Bibliography, Index. HK$45.\n\nThe Kuan-tzu is said to have been written by the famous statesman Kuan Chung who died around 645 B.C. Many chapters record social and economic reforms allegedly proposed by him to his ruler, Duke Huan of Ch'i who ruled from 685 to 643 B.C. Also included are proposals for the establishment of state monopolies over salt and iron, the different ways government might control currency and grain prices, and other measures advocating state interference in economic affairs.\n\nAccording to some scholarly studies the Kuan-tzu is really a work of collected writings by various writers, and therefore it could not have been entirely written by Kuan Chung. If this assertion is true, many chapters were probably written by Confucians, Mohists, Legalists, and Taoists during the third century B.C., although a few may have been written as early as the late fourth century, while some were probably produced during the second or even the first century B.C.\n\nOne reason why certain sections of the Kuan-tzu, written after Kuan Chung's death, were attributed to him is that he played a major role in strengthening the state of Ch'i. As soon as Duke Huan took over the government of Ch'i after a civil war, he appointed Kuan Chung as his chief minister. With his new power Kuan Chung was able to persuade the Duke to carry out political, military, social, and economic reforms which soon made Ch'i one of the most powerful feudal states of the day. By 680 B.C. Duke Huan was recognized as the lord protector or chief over the feudal lords. He had the responsibility of controlling the barbarian peoples on the frontier and ensuring that all states be loyal to the ruler of Chou.         "content_text": "CHINESE UNOFFICIAL MEMBERS OF COUNCILS\n\nAs things turned out, Gibb did not return to Hong Kong, and Ng Choy was therefore appointed on a three-year term. This appointment was unfortunately interpreted by some members of the British community as an attempt to create an anti-English party feeling in Hong Kong.\n\nIn May 1880 when one of the magistrates went on leave, the Governor replaced him temporarily by Ng Choy who thus became the first Chinese to hold a senior appointment in the Hong Kong Government. This led to a question in the House of Commons as to why Ng Choy should combine a paid official post with an unofficial seat in the Legislative Council; but by the time these explanations were required the original holder of the post had returned to the Colony.\n\nThe attitude of the British community towards him and the Governor as a result of his appointment to the Legislative Council as well as this parliamentary question must have embarrassed Ng Choy very much. During this time, China having suffered repeated defeats from the hands of foreign powers, there was a movement in China to promote western technology and to modernize China, and any Chinese who had been trained or educated abroad would be welcome back to China. Thus when an invitation came from China for him to serve China, Ng Choy accepted it gladly. He left Hong Kong in 1882 before the expiry of the 3-year term in the Legislative Council, and later sent in his resignation from Tientsin.\n\nNg Choy became Secretary and Legal Adviser to Viceroy Li Hung-chang, one of the most important Chinese political figures of the time. Now known as Wu Ting-fang, he soon rose to become Chief Director of Railways and later Ambassador to the U.S.A. After the founding of the Chinese Republic in 1911, he held important appointments respectively as Minister of Judicial Affairs, Minister of Foreign Affairs and Minister of Financial Affairs. In 1917, when China entered the First World War, he was for a short time nominated as Premier.         "content_text": "KING MONGKUT AND THE KINGDOM OF SIAM\n\n97\n\nceremonies, audiences and banquets. A white elephant had been captured the previous year, the most auspicious of auguries for the new reign and now its presence seemed to be bringing the expected good fortune. Mongkut seemed to enjoy the company of the Englishmen, particularly Bowring whom he called “my friend”. As a parting gift he offered Sir John two elephants, but they were gracefully declined owing to transport difficulties. But Bowring did accept two tufts of hair from the white elephant's tail, which he later presented to Queen Victoria.\n\nThe gates were open. Within a year the Americans and the French had signed their own versions of the treaty with King Mongkut. In the next three years half a dozen European nations had similar agreements with the Siamese. By April, 1856, Harry Parkes returned with the Queen's instrument of ratification and a personal letter from Her Majesty. King Mongkut was delighted with this royal favour from mighty Britain and ordered a procession for formal delivery of the letter. In fact these ceremonies infuriated Townshend Harris, the newly-arrived American envoy, as he had to wait many days before he could begin discussions on his own treaty.