The Tungchow was turned south for Bias Bay, and a few days later was recognized by another sister ship, the Sinkiang, and flags were dipped. The Sinkiang accounted for the Tungchow's being off her usual route by assuming that she was bound for the Company's dockyard in Hong Kong. This was one of the most successful piracies in the interwar years. The pirates went ashore in Bias Bay with well over £30,000 in specie, $10,000 in cash, and only the last-minute cancellation of a large consignment of silver taels prevented their haul from being much larger.\n\nThe second Tungchow piracy was almost ten years later, when she was carrying several hundreds of thousands of dollar notes from Shanghai to Tientsin. The pirates captured her the day after she left Shanghai and, as before, turned her south for Bias Bay. During the next few days they painted out her name and altered the colour of the funnel. A disquieting feature of this second piracy was the fact that the Tungchow was passed by several ships when under pirate control, including a British warship looking out for her.\n\nThis second Tungchow piracy had its amusing aspects. The passengers included a number of European school children, returning to school in North China after spending their holidays with their parents in Shanghai. The pirates made friends with them, and supplied them with fruit and other delicacies broached from the ship's stores. As before, the Tungchow was taken to Bias Bay, where the pirates went ashore with their loot. Unfortunately for them, however, the dollar notes were unsigned.\n\nThe Nanchang piracy of March 1933 was even further from the normal pattern than either of the Tungchow cases. The most normal feature was that the Nanchang was a China Navigation Company ship. This piracy took place at the mouth of the Newchwang River in Manchuria, well outside the pirates' range of operations. Also, the Nanchang, which was boarded by two junks when she lay at anchor, carried no passengers. There were no casualties in this case, but four British officers were taken prisoner, and only released after five months of tortuous negotiations and the payment of a ransom. This incident took place eighteen months after the Japanese had overrun Manchuria, and had set up the puppet state of Manchukuo; it might possibly be described as banditry—with political undertones.",

        "content_text": "THE CHINA COASTERS\n\n87\n\nChina Navigation Company, the Indo-China Steam Navigation Company, and to a lesser extent to ships of some smaller British companies such as the Douglas Steam Navigation Company and the Hong Kong, Canton and Macao Steamboat Company. The 'outside' ships belonged to a disparate group of owners, British and Chinese, in both Hong Kong and Shanghai; and officers on the 'regular' ships considered themselves superior to those on the 'outside' ships. The latter were usually old ships which had passed their best days in the service of the regular companies. Some maintained a respectable standard of seaworthiness and seamanship, but many had a bad reputation in this respect. British masters and chief engineers were carried mainly to satisfy the requirements of the classification and insurance societies. Like the ships themselves, many officers on the outside ships had formerly served on the regular ships.\n\nBy the First World War, at least so far as the regular companies were concerned, China coast shipping had become divided into a number of liner services, for each of which a particular type of coaster had been designed. The China Navigation Company was then the largest company, and its principal trades were the Yangtse and Tientsin trades based on Shanghai, the interport trade between Hong Kong and Shanghai which also served the intermediate ports, and the Singapore and Bangkok emigrant trades and the Canton River trade based on Hong Kong. The Indo-China and the China Merchants Steam Navigation Companies were similarly organised, but neither was so vitally concerned with the emigrant trades in the south; and the Indo-China Steam Navigation Company's largest ships operated their long-established service between Calcutta, Singapore, Hong Kong, Shanghai, and Japan.\n\nOne important trade which was seasonal, did not fit into this framework. This was the beancake trade between Manchuria and South China, in which the China Navigation Company was predominant. Newchwang was the main export port, and most of the trade was concentrated in the few months of spring after the Newchwang River was opened to navigation, and the few months of autumn before it was closed by ice. When the China Navigation Company first entered the beancake trade in the 1870's, they employed specially designed coasters, but this practice was gradually discontinued. BLUE \n\nChina Navigation Company fleet numbered over sixty ships and they dominated the beancake trade; they employed a dozen or so old coasters, ships which had outlived their usefulness in more demanding trades. These were naturally called 'beancakers'. When not beancaking, they relieved the liner ships when these went to dock, or supplemented them when seasonal demands of trade warranted this. They sometimes laid up for a few weeks between active spells, usually on the upper reaches of the