Seventy-five was the number fixed for the French, British, and Russian contingents. On June 10th, an immediate attack on the Legation area was expected, while at the same time reinforcements were awaited from Tientsin. On June 20th, the German Minister, Baron Ketteler, was murdered by Boxers on his way to the Tsungli Yamen, the Chinese department dealing with Foreign Affairs. As a result, all the women and children in the various Legations, together with the non-combatant men, gathered inside the British Legation, since this was alone regarded as capable of any serious defence. In here, there were eventually over eight hundred people, including the Ministers of eleven different nations and some Chinese Christian converts. At this time, the Legation was only half its final size, being roughly 700 yards long and 200 yards wide, but containing eight different walls, some of them very thick, which made it good for defending.\n\nMeanwhile, the German Minister's interpreter, Cordes, who had been wounded, was brought into the Legation, and a hospital was hurriedly set up, under the charge of Dr. Poole of the British Legation, with Dr. Welde of the German Legation as his assistant. The nurses consisted of one fully trained and certificated nurse (Miss Lambert of the Church of England Mission), who was made Matron, and a number of partly trained missionary women under her, together with Fuller, a naval sick-berth steward, who had been sent up with the marines. One of the partly-trained missionaries was Jessie Ransome, who kept a diary of the siege, giving the story of the hospital work. As she recorded:\n\nThe first thing to be done was to find a building which could be set apart for a hospital, and this, in the crowded state of the British Legation, was not very easy. It was decided to use the Government offices and reading-room, commonly known as the Chancery, and two rooms were hastily cleared and prepared for use, one as an operating theatre, and the other as a ward. Even then, we had not an idea of the task before us, thinking that a few days would certainly bring Admiral Seymour and his column to our relief; and so it was only by degrees, as our patients increased in number, that we cleared out more rooms and even encroached upon",

        "content_text": "PIRACY ON THE CHINA COAST\n\n73\n\nofficial agreement between the two countries to refer to piracy. and Article 52 gave British warships permission, when in pursuit of pirates, to enter any port on the coast. Provision was also made for co-operation between the Royal Navy and the Chinese for punishment of pirates, restoration of stolen goods, and so on, and later treaties and agreements followed the same pattern. Unfortunately, experience proved that the Chinese had undertaken more than they could carry out; and that the provincial authorities were as often unwilling, as unable, to implement the pledges of the Peking Government.\n\nThe pirates on the coast in the 1840's, 50's, and 60's, included British, American, French, and other foreign renegades, who often worked in league with Chinese merchants in Hong Kong and the treaty ports. The system of ship registry then in force in Hong Kong was even more liable to abuse than the present system, and allowed Chinese shipowners an easy means of claiming the protection of certain foreign flags. This increased the difficulties of the Navy, already hard pressed to distinguish between convoy and pirate, and between pirate, trader, and fisherman.\n\nThe most famous renegade among the pirates in the 1850's was an American sailor called Eli Boggs, for whose capture the Hong Kong Government offered a reward of $1,000. This was won by an even more famous American sailor, more often associated with blackbirding in the Pacific, than with piracy on the China coast. Captain Bully Hayes, however, made his debut on the China coast, and when that part of the world became too hot for him he moved south to Australasian and Pacific waters.\n\nHayes first appeared in the Far East in 1854 at Singapore, as master of the American barque, Canton. He was then twenty-five years old. After selling the Canton, which did not belong to him, he appeared in Hong Kong a few months later as master of another American barque, the Otranto, which was probably under charter to the famous American house of Russell and Company. In Hong Kong's Victoria Hotel, and in the company of the masters of two Jardine opium clippers, Long John Saunders of the Chin Chin and King Tom Donovan of the Spray, Hayes made the acquaintance of some naval officers, and for the rest of his time on the coast he was a great favourite with the Navy. Gordon, the Land Officer, endorsed in the 'dream' of the future City of Victoria which he communicated to Pottinger in 1843).4 But if Pottinger's description is accurate, it would have taken a good deal of imagination to see it that way. \n\nThe East Point site was purchased, at the first Land Sale on 14 June 1841, in the name of Captain William Morgan, a ship's captain who may have been Jardine's Hong Kong manager, and the actual area purchased was not specified then or when Pottinger's Second Land Committee was attempting to settle the Land Question in Hong Kong. We learn, from a later source, that it amounted to almost 170,000 square feet (about 3.4 acres). It is, however, often overlooked that the firm also purchased three other marine lots at the same sale: numbers 26, 