        "content_text": "PIRACY ON THE CHINA COAST\n\n73\n\nofficial agreement between the two countries to refer to piracy. and Article 52 gave British warships permission, when in pursuit of pirates, to enter any port on the coast. Provision was also made for co-operation between the Royal Navy and the Chinese for punishment of pirates, restoration of stolen goods, and so on, and later treaties and agreements followed the same pattern. Unfortunately, experience proved that the Chinese had undertaken more than they could carry out; and that the provincial authorities were as often unwilling, as unable, to implement the pledges of the Peking Government.\n\nThe pirates on the coast in the 1840's, 50's, and 60's, included British, American, French, and other foreign renegades, who often worked in league with Chinese merchants in Hong Kong and the treaty ports. The system of ship registry then in force in Hong Kong was even more liable to abuse than the present system, and allowed Chinese shipowners an easy means of claiming the protection of certain foreign flags. This increased the difficulties of the Navy, already hard pressed to distinguish between convoy and pirate, and between pirate, trader, and fisherman.\n\nThe most famous renegade among the pirates in the 1850's was an American sailor called Eli Boggs, for whose capture the Hong Kong Government offered a reward of $1,000. This was won by an even more famous American sailor, more often associated with blackbirding in the Pacific, than with piracy on the China coast. Captain Bully Hayes, however, made his debut on the China coast, and when that part of the world became too hot for him he moved south to Australasian and Pacific waters.\n\nHayes first appeared in the Far East in 1854 at Singapore, as master of the American barque, Canton. He was then twenty-five years old. After selling the Canton, which did not belong to him, he appeared in Hong Kong a few months later as master of another American barque, the Otranto, which was probably under charter to the famous American house of Russell and Company. In Hong Kong's Victoria Hotel, and in the company of the masters of two Jardine opium clippers, Long John Saunders of the Chin Chin and King Tom Donovan of the Spray, Hayes made the acquaintance of some naval officers, and for the rest of his time on the coast he was a great favourite with the Navy. To rely upon a tremendous number of soldiers without a brilliant commander is, in fact, unreliable...\n\n+\n\nThe most authoritative comment on Tseng's article was from Sir Rutherford Alcock, the former British Minister to China. He gave his opinion in the April issue of the Asiatic Quarterly Review, that China was not already awake, as Tseng had described in his work. He emphasized that the army and navy built up by Li Hung-chang could hardly be the equal of those of European powers. Alcock suggested that China must launch immediate political and financial reforms before she could quickly build up a strong and efficient army or navy.\n\nAfter the publication of Tseng's article, Charles Denby, United States' Minister to China, in his dispatch to the State Secretary, Thomas F. Bayard, included a copy of Tseng's article together with his personal comments. Denby thought all the points listed in Tseng's article had to wait for quite a long time before they could be smoothly carried out. Denby believed that China had to work very hard for centuries before she could win a decisive battle against any of the European powers. As long as China could not build her own railways, it was beyond her ability to do anything further; for Denby thought that railways were the most important thing, if China wanted to carry out political, economical and military reforms.\n\nOf all the comments and criticisms, none were as constructive and concrete as Ho Kai's. After Ho Kai read Tseng's work, which appeared in the China Mail in Hong Kong on 8 February 1887, he immediately wrote a lengthy article and had it published in the same paper on 16 February 1887. In his letter addressed to the editor, he said:\n\nI read with great interest in your issue of the 8th instant, a remarkable article on ‘China — the Sleep and Awakening' purporting to have been written by the Marquis Tseng, which will (as was there stated) 'appear in the forthcoming number of the Asiatic Quarterly Review.' I do not intend to write exactly a critical review of this truly 'remarkable' article, but I am resolved to take this early opportunity to offer a few humble words in season to the noble Marquis",

        "content_text": "# EUROPEAN WORKING CLASS IN 19TH CENTURY\n\n103\n\nThe European lower orders were not, of course, totally neglected by their superiors. The church and the various missionary societies, such as the Mission to Seamen, did their best to elevate the moral tone of the less fortunate. Various institutions were established to cater to their needs—a Sailors' Home at West Point, close to the Seamen's Church, St. Peter's, and a Soldiers and Sailors' Rest at East Point. By the end of the century, there was also a Union Jack Club, a Royal Naval Seamen's Club, a United Services Club, an Institute of Marine Engineers, complete with technical library and librarian, and a branch of the British Mercantile Marine Officers' Association (the last two catered for a merchant navy elite). A Seamen's Hospital had also been opened.\n\nThe military authorities, in turn, strongly backed the work of the Army Temperance Association and the Independent Order of Good Templars, a society of abstainers formed in America in 1851, which had ramified over the Anglo-Saxon world. No doubt all these associations, societies, and clubs did sterling work and restrained some servicemen from seeking the scabrous temptations offered by Tai Ping Shan or Wan Chai; but they did not offer enough to the average soldier or sailor, only tea and buns, prayers and uplift, draughts and dominoes, and the ministrations of lay missioners, missionary ladies, and army and naval chaplains.