        "content_text": "VOLUNTARY ASSOCIATIONS AND KAIFONGS\n\n67\n\nthat associations have come to play an important role, as they do in the overseas Chinese communities. It seems that wherever there are Chinese people, there are typical Chinese social institutions, serving what we may call \"traditional\" social functions.\n\nIn Hong Kong, there is a network of social institutions very similar to that which obtains among the overseas Chinese in Southeast Asia. There are chambers of commerce or merchants' associations, district and clan organizations, trade unions, religious and recreational associations, secret societies, etc. They provide roughly the same kinds of services as their counterparts overseas. In this part of the paper, I shall discuss a particular kind of local institution called the Kaifong Associations. Their roles in local community life are very similar to those performed by the district and dialect associations in the overseas Chinese communities. By comparing the Kaifongs and these overseas associations, we have a very good illustration of how traditional associations adjust to modern urban conditions, how they are carried along the currents of social change, and how they take part in the promotion of social change itself.\n\nThe word \"kaifong\" means a \"street neighbourhood\", and a Kaifong Association means the voluntary organization of the residents of a certain district. As local residents' associations, the Kaifongs have existed in Hong Kong since the mid 19th century. But strictly speaking, the modern Kaifongs are a post-war creation, adapted to the social situation in Hong Kong in the early 1950s. After the Japanese Occupation, there followed an intense period of reconstruction. The government's attention was claimed in many different directions. Thus it had to rely heavily on voluntary agencies for the organization of welfare. Under the direct encouragement of the Social Welfare Officer, the first modern Kaifong came into being in 1949.12 The number of Kaifongs grew rapidly to over 30 by the mid-1950s, and after a period of stability, jumped to over 50 after the mid-60s. Today, every urban district is served by a Kaifong association, and many of the new resettlement estates also have their own Kaifongs. The Kaifongs are voluntary organizations. The government does not directly supervise their affairs, although it keeps in close contact\n\n12 Hong Kong Annual Departmental Report by the Social Welfare Officer for the Period 1948-54.",

        "content_text": "REVIEW OF HOUSING CONDITIONS IN HONG KONG\n\n113\n\nof HK$2.5 million was made by government to the Society and by the end of 1971 this figure had increased to HK$179 million. Future schemes, however, will be financed from the income derived from rents. Sites are provided by government at one-third the market value. The Society provides homes for families with monthly incomes of up to HK$1,000 and by March 1971 had provided homes for some 110,000 persons (Figure 7).\n\nThe Hong Kong Housing Authority which was formed in 1954 has also made a significant contribution towards meeting the colony's housing needs. The Authority operates much on the same lines as the Housing Society and started off with a government loan of HK$50 million. By the end of 1970 loans totalling HK$250 million had been made available by government to the Authority, and for future schemes the income derived from rents is expected to provide the principal source of capital. Families with incomes of between HK$500 and $1,250 per month are eligible to apply for accommodation in Housing Authority estates which, by March 1971, accommodated 194,000 persons. In both Housing Authority and Housing Society estates accommodation is provided on the basis of 35 sq. ft. of usable floor space per adult and half this for children under the age of 10 years.\n\nIn quantitative terms, the most notable results in the provision of public housing have been accomplished through the efforts of the government's resettlement programme which got under way in 1954 with the object of clearing land occupied by squatters and making it available for development, largely for housing estates for the families so displaced. The resettlement programme now also provides accommodation for persons made homeless by the demolition of dangerous buildings and by other emergencies. Initially, accommodation in resettlement estates was provided on the basis of 24 sq. ft. of usable floor area per adult and half of this for children. This allocation was increased to 35 sq. ft. in 1968, thus bringing standards in line with those in other types of government and government-aided housing. There are no income limits for households that become eligible for resettlement. By 1971 almost one million persons were living in resettlement estates, which represents about 25% of the total population.\n\nA further type of subsidised housing was introduced by the government in 1961 to provide accommodation upon application",

