BLUE \n\nFor the first few years after the cession of Hong Kong, the British Government and Royal Navy practically ignored piracy on the South China coast; and the American, French, and Portuguese governments were equally indifferent. Any attempts at suppression by the Hong Kong Government were as feeble and ineffective as those of the Canton authorities. British traders in Hong Kong and the treaty ports, however, considered that they were entitled to much greater protection, and after repeated protests and representations to the home and Hong Kong governments, the Hong Kong Government passed its first anti-piracy ordinance in 1847, and the Royal Navy began to take more effective action. As a result, many unsavoury practices were uncovered. It was found that certain British merchants were supplying arms and ammunition to the pirates against whom they were demanding protection; and that Hong Kong officials were licensing ships to provide convoy protection for Chinese traders, which ships were using the cover of the British flag to plunder the cargoes they were paid to protect. This licensed convoy system was open to much abuse, and a source of great trouble to the Navy. The Chinese called these ships \"protecting tigers.\" The Navy itself was not blameless in its anti-piracy operations. The over-generous bounty system, which made pirate hunting a lucrative profession for the first decades after the cession of Hong Kong, often led to innocent Chinese traders and sailors losing their lives and property. Admiralty records ignore most of the errors committed by overzealous naval officers, but the Navy's anti-piracy campaign was one of the many British activities to draw unfavourable criticism from Lord Elgin in his mission to China and Japan in 1858.\n\nThe Royal Navy and the Hong Kong Government faced a difficult and complex situation when they undertook serious anti-piracy operations in the late 1840's. The Navy could attack pirates anywhere on the high seas, and commit them for trial to any British or Chinese court; but Hong Kong could only free its own waters of pirates. Piracy on the coast and rivers came within the jurisdiction of the Chinese Government, and neither the Navy nor Hong Kong could operate there without permission from the Canton authorities.         "content_text": "HONG KONG BEFORE THE BRITISH\n\n171\n\nthe Portuguese suddenly arrived and increased in an unexpected way the problem of the Chinese authorities in coping with local disorders and foreign traders.\n\nThe first mention of their arrival is in Portuguese in the history of the Navigators by Barros, a contemporary, who states that in 1514 Jorge Alvares reached a place called Tamao in China and put up a monument to commemorate his discovery on which he engraved the arms of Portugal. His son, who had died on the voyage, was buried in the same place at the foot of the mountain. Tamao is undoubtedly T'un Mun but some difficulty in placing the exact locality is found owing to the frequent references by Portuguese historians to an island. For instance, one contemporary states: \"The island is three leagues from the coast and the Chinese call it Tamao while we call it the Ilha de Veniaga (Island of Trade, the last word being Portuguese pidgin from Malacca). From this place none may proceed to any of the places near the coast without the permission of the Council at Canton, which is a city 18 leagues away. Even when going there the ships do not enter but stay at the outskirts and there carry on trade.\" The Portuguese received a good welcome and were impressed with the extraordinary riches of China and with the possibilities of trade. Other voyages were made and the results reported to Alburquerque who was then at Malacca. Three years later an expedition commanded by Fernando d'Andrade arrived at T'un Mun with instructions to go to Canton and open negotiations for a trading treaty with China. Fernando d'Andrade very nearly succeeded in his work. He did not return the shots which were fired at his ships by a Chinese fleet, but succeeded in obtaining the permission of the official at Nam T'au they called Pio (whose full title was \"Pei Wo Tu Chih Hui” or local officer for defence against Japanese pirates) to sail as far as Canton and after a whole year of investigation and exploration his expedition returned safely to Malacca where they made a report. The next year, 1519, Simon Andrade, brother of Fernando, was sent to carry on the negotiations but as soon as he arrived at T'un Mun he began to terrorise the whole neighbourhood.