely rich and some highly erudite Chinese. The population of Hong Kong was related in terms of race, language and culture to that of China, the home of an ancient civilisation; and cadets spent two impressionable years learning the language of that country and something of its splendours, and its miseries as well. I suspect many cadets were deeply impressed by their contact with the culture and civilisation of the Chinese, that a process of 'mandarinisation' often took place, especially among those working in the Registrar-General's Department (the Secretariat for Chinese Affairs) where official documents were published in the same form and style as those of the Imperial Chinese bureaucracy.31 I suggest that cadets were paternalistic towards the local population, but that their paternalism was Confucian in spirit and understood by Chinese. Their background and training, in its historical context made this era of cadets not unacceptable to, though not necessarily liked by, Hong Kong Chinese with memories of the behaviour of Chinese officials across the border. British officials acquired in Hong Kong, then, a gloss from the population they ruled. Sir Frederick Lugard, 'in gentle derision', called cadets 'the twice-born';32 and Reginald Stubbs, on a special mission from the Colonial Office to Malaya and Hong Kong, exclaimed in 1910 that they were prepared to advance claims to act for the Almighty'.33 Exposure to life in an English public school and then to life in an Eastern Colony, led not unexpectedly to this consummation of belief. \n\nThe contribution made by cadets and ex-cadets to sinology and scholarship in general is impressive. One has only to take note of the publications of such officials as Alfred Lister, J. H. Stewart Lockhart, R. F. Johnston, G. R. Sayer,34 S. F. Balfour,35 Walter Schofield,36 Soame Jenyns,37 R. A. D. Forrest,38 and K. M. A. Barnett.39 Many were also members of learned societies; and a substantial number acquired not only compulsory Cantonese but a knowledge of other Chinese dialects, such as Hakka and Mandarin; a few specialised in Japanese; and those who worked in the Police, Hindi or other Indian languages.",

Sir Joseph Kemp attended Cape University, South Africa and Edward Wynne-Jones the University of Wales. \n\nThese university-educated gentlemen represent a social stratum lying somewhere between Mathew Arnold's Barbarians and the Philistines. A large number of them had been educated in schools animated by the ideas and ideals of Arnold's father, Thomas Arnold, the headmaster of Rugby. \n\n28 Alexander Macdonald Thomson (1863-1924), Educated at Aberdeen University. Lecturer in Mathematics, Naini Tal College, India, 1884-5; Assistant Professor of Mathematics, Aberdeen, 1887; entered the Hong Kong Civil Service, and attached for one year to the Colonial Office, 1887; Treasurer 1898-1918. Retired in 1918. He is the only cadet who retired to live in the United States (San Mateo, California); most cadets, including the Scots, settled in the Home Counties on retirement. \n\n29 Norman Lockhart Smith (1887-1968) was the son of Hugh Crawford Smith, M.P., Newcastle-on-Tyne, and Lewis Audley Marsh Johnston (1865-1908) the son of William Johnston, M.P., Ballykilbeg, Ireland. \n\n30 Robert Huessler Yesterday's Rulers, Syracuse, New York, 1963, p. 98. \n\n31 In H. R. Wells and Lam Tong Chinese Documents and Petitions, Hong Kong, 1931, some examples are given in Chinese, with English translations. There are also some interesting specimens of petitions received by the Secretariat for Chinese Affairs from Chinese in Hong Kong.         "content_text": "In Conclusion, there remain to me now three brief duties to perform and they are the duties of recording thanks.\n\nFirstly they go to you members who have demonstrated your public spirit by coming here this evening and making the number present up to that which is necessary to give this meeting legal status. Secondly, I must also thank the members of the Committee who, by so dextrously and loyally serving two masters during the year 1970, have ensured an even maintenance of policy and achievement during the change in Presidency.\n\nAnd finally, a bitter-sweet item, bitter because it is the last meeting at which we shall have the pleasure of the presence of Mr. Webster as our Hon. Secretary. He is leaving Hong Kong in the very near future on transfer to Istanbul, and this brings to an abrupt end his all too short stay here. We offer him our heartiest congratulations on his new appointment and we would like him to know that he takes with him our most grateful thanks for his invaluable services to the Society for the past two years. The sweet part of this item is the news that the British Council has offered us the continuation of its services, which, I think you should know, include facilities for the venue of all our Committee meetings as well as the procuring of halls for our Society's meetings; a central home for our secretariat; the services of two senior members of its staff on our committee; and the behind-the-scenes help of Mrs. Margaret O'Hara, who is invariably prepared to cope with the hundred and one minor problems which so frequently confront an organization such as ours in its ordinary every day affairs. In fact I am certain that without this sympathetic help from the British Council, we would have no chance at all of running this Society with the efficiency and success that you have come to expect of it. To the British Council, to its local Representative, Mr. G. A.         "content_text": "The District Watch Committee\n\n137\n\nto be the richest man in Hong Kong. When Ho Tung retired as chief compradore to Jardine, Matheson's in 1900, Ho Fook succeeded him. Ho Fook's assistant was Ho Kom Tong, another of Ho Tung's brothers. The members of the District Watch Committee were members of a small circle of businessmen, often related through ties of blood or marriage. When the Tai Yau Bank was established in 1914 with a paid-up capital of $6,000,000, the proprietors were named as Lau Chu Pak, Ho Fook, Ho Kom Tong, Lo Chung Shiu and Chan Kai Ming. Lau Chu Pak was compradore to A. S. Watson and Co., chairman of the Po On Commercial Association and chairman of the Chinese General Chamber of Commerce; Chan Kai Ming was manager of the Opium Farm; and Lo Chung Shiu, assistant compradore to Jardine, Matheson and Co., was Ho Fook's brother-in-law. All were or became members of the District Watch Committee.\n\n22 T. C. Cheng writes that Wei Yuk 'was very much concerned about law and order among the Chinese masses because in those early days riff-raff and political refugees from South China continued to come into Hong Kong. Thus it was at his suggestion that the District Watch Force was founded in 1888. Mr. Cheng appears to be mistaken about the date and is no doubt referring to the ordinance of that year, no. 13 of 1888 rather than to its proper date of origin. Wright and Cartright, Feldwick, and Professor Woo all state that the Committee was formed on Wei Yuk's suggestion. See: T. C. The Committee after 1891 represented the views of a more westernised and modernised elite with a knowledge of modern business techniques and modern financial manipulations. Dr. Ho Kai, for example, played the stock exchange with great success and speculated in many fields, particularly land development. He was, properly speaking, a financier although his occupation is often given tout court as lawyer. He had also qualified in medicine at Edinburgh but gave up the practice of medicine soon after his return to Hong Kong in 1882 because of Chinese resistance to western medicine.\n\n25 In 1903, for example, the Committee opposed the re-introduction of the night-pass system but suggested other remedial measures (see Index to Correspondence (General Register) 1894-1904, Hong Kong, Noronha and Co., 1909, p. 100). In 1909 'at the request of the District Watchmen Committee, children who are hawking without a licence are on their first offence sent to the Registrar General who cautions their guardians. This procedure seems to have proved effective in each case' wrote the Registrar General in 1909. It is worth noting that both Registrar General and Committee wanted to end the night-pass system and were opposed by the Captain Superintendent of Police, who was unsuccessful.         "content_text": "THE ESTABLISHMENT OF THE TSUNGLI YAMEN\n\n45\n\nconcerning foreign countries were reported by the governors-general and governors of provinces and were collected in the Grand Council. In recent years reports on the military situation in various areas have been continuous. Foreign affairs involve many subjects. After foreign envoys start residing at the capital if there is no one in sole charge of these matters giving their full attention to handling them then their management will be dilatory, and it will be impossible to co-ordinate policy. We request that a tsung-li ke-kuo shih-wu ya-men [office for the general management of the affairs of the various countries] be established with a minister of princely rank in charge of it. Since the Grand Councillors are responsible for drafting imperial edicts we fear that if they are not concurrently in charge of its affairs there will be discrepancies. We request that they all serve concurrently as officials [of the Tsungli Yamen]. Also we request that an office be provided in order to facilitate the transaction of business, and at the same time for receiving envoys of the various countries. As regards the staff to be established we suggest that eight men should be selected from the Manchu and eight from the Chinese who are presently serving as secretaries of the Grand Secretariat, the Six Boards, the Court of Colonial Affairs and the Grand Council. They should serve in rotation. All matters should be dealt with by the same procedure as in the Grand Council in order to specify responsibilities. As soon as military operations come to an end and affairs concerning the various countries become more simple it will be abolished, and its functions will revert to the Grand Council as before so as to tally with the old system.