        "content_text": "RAJA JAMES BROOKE AND SARAWAK\n\n39\n\nthe \"local authorities\" rather than from the sovereign prince of Sarawak, as was usual. Thus the anomalous status of Sarawak in the view of some officials remained, and this technicality provided an opportunity for a subsequent permanent undersecretary in the Foreign Office to declare that Brooke had not been recognized as a reigning prince. Julian Pauncefote opined in 1877,19\n\nRaja Brooke has not forfeited his claims of British nationality by accepting the position of ruler of Sarawak and as a matter of constitutional law it is competent to Her Majesty to recognize him as a sovereign prince but no such recognition has yet taken place.\n\nJames Brooke died in 1868, happy at having received his country's recognition, and confident that it was merely a step toward the desired British protectorate. In this he was prophetic. Although a formal protectorate was not granted until 1888, Britain made it quite clear by a pronouncement late in 1868 that her paramount interests on the northwest coast of Borneo constituted it a British sphere.20\n\nRaja James Brooke was presented at court on two occasions, in 1847, and again in 1857. His nephew and successor, Charles Brooke, visited England in 1869 and asked to be received officially. He was told that he might write on his card and be presented as \"Mr. Brooke, Raja of Sarawak\". The second white raja was incensed and refused to appear until finally, in 1874, he was presented as \"His Highness, the Raja of Sarawak”, and granted a place just below the Indian maharajas in the order of precedence at Court.\n\nUntil 1888, Britain's empire building in Borneo was done largely by proxy, by Englishmen indeed, but by the agency of political structures and vehicles outside the direct control of Whitehall. That was the role of the Brooke raj, and later of the chartered company that ruled North Borneo, so far as they were a part of the British empire. There is a blunt letter from Lockhart to Sun Yat-sen, who had protested against his banishment from Hong Kong in 1896, given in Harold Z. Schiffrin, Sun Yat-sen and the Origins of the Chinese Revolution. Berkeley, California, p. 145: 'I am directed to inform you that this Government has no intention of allowing the British Colony of Hong Kong to be used as an Asylum for persons engaged in plots and dangerous conspiracies against a friendly neighbouring Empire, and that, in view of the part taken by you in such transactions, which you euphemistically term in your letter \"emancipating your miserable countrymen from the Tartar yoke\", you will be arrested if you land in this Colony under an order of Banishment issued against you in 1896.' One feels that although this was an official letter it expresses precisely what Lockhart felt. \n\n70 Cadet officers (administrative officers) are still expected to learn Cantonese but the present standard is that reached after an eleven-week course at the Government language school; before the war cadet officers usually went to Canton for a two-year full-time course. \n\n71 Since writing note 46 above, I have found another reference to Lockhart's scholarship. James Dyer Ball writes in the second edition of his Cantonese Made Easy (Hong Kong, Kelly and Walsh, 1887): 'Great care has also been exercised in a careful revision of the lessons, and here the author must acknowledge the great assistance rendered to him by the Hon.         "content_text": "SWATOW (CH’AOCHOW) HORIZONTAL STICK PUPPETS\n\nHELGA WERLE*\n\n# Introduction\n\nThe so-called Swatow puppets are in fact wrongly named. This is due to a confusion which requires some explanation. In Western languages the adjective Swatow is used to attribute a dialect, culture or people etc., when the Chinese themselves speak of Ch’aochow. This is because the British gained access to the Ch’aochow area by the opening of the port of Shantou (Swatow) by the Treaty of Tientsin in 1858. Chinese know that the city of Ch’aochow heads one of the 8 prefectures of the province of Kwangtung and is situated on the Han River about 40 miles from the sea and as far from the border with Fukien. Swatow itself, a port with about 85,000 inhabitants in 1925, is in the delta of the Han River, five miles from the open sea.\n\nIn this article the term “Swatow” has been replaced by the use of the proper Chinese description of Ch’aochow.\n\nCh’aochow developed very early into a culturally independent area. Its seaboard position and flourishing port gave it the necessary economic basis and exposed it to various cultural influences. Culturally and linguistically, it is more like a prefecture of Fukien than of Kwangtung. Its dialect is distinctly different from Cantonese, so are its customs and its music, which all deserve to be studied in detail for the value of its rich ancient tradition. Among its cultural assets, the Ch’aochow puppet-theatre is truly amazing, with unique features found nowhere else in the world.