        "content_text": "PIRACY ON THE CHINA COAST\n\n75\n\npirate fleets appeared. The Hong Kong press was very critical of both the Navy and the Hong Kong Government, claiming that the latter was criminally careless in granting convoy and gunpowder licenses, and pointing out that scarcely a pirate junk was captured without having Hong Kong men in its crew and that many pirate junks were fitted out in Hong Kong. They omitted, however, to point out the connection between the opium trade and piracy. Opium was highly prized, and on one occasion in 1851 one hundred and fifty chests were seized from a Jardine opium clipper, and two of their European employees taken prisoner.\n\nThe steamship, more than the Royal Navy, was responsible for the decline in the old-fashioned style of piracy, in which a fleet of junks had an overwhelming advantage over a sailing ship becalmed in coastal waters. Steamships appeared on the coast in increasing numbers in the years between the two China Wars, and by the end of the Second War most of the foreign coasters were steamships. A steam hose was more effective against pirates than joss sticks, and the comparative immunity of foreign steamships from piracy was another powerful inducement for Chinese merchants to patronize them, thus weighting the balance more heavily in their favour.\n\nAn action in which the Peninsular and Oriental river steamer Canton was involved displayed other advantages which steamers brought to anti-piracy operations. The Canton was on her way from Canton to Hong Kong when she met H.M.S. Columbine, a sailing ship, engaged with a fleet of pirate junks. When the Canton arrived on the scene the wind had fallen, and the junks were using their oars and sweeps to get out of range of the Columbine's guns. The Canton took the Columbine in tow, enabling her to sink a number of the junks before they got clear. Two years later another river steamer called Canton, belonging in this case to the Hong Kong and Canton Steam Packet Company, captured a pirate junk in the river.\n\nIn these actions, in which dozens or hundreds of junks were involved, it would probably be more accurate to describe the Chinese as bandits or rebels, than as pirates. Such fleets attacked towns and villages as often as they attacked ships, and like the Japanese pirates of the thirteenth to sixteenth centuries, plundered",

This records a rearrangement of the books, and since “proper classification was out of the question” they were arranged according to size, so as to give a uniformity of appearance. A printed catalogue was produced under the direction of Mr. W. F. Bevan, assisted by Mr. A. Dixson; the latter was Secretary of the Library for the year reported, and was re-elected for 1852-53. There is no record of the total number of books, but during the year 75 titles in 133 volumes were added; the number of members rose from 63 to 66—against 19 new members, 10 had left the Colony, 1 died, and 5 withdrawn. The annual accounts3 balanced at $1,755.02, and the cash in hand at the end of the year was $37.11. The largest item of expenditure was \"Books, periodicals, and newspapers from England, $675.83.\" This did not include carriage, since it is stated that the Peninsular & Oriental Steam Navigation Co. kindly conveyed the monthly parcels free of charge. Rent of premises accounted for $355.00.\n\nThere had apparently been some criticism of the inaccessibility of the premises. Their exact location has not been ascertained, but an advertisement of 1852 gives Queen's Road as the address, whereas another in 1867 gives Wyndham Street. Whether the change was made in 1852 is not clear, but the proposed new premises would, according to the Committee's report, cost an additional $120 p.a. for rent. A search for subsequent annual reports should throw further light on this question of location. It would also be interesting if a copy of the printed catalogue of 1852 could be found.\n\nAlso in 1852, Dixson's Hongkong Recorder contains at least three advertisements relating to the Victoria Library. The first gives notice of a meeting of the committee to be held at 8 p.m. on 21st June, for the purpose of \"the selection of Books to be ordered by the next mail.\" The advertisement goes on to say that the monthly package by the last mail, which had been mislaid on board the P. & O. Co.'s receiving ship, had since been found, and as well as the usual magazines, certain books had arrived, including Gutzlaff's Life of Taou-kwang. It seems that there were at this time quite frequent purchases of books, since another notice in the Hongkong Recorder of 9th July announced the arrival of a further consignment, which included Davis's China during the War and since the Peace and Fortune's Tea Districts of China and India.",

