        "content_text": "120\n\nCOLINA LUPTON\n\nargued that any reform in the constitution, especially one which permitted elections, would immediately be exploited by the Communist regime in China, seizing the opportunity to infiltrate its own supporters into positions of power and using political meetings to stir up trouble. While it is true that the economy has hitherto flourished because of Hong Kong's exceptionally stable conditions, the government should remember, as Mr. Luard points out, that it has an unequalled opportunity for disseminating the ideals of western culture, of which democracy is one, on the very shores of China. Too much should not be sacrificed to material prosperity. Yet despite all the criticisms which could be made, the fact remains, as Mr. Luard says, that \"it has proved a more fertile and more stable meeting ground of East and West than almost any other city of the world\". And whatever its political driving force, it is one of the finest examples existing of the speedy and successful development of a non-Marxist economy, which alone should provide some food for thought for the pragmatic Chinese over the border.\n\nAs to the future, Mr. Luard predicts that Britain and China will almost inevitably find themselves in conflict in both South East Asia and Hong Kong, since the new China expects to expand to the borders reached in its historic periods of greatness. Not everyone agrees that China's plans stretch only thus far; many close observers of the scene might think that China has territorial designs on South East Asia at the least—an area which in the past she has held in fee but not actually settled (if the Overseas Chinese are excluded). And today China is trying to extend her influence as far afield as Africa and Latin America. Nor is it Britain's interests only which are affected; not only the whole of the west, but also the neutrals have an interest in preserving the status quo in these areas. In this context particularly to speak of British interests in isolation from the rest of the world gives the book a false emphasis.\n\nBut when Mr. Luard deals with the future of British policy—as he does in a highly practical manner—this is avoided, partly because he discusses subjects which are specifically British concerns, trade and economic relations with Communist China and the future of Hong Kong, and partly because he conceives British policy as it truly should be in these days of her declining power—as a matter for giving advice and bringing influence to bear.\n\nPage 135\n\nPage 136",

After 1919, Western sentence structures and punctuation marks were deliberately adopted, especially by the so-called \"New Literary writers\", such as Hsu Chih-mo and Hsieh Pin-hsin 謝冰心.\n\nSince 1949 new efforts have been made in Mainland China to work out a Chinese grammar on the Western pattern. As a result, the sentence structure of the Chinese language has become still more westernised, as a glance at the People's Daily will suffice to show. There are also signs of a deliberate effort to introduce Western phrases and grammatical patterns into the spoken language; but so far at least these appear chiefly in political or ceremonial speeches.\n\nIt should be noted that Western influence on the Chinese language, since the May 4th Movement, has been primarily English, not only because English has been the most widely used foreign language in China but also because since that time most Chinese translations of foreign literature have been made from English.\n\nThe most remarkable feature in the recent linguistic changes in China has been the rapid growth of vocabulary, which has greatly enriched the language. This growth has been due to the coinage of new terms to describe new situations or to replace old terms, and the use of traditional, colloquial or regional terms used in a new sense.\n\nAs in all languages, new Chinese terms or expressions can have foreign or native sources; but in Chinese the great majority of new terms have come from foreign sources. Mass assimilation of Western knowledge in recent years has created an ever growing demand for new terms to describe objects or situations hitherto unknown in China. However, since, with a few exceptions, the Chinese language is written in monosyllabic characters and lacks a uniform pronunciation, it does not lend itself well to the adoption of foreign terms by transliteration. Transliteration being difficult, new terms have more commonly been introduced into Chinese by translating the foreign term into Chinese characters - a practice that can cost more effort than the coinage of new terms. When Liang Ch'i-ch'ao described his impressions of a visit to the British Parliament, he coined the expression pa-li-men. “Science” and “democracy\" first became known in China as sai-yin-szu or sai-hsien-sheng (\"Mr. Science\")",