\n\n2. It is requested that posts for great officials be separately established at the southern and northern ports in order to facilitate the dispatch of business. We note that when trade began during the reign of Tao-kuang there were only the five ports of Canton, Foochow, Amoy, Ningpo, and Shanghai, for which an imperial commissioner was created. Now, according to the newly established treaties, in the north there are Newchwang in Fengtien province, Tientsin in Chihli, Tengchow in Shantung; in the south there are Canton, Ch'aochow and Ch'iungchow in Kwangtung, Foochow, Amoy, Taiwanfu, and Tamsui in Fukien as well as Chenkiang, Kiukiang, and Hankow on the Yangtze river.\n\nThe area [covered by all these ports] is vast stretching from south to north for seven or eight thousand li. Nevertheless, within five years of his return from Canton Lockhart had become the head of a key department, the Registrar-General's Department (renamed in 1911 more appropriately as the Secretariat for Chinese Affairs).\n\nDr. Ho Kai (later Sir Kai Ho Kai) in a farewell speech in 1902 on the eve of Lockhart's departure for Weihaiwei remarked that 'in 1882 Mr. Lockhart arrived here to find Hong Kong in a depressed condition, owing to the collapse of the great land speculation that occurred during the year previous; and he found also an embittered feeling between two important sections of the community. Young as Mr. Lockhart was then, and although occupying a minor position in the Government, he at once interested himself in the welfare of the Colony, and endeavoured to promote a better understanding between the Europeans and the Chinese. The leading Chinese citizens, who had hitherto been more or less apathetic towards public affairs, came forward in comparatively large numbers and took a keener and more active interest in civic welfare. They gave the Government their full co-operation and support and gave largely to the various local charitable institutions and took a more active part in their management'.\" Ho Kai was a very close friend of Lockhart's and, needless to say, farewell speeches are normally eulogistic—they are the expression of an understood social ritual in which white must predominate over black—but in truth Ho Kai had not exaggerated the part played by Lockhart over a number of years in drawing prominent Chinese into the orbit of Government.\n\nThere were several reasons for this: Lockhart always admired the Chinese; as an administrator he saw obvious advantages in securing Chinese support for government policies; he knew that Hong Kong was changing and that the style of governing had to change if only because a Chinese business and commercial elite had emerged, and because a segment of the population could be defined as permanently resident in the Colony; he knew, too, that the future prosperity of the Colony would come to depend more and more on a Chinese bourgeoisie. But the problems faced by Lockhart by the colonial government were not unique to Hong Kong of course; they were typical of some other colonial territories, notably in Africa.10 Hence, with the collaboration of a number of prominent",

The original registers, indexes and other finding aids of the office are ready-made instruments of information retrieval.\n\nHowever, the original finding aids will answer only the questions they were designed to answer and frequently questions which the student wishes to ask of the records are quite different from those which the administrator had in mind. It therefore becomes part of the archivist's business to devise supplementary media in the form of guides, inventories, lists, calendars and select indexes to which the student can turn for further guidance.\n\nArchives are highly significant resources and the most important of them are the archives of governments. Official archives constitute government's memory. They contain information on every aspect of its business, and this information increases in value and extent as archives are accumulated and preserved. \"Public records define the relations of government to the governed. They are the immediate proof for all temporary property and financial rights that are derived from or are connected with a citizen's relations to a government, and are the ultimate proof for all permanent civic rights and privileges\".