An instance of this outlook is a proclamation issued by the Canton Viceroy in April 1899 in which he told the people of the New Territory that the English government had agreed that \"the people are to be treated with exceptional kindness \".10 On the reverse side of the medal the magistrate could also, like his followers in the tribunal, use his authority to evil purposes and be referred to as being as (fierce as) a tiger\" 如虎 or a dog-official\"35 whose extortions and venality were a byword \n\n44 \n\nin the district.1 \n\nC4 \n\n+ \n\n17 \n\nIn his government the Magistrate was usually assisted by an indoor and outdoor staff. The former might consist of personal adherents from his own home district who followed him from post to post, and partly of local personnel of the tribunal or yamen4 such as a legal adviser, secretaries, and land clerks, whose local knowledge it would be difficult to dispense with. All these were entirely dependent upon the magistrate for their livelihood, and upon what they could pick up in the course of their duties. To maintain his position and put food into the mouths of the members of his personal staff and their families the magistrate was given an inadequate salary by government. There were in addition the outdoor staff which comprised a considerable number of police, watchmen, runners and the like, who may have been paid by Government despite what Lockhart says to the contrary, but used their opportunities as they came, \n\nIn the San On district the Magistrate's yamen was at Nam Tau, which lies beyond the northern or further shores of Deep Bay on the far side of the Nam Tau peninsula. This was the district city where the treasury, jail and examination halls were also situated. It also contained a Confucian temple. The seat of government therefore lay outside the borders of the New Territory which, however, was served by several of his subordinate officers. He was assisted by an assistant magistrate10 whose office was at Tai Pang north-east of Mirs Bay and outside the New Territory and two deputy magistrates, one of whom was stationed within the walled city of Kowloon. They had power to make arrests and conduct preliminary enquiries but were bound to refer most cases to Nam Tau for final decision.         "content_text": "LIFE IN THE NEW TERRITORIES\n\n83\n\ndivisions of the district, or tung, several of which were within the present boundaries of the New Territory.\n\nThere were also military officers in the district, a battalion commander at Tai Pang, who also had quarters at Kowloon in which he was more often to be found. He had subordinates with him at Kowloon City and also in the Islands, at Tung Chung and Tai O on Lantau, whilst there appear to have been other subordinate officers on at least Lamma and Cheung Chau.20\n\nIn addition to the military posts (Lockhart does not mention any naval forces) there were the police, of which there were two kinds. First, there were the chai or runners, of whom there were about sixty, stationed in Nam Tau under the direct control of the magistrate. “They are sent, as occasion requires, throughout the district for a variety of purposes, including the making of arrests, the collecting of the land tax, and acting generally as the eyes and ears of the magistrate. They receive no pay from Government, but manage to earn a fair livelihood by illicit squeezes,” says Lockhart. There were also village constables, from two to six, according to the size of a village, appointed by the village and paid by village contributions levied according to the size of land holdings. Their duty is to keep watch, especially at night. They have the power of arrest, which is deputed to them by the gentry and elders of the village.\n\n**\n\n7\n\n**21\n\n+\n\nThe elders played a great part in maintaining the status quo. Together with the headman of the village and the local gentry, they formed a local tribunal which dealt summarily with all minor matters in the tung and heung into which the district was divided.22 Inside the villages, the headmen and elders acted likewise. A form of genuine local self-government existed in 1898. Its raison d'être was probably nothing more high-flown than because the District Magistrate, traditionally an overworked official, would have been completely swamped with work of a trifling nature had they not existed.\n\nTo quote Lockhart,\n\n“The gentry and elders in the village council determined summarily cases of theft, disputes about land, domestic squabbles, and cases of debt. As a rule, the decision of that council is accepted as final. But if either of the parties to a case is dissatisfied, he can appeal to a council of the Tung,”",

HAYES \n\nDespite the presence of troops, military posts and police of two types in the Territory, besides the assistance of the local kuk, the magistrate's power to prevent crime appears to have been limited. Piracy, in particular, was rampant at different times, and ranged from the anti-dynastic activities of Koxinga in the mid-seventeenth century on behalf of his former masters the Great Ming, (which occasioned the removal from the coast) through the widespread depredations of large pirate bands at the beginning of the nineteenth, to the milder but still disconcerting activities of the period under review. \n\nIt is necessary to emphasise the prevailing unrest, since until quite recently the only striking difference between the New Territory in 1898 and the territory we know to-day was the imposition of the pax britannica. Until the British Government got into the saddle and established its police stations and patrolling launches, the people were subject to piracy, robbery and other forms of violence as from time immemorial. The Governor mentioned specifically in a despatch to the Secretary of State in April 1899 that “the (Tai Po) district is well known in Canton (i.e. to the Viceroy) to be turbulent, that to the N.E. of Mirs Bay being noted for piracy, and so ill-disposed that I am informed no Customs Official dares to land there except with the support of a revenue cruiser”.30 He probably had this from \n\nLockhart, his main source of reliable information at this time. Of course, the local population were sometimes not averse to such efforts themselves, and as a British Consul wrote at the time \"The old free-booting spirit still survives among many who are now apparently peaceful traders and fishermen [of which] we occasionally get startling proofs in some unexpected daring act of piracy on the high seas or along the coast\".31 Smuggling was also common, whether of salt or opium.** \n\nLooking outside the district to the province and its capital city Canton, the political scene, as revealed by the Trade Reports to the Foreign Office of consuls in the several British treaty ports of Canton, Amoy, Samshui and Pakhoi was the reverse of satisfactory. Though written by a succession of men of obviously varying temperament and outlook they reveal a sad state of affairs. Everywhere there were disturbances which the civil authorities were slow, or incapable to correct, and clear signs that the dynasty was held to have exhausted its mandate from",

Lin Tse-hsü was dismissed from office in 1840 and later sentenced to exile in Ili in Chinese Turkistan, where he remained for three years. He was allowed to return to Peking in 1845. He later served as Governor-General of Yunnan and Kweichow, and retired from office in 1849. He died in 1850 at the age of sixty-seven. (J.L.C.B.)\n\n25 Heang-shan (Heungshan). John Robert Morrison (1814-1843) was born in Macao, the second son of Dr. Robert Morrison and his first wife Mary (née Morton). He had some schooling in England but at the age of twelve he came back to Canton with his father in 1826. He became a fluent Cantonese speaker as well as a Chinese scholar, and on the death of his father in 1834 was appointed Chinese Secretary to H.M.'s Commission in China. In 1838 he became, in addition, Interpreter, and in 1841 succeeded Elmslie as Secretary and Treasurer to the Superintendent of British Trade in China. In 1843 he was appointed Chinese Secretary and member of the Executive Council of the newly founded Colony of Hong Kong and was recommended for appointment, by the Governor, as Colonial Secretary. Before the appointment was approved, however, he died in Macao in August 1843, and was buried in the Old Protestant Cemetery there. (L.T.R.)\n\n27 Kwang Chow Foo. (J.L.C-B.)\n\n30 Fearon, Samuel Turner Fearon was the second son of Christopher Fearon and Elizabeth Noad who were married on 14 May 1818 at the Streatham Parish Church. His father served as a midshipman at the Battle of Trafalgar and after being discharged from the Royal Navy he joined the Honourable East India Company's marine service. In this service he made a number of voyages to Canton and when he decided to take a shore posting there he brought his wife and family out with him. Samuel became a fluent Cantonese speaker and in 1838 was appointed Interpreter to the Canton General Chamber of Commerce. After the cession of Hong Kong he was appointed interpreter and clerk of the Chief Magistrate's Court and a couple of months later were added the duties of Notary Public and Coroner. Three years later he was appointed Assistant Magistrate of Police and on 1st January 1845 he became Registrar General and Collector of Revenue. In July 1845 he was granted a year's sick leave and while in England he was appointed Professor of Chinese at King's College, London, an appointment which he held from December 1846 until December 1852.         "content_text": "148\n\nNOTES AND QUERIES\n\nabandoned, broken-down, and over-grown with trees and scrub, probably because it lies in a more remote and less populous part of Lantau, so that there would be no use for it after the garrison left.\n\nAn interesting feature of the Tung Chung fort is the presence of six old muzzle-loading cannons on its walls, each fixed to a cement base. (There are now none at Fan Lau). How these were preserved at Tung Chung is told in the following extract from the 1918 Administrative Report of the District Officer, South:\n\nMiscellaneous Receipts show an increase of $5,000 odd, due to the sale of old cannon for $5,265 which had previously remained neglected in the district. In this connection, it may be noted that any specimens of interest were retained, and that six guns were selected for mounting upon the wall of the old Yamen — the present Police Station — at Tung Chung, Lantau. So the guns at Tung Chung may not always have been there, but may have come from elsewhere, some perhaps from Fan Lau.\n\nThe cannons vary in weight from 1,000 to 2,000 catties, i.e. between 12 and 24 cwts., and are quite large. An interesting comparison is the Ming cannon dredged from Kai Tak Bay in 1956 during the construction of the new runway, which weighs 500 catties and is now mounted outside the Colonial Secretariat. All six pieces carry inscriptions, of which only four are now legible. A typical description reads as follows (though there is room for dispute as to the precise translation):\n\nCannon; weight - 2,000 catties (23-8 cwts.) YIK, Border Pacification General by Imperial Appointment. CHAI, Minister of Constant Support, Junior Guardian of the Heir Apparent and Viceroy of Kwangtung and Kwangsi.\n\nLEUNG, Assistant Minister of Defence and Governor of Kwangtung.\n\nLAU, Acting Prefect of Fat Shan Prefecture.\n\nCHEONG, Hoi Fung District Magistrate, on Reserve, supervised its manufacture in the 21st year of Reign of To Kwong, 10th Moon (1842)\n\nby Cannon Artisans LI, CHAN & FOK.",