27 and 28 and it is here that they had already commenced building by the time of the sale. This contention is upheld by a number of contemporary accounts of the sale. The Canton Register (predecessor of the Hong Kong Register) intimates that one purchaser had commenced building before the sale,6 \n\nWe are told in an unpublished history of the early years of Jardine, Matheson & Co. that in February 1841, within a month of the naval forces taking possession of the island, that they had erected a large matshed godown above the foreshore. An anonymous correspondent of the China Mail, writing 8 years after the event, but who attended the first sale in 1841, states that Matheson, in order to avoid the expenses involved in landing goods at Macao for transhipment, resolved to land a consignment of cotton at Hong Kong. To make this possible, he sent from Macao materials for the erection of a godown. This building, he avers, was four feet above the ground at the date of the sale and was sited on what later became known as the Commissariat Stores. The fact that they were building and had ground cleared, he continues, gave additional value to adjoining lots. As will be seen, Marine Lots 26, 27 and 28 were shortly to become the Commissariat stores. If further support is needed, I may quote from Tarrant's History of Hong Kong, published in 1861 or 1862: he states that \"some months before the sale......Messrs Jardine, Matheson & Co, erected those godowns which now form part of the Naval Yard, near the Canton Bazaar.” \n\nI",

There was first police supervision, then official protection under a succession of qualified officers, then representation in the Colony Legislature and on the Commission of the Peace. The colonial executive has wisely left to the Chinese a large measure of a kind of self-government which is more effective than anything that could find its expression in votes of the Legislature. The administration of purely Chinese affairs by native committees, with a firm ruling hand over their proceedings, seems to fulfil every purpose of government.\" The Englishman in China during the Victorian Era, Edinburgh and London, William Blackwood, 1900, vol. 1, pp. 280-1.\n\n60 The Labour Advisory Board was established in 1937 and consisted of the Secretary for Chinese Affairs, the Secretary and Cashier of His Majesty's Naval Yard, the Assistant Director of Supply and Transport of the China Command, a representative of the Public Works Department, the Manager of the Taikoo Sugar Refinery, the manager of the Hong Kong Electric Company, and the manager of the Taikoo Dockyard. The members consisted entirely of representatives of large government departments and employers of labour. The board rarely functioned.\n\n61 The Chinese General Chamber of Commerce was founded in 1896 principally by Ho Kai and Wei Yuk. It was called at first the Chinese Merchants Bureau. In 1913, after a period of decline, a new building costing $40,000 was erected in Connaught Road. After 1913 the Chamber became one of the most influential bodies in Hong Kong, and many members of the District Watch Committee served at one time or another on its executive committee. The Chinese Club was founded in 1899 by Sir Robert Ho Tung and modelled on the European Hong Kong Club. A description of the Club's premises is to be found in Mrs. Archibald Little, The Land of the Blue Gown, London, T. Fisher Unwin, 1902, p. 323: \"We were taken by the Committee into an upper room, where European comforts of curtains and cushioned arm-chairs were judiciously intermingled with Cantonese elegances of black carved wood and landscape marble.\" Mrs. Little was a member of the Anti-Footbinding League or Natural Feet Society.\n\n62 See G. Looking up Aberdeen Street, you saw a few indications of building, and a house on the south of Gage Street, forming the headquarters of a Madras Regiment; and looking up Pottinger Street, you could see the Magistracy and Gaol of the day, where the dreaded Major Caine presided, and below them were two or three other buildings. On from Pottinger Street, a few English merchants had established themselves, and the house which long continued to be known as the Commercial Inn was a place of great resort. On the west of D'Aguilar Street, not then so named, building was going on, and just opposite to it, was a small house called the Bird Cage, out of which was hatched the Hongkong Dispensary. All the space between Wyndham Street and Wellington Street was garden ground, with an imposing flat-roofed house in it, built by Mr. Brain, of the firm of Dent & Co. That great firm had its quarters where the Hongkong Hotel is now, and further on was Lindsay & Co.'s house. All else on the north side of the street was blank, on to the Artillery Barracks, which were building. On the south of the street was the Harbour Master's establishment on Pedder's Hill; and as conspicuous as are now Messrs. Heard & Co.'s Offices, which have been manufactured from it, rose the house of Mr. Johnstone, who had been administrator of the island on its first occupancy. On the Parade Ground was a small mat building, which was the Colonial Church, and above it, about where the Cathedral and Government Offices now stand, were the unpretending Government Offices of that early time and the Post-Office. Far up, if I recollect aright, might be seen a range of barracks, out of which have been fashioned the present Albany residences, and