Over the period 1965-1971 some 187,000 persons benefited from government low-cost housing schemes.\n\nFrom the above, it will be seen that government and government-aided housing provided accommodation for 1.5 million persons in 1971 (Figure 7). It is thus evident that the administration is taking seriously its responsibilities towards providing homes for lower-income families. Indeed, Table 1 shows that between 1965 and 1970 government and the other two main housing agencies built more domestic units than private developers, so that by the end of that period the total amount of subsidised accommodation was greater than the total in the private sector (Table 2). The significance of this achievement is brought into sharper perspective when it is considered that the provision of housing by government, the Housing Authority, and the Housing Society on such a vast scale has been accomplished only since 1951.\n\nHowever, whilst in quantitative terms these efforts have been impressive by any measure, there is scope for qualitative improvements. In this context, many of the older resettlement estates are now in need of modernisation, and this is a future task which the government has plans to undertake. There is also an increasing awareness of the need to ensure that large housing estates, especially in the new towns of Tsuen Wan, Castle Peak, and Shatin, need to be designed and built on a comprehensive basis with a view to the creation of a wholesome environment that provides for the many diverse forms of human activity. Unfortunately, this approach could not be followed in the development of many of the earlier estates, which had to be built on an emergency basis. The needs of the rural population for decent housing have also had to be held in abeyance, but this matter is now receiving closer attention.\n\nWhilst the government can be expected to continue to play a significant role in the provision of housing, the achievement of private developers over the immediate past years indicates that a substantial contribution from this sector can be expected in future, given stable economic and political conditions (Table 1).         "content_text": "NOTES AND QUERIES \n\n221 \n\n(4) Diocesan BOYS SCHOOL AND LA SALLE College, KOWLOON \n\nSATURDAY, 4 May, 1974 \n\nThe purpose of this visit is to see and enjoy the grounds and buildings of these two major Hong Kong schools and thereby to learn something of the history of education in the Colony. The visits are entirely due to the courtesy and cooperation of their Head-masters. \n\nThe sites are extensive (23 and 10 acres respectively) and the buildings are of interest. \n\n'DBS', as it is familiarly known, originated in 1869 with the Diocesan Home & Orphanage for English, Eurasian, Chinese and other scholars (male and female) which links with an earlier body, the Diocesan Native Female Training School of 1860-68. (From 1880 no more girls were received as boarders, though they still remained as day scholars. All girls left when Fairlea Girls School was opened in 1892. In 1900 a Diocesan Girls School was opened.) Located for many years at Bonham Road, the school moved to its present site in 1926. It may be truly said that its history is that of Hong Kong itself. \n\nThe La Salle College is much newer, opening in 1932. However, its connection with Catholic education in the Colony is much longer. The La Salle Brothers had a record of 42 years' work in St. Joseph's College in Hong Kong when they opened their Kowloon Branch in 1917, and after two of the Fathers had 'gone together over the hills and lowlands of Kowloon' (as they then were) they found and purchased a 10-acre site by auction in 1928. \n\nIts premises are architecturally striking. As the then Roman Catholic Bishop said at the time, “Great though my hopes and expectations of the Christian Brothers were, I never dared to expect from them such a magnificent building as La Salle College.\"* \n\nAmong the points to be specially noted on the visit are the following: \n\nDBS \n\n1. the extensive grounds and playing fields (also made available to primary schools from resettlement estates). \n\n*Thomas F. MYERS\n\nEspecially in Fukien, Taiwan, and the eastern extremity of Kwang-tung Province one finds an apparently long-standing tradition of Chinese spirit-mediumship. Among the Western language accounts of that phenomenon the most notable are Doolittle's2 description of its practice in Fukien Province during the waning years of the Ch'ing Dynasty; Elliott's3 discussion of such cults among the Chinese of Singapore; and recent monographs by Jordan and Ahern on mediums in rural sectors of contemporary Taiwan.\n\nWith the exception of an article by Potter on female mediums in a New Territories village, there is an absence of detailed systematic study of spirit-mediumship in the Hong Kong region; and, for that matter, in Kwangtung Province. The dearth of scholarly literature is complemented by an apparent lack of familiarity with mediumship among Hong Kong's Cantonese residents.