        "content_text": "OLD BRITISH KOWLOON\n\n135\n\n24 With regard to the quantities of firewood brought on foot into Kowloon from as far afield as Sha Tin, see Sessional Papers 1903 p. 209 which list 66,521 loads of firewood, each estimated at 70 piculs (approx. 93 lbs.) as being carried over the hills in 1902. The Sham Shui Po Kaifong, through operating the Mo Tai (A†4) temple's public weighing scales, got its revenue from the vegetable and livestock market there. Much of the produce sold there crossed the harbour to Hong Kong. (See the Registrar General's Report for 1907 in Sessional Papers 1908, p. 194. Other information supplied by elders). I am also informed by Mr. WAI Tau Shue (b. 1885) that in his youth the Kowloon Lok Sin Tong levied a small weighing charge on each load of firewood sold in the Kowloon City market. In each case the proceeds were supposed to swell public funds for charitable work. For social advancement see the career of WONG Lan-shang described in this article.\n\n25 The Third or Kowloon Police Magistrate was not appointed until 1925 (Colonial Estimates 1924-1926). They have nothing to do with the government of the district, but may be called Inspectors of Education. They register the graduates of the district, and present them for examination at the provincial city, and they inspect and superintend the private schools of the villages and towns.\n\nThe fifth and sixth officials bear the title of \"Tsun-lin-tzu\", or chief officer of a township. One of them resides in the market-place called Fuk-wing-ak, on the shore of the Hap-lan-hoi. His jurisdiction extends over the whole plain of San-keaou, and comprises 185 villages; 31 only of these are inhabited by the Hak-kas.\n\nThe other officer resided, when history first makes mention of his office, in the neighbourhood of Kow-loong. Subsequently he transferred his residence to Chik-me, bordering on Deep Bay; but since the first war with England, his chief place of residence has been Kow-loong, except during the autumn of 1854, when his official residence having been burnt by the rebels, he was obliged to reside again at Chik-me.\n\nHe rules over 492 villages, of which 298 are Pun-ti, and 194 Hak-ka. Each of these two officers has a military force of two soldiers at his disposal.\n\nThe seventh officer, the lowest in rank, is the \"Teen-le\" — director of police. He resides with his superior the Che-yuen, and has under his jurisdiction 73 villages (of which only six are Hak-ka), in the immediate neighbourhood of Sanon.\n\nGlancing at the names of the mandarins, who, during the present dynasty, have been at the head of affairs in Sanon, we find that among thirty Chi-yuens, four only have been of Manchu extraction, and the rest all Chinese.\n\nOf these thirty, we find that, on first starting on their political career, ten held the rank of Tsin-tze-it, six that of Keu-jin-A, and nine that of Seu-tsai of the first degree, whilst the remaining five could only boast the title of Kam-shang, which is the lowest bestowed, and which was probably purchased by them.\n\nAmong these last there was only one Chinese, the other four being Manchu.\n\nThe office of Sub-magistrate has seldom been held by a Manchu; most of those who held it were either Seu-tsai or Kam-shang, and received the appointment for good services rendered to the State.\n\nNo Manchu ever held the office of Kau-yu or Fan-to in this district.\n\nThe office of Kau-yu - inspector of schools — is",

GROVES\n\nwas part of a system of inter-lineage relations, concludes that: \"it cannot be dismissed as the sign of a particular crisis in the society of southeastern China. The data... refer to the eighteenth, nineteenth, and twentieth centuries, but in fact the pattern [of violence] is probably very much older.\"\n\nEven at times of optimum efficiency, the ability of the imperial government to control the activities of its numerous subjects was limited, if only because officials and military forces were thinly spread over China's large land mass. Routine police functions were largely vested in mutual responsibility systems, the heads of which were answerable to the district magistrate. During periods of social upheaval, the de facto responsibility for the preservation of parochial law and order rested, as often as not, upon members of local elites. When provincial and military officials did attempt to pacify the countryside, their efforts frequently had the character of punitive expeditions. The effects were often so disastrous that every effort was made to avoid official intervention.\n\nAs a consequence, there had for long been a tradition of local self-defence in southeastern China. Powerful lineages maintained fighting corps which protected their members against external aggression and enabled them to impose their will upon weaker neighbours. Smaller lineages and villages banded together in an effort to achieve similar objectives. The political and military potentialities of these associations were viewed with ambivalence by the officials of the empire. Their usefulness in certain circumstances could not be denied. But their capacity for violence contributed to the disorder of the countryside and posed the constant threat of an organizational capability which might be turned to sedition and rebellion.\n\nIt is generally agreed that from the beginning of the nineteenth century if not earlier the imperial bureaucracy increasingly manifested those symptoms which in the past had presaged a dynastic decline. Corruption and incompetence were rife in civil and military administration. The system of rural control \"had declined so far in one institution after another that no amount of imperial effort could revive it.\" Natural disasters multiplied, contributing to the disorder and the increasing disaffection of sections of the rural population. SCHOFIELD*\n\nThe present paper describes the writer's investigations of the large site revealed from 1925 onwards by sand diggers on the island of Tung Kwu beyond Castle Peak,† This dumb-bell island, which is formed entirely of Hong Kong granite and the sand which links its two portions by an isthmus, has not only yielded pottery of the historic period in one area of its western beach, but a great many remains of a culture obviously earlier than that of the Bronze Age in Lamma described by Father Finn.‡\n\nDESCRIPTION OF THE ISLAND (See Plates 1 and 2)\n\nTung Kwu is a typical single dumb-bell with an isthmus joining a large northern hill ridge 76 metres high to a smaller southern one of 68 metres. These hills show all the signs of early loss of their original woods, followed by washing away of most of the thick subsoil of clay full of quartz grains which formed beneath their cover, some of which remained on the isthmus and beaches. Much of the hill surface is occupied by large masses of granite boulders formed by chemical action in the clay, and left behind when it was washed away.\n\nA noteworthy feature of the northern hill area is the 35 metres hill that rises just north of the isthmus and is surrounded by a\n\n* Mr. Schofield (1888-1968) served in Hong Kong between 1911-1938 as a Cadet Officer and Police Magistrate, He was noted for his work pre-war on the geology and archaeology of Hong Kong, in which fields he was a pioneer scholar. More recently his article \"Further Notes on the Sung Wong Toi\" appeared in the 1968 Journal. Ed.\n\n†This island has long been misnamed on local maps. The Hong Kong Government's official Gazetteer of Place Names in Hong Kong, Kowloon and the New Territories (no date, but 1960), p. 161, calls it Lung Kwu Chau (##) and describes it as \"an uninhabited island in area 0.158 sq. mile off the west of the Castle Peak Peninsula, incorrectly named TUNG KWU (Tongku) on the 1:25,000 official map. (Sheet 13, 1957 edition)\".\n\n‡\n\nThe photographs which illustrate this article may be found at Plates 1 to 9 at the rear of this volume. The Telegraph tells us \"that yesterday the deceased was in good spirits and played tennis in the afternoon, dined out with a friend, and was in the Club until shortly after midnight\", A Chinese barber found Tonnochy dead in bed when he came to shave him in the morning. Hong Kong Civil Service 1865; prepared detailed index to the Ordinances of Hong Kong in 1870; Colonial Treasurer 1883-90. Died on board ship near Yokohama while on sick leave, Lister held the office of Treasurer as an adjunct appointment only, and with an almost nominal salary, in conjunction with his substantive appointment of Postmaster-General, Lister left a wife and four children in England. See Hong Kong Telegraph, 15 June, 1890. Governor Des Voeux referred to Lister as an \"excellent officer\". \n\n**\n\n16 Sir James Russell (1843-1893). Educated at Queen's University, Belfast. Hong Kong Civil Service 1865; private secretary to Governor Sir Richard MacDonnell 1868; Police Magistrate 1870; Chief Justice of Hong Kong 1888. The Hong Kong Telegraph, 4 September, 1893, in an editorial entitled \"Sir Judas' Russell: His History\" declares \"You could not have been much of an expert in the Chinese language two short years after your appointment to a cadet-ship, yet in 1867, you were Government ‘Interpreter'\". The editorial referred to Russell as \"the Gargantua of Hong Kong social life\" and \"the Jeffries of the Hong Kong Bench\". The writer of the editorial was the atrabilious Robert Fraser-Smith, who founded the Hong Kong Telegraph in 1881. Since Fraser-Smith had been jailed several times for libel, he had reason to dislike the Chief Justice. (See Frank H. H. King and Prescott Clarke A Research Guide to China-Coast Newspapers, 1822-1911, Cambridge, Mass., 1965). Russell, a bachelor like Lister, died at Strathpeffer, Scotland, shortly after resigning from Government. \n\n17 Henry Ernest Wodehouse (1845-1929). Educated at Repton School. Hong Kong Civil Service 1867; retired on pension as Police Magistrate in 1898. One son, Peveril, was the first baby born on the Peak and brother of P. G. Wodehouse, the novelist. D. C. Wolfe, and S. B. C. Ross. The Land Court in 1905 consisted of three members: C. M. Messer, Cecil Clementi, and J. R. Wood. The New Territories became popular with cadets as a place to walk or shoot in on week-ends. Robert Oliphant Hutchison (1880-1920), the Superintendent of Imports and Exports, on his way to shoot snipe at Saikung fell off a launch in a squall and drowned. His body was never found. With him at the time was D. W. Tratman, the Colonial Treasurer. The villagers of these three places became alarmed for the fate of their cherished Tin Hau image and brought it into British territory for safety. They also brought back two incense burners (†) dated in the 2nd and 3rd years of Kuang Hsü (1876-78) that had been donated by local shops and fishermen in one case and by Lin Ma Hang (A) natives then in Australia (J).\n\nThe leaders of the three villages then combined to form the Sha Tau Kok Three Villages Tin Hau Temple Building Committee (沙頭角三鄉籌建天后廟委員會) and obtained a temporary building permit from the Tai Po District Office to erect a temple for the image. The temple is situated at map reference KV 140962 at the west end of Kong Ha Village in the Frontier Closed Area. It is under the management of a special trust, the Sam Wo Tong (*) constituting one manager each from Tong To, Tan Shui Hang and Sha Tsui villages.\n\nPhotographs of this new temple and of the Tin Hau image which inspired such devotion can be seen at Plates 30 and 31.\n\nPlace names used in this note can be found in A Gazetteer of Place Names in Hong Kong, Kowloon and the New Territories.         "content_text": "136 \n\nH. J. LETHBRIDGE \n\ncensus 13 of the 76 Chinese enumerators were district watchmen; in the 1901 census 5 out of 107 were. In the 1906 census the 120 enumerators were shown round the blocks (census sub-divisions) by district watchmen. They also gave help in the 1911 census, and in the 1921 one the bulk of the force was placed at the disposal of the commissioner of census, who wrote 'each Chinese watchman engaged was in charge of two sections; they helped clear up misunderstandings and kept a check on enumerators'. The Committee was thanked on many occasions by government for its public service; it was praised for the help it rendered to the police during the riots which occurred in 1894 during the great epidemic of plague. The Committee did all it could to help its sister organizations the Tung Wah Hospital and Po Leung Kuk. Thus district watchmen were always employed on special duties at the Tung Wah Hospital during outbreaks of plague and the Chinese Public Dispensary Committee used Watchmen to prevent the dumping of bodies in the streets. The Po Leung Kuk's two principal detectives were serving district watchmen at the turn of the century. Co-operation was easy because most members of the District Watch Committee had served or were serving on the committees of the Tung Wah Hospital and Po Leung Kuk. In 1895 head district watchmen were paid $240 a year, assistant head district watchmen $180 and watchmen from $84 to $96. \n\n18 For examples of police corruption in nineteenth century Hong Kong see numerous references in Norton-Kyshe, op. cit. \n\n19 After a distinguished academic career at Edinburgh University, J. H. Stewart Lockhart became a Hong Kong Cadet in 1878; Registrar General in 1887; Colonial Secretary in 1895. In 1902 he was appointed first Civil Commissioner of Weihaiwei and retired from this post in 1921. Among his numerous publications there are several of sinological value. See particularly: 'Contributions to the Folklore of China', China Review, vol. 14, no. 6, pp. 352-353 and vol. 15, no. 1, pp. 37-39; also 'Some Chinese Folk-lore', Folk-lore, vol. 14, 1903, pp. 292-298. Lockhart was local secretary in Hong Kong of the International Folk-lore Society. \n\n20 In 1892 new rules were drawn up under Ordinance No. 13 of 1888, with the advice of the Committee, for the regulation and guidance of the watchmen. 'Copies of these rules have been distributed among the contributors of the District Watchmen's Fund, by whom more interest seems to be evinced in and more assistance asked from the force than formerly': See Report of the Registrar General for 1892. Lockhart also persuaded two Chinese newspapers—the Tsun Wan Yat Po and the Wai San Yat Po—to publish weekly lists of cases brought before the magistrate by the District watchmen for the information of subscribers to the District Watchmen's Fund. Lockhart realised that publicity was good for the Committee: he saw that they got it. The report of the Registrar General/Secretary for Chinese Affairs always contained a section on the District Watch and news about members was given: deaths, resignations, appointments, etc. \n\n21 Wei Yuk (1849-1921) was the son of Wei Kwong, compradore to the Chartered Mercantile Bank of India, London and China. He was educated at the Government Central School in Hong Kong and in 1867, at the age of 18, became a pupil at the Leicester Stoneygate School and in 1868 of the Dollar Institution, Scotland. He returned to Hong Kong in 1872 to become assistant compradore in the Chartered Mercantile Bank. He succeeded his father on the latter's death in 1879. Wei Yuk married the eldest daughter of Wong Shing (Huang Shêng). He was the fourth Chinese to be appointed to the Legislative Council, the other three being Ng Choy (Wu Ting-fang), Wong Shing and Ho Kai. He was knighted in 1919. During his public career he served on all the commissions appointed by government to inquire into matters affecting the Chinese.         "content_text": "66\n\nHENRY JAMES LETHBRIDGE\n\nIn 1889 Lockhart had married Edith Louise Rider Hancock, second daughter of Alfred Hancock,28 a Hong Kong bill and bullion broker, and he and his wife and two children moved in 1902 to their new home, Government House, at Ma-t'ou village, now renamed Port Edward. Ma-t'ou village had been originally the port of the old walled city of Weihaiwei29 and Government House was situated on a slight eminence overlooking Ma-t'ou village and divided from it only by an orchard planted by a Kew expert; there was not a fence anywhere. Port Edward was the centre of administration and contained the Government offices and the buildings occupied, until 1906, by the officers and men of the 1st Chinese Regiment of Infantry.30 But Port Edward was always very much of a 'pocket' capital, with only a handful of resident Europeans, mostly civil servants, and a few hundred Chinese merchants, craftsmen and fishermen.\n\nEqually the European community in Weihaiwei was always sparse, consisting of a few officials, merchants, and missionaries. With two or three exceptions all the Europeans resided on the small island of Liukung, where the native population was to a great extent drawn from the south-eastern provinces of China and from Japan. Liukung was only two-and-a-quarter miles long with a maximum breadth of seven-eighths of a mile but it became the headquarters of the permanent naval establishment and the site for the naval canteen (formerly a picturesque Chinese official yamên), the United Services Club, bungalows for summer visitors, a large hotel, and the offices of a few shipping firms. The several streets of shops were occupied mostly by Cantonese and Japanese.\n\n+\n\nIn 1903 there were only fourteen Europeans involved in the administration of Weihaiwei: the Civil Commissioner, the Secretary to Government, who also acted as magistrate, a financial assistant, three inspectors of police, two medical officers, one civil engineer, one foreman of works, two corporals, and two sappers of the Royal Engineers. The size of the establishment did not increase markedly over time, though an additional magistrate was procured. The Territory was divided by 1910 into two divisions, North and South. The North Division contained only nine of the twenty-six districts and was much smaller in both area and population than the South but it included the island of Liukung, where a small naval dockyard had been constructed, and Port Edward.         "content_text": "SIR JAMES HALDANE STEWART LOCKHART\n\n67\n\nthe charge of the North Division magistrate, who was also Secretary to Government. The Secretary held a dormant commission to administer the affairs of the Territory in the Commissioner's absence. The South Division contained all the rest of the leased Territory, i.e., seventeen out of the twenty-six districts, and it was presided over by the South Division Magistrate, who also acted as District Officer. This gentleman controlled a diminutive police force of a sergeant and seven men, all Chinese; all his other staff were Chinese. Apart from the District Officer, there was only one other European official resident in the South Division, which contained 231 out of the 315 villages of the Territory.\n\nUntil 1906, however, Lockhart as Commissioner could call upon the services of the Chinese Regiment in any emergency which the police were unable to cope with. This Regiment was raised in early 1899 and owed its origin to a suggestion made by Field-Marshal Sir Garnet Wolseley, the Commander-in-Chief, that Chinese troops could be organised at Weihaiwei for use in other places. According to R.F. Johnston: 'They did good service in promptly suppressing an attempted rising in the leased Territory, and on being sent to the front to take part in the operations against the Boxers in 1900, they behaved exceedingly well, both during the attack on Tientsin, and on the march to Peking.' Johnston, it seems, over-praised their contribution for between 1899 and 1901 over 800 deserted and many of them moved straight into Chinese service after having passed through what came to be known as \"the Wei Hai Wei Military School\". As the India Office pointed out, Great Britain was in effect furnishing a \"steady annual supply of trained soldiers\" to China. At its greatest strength the Chinese Regiment numbered 1,300 officers and men but in 1906, the year the Regiment was disbanded, their numbers had fallen to about 600. A few picked men were retained as a permanent police force, and three European non-commissioned officers were provided with appointments on the civil establishment as police inspectors. In 1910, therefore, the entire Territory was policed by only fifty-six Chinese constables and three inspectors. There was no permanent garrison of British troops.\n\nWeihaiwei was officially designated not as a Colony but as a Territory, which meant that Lockhart as Commissioner was head of the local government and subject only to the control of His Majesty exercised through the Secretary of State for the Colonies in",

