        "content_text": "BRITISH LEGATION AT PEKING\n\n63\n\nThese extracts give the official Chinese version of how the British came to occupy their first Legation quarters, and agree closely with Lord Elgin's own account contained in a despatch to Lord John Russell, the Foreign Secretary, dated Tientsin, 13th November 1860:\n\nOn the 7th instant Mr. Bruce reached Peking, having hastened up from Shanghae in compliance with my request. His arrival was most opportune, as it was very important that before my departure from the capital I should be able to confer with him on various matters, and more especially on the subject of the place of residence for the future of Her Majesty's Representative in China. Mr. Bruce informed me that he was perfectly willing to take up his abode in Peking at once. On consultation with Baron Gros and General Ignatieff, however, I found that the latter was about to leave Peking for the winter, and that the former was of opinion that it would not be advisable that M. de Bourboulon should establish himself in the capital until the spring. I considered it, therefore, to be my duty to advise Mr. Bruce to return with me for the present to Tien-tsin, and to remain there until a suitable residence should be provided for him in the capital. In order, however, that there might be no misapprehension on the part of the Chinese Government in reference to this point, we selected a house which we thought might be adapted to the purpose, and which was procurable on easy terms, and we accepted the services of Mr. Adkins, one of the Student Interpreters, a very promising young man, who volunteered to remain at Peking, and to superintend the arrangements necessary for putting it in order.\n\nHarry Parkes, who was Lord Elgin's interpreter at this time, writing to his wife on November 17th 1860 gave a few more details:\n\nPeking is in a wretched state of dilapidation and ruin, and scarcely one of their palatial buildings is not falling into decay.         "content_text": "BRITISH LEGATION AT PEKING\n\n71\n\n1866 the student-interpreters put on an amateur theatrical performance, consisting of Our Wife, and To Paris and back on £5. The female parts were all taken by the students, and it was voted a great success. The faces of the Chinese servants, watching from the back of the hall, gave Mitford a lot of quiet amusement. The next summer he was staying in a temple which he calls Ta Chio Ssu or \"Temple of Great Repose\", about twenty-three miles from Peking, having moved there with all his furniture together with chickens and a cow and its calf. But even there he could not entirely escape the despatches. \"Copying despatches with the thermometer at 100° in the shade, with a basin of water and a towel at one's side for very necessary hand-wiping, and a pad of blotting-paper over the blank part of one's paper, is indeed an affreux métier.\" The climate took its toll, and Mitford mentions two of his young companions who died of fever.\n\nMitford left Peking for Japan in 1866. In the same year Major Crossman of the Royal Engineers was sent out from England by the Government to inspect the British Legation and Consular Buildings in China and Japan. From one of his reports, written at Shanghai in July 1867, we can glean some more information about the early development of the Legation at Peking. For instance he gave a hint as to the origin of the Legation Chapel when he wrote: \"There is a large house opposite to the Chinese secretaries' quarters, used partly as a theatre and partly as a lumber-room, well and solidly built, which can be converted into a good church by the addition of an external porch, removing the flooring of the upper storey so as to throw it open to the roof, and by the addition of some wood work and ornament, to give it a somewhat ecclesiastical appearance.\" He also mentioned that the number of student-interpreters was shortly to be increased to thirteen.\n\nMeanwhile Sir Frederick Bruce had been succeeded by Sir Rutherford Alcock at the end of 1865, while Sir Thomas Wade was promoted to be Minister in 1871, a post which he held for the next twelve years.         "content_text": "CHINESE UNOFFICIAL MEMBERS OF COUNCILS\n\nAs things turned out, Gibb did not return to Hong Kong, and Ng Choy was therefore appointed on a three-year term. This appointment was unfortunately interpreted by some members of the British community as an attempt to create an anti-English party feeling in Hong Kong.\n\nIn May 1880 when one of the magistrates went on leave, the Governor replaced him temporarily by Ng Choy who thus became the first Chinese to hold a senior appointment in the Hong Kong Government. This led to a question in the House of Commons as to why Ng Choy should combine a paid official post with an unofficial seat in the Legislative Council; but by the time these explanations were required the original holder of the post had returned to the Colony.\n\nThe attitude of the British community towards him and the Governor as a result of his appointment to the Legislative Council as well as this parliamentary question must have embarrassed Ng Choy very much. During this time, China having suffered repeated defeats from the hands of foreign powers, there was a movement in China to promote western technology and to modernize China, and any Chinese who had been trained or educated abroad would be welcome back to China. Thus when an invitation came from China for him to serve China, Ng Choy accepted it gladly. He left Hong Kong in 1882 before the expiry of the 3-year term in the Legislative Council, and later sent in his resignation from Tientsin.\n\nNg Choy became Secretary and Legal Adviser to Viceroy Li Hung-chang, one of the most important Chinese political figures of the time. Now known as Wu Ting-fang, he soon rose to become Chief Director of Railways and later Ambassador to the U.S.A. After the founding of the Chinese Republic in 1911, he held important appointments respectively as Minister of Judicial Affairs, Minister of Foreign Affairs and Minister of Financial Affairs. In 1917, when China entered the First World War, he was for a short time nominated as Premier. In 1922 he became Governor of Kwangtung and died the same year in office, soon after General Chan Kwing-ming's revolt in Canton.*\n\n* In his The Chinese (Indianapolis, The Bobbs-Merrill Company, 1909) p. 196, John Stuart Thomson praises Wu and styles him \"the Chesterfield of China in all the graces of speech and manners.\" Ed.\n\nPage 15\n\nPage 16",