        "content_text": "CHINA MEDICO-CHIRURGICAL SOCIETY\n\n17\n\nabout 96°, and likened by Alcock to the waters of Aix-la-Chapelle, or Barège in the Pyrenees. An analysis of three samples was carried out, and is recorded on p. 72-5 of the Transactions. As far as can be ascertained, there has been no later publication in western scientific literature on the mineral springs of Foochow, and very little on other Chinese spa waters, so this remains an important record.\n\nIt is interesting to speculate how Alcock came to be involved in this matter. His personal concern with health and sanitation derived from his training under the distinguished surgeon G. J. Guthrie at the Westminster Hospital, and later service as an army surgeon during the Peninsular campaigns of 1832-37. He was thus by training a medical man, though it is as a diplomat that Sir Rutherford Alcock is remembered today, finishing his consular career by appointment as British Minister to Japan, 1859-65. Alcock passed through Hong Kong in October 1844, and no doubt met some of the medical men during his brief stay in the Colony. Probably he remained in correspondence with some of them, for when writing in September 1845 he refers to previous letters of May and June between Dr. Hobson and himself. In appreciation of Alcock's contribution, the Society elected him to honorary membership (Transactions, p. 58).\n\nPerhaps of greater interest in the history of western medicine and medical education in China are the activities of the Society towards the promotion of a medical school for Chinese in Hong Kong. Foremost amongst the proponents of this scheme was Dr. Benjamin Hobson, whose letter on the subject dated June 15, 1845 appears on p. 16-18 of the Transactions. “If we are to effect any change in the low empirical state of Medical science in China,” wrote Hobson, \"it must be in my opinion by educating the Chinese in the principles and theory of the Medical Art, according to the more modern practice of the West. And in Victoria there are facilities and advantages to secure this interesting object of our hopes, which no other place possesses.\" Dr. Hobson pointed out that there were several hospitals, military, naval and other, where \"I am authorized to say, the Chinese Medical Student will be welcome to study not only forms of disease as they affect European constitutions, but their treatment and pathology.\"\n\nHobson went on to propose \"That the premises of the Medico-Chirurgical Society, and the Medical School be (at least till farther",

LACK \n\nhad died the reaction of the Chamber of Commerce to the Governor's suggestion was not perhaps what one might have imagined. \n\nOn 27th September 1906, Mr. E. A. Hewett* the unofficial member of the Legislative Council appointed by the Chamber of Commerce rose to comment upon the budget proposals for the year ahead, and in the course of his speech said— \n\nWith regard to the typhoon shelter, your Excellency referred to the necessity for this which is admitted by all and went on to suggest the Chamber of Commerce might see their way to suggest the means of raising funds, I am sorry to say the Chamber of Commerce do not see their way to meet your Excellency's suggestion. For many years it has been strongly urged by all those interested in shipping that tonnage and light dues should not be levied for the purposes of general revenue. \n\nHe claimed that in 1897 Mr. Chamberlain, the then Secretary of State in reply to a telegram from Sir Wilfred Robinson, “practically admitted that in future light and tonnage dues were not to be raised for such purposes.\" He then said, \n\n\"the shelter benefits all classes of the community and should be borne by the Community and not by the shipping section, we all depend on the native craft, the merchant and the house owner as well as the ship owner and the refuge here is just as much a benefit to the merchant and the house owner as to the ship owner. Consequently, it would be manifestly unfair to ask a portion of the community to raise a large sum of money for the benefit of the whole Colony.\" \n\nMr. Hewett then questioned various sites which had been proposed for a typhoon shelter and raised the possibility of the Colony incurring a loan to pay for it. Then he went on to say that he did not suppose that even had there been a shelter it would have had any effect in avoiding the great loss of life which had occurred on 18th of the month.         "content_text": "NOTES AND QUERIES \n\n215 \n\nThe area between Queen's Road and the present Des Voeux Road, originally the Praya, extending from Wilmer Street west to Eastern Street was bought in 1858 by a Chinese consortium consisting of Chun Afie, Pang Awah, Tso Atak and Leong Hang*. The tract purchased consisted of Marine Lots 90, 91 and 92. They were apportioned among the several purchasers. At first the property was devoted principally to Chinese ship building yards, but as population and business spread westward, the yards became crowded out. The two lanes Tsz Mi and Sai Woo were developed in the 1860's. On the old Praya there was a concentration of rice dealers and a scattering of salt fish stores, though Ham Yu** Lane was located on the lots immediately to the west, between Eastern and Centre Streets.