\n\nIn 1889, the Hong Kong Ladies' Benevolent Society was founded 'for the purpose of rendering assistance in cases of sickness, want, poverty, or distress arising from time to time amongst persons other than members of the Portuguese or Chinese communities'. The society helped defray the passage home of destitute Europeans and educated orphaned European children; in some cases, it paid the rents of the hard-up and obtained employment for those stranded in the colony.\n\nWhat the government felt about poor whites is mirrored in the report prepared by Dr. Eitel in 1880 on the treatment of paupers in Hong Kong:\n\nIn the case of British destitutes, anything done by the Government over and above what is now being done in furnishing such destitutes with board and lodgings in the Gaol, would tend to make the condition of a 'beach comber' or destitute here more eligible than the lot of the hardworking seaman or stoker, and consequently put a premium on loafing and idleness... The sequel came on 3 November when, in the middle of afternoon, all up-patients and all staff were ordered to parade on the tennis court. Sentries had been posted overlooking the court and Lieutenant Saito and Mr. Hasegawa, an interpreter from Japanese Headquarters, were present. Two days earlier Sgt. Seino had told Major Charles Boxer that the Japanese navy had reported to the Japanese army that our men had been seen on the hospital verandahs during air raids. The intense rivalry between the two services was well known, and after Boxer's warning I saw to it that all staff and patients were ordered to keep off verandahs during air raids. The precaution came too late, however, and at the tennis court parade Saito made a speech interpreted by Hasegawa to the effect that many people in the hospital had laughed at and criticised the Japanese Military Authorities during and after the air raid. All on parade who had not laughed or criticised were ordered to hold up their hands and all did so. Hasegawa then said he did not believe this and I was called further forward from the head of the parade and asked if I knew who had laughed or criticised. On replying that I did not know I was dealt a buffet on each side of the face by Saito. His fist was not clenched but he was quite a powerful man and my cap was knocked askew and the inside of my cheek was cut though I suffered no real injury. Boxer was then called forward and asked why he had not signed an undertaking not to escape about which I shall have something to say later. Boxer replied that a Japanese officer would not have signed such a document and he then received two blows on the face from Saito. The parade was then dismissed and Saito went to No. 3 ward at the top of the building where up-patients were paraded on the verandah. These were mainly men recovering from diphtheria and any who had been on verandahs during raids were ordered to stand forward. When none did all were slapped. A new interpreter to the hospital, Takeyama, had just taken over and the latter told me formally that any further complaints of this nature would be followed by the closing of the hospital. We therefore arranged that verandahs on the harbour side would be policed by us during raids and that no one would even go on the verandah on the harbour side to get to lower floors where shelter was better. Though bits of protein may thus have been made available many found it hard to look their fish in the face.\n\nWe had two Red Cross inspections by Mr. Zindel in June and December. On both occasions staff and patients paraded and he made quite extensive rounds though no communication between him and us was allowed. In July though, he sent us a number of indoor games including chess sets, a table tennis outfit, two dart board sets, 18 packs of cards, four badminton rackets and two boxes of shuttles. These again had to be given prominent places in the recreation room where they could be seen. About half way through the year we began to have to pay for our four copies of the Hongkong News which we received usually each day, 15 sen each at first.\n\nIn June I was faced with a demand from Seino for reports on our compradore shop, on the state of health of our staff, on the boots and clothing of all in hospital, on patients classified by diseases, on our complaints and on our methods of dealing with mosquitoes, lice, bugs and flies. About the end of July staff, but not patients, were allowed to bathe in the reservoir provided they wore fandoshis while I required bathers to have a shower first. The supply of mains water was intermittent and low stocks of the drug forced us to reduce the daily dose of thiamine in August to 4 mgm by injection. All concerts, church services etc, had to be finished by 8 p.m. and applause, cheers for entertainers, community singing etc. were forbidden, again I think partly because of the nearness of the Japanese army's watchful critics, the Japanese navy, and partly because our own guards might take exception to noises of this kind. We had a good piano in our recreation room and a less tuneful instrument in what had been the Chinese boys' quarters. By September all concerts and piano playing in the recreation room except during church services were stopped.\n\nI failed again to get an extra rice ration for our staff and stocks of rice would not allow us to issue extra to them without reducing the amount available for patients; for my pains we were called upon to make returns to the Japanese showing all our food stocks.\n\nMembers of the staff had been allowed to store certain locked boxes containing personal possessions in our boiler house and on 3 September a sudden search of these was made by the Japanese, all locks being smashed to get the boxes open. As the Bishop's house is built on the side of a hill, as are in fact practically all the houses in Hong Kong, the outer wall of our dugout, facing north, was on a level with the garden, so as an extra precaution against bomb fragments, a heavy loose stone wall had been built up outside as high as the ceiling. There was but one small window and this we covered up in accordance with the blackout regulations. In this emergency dugout, His Excellency, Fathers Craig and Downs slept a little more securely than in the upper rooms. Father Rosello, however, kept to his upper room. One night, during the early days of the war, we were rudely awakened by a terrific blast, which must have shaken the whole island. We could hear fragments of shells or bombs falling just outside of our improvised loose stone wall, and it seemed as if the Cathedral had been hit with a salvo of shells. We could learn nothing that night and after a while returned to our couches.