\" In those few instances when one encounters a knowledgeable informant his knowledge is usually limited to the type of female mediums discussed by Potter. The female medium known in Cantonese as a man sing poHis ordinarily a middle-aged or elderly woman who at the request of clients will contact spirits of the deceased. The man sing po in the urban area invariably act on an individualistic basis and conduct seances in their own homes rather than at temples. This type of medium is seldom, if ever, the central focus of an organized cult.\n\nThe man sing po, however, is not the only type of medium operating in contemporary Hong Kong. A reasonably careful search of resettlement estates and other urban residential complexes having a significant Chiu-Chow, Hokkien, or Hoi-Luk-Fung9 population will reveal the existence of not a few temples which serve as the operational base for another type of medium, the kei tung *E*\n\nUnlike the man sing po the kei tung whom we have encountered in Hong Kong are males who do not hold commerce with the spirits of deceased mortals. Instead, the kei tung claims a special relationship with one or more traditional deities who on occasion utilize his bodily faculties to communicate with mortals. The urban kei tung is also more apt to limit his possession ceremonies to the \n\n*\n\nDespite the reference to non-Cantonese speech groups, romanization follows R. T. Cowles' Pocket Dictionary of Cantonese, 2nd edition, Hong Kong, 1949, this being the common tongue of Hong Kong. Arthur Wolf touches on the difficulties of transcription for Hokkien in the preface to his edited collection Religion and Ritual in Chinese Society (Stanford 1974).",

Most probably these figures substantially understate the total number of Teochiu, as suggested above.\n\nThis rapid increase in numbers was the result of large-scale immigration of refugees from China in the late 1940s and 1950s. Large numbers of these immigrants were peasants who brought little or nothing with them to Hong Kong. Many were unable to find work other than unskilled labouring jobs at wages that seem impossibly low today (the cost of living was also substantially lower) and were forced to build makeshift huts on whatever land they could occupy as squatters. Virtually all of the Teochiu that immigrated after World War II that I have spoken to made contact upon arrival in Hong Kong with friends, fellow villagers or kinsmen who initially provided food and lodging and later helped them find jobs and places to live.\n\nWithin squatter settlements Teochiu tended to reside in huts adjacent to other Teochiu, and there began to appear concentrations of Teochiu in particular settlements from one of the Teochiu districts in China or even from one village. This was a function of the tendency for new immigrants to live close to kinsmen, friends or friends of friends. Very substantial friendship networks were developed in these Teochiu \"neighbourhoods\" before many of these squatter areas were cleared and the residents moved to resettlement estates. Informants have stated that resettlement entailed a difficult adjustment period which was considerably eased by reciprocal assistance obtainable from long-established friendships and, for many, from extensive kinship networks. The Teochiu populations of resettlement estates with which I am familiar, primarily in Tsuen Wan, did not move into the massive housing estates friendless and without potential sources of assistance other than unknown and possibly unfriendly new neighbours. This is not to say that all Teochiu were equally involved in Teochiu networks or relying primarily on other Teochiu for assistance or friendship, nor that Teochiu solidarity was not internally fractured by conflict and division.\n\nMany Teochiu continued to participate in Teochiu networks after resettlement because they found such participation to be effective in dealing with various kinds of problems and conflicts with other people, government officers, police, etc. This tendency to utilize Teochiu contacts and resources was, of course, partially",