beyond the site of the present Government House was a small bungalow where Sir Henry Pottinger and Sir John Davis after him held their court. Crossing the bridge from the Artillery Barracks, there were some poor buildings for military purposes where the Naval Yard now is, and the houses of Gemmell & Co. and Fletcher & Co., the former of which has since been metamorphosed into the Commissariat Offices. BLUE \n\nsteamships in India operated on the Hoogly in the early 1820s, mainly as tug boats. \n\nThe first steamship in the Dutch East Indies was the Van der Capellen, a paddle steamer of 230 tons, designed to operate a coastal service in Java. The Van der Capellen was built by a consortium of British merchants in Sourabaya in 1825, and equipped with engines built by Fawcett and Company of Birmingham. \n\nDue to the close association between British India and Canton through the East India Company, it was not long before steamships were introduced on the Canton River. Although he did not live to see his scheme carried through, a Mr. T. J. Robarts of the Company's Canton staff is the pioneer of steam navigation in China. When on leave in London in 1821, just nine years after the Comet was launched on the Clyde, he suggested to the Court of Directors that a steam tug could be usefully employed on the Canton River. Because it was thought that the Chinese might object, his scheme was turned down, but Mr. Robarts decided to go ahead on his own. He ordered two 16 horse-power engines and a copper boiler from Henry Maudslay and Company of London, and a hull of oak frames; all of which arrived at Canton in 1822 and aroused great curiosity and admiration. Unfortunately, bad health caused Mr. Robarts to retire prematurely, and there was no one at Canton able, or willing to continue with his scheme. Everything was therefore sent to Calcutta, and arrived there in June 1822. \n\nThe parts were assembled at Kyd and Company's yard at Kidderpore, and the vessel, known as the Diana, was launched on 12th July 1823. However, the original oak hull was discarded in favour of a new hull built locally of teak. The name Diana was taken from the figurehead which had accompanied the original hull. The total cost of the Diana was 70,000 rupees, and the government declining to take any part in the enterprise--this was financed by a group of Indian agency houses. \n\nThe Diana ran successfully, but not profitably, on the Hoogly for a year, and was then sold to the government for use in the Burma War, 1824-1826. It was Captain Marryat, then the senior naval officer in India, who recommended her purchase to the government. The Diana took part in the first expedition to Rangoon, and proved so useful that she was retained on the Irawaddy for the whole of the war. She suffered at times from overloading, as not",

        "content_text": "# EUROPEAN WORKING CLASS IN 19TH CENTURY\n\n103\n\nThe European lower orders were not, of course, totally neglected by their superiors. The church and the various missionary societies, such as the Mission to Seamen, did their best to elevate the moral tone of the less fortunate. Various institutions were established to cater to their needs—a Sailors' Home at West Point, close to the Seamen's Church, St. Peter's, and a Soldiers and Sailors' Rest at East Point. By the end of the century, there was also a Union Jack Club, a Royal Naval Seamen's Club, a United Services Club, an Institute of Marine Engineers, complete with technical library and librarian, and a branch of the British Mercantile Marine Officers' Association (the last two catered for a merchant navy elite). A Seamen's Hospital had also been opened.\n\nThe military authorities, in turn, strongly backed the work of the Army Temperance Association and the Independent Order of Good Templars, a society of abstainers formed in America in 1851, which had ramified over the Anglo-Saxon world. No doubt all these associations, societies, and clubs did sterling work and restrained some servicemen from seeking the scabrous temptations offered by Tai Ping Shan or Wan Chai; but they did not offer enough to the average soldier or sailor, only tea and buns, prayers and uplift, draughts and dominoes, and the ministrations of lay missioners, missionary ladies, and army and naval chaplains.\n\nIn 1889, the Hong Kong Ladies' Benevolent Society was founded 'for the purpose of rendering assistance in cases of sickness, want, poverty, or distress arising from time to time amongst persons other than members of the Portuguese or Chinese communities'. The society helped defray the passage home of destitute Europeans and educated orphaned European children; in some cases, it paid the rents of the hard-up and obtained employment for those stranded in the colony.\n\nWhat the government felt about poor whites is mirrored in the report prepared by Dr. Eitel in 1880 on the treatment of paupers in Hong Kong:\n\nIn the case of British destitutes, anything done by the Government over and above what is now being done in furnishing such destitutes with board and lodgings in the Gaol, would tend to make the condition of a 'beach comber' or destitute here more eligible than the lot of the hardworking seaman or stoker, and consequently put a premium on loafing and idleness...         "content_text": "CAPTIVE SURGEON IN HONG KONG\n\n189\n\nof men employed on duties connected with the storage, preparation, cooking and distribution of food showed losses of the same order as those displayed by men employed on other work.