He died in great poverty in 1587 aged 74, his friends defraying the cost of his burial.\n\nIn November 1965 the editor of the Shanghai Wen Wei Pao, Yao Wen-yuan, who was also a left-inclined literary and theatre critic, published an article in which he criticised an historical drama \"The dismissal of Hai Jui\" written by the then Deputy Mayor of Peking, Wu Han. Yao's article was the opening volley in the Great Proletarian Cultural Revolution which created such turmoil in China and purged so many of the senior communist cadres including Wu Han himself. Yao rose quickly and by 1969 was sixth in the leadership of the Chinese People's Republic only to slip to a lower position at the 10th Party Congress in August 1973. Yao, still a member of the Politbureau, is reported to be the son-in-law of Chairman Mao and a close associate of the radical Madame Mao.\n\nWu Han's historical play which cost him so dearly was criticised by Yao as an analogy of Mao's treatment of his \"loyal minister” Peng Te-huai, the Minister of National Defence purged by Mao in 1959. P'eng had been very outspoken in his opposition to two of the things closest to Mao's heart, the Great Leap Forward and the establishment of the People's Communes.\n\nHai Jui is well known to many Chinese as the minister who steadfastly opposed corruption. A legend told to me in Singapore by an elderly Buddhist nun recounted how Hai Jui as a very young junior official had been posted to the Swatow region (Ch'aochow) where a group of tyrannical landowners together with the local magistrate's police runners were terrorizing the people. The legend then told of Hai Jui's fight, first against his local superiors in support of the poor, later against the Prime Minister and finally against the Emperor himself. Hai Jui was forced to commit suicide, she said, to compel the Emperor to take notice of the problems of the masses and for this he was deified by the subsequent Emperor and is now one of the patrons of the Ch'aochow people.\n\nSee, in part, Herbert A. The Chinese government had seized their property for debt and sold it at public auction.\n\nThe transfer of the proceedings of the Chinese community from the Kung Soh to the Hospital Hall confirmed the suspicion of portions of the foreign community that the Committee of the Hospital was arrogating to itself too much power and was functioning as an unofficial government for the Chinese community. Even before the Hospital building was ready for occupancy, one of the newspapers reporting on a scheme to recruit Chinese labour for the southern states of the United States, stated that the Board of the Hospital \"appear to have constituted themselves the governing body in the colony in all Chinese matters. This we predicted in reference to the Hospital almost from the time it was founded; and on this point there will be much to say at some future date\". (Daily Advertiser, 7 Oct. 1871). And indeed there was much more said in the Hong Kong English language press in the ensuing years about these quasi-government functions of the Hospital Committee.\n\nWith the rising tide of criticism against the alleged usurpation of government authority by the Committee of the Hospital, the views and practices of the Magistrates changed regarding the propriety of recognizing any judicial power exercised by the leaders of the Chinese community. In a case heard at Magistrate's Court in 1875, a witness said that when the prisoner beat him, he threatened the prisoner that he would go to Tung Wah Hospital and complain about being duped and beaten. To this the Magistrate asked the witness, \n\nwhy he should go to Tung Wah Hospital to complain, explaining to him that this was a British Colony, and the Tung Wah had no powers. This was a British Colony and the police station was the place to complain to. If he had been badly injured he would understand his going to the Tung Wah for cure, but to go there for the redress of a wrong was preposterous. (Daily Press, Oct. 22, 1875).\n\nIt might seem preposterous to a European Magistrate for Chinese to first turn to their own countrymen for justice but to the Chinese it apparently was a most natural procedure.",