Without question, his angry remark was merely rhetorical, entirely lacking substance. He was frustrated with Manchu behavior, both in his own repeated experiences with them, and with their poor handling of the Taiping resurgence of 1860.41 Yet Elgin had done nothing to cultivate the political alternative that Taiping China posed. All that will yet come in for the benefit of the world at large, and I hope in the first place for the benefit of the nation itself. If the movement of its Government seems to be thus far mainly in the way of military preparation, can we blame it? It would all be found but a very feeble affair in another struggle with ourselves; but I like to see the manifestation of a purpose in China to try and hold its own:-she is the gnarled oak, the growth of four millenniums, which will not bend to us as the sapling of Japan is doing.\n\nAnd we have given the Japanese little reason to do anything but love us, while we have given China much reason to fear us and hate us. I am not here to-night to express my views on the opium traffic, but I may surely ask, without giving offence to any one, whether, if we had forced that traffic on Japan as we have done on China, the relations between Japan and foreign nations would be what they are to-day. If there be a man here who thinks that there does not glow in me as true a British patriotism as in himself, I only say he does not know me; but I thank God that the United States preceded us in the opening of the Japanese Empire. Their treaty of the 29th July, 1858, recognizes the prohibition of the importation of opium, and that made by Lord Elgin, on the 27th of the following month, does the same, and with a very stringent addition. Thus one thing which has embittered and fettered our intercourse with China, and will continue to do so, so long as it exists, has had no place in our intercourse with Japan; and the result has been accordingly. It is in the evidence of Sir Rutherford Alcock before a parliamentary commission, that again and again Prince Kung declared to him that take away opium and Christian Missions, and there was no concession which the Government was not prepared to make to further the extension of legitimate commerce. We are suffering at this day in Hongkong from the opium traffic, as from nothing else. The Custom houses at the two entrances to our harbour do the greatest injury, I am persuaded, to the development of a healthy and extensive trade with all the seaboard of the south. They were founded on the ground of the smuggling of opium from the Colony. Take that away, and there is no locus standi left for their continuance.",

SMITH\n\npolicies, the Meiji government managed to avoid most of the difficulties that had plagued the Chinese effort to use foreign assistance efficiently.\n\nBuilding on the foundation of pre-Meiji experience, Western-trained and Western-oriented leadership,24 and strong central government direction and support, Japan made rapid strides in the modernization of her military after 1868. A leading figure in this effort was Yamagata Aritomo, who became Vice Minister of Military Affairs upon his return to Japan after a year-long tour of Europe in 1869-1870.25 With French advice and assistance, the Meiji government created an Imperial Guard in 1871, which not only made possible the abolition of the feudal han in the same year, but also set the stage for the introduction of conscription in 1872. By 1875, the Japanese had established a centralized military academy at Tokyo, with branch schools in veterinary medicine and other subjects.26 At the same time, numerous officers were sent abroad for further military education.27 By 1893, Japan had a total of sixteen military schools instructing over 2,600 students per year.28 Overseas-educated officers returned in a steady stream to assist in teaching these individuals.\n\nIn 1878, following the Satsuma Rebellion (1877), the Japanese established an independent General Staff on the German model. This marked the eclipse of the French in Japanese military affairs and the rise of Germany. Presseisen attaches profound significance to this development: \"So long as French influence prevailed, Japan's army remained under unified civilian control, her law code owed much to French legal opinions, and her government might have evolved toward a liberal, parliamentary system. After Germany's triumph the command structure, the constitution, and the Imperial Court followed the German ideological style.”\n\n19\n\nThe outstanding contributions of Jacob Meckel's German military mission to Japan in 1885 have been described in detail by Presseisen,30 The salient point is that by the early 1890's, Japan had built a modern, centralized army and had eliminated the need for further foreign military assistance. China, meanwhile, had done neither. The Sino-Japanese War underscored the stark contrast between the Chinese and Japanese reform efforts.31\n\nArmies, like individuals, can both reflect and effect change in society.         "content_text": "THE CHINESE CHURCH, LABOUR AND ELITES AND THE MUI TSAI QUESTION IN THE 1920'S 95\n\ndiscussion as to whether the mui tsai system was a form of slavery.\n\nThe case awakened the conscience of several expatriates. Among these were Colonel John Ward and Lieutenant Commander Haselwood and his wife. Col. Ward on his return to England was elected a Member of Parliament. He used his position to bring the question before the House of Commons. The matter roused the interest of liberal groups in England. Not satisfied with the answer given by the Government spokesman that there was no slavery in Hong Kong, the question continued to be raised in 1920 and 1921.