\n\nDistribution of food\n\nUntil our situation stabilised towards the end of 1944 on a ration strength of about 200 patients and staff, the method of distributing cooked food caused many difficulties. After our nursing sisters left, the nursing orderlies in charge of wards carried on in the traditional manner, drawing the ward entitlement of food from the kitchen and serving the appropriate portion to each patient on a full diet. An even distribution was a skill which some of these young men did not readily acquire, and there were endless complaints of maldistribution in wards. After food prepared for the meal had been issued from the kitchen, none remained there from which to make up shortages.\n\nThe first solution was to appoint in each ward a patient whose standing with his fellows was good, and he was given the duty of drawing and distributing the ward ration. This man was not required necessarily to have senior service rank. For example, one was a Dutch naval petty officer, another was a well-known member of the Hong Kong Volunteer Defence Corps, some were British and some Canadians. These men eventually came to exercise power and to maintain discipline in wards, and they were of great value to medical officers in charge of wards, to the sergeant major, and to me.\n\nEven this measure, however, did not completely restore confidence, and eventually wards and messing units drew their dry rice from the store according to the numbers in their messes into their own containers, in which it was then cooked and served. This measure brought about a further improvement, but it was not until the era of reduced numbers and of stability, for the most part in health and improved rations, that the problem was really overcome.\n\nOfficers on the staff had their own mess throughout. They were nine in number in Bowen Road, reduced however to six when we moved to Kowloon. In Bowen Road, this mess had a tiny electric stove with two rings in a small adjacent annexe, which in peace time had served the orderly medical officer when he was resident on duty. His activities also extended to religion (he built St. Andrew's church in Kowloon), sport (he presided over the Jockey Club for many years) and the arts (the \"Chater Collection\" of porcelain, pottery and paintings was highly valued).\n\nThe house\n\nMarble Hall was built towards the end of the nineteenth century. About five hundred feet above sea level, it was said to command excellent views of the harbour and stood amidst two acres of shrubs and tropical plants. A Public Works Department memorandum noted that its external walls were of \"stuccoed brickwork finished in the Classic Style through which runs a strong Jacobean tendency\"; the main staircase was \"of monumental design executed in polished Italian marble.\" The house was flanked on three sides by wide verandahs and contained a spacious hall, drawing room, card room, dining and billiard rooms, four bedrooms (each with its own bathroom and easy access to a drying room), a large kitchen, pantry, scullery, silver and wine closet, and ample servants' quarters. Internal materials included mahogany from England and stained and polished teak.\n\nAdmiralty House\n\nSir Paul Chater died on 26 May 1926 and, in his will, bequeathed Marble Hall and its furniture, fixtures and household effects (including pottery, paintings and all his racing cups but excluding some china and curios) to the government of Hong Kong. The gift was to take effect when his widow, Lady Maria Christine Chater, ceased to live in the house. She apparently left the colony in 1927 with no intention of returning, but the house did not become the property of the government until her death on 11 March 1935. Governor Sir Cecil Clementi had suggested in 1926 that Marble Hall be offered to the Lords Commissioners of the Admiralty for use by the Naval Commander-in-Chief of the China Squadron, and in 1935 the gracious residence became the colony's \"Admiralty House.\"\n\nThe Admiral found other accommodation after Christmas Day, 1941, but following expulsion of the Japanese from Hong Kong in 1945 he once again took residence in Marble Hall. MINERS \n\ned to attend for a hospital examination; if found to be diseased her card was taken from her and her record was removed from the house book until she had received hospital treatment and was considered to be cured. There was never any difficulty in compelling the girl to receive treatment since the mistress of the brothel knew that her house would be liable to closure if she was found to be employing a girl without a card and she was also herself liable to be fined if she allowed a diseased prostitute to work in the premises under her control.\n\nStricter controls were enforced by the police on prostitutes catering for Europeans. Their brothels were confined to a particular area in the east end of the city and the girls were expected to attend for a weekly examination by a firm of private medical practitioners in the area. In addition to the sanctions imposed by the Secretariat for Chinese Affairs, brothels could be put out of bounds to servicemen by the naval and military authorities if a soldier or sailor suffering from venereal disease identified the girl he had patronised; each girl was required to keep a book in which every client was supposed to enter his name and address and the time of his visit, and these books were open to inspection by the police and military authorities whenever a complaint was made.