For other purposes, however, notably the collection of the land tax and the policing of the district, tu was subordinated to still higher administrative divisions. Baker (1968), who has studied the 1689 edition of the Hsin-An Hsien-chih (**), mentions the existence of hsiang (*) units superordinate to tu; these are undoubtedly the same units mentioned in the chapter on Administrative Divisions (#) of the 1759 edition of the Kwangchow Fu-chih (✯✯✯✯). SCHOFIELD\n\nMy first introduction to the Southern District took the form of journeys by Water Police launches to various parts of it during the summer of 1919, when I lived for three months in the Water Police station quarters before my first leave. After it I sometimes repeated such voyages for purposes of geological research, on which I embarked with Government encouragement. A professional geological survey of the Colony was being planned in order to help in developing the resources of the Empire after the 1914-18 war, and to most people the Colony's geology was, quite understandably, a sealed book. The coasts and islands of the Southern District afforded many instructive sections, often showing the relations of different rock and mosses in a nearly undecayed state, which except in stream beds could hardly be seen anywhere else in the days before great motor roads cut the hills. This work enabled me to prepare a preliminary report on the Colony's sedimentary rocks and granite batholiths which was presented in 1923 not long before the Canadian geologists began their labours.\n\nIn 1922, while I was working as second assistant to the Secretary for Chinese Affairs and deputy registrar of marriages, on the first floor of the Post Office building, Mr. Wynne-Jones, the D. O. South, whose office was just above mine on the second floor, went to hospital with appendicitis, and I was instructed at ten minutes' notice to go upstairs and do his job till he got better. As I had coveted the job for some time, and had told my chief so (then the late E. R. Hallifax), I was delighted.\n\nIn those days one of the D.O.'s duties was to sit in his office as magistrate for the Southern District, excluding New Kowloon and the Lyemun area.† This court usually functioned from 9 to 10 a.m.\n\n* 1888-1968, Cadet Officer, Hong Kong Civil Service 1911-38.         "content_text": "MEMORIES OF THE DISTRICT OFFICE SOUTH \n\n145\n\nand might bring anything from a complicated murder to a petty assault case: the former, with its formalities, always ticklish for an inexperienced lay magistrate. The next job was to interview people sent for by the D.O., deal with any disputes brought up by the parties or the Police, and hear any land cases fixed for that morning. On Monday, Tuesday and Thursday afternoons the longer cases could be heard: failing these, there were always land deeds and registers to sign, files to deal with, or minutes to write. At the end of the day the ledger, cash books and receipts would come in for checking.\n\nIn my time most of the cases that came to my office were from the nearer islands, New Kowloon, and the Tsun Wan district. Another class of case nearly always taken there was Resumptions, which I always considered the most distasteful and unpleasant task a D.O. can be expected to perform: for though resumptions in 1917 were usually paid for at cent a square foot, and those in 1926 at 34 cents a foot, I never felt that money could in any way make up to a peasant for the loss of most or all of his land. Nearly always they wanted land in exchange, which it was rarely possible to find. I may remark here that when Mr. Ruttonjee started the brewery at Sham Tseng about 1926 he secured the land for it partly by leasing a piece of foreshore from Government and reclaiming, and partly by leasing agricultural land from the villagers who were mostly surnamed Fu (— should be a Chinese character, possibly 祖 or 夫, but as per rule 1, it is preserved as is, assuming it was (4)) for a fixed term at a yearly rent, thus giving them a regular income and a right of re-entry on their land in default of payment, which seemed to me a very fair arrangement, though the raising of foreshore levels made a terrible mess of the fields.\n\nMy first spell at the D.O. South ended in about four weeks; but in March 1923 I left the Secretariat for Chinese Affairs for good, and became 'Lord of the Isles', and not a mere substitute. This gave me the chance to carry out researches without applying for Police launches, so I expect the appointment pleased the Water Police! It was the custom for the D.O. South to hire a big launch from a Chinese firm to take him, his bailiff, and his Chinese demarcator to Cheung Chau and Tai O on alternate Wednesdays if business there demanded his presence, or there were enquiries to make, or local applications for land to consider. For this he got a large travelling allowance, I think $1200 a year, which I believe I nearly used up every year, though I don't remember asking for",

This process is called kuo kê (#1), \"passing the cutting off\", meaning the transference of the tax liability of the old owner to the new; or, cutting off the slip showing the tax liability from the old deed and pasting it on the new. Since registration costs to the amount of five or six percent of the purchase price, excluding extras, it is common, and perhaps universal, to understate the sale price on the copy of the deed sent in to the magistrate. Thus do the people do their part to equalize the excess taxation to which they are subjected on all occasions. For his part in the deal, the Ti-pao gets a small fee.\n\nIII\n\nBeyond its interest in collecting taxes the central government feels in some measure bound to preserve peace and prevent crimes in the villages. To affect these aims it works both through the Ti-pao and through the recognized village elders (when the two are not synonymous). The Ti-pao is the accredited police chief of the village. A good idea of the multifarious nature of his duties is given by a description of them in the Ta Ch'ing Hui Tien:\n\nIf any of the undermentioned offences are committed within the Tithing, the Tithing man shall be specially responsible for making the necessary inquiries and reporting the fact, viz: theft, corrupt teaching, gambling, hiding and absconding from justice, kidnapping, coining, establishing secret society, and so on. He shall also be required to report all suspicious characters arriving within his bounds, and see that the necessary alterations are made from time to time in the Register of Individuals in each family. But his powers of arrest seem to be limited. Meadows reports that while it is his duty to point out any person to police (Yâmen) runners who may be looking for a man, he is not called upon to execute a summons; and likewise that in grave cases of robbery he is not held responsible, but must report to the magistrate as soon as such a case occurs.2 The Ti-pao organizes part of the militia in his district for the use of the magistrate in protecting public granaries and treasuries, or for dispersing bandits.3\n\nAlthough the agent of the central government in preserving peace and order, the Ti-pao is also the defender of the people. In case of wrongful arrest he should inform the magistrate, giving circumstances, and has the right of bailing out citizens of his own district who are held in the magistrate's gaol. If any of his constituents presents a petition or otherwise has dealings with the magistrate's court it is the Ti-pao's duty to be able to identify him. For this purpose he has a wooden stamp which he must affix to such an application before it will be accepted at the Yamen.4\n\nWhile it is thus the Ti-pao who is the chief agent of the central government in the rural village, it is the village elders themselves who are held by the government to be responsible for the village as a whole. The village peace and morality is in their hands, and the proper subject of their supervision. This resting of authority in the hands of a few responsible individuals is founded upon several sensible considerations. Firstly, the plan is practicable: villages are compact and coalescent units due to their relative isolation,\n\n1 Ta Ch'ing Hui Tien, Chuan 134, sec. (1% T) translated by Jamieson; ibid., p. 68. \"Tithing man\" means in Jamieson's translation the Ti-pao.         "content_text": "VILLAGE GOVERNMENT IN CHINA, 1933\n\n163\n\nespecially because they are the last court of appeal where customary law applies beyond them is the magistral court, which every Chinese has learned to fear.\n\nThe Ti-pao is an individual whose position is almost the personification of that very thin tie which links the government of the village with that of the nation. He derives authority from both sources, for he is supposed to be one of the villagers, chosen by them, and performing certain administrative duties for them; but at the same time he is specifically sanctioned by the magistrate, receives authority from him, and performs certain governmental duties.\n\nIn his position as responsible functionary in the village the Ti-pao may handle many of the administrative duties of the village council, in a measure usurping its authority. As agent of the central government the Ti-pao is usually involved in the two spheres where the government touches the village, namely, the collection of taxes and the preservation of peace.\n\nIn some cases the Ti-pao is himself charged with the collection of taxes; in others he merely indicates who owns the land, and the proper tax. Because of this latter responsibility it is his duty to officiate in all sales of land, and to know the owner and value of all property. On the side of preserving the peace the Ti-pao's duties are multifarious. He is the accredited police head of the village and chief informing officer for the government agents. At the same time he is the defender of the people, and it is his duty to report any miscarriage of justice in which one of his constituents is the victim.\n\nAlthough the Ti-pao is charged by the magistrate with these duties, it is the elders who are given the responsibility for the peace and good conduct of the village as a whole. The government finds this method of delegating responsibility to be effective and inexpensive, and it is in full accord with custom, especially the custom of mutual responsibility.\n\nThe predominant attitude of the village toward the government higher up is one of avoidance, for on the whole relations between the two are seldom in favor of the people. Among them were the following:\n\n(1) That an order be given to the police to bring up the rioters arrested by them, that afternoon if possible, and that the Police Magistrate be requested to deal with them at once,\n\n(2) That the sentences passed on the rioters be placarded\n\nin Taipingshan and the Chinese parts of town, and,\n\n(3) That His Excellency the Major-General Commanding the Forces be requested to send a picket of one hundred men to be available for the assistance of the police, and to remain until the police reported that they were no longer required.2\n\nIt is obvious that the Government felt itself under siege.\n\nIn accordance with the resolutions, twenty-eight rioters were brought before the Magistrate at 4 that afternoon. Of these, eight were immediately found guilty. The sentences were harsh, even by the standards of the day. Six were given 12 months' prison, and two, who were boys of 15, were given six months each. There is little doubt that these sentences were imposed for their deterrent effect.29\n\nThe \"Buffs\" were called out and were given permission by the Committee of the Tung Wah Hospital to be picketed in the Hospital's hall.30\n\nYet, although order was apparently restored, the strike continued, and, indeed, intensified. The cargo boats did not return to work, and rice pounders, coolies, artisans and workmen of all descriptions joined the strike. Rumours that the city would be set on fire at night undermined confidence. Admiral Sir William Dowell even undertook to land a party of men from the Audacious in the event of a fire.31\n\nThe fact that it was the night of the mid-Autumn festival, and that a lantern procession previously planned had to be called off, added to the already tense atmosphere.         "content_text": "75\n\nnumber of Chinese women moved to safety in Canton from the 6th onwards.11 On the night of the 7th, a procession going from Hunghom to Yaumati created some anxiety for the police, but it did not lead to any violence.12\n\nThe Executive Council met on the 8th to review the situation, and on the following day, at an extraordinary meeting of the Legislative Council, a bill was passed without any opposition. It was the Peace Preservation Ordinance of 1884 which was to be in force until April of the following year. It gave the Governor power to banish for five years from Hong Kong 38 persons regarded as being suspicious and dangerous characters. It prohibited Chinese possession of firearms, and it enabled the Governor-in-Council at any time to extend the provisions of the Night Pass Ordinance14 of 1870.48\n\nOnly seven of the thirty-eight persons whose banishment had been decreed were found, but the Government believed the rest had already left the Colony. As for arms, 16,000 items of different arms were reported to have been surrendered on the 10th.44\n\nPerhaps because it was now armed with emergency powers, and could now see the return of order, the Government felt it could afford to show leniency toward those rioters who were still awaiting sentence. On the 10th they were tried; several of them were defended by Ho KaiE, a Chinese barrister, and were fined $20.45 This was much lighter than the sentences imposed on the 3rd. The Magistrate had then said that sentences would depend on the progress of affairs, and the new leniency certainly reflects the return of the Government's confidence.\n\nYet, as late as November, cargo boats and coolies still refused to work for French ships. On the 1st, when coolies discovered that they had been unloading cargo transferred from a French ship, they became very agitated. It was reported that upon making the discovery, they yelled, \"This cargo is French! Don't touch it!\" In the midst of great excitement, they walked off, leaving the cargo on board the lighter unattended.46\n\nSo far what we have done is to relate what had happened. After 1950, the Hong Kong Chinese, in particular, exploited this new market. But, in the 1920s, although there were a few Chinese restaurants, especially in Soho, they tended to cater more for Asians than Europeans.\n\nAt an early date, these Chinese settlements acquired a reputation as places where the curious, or addicted, could smoke opium. Opium-smoking and gambling were traditional Chinese pastimes and, on the whole, did not create problems for British policemen. Such Chinese communities governed themselves and concealed their delinquencies from the outside world. Inevitably, secret societies (tongs) flourished.\n\nSir Montagu Williams Q.C. describes a visit to what he calls London's 'Chinese quarter' in the 1870s. It was situated in Limehouse, off the Ratcliff Highway. During the evening, he writes, 'we went to the Chinese quarter, where are to be found the opium dens.\n\nAs they emerged from an exploratory visit to one, Williams and his party heard cries of 'Amok! Amok!'. It appeared that some Chinese had been drinking with Englishwomen in a public house and a dispute had broken out with some foreigners (probably sailors). The Chinese had drawn knives, to defend themselves, and 'rushed upon all they met, stabbing, and cutting men, women, and children, indiscriminately'. The Police arrested the Chinese. Subsequently, Williams concludes, 'I had the satisfaction of seeing (as magistrate) the culprits tried and convicted'. On the whole, as Scotland Yard detectives were wont to affirm, the Chinese formed a peaceful community in the East End, unless of course they were driven to defend themselves, as, perhaps, in the incident given above. Since there were few nubile Chinese women in England, Chinese tended to marry Europeans or acquire common-law wives of the same stock (i.e., British women). Having inherited strong familial sentiments — a cornerstone of Chinese society as it once was — they made good husbands, a fact confirmed by the devotion of their wives (Mrs. Lock adored her husband, according to all accounts).\n\nIn most reports of the Chinese in England, from the 1850s to the 1930s, there is a considerable degree of stereotyping.\n\n126",