\n\nLater we heard the story. It seems that the British had a large store of dynamite or TNT on Green Island and it was decided to transfer this explosive to the Hong Kong shore. For this duty a squad of volunteers was chosen, comprising some British and Chinese police. As the story goes, they were instructed to leave Green Island at a certain predetermined time, but in some way or other, they started earlier. As their boat containing this high explosive neared the Hong Kong side, someone, fearing it was an enemy vessel, fired on it, and that was the tremendous explosion that shook the whole island, and which blew all those brave volunteers into eternity.\n\nAs was remarked above, the Bishop's house is situated on quite an eminence overlooking the harbor, and consequently we had a real grandstand view of the attack on Hong Kong. From our vantage point we saw shells fall in various parts of Kowloon; saw them encircle and finally land directly on Stonecutters Island, a fortified zone in the harbor; heard them whistle over our heads and strike the Navy Yard and other points to the east, and the Peak to the South. We could not see the shelling and bombing of Mount Davis, another fortified zone, but we could hear distinctly enough. From our vantage point we watched ships burning and scuttled in the eastern approaches to the harbor; we saw planes circling over Lyemoon forts, we saw the feeble anti-aircraft actions against the marauding planes. It was reported, however, that one plane was shot down with an anti-aircraft gun. Of course, there was not a single British fighter in the air to oppose the Japanese. The two or three antiquated crates that were seen occasionally flying around before the war were perhaps only trainers or observation planes. On the first and second nights of hostilities the drone of planes was heard around midnight, and a few planes were evidently taking off and landing at Kai Tak. Our first reaction to this was that they might be British planes arriving from Singapore, to aid in the defense of Hong Kong, but these sporadic flights soon stopped, and we learnt later that there were the ordinary CNAC or commercial planes which were being flown away to safer havens, and at the same time taking a few important people out of the Colony. The Japanese had the air entirely to themselves, and to my observation there were never more than ten to twelve planes in action at the same time. \n\nIn comparison with former days, there was comparatively little shipping in the harbor at the outbreak of hostilities. The few ocean freighters were either scuttled or set on fire in Kowloon Bay or in Lyemoon channel, by their captains. It may be that a couple were bombed, I do not know. There was a number of small river craft anchored near Kowloon, and of course the usual ferries, harbor tugs and a considerable fleet of Chinese junks huddled together in the typhoon shelters. At about the second or the third day of the war, every small ship and tug, including river passenger boats and ferries, got into motion and began moving slowly up and down the harbor fairway. Apparently this was to avoid being hit by bombs or shells. \n\nDuring this time I watched a small tug, perhaps a navy tug, calmly set out from Kowloon to cross to Hong Kong. As it pulled away from its anchorage a train of shells began falling in its wake. However, it kept on majestically and quite unconcernedly on its way, and though the shells fell closer and closer to its stern, it reached the navy yard in safety, and then as calmly turned out into the harbor again. At the same time, a small British destroyer, the Thracian backed slowly out of its berth in the Navy Yard, turned around and headed westward out of the harbor. No shells hit it",

DOWNS\n\nevery foreign enemy building, whether public or private property, and those which have escaped confiscation have not escaped the looting by Chinese. Curiously enough, there was an almost total absence of English signs on streets and over buildings and stores, the Japanese having taken all these down, and in many instances, replacing them with Japanese signs. In the lobbies of office buildings all the tenants' names were in Chinese or Japanese, and it was often very difficult to find one's own family doctor, unless one happened to be familiar with his Chinese name. It seemed that everything reminiscent of the hated foreigner had to be effaced. Placarded all around the town, too, were flaming posters depicting the New Order in the Far East, showing smoking chimneys of busy factories, smiling Chinese gathering grain in the fields, and other indications of what Japan expected to do for the downtrodden Chinese. At various conspicuous places were also huge maps showing the conquests in East Asia of the Imperial Japanese Army and Navy. The streets were fairly clean, though here and there might be seen some piles of rubbish, and I understand that in the beginning, the Japanese kept in office some of the officials of the Sanitary Squad, that is, British officials. Just to show the effect of Japanese progress, now some of the streets in the downtown sector were actually being washed daily!\n\nHowever, along the side streets, one could find more sordid scenes--emaciated and dying beggars lying on the pavement, and others looking pretty thin and hungry. Before we left Hong Kong, most of these beggars had disappeared and I suppose it is not hard to imagine what became of them, for the Japanese are not very often moved to pity. There are many tales of cruelty inflicted on the Chinese, and one significant fact is that the huge Prison at Stanley is practically empty. It is said that often offenders against the laws were thrown off the bund into the sea; others were tied up and left standing in the broiling sun until they died, and some of us have seen the police dogs which the Japanese have trained to hunt down Chinese who cut wood on the mountain sides. A friend of mine was an actual eye-witness of a Chinese woman whose flesh was literally torn by these dogs and who ran screaming down the mountain. These brushwood gatherers are often shot at, too.\n\nThe Japanese have retained both the Indian and the Chinese police and they patrol this city and the roads. The Indian police",

