CHENG \n\nDr. Ho died in September 1914 at the age of 55 leaving over ten sons and daughters by his second wife who was a Chinese. \n\nThe fourth Chinese to serve on the Legislative Council was Wei Yuk, son-in-law of Mr. Wong Shing. He had another name Wei Bo-shan17 and Po Shan Road is named after him. He was born in Hong Kong in 1849 of a wealthy family, his father, Wei Kwong, being compradore to the Hong Kong branch of the Chartered Mercantile Bank of India, London and China (now the Mercantile Bank Ltd.). After many years of Chinese studies under private tutors, he entered the Government Central School. In 1867, at the age of 18, he proceeded to England to attend the Leicester Stoneygate School. In 1868 he went to Scotland and studied for four years at the Dollar Institution. After a European tour, he returned to Hong Kong in 1872 and then worked in China for a short period. When his father died in 1879 he succeeded him as compradore to the bank. He was a very public-spirited citizen, well-known for his charming manners and pleasant personality. In 1880 he was elected a director of the Tung Wah Hospital and in 1887 became its Chairman. He was appointed a Justice of the Peace in 1883. \n\nWei Yuk's appointment to the Legislative Council was additional to and not in replacement of Ho Kai, and came about as follows. \n\nDuring 1894, the Governor, Sir William Robinson, forwarded to the Secretary of State a petition signed by the Honourable Messrs. Thomas Whitehead, Paul Chater, Ho Kai and other residents in the Colony, asking for unofficial membership in the Executive Council; \"free election of representatives of British nationality in the Legislative Council\"; \"a majority of such representatives in the Legislative Council\"; and freedom of the official members to vote according to their conscientious convictions.18 \n\nThe Secretary of State, Lord Ripon, criticized the petitioners' demands as lacking in clarity on the ground that the petitioners \"asked for the free election of representatives of British nationality without reference to the qualifications of the voters\". Thus if the petitioners intended that only those from the British Islands should vote and be eligible for election, this would exclude the Chinese who comprised nine-tenths of the entire population.         "content_text": "CHINESE UNOFFICIAL MEMBERS OF COUNCILS\n\n17\n\nand stated that free debate by officials was impossible because paid servants must support Government measures or resign.\n\nHowever, in a confidential letter to the Governor, Lord Ripon agreed that unofficial representation on the Legislative Council should be enlarged and that there should be two unofficial members nominated to the Executive Council. Considering the extent of the Chinese contribution to Hong Kong and the undesirability of making any distinctions of race, he was of the opinion that one of them ought to be a Chinese. In his reply, the Governor, Sir William Robinson, doubted the advisability of the proposed increase in the Legislative Council and opposed having a Chinese on the Executive Council on the ground that he \"could not and would not be an independent member\". He also added that the Chinese did not understand representative Government.\n\nIn 1896, the new Secretary of State, Joseph Chamberlain, approved the appointment of an extra unofficial in the Legislative Council, preferably a Chinese, and the appointment of two unofficial members for the first time in the Executive Council. Thus in 1896 Wei Yuk became an unofficial member in the Legislative Council, and Messrs. Paul Chater and J. Bell-Irving of Jardine, Matheson & Co., took their seats in the Executive Council on 22nd October, 1896. From the year 1896 to 1929 there were two Chinese unofficial members serving concurrently on the Legislative Council.\n\nAlthough he was junior to Dr. Ho Kai in the Legislative Council, yet because he was older in age and much more Chinese in his mentality and approach, he was just as much respected by the Chinese as was Dr. Ho Kai. He did a good deal to bridge the gap between the Europeans and the Chinese on the one hand, and the Government and the Chinese population on the other. His advice was highly respected by the Government, especially at times of strikes and troubles among the Chinese masses, e.g., the coolie strike against the health regulations for plague prevention in 1894. He was noted for his ability to settle matters amicably before they assumed serious proportions. He was very much concerned with law and order among the Chinese masses because in those early days riff-raff and political refugees from South China continued to come into Hong Kong.         "content_text": "HONG KONG CADETS, 1862 - 1941\n\n47\n\nrelieved by H. E. Wodehouse until January 1890, resuming duties until June, when Wodehouse again acted until the end of the year. Mitchell-Innes was then appointed Treasurer on January 1, 1891, and in 1893 defalcations were discovered in the Treasury. During Mitchell-Innes' term of office, F. H. May acted for him during a six months' leave of absence. Throughout this period 1888-1892, one Alves, first Clerk in the Treasury, had been systematically embezzling crown rents paid to him as shroff for the Department. Alves was sentenced to six years imprisonment with hard labour. It seems that he had been, like many others, caught up in a tide of building speculation, and had lost most of the stolen money, amounting to $67,817, a large sum in those days.46\n\nThe fact that the defalcations occurred in the Treasury and went unnoticed by several heads of department - Lister, Wodehouse, May and Mitchell-Innes - caused a great stir in Government and in the Colony. Lister had died in 1890, and before he died