†\n\nThe author has studied in the Sinology departments of the Universities of Munich, Hamburg, and Cologne. She has been a resident of Hong Kong since 1966 and has followed up her studies with field work in Taiwan, Indonesia, Cambodia, Thailand and the Philippines. She is particularly interested in folk art and theatre and is at present on the staff of the Hong Kong Arts Centre Ltd. Between 1866 and 1868 the French under Doudart de Lagrée and Francis Garnier made their famous expedition from Saigon by the Mekong River through Cambodia, Thailand, and Laos to Talifu and Kunming in Yunnan. The Panthay Rebellion was then at its height, and the Chinese authorities refused them permission to proceed further up the Mekong. Garnier, who had succeeded to the leadership after Lagrée's death, had to abandon his plan to explore the sources of the Mekong, and turned east across Yunnan to the Upper Yangtze at Iping. Here boats were obtained to take them on the four weeks journey to Hankow. Garnier saw enough of the Mekong to realise that it could never rival the Irawaddy, let alone the Yangtze, as a trade route to West China, and French interest shifted to the Red River route from Haiphong through Tongking. During an enforced delay on the Siamese border, Garnier made the first thorough survey of the ruins of Angkor, and his expedition is important in that it encouraged French ambitions for an Indo-Chinese Empire.\n\nThere was no clear policy on the part of the various British parties concerned with developing trade with West China, nor over the best way to reach this region of supposed inexhaustible wealth. Lack of accurate information is also a constant theme in the history of British relations with West China. However, penetration and exploitation from the West, that is from India and Burma, attracted greater public and official support in Britain than that from the Yangtze by the China traders, though by 1874, a combination of circumstances led to a co-operative effort being made from both East and West, the aforementioned Dual Mission of 1874-75, which I shall now describe.\n\nThe Panthay Rebellion finally came to an end in May 1873 when the Imperial troops captured Momein, this completing the reconquest of Yunnan after eighteen years of civil war. During the ensuing period of rehabilitation the provincial authorities tried to revive the Burma-Yunnan overland route, and caravans reappeared after nearly twenty years' absence, undeterred by disbanded soldiers and lawless hillmen. By May 1874 the British Political Agent at Bhamo reported that more caravans were passing between Burma and Yunnan than for many years, and that British and Chinese merchants were sending such large consignments of goods",

(At the time of the British assumption of power there were roughly 100,000 people in the New Territories; it was then established that there were over three hundred schoolmasters in the area.) Most of the pupils in the country schoolrooms attended for only two or three years, but some of them managed to stay long enough to lay the foundation which, built upon in town academies, formed the basis for the classical education demanded of graduates.\n\n14. There can be no doubt, from our general knowledge of Kwangtung during this period, that the scholar-gentry (shan sz: 'shen-shih') created by the examination system and its attendant institutions formed in San On a category of 'natural leaders' for the countryside. The scholar-gentry were not the formal headmen of recognised administrative units; far from it; their status in society was too high to allow them to occupy so humble a position. They could not be subjected to routine control by the county magistrate (although he had a certain responsibility for keeping young scholars in order), and the authority they enjoyed within their local communities rested precisely on their ability to speak with a privileged voice to the magistrate and those standing above him in the official hierarchy. They were not necessarily large landowners, but in the nature of the case they were not peasants (nor, except rarely, the sons of peasants), their economic strength being based in general on income drawn from rents, interest on loans, and sometimes (despite the apparent contradiction between gentry status and officially despised commercial activity) business. Culturally they were the elite of their society. Socially they made themselves responsible for initiating and maintaining public works which in the eyes of the bureaucracy were a matter for local enterprise; so that it is possible (although I have seen no evidence to support my guess) that their disappearance in the twentieth century brought with it a decline in the care of bridges, paths, public buildings, and so on, in so far as the responsibility for these works was not taken over by the new government.\n\n15. The scholar-gentry would have vanished from the New Territories scene—or, more correctly, faded to the sad remnant now sought out by research workers and otherwise largely ignored—even if British rule had not been extended from Hong Kong.         "content_text": "THE U.S. AND THE QUESTION OF HONG KONG 1941-45\n\n13\n\nTaking advantage of the changed American sentiments regarding China and the allied victory in Europe, Britain began an active propaganda programme to influence American public opinion concerning Britain's imperial and colonial attitudes and policies and the British Empire's contribution to the allied war effort. The British Information Services, an agency of the British government in New York, published numerous booklets for the purpose.$7\n\nHong Kong naturally figured prominently in these publications. In the booklet entitled \"Britain and Japan\", for instance, it is thus stated: \"When the Island of Hong Kong was ceded to Britain one hundred years ago, it was almost uninhabited. Since then Britain has built on that island the beautiful city of Victoria. By 1941 Hong Kong had a population of 1,650,000, mostly Chinese; it was a trading center and a port for commercial shipping which had enriched the communities all around it. Students from China came to the University of Hong Kong to get degrees in Medicine, Engineering, Science and Arts, which were recognized in Britain as fully reaching British standards. During the long troubles of China, the island of Hong Kong, and the city of Victoria, became a refuge for hundreds of thousands of distressed Chinese.\" The message was clear: if the British colony of Hong Kong had been beneficial to Britain, it also had been as much so, if not more, to China.\n\nMeanwhile, events were leading to the last stages of the Pacific War. In September 1944 the Americans and the British reached a clear understanding which laid down the general principle that in the British Far Eastern territories which were in the American command, the policies to be followed on the liberation of those territories should be laid down by the British government and accepted by the American force commander.58 Late in February 1945 the State-War-Navy Coordinating Committee, instituted in December the previous year for the purpose of coordinating the Department of State and the War and Navy Departments, directed that its Subcommittee for the Far East maintain, as a general guide for its activities, a master list of Pacific-Far Eastern problems, arranged in appropriate order of priority. I believe in no part of this world can a body of gentlemen be found showing so large an amount of consideration and kindness towards each other, and towards the weak, the poor, the sick, and the bereaved, as has been manifested for half a century past by the wealthy, and often times by the unfortunate, merchants in China.”\n\nThen he exposed the sensitive point in the foreign residents' attitude towards the Chinese. \"We are surrounded by a native population of 100 to one, and it is only by a preservation of that superstitious veneration for the prestige of the British character by which we are enabled to keep the masses of China in check. The progress of education among them is greatly calculated to break down that prejudice and reverential fear with which they regard all things foreign. They are becoming more and more familiar with us, and as a consequence in some degree there is a growth of that contempt which is proverbial. But our danger is not from the natives by whom we are surrounded, but from the masses of the Kwangtung province, which has been truly described by Keswick to be the most violent and the most demoralised of the whole Chinese empire.\"\n\nSharp finally concluded with the assurance that, “This is not a mutinous meeting, it is an orderly, quiet, constitutional meeting.”\n\nT. I. Bowler, one of Hongkong's characters, saw a plot behind the conduct of the Chinese at the meeting, saying: “As it is evident that attempts have been made to cause dissension, I move, that this meeting views with annoyance and displeasure the efforts which have been made to bring about dissension between the Chinese and Europeans.\" The chairman declared the motion out of order.\n\nThe Chinese reaction to the entire proceedings, as voiced by Ng Choy, was one of regret. He wrote to the newspaper: \"Many public meetings have been held since the Colony was established, but I think this was the first public meeting that my fellow countrymen ever attempted to take part in. They were proud of the widespread dominion of their native country.\n\nMr. Chater began thus: \"Sir, the question I am about to ask, though neither of state importance, nor materially affecting the interests of the Colony, touches upon a subject which at the moment is appealing to the loyal feelings of millions of Her Majesty's subjects all over the world.\n\n\"This year Her Most Gracious Majesty celebrates the 50th anniversary of her accession to the throne of that great empire, the Government of which she has so ably administered; and throughout her vast dominions rejoicings are to be the order of the day.\n\n\"And her subjects, of whatever race they may be, are anxious to celebrate the occasion in a manner befitting its exceptional and gratifying nature.”\n\nHongkong, said Mr. Chater, was eager to participate in the general rejoicings.\n\n\"This Colony does not wish to be behind in anything, more especially in a matter of this sort.\"",