Whang-poo River above Shanghai,\n\nLife on the beancakers was leisurely and easy-going. Bean-cakes were about the size of grindstones and half the weight, and were an easy cargo to handle, loading and discharging being carried out by coolies working through the cargo port doors in the ship's sides. The engines were little more than the bare \"three legs and twa pumps\", so that neither mates nor engineers were overburdened with work. Rumour had it that the engine room was locked up after the first day in port and stayed like that until just before sailing. In warm weather, all the officers arranged their accommodation on the poop, within easy reach of the ice-box. Beancaker captains and chief engineers were unambitious and asked nothing more than to be free of superintendents and office reports, and this life suited them admirably. The honour and prestige of sailing in a crack Tientsin liner held no attractions for such men,\n\nThe normal beancaker voyage was from Newchwang to Swatow fully loaded, with Dairen and Canton as alternative loading and discharging ports. After discharging, the beancakers went north to Shanghai in ballast, then took on bunkers and stores before continuing north to repeat the process. Sometimes a little general cargo might be taken from Shanghai to Newchwang. The complete voyage took about a month, and three or four voyages were made at the beginning and end of the season. The north-bound passage against the north-east monsoon could be long and trying, and when the monsoon was especially severe, experienced masters usually took the inside passage. This took advantage of the many islands between Swatow and Shanghai and was comparatively sheltered. It was only navigable for small ships of light draught, and it was advisable to anchor at night and negotiate most of the passage by daylight.         "content_text": "NOTES AND QUERIES \n\n165 \n\ntimes) as the sole export agent for producers of a special kind of incense which, then as now, was widely used for ritual worship in temples and in the home. Incense is said to have been shipped to Aberdeen by sea from Kowloon Point, to which it had been brought from various parts of the San On and Tung Kwun districts. It was then re-shipped in large trading vessels to Canton, from which it was carried overland to the north to such cities as Soochow. (It is not entirely clear to me why such a round-about route was taken to bring incense to Canton.) The cultivation and trade in this specially-favoured type of incense is said to have received a fatal blow in the early Ching period when the government evacuated the coastal areas to deny the aid and collaboration of their inhabitants to the anti-Manchu ruler of Formosa and his sympathisers.14\n\nSir Show-son CHOW (1861 - 1959). Sir Show-son CHOW who died only a few years ago, at a great age, was one of the most famous members of the Hong Kong community. He was truly a local man as his ancestors had lived in Little Hong Kong for several hundred years. His successful career, though the result of his own merits, was made possible through his father, whose abilities removed him from a farming village to the business centre of Canton and the position of compradore to the Hong Kong and Canton Steamship Company. He was in business in Canton and it was there that his son, the future Sir Show-son, was educated. By reason of this opportunity, and his own undoubted capacity, the son was selected as a free scholar by the Chinese Government as one of the first batch of Chinese youths to be sent to America for a Western education. This was in 1874, when the boy was only 13 years old. He returned to China in 1881 and for the next 16 years held important posts in Korea in the Korean Customs Service and the Chinese consular service in that country. He was President of the China Merchants Steam Navigation Company at Tientsin, 1897-1903 and was managing director, Imperial Chinese Railways of North China, Peking-Mukden line, 1903 - 1907. From then until 1910, he was Customs Superintendent of Trade and Counsellor for Foreign Affairs at Newchwang, North China. On his return to Hong Kong after the 1911 Revolution his wide experience, undoubted ability and excellent reputation led to his being appointed to directorships in many firms and public utility concerns. He was appointed a member of the Legislative and Executive Councils and was knighted in 1926. He also",

        "content_text": "THE ESTABLISHMENT OF THE TSUNGLI YAMEN\n\n45\n\nconcerning foreign countries were reported by the governors-general and governors of provinces and were collected in the Grand Council. In recent years reports on the military situation in various areas have been continuous. Foreign affairs involve many subjects. After foreign envoys start residing at the capital if there is no one in sole charge of these matters giving their full attention to handling them then their management will be dilatory, and it will be impossible to co-ordinate policy. We request that a tsung-li ke-kuo shih-wu ya-men [office for the general management of the affairs of the various countries] be established with a minister of princely rank in charge of it. Since the Grand Councillors are responsible for drafting imperial edicts we fear that if they are