But now these transliterations have become antiquated and replaced by i-hui for parliament, kê-hsüeh ** for science, and min-chu R± for democracy. But a few good transliterations have survived such as chi-he for geometry, lo-chi for logic, yu-mo ✯✯ for humour, wu-t'o-pang ✯‡₺ Ħ for utopia, sha-wen chu-i ✯✯‡ for chauvinism. Yet even in Hong Kong, where many Chinese use English, transliteration remains the less common method for introducing terms of foreign origin. Some popular transliterations are, however, in use such as pâk-ch'e for parking a car, in-shoh for insurance, sz-toh ✰✰ for store, fei-lam for film and chak K for cheque. The Chinese living in multi-lingual communities like Malaya or Singapore resort more frequently to transliteration; but their tendency to do so has not exerted a significant influence on the language as a whole. Transliteration of Western terms having in general been found to be a clumsy practice, many Chinese translators, especially before the May 4th Movement, have preferred to borrow certain terms from the Japanese.\n\nIn Chinese, many words can be used in more than one grammatical function, having either completely different meanings or different connotations of one meaning, depending on their position in the sentence. This peculiarity has sometimes been thought to make for a lack of that precision needed in scientific usage. But this so-called imprecision also makes for elasticity in the creation of new terms. For instance, the character pi # can, depending on its place in a sentence, signify \"writing brush\", \"to write\", \"writing\" or \"handwriting\"; moreover, it can be found in combinations such as kang-pi meaning pen; sui-pi M. sketch or essay; pi-chi . to take notes; ch'in-pi #, one's own handwriting; or finally chu-pi, editor or editorial writer of newspaper. How widely the meaning of a character may vary is best shown by the character su originally meaning \"plain and unadorned\". However, Chinese dictionaries usually list about ten meanings under this character, as well as numerous combinations in which it forms a part, such as su-shih . vegetarian diet; su-miao ✯, sketch; yin-su #, factor; and yüan-su ƒ‡. chemical element all newly coined expressions.         "content_text": "BOOK REVIEWS\n\n113\n\nin the west is that Southeast Asia is undergoing 'Westernization' and that its countries differ from those of Europe or America only in being more 'backward' or 'underdeveloped'.\" Purcell quickly points out that such a view is an oversimplification, but the chapters which follow are not convincing. Purcell has done little more than present the myriad problems which beset the area, and has clouded the picture by misconceptions and personal conclusions based upon too little serious consideration of all the ramifications of a complex area. Lennox Mills, covering much of the same ground, has now provided the specialist and non-specialist alike with an extremely readable book on the political and economic condition of these underdeveloped nations. He makes no attempt at simplification. Indeed, the complexities in the situation do not lend themselves to the \"nutshell\" approach. He has instead analyzed the component parts of the large picture in each country.\n\nMills is looking for certain characteristics in each country which, operating upon economic and political forces, indicate similarities, and make possible the identification of general trends in the whole area. I should judge that the author succeeds admirably. He has isolated a dozen or so similarities which exist or have existed in the national independence movements, in the formative national period, and in the emerging period. He notes, for example, that absolute and despotic rule in all the countries has been the norm throughout most of the historical period; that the leadership of the revolutions and of the new nations rests with the Western educated elite; that their support is drawn from the urban working and \"lower middle classes,\" and that 80% of the population, the peasantry, have little part or interest in nationhood and citizenship. He notes that all the countries lack the prerequisites for democracy although all have at one time or another established democratic forms. Ruling oligarchies control the governments. The political emphasis remains tied to the personality of the leaders and not to parties or factions.\n\nHaving identified the general trends Mills goes on to analyze in some detail the political and economic ramifications of these trends.         "content_text": "999 \n\nSUN YAT-SEN AND CHINESE HISTORY \n\n113 \n\ngovernment.\" In fact, he noted that the \"general psychology of the Chinese is that a man possessing marked ability should become king.\" Viewed in the most charitable way possible, such an impression of history for a twentieth-century revolutionary seems strangely incongruous. But incredibly enough, Sun was making such comments at the very moment when Ku Chieh-kang and others were making electrifying discoveries in Chinese historiography, one of the more exciting dimensions of the New Culture Movement of the 1920s. These revolutionary currents seem to have had little effect on Sun.\n\nSun Yat-sen also enjoys the distinction of having contributed a unique historical theory to historiography. One of his most ardent contemporary admirers has affirmed that of \"all theories of history, the social interpretation of history\" of Sun Yat-sen \"seems to be most illustrative of the truth of social evolution, as revealed in the legends of ancient China.