\n\nThe effect of Mongkut's treaties with the West were far-reaching. Trade increased rapidly and had more than doubled by the time of the King's death in 1868. The character of the trade changed. There was virtually no export of rice before 1855, and by the end of the century rice accounted for nearly seventy per cent of Siam's exports. Bangkok grew rapidly, foreign merchants set up offices in the capital and there was an increase in the number of Chinese entering the country. The King's fiscal system had to change. Instead of royal monopolies of imports, taxes were charged at an agreed level.\n\nThe political effects were even more important. Foreign consuls lived in the capital and Siam sent embassies to Europe for the first time. The King took the initiative in employing foreign experts in his civil service. This practice was greatly extended in the next reign, that of his son, King Chulalongkorn. British officers were employed in the police force. A Belgian advised on legal reform. Germans were invited to plan the building of railways. Americans and Danes were appointed to civil and military duties. Most notorious of these appointments was that of Anna",

        "content_text": "HONG KONG CADETS, 1862 - 1941\n\nNOTES\n\n51\n\n1 Since the end of war with Japan in 1945 both Hong Kong and its Government Service have experienced major changes of circumstance and outlook. Whilst the cadet or administrative grade continues in being there are now (April 1970) administrative officers in a total permanent Civil Service establishment of there are Chinese officers, the first of whom was appointed in 1948.\n\n2 The title was later changed to \"Cadet on Probation\". In 1862 cadets received a salary of £200 per annum on arrival in the Colony and at the end of two years' study or as soon afterwards as they were declared qualified by a Board of Examiners £400 per annum. In 1924 the salary was still only £350 on arrival and £400 after passing the final examination; in 1936 the amounts were £450 and £525 respectively. Information on the Cadet Service is to be found in the various General Orders of the Hong Kong Government.\n\n3 The following books have information on the origin of the scheme: E. J.         "content_text": "DEBATE ON NATIONAL SALVATION: \n\nHO KAI VERSUS TSENG CHI-TSE \n\nCHIU LING-YEONG* \n\n(A lecture delivered to the Branch on 22nd June, 1970) \n\nIn July 1886, Tseng Chi-tse the retiring Chinese Minister to Russia and Great Britain wrote a most controversial article which appeared in the January 1887 issue of the Asiatic Quarterly Review in London under the title 'China, the Sleep and the Awakening'. This was before he left London for China.1 It is believed that this article was written under the guidance of Sir Halliday Macartney, Tseng's interpreter and political adviser. \n\n2 \n\nIn his article, Tseng tried to explain that the weakness of China at that time was due to her sleepiness and had nothing to do with her old age or physical deficiency. Tseng began by quoting contemporary China Hands' opinion concerning the Ch'ing Empire: \n\nThere are times in the life of nations when they would appear to have exhausted their forces by the magnitude of efforts they had made to maintain their position in the endless struggle for existence; and from this, some have endeavoured to deduce the law that nations, like men, have each of them its infancy, its manhood, decline, and death. Melancholy and discouraging would be this doctrine could it be shown to be founded on any natural or inevitable law. Fortunately, however, there is no reason to believe it is. Nations have fallen from their high estate, some of them to disappear suddenly and altogether from the list of political entities, others to vanish after a more or less prolonged existence of impaired and ever-lessening vitality. Among the latter, until lately, it has been customary with Europeans to include China. In addition, for the first three months of my work in the New Territories I was fortunate enough to receive from the Hong Kong Government the services of a guide-interpreter and the use of a motor car. I wish to record my appreciation of this aid.\n\n2. My plans were not to be fully realised. Before the end of the first period of three months I fell ill, had to enter hospital, and was medically advised to leave Hong Kong. The result has been that, while I have been able to carry out most of what I intended to do under the heading of a general survey of New Territories social conditions, I am forced to write this report away from the Colony, cut off from the chance of checking my findings and filling in gaps in my knowledge.\n\n3. My report is based on field observations made from early February to early May and on reading done in the same period in the Colonial Secretariat Library. I travelled extensively in the New Territories but, owing to the fact that I lived for most of the time in Tai Po, I am more familiar with conditions in the District of that name than with those of the other four Districts.