He slipped out into the road between the soldiers, who were presenting arms as the governor passed, and rushed to the governor's chair. He rested his elbow on the beam of the chair and fired a revolver at the governor at point-blank range. Just as he fired, one of the Sikh constables escorting the governor was able to strike his hand upward and deflect the bullet. At the same moment, the police sergeant leapt from behind and seized the gunman's right hand. Before he could be overpowered he attempted to recock the gun with his left hand, in order to fire again, but he was quickly pulled to the ground and arrested. There were cries from the crowd of ‘Lynch him', ‘Kill him', ‘Let us have him' as he was led away.\n\nThe action of the constable in knocking the revolver aside probably saved Sir Henry's life. He was sitting well back in the sedan chair and the bullet passed about a foot in front of him and then passed through to lodge in the woodwork of Lady May's chair on the other side. Sir Henry stood up in his chair, waved away the smoke from in front of his face and made sure that no-one was injured. He smiled to Lady May, who had given out a cry, and then ordered the procession to proceed according to plan. The rest of the morning's ceremonial then proceeded as if nothing out of the ordinary had occurred.\n\nAs the prisoner was led away he was reported to have said: 'I am sorry I missed my aim; I do not care whether I die or not'. The revolver was found to be loaded in all the four remaining chambers which had not been fired. The assailant was identified as Li Hon Hing, and he was said to be the son of a man imprisoned fifteen years previously for bribery at the time when May was head of the police force.\"\n\nFour days later Li was brought before the magistrate and pleaded guilty to the charge of attempted murder. Police witnesses described the events in detail, but had been unable to uncover any evidence of accomplices or of any widespread conspiracy.         "content_text": "NOTES AND QUERIES\n\n283\n\nand also complained about a recent ordinance, passed in April, which had prohibited the use of Chinese copper coins as legal tender in Hong Kong, which he claimed was an interference with the new republican government in Guangdong. After he had made this statement, he was committed for trial at the Criminal Sessions two weeks later.\n\nThe case was heard there before the Chief Justice, Sir Rees Davies. Li was charged with firing a revolver with the intent to kill and murder His Excellency the Governor. There was an alternative charge of intent to do the Governor grievous bodily harm. Li promptly pleaded guilty to both charges. The Attorney General briefly outlined the facts of the case, and the statement Li had made in the magistrate's court was repeated. No evidence was offered as to Li's background or his state of mind. In passing sentence, the Chief Justice said: 'You have pleaded guilty to a most dastardly crime. The motives which you put forward at the police court relate to conditions which have no foundation whatsoever in fact, and they do not in the least palliate your crime'. Li was sentenced to life imprisonment with hard labour.7\n\nMay reported the outcome of the trial to London, enclosing a medical certificate by a prison doctor that Li was of sound mind. He added the suggestion that the prisoner's statement had been mistranslated and that he was complaining about the compulsory repatriation of Chinese labourers from South Africa (Fei Chau) and not about mistreatment of Chinese in Fiji. He concluded: 'It seems quite clear that the attempt upon me was not connected with any political plot. It seems to have been the act of a man who, if not mad, must be of weak intellect'.8\n\nOn the day after the trial, an editorial in the South China Morning Post expressed the hope that this sentence would prove a salutary lesson and deterrent to other criminals. Too much leniency had been shown by the courts, said the editor, and this sentence should put a stop to the recent wave of crime and disorder.         "content_text": "42\n\nattempt to see if the customs were general throughout the New Territories.1\n\nThe Communist army reached Canton in October 1949. Shortly before and after that date, floods of refugees poured into the New Territories, many of them later engaging in agriculture, mostly vegetable farming. Up until then, natives of the New Territories were primarily rice farmers, living in long-established villages with customs and practices that regulated their lives. The only land available for cultivation by refugees tended to be marginal land without water. The refugees dug wells, made new paths, leased land from New Territories natives, and erected shacks all over the place (before October 1949 there were virtually no temporary structures in the Tai Po district). The energy, initiative and desperate attempts by the refugees to earn a living in new communities where neighbours seldom knew each other resulted in their following a way of life without traditional rules of conduct. To some extent, this washed off on the traditional New Territories natives, aggravated by the movement from 1951 onwards of New Territories men to emigrate overseas and to the urban areas of Hong Kong and Kowloon. This movement tended to break down the old indigenous customs.\n\nIn 1953-55, in Yuen Long, I used to have regular discussions with certain village elders who were locally acknowledged as experts on traditional customs; they proved most co-operative when they appreciated my interest in the subject. I always cross-checked the information with other local informants, but had neither the opportunity nor the need at the time to cross-check further afield so as to ascertain how widespread the custom was or the extent to which it applied to both Punti and Hakka communities. It must be accepted therefore that, in the absence of further proof, these customs may not necessarily have been uniformly observed throughout the New Territories or elsewhere in Kwangtung.\n\nFrom September 1953 to early 1954, in addition to my work as District Officer, I was also Police Court Magistrate (in Ping Shan), Assistant Land Officer (holding Land Courts), and Small Debts Court Magistrate. MINERS\n\nnior officials at the Colonial Office, including the Permanent Under-Secretary, favoured a return to the old system of control.20 But because of the pressure of public opinion in Britain and the attitude of the House of Commons the Secretary of State, Joseph Chamberlain, decided that it was politically impossible to sanction the re-enactment of the contagious diseases legislation in any form. He was, however, prepared to allow the introduction of amending legislation which would make it an offence for the keeper of a brothel to permit any woman suffering from venereal disease to remain on the premises; and also an amendment empowering a magistrate to close down any brothel if an application was made by the Captain Superintendent of Police or the Registrar General.21 This change was designed to meet the complaints voiced by the Chinese unofficials about the number of brothels being opened in hitherto respectable areas of the city. The minutes written on the Colonial Office file make it clear that it was foreseen in London that this discretionary power to close down any brothel would in effect allow the Hong Kong government to reintroduce the zoning of certain parts of the city as areas where brothels were tolerated, but this implication was not spelled out in the despatch since it was later to be published in a paper laid before the House of Commons.22\n\nThe Governor accepted these proposals with alacrity and informed the Colonial Office that they ought to give the government complete power to deal with the question. This was a remarkable statement in view of the Governor's previous contention that a full return to regulation and compulsory inspection was necessary. Even more surprisingly the subject of brothels and venereal disease then disappeared completely from the correspondence between Hong Kong and London for the next twenty years. The Colonial Office made no attempt to enquire exactly what the Hong Kong government was doing; ministers and officials were evidently only too glad that this politically embarrassing issue had disappeared from view and had also ceased to be raised in the House of Commons.         "content_text": "24 \n\nWALTER GREENWOOD \n\nHe was himself once a party when he made a complaint against one Wong Ayow who he found cutting grass in his garden. The defendant said he supplied milk to Francis and thought he could take the grass. However he was convicted and fined twenty-five cents. His views about the organisation of the legal profession appear from a letter he wrote to the Daily Press in 1878 in reply to an editorial critical of barristers' fees. Hong Kong originally had a single profession but later adopted a divided one and he wrote \"Now as everybody knows barristers are paid as a rule at a higher rate than attorneys and properly so, as they profess to give and as a rule do give a higher quality of advice and advocacy. Mind, I do not say that all barristers are better advisers and advocates than any attorney. There are attorneys who as advisers and advocates are more skilful and experienced than many barristers. The fact is there ought not to exist in a colony like this a division between the two branches of the profession. It was so here once and ought to be again. The retrograde step was taken through the efforts of a clique as most things are done here”. In 1892 he expressed opposition to making the Attorney General a full time salaried official, saying that there would be a loss of independence and that “no amount of study, no amount of theory will make a lawyer. Nothing but the actual work of the Courts will enable a man to conduct cases. \n\nFrancis held a number of acting judicial appointments from 1878 to 1880. Because of long absences of officials on leave, or through illness, it was necessary to have a system of acting appointments and from time to time civilians were used. His first appointment was as Police Magistrate in September 1878. The reports of his cases indicate that he was positive and in charge of the proceedings but inclined to be impatient. There was a letter of complaint to the press about him for telling a defendant to stop making signs to witnesses and disbelieving him when he said he had St. Vitus's dance. Another letter urged that non-legally qualified magistrates be brought back. However when he sat again as a magistrate in 1880 his sentences were compared favourably with those of Ng Choy who was more lenient, and there was complaint of the termination of his appointment. In April 1879 he was appointed Puisne Judge of the Supreme Court (stigmatised by The Times of 1863 as the greatest nuisance in the East) and in February 1880 he presided over the Criminal Sessions.         "content_text": "170\n\nCARL SMITH\n\nstrengthened by his baptism and resolve to study theology.\n\nAs a theological student, A-sow was soon preaching and in 1849 Dr. Legge noted that he began to show considerable ability in public speaking. The following year the missionary committee agreed that he should continue his studies for two or three more years. He was urged to improve his Chinese. At the same time he was to assist at the school in teaching English.\n\nIn December 1850, Dr. Legge received a shock, A-sow appeared in a hearing before the Police Magistrate. The case concerned the loss and reappearance of bills of exchange worth about $50,000,\n\nIn the summer of 1849, the agent of the P and O Shipping Company reported the loss of a valuable parcel from one of its ships. It had been addressed to the firm of Gibb, Livingston and Co, a firm that is still doing business in Hongkong today. About this time a cook's assistant picked up a bill for some £300 near Union Chapel in Hollywood Road not far from the London Mission House and School. Being written in English he could not read it. So he showed it to his employer. It was from the lost parcel.\n\nNow more than a year later A-sow turned up at the police station with two bills worth about £2,000, asking if the owner was known. He told the police he had received these bills and others from a former coolie in Dr. Legge's employ. The coolie in turn said he had received them from two other people, one who had left for California and the other was the same man who claimed to have picked up the £300 bill the year before.\n\nOn the basis of this testimony, the latter was charged with robbery. Under oath A-sow deposed that the London Mission Society coolie had brought the bills to him some ten months earlier asking if they were of importance.\n\nA-sow said he took them to the Rev Ho Fuk-tong for his opinion. The reply was they were worthless, whereupon A-sow put them in a drawer in his desk and forgot about them. Ho Fuk-tong at the hearing denied ever having seen the bills, thus putting into question A-sow's credibility.",