\n\nFor these reasons if for no other, the proper management by a government of its current records and the conservation of its archives should be viewed by it not as a luxury or as a concession to academia, but as an essential object of national concern,\n\nThe last time I was asked to talk about the development of an archive office was in 1965 when I was in charge of the Central Archives of Fiji and the Western Pacific High Commission. It was comparatively easy because I then had nearly a decade of development to look back on. (It can also be argued that they were of little interest to anybody outside the New Territories Administration). Chinese scholars could not be expected to concern themselves with territory under British rule, while scholars from the West were far too preoccupied with China to consider the claims of a stretch of the Chinese countryside which, from their point of view, was no more than the railway route into Kwangtung. And of course it must be remembered that the number of social scientists working on Chinese themes was, before the Second World War, extremely small. Since 1949 the New Territories have come increasingly to be appreciated as a field for research: they have been politically accessible and have had the advantage of offering for study perhaps the best living example (however much affected by British rule and modern changes) of traditional Chinese country life. So far three anthropologists have completed field studies in the New Territories: Miss Barbara E.         "content_text": "MEMORIES OF THE DISTRICT OFFICE SOUTH \n\n145\n\nand might bring anything from a complicated murder to a petty assault case: the former, with its formalities, always ticklish for an inexperienced lay magistrate. The next job was to interview people sent for by the D.O., deal with any disputes brought up by the parties or the Police, and hear any land cases fixed for that morning. On Monday, Tuesday and Thursday afternoons the longer cases could be heard: failing these, there were always land deeds and registers to sign, files to deal with, or minutes to write. At the end of the day the ledger, cash books and receipts would come in for checking.\n\nIn my time most of the cases that came to my office were from the nearer islands, New Kowloon, and the Tsun Wan district. Another class of case nearly always taken there was Resumptions, which I always considered the most distasteful and unpleasant task a D.O. can be expected to perform: for though resumptions in 1917 were usually paid for at cent a square foot, and those in 1926 at 34 cents a foot, I never felt that money could in any way make up to a peasant for the loss of most or all of his land. Nearly always they wanted land in exchange, which it was rarely possible to find. I may remark here that when Mr. Ruttonjee started the brewery at Sham Tseng about 1926 he secured the land for it partly by leasing a piece of foreshore from Government and reclaiming, and partly by leasing agricultural land from the villagers who were mostly surnamed Fu (— should be a Chinese character, possibly 祖 or 夫, but as per rule 1, it is preserved as is, assuming it was (4)) for a fixed term at a yearly rent, thus giving them a regular income and a right of re-entry on their land in default of payment, which seemed to me a very fair arrangement, though the raising of foreshore levels made a terrible mess of the fields.\n\nMy first spell at the D.O. South ended in about four weeks; but in March 1923 I left the Secretariat for Chinese Affairs for good, and became 'Lord of the Isles', and not a mere substitute. This gave me the chance to carry out researches without applying for Police launches, so I expect the appointment pleased the Water Police! It was the custom for the D.O. South to hire a big launch from a Chinese firm to take him, his bailiff, and his Chinese demarcator to Cheung Chau and Tai O on alternate Wednesdays if business there demanded his presence, or there were enquiries to make, or local applications for land to consider. For this he got a large travelling allowance, I think $1200 a year, which I believe I nearly used up every year, though I don't remember asking for",

SCHOFIELD \n\nto nearness to the market in Hong Kong, partly to the presence of coral in the shallow and then comparatively clean waters of the western approaches: in fact the sea near Ping Chau was officially divided into two Marine Lots, Nos. 1 and 2. Not long after, with constant raking of the sea bed for raw material, growing pollution of water from rubbish dumping by the Sanitary Department and increasing sewerage from Hong Kong by increase of the water carriage system, the industry declined for lack of coral to burn: complaints were made about this to me at one time. In Ping Chau this industry employed numbers of Hoklo lime burners and in 1925 they staged a clan fight which cost several men their lives. There was no police station on the island, so investigations were delayed and no evidence of murder could be got: so after taking a lot of evidence in my 'court' in the Hong Kong office, I simply bound everybody over, which at any rate gave a period of peace to Ping Chau. It must not be thought that the decline of lime burning ruined Ping Chau, for the islanders had thoughtfully provided themselves with a lucrative light industry in the shape of six or seven flourishing gambling houses, which naturally emptied whenever a D.O.'s or Water Police launch appeared. \n\nCommunications with the outside world were then pretty elementary. A junk left Ping Chau about 8 a.m. for Hong Kong and returned to the island in the evening; no