\"10 Yet this theory seems to be of rather minimal consequence. Drawing on ideas supplied by the American dentist, Maurice Williams, Sun is primarily at pains to set aside Marx's concept of class struggle. Williams contended that the struggle for subsistence is the law of social progress and the central force of history. From this, Sun reasoned that since the struggle for existence is the same thing as the problem of livelihood, \"therefore the problem of livelihood can be said to be the driving force in social progress.\" With this insightful formula, Sun could now refute Marx, for class warfare was clearly not the cause of social progress. Sun could say that, conversely, since class warfare is the end product of the social disease caused by the inability to subsist, this made Marx a social pathologist, for he had concentrated upon the study of social disease, not the central element in social progress itself. However much such reasoning reveals Sun's basic humanitarian impulse, and certainly much of the rest of his writing on the subject of the People's Livelihood confirms this happy feature of Sun's personality, it presents an historical theory of but limited value.\n\nIn a similar theoretical vein, Sun also spoke briefly of universal political stages of history as traversed by mankind. These stages, the first being that of the great wilderness, the second of theocracy, and the third of autocracy, culminate in the fourth, which history has proved to be the best, democracy.12 This very loose set of generalizations is part of Sun's discussion of democracy itself, so",

HAAN\n\nthe fact that so many foreigners came from countries in which one form or another of representative government was part and parcel of the political structure, in Shanghai it was hard to speak of democracy apart of course from the Chinese having practically no official say in it.\n\nIn the very early days there was a real form of direct democracy in the Settlement. There were few people, few enough to make this kind of democracy feasible; nearly all were land-renters and there was a widespread feeling of doing something positive when introducing representative government into part of the Chinese empire.\n\nSometimes there were fierce clashes between the land-renters and the Municipal Council, as in 1852 when the Municipal Council even decided to resign because a Public Meeting had rejected their drainage plan, a decision which was only reversed when another Public Meeting repealed the rejection;55 or in 1854 when a large number of renters objected to the expense of police barracks and the increase in taxation, and the newly established Municipal Council was threatened in its very existence; or in 1864 when the whole budget was rejected and a new one had to be drafted.57\n\nDiscussions at these meetings were often very spirited affairs, with letters to the editor appearing in the columns of the North China Herald.\n\nGradually, however, the meetings seem to have become \"cut and dry affairs\"; sometimes debate became more heated, but lethargy prevailed, as became clear when the very important proposal to restrict Child Labour came up for discussion in April 1925, when not even the quorum to make a decision binding was present.\n\nOne of the defects of the system was that it was not really a representative one. There were in the 1930s over 3500 rate-payers with the right to attend Public Meetings. If every one of them had wished to make use of this right, the meeting would have been turned into a complete Babel.\n\nAny person speaking at a Public Meeting was only speaking for himself, and it was difficult to be clear as to whether he had",

ALLYN RICKETT \n\nat the operations level consisted almost entirely of hastily trained students or political cadres, amateur in approach and guerrilla in methods of work. Thus, while the Chinese Communists may have had some intellectual appreciation of the need for formal laws and institutions, the slightest excuse in the name of survival was sufficient for a reversion to revolutionary expediency.3 Moreover, Mao Zedong himself, with his hatred for bureaucratization and emphasis on the mass line, was never willing to consider law any more than a mere tool of the revolution, to be used or rejected as changes in the political scene dictated.\n\nThe basic guidelines for the new China were set out in a series of Mao's speeches and writings involving his concept of \"New Democracy,\" culminating in his essay \"On the People's Democratic Dictatorship\" released on June 30, 1949 just before the founding of the new People's Republic. In this latter document in particular, Mao does not mince words; good people belonging to the four classes of the New Democracy (workers, peasants, petty bourgeoisie and national bourgeoisie) would be entitled to democratic rights, people belonging to the enemy classes (landlords and bureaucratic capitalists) would be subjected to repression and dictatorship.