Hence his appearance with two of them at the police station. The others he had sent to the Oriental Bank to find out what they were worth.\n\nThe magistrate asked A-sow some pertinent questions. Why had he put the bills away in the drawer if he thought they were of no value?\n\nWhy now did he think they might be of value? Inasmuch as A-sow could read English readily, he must have noted that they were the property of a firm in Canton. Why, therefore, had he not spoken to Dr. Legge about them so they could have been sent to Canton?\n\nA-sow denied he knew the man who said he found the £300 in 1849, and who now stood charged with robbery. However, a police officer said that previous to the hearing A-sow had acknowledged knowing the prisoner. Upon being faced with this contradictory statement, A-sow said he had heard some of the boys in the school speak of him and his desire to find out the value of what he had found.\n\nA-sow, however, was unable to remember who the boys were, but under further questioning he mentioned the name of A-hone. A-hone was sent for and testified that about a year ago the prisoner had come to him asking about the paper he had found. A-hone had told him it was worth £300. The coolie who, as it was claimed, had originally given the bills to A-sow had absconded, so his account could not be heard.\n\nThe changes in A-sow's evidence put an unfavourable light on his role in the affair.\n\nThe editor of the Friend of China used the incident to inveigh against giving an English language education to Chinese youth. In particular there was a letter in which he was thanked by \"his brethren of the sea\" for getting one of their number cleared of the charge of piracy by means of false interpretation in court.\n\nIn July 1851, a commission investigated the charges against A-chick together with other alleged abuses in the police court.\n\nA-chick, however, had influential supporters. A newspaper account says that \"both His Excellency the Governor and his Worship the Chief Magistrate of Police were determinedly opposed to Tong A-chick's dismissal; and although Tong A-chick applied for his discharge from public service, Mr. Hillier would not grant it to him.\"\n\nThe commission threatened to resign if their recommendation for dismissal was not put into effect, and as soon as Mr. Hillier, the magistrate, left the Colony, about the beginning of September 1851, A-chick was replaced.\n\nAt about the same time he became involved in a court case which reflected one of the less favourable aspects of social conditions in Hongkong.\n\nThe case involved a 16-year-old girl whose mother had been connected with a brothel. The woman needed money but had no security other than her pretty little daughter — whom she pledged to a brothel-keeper. The girl was then only nine years old but already she was singing in a brothel.\n\nThe mother subsequently died, leaving the note unpaid and her daughter in the service of the woman to whom she owed the money. The woman also served as middleman and security for getting a loan to cover the burial expenses of the girl's mother, thus further obligating the girl to her.\n\nThe brothel in which she was employed was frequented by Tong A-chick. His brother-in-law, Ng Mun-sow, was already in the office and when he was dismissed, A-lloy stepped up into his position.\n\nHe left Hongkong Government service in 1867 and accepted a position under the Viceroy of Kwangtung.\n\nHe was to be in charge of an opium tax collecting office in Hongkong for the Chinese Government. Much opposition to this was voiced in the English language press, and A-lloy was attacked as a tool used to subvert British authority in Hongkong.\n\nHe then left Hongkong to become legal adviser on foreign affairs to the Governor of Fukien. He had received no formal legal training, but his years as interpreter in the courts of Hongkong gave him, as a newspaper account mentioned, “a surprisingly intimate knowledge of the forms and routines of our country.”\n\nHis activities in Fukien roused the indignation of the Hongkong papers. One of them characterised him as \"this peripatetic conglomeration of legal imposture and contemptible impudence.\"\n\n**\n\nWhatever his reputation in Hongkong, in China it had been enhanced by his acquiring, either by purchase or conferment, the degree entitling him to wear a white button on his hat.\n\nIn 1879 a change of policy in the Fukien provincial government resulted in the dismissal of most of their English-speaking Chinese employees, Ho Shun-chee, as A-lloy was then calling himself, left and joined the Chinese diplomatic mission to the United States. The Ambassador, Chen Lan-pin, was a Canton man and had recruited most of his staff from the Canton-Hongkong area. Ho Shun-chee served as interpreter.\n\nIn 1880 he passed through London. John Francis, an acting police magistrate, was its spokesman. At the opening of the meeting he raised the question of whether a small clique had pre-arranged to control the meeting. Naturally, no direct answer was forthcoming.\n\nThe first resolution was proposed by William Keswick, senior partner of Jardines and an Unofficial Member of the Legislative Council. The resolution stated: The past 18 months have produced feelings of insecurity which in the opinion of the meeting are mainly caused by a policy of undue leniency towards the criminal class.\n\nWhen the chairman, H. G. Gibb, called for remarks or amendments, Francis proposed that the last part of the resolution be struck out, his intention being that the fact of insecurity was one matter, the cause of it another, and the two should be discussed and voted on separately. All could agree about the present state of affairs. But there was difference of opinion regarding its cause and cure.\n\nThe motion was seconded by a Mr. Hallyar, an Official Member of the Legislative Council, Queen's Counsel and a friend of Governor Hennessy at least at that time. Later he was to be charged by Governor Hennessy with betraying their friendship by alleged indiscretions towards his wife.\n\nDuring the course of Mr. Francis' remarks, the chairman several times called them out of order. The exchange between the two became so heated that at one point Gibb told Francis: “I think a more gross insult to me could hardly be made.\" This was followed by cries from some: “Turn him out, turn him out,\" and by others, \"No, let him remain.\" He remained.\n\nA Parsee gentleman, Mehta, further confused the meeting by proposing another resolution before that of Francis had been put to a vote. Mehta proposed that \"the amendment from the Government officials (he meant Francis and Hallyar) be not accepted.\"",