\n\nIn justice to the Portuguese it must be remembered that they were continually being attacked by the Tanka and other pirates.\n\n27 Castanheda quoted in Tien Hsia, May 1939, by J. BALFOUR \n\nDuarte Coelho, a captain who arrived at T'un Mun a little before Fernando d'Andrade, had had to fight no less than 35 engagements with local pirates, and his fleet was almost decimated by pirates while he was away in Canton. Besides pirates, they had to put up with a local boycott. The inhabitants had refused to help when their ships had been wrecked in a typhoon and gave them no provisions. It was natural that Simon Andrade decided to solve these problems by building a fort with forced labour and by making raids on the pirates' bases. The Chinese themselves recognised this, for one of the arguments that was put before the government for continuing trade negotiations was that the Portuguese were suppressing piracy at Lo Man Shan and other places. \n\nThe Chinese officials might in fact have tolerated the outrages committed by Simon Andrade if he and his companions had not designed to annex territory at T'un Mun and organise a trading colony under the Portuguese flag. The inscription with the arms of Portugal had been one of the signs of this intention; the fort Andrade built was another. The Chinese government, which had heretofore encouraged colonies of foreign traders, now felt that their liberality was being exploited. A Chinese text explains the situation as follows: \"Some time near the end of Ching Tê's reign (1506 to 1522) a people not recognised as tributary to China known as the Feringhis (1) together with a crowd of riff-raff filtered into the harbours between T'un Mun and Kwai Ch'ung and set up barracks and a fort, mounted many cannon to make war, captured islands, killed people, robbed ships and terrorised the population by their fierce dominion over the coast. Their ambition being to annex territory they made a survey and set up boundary stones and tried to administer the various other foreign traders within this area.\"28 \n\nIn this text Kwai Ch'ung must refer to a village of that name south-east of Tsün Wan and opposite Tsing I Island. The harbour between the mainland and Tsing I Island is one of the most sheltered in the whole region and must, I think, have been one of the main anchorages of the foreign ships. The place referred to as T'un Mun O is Castle Peak Bay itself and this was undoubtedly the place where the subsequent battle between the Portuguese and \n\n28 Chang T'ien-tse connects these boundary stones with the tablet bearing the Portuguese arms mentioned by Barros.",

Much of their cargo consisted of supplies such as wheat-flour, salted meat and fish, but also woven silk, screens, cutlery, arms and armour, and lacquer ware. Some of the supplies were used to furnish the ships sailing to Mexico. Payment was made by the Spaniards in silver rials and the Japanese traders took back raw Chinese silk, gold, deerskins, brazil-wood, palmwine, Spanish wine, glass and other European curiosities as well as old Chinese pottery and porcelain found in graves in the Philippines and used by connoisseurs of the tea ceremony.28\n\nThe Macaonese felt themselves threatened by this trade between Manila, China and Japan—particularly the re-export of Chinese silk from Manila—but they were of course keen to continue trading with Manila themselves. Portuguese ships, sometimes sailing from India via Macau, would come every year to Manila with African slaves, Indian cottons, spices, amber, ivory, precious stones, toys and curiosities from India, Persian and Turkish carpets, gilded furniture made in Macau and \"other commodities of great curiosity and perfection\".29\n\nIn 1624 the Viceroy rejected the petition of the Senado of Macau that the Manila voyages be officially sanctioned but the Macau-Manila trade in silk was sufficiently profitable to both sides for it to survive all bans. It remained in Portuguese hands and there were in consequence some who advocated Macau transferring its allegiance from Portugal to Spain.30 In 1625 the Spanish founded a settlement which they called La Santissima Trindad at Keelung on the northern tip of Taiwan, partly as a counterweight to the Dutch settlement of Fort Zeelandia established in Taiwan the previous year and partly as an entrepot for the Chinese silk trade which they hoped might eventually supersede Macau. The Governor of the Philippines, D. Fernando de Silva, stated in 1626 that the Dutch had already diverted much of the carrying trade in silk to Fort Zeelandia. \"This damage is clearly seen\", he wrote, \"from the fact that the fifty Chinese ships which have come to these islands have brought less than forty piculs of silk, whereas the enemy have 900 excluding the textiles and, if it were not for what has been brought from Macau the ships from Nueva España would have nothing to carry\". The short-lived Spanish attempt to lessen Manila's dependence on Macau ended with the fall of La Santissima Trindad to the Dutch in 1642.",