\n\nWhen Communist forces took over the country in 1948-49, local areas first came under military control commissions. In the cities these brought together \"conferences of all circles\" which formed people's governments beginning at the local level and then expanding upwards. In the countryside peasant associations formed the basic units which were to conduct land reform and form the bases for local governments. As local people's governments developed, powers were increasingly turned over to them by the military control commissions. However, the military control commissions retained power in all cases affecting security through their public security forces. The military control commissions also continued to maintain military tribunals in some areas for trying counter-revolutionary cases as late as 1954. People's Courts were formed immediately following 1949, largely in accordance with the demands of the situation and types of personnel available.         "content_text": "101\n\nlawyers two months training in \"New Democracy\" and placing them under Communist cadres.\n\nWhen the People's Political Consultative Conference, organized by the victorious Chinese Communist Party, issued its \"Common Programme\" formally establishing the People's Republic in September 1949, it also adopted an Organic Law of the Central People's Government, Article 5 of this document provided for a Supreme People's Court and Supreme People's Procuratorate, but no action was taken on the establishment of a system of lower courts until September 1951. In fact, during this period, civil and criminal courts left over from the Kuomintang period continued to function alongside military, revolutionary, and people's tribunals. Article 17 of the Common Programme had done away with the six codes of the Kuomintang, but new laws were published in rapid order, some 3,452 of them by September of 1954, including major laws dealing with land reform, marriage, the punishment of counter-revolutionaries and corruption. However, no systematic codes were issued and there were many gaps in areas which lawmakers in most societies would consider of prime importance, including such crimes as homicide. When appropriate laws and regulations were lacking, judges were supposed to use the general policies of Mao's \"New Democracy.\" Such ambiguity naturally led to great inconsistency in judgments, and judges were forced to make wide use of analogy even to the point of secretly basing their decisions on Kuomintang legal precedent.\n\nIn the autumn of 1952 a National Judicial Conference was called to launch a reform of the courts. By the time the movement came to an end in April 1953, many former Kuomintang officials had been removed from the judicial system, but the problem of judicial decision making continued to persist. A Chinese Political Science and Law Association was established in the spring of 1953 which in May of the following year began publishing its national legal journal, Zhengfa yanjiu [Researches in Political Science and Law]. Questions of reform or revolution, democracy or proletarian dictatorship were deeply exercising the minds of those bent on national salvation, personal power, or both.\n\nMen seized on new ideas and later changed their attitudes under the influence of both local pressures and growing familiarity with western political theories. The moves of the major actors rarely seem to have been clear-cut or consistent.\n\nThe aim of the author here, Michael Y.L. Luk (a Senior History Lecturer at the University of Hong Kong) is to trace the thinking of leaders of the Chinese Communist Party and their attempts to develop an agreed ideology. He is also concerned to show how the outcome of these attempts would in time affect the party's whole political destiny.\n\nThis is a book for scholars and students, a dissertation not aimed at the general reader. The interplay of ideas on the part of the activists and theoreticians has its own dense vocabulary, and the writing and presentation are uncompromisingly academic.\n\nHowever Luk fully achieves his purpose. The book records the varying convictions of visionaries and men of action at a crucial time in the history of China and gives a penetrating view of the way men thought and the policies they accepted in those years of warlords, Sun Yat-sen republicanism, and struggling political parties.\n\nTwo influences emerge clearly first, that of the Russian Revolution echoing round the world, and the writings of Lenin on colonialism. Secondly the indigenous thinking of left-wing Chinese intellectuals, notably Li Dazhao and Chen Duxiu. Why did the Chinese avant-garde listen to the voice of the Russians and brush aside the teaching of a Dewey or Hu-shih?         "content_text": "77\n\nincoming events did take the role of initiating a new trend in China.\n\nChina's domestic policy reassessments were mainly motivated by political considerations and were generally centred on political and theoretical matters. Accordingly, art and literature were less affected than policies by these reassessments. Nonetheless, the bearing of these reassessments on art and literature were enormous.\n\nIn 1977-1978 there appeared a literary genre called “scar literature” (“wounded literature”), under which a number of stories, plays and poems were published or staged. Among these works were \"Class Teacher\" (\"Ban zhuren”) and “Scar” (“Shanghen”), after which the genre was named. The themes of the works under this genre were almost exclusively focused on the wrongs done in the Cultural Revolution. The open, and sometimes forceful condemnations of past policies were pretty much the same as the practices in earlier campaigns to criticize Liu Shaoqi and Lin Biao, but the content showed that writers tried to analyse history from their own perspective. After the Third Plenum in December 1978, at which Deng Xiaoping called upon the intellectuals to “emancipate their minds” and to break into previously forbidden zones, more works under this genre were published.