        "content_text": "# THE TEOCHIU: ETHNICITY IN URBAN HONG KONG\n\n35\n\na reflection of the general mutual animosity between Teochiu and other Chinese. Any further discussion of general patterns becomes less meaningful given the variation within the Teochiu population. The discussion in one of the following sections of the Teochiu population in one resettlement estate considers this variation and the processes discussed above in a particular social setting.\n\nThe geographical distribution of Teochiu in Hong Kong in 1971 is presented in Table 1. The only area of heavy Teochiu concentration in Hong Kong Island is the West census district, which of course includes Nam Pak Hong, the oldest area of Teochiu concentration. Hung Hom is the only area of substantial Teochiu settlement in the Kowloon census districts. More than one half of the Teochiu recorded in the census reside in the New Kowloon census districts, with one-fourth of all Teochiu in the Kai Tak district and almost one-fourth in Ngau Tau Kok and Lei Yue Mun districts. The Kai Tak census district includes Kowloon City, an area of heavy Teochiu residential concentration. The Ngau Tau Kok and Lei Yue Mun census districts roughly correspond to the industrial town of Kwun Tong. Thousands of Teochiu squatters were resettled into Kwun Tong's resettlement estates, particularly Ngau Tau Kok Resettlement Estate. Another census district in New Kowloon with significant Teochiu concentration is Shek Kip Mei; many Teochiu in this district reside in the Shek Kip Mei Resettlement Estate. The only areas of significant Teochiu concentration in the New Territories are Tsuen Wan and Yuen Long. Again, many Teochiu in Tsuen Wan reside in resettlement estates, mostly in Kwai Chung. Personal experiences in Tsuen Wan suggest that the actual number of Teochiu in Hong Kong is greater than the 1971 census figures.\n\nTable II indicates that more than 39% of Teochiu land domestic households are located in resettlement estates and almost one-half are located in one kind of housing estate or another. I would estimate that at least one half of Teochiu households at one time or another resided in squatter structures. In 1971 over 8,000 Teochiu households resided in \"temporary housing\" and another 4,700 households in \"stone structures\". These two categories refer primarily to illegal squatter structures, which suggests that a fairly large number of Teochiu are still squatters.\n\n1 The information in Table 1 and in the other tables was very kindly provided by Mr. M. SPARKS\n\npopulation of this estate, comprising more than one tenth of the 67,000 people in the estate, were for the most part resettled from several squatter settlements in Tsuen Wan and Kowloon, where extensive friendship and kinship networks were already developed prior to resettlement. These networks were elaborated and extended within the housing estate. There is of course differential involvement in local Teochiu organizations and in reliance upon solely Teochiu sources of assistance, although virtually all contribute money and participate in the locally organized Hungry Ghost Festival in early August. Only a minority of Teochiu men in the estate are actively involved in the three Teochiu organizations in the estate, which suggests one kind of variation within the Teochiu population of Hong Kong. Most of the Teochiu households in the estate are composed of two or three generations and the primary wage earners are usually men, ranging from the late twenties to middle age, who immigrated from China. They identify themselves as Teochiu, have primarily Teochiu close friends (this statement is based on observation and not informants' statements) and for the most part marry Teochiu women. The majority of these men are primarily concerned with their jobs or businesses and their families and do not choose to become actively involved in local Teochiu associations. All Teochiu in the estate do have friendship relationships with non-Teochiu who are either work colleagues, neighbors or friends of friends. However, given the large numbers of Teochiu in the estate from a small number of villages in one of the Teochiu districts in China, it is not surprising that most leisure time is spent with kinsmen, fellow villagers or Teochiu friends who are also the primary sources of assistance in resolving problems,\n\nBased on experiences in other resettlement estates, I would suggest that the behavioral patterns outlined above can be generalized to that segment of the Teochiu population residing in resettlement estates. It is not necessarily possible to equate Hong Kong's resettlement population with one social class, in that some resettled families now own very successful businesses. Present growth in number and size of Hungry Ghost festival organizations, the majority of which are located in resettlement estates, suggests that Teochiu local leaders have been successful in mobilizing support for this festival within the lower socio-economic levels of the Teochiu population. This mobilization has obviously been carried out and expressed in terms of ethnic solidarity and a common cultural heritage, and has been successful partially because it has utilized and, in fact, worked through the extensive and dense friendship and kinship networks that have developed within the housing estates. These festival organizations can be viewed as extensions of these networks into the organization of rituals which express Teochiu cultural solidarity to others and reflect underlying inter-ethnic rivalry and hostility in the local area.