* It will be obvious, too, that the short time at my disposal sets a severe limit to the validity of my generalisations. Anthropologists usually spend some months getting used to a new field before embarking upon detailed enquiry, for there is a good deal of groundwork to be done. If I am bold enough now to set out some of my preliminary findings and tentative conclusions it is because I believe that the New Territories Administration ought to be given an idea of the kinds of problem which anthropologists find important and of the possibilities of correlating the interests of social research workers with its own. There will be increasing opportunities for co-operation. To begin with, in the autumn of this year two graduate students at London University are expected to arrive in Hong Kong to undertake intensive field work in the New Territories. My colleagues and I hope that their studies may be of some service to the Administration. On the other hand, precisely because he is a politician, and not a blank sheet of paper on which the opinions of others are written, he must manoeuvre within the limits of what he assesses village wishes and demands to be. So that there are occasions when, in order to retain his position, he must take a stand which is not the one he might himself have chosen. Fung shui disputes may illustrate this case. A Village Representative may consider that the claim made by his villagers is unwarranted or at least ill-advised, but if he is to maintain himself as a political figure he may need to support the claim and press it hard enough to assure his constituents that he is acting as their leader. Village politics are non-ideological; few questions of principle are involved; and a man who has made up his mind to be and stay a Village Representative may need to move very freely in the positions he takes, more especially if there are rivals for the post.\n\n37. Power comes to the Village Representative from the position he enjoys vis-a-vis the outside world. He confers with other Village Representatives and may be sought out by men who have conceived some economic interest in his village, from the humble immigrant who would like to establish himself there on a plot of land to grow vegetables (and whose chances of success in getting himself accepted may depend very directly on what the Village Representative is prepared to do for him) to the land speculator who may have to rely both on the Village Representative's detailed knowledge of the complex land tenure of the village—some Village Representatives appear to be considerable authorities on Land Office records—and on his good will and good offices in securing what he wants. The Village Representatives of many villages in the economically developed areas of the New Territories are oriented in their interests towards the local country town and beyond. Some of them live in the towns and are involved in urban economic activities; a few have residences in Kowloon. The higher they climb in New Territories politics the closer their relations seem to become with business men from the city, and since the New Territories grow as an area of interest to urban investors and industrialists the local politicians tend to increase their external contacts. I was struck by the evidence that the clan associations in the urban area are trying to draw New Territories leaders into their ranks, using the kinship tie which is implied in the possession of a common surname.",

        "content_text": "2\n\nCHAN KIT-CHENG\n\nThe American sense of guilt was largely attributable to three factors: United States' military defeats in Southeast Asia, the American commitment to the policy of defeating Germany first before concentrating on Japan, and the American failure in delivering the bulk of lend-lease and other war materials promised to China. On the first point, according to Stanley K. Hornbeck who was political adviser to the Department of State, reports from American sources from or through Chungking indicated that the American defeat in the Philippines, together with the rapid collapse of the British position in Southeast Asia, had bred \"a sense of frustration and defeatism” among the Chinese.4 To be fair, however, one must add that China had been vastly more appalled and disillusioned by, and consequently more contemptuous of, the British performance.\n\nOn the second point, it was only natural that China was disappointed and embittered by the American policy of “Germany First”. Support for this order of priority was by no means unanimous within American government circles. Admirals Ernest J. King and William D. Leahy, General Douglas MacArthur (at his new headquarters in Australia), and Stanley Hornbeck, to give some examples, all expressed doubt about it and urged that a greater military effort should be directed against Japan. While President Roosevelt was firm on his decision to stand by the agreement reached at the 'Arcadia” Conference it did not mean that he was entirely free from embarrassment when faced with his Far Eastern ally, Chiang Kai-shek.