        "content_text": "THE MARYKNOLL MISSION, HONG KONG 1941-46\n\n141\n\nonly a handful of British representatives, among them the Colonial Secretary who went out into the city from the Internment Camp, until the British Forces arrived to take over.\n\n\"At Stanley a crowd of people were all set to loot the Maryknoll House of doors, windows, floors, sinks and so forth, but Bishop Valtorta came out as soon as the surrender became known and asked the Carmelite Sisters to send someone up to the house and remain there to protect our property. A couple of extern Sisters accordingly went up and took possession of the house. The Japanese had taken the hard wood flooring on the top floor and had carried it to the nearby valley north of the Stanley reservoir, in order to build a last stand field headquarters, which, however, they never did use. After we got to the house I gave some Stanley people work carrying the material back down again and Father Mark Tennien had the flooring relaid when he later on took over as Procurator.\n\n\"Practically all the equipment and furniture that was not fastened down had disappeared, such as sinks and kitchen stove. The hardwood chapel pews apparently could not be used for anything, and were too hard to split, so they were found piled up intact in the sacristy. There were six children in the family, two young women, about 18 years old, two boys about 16 and two younger children. The young women were named Annie and Lena. The former, as has been said, is now Mrs N.P. Anderson, her husband being a captain in the navy, and evidently an Englishman. They live on Carter Row, which is one of the fashionable residence streets of Shanghai, and are quite wealthy. Mr. Lai-Sun died a year ago last June, and his widow is now living in Shanghai. The second daughter, Lena, married a Mr Buchanan, who has since died. The youngest daughter, Amy, died several years ago, just two weeks before the date fixed for her wedding, her intended husband being a Scotchman. 'Elijah, the oldest son, is also dead, and Spencer, the second son, is employed as an interpreter in the Swedish consulate (probably in Shanghai).\n\nThe Lai-Suns' participation in the social and religious life of this city was very interesting and not without its amusing features. When they came to Springfield they seemed to be quite wealthy. Mr Lai-Sun was a decidedly intelligent man and was well educated. He spoke our language fluently as did also his daughters and his older sons. The young women had lived in ... [missing section of unknown length] ... rather discountenanced Mr Lai-Sun's liberality.\n\nBut despite their evident sympathy with things and theories American, the Lai-Suns remained Mongolian in many of their habits. They continued to wear their Chinese costumes and queues, and on all public or semi-public occasions the entire family turned out in a body. All of the adults became members of the South church by that time on Bliss street, and attended the services regularly, marching up the aisle in an august procession headed by the pater familias, who was a very imposing personage. As may be supposed, their appearance always caused a little rustle of interest and politely suppressed amusement. Their costumes, though of course oddly fashioned, were of the finest material, the richest silks elaborately and beautifully embroidered. Their faithful adherence to their native costumes was varied in only one particular and this change caused some amusement, particularly among their American women friends. When the cold weather came they protected their bodies by piling on an unknown number of their loose garments, the very looseness making the multiplication necessary. There was never any difficulty in compelling the girl to receive treatment since the mistress of the brothel knew that her house would be liable to closure if she was found to be employing a girl without a card and she was also herself liable to be fined if she allowed a diseased prostitute to work in the premises under her control.\n\nStricter controls were enforced by the police on prostitutes catering for Europeans. Their brothels were confined to a particular area in the east end of the city and the girls were expected to attend for a weekly examination by a firm of private medical practitioners in the area. In addition to the sanctions imposed by the Secretariat for Chinese Affairs, brothels could be put out of bounds to servicemen by the naval and military authorities if a soldier or sailor suffering from venereal disease identified the girl he had patronised; each girl was required to keep a book in which every client was supposed to enter his name and address and the time of his visit, and these books were open to inspection by the police and military authorities whenever a complaint was made.\n\nThis system was generally approved by the Chinese and European unofficial members, and also by the military authorities. The government claimed that as a result the streets of Hong Kong were kept free of streetwalkers who might pester passers-by, and the navy and army garrison were kept free of disease. In 1922 only 7 per cent of the soldiers were under treatment for venereal disease, which was only slightly higher than the proportion infected in Britain. The system was much less effective in controlling the spread of venereal disease in the Chinese population. On the basis of examinations of patients admitted to the government hospital for other complaints it was estimated that at least 27 per cent of the Chinese male population were infected with syphilis, and possibly, if doubtful cases were included, the rate of infection could be as high as 40 per cent. After one case Fraser Smith unsuccessfully proposed at an Annual Meeting that his fees be not paid, alleging that he had been actuated by prejudice in advising that there were grounds for expelling Fraser Smith from the Club. I have found no evidence that Francis ever rode or owned horses. However he did run on one occasion. That was in 1880 in the Veterans Flat Race during the Civilian Athletic Sports. He was unplaced off a twenty yard start. T.C. Hayllar won off thirty-five yards.