He had a wealth of information to draw upon, and his replies always provided insights and incisive comments. They were also full of humour. The eleven pages of closely-typed notes and comments on my book The Rural Communities of Hong Kong (1983 Oxford University Press, Hong Kong) was a particular joy, but this quality was evident in practically everything he wrote. For instance, he perplexed me one day early in my career by writing in a file, “DO South should kindly explain why the Clearwater Bay villages are full of children none of whom have ever been born” a reference to non-compliance with the registration requirements of the Births and Deaths Ordinance.\n\nI once sent one of his letters to Sir Ronald Holmes. He returned it with a note, \"Thank you so much for letting me see this most interesting and also, like all good writing, highly evocative. It is nice to know that Ken is still going so strong”. This was written in late 1975.\n\nI have two favourite anecdotes. One is his amusing account of a pre-war traffic accident case when he was Police Magistrate, Kowloon. Let him tell it himself. \"I do not have anything polite to say to those who regard ‘Europeans’ and ‘Asians’ as separate species, like the witnesses in a case I heard 32 years ago almost to the day (1937) in which the ten passengers in a New Territories bus were described by one witness as ‘two other people, besides myself and seven coolies’ and by a second witness as ‘seven people and three GWAEZIRLOO’ (i.e. foreigners).” He added later \"I am glad to see this perfectly true story immortalised. Alas, England is getting as bad.\"\n\n... \n\nThe other story was told to me recently by Dr. Graham Johnson, of the University of British Columbia, Vancouver. When he began the field work for his doctoral thesis on Tsuen Wan in the late 1960s he wanted information from the Census Office. He telephoned Mr. Barnett who said he was happy to meet him, but would like him to go to a sauna for the purpose. This surprised Graham but along he went, and his first meeting with Ken was in the nude, in the heat and steam. Thereafter, he said, they were able",

Trade stopped and the merchants retired to Hongkong.\n\nTwo days after the burning of the foreign \"factory\" area the Hongkong Government issued a notification that Chinese must carry a lantern when out after dark, and from 10 at night till the morning gun was fired they would be “taken up” unless on an errand for their employer, in which case they must have a pass.\n\nThree weeks later an ordinance (No 2 of 1857) was enacted \"for the better securing the peace of the Colony.” It incorporated the provisions of the earlier notification. It also laid down the penalties for not having a pass between the hours of eight in the evening and sunrise. The magistrate in giving sentence had a number of alternatives, a fine not exceeding $50, imprisonment with hard labour for not more than 14 days, public whipping of not more than 20 strokes or exposure in the stocks for not more than two hours.\n\nAnother article of the ordinance required of all citizens compulsory co-operation with the Fire Brigade. Here the penalties were different for Europeans and Chinese. Both could be fined up to $50, but for the Chinese only there was an alternative of flogging. Behind this discrimination was the conviction that the public whipping of a European would have lowered the dignity of all foreigners in the sight of the Chinese.\n\nThe ordinance was immediately followed by three police orders. All persons without employment or who could find no one to guarantee their good conduct were to leave the Colony or suffer deportation. During the approaching Chinese New Year festival there would be no relaxation of the light and pass requirements.\n\nIn case of fire, the police were to be notified by the inhabitants of the building, but people in adjoining premises must remain in them until the police arrived at the scene. No crowds would be permitted to gather. The last order was to meet the threat of incendiarism. Rumours were circulating that agents would be sent from Canton to burn Victoria in the same manner as the foreign settlements at Canton and Whampoa had been fired.",

He sought to bring the attention of the public to the problem by instituting a court action against three women for forcing their children to carry loads likely to cause them unnecessary suffering or injury.\n\nThe facts of the case were stated before the Magistrate by the Assistant Superintendent of Police:\n\nDr. Aubrey, whilst going down from the Peak... met the defendants with their children carrying baskets filled with lime and earth to the Peak. Two of the boys, one of whom was crying, were eleven and thirteen years. Dr. Aubrey telephoned the police, who arrested the defendants. Enquiries solicited information that the women had been engaged by a coolie sub-contractor on Third Street to carry lime, earth and sand up to the Peak at sixteen cents a picul. The women naturally made their children assist them, as it would increase their earnings. One child was carrying sixty pounds of earth, another two baskets of lime and a third carried thirty-two pounds of lime. He, himself, had tested the weight, and from his own experience thought the loads were too heavy for the children.*\n\nDr. Aubrey told the court he did not bring the case to have a heavy penalty inflicted on the women. His purpose was to bring the practice to public attention and also so that other coolies would realise such practices were not allowed.\n\nThe Magistrate observed that the only way to stop the practice was to have legislation. Dr. Aubrey pointed out that ultimately the contractors ought to bear the responsibility as they were well aware that some children would be carrying the loads. In this case the contractors could not be found. The Assistant Superintendent of Police suggested that if the women were discharged with a caution, the matter would soon be circulated among the other coolies. The Magistrate accordingly discharged the women.\n\nThe case did attract public attention. The Hong Kong Telegraph in an editorial reminded its readers that they had all seen \"the heartless manner in which boys and girls of tender years are forced to carry loads",

        "content_text": "T'sing (i) dynasty, when the \"History of Sun On District (ïZ)\" was finally revised by the district magistrate Shuc Mau Koon (47), all written references to the place used the words Taai Po (X#). (See Note 1). But since that date Taai Po (iii) has been the generally accepted name, although Taai Po (4) meaning big wharf was occasionally written on account of a wharf having been built there.\n\nThe earliest known history of Taai Po refers to the finding of pearls in the sea nearby, in the fourth year of Hoi Yuen (72) A.D. 761 of Tong (WF) dynasty, and in the fifth month of that year. The method of collecting the pearls was crude, a man with a weighted rope was dropped over the side of a boat, and left until he was hauled up again at the discretion of those in charge of the boat. The loss of life was enormous, and after some time a high official of beneficent character named Yeung Paan Shan (PME) called attention to the fact, and the collecting was stopped.\n\nIt was started again, however, in the Naam Hon (M) dynasty when Kwangtung and Kwangsi became one kingdom, separated from the rest of China. In the sixth year of Taai Po (A) A.D. 964, the emperor changed the name of Taai Po to Mei Ch'uen To (I) beautiful stream town, raising it to the status of a military post and stationing 8,000 soldiers there to protect the pearl industry. Not only were pearls collected in great number, but tortoise shell of great value was obtained from Taai Po, and sent up to the capital Canton, then called Hing Wong Foo (EA) and used for decorating the emperor's palace there.\n\nIn A.D. 969 the Naam Hon dynasty came to an end, the palace with all its beautiful decorations was destroyed, and in the fourth year of Hoi Po (BH1%) A.D. 971 of Sung (*) dynasty the industry was again stopped. The soldiers who formerly guarded the pearls were turned into a form of police to protect the countryside and keep order.\n\nAt the end of the Sung dynasty when the Mongols came down from the North and the Yuen (6) dynasty began the emperor Chi Yuen (DC) in the seventeenth year of his reign, A.D. 1280, ordered the pearls to be collected again. In A.D. 1299, the third year of Taai Tak (A$) it was suggested by two men, Lau Tsun (3) and Ch'ing Lin (DE) to appoint more than seven hundred families of boatmen",

One day whilst washing clothes by the river she slipped but luckily the local Earth God seeing her falling, changed into a dog and rescued her, dragging her out of the water. When she regained consciousness the Earth God had changed into an old woman who helped deliver her of a healthy boy, Hsu En-te (4). The beating had caused the father injuries which prevented him from working and the family lived in poverty. The father, unable to stand it any more went out to hang himself but met with a local dignitary named Kuan who, when he had heard the sad story took the family back to his house and cared for them. The father slowly recovered and when fully back to his old self he became a rent collector for Mr Kuan. On one of his trips out collecting rent he encountered his two former partners from the silk shop who again robbed him and took the rents he had just collected, beat him up again and this time the father died of his injuries as he crawled back to the Kuan household. By this time En-te was seven years old and he swore never to forget those who had done his family such great wrongs. He worked at looking after the accounts for Mr Kuan and secretly started to learn martial arts. He was accomplished by the time he was fifteen. When he was sixteen the Kuan household was attacked by bandits and to everyone's surprise En-te not only beat them off but detained three of them. At first he turned down the offer from a local magistrate to become the head of the local police force but as his mother wished him to serve the people he finally accepted the offer and served three years.\n\nWhen, after the three years, he returned to live in the Kuan household he discovered that one of the two partners who had killed his father was also living in the Kuan household together with his daughter. The killer was hated by everyone but being afraid of him they left him well alone to live in peace. The killer fell ill, repented and expressed his deep sorrow at his heinous crimes. Hsu En-te gave some money to the daughter so that she could buy medicines for her father.\n\nAfter many incidents En-te eventually married the daughter of his father's killer and when, much later, En-te himself died he was revered by the local population as a benefactor and was looked upon by them as their protective deity. The cult was carried across to Taiwan, to the temple in a village near Tainan where the immigrants from Kiangsu established it as Hsu Wang Yeh,",

        "content_text": "93\n\nas a whole was bitterly critical of the Hongkong Government, and it strongly opposed any suggestion that Government officials should dominate the camp. Mr. Gimson, however, took the view that the Hongkong Government had not ceased to exist, that its authority continued in so far as circumstances permitted, and that, as a matter of practical politics, it was essential that this position be maintained for disciplinary and other purposes unless Japanese intervention was to be constantly invoked. He realised, however, that it was neither possible nor desirable to take a high hand in the matter, and decided to work in with the Communal Councils and trust to time to calm feelings and produce a modus vivendi. He was so far successful that a day or two before we left the camp a resolution asking him to accept the Chairmanship of a reconstituted Council was signed by 1,300 British internees, and the existing British Council tendered its resignation to enable the change to take place. It was clear from this that there was no hostility to Mr. Gimson personally, but the stubborn determination to prevent the \"old gang\" from getting in and \"bossing\" things remained undiminished, and it was tacitly agreed that Mr. Gimson's assumption of the Chairmanship would not involve the placing in executive positions in the camp of the senior Cadet officers.\n\nOne of the rather curious consequences of the \"continuing jurisdiction\" theory is that the Police Courts continued to function, though of course on a very limited scale. Persons were tried and sentenced by the Magistrate for theft. The Chief Justice even declared his readiness to hear certain classes of civil actions, and he did in fact make a decree nisi in divorce proceedings begun before the Japanese occupation,\n\nIt will be noticed that the Japanese interfered actively very little in the internal affairs of the camp. However, they interfered negatively to a great extent, by insisting that nothing was to be changed without their consent, and by refusing to give their consent even in quite trivial matters. They themselves kept aloof. I made repeated written representations about the status of myself and the rest of our Embassy and Consular party and asked for interviews, but received no replies, and it was not until July 20th, when I was about to leave the camp, that I was able to exchange a few words with Mr. Nakazawa, the camp superintendent. We took the opportunity to put proposals to So (**), the previous Head of the Sub-District, asking him to forward them to the County Magistrate for consideration. The matter for consideration was to build a bridge at Kim Hau. We did this because it would lead to happiness and security. And yet, unexpectedly, that clan of local bullies, because the bridge construction would damage their economic interests, unreasonably obstructed and interfered with the work, using continuous blackmail.\n\nWe the gentry and others say that this river is public land, and a bridge would be a public bridge. We should pay no attention to those who obstruct it. They know their crafty plans will fail.\n\nThey have responded by absurdly pointing to somewhere downstream, about one li distant, a place called Tsuk Pok Ha (T), as a substitute. We the gentry and others are peace-loving people and wish to bring this affair to an end. We propose that the local military and police officials, with the gentry and the people, bringing an engineer with them, come and inspect the site. They will find that there is no road to be used on either bank at Tsuk Pok Ha, the first problem. The site is low-lying and subject to frequent flooding when the river rises: it is inadvisable to have a bridge there, the second problem. The water there is deep and wide, the work would be massive, the third problem. The two banks there are overgrown with shrubs and thorny plants which would have to be cleared at huge expense to build a road, the fourth problem. Further, to divert the existing road about one li will introduce a large bend into it. By our estimation, taking both banks into consideration, the road would have to be lengthened by three li of useless detour, the fifth problem. Roads must be constructed on direct lines before they are useful to foot passengers everyone says that.\n\nNow the bulk of the people at Upper Wong Pui Ling.",