he had been given a bond of $10,000 for the faithful discharge of his duties, so that only Wodehouse, May and Mitchell-Innes were called upon by Sir William Robinson, the Governor, to show cause why they should not be held pecuniarily responsible for the sums embezzled by Alves. Each of the officials replied in his own way and attempted, naturally, to exculpate himself. The Governor mildly censured Wodehouse and May but concluded that Mitchell-Innes had continuously neglected the duties of his office, especially as his was a substantive post but theirs had been merely acting posts in addition to their regular duties in other departments. A confidential despatch was sent to the Secretary of State, the Marquis of Ripon, setting out the facts of the case. Ripon replied that 'the officer to whom the heaviest amount of blame must be attributed is unquestionably Mr. Mitchell-Innes, and I regret to observe that he has not improved his position by the tone and temper of his defence'. Ripon concluded: 'I must mark my sense of his shortcomings, by directing that, as a condition of his remaining in the public service, he be required to pay into the Colonial Treasury a fine of $1,000... and that as he has not justified his selection for the headship of a department in Hong Kong, it will be necessary for me to arrange, if possible, his transfer to another Colony. But such transfer will not mean a promotion, but I trust that...",

LETHBRIDGE \n\nelsewhere and in the discharge of different duties he will gain the confidence of the Government under which he serves, and thus possibly build up a claim to promotion hereafter'.47 Wodehouse and May were also criticised but less severely, and Ripon acknowledge that May, who had already been spotted as a 'coming man', 'showed zeal and capacity in other respects during his short tenure of the office of Treasurer'. \n\nPoor Mitchell-Innes, who was a popular figure in Hong Kong society, did not leave Hong Kong at once. The fine was paid by local subscription and the Chinese petitioned the Secretary of State that he should not be removed from the Colony. The petition was successful and he remained temporarily in the Treasury; but on it becoming known in the Straits Settlements that it was the intention of the Home Government to appoint him to the position of assistant Protector of Chinese in Penang which had become vacant, vigorous opposition on the part of the Straits Settlements authorities was brought to bear, and the intention afterwards abandoned'.48 In 1895 Mitchell-Innes proceeded to England on leave of absence and in 1897 news reached the Colony that he had received appointment as Deputy Governor of a large gaol in the North of England.49 \n\nThe Mitchell-Innes case is instructive. It throws light on administrative practices in Hong Kong at that date and on the scarcity of trained administrative officers. There were only 8 cadets in office in 1893 and these were often shuffled from department to department for short periods of time and expected to master the details of their jobs in a matter of weeks. The tradition of 'omnicompetent generalism' was already believed in by Government and cadets were expected to do all things equally well. Mitchell-Innes was a victim of the system and the tradition. He had been, as the Marquis of Ripon noted, ‘a gentleman who after a comparatively short service had been promoted to a new important position'. The case also throws light on the influence the Chinese notables could exercise on certain occasions: their plea was listened to and as a consequence Mitchell-Innes continued to act as Treasurer for a further two years. Mitchell-Innes is also unique in that he is the only cadet out of the eighty-five appointed to be sacked, for all intents and purposes, from Government.",

        "content_text": "THE GREAT PLAGUE OF HONG KONG\n\n63\n\nfaced with our epidemic of great magnitude. By July, for example, there had been 2442 deaths. Hospitals were quickly established on board the \"Hygeia\", at Kennedy Town Police Station and at the Kennedy Town glass works. The first two hospitals were run by European staff whilst the third was manned by Chinese personnel of the Tung Wah hospital. Official despatches record that \"it was deemed advisable to give the Chinese doctors a free hand at first. In any case, it is difficult to persuade the Chinese to report cases of sickness and their foolish and violent prejudice against Western medical men is quite sufficient to induce them, as they certainly did in the first fortnight or three weeks of the existence of the plague, not only to secrete their sick but often to desert their plague-stricken friends and relations after death.\"*\n\nA house-to-house inspection was carried out by personnel of the garrison and those houses in which plague had occurred were cleansed and disinfected. This action gave rise to numerous complaints from the Chinese community for it was rumoured that the foreigners had sinister and unspeakable desires on the women and children. Indeed, so inflamed did feelings become that a deputation of Chinese petitioned the Governor, Sir William Robinson, to order the cleansing operations to be stopped. However, Sir William made it clear in no uncertain terms that the government was determined to take strong measures. Subsequently, an anti-government poster campaign was launched and this spread to Canton where further rumours were started to the effect that English doctors were accused of cutting open pregnant women and scooping out the eyes of children to make medicines for the treatment of plague-stricken patients.