\n\n \nLike all the land in urban Hong Kong, the area we visit has passed through successive changes in land use and ownership. The land use changes are marked by three main periods: first (1842 to around 1855) European godowns and residences; second (1851 to about 1880) ship yards, engineering works and coal godowns; and lastly (1870 to the present) Chinese shops, godowns and residences.\n\n \nThe owners of the land were originally mostly non-Chinese. But by 1876, all except a range of godowns and sheds owned by the Peninsular and Oriental Steam Navigation Company was in Chinese hands, being divided between two of the largest land owners in the Colony: the Li family of the Wo Hang and Lai Hing firms***, and Kwok Acheong who was Compradore of the P. & O. Co., owner of his own steamships, and founder of the Fat Hing firm.\n\n \nAt its first settlement the area was almost rural, for it was situated at the western end of original Victoria. Because it provided a convenient spot for pier and landing facilities, two European firms selected West Point for their Hong Kong establishments, just as Jardine, Matheson and Company settled at East Point, even though both locations were somewhat distant from the main centres of foreign business in Spring Gardens**** and Central District. Its reading style is easy, and the book can be enjoyed both by the professional, and by the amateur looking for an interesting volume to fill in the hours before bed time. One can on the one hand, find a highly specialised entomological term such as 'scarabaeiform' explained in the book, while, on the other, having the curious mating behaviour of mantids described to the unfamiliar reader in a simple and clear way.\n\nIts extensive index can and will be readily used as an indispensable check list in the field.\n\nOne personal criticism of this book is the lack of a few colour plates, which if present, would make it even more attractive. Nevertheless, its other merits certainly outweigh this shortcoming, and I strongly recommend this book to all lovers of nature,\n\nWILKIN W. K. CHEUNG\n\nMak Lau Fong, The Sociology of Secret Societies, A Study of Chinese Secret Societies in Singapore and Peninsular Malaysia (Oxford University Press, Kuala Lumpur, 1981).\n\nTo give a taste of the sort of frustration any reader of this book must be prepared for, let me begin by briefly summarizing the section on \"internal control\" (pp. 70-71) in chapter 5, \"Adaptive changes in the organizational structure.\"\n\nThe author begins by outlining three types of coercion defined by the American sociologist Amitai Etzioni. He goes on to quote a report in 1867 in which a Penang secret society headman explained the types of punishment that were meted out to society members who were disobedient. The headman's types, however, have nothing whatsoever to do with Etzioni's types. He then goes on to mention interview data that suggest torture and killing being \"still in use\" as punishment. The reader obviously wonders what these data might consist of, whether \"still in use\" refers to the time the author was writing or to the time of the interviews, and what was actually said, but the author leaves all these points in the air by departing for yet another",

Under her conception of “incident” Japan had methods of applying pressure to foreign shipping companies, a pressure which in the existing atmosphere of appeasement it was difficult to resist.\n\nFollowing on the occupation of Canton, the Japanese mopped back towards Hongkong, but they left only a small garrison to watch the border. A heavy smuggled trade sprang up, not only over the border, but also by junk through the countless small inlets and bays of the neighbourhood. The Japanese exerted themselves to coerce the Colonial Government to suppress the trade. Their efforts met with failure: until Hongkong was itself submerged in a wider conflict, the Chinese war effort continued to benefit.\n\nHongkong is one of the world's great ports, the offspring of British administrative practice and Chinese commercial fecundity. Every year twenty-two million tons of shipping were entered and cleared. In the harbour the flags of many nations could be seen, from those of the great Western Powers to that of the little republic of Panama. The flags of the Scandinavian nations, of Norway and Denmark, were particularly in evidence, so far from home, witness to the freedom of the seas for which Britain stood sponsor. The volume of trade which passed through Hongkong was naturally restricted by the Japanese occupation of Canton. Cargo vessels called less frequently, but the great liners on fixed passenger schedules continued to go alongside the Kowloon wharves, often two or three at a time, ships of the American President line, the Canadian Pacific line, the Peninsular and Oriental, the Nord Deutscher Lloyd, the Nippon Yoshen Kaisha, the Dutch J.C.L., the Lloyd Trestino, the Blue Funnel, the City, the Messageries Maritimes and many other lines.\n\nI was due for home leave and sailed in the new P.