not concurrently in charge of its affairs there will be discrepancies. We request that they all serve concurrently as officials [of the Tsungli Yamen]. Also we request that an office be provided in order to facilitate the transaction of business, and at the same time for receiving envoys of the various countries. As regards the staff to be established we suggest that eight men should be selected from the Manchu and eight from the Chinese who are presently serving as secretaries of the Grand Secretariat, the Six Boards, the Court of Colonial Affairs and the Grand Council. They should serve in rotation. All matters should be dealt with by the same procedure as in the Grand Council in order to specify responsibilities. As soon as military operations come to an end and affairs concerning the various countries become more simple it will be abolished, and its functions will revert to the Grand Council as before so as to tally with the old system.\n\n2. It is requested that posts for great officials be separately established at the southern and northern ports in order to facilitate the dispatch of business. We note that when trade began during the reign of Tao-kuang there were only the five ports of Canton, Foochow, Amoy, Ningpo, and Shanghai, for which an imperial commissioner was created. Now, according to the newly established treaties, in the north there are Newchwang in Fengtien province, Tientsin in Chihli, Tengchow in Shantung; in the south there are Canton, Ch'aochow and Ch'iungchow in Kwangtung, Foochow, Amoy, Taiwanfu, and Tamsui in Fukien as well as Chenkiang, Kiukiang, and Hankow on the Yangtze river.\n\nThe area [covered by all these ports] is vast stretching from south to north for seven or eight thousand li. Moreover the foreign countries trade at the port of Tientsin which is very close to the capital. If there is no great official residing at Tientsin with whom they can consult and transact affairs we are afraid that inconvenience will arise. We recommend that a superintendent of foreign trade be appointed for Newchwang, Tengchow and Tientsin to reside at Tientsin specifically to regulate affairs at those three ports. In Chihli, which is the vital metropolitan area, the governor-general has to control the entire province and cannot reside at Tientsin alone. Neither can the provincial financial and judicial commissioners, who each have their specific duties, conveniently hold the office of trade superintendent concurrently. So it is proposed that, following the precedent of the two Huai regions, the office of the salt administration of Ch'ang-lu be abolished and its administrative duties be transferred to the governor-general of Chihli. The salary of the salt administration office can then be given to the superintendent of trade entailing no additional establishment in order to economize. Control over the former customs revenue shall be administered concurrently by the superintendent for foreign trade who will make a separate report on it. We also recommend that an official seal without the title \"Imperial Commissioner\" be given to the superintendent in charge of foreign trade in the three ports. He should be allowed to take with him several secretaries to assist him in the administration. Whenever an important matter occurs he should be authorized to act in conjunction with the governors-general, governors and prefects of the three provinces concerned in the hope that matters may be dealt with smoothly.\n\nThe original imperial commissionership in charge of the five ports was held by the governor-general of the Liang-Kuang. In the ninth year of Hsien-feng [3 Feb. 1859-22 Jan. 1860] it was transferred to the control of the governor-general of Kiangsu, Kiangsi and Anhwei. We note that now there are three ports on the Yangtze newly added as well as Ch'aochow and Ch'iungchow in Kwangtung, Taiwan and Tamsui in Fukien, and therefore business will become more extensive. In fact we fear not only that governor-general Tseng Kuo-fan, who concurrently is in charge of the business, will find that 'however long the whip it will not",

For instance, it states that at Newchwang, the staple trade commodity is soya-bean cakes, but that this trade is not open to foreign ships. Details of the suggested method of collecting and reporting the customs revenues of this port are then given. At Tengchow, the memorialists state, an illicit foreign trade has been going on for a number of years, unbeknown to the Court. Now that it has officially become a treaty port, officials must be appointed to administer foreign trade there. As regards the five original treaty ports of Canton, Foochow, Amoy, Ningpo, and Shanghai, no changes in the regulations need be made. As regards the newly opened ports of Ch'iungchow, Swatow, Taiwan, and Tamsui, as well as Chenkiang, Kiukiang, and Hankow on the Yangtze, the governors-general and governors in whose jurisdiction these ports lie should jointly memorialize with the imperial commissioner at Shanghai concerning officials to be appointed to take charge of these places. Monthly reports on the volume of foreign trade at these ports are to be sent to the Tsungli Yamen and the Board of Revenue.\n\nSuggestions are also made for arrangements to be made for trade with Russia at the newly opened trading places of Urga, Kashgar, and Kalgan.