\n\nHe was a member of the Chamber of Commerce, the China Association and the Navy League, and in 1895 accepted the Presidency of the British Mercantile Marine Officers Association. He was also a member of the Gun Club and the Rifle Association. He joined various literary and debating societies. He supported Dr. Cantlie in the formation of the Odd Volumes Society in 1893 observing that he had been connected with many similar ventures during his thirty-three years of residence.\n\nHe was an inveterate lecturer, his subjects ranging from Jesuitism in 1872 through maritime and Asian affairs to the theory of British Advocacy in 1897. He was still lecturing in the year of his death. He was said to be an entertaining, clear and simple lecturer though the China Mail said that his chief fault as a public speaker was \"inartistic redundancy\".\n\nIn 1889 at a meeting of the Literary Society he expressed hope for an elected Legislative Council and objected to heads of departments being members of the Executive Council. In 1893 at the Odd Volumes Society on the subject \"What does Hong Kong want\" he gave the answer “public spirit”, and attacked incompetent officials and harmful legislation.\n\nIn 1899, again at the Odd Volumes Society, he disagreed with the view of an earlier speaker that the British Nation was more vulgar than others and deficient in imagination and gave his own view that the British were disliked by others because of their national self-complacency and arrogance which resulted from the accomplishment of great deeds.\n\nHe played chess and kept open house in his chambers for chess players at 4.30 p.m. on Wednesdays. In 1894 he was involved in a living chess tournament organised to raise funds for the Union Church and held in the grounds of the Hon J.J. Keswick at East Point. When George was nine years old, his mother took him to China, but after a year he returned alone to live with First Paternal Uncle in San Francisco. On his way to California, he stopped over for a night in Honolulu. A year later he went to Los Angeles to join his father, who was working for Dr. G. S. Chan in his herb business. Although inducted into the army during World War I, George never saw active duty. In 1919 when Uncle Yim died, he took his father's remains to China for burial, first stopping over at First Paternal Uncle's home in Hong Kong where his mother was waiting for him. This was during the time my father was there, ill with tuberculosis.\n\nGeorge finally gave in to Aunt Yim's continual pressure and married Sai King Auyoung of Ma Tse Village in 1919. She was a young bride (born in 1904) when I visited them that year. In 1922, after the birth of their daughter, Gladys Yung Hoy, on 8 June 1922, George left his family for Honolulu. His wife then entrusted the care of Gladys to Aunt Yim and went to work. In 1931 when Aunt Yim died, George sent for his daughter. It was not an easy adjustment for a girl of ten, but a good relationship with her stepmother developed and after some schooling, she went into restaurant work where she met her husband, Lam Kwai #, born in 1906, by whom she had a daughter and a son, Claudia Ngit Oi A and a son, Calvin Yuen Tim K.\n\nBefore Gladys joined her father, he had married Josephine Kekai Fung Kyau Liu, who was born on 30 September 1910. From this union came Kwock Wah, born on 7 January 1930. He is a pharmacologist on the staff of Purdue University. They subsequently adopted one of Josephine's nieces, Lorna Siu Lan. Josephine's father was a Chinese from See Yup and her mother was a Chinese-Hawaii-Caucasian woman. From this multi-ethnic background, she learned to speak Chinese fluently as well as to cook authentic Chinese, Hawaiian and Western dishes. These skills enabled her to work as a cook for many years before she had to retire because of a bad knee.\n\nGeorge found employment in the Navy Yard after working as an auto mechanic for several private shops. After his retirement, he made a visit to China to see his ailing first wife before her death in 1968 at the age of 64. He had a great deal of warm feelings for his Chan relatives, and",

It was approaching dusk and the sailor sentry, who had no doubt been standing guard at this particular gate at the back of the Concession for some time, was beginning to get bored. The gates, of wood, with a small window through which persons on the far side could be inspected, were open. Outside stood a row of hawker's stands, for the most part purveying cooked foods to the coolies who passed in and out. The stand nearest to the sentry held a large copper pan, of the sort in which rice is cooked, over a small fire. At the moment the pan was empty, and the sentry, being of an enquiring mind, wondered what would happen if he put a rifle cartridge in it. The experiment produced a loud bang and several holes through the bottom of the pan. An infuriated hawker, supported by increasing numbers of excited fellow tradesmen, shouted curses at the sentry and loudly demanded large sums of money in compensation for the damage done. At the sound of the explosion the naval guard in a near-by house turned out. The petty officer in charge was a great barrel of a man, an old tarpaulin of long service in many parts of the world where opportunities for cultivation of that diplomatic tact, in which the Royal Navy is so accomplished, must have been numerous. In less time than it takes to tell he had the situation well in hand, had paid one dollar compensation for the damage done, had closed the gates, and had nipped an incipient riot in the bud. It was considered unwise to allow a \"matelot\" of such an enquiring mind ashore again, and for the remainder of that destroyer's stay at Kiu Kiang he was confined to his ship.