more encouraging to anyone wishing to 'Come to sunny Ping Chau' than the clouds of smoke and lime dust that rose perpetually from the kilns. Another industry for which Ping Chau and the other western islands were well adapted was distilling, as their inaccessibility was a great assistance to undertakings wishing to short-circuit the revenue regulations. \n\nYet another industry flourished at one time in this group of islands. The small islet of Kau Yi Tsai, between Ping Chau and Kau Yi Chau, has a cleft in its granite cliffs which opens inwards into a cave of some size. About 1922 this was the scene of the greatest opium seizure in the Colony's history up till then: 8 tons of Persian opium came from the cave, and the crew of the sampan guarding it were put up for banishment. SCHOFIELD \n\non the ridge.* Further afield, on the Hang Hau peninsula, is the paved road referred to above, which runs as far as Ha Yeung: and on Nam Tong, commanding the strait, is the robbers' stronghold with its gun platform. Porcelain near its gate looked fairly modern, from what I remember. Remains of a similar kind can be found on the other islands of the Southern District. Just above the village of Shek Sun at the west end of Lantau stands a Dutch fort built about 1610, rectangular in plan. A few cannon balls and other relics have been found in it, but it is very overgrown and needs clearing if any research is to be done there, or sightseers enabled to visit it. The old fort and cannon protecting the small yamen were repaired when E. W. Hamilton was D.O., I think between 1927 and 1929: I remember that one room in the yamen was inscribed shu shat (library). Another relic of old coast defences, close to Tai O, is the old Chinese guard station already referred to, outside Po Chu Tam creek, and quite ruined. On the south coast, near Shek Pik, a very ancient rock carving on a cliff was found quite recently. In the outlying islands are three interesting structures: one is on the North Soko island, where in a small valley on its south coast are two converging lines of megaliths. The other two are on Sha Chau, one a stone burial chamber on the south isthmus in the form of a 'kistvaen,' the other a ruined guard station on the flat area northwards of the chamber, with an earthwork protecting the landing place to eastward.\n\nNo doubt there are many other places of interest, especially temples and their contents: one of the finest is the Pak Tai temple in Cheung Chau, with its coloured relief showing the local ferry boat nearing the pier in Hong Kong harbour. Lastly, there is one place of much interest with which I had to deal in 1917 or 1918. The Tang grave at Hau Tei, beside Tsun Wan, made in the Sung dynasty, was naturally affected by the new Castle Peak motor road and a projected reclamation of the shallow sea area beyond it. The Tang elders come to the Secretariat for Chinese Affairs, where I was 2nd A.S.C.A.,† and partly I think on my suggestion the hill of the grave was made into a public park, so as to preserve its surroundings and outlook. The grateful elders presented me with a 'fung shui' map of the grave site for my efforts on their behalf; and the good influence of their virtuous ancestor continues to augment the prosperity of their descendants, and of Hong Kong generally, if there is anything in 'fung shui'!\n\n* See Mr. Schofield's note in JHKBRAS 9 (1969): 154-156.\n\n† Assistant Secretary for Chinese Affairs.",

        "content_text": "219\n\nwould have been rakish nonentities in their home country, and it is incontestable that there was an element of 'keeping the numbers up' in the recruitment of British expatriates by the Hong Kong Government.\n\nJames, though, was never to give anything less than a hundred per cent effort to his work and to Hong Kong in general. After a year's language training, he was posted to the Southern District Office as District Officer. His first assignment was to co-ordinate the clearing of villages soon to be immersed under the new Shek Pik Reservoir on Lantau Island. Thereafter he served with the Resettlement Department, the Secretariat for Chinese Affairs, and the Commerce and Industry Department, in addition to his posts within the City & New Territories Administration. A notable posting was as Deputy Commissioner for Labour from 1982 to 1985. The apogee of his career was as Regional Secretary, New Territories, an area and whose inhabitants he had come to know and love. His postings are remarkable in that he spent almost all of his career outside the Government Secretariat, in contrast to the norm which is generally a mixture of work in the policy branches of government and, in James' words, 'key' departments. Generally, postings to the departments, other than to the most senior positions, are not sought after.\n\nThis book will make a good, informative read for people with little knowledge of Hong Kong and its government. It is written in an informal, pleasant style and there is no impaling of former colleagues or slagging of the system, although James does start drifting towards a characterisation of the political reforms of the eighties towards the end of the book, the impression being that he was not entirely enamoured of the new scheme of things. For 'insiders', there are few surprises and the book is not, therefore, riveting, although it will bring back memories for some, though.\n\nWell done, James, a good addition to the shelves from a former leading civil servant.\n\nPETER HALLIDAY",