        "content_text": "143\n\nnewspapers were to recall that 'he was an exceedingly courteous and popular official and earned the respect of all with whom he was brought into contact' all except Lowson perhaps.\n\nJohn Jonathan Francis was first admitted as an attorney and solicitor in 1870 and called to the Bar in 1877. In 1887, he became the third barrister in Hong Kong to become a Queen's Counsel. He had served as a police magistrate and a puisne judge. For public service, he was once a captain in the Hong Kong Volunteers Corps, standing counsel for the Hong Kong College of Medicine when it was being established, and Chairman of the Permanent Committee of the Sanitary Board. There is an amusing and unflattering story about him told by Norton-Kyshe which gives us an insight into his character. He was presented with a silver ink-stand in 1895 in recognition of his services during the Epidemic but he returned it because he considered himself slighted by the treatment he received as compared with Mr. May who had been his colleague on the Committee.' May was awarded the CMG which Francis thought should also be given to him instead of a mere ink-stand.\n\nHowever, two other government officials, the Colonial Surgeon and the Captain Superintendent of Police, whose parts were of great importance, apparently escaped Lowson's wrath. Dr. Phineas Ayres held the office for twenty-four years, from 1872 to 1897, the longest ever in the history of the medical service. After he took up his post, he had been very critical of the sanitary conditions in the native quarters in his annual reports. Despite his warnings, it was almost ten years later than Osbert Chadwick was asked to conduct a survey. In his Report published in 1882, Chadwick made many recommendations to improve the conditions. Although a Sanitary Board was constituted to take action, still not much was done for another ten years until the Plague Epidemic burst upon the scene. Endacott wrote that Ayres criticised the Sanitary Board for its 'long, wordy, windy, desultory rambling discussions, ending in nothing being done' in 1895, the second year of the Epidemic. One can see why Lowson had some respect for him. Again quoting from Endacott, Robinson described Ayres as 'having a rather foolish manner, but he is in perfect possession of his senses', and acknowledged that 'he had warned the Colony continuously of the evil sanitary conditions.'\n\nMr. May won universal acclaim and admiration for the drive and energy he showed in carrying out his duties as head of the police force. The chief object of the Chinese in paying these Watchmen is to drive away thieves, the cardinal evil of a Shop-keeping population.' The success of the Watchmen was 'not only in arresting actual offenders, but also in keeping away those who live by pilfering.'\n\nDue to an administrative oversight 'no records were kept of the doings of the Watchmen until 27th August 1867. Thereafter data was collected and in the following six months the Watchmen were involved in the prosecution of fifty-three cases some of which were serious. By the end of 1868 another ninety-eight cases had been prosecuted due to the actions of the Watchmen and these resulted in the conviction of 117 defendants. Although the number of cases dropped to forty-one in 1869, data collected for the following two years showed that there were eighty-one and seventy-nine cases in 1870 and 1871 respectively. These returns compare favourably with similar data from the following century. As an example, in 1914 there were 109 convictions when the strength of District Watchmen had risen to one hundred.\n\nThe difference of opinion which had existed in Government circles in 1866 when the Watchmen scheme was introduced continued as the Watchmen went about their business. Cecil Smith was unstinting in his praise but, since he had been responsible for introducing the scheme, he could hardly be regarded as an impartial witness. Others, however, like the Police Magistrate Mr J. Russell and the Coroner Mr F. Stewart commended the Watchmen for their actions. At the other end of the spectrum were political heavyweights such as the perennial Mr Charles May and Chief Justice Smale. May had served as Captain Superintendent of Police between 1845 and 1862 before being appointed Police Magistrate and his low opinion of Chinese constables, whom he considered to be 'utterly untrustworthy,' was well known. His opinion of the Watchmen was similar and, according to Smith in December 1871, May showed 'an antipathy to the Corps which has had a very unfortunate effect.' This unfortunate effect manifested itself in a decline in the Watchmen's activity and energy with a corresponding decrease in the number of arrests. Smith maintained that the Chief Justice, who should have known better because of his legal background, objected not so much to the individual watchmen who appeared before him in Court, as to the whole system which apparently he did not know was established by law.\"9",

        "content_text": "225\n\npositing night-soil, house-slops, dry rubbish, building debris, or other refuse matters on any of the aforesaid places, and as soon after as possible the watchman who has apprehended such offender shall report the circumstance to the Nuisance Inspector of the district, who shall conjointly with the said watchman charge the offender before a Police Magistrate.\n\n§8.\n\nThe Watchmen shall report to the Inspectors of Nuisances the existence of any broken, choked, or defective house drains or downspouts, and any nuisances arising therefrom, or from any other cause which may come under their observation.\n\n§9. The Watchmen shall report to the Inspector of Nuisances any streets in their beats which shall have remained unswept over one day by the Government Scavenging Contractor.\n\n§10. The Watchmen must at all times implicitly obey the instructions of the Head Watchmen, and both Watchmen and Head Watchmen must understand that their sanitary duties are of equal importance with their police duties, and that they must at all times use their best endeavours to prevent, detect and abate nuisances arising from the dirty habits of the people, and if the Government does not receive from them that hearty co-operation and assistance in the detection of nuisances which it has the right to expect, such of them as may be found neglectful of their duties or otherwise inefficient shall be reported to the Registrar General for dismissal.\n\n§11. It often occurred, under these circumstances, that a few dust-shot were put into the calf of a man's leg, and occasionally even an eye was injured. A fairly definite tariff gradually established itself; so much so that people used to dodge behind bushes or lurk in the ditches, so as to be ready to raise their hands and yell the instant a gun went off in their direction. Very few Chinese rustic skins were without an assortment of sores and bruises; and nothing was easier than to rub a shot or some powder in and pretend that an ‘internal injury' had occurred. With irate villagers gathering around timid or non-Chinese-speaking sportsmen were often only too glad to compromise on the spot; especially if a few old women with buckets of liquid manure joined in the discussion.\n\nZhenjiang, some twelve to fourteen hours sailing upstream from Shanghai, was yet one more of the points of call on the Yangzi. Ships only stayed a matter of 30 or so minutes and tied up alongside one of the hulks or pontoons. These belonged mostly to foreign shipping or trading companies, though there were one or two hulks owned by Chinese businessmen, moored off the concession, from which it was reached by a bridge as there are pronounced seasonal differences in level. Passengers landed and were quickly cleared by the Customs House. The city, at the back of the foreign concession, was the prefectural capital with a Daotai, a Prefect or Circuit Intendant, and the Dantu, the County Magistrate. A Co-Prefect in charge of coast defences and a Prefect of Police were also located in the city, and in addition to the Manchu [Tartar] garrison stationed in Zhenjiang, under the command of a Lieutenant-General there was the ordinary Chinese garrison under a Lieutenant-Colonel, consisting of several battalions of local militiamen and trainbands [bodies of citizens trained in the use of arms].\n\nLaw and order was maintained in the settlement up to the turn of the 20th century by a body of British-officered Sikh policemen. On 5th February, 1889, the Consulate building was burnt in a riot together with several neighbouring houses. The final Consulate of a main building and four houses was erected on the same site in 1890. Built predominantly of red brick with white and grey bricks forming the decoration, it had double windows to keep the rooms warm during the bitter winters and a royal reign tablet on the rear wall. This white oval plaque bearing the enjoined letters VR is still in place a century or so later.\n\nAll the British consuls serving in Zhenjiang from its opening in 1860 found time hanging heavily and a number became medically unfit within a short time of taking up their posts. Adkins, the Consul writing to his father in December 1861 wrote in passing that 'the office of Consul at a thriving port is no sinecure I can tell you. He is judge, bishop, police magistrate, coroner etc. etc etc.' As is usual his own countrymen give him the least possible support and abuse him like a pickpocket.' It was also soon realized just how unimportant Zhenjiang had become to foreigners and by 1867 it was decided to post a junior consul to the port under the aegis of the senior consul at Shanghai. However, ten years later the number of British residents had increased sufficiently to warrant a return to the consular post being restored to its former independent status. It was by no means a comfortable place to live though PD Coates wrote that all in all Zhenjiang would have been a pleasant enough post had the [foreign] community been more congenial.24 One incident in the history of the consulate in Zhenjiang related by Coates, tells how in 1879 the Chairman and Treasurer of the Zhenjiang Concession Council, Bean, a British merchant who held several of the nineteen concession leases, physically assaulted H. J. Allen, the British consul, in the Club when the latter as Consul had asked to examine the Council's books before approving its accounts. Duff, another merchant, was the Secretary to the Council. Coates describes the constant and major friction between Bean and Duff, Bean and the Consul, and between other foreign residents of the Concession and this was reiterated by William Mesny as we shall soon see. Oxenham, a subsequent Consul in 1886, described Bean as a coarse, cantankerous, uneducated man of low tastes and malignant disposition who had insulted practically every Consul and Customs commissioner serving at the port.\n\nAdkins described in one of his letters to his father how English",