\n\nLate on an afternoon early in January, 1927, as the river water swirled past the hulks under the hard light of the wintry sun, a strange tall man walked down the Bund, accompanied by a number of Chinese dressed in civilian clothes. He wore the collarless buttoned-up jacket, the knee-high black leather boots, and the little leather-peaked brown cap, of one of Borodin's officers. His companions were members of the Revolutionary Kuo Min Tang party. They moved along looking at the houses, at the cross-roads, and at the foreshore, talking and gesticulating. Together with the large \"Ewo\" hulk we were all anchored a few miles above Nanking in a stretch of the river, designated as a \"Safe Harbour\" of which the Japanese authorities had been duly notified. The American gunboat \"Panay\" was anchored two miles lower down off the creek at the top end of Nanking, whence communication with the few foreigners in the city could still be maintained through a 'phone situated in a godown on the bank.\n\n\"The Flag Captain, Commanding Officer, and Ward Room officers of H.M.S. \"Scarab\" request the pleasure of the company of the British community, now afloat in the \"safe\" anchorage, on board H.M.S. \"Scarab\" at 11.30 tomorrow, Saturday, 11th December, on the occasion of the anniversary of His Majesty's accession.\"\n\nIt was a lively party. As you may imagine there was plenty to talk about, and the bountiful hospitality dispensed by the Navy - I naturally do not refer merely to its liquid aspect - set all in a pleasant frame of mind for a latish lunch when the gathering broke up and the participants returned to their respective ships. I have no doubt that the ensuing sense of somnolence was fairly general when, with a crash, a shell burst on the river bank not 100 yards from the nearest ship. The noise disturbed the lethargy of that Saturday afternoon. Ears pricked to discover whether there was more to come. The doubt whether that first shell was a stray or not was soon settled as two more straddled the nearest ship. Captains leapt to their bridges and called for steam. Clouds of smoke belched from the assembled funnels, marking well the whereabouts of the target. Shells began to fall regularly in the anchorage, but it was not more than fifteen minutes before the merchant flotilla, festooned with attendant small craft, was underway heading upriver. The two gunboats remained to stand-by the hulk, which was full of foreign and Chinese refugees and, having slipped its anchors, endeavoured to tow it in the wake of the other vessels. By good luck there were no direct hits on any of the ships, though some vessels were holed by splinters, and two unfortunate Chinese boatmen were killed and some others wounded.\n\nThe shelling resumed when the ships were under way a mile or two above the \"safe harbour\", the guns then appearing to be of heavier calibre.         "content_text": "139\n\nI was in Ningpo when the announcement of the closing of the Burma road was received. It was a severe blow for the Chinese, but I think they appreciated the difficulties of Britain's position and that she had only been compelled by the force of circumstances to accede to the Japanese demand. Nothing could have exceeded the kindness and courtesy shown to me by the merchants and officials whom I met.\n\nNingpo was one of the first five treaty ports, opened to trade in 1842. Early promises had not been fulfilled, and the port, overshadowed by Shanghai, had remained small. Off the mouth of the Ningpo river on the largest island of the Chusan archipelago lay the walled city of Tinghai, occupied by British troops twice for a space of several years between 1840 and 1860. Tinghai at one time was designated, instead of Hongkong, as the place to be ceded to Britain for the repair of vessels. It looks a healthy enough place, built up the slopes of a high hill, yet the troops suffered much from sickness and the stones in the graveyard bear witness to the numbers buried there. The garrison imported some turkeys, to provide variety for the larder. The British troops have long since left, but the climate was favourable to turkeys, and now large flocks descended from the original birds are bred to supply the Christmas market in Shanghai.\n\nIn Ningpo, the graveyard contains the stone monument, first erected outside the East gate of the city, to commemorate the assistance given by Captain Roderick Dew, R.N., and Lieutenant Kenny of the French Navy and their respective ships' companies, in 1862, to the Imperial Chinese troops in expelling the Taiping rebels from the town. It was nearby that the American General Ward, Gordon's predecessor in command of the Ever Victorious army, was killed. But times change. To Dr. Sun Yat Sen and the Kuo Min Tang the Taiping rebels are the glorious forerunners of their own revolution, and it is doubtful whether General Gordon, or the British, are given any credit for having assisted the Imperial Government to quell the rebellion.\n\nThe country round the little Ningpo plain is very beautiful. In previous winters I used to shoot on the shallow lakes which lay amongst the hills to the west. Most sportsmen waited to go after the early morning and evening flights of duck, but I preferred to work along the edge of the hills with my dog for the occasional pheasant. They were not so numerous here as amongst the reedbeds of the Yangtze. Beyond the lakes, the deep waters of Nimrod Sound were",

        "content_text": "84\n\nKowloon, mainly for ships in the coastal trade, was opened in 1868 to be followed soon afterwards by a shorter 80m-long dock. A few years later (1876) the 140m-long Cosmopolitan Dock and dockyard at Tai Kok Tsui were commissioned. Subsequently the much larger 168m-long Admiralty Dock at Hung Hom was completed in 1888 and later extended in length by some 8 metres in 1903, to be followed by further lengthenings in 1911 and 1931.\n\nIn the summer of 1907, the 170m-long Admiralty dry dock in Victoria, with an entrance width of 29 metres and 9m clearance at lowest spring tides, and Tai Koo's great ashlar-faced 238m-long 27m entrance-width graving dock (now a car park in the Tai Koo Shing development) at Quarry Bay, the latter capable of accommodating the largest ship then afloat (the liner Oceanic), were both commissioned. By laying down the former dock where it did and extending the original dockyard, with an 8ha reclamation which was started in 1900, the Navy sealed the long-held hopes of making Victoria a coherent city with a continuous commercial waterfront. Due to difficult foundation problems, including removal of a 1.2 to 1.8m layer of hard porous coral and the need to install hundreds of steam-driven hardwood piles through the underlying decomposed granite to secure the site, the naval dry dock finally took seven years to build whereas the larger commercial dock at Tai Koo was finished in five.