\n\nAccording to the treaties, twenty percent of the duties on foreign trade are to be held for the payment of the indemnity. A counterfoil will be provided so that the total amount of revenue collected can be checked against the amount withheld.\n\nThe memorialists then return to the point they were making near the beginning of point 3 [as translated above].\n\nThus, the amount of foreign duty collected each year being clearly shown, the officials through whose hands it passes will be unable to enrich themselves through peculation. Not only will they be deprived of the means of living, they will secretly resort to other malpractices. CHAN \n\nand the Tung Wah Hospital asking them to discourage the populace from rash and violent reactions.25 The merchants themselves also looked to them to provide leadership. In the same episode, the large Chinese Landsmannschaft (Chung-hua hui-kuan) in San Francisco sent an account of the riots to these two organisations and asked them to petition the Chinese government on its behalf.26 Contemporary newspapers reported many instances in which merchants and officials referred cases to them for arbitration.27 In 1901, the Hong Kong newspaper, the Hua-tzu jih-pao, summed up the development of the charitable halls in Canton in this way: The charitable halls had begun with the aim of offering private social welfare, but they had since assumed a number of political roles. They were consulted by the officials on various occasions; as when surtaxes were needed, when commercial policies were decided upon, and when social disturbances in the community arose. The government regarded them as an organ where \"titled merchants\" (shen-shang and shen-tung) expressed the opinions of the merchant community. When the government sought their opinion, they deliberated with representatives of the various guilds, assessed their views, and then passed their judgements on to the government.28 \n\nTowards Community-wide Organisations \n\nBesides the charitable halls, there were other types of merchant organisations which sought to embrace community-wide concerns. Mark Elvin's recent study on Shanghai shows the rise of specialised agencies in which gentry and merchants joined efforts in providing municipal services from the mid-nineteenth century on. In 1905, their activities culminated in the formation of the City Council of Shanghai.29 In Newchuang and in Swatow, the guilds in each of these localities got together and formed permanent assemblies. The Newchuang Grand Assembly (ta-hui) was composed of principal Chinese merchants and financiers of the city. It had two areas of responsibilities. First, as a combination of merchant guilds it was concerned with the laying down and the enforcement of trading rules between guilds. Second, it provided unofficial municipal services supplementing what the local government did. They included maintaining the streets, a public water supply and some social welfare.30 In Swatow, the Wen-nien-feng Assembly was concerned with regulating differences between the guilds. It also dominated the Swatow Landsmann guilds in the various cities, so",

        "content_text": "MERCHANT ORGANISATIONS IN IMPERIAL CHINA\n\n37\n\nthat it became a coordinator of commercial activities between Swatow merchants living at home and elsewhere.31\n\nBut neither of them became fully community-wide organisations. In Newchuang, the city was divided into two parts, east and west, and each elected one president and one vice-president on an annual basis. These four officers then formed a governing committee with all the business transacted in their names. In Swatow, the assembly was divided territorially into two divisions, each electing annually twenty-four leading firms as representatives. From them officers were selected and again paired to assure each division equal representation.\n\nA variant of these guild assemblies was the Chungking Assembly (Pa-sheng hui-kuan), which was composed of the eight major provincial Landsmannschaften in that city. The assembly operated as a committee made up of the presidents of the Landsmannschaften of Kwangtung, Chekiang, Fukien, Hukuang, Kiangsi, Kiangsu, Shansi and Shensi.32 Its responsibilities were to represent the merchants' interest vis-a-vis the local government. It also performed municipal duties such as running a fire brigade, a police force and a social welfare service.33\n\nWhether an assembly of this sort was composed of Landsmannschaften or trade guilds seems to be determined by whichever group happened to dominate the local scene. In Chungking, the dominant group was the provincial Landsmannschaften. In Canton and Swatow, where commerce was controlled by the native Cantonese and Swatowese, there was no confederation of provincial Landsmannschaften to play a leading role. Hence Swatow's Wen-nien-feng Assembly was based on a number of the large firms from the various trade guilds. In Canton, a somewhat different arrangement took place. Prominent merchants from the community joined the boards of the large charitable halls which then performed roughly the same roles as the guild or Landsmannschaft assemblies.\n\nIn Shanghai, both the Landsmann guilds and the trade guilds were influential. Since there was no prominent group of merchants who were natives of Shanghai, one assumes that practically all the prominent trade guild leaders were leaders in the various Landsmann guilds as well. There was, however, no consolidated assembly in a formal way, although we know that informal consultations between them often took place when decisions had to be made on issues of community-wide interests.34\n\nPage 45\n\nPage 46",