& O. liner, the R.M.S. \"Canton\", on her maiden trip, in December 1938. The passengers lined the rails as we steamed towards the Lyeemoon passage. Did they realise what a remarkable monument to Sino-British co-operation was that lovely green hill side at which they gazed?         "content_text": "The Hong Kong and Kowloon Wharf and Godown Company\n\n735\n\nAnother important associate company of Jardine's until the mid-1980s was 'Wharf, which was a pioneer in the development of Kowloon. The firm was established in 1886 by Paul Chater and Kerfoot Hughes. About the same time Jardine's started a wharf at West Point, but largely because of labour difficulties with Chinese lightermen Kowloon Wharf and Jardine's Wharf amalgamated. In 1887, they acquired the P&O (Peninsular and Oriental Steam Navigation Company) wharf at West Point although this was later sold,\n\nSir Paul Chater\n\nIt is appropriate here to say something about Anglophile Catchick Paul Chater, born of Armenian parents in 1846, who came to Hong Kong from Calcutta at the age of 18. He started work as a clerk in the Bank of Hindustan, China and Japan, but soon branched out on his own as an exchange and bullion broker. Chater later became a business associate of the Sassoons, who were Jewish merchants. Chater's interests were many and varied. In addition to Hong Kong Land and Kowloon Wharf they included substantial real estate holdings. Hong Kong Bank, Dairy Farm, Star Ferry, Hong Kong Tramways, and Hong Kong and Shanghai Hotels. Chater was also a pioneer in the 57 acre Praya reclamation scheme, in Central District, which included Des Voeux and Connaught Roads, and is now one of the most valuable areas of land on earth.\n\nAlthough he was sometimes accused of showing indecent regard for Royalty and all things British, including cricket, others believed, \"Where Chater goes today Jardine's follow tomorrow\". Venturesome in business, few men have contributed so much to Hong Kong as he did, and he worked closely with the British for several decades. One of the busiest roads in Central, as well as Chater Garden and Catchick Street, is named after him. As a self-made man with considerable foresight he was generous, and he became a public benefactor and patron of the arts. Unfortunately, the Chater collection of paintings was lost during World War II. Sir Paul, who served on both the Legislative and Executive Councils, died in 1926 an honoured and respected man.\n\nButterfield and Swire\n\nAnother of the great Hongs, Swire's, is Jardine's competitor, even",

The vessels built for this traffic, generally between three and four thousand tons in measurement, with comparatively shallow draft, were particularly suitable for use in the Persian Gulf and along the shores of North Africa. Many had been taken to serve as transports in those seas. Moreover, the Admiralty, sensitive to the dangers threatening the peace of the Far East, had directed such larger ocean-going vessels as still were available not to proceed west of Singapore. Consequently there was pressure on the remaining cabin space, and I was fortunate to obtain a berth in a small coaster, which took seven days to reach Hongkong from Shanghai, as against the usual four.\n\nHongkong was very quiet, a state of affairs not to be attributed to an entire absence of females. It was remarkable how many had succeeded in avoiding the order to leave the Colony. I had to wait a whole week for a passage to Singapore, where formerly berths on a dozen different ships would have been offered in the time. This gave me an opportunity to look around. Friends took me out to Deep Water Bay, where we sunbathed on the beach, and drank our tea on the club verandah, looking out over the little golf course. High up on the hill towards Wong Nei Chong Gap I could see the green tiled roof of the house where my wife and I, only three years previously, had been caught in the rain. I wondered whether the lady of the mansion was one of those who had contrived to remain behind. In the evening we drove round to the next bay and bathed from the Lido, a steel and concrete building of pleasing design housing a restaurant, and bathing booths. The hot weather had set in, but here a cool breeze blew down a gully on the hillside into the windows. I had always liked the place because of its informality. You could eat your dinner, and dance and talk, in shorts, and so keep cool, as compared with the stricter etiquette of the Gloucester and Hongkong Hotels, or the Repulse Bay Hotel, or even the Peninsular Hotel across the harbour, where several nights a week you were required to don “black ties”.\n\n*This is the third part of the Memoirs of Col.         "content_text": "ROYAL ASIATIC SOCIETY\n\nHONG KONG BRANCH\n\nPRESIDENT'S REPORT FOR 1995/96\n\nThis is the 36th Annual General Meeting of the Society since its re-birth in 1960, and it gives me great pleasure to report to you on the events and activities of the previous year, i.e. the 35th Anniversary Year.