Under her conception of “incident” Japan had methods of applying pressure to foreign shipping companies, a pressure which in the existing atmosphere of appeasement it was difficult to resist.\n\nFollowing on the occupation of Canton, the Japanese mopped back towards Hongkong, but they left only a small garrison to watch the border. A heavy smuggled trade sprang up, not only over the border, but also by junk through the countless small inlets and bays of the neighbourhood. The Japanese exerted themselves to coerce the Colonial Government to suppress the trade. Their efforts met with failure: until Hongkong was itself submerged in a wider conflict, the Chinese war effort continued to benefit.\n\nHongkong is one of the world's great ports, the offspring of British administrative practice and Chinese commercial fecundity. Every year twenty-two million tons of shipping were entered and cleared. In the harbour the flags of many nations could be seen, from those of the great Western Powers to that of the little republic of Panama. The flags of the Scandinavian nations, of Norway and Denmark, were particularly in evidence, so far from home, witness to the freedom of the seas for which Britain stood sponsor. The volume of trade which passed through Hongkong was naturally restricted by the Japanese occupation of Canton. Cargo vessels called less frequently, but the great liners on fixed passenger schedules continued to go alongside the Kowloon wharves, often two or three at a time, ships of the American President line, the Canadian Pacific line, the Peninsular and Oriental, the Nord Deutscher Lloyd, the Nippon Yoshen Kaisha, the Dutch J.C.L., the Lloyd Trestino, the Blue Funnel, the City, the Messageries Maritimes and many other lines.\n\nI was due for home leave and sailed in the new P.& O. liner, the R.M.S. \"Canton\", on her maiden trip, in December 1938. The passengers lined the rails as we steamed towards the Lyeemoon passage. Did they realise what a remarkable monument to Sino-British co-operation was that lovely green hill side at which they gazed? Not long after the Company placed what was reported to be the largest ever single order with British industry, in 1980, six members of the board were made Commanders of the British Empire. There have also been two Knighthoods in the Kadoorie family.\n\nTransport\n\nMotor transport was mainly introduced into Hong Kong in the present century, and, by 1909, the Colony boasted five private cars. Steam power was, however, used at sea before it was employed on land, and by 1876 there were nine steam launches operating in the harbour, and the first regular cross-harbour ferry, employing steam launches, commenced in 1880. In 1898, the Star Ferry was incorporated and took over from Dorabjee Nowrojee the previous ferry owner.\n\nBritish firms were, nonetheless, involved with transport, and a proposal was made by Jardine's, in 1881, for a system of trams on Hong Kong Island. The same year another proposal was made for a tramway to Victoria Gap, and in 1885 the original promoters sold their rights to Phineas Ryrie and Alexander Findlay Smith (Findlay Path on the Peak is named after him) for $2,000. The latter, a merchant who arrived in Hong Kong in the 1860s and who had been an employee of Scotland's Highland Railway, was the driving force. In 1881, it was he who requested approval from Sir John Pope-Hennessy, for this innovative scheme.\n\nAccording to Mrs Maud Grant-Smith, the Governor told her late husband's uncle, Findlay Smith:\n\n\"My dear chap, you are simply throwing your money down the drain. Do you imagine anyone wants to go to the top of the Peak?\"\n\nBecause His Excellency would not help, Smith brought his own engineers from Scotland. As early as the 1840s Doctor William Morrison, the Colonial Surgeon (1847 to 1859), recommended spending the summer on the Peak. Then followed the New Territories Order in Council of 20th October 1898, by clause 1 of which those territories were declared to be\n\n\"part and parcel of the Colony of Hong Kong in like manner and for all intents and purposes as if they had originally formed part of the said Colony.\n\nBy Clause 3 of the same Order-in-Council it was ordered that, from a date to be fixed by the Proclamation of the Governor, all laws and Ordinances which should on that date be in force in the Colony should take effect also in the New Territories.         "content_text": "96\n\nThe Shing Mun Valley scheme was started in 1923 and initially a 2km-long 3m-diameter tunnel was driven to Shek Lai Pui. Subsequently, the largest pre-Pacific war reservoir was constructed, which was to double the Territory's total water storage capacity to 27,000 million litres; it was formed by the main Gorge Dam, which was the highest in the old British Empire at that time (1936), and the subsidiary 25m-high earth/rockfill/concrete core Pineapple Pass Dam. The remarkable Gorge Dam, 85m high with a bold and probably unique design, consists of a downstream shoulder of rockfill faced with pitching and an upstream face comprising a slender near-vertical reinforced concrete diaphragm wall supported by a massive concrete thrust block. Between the upper