He arrived in China in 1907 to join Arnhold, Karberg and Co. He was a keen supporter of racing with his brother Harry Arnhold. They ran a stable in Shanghai for many years under the nom-de-guerre of \"Winsome and Hasty\". He was the last Chairman of the Shanghai Race Club before the change of régime in China. At one time he was a member of the Shanghai Municipal Council and Vice Chairman of the British Chamber of Commerce, Shanghai. He came to Hong Kong in 1949 and the head office was then transferred here. He had been interned at the Haiphong Road Internment Camp in Shanghai. He supported the British Orchestra and the Hong Kong Concert Orchestra. He was born in London in 1881.\n\nSince 1888 a member of the firm of Arnhold, Karberg and Co. had been on the Board of the Hong Kong and Shanghai Bank though, of course, after 1914 German firms were not represented. The firm also represented German financial interests in the negotiation of foreign loans to China. Its \"Teutonic thoroughness\" is shown by the number of offices the firm had in China in 1908 — Hong Kong, Shanghai, Canton, Hankow, Tientsin, Tsingtau, Wuhu, Kiukiang, Newchwang, Chungking, Mukden, Peking, Tsinanfu, Kirin etc. It had buying offices in London, New York and Berlin. Dr. Frank King in his history of the Hong Kong and Shanghai Banking Corporation designates the firm as an \"Anglo-German\" company. Like other large China-based German firms it found it advantageous to establish strong links with Britain. It was about the only German firm able to continue its trade after 1914, principally because the two Shanghai partners were born in England.\n\nBourjau, Hubener and Co.\n\nAdolph Bourjau and Carl Albert Hubener were authorised to sign for L.E. Lebert and Company at Canton in 1858 but by the next year they were in business in Hong Kong under their own name (FC 18 Mar. 1858, 31 May 1859). They are mentioned as emigrant agents in 1866 (DP 1 Nov. 1866). Mr. Bourjau continued as a senior partner until his death on 14 February 1873 (DP 5 Apr. 1873).\n\nArthur Booth was a partner in 1862/3 and Oscar Booth from 1866 to 1869. They began business on their own in 1876. Mr. Herbst died in Hong Kong in December 1905 aged sixty-four (DP 25 Dec. 1905) Mr. Heuermann also died in Hong Kong the same year aged sixty-eight (DP 25 Feb. 1905)\n\nDreyer and Co\n\nFrederick Dreyer is listed as a merchant on Queens Road in 1867 and appears on the jury list of Hong Kong until 1875. His partner was Claus Budde. Budde arrived in Hong Kong in 1863 and was an assistant in the firm of Adam Scott and Co from 1864 to 1867, when he joined Mr. Dreyer (DP 17 June 1871).\n\nWilliam Dreyer had been in the firm of Schwemann and Co. at Canton from 1847 to 1856 when the name was changed to Dreyer and Co. The summer base of the Royal Navy was that close to the scene of the accident.\n\nThe entire fleet mourned the very sad loss, and amongst their fellow submariners the mood was sombre.\n\nA memorial service was held on Sunday, the 14th.\n\nOn Monday, 15th June 1931 a Court of Inquiry was opened. The President was a submariner of note, and the recently appointed Flag Captain in SUFFOLK, Geoffrey Layton.\n\nIt transpired that while steaming in a south-westerly direction, course 235 degrees, at 1212 hours on Tuesday, 9th June H.M. Submarine POSEIDON had come into collision with the Chinese cargo steamer YUTA, Captain T. Iyeishi, steaming in a north-westerly direction on course 42 degrees magnetic. In other words, the two ships had been about to cross at right angles to each other. The sea was calm and visibility about six miles, position 37.49.5N 122.16E which, as suggested above, is just to the east of the easter point of the Shantung peninsula.\n\nS.S. YUTA was on passage from Shanghai to Newchwang with a cargo of 27,000 bags of flour and carrying no passengers.\n\nAt the time of the collision, several crew members in the submarine had jumped off her into the sea. One able seaman, J.E. Halsall, seeing his opportunity actually had had the presence of mind to take hold of a loose bight of cable hanging from the bow of YUTA and had climbed onboard to safety. Of the remainder, and as related, six men had escaped from the wreck of whom one died.",