\n\nBefore doing so however I would like to say one or two things about the Society's history, current situation and some thoughts on the future. The Royal Asiatic Society was originally conceived in the United Kingdom in the early part of the 19th century in 1825; it was conceived because it was recognised that in view of the spread of commercial and other activities in the near and Far East there was a need to fulfil a desire by many to form a structure whereby the history and social aspects of those countries in which the United Kingdom had an interest could be studied in more detail. The early membership of the Society was therefore made up of leading academics and politicians who were known to be experts in their subject, and who were keen to bring that knowledge to a wider public. A building was leased in the centre of London where members could meet, a library was built-up and lectures at periodic intervals were well attended by the standards of the time. If you now visit the Royal Asiatic Society in London you can do so at their bought premises in Queen Anne's gate. It still has monthly lectures, and it has a really splendid library, which not only houses some very rare books but also a fine array of interesting journals from many parts of Asia, including I was pleased to note our own Society's journals.\n\nThe Royal Asiatic Society in London, however, did not confine its aspirations to the United Kingdom; it spread its wings far and wide and Royal Asiatic Societies sprung up in a variety of interesting places, particularly in the main cities of India, and the Malaysian Peninsular, in addition to some other countries in the near East. The Hong Kong Branch was founded in 1847, only six years after the foundation of the colony, and later on Australia, and New Zealand founded Royal Asiatic Societies. Yinshen, the ghosts of those who have died a violent death before their due date.\n\nChinese usually describe this group, in English, as the 108 Martyrs. They are never portrayed as images and tend to be regarded more as public worthies, folk hero \"ethnic group\" ancestors rather than deities. The tablet is very similar to the ancestral tablet and simply states that it is the 'Tablet to the One Hundred and Eight Brothers'. It is venerated and although the spirits of the brothers are occasionally asked for advice by devotees they are not usually prayed to for major requests or protection, although in Java in one temple the tablet was prayed to by seafarers before they set out on a long journey. Their festival, simple and not in any way lavish, is generally celebrated on the 15th day of the tenth lunar month, though in Singapore it is held on the 3rd of the eighth lunar month.\n\nThe question is, who were the One Hundred and Eight Brothers? Three separate versions of the story of their demise have each been recounted with great solemnity, conviction and confidence by temple keepers in Java, Thailand, Singapore and Malaysia, and even in a Chinese temple in Bali. In Penang the story centres on a junk-load of Hainanese immigrants heading for South-east Asia which never arrived. One version claims that they were mistaken for pirates and wiped out by the 'French' [sic] navy off Annam or the 'British' off Malaya again having been mistaken for pirates. Another version suggests that they were all drowned during a typhoon off the southern tip of what is now Vietnam, and yet another that they were annihilated by Chinese government forces off the Leizhou peninsular immediately north of Hainan when, again, they were mistaken for pirates.12 The third story is that they were the original immigrants from Fujian province who arrived in Hainan to settle but all died in Hainan from disease or at the hands of the aborigines. A twist to the version heard in Penang claimed that the typhoon which sank the junk in the South China Seas drowned all but one of the one hundred and nine aboard, one small boy being saved after days of drifting on wreckage. In Malaysia we were told that he had been a hero, killed in the Leizhou peninsular immediately to the north of Hainan [or 'in Leizhou city (nowadays Leicheng) in western Guangdong province'], and that he had been a general, the eldest of three brothers, who had long ago earned great merit working for the common good and was deified. In Singapore, where again he is depicted as one image in the centre of a comparatively crowded secondary altar, it was claimed that he had been a general, killed several centuries ago saving a major unidentified town from invaders. His festivals are celebrated on the 17th of both the first and third lunar months.\n\nOne of the two temples in Malaysia contained three images on the main altar, the usual image of Baima Laoshi Gong together with two standard seated images of mandarins. These were identified as the First, Second and Third Laoshi Gong and were understood to have been brought to Malaysia by immigrants from Hainan some forty years ago. The temple keepers and devotees of both these temples were predominantly Chaozhou Chinese. Nowadays devotees of this cult in Singapore, however, are predominantly Hengwa (Xinghua) from Fujian province.