\n\nThis system was generally approved by the Chinese and European unofficial members, and also by the military authorities. The government claimed that as a result the streets of Hong Kong were kept free of streetwalkers who might pester passers-by, and the navy and army garrison were kept free of disease. In 1922 only 7 per cent of the soldiers were under treatment for venereal disease, which was only slightly higher than the proportion infected in Britain. The system was much less effective in controlling the spread of venereal disease in the Chinese population. On the basis of examinations of patients admitted to the government hospital for other complaints it was estimated that at least 27 per cent of the Chinese male population were infected with syphilis, and possibly, if doubtful cases were included, the rate of infection could be as high as 40 per cent. It was believed that the registered brothels used by Chinese in the West Point area were often the source of infection since their inmates were not subjected to periodic examination as were those catering for the European population. WARD\n\nbitter quarrels had occurred, leading first to changes in the order of pairing, then to the de facto breaking away of one brother who left Kau Sai for a different anchorage, and finally in the early 'sixties to formal division de jure. By 1970 two of the brothers were dead, the sons of both of them working as hired men either on shore or on other junks, one brother had gone back to employment on an ocean-going ship, and two, including the shopkeeper, were living ashore. Only two were still fishermen, one a purse-seiner, working a single boat based upon Kau Sai, the other (who had never returned) running a quite separate (and successful) middle-sized long-lining business based upon Sai Kung. It was probably not accidental that the two who remained successfully at sea were those with the largest number of sons.\n\nBut this, together with other cases and similar matters connected with the composition, cyclical development, structure and viability of Kau Sai boat families, forms the subject matter of later chapters. Here I am concerned more with fishing crews who, in a sense, \"just happen\" to be composed mainly of members of the same family. In other words, the significance of crew membership for family structure is discussed later, it is the significance of family membership for crew structure that is the main theme of this chapter.\n\nBoats' Masters\n\nThe earlier phrase \"father is captain\" requires modification. Not only did senior authority on a boat sometimes rest with someone who was not \"father\", but also the term \"captain\" smacks too much of naval traditions to be entirely appropriate. Boats' masters in Kau Sai were essentially managers, in charge of fishing operations and matters ancillary to them, the marketing of fish, hiring and firing of employees, maintenance, repair and replacement of boats and gear, negotiation of loans, and so on and so forth. Decisions of all kinds rested with them, and although personality differences accounted for quite wide variations in the style with which they exercised their authority and the degree to which they kept control over every aspect of boat and household organisation in their own hands, there was seldom any doubt about the locus of that authority. Smale, who in addressing Francis said \"As you have not been in England I may as well tell you that, though in this court you attain to rights and privileges equal to those enjoyed at home, you will hold yourself bound by all the practices of the court and look upon it as your first duty to aid in the administration of justice, subject to which is your other great duty of protecting your client in every way. From what I have seen of you I have no doubt your career will be a prosperous one”. Smale also observed that a good feeling prevailed among the attorneys of Hong Kong and that they did not seek to take advantage of each other. Gaskell's death no doubt worked both ways for Francis who appears to have practised from the same office. One of his first clients was John D. MacDonald, the executor of Robert Henry Grant, a clerk in the Naval Yard. Francis advertised the fact for so long in the Gazette that I suspect it was a way of advertising that he was in practice. According to the Hong Kong Telegraph Francis soon came to the front as a solicitor and built up a remunerative practice. He brought out from England M.J.D. Stephens to act as his managing clerk. Stephens was admitted to practise in 1874. He also had working for him H.L. Dennys who was admitted in 1874, clerks called Smithers and Guttierrez and an interpreter called Mun Choy. The Chinese name for his firm was Fa Lan Shea Shi Chong Sz. In 1873 Francis decided to give up practice as a solicitor and study to be called to the Bar. He sold his practice to Stephens and in December 1873 had himself taken off the Roll. It was no doubt a courageous thing for him to do, but he had an example in the person of E.H. Pollard who was admitted as a Solicitor in 1850 and as a barrister in 1859 and elected to act as a barrister only in 1865 (in conformity with Ordinance No. 13 of 1862). No doubt also he was able to weigh the likely competition with a fair degree of accuracy; and the hazards to health in Hong Kong ensured that only the fittest survived the pressures of work.