        "content_text": "the Social Welfare Department), co-ordinated by regional generalist officers comparable with NT DOs, leading to advisory Regional Councils which might eventually become the main report's Local Authorities. They pointed up more outspokenly than the emollient main report the shortcomings of an out-of-touch government administering a non-English-speaking population that was only too open to misunderstandings and misconceptions (such as that taxes levied were drained off to the UK Treasury.) Interim steps should concentrate strongly on building up public confidence in the unaccustomed principles and practice of popular elected representation (the ‘political education' mentioned above.) The provisional system of regional advisory councils, coupled with departmental decentralisation and administrative co-ordination, should then lead to full local authorities in about six years. Meanwhile Tsuen Wan was indeed a unique opportunity for immediate action (the new towns to come of Tuen Mun, Sha Tin, Tai Po et al had yet to be envisaged.) These three semi-dissenters did not co-ordinate their Note with the other.\n\nDickinson has been described by one of his working party as “the least understood and worst treated member of the Cadet Service\" (the original title of Hong Kong's Administrative Branch of the HMOCS, which survived in common parlance long after the absorption into the Colonial Service of the pre-war Eastern Cadetships.) He chose to retire early for personal reasons. It is ironic that in the aftermath of the Cultural Revolution overspill, when special duties officers in the defence branch of the secretariat, the SCA and the Information Services Department became so active in devising new ways to win hearts and minds, to keep in touch with the people and to encourage the use of Chinese language, so much of what had been adumbrated in the Working Party Report re-appeared; but because the new ideas now came from well-established senior sources, they became respectable and it was to be long before they offered electoral participation in executive decisions. The SCA became the Secretariat for Home Affairs; City District Officers were created in ten urban districts, and found much to do that had not been done before; City District Committees were established in 1972; a Tsuen Wan District Advisory Board was at last set up in 1977, followed by others; in 1980 a new pattern for district administration was at last suggested, with direct elections to District Boards.         "content_text": "68\n\nAll associations were required to be registered under the Societies Ordinance of the Laws of Hong Kong or as limited companies under the Companies Ordinance. Partly because of this, another duty undertaken by officials was to attend or officiate at the inaugurations of new terms of office-bearers, including administration of an oath of office to the new incumbents. This was particularly the case with the rural committees and the kaifong welfare associations, which (as major channels of communication with the local public) had close links with, and came under the supervision of, the District Commissioner, New Territories, and the Secretary for Chinese Affairs and their senior staff in the districts.1\n\nDuring my fifteen years in the New Territories Administration (NTA), and five more in the Secretariat for Chinese Affairs (SCA, which later became the Home Affairs Department or HAD) both of them to be described as \"political\" departments whose staff had direct dealings with the public, we were also in contact with a miscellany of other community bodies, including the many clansmen's (same name) and district (same place) associations, in both town and country. From the early 1970s, these were joined by the government-sponsored and assisted Mutual Aid Committees, of which large numbers were formed across the whole territory.\n\nThose officials with district responsibilities (including police), were invited to all major local functions as a matter of course, and the officiating officers were either the District Officers, or their superiors in headquarters or in concerned departments. I attended a great many functions during my service in various departments, and thus became familiar with their way of conducting them. This hardly varied, the difference being mainly a matter of degree and extent, depending on the importance of the bodies concerned and the nature and significance of their events.\n\nThe Nature of the proceedings\n\nA marked formality characterized all their occasions.