\n\nThe prompt answer of the governor in Hong Kong was to station the gunboat \"Tweed\" off Tai Ping Shan and to offer a reward for information leading to the arrest of persons distributing malicious posters. Additionally, the Chinese Viceroy in Canton was requested to issue proclamations denying the atrocity stories.         "content_text": "THE GREAT PLAGUE OF HONG KONG\n\n65\n\nconsiderable sum of money. However, compliance with this regulation was seldom observed. House to house visits continued to detect afflicted premises but this also proved difficult. Usually, bodies were thrown out at night by the other occupants of infected houses so as to avoid detection and the subsequent disinfection of the premises. In 1900, for example, 412 dead bodies were dumped in the harbour,\n\nWhen the disinfection of houses was undertaken it was the usual practice for the occupants to be issued with new clothes. Their own clothes, bedding, curtains and carpets were sent to a steam disinfecting station. The premises were then thoroughly cleaned by spraying the walls with a solution of perchloride of mercury; alternatively, rooms were fumigated with free chlorine obtained by the addition of diluted sulphuric acid to chlorinated lime. Finally, the floors and furniture were scrubbed with Jeyes fluid and the walls were lime-washed. During these operations the occupants were given temporary accommodation on Chinese marriage boats anchored off Stonecutters Island.\n\nOther measures taken included the burial of the dead in a plague cemetery at Kennedy Town and the regular disinfecting of all public latrines with chlorinated lime.\n\nIn Search of an Answer\n\nThe suddenness of the attack of plague in 1894 and its continued virulence for the next two decades must have caused great dismay among the community in general, particularly as it also seemed impossible for modern science to eradicate the basic cause of the disease.\n\nWhen Sir William Robinson reported to the Marquess of Ripon in 1894 on the course of events he wrote:\n\n\"It is, I think, very probable that the want of sufficient water and the filthy habits of life amongst the 210,000 Chinese who reside here have rendered Hong Kong liable to the invasion and development of the germ of the bubonic plague. Chinese are of the opinion that the plague emanates from the ground and is favoured by a long continuance of dry weather when the earth becomes porous and numerous fissures appear on the surface facilitating the escape of whatever causes the disease.\"*\n\n* Ibid, p. 5.",

        "content_text": "147\n\nThe continued existence of a system of licensed prostitution in Hong Kong soon came to the notice of the moral reform societies in Britain which had succeeded in abolishing such houses at home and were determined to end the system overseas as well. Pressure was brought to bear upon the Colonial Office by written appeals from the societies and by questions and speeches in parliament. So in 1893 a new Secretary of State, Lord Ripon, sent instructions to Hong Kong that the registration of brothels and the periodic examination of their inmates, whether nominally voluntary or not, must cease forthwith. Once again the Governor expostulated, forwarding a petition from the leading Chinese who objected that with the abolition of registration prostitutes would have no opportunity to complain about ill-treatment and that brothels would proliferate in respectable residential areas. The Colonial Surgeon also added his views, claiming that it would be cruel to forbid the women to attend for regular examinations; they were well aware of the need for early diagnosis of venereal disease and came of their own free will. But the Secretary of State, under pressure from moral reformers in Britain, was obdurate, and a bill to repeal the 1890 ordinance and abolish the whole system of control was introduced into the Legislative Council in 1894 and passed by the official majority against the unanimous opposition of the unofficials. Hong Kong's long delaying action to avoid reform was apparently at an end.\n\nThe results of this measure were soon evident: prostitutes ceased to attend for their weekly examinations; a large number of new brothels were opened in areas of the city which had formerly been free of them; and the incidence of venereal disease in the garrison soared. In 1897 half the soldiers in Hong Kong were under treatment for venereal diseases, compared to 15 per cent ten years earlier. In Singapore, which had been given the same directive to abolish registered brothels as Hong Kong, the incidence of venereal disease among troops reached 60 per cent. Faced with this situation the governors of the Straits Settlements and Hong Kong submitted a succession of reports to London and proposed draft legislation which would broadly have had the effect of reintroducing the legal system of control that had existed before 1889. It was, doubtless, a highly moral stand, and spared the Secretary from the obloquy of appearing as an advocate of vice in an unsympathetic House of Commons. It was a substantial commitment, involving fortnightly meetings and reading papers in-between meetings. Considerations of space allow reference only to certain events in 1894 and 1895 for which Francis is best known. Suffice it to say that he appeared to try to dominate the proceedings of the Board but at the same time had an ambivalent attitude to it because he considered that it did not have sufficient powers and independence to make it an effective body. For example, in March 1894 he seconded a proposal that it be reconstructed on a popular basis but also argued that that was premature until its powers had been enlarged. Prior to the election in June 1891 the Daily Press said that he had rendered good service and that his keen and ever-ready criticism, sometimes perhaps degenerating into captiousness, had exercised a wholesome influence both on the Board and its officers. The China Mail in its obituary said that he was not an unqualified success and his performance as a member of the Board might have deprived him of support for a place on the Legislative Council.