\n\nOne purpose of this article is to derive a preliminary conceptualization of ethnicity in the urban areas of Hong Kong. Such a conceptualization should involve more than an analysis of ethnic groups residing in a city. It should also indicate in what ways urban ethnicity is different from rural or non-urban ethnicity as a result of particularly urban processes and urban structure. This would involve the consideration of such factors as urbanization and urban planning, transportation networks, available housing and different types of residential settlements, the extent of housing segregation, occupational structure, and occupational specialization by particular groups, differential access to, and ethnic competition for, economic resources.\n\nThis paper has briefly discussed some of these factors with reference to urban areas of Hong Kong; in particular, the relative lack of Teochiu occupational specialization, the absence of housing segregation but the tendency of many Teochiu to segregate themselves in squatter settlements, the general absence of restrictions on social mobility based on ethnic group membership, the effects of urban housing policies on ethnic identity in resettling large ethnic concentrations to housing estates. SPARKS\n\na Rural Committee, and over attendant influence with the government and in local affairs.\n\nWith regard to the first factor, there is no such direct, intense competition over economic resources in those resettlement estates with which I am familiar. There is of course ethnic based triad competition over control of territory. Factory jobs, however, are easily obtained by anyone, regardless of ethnic affiliation, although there is a tendency for Teochiu to work in factories where many Teochiu work (this is a result of the fact that such jobs are usually obtained through kinsmen, friends or friends of friends). Employment and business opportunities in the urban areas are largely not restricted to members of particular ethnic groups, and economic competition is generally not operating along ethnic lines. There are exceptions of course; for example, the often violent competition between Teochiu and non-Teochiu coolies in Hong Kong's port areas. There are some areas where commercial networks are largely co-terminous with ethnic networks. Teochiu dominance in rice importation, wholesale and retail trade is well known. Many import/export firms involved in international trade between Hong Kong and Southeast Asia are owned and managed by Teochiu. Within economic institutions there are ethnic blocs; for example, Teochiu stock brokers form a bloc in contrast with Cantonese and Shanghai blocs. In each of these areas, however, there are also competing firms owned by members of other ethnic groups. Ethnic occupational specialization appears to have considerably weakened in the several decades following World War II, primarily due to Hong Kong's rapid industrial growth. Traditional areas of ethnic specialization seem to be of decreasing importance in the overall economic structure of Hong Kong.\n\nWith regard to the second factor, control over formal political positions and organizations within the local area, there also appear to be significant differences between \"rural\" areas and the urban housing estates where I carried out research. These differences are largely due to governmental policy. The government has created formal political organizations, the Rural Committees, and officially recognized positions of village representatives in the New Territories, with direct input into the local governing process. These positions are filled by indigenous local residents and have become one focus of interethnic competition.",

        "content_text": "The Teochiu ethnicity in urban Hong Kong\n\n47\n\nThere are no comparable local level organizations in the urban areas,* though the government has encouraged the development of local-level urban neighborhood associations (Kaifongs), which are presumed to reflect local opinion and to be effective in influencing government decisions affecting the local area. The Kaifongs in resettlement estates with which I am familiar currently fulfill neither of these functions and are hardly considered organizations worthy of much effort to control. Teochiu have primarily been \"isolationist\" in devoting attention and effort to developing their own associations into what are clearly the most active and representative organizations in the local area. The local Kaifongs have thus not become an important focus of interethnic competition. Kaifong associations in other areas of Hong Kong are at times more active in local affairs. They appear to be particularly active when organizing local protest against new governmental policy which would adversely affect local residents. Hong Kong's newspapers periodically carry stories telling of the efforts of particular Kaifongs to mobilize support of local residents against new policy.