\n\nIn January 1874 Francis was admitted as a student of Gray's Inn. His witnesses were Wellington Cowper of the Inner Temple and C.W. Bardswell of Lincoln's Inn. It was approaching dusk and the sailor sentry, who had no doubt been standing guard at this particular gate at the back of the Concession for some time, was beginning to get bored. The gates, of wood, with a small window through which persons on the far side could be inspected, were open. Outside stood a row of hawker's stands, for the most part purveying cooked foods to the coolies who passed in and out. The stand nearest to the sentry held a large copper pan, of the sort in which rice is cooked, over a small fire. At the moment the pan was empty, and the sentry, being of an enquiring mind, wondered what would happen if he put a rifle cartridge in it. The experiment produced a loud bang and several holes through the bottom of the pan. An infuriated hawker, supported by increasing numbers of excited fellow tradesmen, shouted curses at the sentry and loudly demanded large sums of money in compensation for the damage done. At the sound of the explosion the naval guard in a near-by house turned out. The petty officer in charge was a great barrel of a man, an old tarpaulin of long service in many parts of the world where opportunities for cultivation of that diplomatic tact, in which the Royal Navy is so accomplished, must have been numerous. In less time than it takes to tell he had the situation well in hand, had paid one dollar compensation for the damage done, had closed the gates, and had nipped an incipient riot in the bud. It was considered unwise to allow a \"matelot\" of such an enquiring mind ashore again, and for the remainder of that destroyer's stay at Kiu Kiang he was confined to his ship.\n\nLate on an afternoon early in January, 1927, as the river water swirled past the hulks under the hard light of the wintry sun, a strange tall man walked down the Bund, accompanied by a number of Chinese dressed in civilian clothes. He wore the collarless buttoned-up jacket, the knee-high black leather boots, and the little leather-peaked brown cap, of one of Borodin's officers. His companions were members of the Revolutionary Kuo Min Tang party. They moved along looking at the houses, at the cross-roads, and at the foreshore, talking and gesticulating. Outside the Consulate they paused to read the pink posters and the green posters. They were planning the organisation of riots, the object of which would be to draw fire from the British sailors guarding the gates. It was known that a proportion of the workers in the Royal Naval Dockyard were Japanese, passing themselves off as Chinese. Even the Chinese could not distinguish between one of their own countrymen and a Japanese after he had lived amongst them sufficiently long to speak the language fluently. There was a police regulation under which all persons entering the Colony of nationality other than British or Chinese must register. But Koreans were classed as Chinese, and so Japanese, who wished to avoid observation, described themselves as Koreans. To overcome the difficulty it would have been necessary to make registration of Chinese compulsory, and that was a task beyond the capacity of the existing police personnel; moreover, the Chinese might have resented such a regulation as a slight on their dignity.\n\nThe Hongkong weekend continued much as usual. You could run your car onto the vehicular ferry, take it over to Kowloon, and drive the 17 miles to the border of the New Territory, either by the road which wound in and out amongst the bays along the coast, or by the road which followed the railway gap through the Kowloon hills; and play golf at the Royal Fanling Golf Club where there were two eighteen hole, and one nine hole, courses. Or you could bathe from one of the numerous beaches, or go on a launch picnic. These last were popular. On Sunday morning the time would be spent taking turns on a surfboard towed behind the launch, or sunbathing on top of the awning; in the afternoon a heavy lunch would offer the lazy an excuse to sleep.\n\nThe Japanese were bombing the railway line between Hongkong and Hankow. In those days the confidence of air enthusiasts in regard to the results which could be achieved by desultory bombing had not yet been discounted by the hard test of experience. Moreover, we were yet to learn of the devotion and sacrifice, the skill and efficiency, of the Chinese railway repair gangs. With a minimum of equipment they performed wonders, and through traffic was seldom interrupted for more than a few hours. I was instructed to reconnoitre an alternative route for the despatch of supplies from Hongkong to Central China against the time when the railway might be finally disrupted. It was a thankless task because opinion in Shanghai continued to assume that the Chinese government would soon collapse under Japanese pressure.",