\n\nParliamentary Questions and Answers\n\nIn November 1920, Sir Alfred Yeo and Mr. Myers raised the question in the House of Commons. In reply, Col. Amery, the Under Secretary of State for the Colonies stated,\n\nSlavery does not exist in Hong Kong. The Colony's law does not recognise the custom whereby girls are transferred on payment from parents and guardians to another household, usually for purposes of domestic service, as conferring any right or title on the employer against the girl. There was evidence that girls were frequently ill-treated, in which event, they would be protected by the law in the same way as children living with their parents.\n\nHe said he thought it best to aim at gradual reform in cooperation with enlightened Chinese. It was suggested that the Hong Kong Governor \"should persuade prominent Chinese to form a Society for the protection and improvement of the condition of these girl domestics\". This was considered a much better way to deal with the problem than introducing a system of compulsory registration. The Hong Kong Government had advised the Colonial Office that it regarded registration as impracticable.2\n\nIn January 1921 a question was again raised regarding \"this nefarious traffic in human beings\". The questioner was referred to the answer given in the previous discussion in November that \"there is no slavery in Hong Kong\". Another Member then asked, \"Is the honourable Government aware that answer given on November 4th was very unsatisfactory to those people who have information on this matter, and would he make inquiry into the allegation that slavery is carried on under British rule?”\n\nThe Under Secretary was adamant, \"I have made full inquiry.",

The Haselwoods and other interested people had enlisted the support of the Anti-Slavery and the Aborigine Protection Society, the Industrial Committee of the National Council of Women of Great Britain and Ireland, the Women's Committee of the Fabian Society, the International Woman Suffrage Alliance, the League of Nations Union, as well as Members of Parliament.\n\nIn Hong Kong a team of volunteer lecturers had spoken in churches, schools, the YMCA, the YWCA, and labour unions. One of the members had paid for the services of a professional lecturer to address passengers on boats travelling between Hong Kong and Canton.\n\nLiterature was produced both in English and Chinese. All the Parliamentary questions and answers were translated and sent to the Chinese press, along with original articles and correspondence with Members of Parliament, philanthropists and societies abroad. Locally, a literary competition had been held. The winning entry, a ballad, had been published and distributed both in Hong Kong and throughout China. The cost was underwritten by two wealthy contractors, Mr. Li Ping (probably a Roman Catholic) and Mr. Lam Woo (1869–1932) a founding member of St. Paul's Anglican Church and an Executive Committee member of the Society. A magazine of some 400 pages published by the Society contained articles treating the question in various literary forms.\n\nAt the time of the meeting 1,370 members had enrolled in the Society.\n\nOn instructions from the Colonial Office the Governor of Hong Kong issued a proclamation on April 14, 1922 stating:\n\nSlavery is not allowed to exist in the British Empire, and therefore it must be understood that mui tsai are not the property of their employers. Those of them who wish to leave their employers and who have reached the age of discretion must be allowed to apply to the Secretary for Chinese Affairs who will consider their cases.\n\nGirls are warned that they must not leave their present employment until they have some employment to go to for fear they should fall into the hands of procuresses.\n\nMasters and mistresses are specially warned against any attempt",

As Wu Tun-yüan [Puiqua] is the chief of the hong merchants, Your Majesty's consent is requested to have his third-rank button removed, for a couple of years at least any way, and see whether the hong merchants would still continue to connive in opium smuggling.\"\n\n4\n\nIn addition to Puiqua, sixteen opium dealers in Macau were jailed for their part in opium smuggling. One of them, a Yeh Huan-shu, confessed in detail about opium smuggling, including how officials were bribed. Juan Yuan also impounded cargoes and expelled ships that were found to be carrying opium, and burned the opium he had confiscated. “Although [these actions taken by Juan Yuan against the Chinese and foreign merchants] have not put an end to opium smuggling activities, they certainly have managed to stop opium at Lintin.\" Under such vigilance, the quantity of opium exported from India to China was held at a steady level until the next season. While demands increased, prices also rose. Statistics of consumption and value of Indian opium in China, including opium which had “passed the Company's sales in India and the Malwa opium which had come from the Portuguese port of Damaun”,** from the trading season of 1818-19 to 1827-28, show a sizeable increase in the quantity of opium imported into China after 1822-23, indicating that new methods of smuggling had been devised within two years of the strengthening of the anti-opium measures.\n\nAfter 1821 opium smuggling became confined to the islands at the mouth of the Pearl River, with the centre at Lintin Island. Macau and Whampoa were also free of opium boats. British sources cleared Juan Yuan from connivance in opium smuggling. C. Marjoribanks, Esquire, a director of the East India Company, testified before a Parliamentary committee investigating the opium trade that the \"higher officials at Canton were not involved in the smuggling activities\". Officials below the top level, however, were a part of the illegal trade. Official boats patrolling the waters off Canton reported regularly \"to the Canton authorities that they had swept the seas of all smuggling ships, yet, the ships remained there just the same\".\n47 As a result, the quantity of opium brought in during 1820-21 and 1821-22 remained steady, but prices jumped, indicating insufficient supply to meet demand, and there was a consistent increase in opium import from then on. The “value of Indian opium sold in Canton alone, without including other quantities deposited in the other parts of China”, increased from 2,951,000 Spanish dollars in 1817-18 to 11,243,496 dollars in 1827-28.",