part of the thrust block and the downstream rockfill, there is a narrow wedge filled with sand for the purpose of taking up any settlement of the rockfill and to cater for possible earthquake movement. Any leakage through the upper part of the diaphragm can be observed from an inspection gallery behind it. Elaborate experiments were made to determine the correct design of the reservoir overflow bellmouth in order to reduce vortexing and to neutralise the destructive vacuum forces which could occur at the base of the bellmouth overflow shaft. For this investigative work, the young Geoffrey Binnie was awarded a Telford premium by the Institution of Civil Engineers. Subsequently, preliminary investigations for the Tai Lam Chung scheme were started shortly before the outbreak of the Pacific war, by which time the Territory's population had risen to about 1.6 million.\n\nAs a result of an acute water emergency on the Island, work started on a 300mm steel pipe cross-harbour main in 1929, the sixty-two 30m-long bolted sections taking less than 2 months to lay, and a further 450mm main was laid in 1935. Due to corrosion problems, it was necessary to replace these pipes in 1939 with two 530mm steel pipes, protected with a 12mm-thick cement lining on the inside and a 60mm coating of vibrated concrete on the outside, which were laid on reinforced concrete blocks bedded on rockfill with a protective rubble mound on the east side of the pipelines to prevent damage from dragging anchors.\n\nThese pre-Pacific war water schemes not only involved building dams but also needed construction, often in difficult site conditions, of a multiplicity of extensive catchwaters, tunnels, trunk mains, treatment plants, service reservoirs, pumping stations, and distribution mains in",

He suggested the Chinese carpenters build a small pagoda, about 15 feet high, near the entrance to the Hospital. They painted it in bright colours. Hughes, MD, D Ch O. and himself.\n\nIn 1920, Stuckey and his family returned to China, with periods of leave in Australia, leaving in 1938, after 33 years in China, returning via Korea to the UK and then, in 1939, returning to Australia.\n\nNoyelles-sur-Mer\n\nThe HQ of the CLC was at Noyelles-sur-Mer. Being interested in the CLC and also curious as to whether there were any remains of the CLC camp there, my wife and I decided to visit this small village close to the River Somme and about one and a half miles inland from the sea.\n\nWe were very fortunate that, on our first day of arrival, we contacted Mr. C.         "content_text": "3\n\nBefore 1932 a number of small factories had been established in the colonies. Cotton ginning factories, sugar cane crushing mills, fibre decorticating plants, tobacco grading and packing factories, saw mills and tin smelters had been constructed to reduce the bulk of primary products and make them more convenient for export. Other industries were started for the purpose of import substitution. In almost all the sugar producing colonies sugar refineries had been set up. Edible oil, lard and soap factories were established using local produce in Nigeria, Ceylon, Nyasaland, Trinidad, Jamaica, British Guiana, British Honduras and Fiji. Breweries had been established in the Gold Coast, Kenya, Cyprus, Malta, Jamaica and the Straits Settlements; match factories in British Guiana, Jamaica and Trinidad; a canned pineapple factory in Malaya. This is by no means an exhaustive list of industrial enterprises in the colonial empire in 1932. All these factories had been set up to serve the local market and had taken advantage of tariffs which had originally been imposed by colonial governments for revenue purposes. In some cases this level of protection was sufficient to make the factory viable. In other cases the company contemplating investment asked the governor for the tariff to be increased so as to exclude competitive imports or asked for a guarantee that no excise duty would be imposed or that any excise duty would be levied at a reduced rate.\n\nColonial governors showed no reluctance to grant these concessions in order to encourage the establishment of local industries in spite of the loss of customs revenue and the increased prices paid by the consumer for goods previously imported. Often governors neglected to seek specific permission from the Colonial Office to make such changes to the schedules of their customs ordinances. In a number of cases the Colonial Office heard of the new protective duties only when British manufacturers complained that they were being excluded from the colonial market. When an industrial project was referred to London governors used various arguments to support the protection of infant industries in their colonies: that the proposal was a legitimate development of local resources; that it would relieve unemployment; that a pledge of protection had already been given by government to the promoters; or that the proposals had the support of the unofficial members of the executive and legislative councils.