Fortune revisited Hong Kong in December 1845. He said:\n\n\"Before leaving China, I had occasion to visit this spot of ground, the grave of many a brave soldier. A fine road leading round the island ...passed through the place where they had been buried. Many of their coffins were exposed to vulgar gaze, and the bones of the poor fellows lay scattered about on the public highway. (Fortune 1845, P. 22. footnote)\n\nThe malaria fever of 1843 has a great effect on the urban development of Sai Ying Pun. If the military authorities did not move out in those early years due to the fever, many areas in Sai Ying Pun at present might still be in the hands of the military and excluded from the sprawl of urban structures.\n\nSai Ying Pun During the Late Nineteenth Century\n\nSai Ying Pun was only a tiny settlement in the 1850s. According to the Government Gazette of 1 April 1854, Sai Ying Pun was classified as a small village with some isolated squatter huts in those years. It had only 83 people (64 adults and 19 children) in 1853. The general occupations of the inhabitants were said to be fishing, trade and agriculture. However Sai Ying Pun experienced a rapid growth rate. For example, in 1854 the population rose rapidly to a total of 266 people (248 adults and 18 children), a 220% growth over the previous year.\n\nIn 1860 together with Staunton Street and Tai Ping Shan Street, Sai Ying Pun was laid out. In 1866 under the Victoria Registration Ordinance, Sai Ying Pun became part of or one of the districts of the city of Victoria. The most interesting feature of the layout plan of Sai Ying Pun is that the road pattern in the First, Second, Third and High Street areas had been planned!         "content_text": "84\n\nKowloon, mainly for ships in the coastal trade, was opened in 1868 to be followed soon afterwards by a shorter 80m-long dock. A few years later (1876) the 140m-long Cosmopolitan Dock and dockyard at Tai Kok Tsui were commissioned. Subsequently the much larger 168m-long Admiralty Dock at Hung Hom was completed in 1888 and later extended in length by some 8 metres in 1903, to be followed by further lengthenings in 1911 and 1931.\n\nIn the summer of 1907, the 170m-long Admiralty dry dock in Victoria, with an entrance width of 29 metres and 9m clearance at lowest spring tides, and Tai Koo's great ashlar-faced 238m-long 27m entrance-width graving dock (now a car park in the Tai Koo Shing development) at Quarry Bay, the latter capable of accommodating the largest ship then afloat (the liner Oceanic), were both commissioned. By laying down the former dock where it did and extending the original dockyard, with an 8ha reclamation which was started in 1900, the Navy sealed the long-held hopes of making Victoria a coherent city with a continuous commercial waterfront. Due to difficult foundation problems, including removal of a 1.2 to 1.8m layer of hard porous coral and the need to install hundreds of steam-driven hardwood piles through the underlying decomposed granite to secure the site, the naval dry dock finally took seven years to build whereas the larger commercial dock at Tai Koo was finished in five.\n\nThe whole of the Tai Koo dockyard development took seven years to completion in 1908, a remarkable achievement in so much that it not only included the large dock but also excavation of some 1.3M cubic metres of hillside to form a 21ha site, which included a 8ha marine reclamation, and the adjacent section of the 23m-wide cut for King's Road, and the building of an entire complex of slipways, workshops and all the ancillary works which are needed to make a large dockyard a world of its own. It is interesting to note that Admiralty engineers in 1908 regarded locally-made cement as unsurpassed in fineness and tensile strength (at 28-days around 750lb/sq in or 5.2MPa), and it was used exclusively when building the new naval and Tai Koo dockyards.\n\nWharfs\n\nBy 1843 there were several comparatively small piers and jetties on the Island located between East Point and Sheung Wan.         "content_text": "140\n\neverything off just before dark. The AIS is full of naval personnel all trying to find accommodation and food. After a mad scramble, manage to find a bed and retire early, tired and hungry.\n\nThursday eleventh. Commander Millet OC AIS asks me to form antiaircraft and defence posts for Aberdeen as RAF only people with machine guns. I fix up four posts on the roof with tommy gun posts on the verandahs. The AIS makes a wonderful target being only half a mile from the naval dockyard. A hospital has been set up next door to the armoury. For breakfast we get one slice of bread and a little butter and tiffin is the same. For supper, if we're lucky, we get hot stew. Intensive bombing of Aberdeen harbour causing heavy casualties. How we curse the bombers and wish we had a few Gladiators which would make short work of them. Jap fighters are quite slow.\n\nFriday twelfth. Up early and drive in to HK. Buy food, cash a cheque and have a steak at Jimmies. Send cables to Pam and Mother. HK shelled from Kowloon. All our troops evacuated from Mainland. Hear that Walter Rosa, Dick Stanton, Houston Boswall and Bell who messed with us at Kai Tak have all been killed. Small party of Indians still fighting on Devils Peak. Royal Scots fired on in Nathan Road by Chinese fifth columnists using automatic weapons but Scots wipe the whole lot out. Chinese reported assisting Japs on large scale. Amazed at sinking of Prince of Wales and Repulse, also Jap successes against Americans. No one however doubts the final outcome and we realize that HK is only small fry in a tremendous issue.\n\nSaturday thirteenth. I set up antiaircraft positions on Bennetts Hill and Reservoir Hill with RAF personnel. CO goes to battle HQ, leaving me in charge. Dolly goes to Little Saiwan and the Colonel to Stanley. After much sweated labour get guns etc. in position. Whimpeys is in charge of Reservoir Hill and I of Bennetts Hill. I return to AIS for the night and at midnight there's a hell of a commotion and everyone is roused as the Japs are supposed to have landed on Aberdeen Island. Whole thing a farce and return to bed.\n\nSunday fourteenth. Set up positions on Bennetts and start digging holes in side of hill for billets. Junior and I dig like mad but, owing to rocks, make little progress. Quiet day except for a few air raids. Bed extremely hard and rain comes in.",