He was an author and scholar of distinction. He had a solid reputation abroad as a pragmatic and honest official. His family was large and despite the loss of a young daughter under tragic circumstances in 1823, by his own assessment he was pleased with his Canton years. The grain storage was full. Fortifications and new examination facilities were constructed. Other public buildings and historical sites were restored, and, of course, the famous Hsueh-hai-t'ang Academy was a reality. The Anglo Chinese schools in Hong Kong were modelled on the Western pattern, in their curriculum, textbooks and teaching method. In addition, Chinese students here had frequent contact with British school-masters and fellow students of different nations and religions for starting from 1867, the Central School was opened to students of all nationalities and the enrolment included English, Portuguese, Americans, Japanese, Indians, Filipinos and others. The interflow of ideas and experience went on in their daily intercourse not only through formal lessons but also through simply being mixed in a class, in their recess and games. The interchange of ideas was further facilitated by the publication of a school magazine, which contained not only school news, but also interesting articles by staff or students.\n\nAs a youth and student, Dr. Sun Yat-sen spent his most formative and impressionable years in Hong Kong, and learnt much that could serve as a stimulus to his political awareness. It was never the intention of the Hong Kong Government to include any political content in the school curriculum. Care was taken, in fact, to avoid arousing any national sentiment among the Chinese students, and Chinese history was not taught in government schools. Yet, in a number of ways, some more subtle than others, the curriculum did stimulate political awakening and ideas of reform. In the Central School, topics like \"Patriotism\", \"The Follies of Foot-binding\" and \"The True End of Education\" were often set for English composition. Lessons on the history of England, such as the growth of parliamentary government or the Industrial Revolution, might directly or indirectly activate the minds of the students on the problems in China. What would a young man from China think of his local magistrate when he read about the municipal council in England, the rising influence of the merchant class, or the workers in the West, knowing how humble peasants fared in China? The impact of these lessons of course depended very much on the personality and mind of the individual. This explains why the Central School produced during these years officials of the Ch'ing court, reformists, as well as revolutionaries.10\n\nHong Kong from the mid-nineteenth century onward was an important centre for the publication of journals and newspapers containing news and articles from Hong Kong, China as well as the West. The more important early newspapers were the China Mail, the Hong Kong Daily Press and the Hong Kong Telegraph.11 These papers formed the important backbone of the China coast newspapers of the time.12",

HAAN \n\nThe assertion of selfgovernment \n\nIn some Western countries, especially Great Britain, the 19th century was the heyday of progress in parliamentary government. In Britain the 1832 Reform Act had substantially increased the number of voters, as well as redistributed them in favour of commerce and industry; the 1835 Municipal Corporations Act provided for the first time a uniform basis upon which local government was to be run, that is, through councils elected by ratepayers. By later acts (1865, 1884, 1918 and 1928) the parliamentary franchise was gradually widened, till the principle of taxation as a basis for voting rights disappeared. \n\nThe foreigners mainly British and Americans \n\n+ \n\n+ \n\n44 \n\n+ \n\n· \n\n- who came \n\nto Shanghai in the very early years were self-conscious of the fact that they ought to govern themselves, without in any way being subjected to a higher authority like their compatriots in Hong Kong. Although the 1845 Land Regulations provided for this self-government through article XII (about the building of roads and other public works: \"The Consul (i.e. the British consul — JH) will be requested by the various renters to urge the propriety of assembling together and publicly consulting about and contributing towards the necessary expenses incurred therein, .\") and through article XX (about taxation: \"the several contributors will request the Consul to appoint three upright merchants to deliberate upon and determine the amounts to be subscribed by them .\"), it was nevertheless thought advisable by some residents to express very clearly that local government rested upon a consensus of the foreign merchants themselves. The motive for these strong words was the fear of interference from Hong Kong with regard to the right to vote. At a Public Meeting of May 29, 1852, a resolution was moved which in its original form read: \"That this meeting consider the legal opinion of the Attorney General of Hong Kong respecting the qualifications of voters at this Meeting unnecessary, as the action of the body of landrenters is not governed by Law but by mutual agreement\", but after some discussion it was passed in the following form: \"That this meeting consider the action of the body of Landrenters with reference to Roads and Jetties is only governed by mutual agreement\",13",