\n\nNormally the Colonial Office did not refuse to sanction the grant of assistance to the new local enterprise. For example, in 1927 the legislative council of Jamaica passed an ordinance to increase the tariff on biscuits, soap, edible oils, cordage and matches and to remove the excise duty on soap, edible oils and matches in order to protect local industries. To counter this competition the British government in 1934 instructed the colonies to institute a system of quotas for 'piece goods containing 50 per cent or more of cotton or of artificial silk, or of cotton and artificial silk combined'. The annual quota allowed in any colony should be the average imports over the years 1927 to 1931.\" This covered the period before Japanese textiles began to flood into colonial markets. British textiles and empire textiles were excluded from quota, provided that they had 50 per cent imperial content. This measure aroused considerable opposition in many colonies since the poorest customers would be deprived of their only source of cheap clothing for the benefit of the British textile industry. The official majority was used to carry the bill through the colonial legislatures in the face of opposition from the unofficial members. In Ceylon, where elected unofficials had a majority in the legislative council, quotas were imposed by an Order in Council issued by the British government. In spite of its long history as a free port Singapore agreed to impose quotas on imports retained in the colony. Hong Kong refused because of possible damage to its entrepôt trade, much to the annoyance of the colonial secretary, Cunliffe-Lister.52\n\nIn 1936 the Colonial Office asked for reports from all colonies on the effects of the quotas imposed two years earlier. The replies from governors indicated that quotas had been generally successful in excluding Japanese and foreign textiles, but this had had very little effect in increasing the trade of Britain and Canada. As happened when discriminatory duties were imposed on rubber shoes the chief beneficiary was Hong Kong. Imports of shirts, singlets and hosiery from Hong Kong had made their appearance for the first time and were now the dominant supplier at the cheaper end of the market.\" The governor of Jamaica complained that imports of ready-made apparel were driving the local garment industry out of business and suggested specific duties or quotas on Hong Kong textiles on the same lines as the restrictions against Japan.\n\n34\n\nAfter the Ottawa conference other Hong Kong goods besides rubber footwear began to appear in the British market. The Import Duties Act 1932 had allowed free entry into Britain to imports provided that at least 25 per cent of their value was derived from materials grown or produced or from work done within a part of the empire. This provision enabled a number of small manufacturers in Hong Kong who had previously exported their products to China and Asian countries to turn their attention to the British market. Exports of wearing apparel to Britain increased from HK$2,000 in 1932 to HK$498,000 in 1933, and HK$1,169,000 in 1935. Exports of electric torches went up from none in 1932 to HK$30,000 in 1933, HK$128,000 in 1934, and HK$131,000 in 1935.\" The Board of Trade feared that foreign manufacturers such as Japan were shipping goods substantially",

        "content_text": "15\n\nmanufactured in foreign countries to factories situated in the empire for the completion of the manufacturing process in order to become eligible for imperial preference. So in 1933 new regulations were issued which required most manufactured goods to show 50 per cent empire content of materials and labour in order to qualify for preference. A circular despatch was sent to all colonies requiring them to do the same and a model ordinance to effect this was enclosed. The 15 torch factories in Hong Kong used foreign brass to make the torch casing since it was cheaper than brass exported from Britain. The British Customs and Excise Department ruled that since brass constituted at least 40 per cent of the value of the finished product, unless British brass was used, torches should be classed as foreign and so be ineligible for admission to Britain free of duty. In 1935 the British Customs imposed a specific duty of 14 pence per pound on flashlight torches. This roughly doubled the cost of Hong Kong torches making it difficult for them to compete in the British market. Protests were made, but the British Customs refused to trust the costings supplied by Hong Kong showing a 50 per cent empire content and suggested that the factories should use empire brass exclusively for certain months of the year; if this was satisfactorily authenticated by an accountant's certificate Customs were prepared to allow Hong Kong torches to enter free of duty. Such arrangements were too complicated and expensive for most of the Chinese workshops involved, so they decided to do without imperial preference. Exports to Britain constituted less than 6 per cent of their total production.\n\n58\n\nThese and other moves to limit Hong Kong's manufacturing exports provoked the governor to make a strong plea in unusually forthright terms to the Colonial Office for favourable treatment on the ground of Britain's imperial interests.