        "content_text": "132\n\nwith the Chinese word for \"to fry”. \n\nCumsha \n\nThis word denotes a payment, tip or alms \n\nA wealth of folklore has grown up around it. One stream has it that the word derives from the payment made to boat people to “come ashore\" from a ship at anchor. Another popular theory is that it derives from a Chinese dialectal word for “thank you”. \n\nDr Batalha describes a word in Patoa, cumesse (or camesso). She gives as the origin a Chinese term gam se, meaning a tip or present. Dr Batalha's explanation would be convincing if it could be shown that the Chinese word existed. Unfortunately, there is no evidence that it ever did: we suspect that the word is apocryphal. The existence of a word corresponding to the Cantonese gam je, (to feel grateful), but in another dialect with a pronunciation like cumsha is more plausible. Unfortunately, I cannot discover what that dialect is. \n\nTong does not list Cumsha at all, but Hunter mentions that the Chinese wrote the Pidgin word with the characters for “gold sand”, so that it would have been pronounced “gam-sa”. \n\nThe following information in Hunter is, we think, significant; \n\n\"Before she (any ship) could open hatches, the formality of “Cumisha and Measurement\" had to be gone through. The first word signifies \"present\", and was a payment made by the earliest foreign vessels for the privilege of entering the port;\" \n\nIf this information is reliable, it indicates that the word was applied from early times (i.e. to the vessels of the Portuguese traders), and was considered - notwithstanding Hunter's definition of \"cumsha\" - an official levy - not just squeeze or a gratuity, \n\nIf this is so, then we think that the correct origin should be the Portuguese word, comissāo, which means \"commission, agency, percentage, gratification, recompense, brokerage, factorage.\" This covers its application in Pidgin admirably.",

His research focuses on symbolic expression and articulation in fields such as politics, economy and religion. His regional projects have concerned southern China, Southeast Asia and Melanesia. He has worked in many universities, more recently in the Research School of Asian and Pacific Studies, Australian National University, Canberra, École des hautes études en sciences sociales, Paris, and the Sainsbury Research Unit, University of East Anglia, Norwich. Given the fact that arches of triumph also appeared in Portuguese India they are partly relevant to my research and, historical and cultural differences aside, it would be difficult to gloss over certain implications present in her arguments. While keeping these in mind, it is equally important not to lose sight of more purely art-historical questions.\n\nDuring the sixteenth century the Portuguese introduced the Arch of Triumph as a decorative element in the façades of both their civic and religious buildings in India. Since this is a subsidiary contention to my main argument, I cannot but treat it summarily by means of a number of examples.\n\nIndian Urban Examples and Damão's Episcopal Church\n\nTwo of the finest examples showing the employment of arches of triumph in urban architecture in India, the Arch of the Viceroys, Goa, and that of the ruins of Baçaim Fort, will suffice to illustrate my point.\n\nThe first of these, constructed in 1599 under the orders of Dom Francisco da Gama, grandson of Vasco da Gama, formed part of the main city gate leading to the Governor's Palace. It is the work of Julio Simão, a locally born architect of French descent.\n\nSimão employed a subdued rusticated idiom for the articulation of the main structures of his design with an almost inconspicuous use of the classical orders. The decoration of the structure as a whole is sparse, consisting mainly of carved metopes, of pyramids with spheres at the corners of the first storey and the royal coat of arms at the top.\n\nIn the original design a niche above the main entrance arch displayed a statue of Vasco da Gama with an image of St. Catherine in a small attic above. The latter intruded into the pediment below in typical Mannerist fashion.\n\nThe use of rustication was popular amongst certain cinquecento Italian Mannerist architects such as Giulio Romano. In this instance rustication combined with an arch of triumph was evidently intended to convey the victory and strength of the Portuguese crown, although it is obvious that considerations of a purely aesthetic nature must equally",