\n\nM4\n\nOn the third point, immediately after Pearl Harbour, President Roosevelt had been generous in promising China war materials, including planes, mainly through lend-lease channels. However, the Americans soon realized that it was easier to make the promise than to implement it. Two difficulties were involved. The first was the problem of transport. After the fall of Burma and the seizure of the southern part of the Burma Road by the Japanese early in 1942, air transport became the only feasible means of getting supplies into China. Until the opening of the well-known Ledo Road (later on re-named Stilwell Road) early in 1945, the bulk of the supplies flown from India to China was transported by the Tenth United States Air Force between April and December 1942, and thereafter by the United States Air Transport Command in what Joseph W.         "content_text": "304\n\nSteve Yui-sang Tsang, Democracy Shelved, Hong Kong: Oxford University Press, 1988.\n\nThough about the 1945-1952 period, Democracy Shelved is important and timely because its publication coincides with another period in which plans for democracy in Hong Kong have been shelved.\n\nSteve Yui-sang Tsang, a Research Associate at Wolfson-St. Antony's Chinese Studies Centre and Rhodes House Library, Oxford, has written a blow-by-blow account of the abortive attempt to introduce major constitutional reforms in Hong Kong in the immediate post-war period, when decolonisation was in the air.\n\nThe book is important for the light it sheds on an important historical period but, even more so, for its illumination of the reasons behind events transpiring today.\n\nOn one level, it is the role of personalities. Sir Mark Young retired before he could see his reforms, dubbed the Young Plan, implemented. Similarly, Sir Edward Youde died before his proposal \"to develop progressively a system of government the authority for which is firmly rooted in Hong Kong, which is able to represent authoritatively the views of the people of Hong Kong, and which is more directly accountable to the people of Hong Kong,\" could take shape.\n\nBut Steve Tsang shows that Young was no wild-eyed radical. His reforms were moderate. And he was enough of a realist to know the importance of China's views on the colony. That is why he recommended the appointment of a Political Adviser to the Hong Kong governor who would be a specialist on Chinese affairs.\n\nSteve Tsang concludes by raising the question whether failure to implement the Young Plan represents a lost chance. His answers it in the affirmative, concluding: “On balance, it would appear that the Young Plan could have worked successfully during the period under study.\"\n\nThe reader is free to draw his own conclusions as to what the ramifications would be for today's Hong Kong as it wrestles with the need for political reforms on the eve of its return to Chinese sovereignty.\n\nFRANK CHING",

Beginning with a summary of early American involvement in the China trade, he proceeds to describe the United States' acquisition of and subsequent relations with Alaska, Hawaii, and the Philippines. After surveying the contrasting course of American dealings with Japan and China up to World War I, he covers the Pacific War, the beginning of the Cold War, and American intervention in Korea and Vietnam. A final chapter deals with the somewhat ambiguous developments of the past two decades.\n\nThe early portion of the book tells the fascinating story of how the American Republic gained its two last states and its largest colony. An irredeemably commercial nation, the United States purchased two large tracts of its own territory, Louisiana from the Emperor Napoleon I of France in 1803 and Alaska from the Russian Tsar Alexander II in 1867. Until 1910 the near exclusive domain of fur trading companies and gold miners, Alaska's sparse population and remoteness meant that, despite its mineral wealth, only in 1958 did it win statehood. Not until 1778, when Captain James Cook's final expedition landed there, did Westerners discover the Hawaiian islands, \"the most isolated archipelago in the world\". Once found, they became a magnet attracting American whalers, merchants, and missionaries. In the 1820s the last group assisted Queen Kaahumanu, one of the widows of King Kamehameha the Great, 'a six-foot, three-hundred-pound, strong-willed beauty', to overthrow the dominant religious kapu system which among other things banned women from exercising political power. From then onwards successive rulers were under the tutelage of Americans, who eliminated the native religion, advised the monarchs, and introduced private property rights in land. Soon afterwards, American sugar and pineapple interests acquired large holdings, which would dominate Hawaiian economic and political life until after World War II. In the 1890s the efforts of the anti-American Queen Liliuokalani to restore the powers of the monarchy led to a coup, backed by American sugar interests, and suggestions that the United States annex the islands, also long coveted by French, German, and British imperialists. Congress initially rejected the suggestion, but in 1898, in the war-generated expansionism of the Spanish-American War, reversed itself. Hawaii would become a major American naval base, a centre of tourism, and a focus of Japanese immigration: the attack on Pearl Harbour",