A typical throw-away line in a correspondent's lengthy report was the description of the unexpected naval assault on the Russian Far Eastern Fleet in Port Arthur in February 1904 which precipitated the war. \"The town was in confusion after this sudden and unexpected attack on the town initiating the conflict. Food prices soared as Chinese traders sold up and fled. Throughout the bombardment the Chinese streamed out to the hills wailing with fear. Clerks at one of the banks disappeared with large sums of money. Meanwhile, Chinese who were forbidden to travel by train during the mass exodus had converged on the harbour hoping to find places aboard foreign ships. Sampan men made a small fortune ferrying refugees out to the ships. Social organisation fell apart as Chinese servants and shop keepers fled leaving their employers and customers, the Russians, to fend for themselves.\"\n\nIn August 1904 the Japanese entered the Treaty Port of Newchwang (Niuzhuang, now known as Yingkou), the Russians having pulled out without fighting. The Japanese were surprised the Chinese there did not welcome them as deliverers, regretted the departure of Russian friends, and charged the Japanese two dollars where they only charged the Russians one. During the interval between the departure of the Russians and the arrival of the Japanese, Chinese refugees poured into the settlement in a ceaseless stream, carrying their goods and chattels. This was an all too familiar pattern ahead of the advancing armies.\n\nA correspondent's description of life in Mukden ahead of the approach of the Japanese as winter set in 1904 included his impressions of the daily scene with 'Manchus and Chinese, the men almost indistinguishable from one another, the Manchu women differing in their free stride from the mincing tread of their Chinese sisters. Cossacks and Chinese had soon established quite friendly relations. At every step you can see soldiers bargaining with inflexible Chinese for a bottle of vodka, or a handful of nuts or a pair of socks. Sometimes you see a soldier eating an apple in a fruit-seller's stall.         "content_text": "139\n\nunits were in league with the Hong Huzi, whose activity was always a factor to be reckoned with in the Russian occupation of Manchuria. The Russian Minister in Peking made forcible representations and threats of what would happen should China break her neutrality. The Chinese were frightened into withdrawing General Ma and his army to a safe distance from the point of danger, and the General received the most explicit instructions not to make any move which might be used as an excuse by the Russians for an armed invasion west of the Liao River. The removal of his army from what was the main centre of bandit (Hong Huzi) activity in Manchuria left lawlessness there with a free rein against their bitterest enemies, the Russian occupying forces.\n\nAs the Russian army found itself diverted to sending more and more of its garrison troops to stem the Japanese advance so the bandits grew ever bolder. Every night villages were attacked and robbed by marauders, who eventually even commenced to carry out petty depredations in a number of the native quarters of several of the major towns and cities along the south west of Manchuria. The Western residents of the foreign settlements became seriously alarmed at the prospect of what would in all probability happen when the Russian evacuation occurred and an interregnum ensued before the arrival of the Japanese. They formed committees under a major foreign dignitary, usually a Consul-General, to arrange for the defence of foreign life and property. During the interregnum the Russian settlement of Newchwang was in flames with swarms of Chinese looting the deserted houses, parading in the streets and waving little Japanese flags which had appeared as if by magic.\n\nBrindle reported that after the fall of Port Arthur bands of Hong Huzi deserted their guerrilla units and joined the regular forces of Japanese.         "content_text": "141\n\nOne such snippet dated 12 May, 1904, described how 'when the Russians withdrew from Wafangtien, contemporaneously with the Japanese advance, bands of Hunhuses throughout Manchuria began to show great activity, especially in the region of Yantai, a station between Mukden and Liaoyang, thus adding enormously to the dangers and preoccupations of the Russians. There were reports that these bands were led by Japanese, which were not improbable, since the Japanese had a perfect right to make use of their hostility to the Russians of the population of Manchuria. At the same time, in all directions, attacks on the railway began, under the direction of officers of the Japanese General Staff. Two such officers had been captured by General Kuropatkin in April and, as there was no doubt as to their mission since they had upon them a large quantity of dynamite, fuses and tools for destroying the line, they were promptly executed.' On the page facing this snippet is a photograph of the decapitation of several Hong Huzi with the caption 'How Russians deal with the Hunhuses who destroy the railway.'\n\nAlthough it does not in any way help clarify the employment of Chinese bandits as irregular troops by the Russians, a British observer writing on the horsemanship of the Cossacks, noted that ‘after a comparatively small force of Japanese cavalry at Sha-ho had acted as a sufficient counter-check to the larger masses of Russian horsemen, the Cossack was deficient in courage and staying power, but was well mounted. There was a long and exposed line of the Manchurian Railway for them to guard, and the Russian cavalry had the Hunhutses [sic] always with them, but these marauders on their diminutive horses should not have been able to ride round the horsemen of the steppes in the manner they seem persistently to have done.'