\n\nThe primary functions of Kaifongs have been to provide social welfare services, serve as a communication channel to government, and to provide prestigious positions for ambitious local leaders (Kan, 1970:95). Kan describes the general image of Kaifongs in the following manner:\n\nthe more 'generalistic' orientation of the Kaifongs is more amenable to the government than is the 'particularistic' orientation of the clan, district, and dialect associations. For this reason, the majority of the population as well as the government itself have believed that the Kaifongs may become the most effective intermediaries between government and people. (Kan, 1970:94).\n\n*The City District Office scheme, initiated in 1968, is intended to bridge the communication gulf between the masses of people in urban areas and government. City District Officers are charged with assessing the overall impact of government policy, and with maintaining contact with all local organizations. In effect, the purpose of the scheme is to \"provide the public with a local manifestation of the Government... SPARKS\n\nAccording to Kan, the potential role of Kaifongs in mediating between government and people has been negatively affected by actual government policy. Government has tended to de-emphasize the potential role of Kaifongs in community organization, and has indirectly controlled them by withholding possible funds, while providing support to other voluntary organizations (Kan, 1970: 221). Whatever their overall effects upon Hong Kong society, it is clear that there is considerable variation in their impact on local areas. I would suggest that Kaifongs in resettlement estates may be the least active and effective among their number in uniting and developing the local community. The more active and influential of such organizations appear to be located in commercial and private housing areas. These statements are tentative in that the existing literature on Kaifongs in Hong Kong does not appear to resolve these questions.1\n\nThat there is less direct economic and political competition in the urban areas, or at least in some resettlement estates, does not mean that there is no interethnic hostility. The viability and successful functioning of Teochiu organizations and festivals is a reflection of such hostility and of a general feeling of competition with other ethnic groups, particularly in the organization of ritual, in which there is implicitly the aim of having the biggest and the best festival in the local area. Conflict with a neighbor, work colleague, or stranger in the market may escalate and be expressed in terms of ethnic hostility and perhaps require reinforcements from one's own ethnic group in order to \"resolve\". Interpersonal conflict between members of different ethnic groups might even be more frequent and likely to lead to violence with the increase in density and the chance that an appropriate mediator would not be immediately available.\n\nIn conclusion, it is clear that economic and political structure have been important determinants of variation in the expression and organization of ethnicity in Hong Kong. Differences in urban and \"rural\" social structure are obviously related to differences in the nature of interethnic dynamics in the respective areas. SPARKS*\n\nThis article examines interethnic interaction and ethnic boundary maintenance in a public housing estate whose residents include many former refugees from mainland China. Attention is focused on relationships between two ethnic groups who are similar in language and culture and between whom there is some intergroup passing but which are, paradoxically, separated by rigid cognitive boundaries. The historical origins and relationships between these two ethnic groups in China are related to interaction and communication patterns in the housing estate. Variation and confusion in categorization of people from villages in the border area between the two ethnic groups in China is shown to be a function of participation in social networks which include people from the border villages.\n\nThe fieldwork for this research was undertaken in a resettlement estate in Tsuen Wan, an industrial new town in the New Territories of Hong Kong, and was primarily concerned with the Teochiu ethnic group which is generally described in the companion article in this issue of the Journal.\n\nThe housing estate in which I worked is located in North Kwai Chung, in the eastern part of the new town, an area of heavy industrial concentration and the location of several large housing estates. This particular housing estate was chosen as the primary fieldwork site largely because I had very good contacts with Teochiu leaders in local religious associations. My major concerns in the research were with the analysis of group dynamics and leadership within these associations and within the dense Teochiu networks within the housing estate.