\n\nIn May 1894 plague struck Hong Kong, and a Permanent Committee of the Sanitary Board, comprising three members with Francis as Chairman, was set up to cope with the emergency. It met daily at his chambers at 4 p.m. Its actions were not universally popular. It was in conflict with the Government on occasion, and at one stage was said to be daggers drawn with the Governor. The business community complained that its activities had an adverse effect on commerce, and its relations with the Chinese community were not assisted by wild rumours such as that pregnant women were cut open and children's eyes were gouged out to make medicines for the treatment of the plague. There were recriminations as to whose fault had led to the outbreak and whether the right steps were taken to combat it. Francis bluntly laid the blame on gross mismanagement by the Public Works Department. Whatever the rights and wrongs of particular matters, there were many tributes to his work. The Governor in a dispatch to the Secretary of State, Lord Ripon, in June said that the Permanent Committee acted with extraordinary energy and efficiency and that the Government was indebted to him and others. However, whereas May was awarded the C.M.G., Francis was merely offered an inkstand. The discrepancy was made all the more apparent by the fact that inkstands were also awarded to a number of junior officials.\n\nOn 22 May 1895 the Governor wrote to Francis \"By the direction of the Marquess of Ripon I have great pleasure in forwarding to you the accompanying handsome inkstand. You will find engraved on it the following inscription: 'Presented by the Hong Kong Government with the approval of Her Majesty's Government to J.J. Francis Esq., Q.C., Chairman of the Permanent Committee of the Sanitary Board, in recognition of services rendered during the epidemic of bubonic plague at Hong Kong in 1894'. For those services you have already been thanked by me, and also by the Secretary of State for the Colonies. In again expressing my appreciation of the work which you then performed so willingly and so ably it only remains for me now to ask you to accept this inkstand from the Government of Hong Kong as a slight recognition of your disinterested and valuable labours during the epidemic of 1894\". Francis replied in a letter dated 27th May which he made public. After reviewing the work of the Permanent Committee and his part in it he said that the Public Committee felt that a medal or piece of plate, however valuable, was no sufficient acknowledgement for his services and in the circumstances it was impossible for him to accept the inkstand. He was perfectly satisfied with the thanks of the community and the Governor and Secretary of State and would have sufficient memorial of the plague year in the gold medal to be presented by his fellow citizens and in the state of his fee book. He would have been highly gratified if he had been honoured in the same way as May but the gift of an inkstand was so ludicrously inadequate to the services he had rendered that he could only conclude that the Secretary of State was under a false impression as to their nature. It was usual in England, or at least always had been, to award the honours of the campaign to the leader. He had done his work freely and voluntarily and without a thought, at the time, of anything beyond serving the colony but he now had a duty to speak out in justice to the Public Committee.",

        "content_text": "46\n\nHENRY THOMAS JACKMAN (1874-1928), ENGINEER, PUBLIC WORKS DEPARTMENT, HONG KONG\n\nSTEPHEN SELBY*\n\nH. T. Jackman came to Hong Kong in July 1903 to take up the post of executive engineer in the Public Works Department. Born in England on 4 June 1874, Jackman attended the Crystal Palace Engineering School in London from 1890 to 1893. He left the engineering school to take up three years' practical work on drainage and waterworks engineering with the firm of McLandsborough and Preston, where he was pupil and then assistant engineer. During that period, he was in charge of a new sewage works in Ripon. Following his indenture, he was appointed in 1897 as Assistant District Engineer for Sheffield, where he was responsible for electric tramways, drainage and highways works.\n\nThe early 1900's in Hong Kong were years of severe water shortage and sanitation problems. The total population of the territory stood at just over 300,000, about 94% of whom were Chinese. The first few years of the decade showed a particularly high death-rate from plague, although 1902 showed a slight drop. Severe damage was regularly caused by typhoons, particularly in 1900 and 1906: flash floods and strong winds brought down many of the poorly-constructed buildings in the “Chinese Quarter\" of the city, frequently killing or injuring the occupants. Shipping and small sampans on which whole families lived suffered huge losses.\n\nA report had been undertaken in 1882 by Osbert Chadwick on the sanitary condition in the Colony. The report resulted in the establishment of the Sanitary Board in 1883 amid some controversy over how far some of the report's more draconian recommendations should be implemented. The report was elaborated upon by Chadwick over the period from 1883 to 1903, and further recommendations were developed that works on sewerage, water supply and drainage should be put in hand forthwith.\n\n*Stephen Selby is an Administrative Officer in the Hong Kong Government and a member of the Society.",