In other words: there were no political parties which might have mustered support for one cause or another and through which persons not eligible to vote might have been represented at a Public Meeting.\n\nMoreover Public Meetings were in principle held only once a year to discuss matters of a financial and municipal nature. Only if there were other important affairs for which approval of the ratepayers was necessary, would more meetings be convened.\n\nAnd there lay the second defect, and a very glaring one when compared to parliamentary systems in Europe or America.\n\nApart from the annual meeting, the Municipal Council was irresponsible in the sense that it did not regularly have to answer questions about its policy.\n\nLikewise information about the sessions and policy making of the Municipal Council was considered too scarce and meaningless. Until 1860 no minutes were published if ever they were taken, which is not certain. It was only after the Herald, in its issue of October 13, 1860, had accused the Municipal Council of negligence with regard to a big fire on Nanking Road, that the newly appointed municipal secretary, Edwin Pickwoad, offered to release the council minutes for publication.\n\nFor a time the minutes, as well as committee reports and annual reports were published in the North China Herald, until in 1908 the Municipal Council decided to issue its own bulletin, the Shanghai Municipal Gazette, first in English only, but afterwards also in Chinese.\n\nBut the value of these minutes as a true insight into the decision-making process of the Municipal Council was doubted from a very early stage, when the North China Herald wrote on October 29, 1864, with regard to plans for improvement of the Bund: \"The very brief allusions which are contained in the minutes of the Municipal Council meetings to the subjects which have been discussed, are not always intelligible to general readers. In many instances the object of publishing minutes, which we presume is to afford information regarding the current Municipal affairs, is completely defeated by this brevity\".",

Members of the Municipal Council are bound not to disclose matters discussed in meetings and no reporter of a local newspaper has ever attended a meeting of the Council. The Council does issue a so-called Municipal Gazette, probably the dullest official journal in the world, which contains brief reports usually starting out \"Notice is hereby given\" or \"I have the honour to convey\n\netc.\"\n100\n\nNow it is, of course, true that in Western countries with a parliamentary government, meetings of the cabinet or other governing bodies were (and are) not open to the public. But there the rulers were responsible to representatives of the people, be it in parliament or its local equivalent. Nothing of the kind happened in Shanghai, which apart from the other structural and institutional regulations which halted democracy as understood elsewhere, made the whole administrative system come to be looked upon as oligarchic.\n\nSummary\n\nSummarizing this article we might say that the Settlement government rested on a base which became increasingly outmoded in Western countries where democracy allowed ever more people to participate in politics. Franchise according to tax paid was gradually abolished in the West, but in the International Settlement at Shanghai it remained till the last day of its existence. In the beginning, consent of all residents was claimed to be the foundation of municipal government, but as time progressed the administration degenerated into an oligarchy with or without the negative implications which the term suggests. Political interest was low and nobody really tried to change the system. Though Justice Feetham published a massive report about the situation in the Settlement and offered valuable advice in 1931, nothing was done.         "content_text": "149\n\nthe repeal ordinance of 1894.23 Fear of being forced to close down business could be used to compel brothel keepers to register their inmates and submit them for medical examination, just as had been done in the past, without the need to rely on any other legal enactment or penalty. Since there is no documentation available it is impossible to trace the development of the new system of tolerated houses, but by 1923 a highly complex system of regulation had been elaborated. The system was so well established that when the Colonial Office asked for information in that year in order to reply to a parliamentary question a full account was sent to London.24 The Hong Kong government was quite open in describing its system of regulating prostitution and was obviously unconcerned or ignorant of the fact that the Secretary of State had ordered an almost identical system of control to be abolished thirty years earlier.\n\nThe administration described the arrangements as based on the recognition both of the impossibility of stopping prostitution but also of the need for a broad supervision to prevent abuse.25 The Secretary for Chinese Affairs (the official who had formerly been entitled the Registrar-General) kept a full list of tolerated houses, their mistresses and their inmates. Brothels were classified into those catering for Europeans (with subclasses of those with European, Japanese or Chinese prostitutes), brothels for Indians, and brothels for Chinese (subdivided into first class, second class and third class houses). The Secretariat fixed charges which the mistresses might levy on their girls for board and lodging. All those wishing to practise the profession had to attend before the Secretary for Chinese Affairs, bringing three photographs with them, and were closely questioned to ensure that they were entering the profession of their own free will. When the authority was satisfied on this point, and that the girl was over nineteen, she was given a card with her number, name and address, and photograph attached. One photograph was retained by the Secretariat and the other by the brothel mistress who pasted it in a record book kept in the brothel. The girl was also given a card informing her that she was free to leave the profession at any time and could appeal to the authorities for protection in the case of any ill treatment. If any client complained to the Secretariat that he had been infected with venereal disease by a licensed prostitute the girl would be instructed...",