The present writer can vouch for his active approval of an African-inspired experiment whereby departmental administrative officers in the urban areas would collect and transmit upwards a monthly 'intelligence digest' of local opinion, morale and responses to government action or inaction, and of attitudes to prominent local figures and to Chinese or foreign affairs: this was meant to supplement what was collected in their own specialist manners by the HK Police Special Branch (SB), the New Territories Administration (NTA), the Foreign & Commonwealth Office (FCO)'s Political Adviser (PA) and the Security Liaison Officer (SLO). Some of what was collected may have been too near the knuckle, some was rather too easily discounted as mere \"gossip,\" important though that might be as a reflection of influential belief at the grass roots, and some may have hurt the dignity of those who had the existing duty of intelligence-gathering. The governor was persuaded to drop the experiment as proving trivial.\n\nBut Trench also showed interest in another interloping proposal that, in the absence of any generalist government institutions to supplement the Secretary for Chinese Affairs (SCA)'s advisory staff (who liaised with the various kai fong (Neighbourhood) Welfare Associations, Clansmens' Associations and Residents' Associations, which were often self-perpetuating), District Officers (DOs) should be appointed in the urban areas; these should have certain executive functions, fewer than those of their colleagues in the New Territories so as not to encroach on the licensing prerogatives of the Urban Council, but sufficient to ensure that all should know of their existence and, above all, of where their offices were. Primarily they should oversee and co-ordinate the activities of the various professional and technical departments in their bailiwicks, but also, like paternalistic mandarins, inquire into, report upon and seek answers to the needs and concerns of the inhabitants. This suggestion was effectively smothered by a DCS who was unable to understand what such DOs might achieve in a city that existing institutions did not already adequately do: the concept of such junior, peripheral, government officers being responsive to people, as opposed to being mere executive agents responsible for essential infrastructural public services, was alien. The next day, on 26 June, President Harry S. Truman ordered American air and naval forces to go to the assistance of South Korea, and Clement Attlee in the House of Commons expressed support for Mr. Truman's actions.\n\nOn 27 June, the United Nations Security Council passed a resolution recommending that all members of the UN furnish such assistance to the Republic of Korea as may be necessary to meet the armed attack.' The Korean War had begun.\n\nThe unexpected outbreak of the Korean War took all newspapers by surprise but The Times had Ian Ernest McLeavy Morrison, a member of its staff, in the Far East at that time. By August of that year he would be dead.\n\nBorn in Beijing on 31 May 1913, he was the son of the famous Australian journalist, Dr. George Ernest Morrison (4 February 1862-29 May 1920) and a New Zealander Jennie Wark Robin (1889 – 20 June 1923), Dr. Morrison's former secretary who he had married in 1912. Dr. Morrison was known as \"China Morrison\" and was himself a correspondent for The Times during 1897-1912 and later political adviser to the Chinese Government.\n\nHis brother, Alastair Gwynne Morrison was born on 24 August 1915. Whatever the truth behind the story, it gained currency as it made the escape of General Yee and Admiral Chan Chak palatable to colonials by portraying it as an honourable act by the British to reward Yee for his assistance in saving them.\n\nIt was almost certainly also a smokescreen to disguise the removal from Hong Kong of something important to the British. MacDougall claimed in 1942 that he had not planned to go but had been persuaded at the last moment by senior government officials. MacDougall however was circumspect, careful not to betray sensitive information in an open letter. He could, however, say that during the last two years his work had 'become increasingly political in character. Officially neutral in the Sino-Japanese War, I had nevertheless behind the scenes consistently exerted what influence I possessed toward blocking and hampering the propaganda and other activities of the Japanese and the adherents of the Wang Ching Wei....I had worked very closely with Chinese organisations and did all in my power, consistent with the interests of the Colony, to aid them.'
