        "content_text": "THE BEGINNINGS OF TAIPINGSHAN\n\n75\n\nevery piece of ground and every house in the island downwards, morally speaking, were they to do so, they would be little better than robbers.\" But whatever the morals of the removal of the bazaar lot-holders, the Notification of 25 July produced the desired result for, by the beginning of September, there had already been a movement to the west to the area designated. The Hong Kong Register on 3 September 1844 somewhat uncharitably, and ignorantly since they were at this time still the official Government organ, expressed dissatisfaction with the \"Chinese village rising to the westward of Victoria\", but modified their opinion on discovering that many of the houses belonged to the 'squatters' dislodged from the Upper Bazaar who were allowed to find temporary sites until they could rebuild on land allotted to them for the purpose by Government. The area referred to was being built up fast during the month of September and opposite it, on the northern side of Queen's Road, a Government Market was erected, 18\n\nEventually, Davis's expenditure on levelling the site and providing compensation was approved at home.19 But before even the reply had left the Colonial Office, Davis received a petition from the Upper Bazaar lot-holders, praying for monetary compensation in addition to the 'rent holiday' proposed. On consideration of this petition whilst Davis was absent inspecting the new consulates in the northern ports, the Executive Council decided that the rent payable on the new allotments in Taipingshan should commence in January 1849, and not in January 1848 and that the registered holders of \"decent Chinese houses\", 81 in number, should receive $40 dollars each. Two English lot-holders in the area, Oswald and Porter, were allowed compensation on a rather more liberal scale, having refused to move. In communicating this arrangement to the Colonial Office, Davis commented that if the question of the Upper Bazaar Lots had first come up during his tenure of office, he would have allowed the tenants to retain possession, not only because to do otherwise involved a violation of rights, with a consequent heavy expense for Government in compensations, but also because of the obloquy to which Government had been subjected in the Press20\n\nThat is how Taipingshan originated. His official rank corresponded with that of a Lieutenant-Governor, so that he received a salute of only fifteen guns compared with the seventeen of first-class Crown-Colony Governors, such as that of Hong Kong. But, as R.F. Johnston pointed out: 'his actual powers, though exercised in a more limited sphere, are greater than those of most Crown-Colony Governors, for he is not controlled by a (Legislative) Council.'33 Lockhart's official duties, which of course kept him extremely busy, were nevertheless limited in nature, and the tempo of life in the Territory did not change dramatically during his tenure of office, for after the lease was signed, little was done with the Territory. At first, it was thought that the port could be transformed into a fortified naval base like Hong Kong, but to do so would have been extremely costly and would have involved the construction of a long breakwater and extensive dredging work in the harbour. In fact, the port was never utilised as a strategic naval base; it became merely a naval rest centre and a place where the British China Squadron lay at anchor when it paid its annual summer visit to North China. A few visitors also arrived from time to time and stayed at its European-style hotel, and an English school34 attracted boys from China, Japan, and Hong Kong.\n\nLockhart was administering a mainly agricultural region, equivalent in area to a small-sized Chinese district magistracy (hsien). The leased Territory, with its population composed principally of fairly well-to-do peasant farmers, fishermen, craftsmen, and artisans, was in composition like that of the New Territories which he had left. Lockhart did not feel called upon to alter drastically the life of this old, settled community, nor indeed was it the intention of the Colonial Office that he should. The Order-in-Council under which British rule in Weihaiwei was inaugurated stated: 'In civil cases between natives, the Court should be guided by Chinese or other native law and custom, so far as any such law or custom is not repugnant to justice and morality.'\n\nLockhart attempted, then, to preserve as much of the fabric of Chinese society as was possible. In his report for 1902, he wrote: \"With the policing of the territory at Hong Kong as a guide, it might have been thought that this question (the maintenance of peace and good order) was one easy of solution; but it required no long residence here to reveal that the conditions existing in the new territory of Hong Kong and those of Wei-Hai-Wei are widely different.         "content_text": "The Paper Chase\n\n25\n\nSo far, we have received transfers of records from 27 different government offices, the whole now occupying nearly 6,000 feet of shelving. We have therefore passed the storage capacity of our present premises and have had to resort to additional temporary accommodation on the old naval dockyard site.