        "content_text": "151\n\nHong Kong authorities saw no need to take active steps to improve the situation.\n\nParliamentary pressure over social hygiene in Hong Kong largely lapsed after 1894 once the legal framework for the licensing of prostitutes and the registration of brothels had been repealed by the Legislative Council and thereafter Hong Kong was left free to set up its new extra-legal system of control without further interference from London. But after the end of the First World War agitation on the subject revived. The League of Nations appointed an Advisory Committee on the Traffic in Women and Children which published reports highlighting the connections between state regulation of prostitution and the procurement of women. The first warning to Hong Kong of the revival of concern in Britain was the arrival in the colony in 1921 of a Commission from the National Council for Combating Venereal Disease which had been sent out to report on conditions in the Far Eastern Colonies. The Governor, Sir Edward Stubbs, had objected to any such visit and forbade government officials to give the commissioners any assistance; he also informed them when they arrived that they were not to hold any public meetings or advertise their presence in the press. In spite of this studied discourtesy the commissioners, Mrs. Neville-Rolfe and Dr. Hallam, set out upon a thorough exploration of the seedier areas of the city and various medical institutions, and were able to make contact with some business and religious groups and with some of the leading Chinese. On their return to London they submitted a scathing report to the Colonial Office on medical and social conditions. According to the commissioners, no serious attempt had been made by the government to improve the standard of health of the native population in 85 years of British rule; the infant mortality figures were disgraceful; the Tung Wah hospital was very dirty and badly equipped; the Po Leung Kuk, a place of refuge for Chinese girls, was largely used as a recruiting ground for cheap supplementary wives by members of the committee. The Colonial Office was given its first description of the working of the system of tolerated brothels, which Mrs. Neville-Rolfe dismissed as ineffective in preventing the kidnapping of girls into brothel slavery; on the contrary it was alleged that the artificial value put on the Chinese girl by the system of recognised brothels is the main inducement to the kidnappers.",

MINERS\n\n28\n\nThis report was sent to Hong Kong for comment; a committee was appointed by the Governor which naturally refuted the more extreme of Mrs. Neville-Rolfe's strictures, and disagreed with her recommendations. Correspondence between the Governor and the Colonial Office on the matter continued for several years. Stubbs strongly supported the established system of regulation and the only suggestion that he was prepared to implement was the provision of free outpatient treatment for venereal diseases at the government hospital. Meanwhile in London the National Council for Combating Venereal Disease and other women's organizations continued to badger the Colonial Office to put pressure on Hong Kong, and the report by Mrs. Neville-Rolfe and Dr. Hallam provided a fine source of material for questions in the House of Commons, particularly from a small group of newly elected women M.P.s, led by Viscountess Astor.\n\nThe main focus of parliamentary attention, however, was not on Hong Kong but Singapore. The government of the Straits Settlements had repealed its contagious diseases legislation in 1894 at the same time as Hong Kong and had set up a similar extra-legal system of tolerated houses. As in Hong Kong, newly arrived prostitutes were interviewed by the staff of the Chinese Protectorate, lists of known brothels and their inmates were maintained and brothel mistresses arranged for their girls to be inspected by private doctors under the implicit threat of the closure of their premises. But this system of control had become less effective and comprehensive by the 1920s. All European prostitutes had been deported in 1916 as a wartime measure, and the Japanese brothels had been closed and their inmates repatriated to Japan at the instance of the Japanese consul-general in 1919. Their clientele then turned to the growing number of sly brothels staffed by Chinese and Malay women who were not subject to any form of control and who were, it was alleged, normally infected with disease. This led to a rapid increase in venereal disease among both the European and Chinese population. Exact figures were not available but various doctors estimated the incidence at between 50 and 75 per cent among the local Chinese and possibly at as high a ratio among the Europeans. However, as soon as the minority Labour government of 1929 came into office, various pressure groups, such as the Association for Moral and Social Hygiene and the National Council of Women of Great Britain, set to work, writing to the Prime Minister and the new Secretary of State for the Colonies, Lord Passfield (formerly the Fabian Society reformer Sidney Webb), demanding that Hong Kong should follow Singapore's example and suppress all its brothels. There were also more parliamentary questions from Lady Astor and other sympathetic M.P.s.32 In 1930, there was a change of Governor in Hong Kong: Sir Cecil Clementi left to govern the Straits Settlements, and Sir William Peel from the Federated Malay States was promoted to Hong Kong. Clementi had never shown himself very receptive to policy suggestions from London, and his transfer gave the Colonial Office an opportunity to initiate a change of policy. Before taking up his appointment, Peel saw Lord Passfield in London and was informed that it was the policy of the Labour government that all brothels should be suppressed, but that he should first look into the question and submit a report to London.\n\nPeel sent his views to the Colonial Office in August 1930, three months after his arrival.34 He stressed that the abolition of licensed prostitution and tolerated houses was opposed by the military and naval authorities, senior government officials, and the leading members of the Chinese community who sat on the District Watch Committee. Abolition would probably lead to an increase in the number of sly brothels and streetwalkers, and a greater incidence of venereal disease. It would also make it impossible to deal effectively with the international traffic in women: in Singapore, some measure of control could be exercised at the point of entry where immigrants arrived in a few large vessels, but this was out of the question in Hong Kong, where thousands arrived daily in river steamers, junks, and by land; so the licensing and interrogation of intending prostitutes at the Secretariat for Chinese Affairs was the only way of checking that they were entering the profession of their own free will. The Governor finally suggested that if the Secretary of State was determined upon the suppression of brothels, a start could be made by refusing to register any new prostitutes; but he would prefer to await full details of the results",