\n\n* The author is a postgraduate research student from The Department of Anthropology, University of Texas at Austin, who recently carried out 18 months field work in Hong Kong. SPARKS\n\nexception to this is the rivalry between ethnic gangs and more organized criminal groups in the area, who are competing for territory and access to the local market in illegal gambling, extortion and narcotics.\n\nThere are various kinds of formal and informal associations within the estate, including several estate-wide associations as well as several ethnic associations. The most active and organized associations within the estate are the two registered Teochiu religious associations and another informal, unregistered Teochiu association. There is one informal Hoi Luk Fung religious association and one Cantonese association which is the least active of the ethnic associations. The primary functions of these ethnic organizations are the organization of ritual and the maintenance of small temples within the local area. Separation between ethnic groups is expressed in competition in the performance of particular religious festivals. This article will not consider the internal organization and dynamics of these ethnic organizations.\n\nThe Teochiu segment of the estate population was resettled from squatter settlements in Tsuen Wan and Kowloon. Prior to resettlement, Teochiu in a particular squatter settlement were likely to be from the same village in China or from nearby villages and were involved in very dense kinship and friendship networks. A majority of Teochiu who were resettled into the housing estate are from one of the Teochiu districts in China and a very large portion are from a small number of villages in this district. This is due to the resettlement of certain squatter settlements, many of which were in Lower Kwai Chung, which contained high concentrations of Teochiu from that district. Most of the members of the Teochiu associations in the estate are from a small number of villages in this district, and these associations may be seen as extensions of social networks developed in squatter areas into the realm of ritual organization. Some of the most active members are from a single village which has over 400 “descendants” residing in this and nearby estates. The social and ritualistic core of this transplanted village is one extended family with over 40 members living in the estate studied. This pattern is by no means unique to this estate; other resettlement estates in Hong Kong have high concentrations of Teochiu from particular districts.         "content_text": "CHINESE MONASTERIES, TEMPLES, SHRINES, ALTARS\n\n7\n\nA shrine and two Chaozhou squatter temples on a hillside at Wong Chuk Hang on Hong Kong Island were removed during 1979 to permit road widening and the building of new housing estates. Temples, seemingly built to last forever, also disappear. A long destroyed and unidentified Cantonese traditional temple depicted in an old photograph in a published collection of photographs of old Hong Kong, may well be the temple which used to stand in Wong Nei Chong village approximately in the area of the present day King Kwong Street.13\n\nThe population explosion in Hong Kong has surrounded on all sides some of the originally relatively isolated temples by high-rise blocks of flats. Some recently opened temples have even been established in shop houses, in ordinary flats in the high-rise blocks, and in flats and huts in resettlement areas.14 Geomantically such accommodation may be adequate for their purpose, but for ideal conditions the exact orientation of all temple buildings should be determined by geomancy and the feng shui expert's calculations. Traditional temples are often on the best feng shui sites in the vicinity.\n\nAccording to Chinese laymen, temples should, as far as possible, face south. This south-facing orientation would mean that the main god or gods on the altar would also face the \"geomantic South\" which approximates to due south, and thus places the auspicious Yang on the east, and Yin on the west. However, even a casual examination of the temples in both Hong Kong and Macau shows that they can and do face in all directions. The two immediately obvious criteria in the siting of traditional temples, as can be seen from any large-scale map, are that either they back onto a hill (presumably having a powerful and beneficial geomantic influence), or face the sea. Many, of course, do both.\n\nTemples and monasteries are open from around 8 am to 8 pm, the exception being for those individuals whose need is great, and they may call at a monastery at any hour.\n\nBuddhist temples\n\nThere are some one hundred and thirty-five Buddhist temples or monasteries in Hong Kong built or funded by individual monks or nuns, or by individual devotees or groups.         "content_text": "There are at the present time:\n\n(a) So Kon Po Cottage Resettlement Area — this comprises Wesley Village (Methodist Church of Hong Kong with the Hong Kong Government's Housing Department) and other adjoining areas under the sole charge of Housing Department. Already housing 1,700 persons in 1955, at their peak (1966) the authorized population of these areas was around 3,000 persons. Wesley Village, built in 1954, now has only 52 houses with about 240 residents.\n\nThe Cottage Areas mostly dated from the early 1950s and preceded the multi-storey resettlement estates that, in turn, have been superseded by the modern, comprehensively planned low-cost public housing estate complexes. Religious and community bodies assisted with the provision of cottages and amenities. Wesley Village is one of the last remaining examples.\n\n(b) The Confucian Middle School a privately funded establishment exemplifying the Confucian ethic with its emphasis on human relationships and the preservation of a strong ethical (moral) element in education and social conduct. The school stands in the grounds of the Confucius Hall of Hong Kong (1935). HAYES*\n\nIntroduction\n\nThis article is aimed at investigating the very marked social stability which was so clear a feature of Tsuen Wan society in the early post-War years. What were the factors which, in the virtual absence of external controls, enabled so many people to live for so long in an orderly and peaceful manner in unhygienic and sometimes unsafe conditions in hillside squatter huts and urban hovels, or in the over-crowded conditions of the early resettlement estates? What was it that the incoming squatters shared with the indigenous villagers which allowed both groups to run their affairs so peacefully and effectively, and with so little external pressure or assistance? Finally, what were the roots of the generally co-operative attitude towards removal and relocation upheavals which were essential for development of the Tsuen Wan New Town, and a prerequisite of steady progress with construction and modernisation, but nonetheless always traumatic for those affected?\n\nPART ONE: The Influence of the Past\n\nAs I see them, the answers to the questions posed above lie in the Chinese character; but more specifically in some leading features of the traditional upbringing and education.\n\nThat traditional upbringing and education was deeply rooted in a reverence for the past, and for the moral standards which the heroes of the past were believed to exemplify.         "content_text": "The report gave thought to the degree of control which ought to be exercised over these new 'creatures of statute' by the Central Government under the Letters Patent & Royal Instructions which were Hong Kong's constitution. Legco should provide by law for central:\n\n(a) right of access to all records, approval and inspection of project plans in certain fields, approval of by-laws, and issue of binding memoranda on such matters as financial procedures;\n\n(b) financial approval or disallowance of annual estimates and loans, and the setting of a rate where a council failed to strike a sufficient or any rate;\n\n(c) audit, including power of surcharge subject to Exco's confirmation; and\n\n(d) direction, removal of powers or dissolution of defaulting local authorities.\n\nOffice accommodation, distinct from any existing for current government purposes, should be provided in advance. Finally, the details of each separate proposal for a new local authority council should be the subject of an inquiry and wide local public consultation before the relevant instrument received approval. The enabling Ordinance should be supported by a large-scale information campaign, to dispel the current lack of awareness. The present Urban Council should co-operate in devising a phased programme for implementation.\n\nThe report was submitted just as the 1966-67 'troubles' were beginning to afflict the streets and resettlement estates of Hong Kong. Little Red Books and parcel bombs preoccupied the Governor and his security advisers, and the Colonial Secretariat which gave the report a lukewarm reception was happy to leave it in the pending trays and to slumber in the background, while other officers placed on special duties dealt with the emergency with panache and publicity hitherto quite unknown in the colony. Just as great post-war events across the border up to 1949 had given reason for Hong Kong's governing minds to forget about Young's municipal proposals, so in 1967 the Cultural Revolution seemed excuse enough to concentrate on civil stability and to forget local participation in the daily administration of public life.",

Over a period of 25 days something like 70,000 men, women and children were allowed to surge into Hong Kong. The communist guards stepped back and directed the masses. They walked over the hills. Hong Kong was overwhelmed. And then, just as abruptly as they had opened, the flood gates shut. It seems to have been a move by the People's Republic to embarrass the colony.