\n\nAlthough captions on photographs of captured Chinese claim they were being executed for espionage, mainly spying for the Japanese, it tended to have been more a matter of individual banditry and any resultant monetary reward rather than prisoners having been 'resistance fighters.'\n\nThere is also a photograph of \"The Head Chief of the Hunhuses.'         "content_text": "144\n\nA contemporary western report described how Japanese discipline handled the billeting of Japanese soldiers in Andong. \"They were billeted in every house while the Chinese inhabitants went about their daily business undisturbed. At first they concealed their goods until they found that their property was secure, then producing it to sell to their visitors at exorbitant rates. Meanwhile, sanitary precautions were not neglected. Japanese officers visited every house in which their soldiers were billeted, and coolies were sent in to give them an unexpected spring clean for their Chinese owners, sweeping out accumulated dirt from passages and courtyards, and sprinkling disinfectants.'\n\nAnother western correspondent attached to the Japanese described one of the Russian towns near Port Arthur as 'suggestive of a French village. The railway station was solidly and picturesquely built of brick and illuminated by oil-lamps. The streets were broad, though in the autumn became rivers of mud. The houses, for the most part, were built of brick, as were the extensive barracks. After the battle, the barracks and many of the houses were adapted as storehouses by the Japanese. The native Chinese village, half a mile from the station, had been forsaken by its inhabitants who had a strong commercial instinct and had adopted temporary habitations of matting in the immediate vicinity of the Japanese army, where they had instituted a kind of bazaar.'\n\nBy 25th July, the Japanese had fought and reached Newchwang. The Russians had pulled out and left the burning Russian town to the victors. However, there was no rapturous welcome for the Japanese according to a report by a western correspondent describing their arrival:\n\nFour Japanese scouts rode into the square. They were mounted on sorry, tired horses, all mud-splattered, and rough. The men wore uniforms stained and torn by campaigning. The people regarded them with interest but without any display of emotion. They were not welcomed, nor was their intrusion resented. Then arrived four more, and later another four, with a non-commissioned officer. To him came the chiefs of the Chinese guilds with greetings. The foreign residents held aloof for the expected army, the officers, and the generals. A short while before, British ladies had provided free teas and free refreshments for the Russian troops arriving from outlying camps, and for recruits doing their drill-ground exercises. No one had anything to offer these tired, battle-worn men; they tendered not so much as a light for a cigarette.",

The Chinese looked on with as much indifference as the foreigners showed.\n\nThis would appear to have been a rare display of bias against the Japanese.\n\nThe vexed question of neutrality\n\nBoth the Japanese and Russians accused each other of breaching the neutrality of China. China's neutrality was hard to sustain. Problems were mainly caused by trade being maintained as usual by neutral powers at and through Treaty Ports with both belligerents.\n\nIt was claimed that contraband included arms, coal, rice, flour and eggs. Traders in China furnished supplies with impartiality to both sides, but China feared that any breaches of neutrality could lead to retaliation against them. The brunt of maintaining a sort of neutrality fell upon the Chinese Maritime Customs.\n\nRussia was the first to bring categorical charges of breaches of neutrality against China.         "content_text": "146\n\nA contemporary comment in a western journal explained that ‘the Concert of Powers, that powerful instrument which Lord Salisbury compared to a steamroller, gravely assented to the theory of China's neutrality in principle, and did nothing else in practice. Japan's reply to the Russian charges was to cite a number of flagrant breaches of neutrality which the Russians themselves had committed. Japan, too, gravely warned China, and entered various solemn protests. These were not without effect, for by this stage of the war the Chinese were beginning, perhaps more alertly than most western nations, to be awake to the fact that the Japanese were the coming race.\"\n\nOne of Japan's protests to China was that ammunition for the Russian Army at Mukden was being transported there by way of Tientsin (Tianjin), and in one instance as many as three and a half million rounds were seized by Tientsin Customs while awaiting shipment. Peking took the only course open to it in telegraphing to local Chinese authorities that they must end these practices.\n\nA Russian breach of neutrality\n\nOn 4th October 1904 a body of Russian infantry of the 3rd Regiment of Sharpshooters, all wearing Chinese uniforms, attacked the Japanese on the road to Mukden. 