        "content_text": "140\n\nhave prompted its choice.\n\nThe Arch of Triumph seen in the entrance to Baçaim Fort is another variant on the motif (Fig. 6). This example is in a style that, without generalising too much, could be said to have belonged to a Late Renaissance Iberian style in architecture. For self-evident reasons specialists have given it the name estilo chão (plain style) for Portuguese buildings and estilo desornamentado (unadorned style) for Spanish ones.\n\n32\n\nThin moulded pilasters frame a rectangle into which the entrance arch is built. The latter was framed by both moulded pilasters and paired Corinthian columns in the round, today missing. Topping the arch is an entablature with a low relief showing the royal arms of Portugal. Above it one may see a niche framed by coupled half-columns for an image of a Christian saint, a feature that differentiates it from a classical Roman Arch. The columns of the niche and the ones below stood on bases decorated with a simple diamond shape.\n\nThese two examples show a characteristic use of the motif in secular structures. But it is its use in religious architecture that is of greater relevance for this discussion. In this respect the Sé or Episcopal Church, Damão, shows one of the most illuminating examples.\n\nConstantino de Bragança, Viceroy of India, captured the Muslim city of Damão, which lies in the southern coast of Gujarat, in 1559. One of the most satisfactory uses of the Arch of Triumph in a plain style in India is to be found in the portal of the city's Sé or Episcopal Church (Fig. 7).\n\nThe charmingly provincial mathematical simplicity of its elevation consists of an acute triangle placed on a rectangle. The triangle in fact delineates a steep gable with a round window, while the rectangle on which it rests is the wall of the main façade. Its ground plan and interior are equally simple, the latter displaying picturesque whitewashed walls.\n\nThe only embellishment on the façade is the large Arch of Triumph, which stands austere in granite in front of the wall. It is quite similar to that of the ruins of Baçaim Fort, except that here paired classical columns on tall pedestals frame only the main arch. Nevertheless, the sculptures of Chinese lions and the reliefs of Japanese flora, which decorate the façade, show that under their wing these mainly anonymous Asian artists were at least free to express their native sensibilities.\n\nThe 1644 Annual Letter\n\nWhat cannot be established, except through a careful examination of the façade, is if these artists were under the influence of contemporary altarpieces. But again it should be recalled just how important the design of retables had become in the Iberian universe. Latin American Baroque and Rococo retable-façades clearly testify to the ascendancy of the features of retables over those of retable-façades.\" I would argue that a similar influence was already at work in the design of the façade of St. Paul's.\n\nThe Litterae Annua of 1644 for the Japan Province penned by António Ferreira, in the archives of the Historical Institute of the Society of Jesus, in Rome, is an exceptional document of exceptional relevance for this paper. It is already known to scholars from competent but slightly inaccurate eighteenth-century transcripts by Fr. José Montanha in the Archivo Histórico Ultramarino in Lisbon, and has been quoted since 1955 by Fr. Videira Pires and others. But the original manuscript has remained quietly filed and largely ignored in the Archives of the Society of Jesus in Rome. The original passage in the Annua that describes the façade as it reached completion in 1644, and which I would like to quote to the honourable audience and members of the Royal Asiatic Society in Hong Kong for the first time in public form my translation of the Portuguese text, reads as follows:\n\nAlms were given this year to crown the main façade of this Church, which is all of carved stone in a Roman manner. From top to bottom it has three orders of columns with their pedestals, six arched niches in good proportion; four of the ones which are half domes are on the first frieze amongst the orders of the second order of columns, each by itself next to the opening of the three windows of the choir: in them there are the half length figures of our Saints Ignatius, Xavier, Borja and Gonzaga,",