\n\nWhen I came to Hong Kong I was told that practically all of the government's pre-war records had perished during the Japanese occupation. It is true that pitifully little remains of the very large accumulations which must have been in government offices in 1941, and what records did survive, with a few notable exceptions, tend to be fragmentary and unrelated to one another in time or content.\n\nNevertheless the dearth is not as great as is sometimes supposed. The Rating and Valuation Department's Rates Collection Book series, which we now hold, is practically complete from 1858 to 1952, and several large and exceedingly valuable series of 19th and pre-war 20th century Land Office records have been transferred to us from the Registrar-General's Department. These include series of correspondence files dating from 1866 to 1940, Crown and Village Rent Rolls from 1843 to 1958 and 1856 to 1960 respectively and some 90-100,000 Surrendered Title Deeds, many of which date from the middle of the 19th century, and possibly earlier.\n\nOther pre-war records have reached us from the Prisons Department, Audit, the Supreme Court, the Hong Kong Regiment (The Volunteers), and the Official Receiver's Office and they are still coming. Only a few days ago some twelve volumes of Judicial Department correspondence dating from 1844 to 1903 were unearthed from a great pile of lumber and rubbish in a government record store and as my staff are still quarrying in it I have no doubt that more of them will come to light.\n\nThere is no knowing what treasures may lie in the many dungeons of government's archival limbo. Some of them are so cluttered as to be virtually inaccessible, except by emptying them, and it will be years before we have prospected them all—that is, if we succeed in finding them all. My cement mixer and bull-dozer combined was put in the Council's office and reclaimed after the storm blew over. Some cigarettes given out.\n\n23-Canteen opens after a two-week cessation. Queue starts at 4 a.m. We were number 85 in line. Canteen opened at 1:30 and after 75 people were served, it closed up, leaving us waiting at the church. The Maryknoll Sisters again got permission from the Japanese official in the Prison to go to Carmel for more vestments, but return without securing much. We learn that Father Feeney has succeeded in getting out of the Colony, going to Yeung Kong. Bishop Paschang, enjoying relative freedom in Macao, succeeds also in getting funds to the Maryknoll Sisters still in Kowloon, and also to Father Feeney.\n\n24-Dysentery is appearing in the Maryknoll ranks. Fathers Moore and Gaiero going to Tweed Bay Hospital. Brother Anthony out of the Hospital again. The Americans living in the Club building have their own separate kitchen and, according to reports, they are doing pretty well. Their cook, Mr. Gingles, has asked Brother Thaddeus to try to make some bean sprouts for him. According to our bulletin board, we are now getting 7.29 ounces of rice daily, per person.\n\n25-Father Siebert goes to the Hospital with dysentery. During peace time, an American club functioned in Hong Kong, and when war broke out, they had quite a supply of foodstuffs on hand. Some of this, it seems, the members have managed to get out to Stanley, and today, very generously, they divided these goodies among all the Americans in Camp. As a result, we each received some cigarettes, one can of salmon or vegetables, 7 ounces of coffee, 1/2 roll of toilet paper, and a half a bar of soap. Canteen closed after selling some coffee at Hong Kong $8.50 per pound, tea at $15.00, oatmeal $2.30 and sugar $2.30.\n\n26-Very little rice for our morning meal; no rice for supper, but some noodles instead, and more lettuce.\n\n27-No rice. Rations cut, and we Americans in Blocks A-1, A-2 and A-3 seem to have overdrawn our allotted supply, so that we now get no more rice until we get caught up. More than 140 cases of disputes between customers and our members were settled through the mediation of our Association. \n\nAt the beginning of the Summer season in 1950, a former senior British colonial official who had served in Africa and at the Colonial Office and his wife visited Hong Kong. On 12 May 1950, he paid a visit to our Association and had asked many searching questions about the history and organisation of our Association and also about the business conditions of our member firms. Extremely satisfied with our answers, he stated that after returning home, he would collate materials and write a book on this topic, so as to promote trade between China and the United Kingdom.* \n\nIn 1941, our Association had a membership of only 19 firms, which number was later increased to 23. On the liberation of Hong Kong in 1945, there were 32 members but in the following year, the number was increased to 37. In 1947, there were 41 members. In 1948, our Association launched a membership drive. By 1949, the number was increased to 80 and afterwards many joined our Association as members. By 1951, our Association had a membership of 102. In spite of the business slump in recent years, our Association still has a membership of 97 at present. \n\nConstruction of a new Association Building \n\nThe old Association Building was built in the 8th year of the reign of Tung Ch'ih (1868). In 1947, it was proposed by Mr. Yung Sai-fong, then Chairman of our Association, that the building should be demolished for reconstruction as it was in danger of collapse on account of its age. The motion was carried at a General Meeting. \n\nShortly afterwards, a notice was received from the Secretary for Chinese Affairs to the effect that Government proposed to resume and put up at public auction the Crown lot on which our Association building stood, and that our Association was to bid for it at the auction. In response, our Association requested Government to grant the lot to us for redevelopment. In 1947, our Association received a reply from the Colonial Office via the Secretary for Chinese Affairs stating that approval had been given for our Association to purchase the lot at a price of $100 per square foot. \n\nreference to Mr. Harold Ingrams, though the date seems wrong as the Ingrams left Hong Kong on 8th May.         "content_text": "HONG KONG RIOTS OF OCTOBER 1884\n\n55\n\nhave not considered that history to be of any great significance to anyone outside the Colony it is hardly surprising that it has not received the attention which it really deserves.\n\nThe lack of appreciation for Hong Kong's importance is especially evident when we look at the events of the Sino-French War. The Hong Kong Volunteers were expanded and rearmed in the years before and after the War. No doubt the 1884 riots3 assisted the process but James Hayes' \"Short History\" does not give the period of the war more than a passing notice indicating that the Sino-French War occurred and had some side effect on Hong Kong.* In his Laws and Courts of Hongkong James Norton-Kyshe did briefly discuss the riots, but he paid surprisingly little attention to the Peace Preservation Ordinance which was inspired by them.\n\nSince the secondary material for this period in Hong Kong's history is so limited, any study of the period of the 1880s has to lean heavily on the equally scarce primary materials available outside the Colony. In this area the records of the Public Records Office in London are most helpful, but they can provide only the official version of the events. They seldom contain information on the motives of the participants, and are severely limited by the nature of government reports.\n\nThough newspapers are frequently very poor sources of primary information, in this case the firsthand reports of the English language Hong Kong Daily Press are probably the most valuable source of information about the events which occurred there in the fall of 1884. Unfortunately the English press in Hong Kong, because of the prejudices of the reading public for which it was produced, is not a very good source of information about the Chinese community in the Colony. Many of the reports in the English press were colored by the prevailing attitudes of the European community toward the Chinese. However, this prejudice makes it just that much more important when the papers depart from those attitudes because that departure should indicate that something had occurred to alter the opinions of the reporters. As we will see, that is precisely the case with the editors of both the Shanghai-based North China Herald and the Hong Kong Daily Press in 1884.\n\nWhat is really needed, and what is simply not available outside Hong Kong, is primary material which would enable us to ascertain what really were the motives of the Chinese participants in the",

The P.R.O. receives copies of all local official publications and has acquired an extensive microfilm coverage of Colonial Office and other records relating to Hong Kong.\n\nThe scope of the library's holdings has been adjusted mainly to the needs of those engaged in research among primary sources and policy in the matter of acquisition has been influenced by the nearness and adequacy of other local libraries.\n\nThe library includes large collections of photographs, maps and press cuttings as well as files of thirteen local English language newspapers the earliest of which dates from 1842.\n\nThe P.R.O. is equipped at present with an office copying machine, two planetary and two hand-fed rotary microfilm cameras. Two microfilm readers are available for public use. The cameras are employed mainly in the production of security back-up film for government departments, the filming of selected classes of records held by the P.R.O. to enable destruction of the originals and the copying of out-of-print back issues of official publications and other items for the library. However the facility is also available at a fee for the copying of documents on behalf of individual research workers and non-government institutions.\n\nRecords\n\nOfficial records transferred to the P.R.O. at present occupy 17,080 linear feet of shelving and comprise 363 series received from over 100 government offices. The earliest documents held by the P.R.O. date from 1831, but due to the extensive loss of government records resulting from the Japanese invasion and occupation of Hong Kong during the Second World War the bulk of the P.R.O.'s holdings date from the post-war resumption of British administration.\n\nThe loss occasioned by the war has been in some measure redeemed by the acquisition of the wide coverage of pre-war Colonial Office records relating to Hong Kong, already mentioned above. The most important of these record series, CO 129 Original Correspondence, consists of despatches exchanged between the Governors of Hong Kong and the Secretaries of State for the Colonies during the period 1841 -- 1943, together with their enclosures, Colonial Office minutes and memoranda and correspondence between the C.O. and other ministries and private individuals and institutions.",