\n\nLapshi Gong is prayed to for 'household affairs' in one of the two temples in central Malaysia, whilst in the other, run by a popular medium who spoke with the voice of Laoshi Gong and is claimed to be extremely gifted, the deity is believed to be able to cure most illnesses. The deity was being treated with exceptional reverence during the latest visit by the author, when a ritual was being performed before the altar requesting a cure for a very sickly looking infant held by its anxious mother.\n\nAmong the Hengwa Hokkiens in Singapore he is rarely revered as a separate deity. He is prayed to and offered incense and oil as one of the collection of deities on the altar, though the temple keeper added that a number of gamblers specifically pray to him. The temple keeper also said that he had not been aware that the deity had any such speciality when first he had taken over the temple in the early sixties. The custom of gamblers seeking divine help was fairly recent and had, he presumed, developed after someone had had a win following a petition to the deity.",

        "content_text": "5\n\nalso study how the English system of law was introduced into a largely Far Eastern society and the extent of its impact.\n\nThe nature of the Calcutta administration\n\nLackadaisical attitude\n\nOne of the most glaring problems in the Straits Settlements was the failure of the Indian authorities to establish an effective form of government. This was due to its distance and lack of accessibility which cultivated an indifferent or disinterested attitude on the part of the Indian officials.21 The Indian government was far more interested in its Indian territories than in its possessions in the Malay Peninsular.22 This led to the administrative problems in the Straits Settlements. Owing to this indifference, the men sent from India were young and inexperienced who knew nothing of the problems in the settlements but were only too eager to return to India to reap bigger rewards and promotion.23\n\nLack of representation in Legislative Council\n\nAs the administration of the Straits Settlements was highly centralised in India, the governor of the Straits Settlements had very little authority and merely supervised administration.24 All important matters had to be referred to India for a decision and the governor had no executive or legislative power.25 All the legislation for the Straits Settlements was planned by the Indian government. As the Straits Settlements had no official representation in India, it could not block any legislation that could prove detrimental to the Straits Settlements.26\n\nThus it can be established that the 'roots of the transfer movement lay in the constitutional rearrangement in the Straits Settlements of 1830 and the [Indian] Charter Act of 1833.         "content_text": "in the Straits, for example in negotiation for the settlement of Penang Island in 1786 where the Supreme Government remained steadfast in refusing to promise military aid to the Sultan of Kedah. Thus, in a Siamese invasion in 1821, the Penang Government did not offer military aid to the Sultan, but only political asylum and mediation. Indeed the whole history of Anglo-Siamese relations in the Malay Peninsular shows evidence that the non-intervention policy was adhered to as much as possible, (cf. Mills, supra, Chap 8 (Anglo-Siamese relations)) For the obvious political and economic reasons the British did not want to antagonise the Siamese (cf. Tarling, Anglo-Dutch Rivalry in the Malay World, 1760-1824) by interfering in the affairs of the Malay States (such as Kedah, Kelantan and Trengganu) which were within the Siamese sphere of influence.\n\nSevere censures were passed upon Captain Low for his treaty with Perak in 1826; and the treaty between James Low and Perak and Selangor in 1826, received strong criticism from the Supreme Government and resulted in Low's being suspended from his duties. (Tan DE, Supra, p 119) The Indian Government only relented when Governor Fullerton managed to convince it of the necessity of protecting British interests, a clear instance of the Indian Government's unwillingness to intervene in any of the Malay States. This was further proven when appeals of Perak and Trengannu for defensive purposes were likewise rejected. In the Naning War of 1831-2, Governor Ibbetson was told that the extension of territory was not desired. (Ibid. p 119)\n\nAn even more striking instance occurred in 1833, when the boundary between the Malacca Territory and the tiny state of Johol was debated over. Between the two lay a debatable piece of land which had formerly been claimed by both states, containing rich mines of tin and gold. Governor Ibbetson regarded the frontier delimitation as an excellent opportunity for showing that accessions of territory and encroachments upon their rights is the furthest from our views and intentions' (Mills, supra, p 177), thus resigning any claims that the British might have to it, and even included it within the area of Johol.\n\nThrough the above examples, I would say that the British were pursuing a policy of non-intervention in the Malay States between 1824-73. They upheld this policy whenever possible, though in some cases intervention was unavoidable. And it is significant that sometimes even in instances where British merchants' interests were threatened (for example in Negri Sembilan), the policy of non-intervention was still observed.",