MINERS\n\nMeanwhile, at the Colonial Office, Dr. Drummond Shiels, the Parliamentary Under-Secretary to Lord Passfield, had decided that action must be taken by the Hong Kong authorities before the League of Nations commission reported. Having consulted the Colonial Office Medical Adviser, and being assured that the balance of evidence was that the existence of tolerated houses did not keep down the incidence of venereal disease, and that this had been confirmed in the case of Malaya, he proposed that Hong Kong should follow the example of the Straits Settlements and close down all its brothels, beginning with those served by European prostitutes, and the brothels with Chinese prostitutes used by British servicemen. Passfield approved this suggestion and a dispatch on these lines was in course of preparation when the Labour government fell from power in August 1931. The arrival of the Chief Justice's memorandum scarcely modified the draft: the possibility of strong local opposition to the closure of Chinese brothels catering for Chinese clients was noted by officials, but it was pointed out that similar warnings of Chinese resentment had not materialized when the mui tsai system had been abolished. The Governor was advised to proceed cautiously and to attempt ‘to elicit the support of more enlightened Chinese opinion', but it was emphasized that it was the aim of the British government to bring about the suppression of all brothels in Hong Kong. This draft was presented by officials to the newly appointed minister of the National government, Sir Robert Hamilton, who authorized its dispatch.\n\n38\n\nThis directive reached Hong Kong in November 1931. The Governor had been hoping that his pleas for an indefinite delay would be successful and he had just told the Legislative Council that any action would be deferred until after the League of Nations commission had reported.\" But this was not to be, and the Executive Council reluctantly agreed that further registration of new prostitutes should not be allowed and that six months' notice should be given to Chinese and Japanese brothels catering for Europeans. The completion of this stage was notified to London in July 1932. The closure of Chinese brothels catering for Chinese was undertaken much more slowly, and the last of the remaining houses was not closed down until June 1935.         "content_text": "286\n\nCHOI CHI CHEUNG\n\nThe Cheung lineage was not prosperous until the Tao Kuang (*) period. Ancestor Yao-chih (2) of the 2nd sub-lineage became a successful merchant, and through his generous donation, an Ancestral Hall for the whole lineage was built. The Ancestral Hall of the Ya-kang segment was built in the middle of the Chia Ching period by the effort of ancestor I-pi ( ), brother of Ah-lum's grandfather (see clan record, Tz'u yu pu (3) section, Tz'u T'ang Chi (2) sub-section pp. 1-4). Though the lineage had several National School students (B), no one succeeded in the official examinations until the end of the Ch'ing dynasty when they had three chüren (A). Two of them were Ah-lum's sons. Ah-lum's father was also a National School Student who earned his living by teaching in the villages nearby (see the biography of Ah-lum's father in the Clan record, Chi-ching pu (it) section, Hang Chuang ((HA) sub-section p. 5).\n\nThis man is not otherwise mentioned in the Clan record.\n\nAccording to Ah-lum's statement as given in court, \"he first came to the colony at only 18 years of age. He was first employed by Mr. Bigham, who went to California; after that by Mr. Franklyn; then by Murrow, Stephenson & Co.; then by Mr. De Silver, for whom he made biscuits, as well as did other business see: British Parliamentary Papers, China, no. 24: Hong Kong, P. 183.         "content_text": "240\n\nQueen had to be abandoned.\n\nInability to proceed with the agreed plan resulted in the two subsequent meetings. These were chaired by the Honourable Phineas Ryrie. Many of the difficulties which resulted can be attributed to the manner in which he conducted the meetings.\n\nIt is not a simple matter to keep a meeting in order and progress towards its goals when the atmosphere is charged with tension created by strongly held opinions and personal ambitions. The meetings chaired by Mr. Ryrie were like this.\n\nA good chairman is not only fair and impartial but also firm and decisive. He gives room for free expression of opinion but does not permit the meeting to digress into irrelevant matters or get muddled in improper procedure. To do this he must adhere to accepted parliamentary rules.\n\nMr. Ryrie was a public spirited man who had long — perhaps too long — been prominent in public affairs. He was the senior unofficial member of the Legislative Council and therefore a natural choice for chairman. His handling of the meetings, however, suggests he may have been tottering into old age. He was a man of decided opinion and also irascible, a dangerous combination.\n\nAs senior partner of the firm of Turner and Company, he belonged to the small interlocking circle who sat on the boards of the leading companies and institutions in Hongkong. As such, he had presided over many meetings. These, however, were usually quite routine and required a minimum of parliamentary skill.\n\nIt was a different matter to chair a meeting in which there were strong differences of opinion accompanied by a feeling of frustration over the mess in which the community was increasingly getting itself involved.\n\nThe main business of the meeting was to decide on another memorial now that the idea of a park in the Wongneichong Valley was no longer feasible. Before the meeting people who wished to have a scheme considered were asked to submit them in writing.",