\n\nWe are a tiny place and have no sufficient home market to support industrialization on any large scale. Between us and China there is a customs barrier and I do not see (with the rising tide of Chinese nationalism) any chance of their lowering the barrier for Hong Kong products. So if there is to be future for industrialization in Hong Kong its market must be a cheap and distant one, a protected market within our colonial empire. From an imperial point of view the question boils down to this. Is Hong Kong to be left just as a fortress port with a dwindling entrepot business or is it to be allowed to make up for what it loses on the entrepot swings by its takings on the industrial roundabout? Hong Kong has (except in the case of rubber) no near or cheap source of empire raw material, and so the empire content of its products will generally not greatly exceed the percentage which the cost of manufacture bears to the cost of material.         "content_text": "16\n\nsufficient to qualify for preference in colonial 'native' markets then it is a very bad outlook for us as I cannot see how the growing population of Victoria and Kowloon are going to find employment without industrial development,\n\nI therefore consider it as politically important as it is, from our point of view, economically advantageous to give the Hong Kong Chinese a commercial attachment to the empire. Our military and naval defences are designed against external aggression, but if relations with China ever became antagonistic there would be an enemy totalling over one million within the fortress gates, unless their bread is liberally spread with Empire butter.\n\nThe governor's plea for Hong Kong's manufacturing industry was warmly supported by all the Colonial Office officials who wrote minutes on this despatch. It was quickly passed up to the colonial secretary, W. Ormsby-Gore, who endorsed it as 'an admirable letter' and gave instructions for copies to be sent to the Foreign Office and the Board of Trade.\" Officials made frequent use of Caldecott's argument of imperial interests when attempting to repulse proposals from the Board of Trade and other departments to place further restrictions on Hong Kong's manufactures in the years that followed.\n\nBritish textile manufacturers continued to protest that they were suffering from unfair competition in the British and colonial markets and demanded that Hong Kong exports should be excluded by tariffs or quantitative restrictions. In order to fend off these pressures the Colonial Office suggested to the governor of Hong Kong that all cotton and artificial silk piece goods exported to Britain and the colonies should be accompanied by a certificate that they had been made from cloth which had been spun, woven and finished within the empire. This proposal posed difficulties for Hong Kong. There were no spinning mills in the colony and more than half the cotton yarn used in the production of piece goods and hosiery was imported from Japan and Shanghai. In order to continue to enjoy the benefits of imperial preference, the Hong Kong General Chamber of Commerce secured the manufacturers' agreement to switch their purchases of yarn from China and Japan to cotton mills in India which were within the empire. But the manufacturers of goods made from artificial silk protested strongly that the only alternative to yarn from Japan was British yarn which was double the price ($1.70 a pound compared to 85c). This would destroy their competitiveness with Japanese products in British Malaya, the African colonies and the West Indies and drive them to bankruptcy.         "content_text": "quota system which kept out their Japanese competitors they must pay the same price as British textile manufacturers and use British-made rayon yarn.\" So from June 1937 the 'spun, woven and finished within the empire' requirement was enforced for all cotton and artificial silk garments if they wished to qualify for preference as empire products.\"\n\nApart from boots and shoes, forches, cotton and artificial silk clothing and hosiery there were many other Hong Kong manufactured products exported to the colonial empire which were able to claim the benefits of the imperial preferential tariff. They included hats, umbrellas, leather bags and purses, suitcases, furniture, mats, lamps, rope, firecrackers, paper, books, cigarettes, perfumes, medicines, condiments, sauces, biscuits, preserved foods and refined sugar.\" Complaints of the abuse of this privilege continued. In June 1938 the Colonial Office issued instructions that Hong Kong goods should be admitted to preference only if the suppliers' declaration that the article had a 50 per cent empire content was supported by a detailed statement of costings certified by a chartered accountant and countersigned by an officer of the Hong Kong government.