        "content_text": "81\n\nin an office which bore the same name and in which there was a staff of clerks etc. It corresponded to all intents and purposes with the western orderly room in which was transacted nearly all the business concerning the force of which it formed a part. Before the Taiping rebellion military secretaries and clerks were all military officers but after it civil service men got the appointments owing to the fact that so few military men could read or write sufficiently well to carry on the correspondence of the force. All offenders against military laws, whether soldiers or civilians, were first of all examined by the military secretariat or a delegate appointed by him. Some viceroys had several such secretaries, each attached to some department with the chief of them styled Tsung-lu Ying-wu-ch'u, i.e., Chief Director of the Army Secretariat. Soldiers in attendance wore the name of the office on their uniforms. In provincial Governors' staff brigades, Fu-piao Ying, warrant officers and NCOs were employed as couriers and runners.\n\nStandards and standard bearers were frequently referred to in Mesny's accounts: each standard being displayed to make known the location of the unit or official represented. A number of the petty unit and formation supporting officials had the character for 'flag' [ch'i] within their title. Examples of these were the Quartermaster in charge of ammunition depots and reserves in a Field Force who displayed a red flag and was known as The Red Flag [Hung-ch'i] and the QM in charge of provisions was the Blue Flag [Lan-ch'i]. These officers were subordinate to the Quartermaster [Chün-chuang] who was responsible for all stores and clothing, and who in turn was subordinate to the Headquarters' Commissary Officer [Liang-t'ai].\n\nCoolies were paid three taels of pure silver per month of thirty days [or forty days for An-hui troops], private soldiers four taels two mace, decurions four taels five mace, orderly officers eight taels, vice commanders of companies twelve taels and one servant, commanders of companies eighteen taels and two servants, vice-commander of a battalion received thirty-two taels and three servants, the commander of a battalion received one hundred and eight taels and forty coolies, besides extras, brigadiers got two hundred taels for each battalion in their brigade besides their battalion pay and perquisites.         "content_text": "143\n\nnewspapers were to recall that 'he was an exceedingly courteous and popular official and earned the respect of all with whom he was brought into contact' all except Lowson perhaps.\n\nJohn Jonathan Francis was first admitted as an attorney and solicitor in 1870 and called to the Bar in 1877. In 1887, he became the third barrister in Hong Kong to become a Queen's Counsel. He had served as a police magistrate and a puisne judge. For public service, he was once a captain in the Hong Kong Volunteers Corps, standing counsel for the Hong Kong College of Medicine when it was being established, and Chairman of the Permanent Committee of the Sanitary Board. There is an amusing and unflattering story about him told by Norton-Kyshe which gives us an insight into his character. He was presented with a silver ink-stand in 1895 in recognition of his services during the Epidemic but he returned it because he considered himself slighted by the treatment he received as compared with Mr. May who had been his colleague on the Committee.' May was awarded the CMG which Francis thought should also be given to him instead of a mere ink-stand.\n\nHowever, two other government officials, the Colonial Surgeon and the Captain Superintendent of Police, whose parts were of great importance, apparently escaped Lowson's wrath. Dr. Phineas Ayres held the office for twenty-four years, from 1872 to 1897, the longest ever in the history of the medical service. After he took up his post, he had been very critical of the sanitary conditions in the native quarters in his annual reports. Despite his warnings, it was almost ten years later than Osbert Chadwick was asked to conduct a survey. In his Report published in 1882, Chadwick made many recommendations to improve the conditions. Although a Sanitary Board was constituted to take action, still not much was done for another ten years until the Plague Epidemic burst upon the scene. Endacott wrote that Ayres criticised the Sanitary Board for its 'long, wordy, windy, desultory rambling discussions, ending in nothing being done' in 1895, the second year of the Epidemic. One can see why Lowson had some respect for him. Again quoting from Endacott, Robinson described Ayres as 'having a rather foolish manner, but he is in perfect possession of his senses', and acknowledged that 'he had warned the Colony continuously of the evil sanitary conditions.'\n\nMr. May won universal acclaim and admiration for the drive and energy he showed in carrying out his duties as head of the police force.         "content_text": "II\n\nasked that Britain should approach Australia to secure for Hong Kong the same tariff preference as Britain enjoyed, in accordance with article 15 of the Ottawa agreement. He pointed out that Hong Kong had granted Australian brandy a preference in the excise duty of three dollars a gallon and had received nothing in return. Cunliffe-Lister refused to take any action minuting that he was not prepared to press for equal treatment in the dominions for British and colonial industries like shipbuilding in which owing to different standards of living the levels of cost were necessarily different. This attitude shocked the civil servants in the Colonial Office. One senior official minuted, 'I have always assumed that the Secretary of State would be the advocate of colonial interests.' The matter was not allowed to rest there in spite of the views expressed by Cunliffe-Lister. Officials consulted the Board of Trade and when that department raised no objection a letter was sent to the Australian High Commission asking for the grant of preference. The Australian government was most unwilling to extend preference to a territory with oriental wages even though it was part of the empire, but eventually granted all the colonies preference at the same rate as Britain in respect of vessels over 500 tons only.\n\nIn 1933 Hong Kong manufacturers followed the lead of the Singapore factory in vigorously expanding their exports. Sales to Britain grew from HK$16,190 in 1930 to HK$454,252 in 1933 and to HK$1,823,874 in 1934. British manufacturers protested to the Board of Trade about this competition in their home market and the Board of Trade passed on their complaints to the Colonial Office. Cunliffe-Lister suggested that Britain should confine its preference to primary products and that entry free of duty should be refused to colonial manufactured goods which could compete with an efficient British industry. This proposal did not find favour with the civil service. Instead officials proposed that an interdepartmental committee should be set up to consider the whole question of the industrial development of the colonial empire. The committee was composed of officials from the Board of Trade, the Department of Overseas Trade, the Dominions Office and the Colonial Office. The first meeting was held in January 1934. R.V. Vernon of the Colonial Office was the chairman and was said to have been largely instrumental in drafting the committee's report.\n\nThe committee concluded that industrial development in the colonial empire was an inevitable contingency which could not be prohibited or indefinitely retarded; but the committee saw no reason why a conscious policy of the artificial encouragement of industry should be undertaken by the institution of a tariff high enough to protect the products of local industry from imports from Britain or elsewhere. The governor appointed a committee which doubted if the project was feasible. The Colonial Office received a number of similar proposals in the 1930s. Often the entrepreneur was eager to set up a factory provided that he was granted a high protective tariff, an exclusive license, part of the capital costs, subsidised freight rates and other financial privileges. In effect the businessman was asking the colonial government to bear all the risks while he would enjoy the profits if the project was successful. See for example CO852/16/9, a proposal to set up a factory in Nyasaland to process sisal into binder twine.         "content_text": "71\n\nthe fact that this could, and certainly did, happen!\n\nInvitation cards\n\nInvitation cards were the very bedrock of formality. The event, place and time, would of course be stated, together with the names of the principal officiating guests (government officials, prominent persons and local dignitaries); and if an association was the host, the cards might list the names of members of the organizing or current committees.\n\nLet me describe one of these productions, the invitation card received for the Ta Chiu held at Kam Tin in the Yuen Long District of the New Territories in 1975. Typical of the genre, the card consists of a double sheet of glossy red paper, printed in gold characters on all four sides, but with the recipient's name and office on Sheet 1, the front face, brushed in black ink. Sheet 1 also provided the sender's details, and the address of the invitee, since invitations were usually sent by post. Sheet 2 was the formal notification of the event, Sheet 3 contained the details of the opening ceremony, and Sheet 4, the back face, gave details of the organizing committee and elders. The wording followed the polite literary phraseology long in use for such occasions. The separate items of the opening ceremony, which would all be announced in sequence by a 'master of ceremonies' on the day, ran as follows:\n\n1. Congregate (at the ceremonial site)\n\n2. Invited guests to take their seats\n\n3. Ribbon cutting by the presiding official guest\n\n4. Chairman's speech\n\n5. Speech by presiding official\n\n6. Presentation of commemorative banners etc.\n\n7. Speech of thanks (to individuals and organizations)\n\n8. Photographs\n\n9. Ceremony declared over\n\n10. Lion and unicorn dances\n\n11. Vegetarian repast [no meat was to be eaten over the ritual period]\n\nThough not stated on this invitation card, it was usual in events of this sort, in which the deities were being asked to protect and bless the local community, for the managers and principal guests to pay their combined respects through placing incense sticks at one of the temporary",