        "content_text": "58\n\nGovernment, but the Government had not at present a plan to create a post of Factory Inspector.\n\nThe Problem publicised in Britain\n\nMiss Pitts and Mr. Bowley both left Hong Kong for leaves in England in June 1919. During their stay they might have pushed the matter of child labour in Hong Kong, for in May 1920 there was published an article in the Child Guardian setting forth the situation of children in Hong Kong. This magazine was the organ of the National Society for the Prevention of Cruelty to Children. The recommendations proposed by Mr. Bowley at the meeting of the Church of England Men's Society already referred to were published on the first page of an issue of the magazine. These were accompanied by the comment, “Judging from the necessity of bringing such proposals forward, it may be imagined this British Colony is a long way behind in its treatment of children”. It was noted, however, that a great many influential people in Britain were worrying the Colonial Office on the subject. The editor surmised, \"the Governor must be having quite a busy time answering the inquiries of the Colonial Office in regard to these questions“.\n\nIn November 1920 a Director of the British National Society for the Prevention of Cruelty to Children asked the Secretary for the Colonies for an interview with Mr. Claude Severn, the Hong Kong Colonial Secretary who was on leave in England, to discuss with him the matter of the welfare of children in Hong Kong.\n\nParliamentary question\n\nDecember 1920\n\nMr. A. Davies in December 1920 asked in a Parliamentary Question if there was any legislation in Hong Kong controlling the type of work done by children, the hours they worked, or their employment in work injurious to their health. The Government spokesman replied that there was none, but the Governor was being asked for a report on the subject of child labour.\n\nAnother question was raised at a session soon after. Mr. Cope asked if the Secretary of State for the Colonies was aware that the resolution of the Sanitary Board passed in May 1919 regarding child labour had",

        "content_text": "188\n\nLet everyone bear in mind that nothing is to be rejected - a pamphlet, a newspaper, nay a handbill, which to the ordinary reader is no more than a valueless scrap of paper, may become, in the hands of the searcher, the means of an important discovery.\"\n\nUntil his departure from China in 1876, Cordier worked hard to build up the society's collection. He arranged exchanges of publications with other societies around the world and he regularly canvassed local foreign residents and members for donations. He was able to get, at no cost to the society, the British Parliamentary papers concerning China, Customs Service reports and other governmental publications, and a full run of the Shanghai Evening Courier. But in spite of his obvious successes, his last annual report revealed some frustration:\n\nDuring the last five years, the Society has endeavoured to enlist public sympathy and patronage to a greater extent, pointing out the wants of the Library in its annual reports; but the various appeals made have not fully realized the looked-for result. Unremitting attention and care have been bestowed upon the Library of the Asiatic Society; but the time thus spent, if not responded to on the part of the community, by a show of interest in its only literary and scientific institution, is uphill work, and naturally becomes disheartening.\n\nThat the Library meets a real want is proved by the great increase in the number of works consulted or lent out, as shown by the register kept for the purpose.\"\n\nHowever, when looking back thirty years later, Cordier spoke of \"the pleasant feelings I have in my heart in speaking of these days of yore\", and he acknowledged that his work with the society's library laid the groundwork for his career as a sinologist.2\n\nCordier was replaced by a German named Joseph Haas, who seemed to have been more concerned with keeping books than acquiring them.         "content_text": "Africa and South-east Asia to be suspicious of the pretensions of local leaders whose personal interests were not always easily identifiable with those of the common man—or, in their new surroundings, the worker in the plastics factory and his family. They had been conditioned by British policy and practice elsewhere to accept a goal of parliamentary democracy and self-determination as the norm; and while admitting that Hong Kong was, in the other cant phrase, “unique,” they saw no reason for it to be utterly different in ethos.\n\nSomeone who appreciated the subtle differences within colonies and between their officials was the last Colonial Service Governor, Sir David Clive Crosbie Trench GCMG MC. Trench had started his service in the Western Pacific, where as a District Officer in the Solomon Islands he had been a wartime \"coastwatcher\" in the mountains, reporting on Japanese activity, and had earned a military decoration during the Allies' reoccupation. He was one of the few Administrative Officers to benefit from the old Colonial Office's unspoken \"seven year rule.\" Under this, those who had spent that length of time in the supposedly enervating climate and mores of the Pacific should be sent to more politically and mentally bracing parts of the empire, the better to come back refreshed when more senior (determined Resident Commissioners in the Western Pacific, who thought seven years only just enough to train their juniors in the proper ways, usually managed to circumvent this best-laid plan.) Trench came to Hong Kong after the war, where he acquired a strong and popular reputation, notably in the Labour Department, as reorganiser of the Fire Brigade and as Deputy Colonial Secretary (DCS). It was no surprise when he went back to the Western Pacific as High Commissioner; there he presided over the creation for the egalitarian Melanesian society in the Solomon Islands of a novel democratic form of government based, via a constitution already adapted for Ceylon, on the pre-war London County Council, with committees instead of ministers (some of whose chairmen, however, inevitably assumed ministerial pretensions.) After three years, he returned to Hong Kong as Governor in 1964.\n\nBefore he had left, Trench had naturally always shown greater sympathy with and understanding of the \"interlopers,\" as the aforesaid subset was vulgarly known, than did some of his senior colleagues.