\" It cannot have been easy for a workshop in the back streets of Kowloon to afford the fees of a chartered accountant and get all the paperwork in order. Many justifiable claims to imperial preference must have gone by default. The Colonial Office was under pressure from the Board of Trade active on behalf of British manufacturers who found their trade threatened by Hong Kong's success. It sought to defend the principle that all parts of the empire should be treated equally. It could not stop the self-governing dominions from discriminating against Hong Kong, but it prevented the colonial territories from doing the same. The price it had to pay was the elaborate documentation required to prove that Hong Kong goods were genuinely made in the colony and were not products transhipped from China or Japan.\n\nIn 1937 manufacturing industry in Hong Kong received an unexpected stimulus from the Japanese invasion of China. Industrialists transferred production from Shanghai to Hong Kong when their factories were attacked by the Japanese. When Japan blockaded the Yangtse river and seized all the coastal ports in East China, Hong Kong became a vital entry point for military supplies. Factories were quickly established to provide clothing and equipment to the Nationalist forces. Factories were set up to produce steel helmets, gas masks, mess tins, webbing and military uniforms. Parts for lorries, trucks and even aircraft were imported and assembled in Hong Kong. The Commercial Press moved from Shanghai and began printing currency notes for the Chinese government. The number of factories employing more than 20 workers went up from 642 in 1936 to 864 in 1938, 925 in 1939 and 1,143 in 1940.         "content_text": "46\n\nown people, and as Denham's editor wrote, its officers expected to exercise the same 'absolute, unquestioned, and unlimited authority over the persons of those who traded to their shores', or came there on any other business: with implicit obedience 'not to what the laws had provided, but to what they [the Chinese officers] thought fit to order'.68 The ever watchful Gutzlaff had noted that 'the poor are generally the sufferers (in the judicial system), whilst the rich expiate their crimes by means of money'. 'The purest virtue is boasted of on paper, whilst cruelty and oppression mark every public act'.70\n\n69\n\nFundamental aspects of the China Trade\n\nA Mutual Ignorance\n\nWhilst those Westerners engaged in the old China Trade became accustomed to the very different world around them, and sent back all manner of items illustrative of certain aspects of its culture (albeit those perceived by Chinese to meet demand) the greater part of those engaged were \"on the outside looking in.\" Little real knowledge of the country could be acquired by the great majority of those coming to China, because of its government's firm determination to confine the foreign maritime trade to one outlet at Canton, and to hedge in its personnel with all manner of restrictions. In this aim, the authorities were at one with the Japanese Shogun, who confined the Dutch to the one small demi-island of Deshima at Nagasaki for over 250 years of limited trading.71\n\nThe restrictions were greatly lamented by some. Major George Henry Mason, author of one of the most valuable early works in English on China and the Chinese, who stayed in Macau and Canton in 1789-90, had complained of 'the very circumscribed limits which are marked out for foreigners at Canton.' It was, he wrote, 'to be exceedingly regretted, that either habitual caution, ungenerous suspicion, or experienced necessary circumspection, should influence the Chinese, even at a distance of fourteen hundred miles from the capital of their empire, to restrain the observing traveller within his narrow compass'. And after describing the tumultuous outcome of an unsuccessful attempt by a party of British officers to gain the city walls of Canton, he had remarked, 'This adventure is related as a convincing proof of the difficulty, if not of the danger, attending inquisitive strangers in China.'72",

In his letter to Campbell on 2 July 1875 he said: \"I fancy Evey will be a grandmother by the time you find my rara avis!” (ibid: 198) Hart also wanted to concentrate on his work without disturbance. When he was finally reunited with his wife and children after almost a quarter of a century's separation, he did not feel completely comfortable and even hoped that they would be gone soon \"for I want to be alone to attend to the hundred and one things.\" Thus, during the period 1879-1881 when Lady Hart lived with Hart in Beijing, the couple must have discussed seriously future plans for her to return to settle in London. This is when Hart wrote to Campbell and insisted that his three wards should not be sent back to London to live with the Davidson couple.\n\nFrom this it can be seen that it wasn't just a matter of kindness, generosity, or even love that motivated Hart to make such expensive provisions for his three wards by Ayaou. Hart had always been cautious and gave mature consideration to his arrangements for his wards, not just in 1866 when he prepared to go home and marry a European, but also during the period 1875 to 1879 when he began to make plans for his wife's return to live in London permanently.