\n\nThe impact of political reassessment in the post-Mao era was strong though, the first reassessment affected the development of art and literature only marginally. With the pulling down of the Xidan \"Democracy Wall\" and the arrest of Wei Jingsheng, an activist in the demonstrations who advocated adoption of a Western system of democracy, there appeared a tendency to limit the scope of literary and artistic activities. In June 1979, an article \"Praise and Shame\" was published arguing that any writer who criticizes the dark side of socialism is shameful. This article ignited a nationwide criticism of “ultra-leftist tendencies in literary and artistic creation.” In the following few months, major newspapers and journals published articles to refute this stand, dubbing its supporters the \"whatever\" faction.\n\nThis development made high culture a victim of political campaigns.\n\n16\n\nThough \"scar literature\" was unaffected by the campaign started in the spring of 1979, it had become out-of-sale by the autumn of that year as the mood of the nation turned more to the present and the future rather than concentrating on the past. He observes that Hong Kong's life-expectancy statistics are better than Britain's, and its per capita gross domestic product is greater. More interestingly he compares Hong Kong to another colony, Puerto Rico, which has four million people, rather than six, and has been under American control since 1898, the same year that much of Hong Kong became a colony. Infant mortality and life expectancy figures are far better in Hong Kong, while the crime rate is lower, the rates of literacy higher, and the quality of public transport superior. Hong Kong is much safer and cleaner than New York.\n\nLittle evidence of its colonial past remains in the architecture of the famous skyline, Welsh observes, and where Queen Victoria's statue once stood, 'the only memorial is now entirely appropriate for this temple of commerce - that of a bank manager.' New towns, housing over two million people, stand where once squatter settlements spread, linked by 'the sparklingly clean and efficient Metro and the modernized railway.' He points out that notwithstanding Hong Kong's modern skyline, 'at street level... the crowds are as Chinese as those of Canton and Shanghai.'\n\nBut Welsh is right to point out a great truth. While the colony was for too long run on authoritarian lines, he says, 'there is no society in Asia that has enjoyed for so long as Hong Kong the freedom that democracy is commonly supposed to guarantee.'",

        "content_text": "Africa and South-east Asia to be suspicious of the pretensions of local leaders whose personal interests were not always easily identifiable with those of the common man—or, in their new surroundings, the worker in the plastics factory and his family. They had been conditioned by British policy and practice elsewhere to accept a goal of parliamentary democracy and self-determination as the norm; and while admitting that Hong Kong was, in the other cant phrase, “unique,” they saw no reason for it to be utterly different in ethos.\n\nSomeone who appreciated the subtle differences within colonies and between their officials was the last Colonial Service Governor, Sir David Clive Crosbie Trench GCMG MC. Trench had started his service in the Western Pacific, where as a District Officer in the Solomon Islands he had been a wartime \"coastwatcher\" in the mountains, reporting on Japanese activity, and had earned a military decoration during the Allies' reoccupation. He was one of the few Administrative Officers to benefit from the old Colonial Office's unspoken \"seven year rule.\" Under this, those who had spent that length of time in the supposedly enervating climate and mores of the Pacific should be sent to more politically and mentally bracing parts of the empire, the better to come back refreshed when more senior (determined Resident Commissioners in the Western Pacific, who thought seven years only just enough to train their juniors in the proper ways, usually managed to circumvent this best-laid plan.) Trench came to Hong Kong after the war, where he acquired a strong and popular reputation, notably in the Labour Department, as reorganiser of the Fire Brigade and as Deputy Colonial Secretary (DCS). It was no surprise when he went back to the Western Pacific as High Commissioner; there he presided over the creation for the egalitarian Melanesian society in the Solomon Islands of a novel democratic form of government based, via a constitution already adapted for Ceylon, on the pre-war London County Council, with committees instead of ministers (some of whose chairmen, however, inevitably assumed ministerial pretensions.) After three years, he returned to Hong Kong as Governor in 1964.\n\nBefore he had left, Trench had naturally always shown greater sympathy with and understanding of the \"interlopers,\" as the aforesaid subset was vulgarly known, than did some of his senior colleagues.