\n\nThe whole of the Tai Koo dockyard development took seven years to completion in 1908, a remarkable achievement in so much that it not only included the large dock but also excavation of some 1.3M cubic metres of hillside to form a 21ha site, which included a 8ha marine reclamation, and the adjacent section of the 23m-wide cut for King's Road, and the building of an entire complex of slipways, workshops and all the ancillary works which are needed to make a large dockyard a world of its own. It is interesting to note that Admiralty engineers in 1908 regarded locally-made cement as unsurpassed in fineness and tensile strength (at 28-days around 750lb/sq in or 5.2MPa), and it was used exclusively when building the new naval and Tai Koo dockyards.\n\nWharfs\n\nBy 1843 there were several comparatively small piers and jetties on the Island located between East Point and Sheung Wan.         "content_text": "185\n\nTHE TWO OBELISKS AT TAI TAM\n\nDAN WATERS\n\nOn being driven around Hong Kong Island for the first time, in January 1955, the two large Obelisks on the southeastern side, one north and one south of Tai Tam Harbour, attracted my attention. Although I asked people about them at the time, as well as in succeeding years, I was able to glean little useful information.\n\nDr Solomon Bard, an historian who lived in Hong Kong for over half a century, wrote that the two Obelisks are each nearly ten metres high and that they may be mistakenly taken for commemorating an historical event (Bard, 1988:69). He continues that the Royal Navy erected them at the turn of the century (around 1900) as navigational aids. They are in line. That is they are on the same longitude, running north-south, and they are exactly one nautical mile apart.\n\nSomewhat contradictory to Bard a Hong Kong Government Marine Department manual quotes that the two Obelisks are nine metres high and three-quarters of a mile (presumably sea miles) apart, in line, bearing 358 degrees, and that they lead into the Bay. When one is standing overlooking the Harbour and gauging the distance across the water with one's eyes, Bard's figure of one nautical mile appears more accurate. In fact, if one scales the distance from a chart in my possession it does turn out to be one nautical mile, from obelisk to obelisk (Tai Tam Bay, Chart; 1894). Such obelisks are often called beacons in nautical language.\n\nThe squat, northern Obelisk stands high up on what is sometimes known as 'Obelisk Hill.' See Plate One (Mok, 1995:16). Its counterpart, the southern Obelisk, at the foot of so-called 'Red Hill,' is lower down with its seaward side painted white so it is more conspicuous. Like a sentinel it stands on the rocks with its base about 40 feet above the sea, depending on the tide, to the westward side of the entrance to Tai Tam Harbour. Made of concrete, both Obelisks are of similar size, appearance, and construction as one can see from Plates One and Two. Up until World War Two there was little scrub on the hillsides and the upper Obelisk could be seen more clearly (see Plate One). The Colonial Office was most reluctant to exercise this power except in extreme circumstances since it might cause the governor public embarrassment. There are only three cases to be found in the files before 1933 where the Colonial Office was consulted about a project and imposed its veto.\n\nThe progress of industrialisation in Hong Kong was completely different from all other British colonies where factories could be established only with the aid of protective tariffs and other government assistance and manufactured goods were sold only in the local market. Hong Kong island was originally occupied because it had the best deep-sea harbour between Shanghai and Indo-China. It served as a base for the British navy and a place where merchants could store their goods and transfer them from ocean-going vessels to smaller ships to trade at ports along the China coast and inland waterways. About 80 per cent of the goods passing through the harbour consisted of re-exports destined for South China from overseas or from North China, or exports from China being transhipped in Hong Kong. Since the principal reason for Hong Kong's existence was to be an entrepôt for trade with China, it has always been a free port with no customs duties on imports or exports. Industries were established early in the colony's history to provide for the needs of the port and to process primary products for local consumption and export to China. Shipbuilding and ship-repairing yards were established soon after Hong Kong island was occupied in 1841, followed by a rope-making factory in 1851, a flour mill in 1859, a sugar refinery in 1870, a distillery in 1871, tobacco and cigarettes in 1880, a cement factory in 1897, and a cotton spinning and weaving company in 1899.\n\nIn 1911 the Hong Kong General Chamber of Commerce carried out a survey of all European, American, and British Indian firms in the colony engaged in import, export, and manufacturing. The survey listed 38 trading companies which had also set up factories. The 1931 census found that about a quarter of the working population (112,133 out of 470,794) were employed in manufacturing industries. The 1930 Blue Book listed 3,164 factories and workshops under 102 categories ranging from 124 boat builders to 116 tin beaters and 14 weaving factories. Most of these establishments were very small, situated in the back streets and tenements of the urban area. In 1932 only 586 were registered under the new Factories and Workshops Ordinance, which regulated firms that employed at least 20 persons. It is difficult to quantify the size of the manufacturing sector in the absence of detailed statistics of local consumption, but it appears that domestic exports of manufactured goods in 1932 totalled at least HK$36 million (about £2,500,000).1 The main items exported were cement, refined sugar, preserved ginger, lard, knitted singlets and hosiery, and electric torches.",