It is evident that, to a certain extent, the British were inconsistent with their policy of non-intervention, but compared to the period after 1874, when the policy was reversed, these interventions were limited and they only occurred where unavoidable (Ibid. p 179). In this respect, I would argue that the merchants had valid grounds for their petition of complaint to the House of Commons.\n\nThe EIC's non-intervention policy reflected realism and flexibility. They took the stance of non-intervention wherever their commercial interests and political prestige were not threatened, but their policy changed according to the dictates of time, thus in reality, causing them to play dual roles of non-activity and intervention in accordance with the change of times. Whilst the period 1824-73 was not marked by any 'spectacular action or further territorial advances', it can neither be described as being inactive, because as Tan observes, '[c]ases of intervention were...more in evidence than cases of non-intervention' (Tan D E, supra, p 120), and I will highlight some of the more important and interesting ones. From its footholds in the Straits Settlements, the EIC gradually extended its influence over the independent Malay States chiefly through trade and treaties. (Thio E, British Policy in The Malay Peninsular 1880-1910 Vol 1 - Introduction pg xvi-xvii)\n\nThe following examples could be used as evidence to challenge the truth of the merchants' statement of complaint, although in the final analysis, their complaint was a bona fide one.\n\nCases of Intervention\n\nAfter 1826 the Malay states tended to look to the EIC as the arbiter of local politics to whom they reported the ascension of new rulers, and appealed for help in settling internal disputes and quarrels with their neighbours. (Thio, Ibid. p xvi-xvii) For example, the proximity of thriving Singapore to Johore led the British to intervene in the affairs of Johore. When Sultan Hussein died in 1835, Governor Murchison refused to acknowledge Hussein's son, Ali, as the Sultan. It was only in 1852 that Acting-Governor Blundell persuaded the Supreme Government to recognise Ali as the rightful Sultan. Later, compromise was reached when Ali accepted an empty title of Sultan and Temenggong Ibrahim retained control over Johore in 1855.         "content_text": "A NOTE ON THE JAPANESE GUN EMPLACEMENT AT TATHONG POINT, TUNG LUNG CHAU\n\nROBERT HORSNELL\n\n399\n\nAt Tathong Point, also known as Nam Tong Mei, a small rocky peninsular at the extreme southern tip of Tung Lung Island, there still exists the remains of a little known war-time Japanese gun emplacement. Its purpose was probably to protect the south-eastern approaches to Victoria Harbour. This gun emplacement is not mentioned in the book Ruins of War by Tim Ko and Jason Wordie and is not listed in the Gazetteer of the Batteries of the Fixed Defences of Hong Kong in Denis Rollo's book The Guns and Gunners of Hong Kong, although Rollo does mention an observation post for the Devil's Peak Battery at the southern end of Tung Lung Island built in 1935/36. From information in an old Public Works Department file it appears that the gun emplacement was built by the Japanese during the Occupation (1941-1945).\n\nIn 1965, the gun emplacement was converted by the Public Works Department's Architectural Office into an engine room for the Marine Department's Tathong Point Lighthouse Station to house the electric marine light, foghorn engines, light standby engine and switchboard. The staff quarters adjacent to the engine room were built later in 1973/74 to replace the old lighthouse keeper's quarters built in 1949 lower down near the jetty and landing stage. The old vacated quarters were used as stores for some time then later demolished. The remains of the concrete platforms on which these old buildings were built can still be seen amongst the rocks.\n\nFrom the original P.W.D. drawings for the conversion works, it is possible to learn something about the construction of the gun emplacement. It was built of concrete with a floor area of about 40 square metres. The walls are about one metre thick but the roof is much thicker especially over the rear part which contained the expense magazines. The chamber which housed the gun consists of a rectangular room with a semi-circular bow front in which the wide angle embrasure for the gun was formed. The armament is not known but from the size of the gun embrasure it was probably a large coastal defence gun.\n\nPage 465\n\nPage 466",