'There had been a number of reports of Russian soldiers dressed in Chinese uniforms having approached Japanese troops and even attempted surprise attacks. It was also reported that the Russian Army was continuing to purchase an enormous number of Chinese uniforms. This was not only contrary to the rules of war but exposed innocent Chinese to danger owing to the impossibility of distinguishing at a distance between Russian soldiers and the real Chinese. As the Hague Convention stipulated that unlawful use of uniforms of the enemy, and the Chinese were not the enemy, the Russians deemed it a legal stratagem xüli\n\nAnother major breach of China's neutrality occurred in early January 1905 when Russian General Mistchenko determined to violate Chinese neutrality to get his army to Newchwang without danger to himself.         "content_text": "147\n\nOn 8th January Mistchenko assembled his force near Sinminting and then pushed south through neutral territory, to Sanchaho, where he crossed the Liao, as he was behind the Japanese outpost line. On his way he came into collision with a force of 500 Hunhuses and inflicted heavy losses on them. On 10th January he crossed the Liao on the ice and rode towards Newchwang. Whereupon the small Japanese garrison fell back.\n\nGeneral Mistchenko vacillated and allowed the Japanese to return in strength, leaving Mistchenko the choice of surrendering or once more violating China's neutrality. He chose the latter but was attacked before he could retreat and was badly mauled before managing to get what was left of his force back to Mukden. There was no mention of any Chinese protest.\n\nThe Russian warships, Askold and Grosovoi\n\nThere were several instances of Russian warships taking refuge in Chinese waters, each settled after investigation, acrimony and promises by the belligerents.\n\nIn early August after a major engagement at sea the Russian cruiser, Askold xiv and the destroyer, Grosovoi having been badly damaged, sought refuge at Wusong, a port on the Yangzi at the mouth of the river leading to Shanghai, leading to an international dispute on the subject of the rights of belligerent vessels in neutral ports. It was evident that some considerable time would be required before the ships would be fit for sea again. The Chinese, urged on one hand to force the ships to leave port, and yet still too much frightened that any such action would be regarded by Russia as a hostile act, continued for some time to order the ships to withdraw on one day and to cancel the order on the next. The Japanese, compelled to watch the port and to detach cruisers for the purpose, increased their remonstrances, and at one stage it was by no means certain that they would have confined themselves to mere remonstrances. Had that been the case, the jealously preserved neutrality of the foreign powers would, indeed, have been in danger. Finally, on 1st September, the Russians put an end to the situation by ordering the disarmament of the vessels, to the great relief of the Chinese.\n\nIn late 1904 two Russian sailors from the Askold murdered a",

        "content_text": "149\n\nNewchwang (Niuzhuang) and elsewhere - that might extenuate, but could not justify, Japan's action at Chefoo. The Japanese issued a statement, which ran as follows:\n\nThe status of China in the present struggle is unique. Nearly all the military operations are carried on within her borders, but she is not a party to the conflict. Nevertheless, her territories are in part belligerent and in part neutral. That condition of things is, as regards International Law, an anomaly and a contradiction, and in this case it was made the object of a special understanding ... and it seemed that any such occupation or use of neutral Chinese territory or ports by the Russian force would give effect to the proviso in the Japanese engagement which would justify her in considering ports so occupied or used as belligerent. From Port Arthur Russia sought in Chefoo an asylum from attack, which her home port had ceased to afford her. In taking that step, Russia was guilty of a breach of the neutrality of China... and with the termination of the incident the neutrality of the port was revived.\n\nChina augmented its force in the Shanghai river with a modern cruiser, with orders to arrest Russian vessels which had sought sanctuary at Wusong. They registered all the names, ages and official titles of the Russian naval personnel on the vessels at Wusong, and the list checked from time to time to ensure that none were missing. Russian warships which escaped from Port Arthur before its capture also took refuge in Chefoo where they were disarmed. These and other Chinese acts revealed their new-found courage and were, almost certainly, due to Japanese successes in the field.\n\nChinese reports of Russian violations and intrusions on neutral (Chinese) territory were frequent, notably in Kashgaria and other parts of Chinese Eastern Turkestan (present-day Xinjiang). They also frequently violated various parts of Mongolia and Manchuria west of the Liao River in direct contravention of the international agreement made at the commencement of the war by both belligerent powers.\n\nAt the end of January 1905 Russian forces suddenly appeared before Kashgar (Kashi), expelled the Chinese garrison, consisting of a Chinese major and some 200 locally-born Chinese soldiers in the old town, and the Tidu or Provincial Commander-in-Chief and five",