In fact, what had happened to this burial ground was the cause of some anger long before it was finally cleared:\n\nBut we sincerely hope that the Happy Valley may ever be sacred to the dead, and that we may never again behold in Hongkong a grave-yard desecrated and defiled as was that to the South of the Queen's Road East, by St Francis Hospital. Part of it has been cut away to form the building lots, where now stand some tenantless houses; and day after day the head stones are stolen by the Chinese, to be re-faced and sold to some newly-made mourner.\n\nThe Colonial Cemetery20\n\n19\n\nAlthough Wan Chai had been described in various accounts and records as the site of the first burial ground in Hong Kong, a British naval surgeon who arrived in Hong Kong in April 1841 had recorded two burials in Happy Valley in his personal journal two months after his initial arrival:\n\n[18th June 1841] Poor old Brodie was buried in the afternoon in the new cemetery in 'Happy Valley,' Hong Kong. He was much respected by both Navy and Army and large numbers followed him to his grave.\n\n[19th June 1841] Another friend of mine, Wilson, Adjutant of 18th Regiment, has just died of remittent fever soon arriving from Canton, on board Futty Salaam transport. Many men of the 18th Regiment have also died; many of the wounded from tetanus. Many a gallant fellow who escaped in the field has succumbed to disease.\n\n[20th June 1841] Poor Wilson was buried in 'Happy Valley' near Commander Brodie.21\n\nHowever, as the tombstone of Brodie was among those removed from the 'old Colonial Cemetery' to the new Colonial Cemetery in 1889,22 Brodie's initial burial site is not entirely clear as yet.\n\n?\n\nEitel also mentioned the 'new' cemetery in Happy Valley. She was a side-wheeler, 180 feet long, 60 feet beam across the paddle boxes, drawing 6 feet and having a deadweight of 150 tons with accommodation for many deck passengers.\n\nHaving made all the arrangements for \"Pioneer\" to be shipped to Shanghai in pieces, Little returned to London. Whilst having lunch at the Oriental Club with some of his backers and advisors, he was introduced to Captain Samuel Cornel Plant. Captain Plant had recently returned to England having served for several years in command of steamers on the Tigris and Euphrates, rivers well known for their navigational difficulties. When Little learned of the captain's previous experience, he did his best to persuade Plant to come to China and take command of \"Pioneer.\" Plant promised to give the matter some thought. For whatever reason, he subsequently agreed to go along with Little.\n\n\"Pioneer\" was shipped to Shanghai and reassembled. Plant and his wife, Alice Sophia, took ship to China, joined \"Pioneer\" and in early June 1900 the attempt on the Three Gorges began. With Plant in command, \"Pioneer\" made the trip from Ichang to Chunking in 73 steaming hours over seven days. She was held up for three days at Hsin T'an Rapids. On arrival at Chunking she was greeted by most of the expatriates living there and it is said that the banks of the river were black with hundreds of junkmen who had crowded to see this latest barbarian wonder.\n\nThe Aftermath\n\nBad luck again struck Little. There were rumblings of trouble along the river that were to culminate in the Boxer Uprising. The British Consulate in Chunking commandeered \"Pioneer\" and used her to evacuate expatriates from the trouble spots. (It is not known whether Little was compensated for the loss of \"Pioneer\" or not. She was eventually handed over to the Royal Navy, renamed H.M.S. \"Kinshi\" and finished life as H.Q.         "content_text": "118\n\nIn addition to her usual cruising on the China coast the ship paid one visit to Nagasaki and, early in 1933, another to the Philippine Islands.\n\nOn 11 June 1933 the carrier EAGLE, Captain L.V. Wells, DSO, arrived at Hong Kong to replace her on the station. Accordingly the next day HERMES slipped for Singapore and after a pleasant passage reached Sheerness on Saturday, 22 July 1933.\n\nAlthough while in the East mention has been made above of the activity of pirates, actual direct involvement with any such deed had been about the only experience she missed between 1930 and 1933. She was to fill that gap during her following commission, also on the China Station when under the command of Captain The Hon. George Fraser.\n\nNOTES\n\n[Hon Ed.] HMS HERMES, a small aircraft carrier of some 10,950 tons, was the first purpose-built such warship in the Royal Navy. On 15th January 1918 she was laid down at the Armstrong Whitworth yard and launched on 11 September 1919. The yard was scheduled to close, and no great post-World War I urgency to complete her was perceived, so she was towed to Devonport for completion. There she was commissioned on 6th August 1923. Several of her pre-World War II commissions were spent on the China Station. At the outbreak of World War II she \"worked up\" in the English Channel, carried out one patrol, and then in October 1939 was ordered to Dakar to work with the French Navy on anti-enemy blockade runner and surface raider patrols. With the ship operating twelve Swordfish aircraft, generally speaking these operations took place out across the Atlantic towards the coast of South America. On 8 July, 1940, with the advent of Vichy then at Dakar, the ship launched a daring night-time attack first using her motor boat immediately followed by Swordfish aircraft torpedoes, crippling the new battleship RICHELIEU which was lying in Dakar Roads. Subsequently, when returning to Freetown, she was damaged in collision with the P & O liner CORFU, then an armed merchant cruiser engaged in convoy protection duties. She was repaired at Simonstown, South Africa. Following repairs she saw further service, enjoying some notable successes, in the South Atlantic, Indian Ocean and Persian Gulf.\n\nFrom Trincomalee late on 8th April 1942, the approaching Japanese fleet having",