Am now in the army without a doubt and under the orders of Major Baillee of E Battalion Winnepeg Grenadiers with hqrs at Wanchai Gap. More heavy bombing of Aberdeen harbour, heavy casualties to Naval personnel caused by explosions of torpedoes and depth charges.\n\nTuesday. Japs attempt landing at Lye Mun but party wiped out by six inch guns. Heavy shelling by Japs of Wanchai Gap and Stanley bombed. Driving the staff car into HK I have a lucky escape as a stick of bombs meant for the Thracian in Deep Water Bay drops on the road just behind me.\n\nWednesday. Hennessy goes to Canadian hqrs on Col Sutcliff's staff. Intense bombing and shelling of island defences. One stick aimed at us misses. Another day of hard work and very little food. During the night enemy warships shell the island and shrapnel shells burst right over our heads giving us an uncomfortable time. Two cruisers and one destroyer had been seen the previous night. One six inch shell of British make struck the AIS and knocked a large hole in the wall of MTB repair shop, also completely writing off my car.\n\nThursday. Enemy succeeded in landing on island last night and forced their way into Happy Valley despite heavy casualties. Scots and Canadians fail in attempt to drive them out. Japs in large numbers assisted by fifth columnists. Landing covered by intense artillery and naval bombardment. News muddled and rumours of all kinds are rife.\n\nFriday nineteenth. News still confusing but Japs push into Wong Nei Chong Gap. My positions were designed against attack from the West not East and we have to improvise a new line. Lt Campbell takes a party of men to go to the assistance of Canadians trapped in Wong Nei Chong, their place being filled by Chinese volunteers. Major Giles RM arrives with a small party. Eventually the Chinese go, much to our relief, as they are much too jumpy. Junior now in charge of Bennetts with Giles and myself commanding a sector running from the foot of Bennetts to Mt Nicholson. Situation very tense and we spend a sleepless night. In fact, what had happened to this burial ground was the cause of some anger long before it was finally cleared:\n\nBut we sincerely hope that the Happy Valley may ever be sacred to the dead, and that we may never again behold in Hongkong a grave-yard desecrated and defiled as was that to the South of the Queen's Road East, by St Francis Hospital. Part of it has been cut away to form the building lots, where now stand some tenantless houses; and day after day the head stones are stolen by the Chinese, to be re-faced and sold to some newly-made mourner.\n\nThe Colonial Cemetery20\n\n19\n\nAlthough Wan Chai had been described in various accounts and records as the site of the first burial ground in Hong Kong, a British naval surgeon who arrived in Hong Kong in April 1841 had recorded two burials in Happy Valley in his personal journal two months after his initial arrival:\n\n[18th June 1841] Poor old Brodie was buried in the afternoon in the new cemetery in 'Happy Valley,' Hong Kong. He was much respected by both Navy and Army and large numbers followed him to his grave.\n\n[19th June 1841] Another friend of mine, Wilson, Adjutant of 18th Regiment, has just died of remittent fever soon arriving from Canton, on board Futty Salaam transport. Many men of the 18th Regiment have also died; many of the wounded from tetanus. Many a gallant fellow who escaped in the field has succumbed to disease.\n\n[20th June 1841] Poor Wilson was buried in 'Happy Valley' near Commander Brodie.21\n\nHowever, as the tombstone of Brodie was among those removed from the 'old Colonial Cemetery' to the new Colonial Cemetery in 1889,22 Brodie's initial burial site is not entirely clear as yet.\n\n?\n\nEitel also mentioned the 'new' cemetery in Happy Valley. She was a side-wheeler, 180 feet long, 60 feet beam across the paddle boxes, drawing 6 feet and having a deadweight of 150 tons with accommodation for many deck passengers.\n\nHaving made all the arrangements for \"Pioneer\" to be shipped to Shanghai in pieces, Little returned to London. Whilst having lunch at the Oriental Club with some of his backers and advisors, he was introduced to Captain Samuel Cornel Plant. Captain Plant had recently returned to England having served for several years in command of steamers on the Tigris and Euphrates, rivers well known for their navigational difficulties. When Little learned of the captain's previous experience, he did his best to persuade Plant to come to China and take command of \"Pioneer.\" Plant promised to give the matter some thought. For whatever reason, he subsequently agreed to go along with Little.\n\n\"Pioneer\" was shipped to Shanghai and reassembled. Plant and his wife, Alice Sophia, took ship to China, joined \"Pioneer\" and in early June 1900 the attempt on the Three Gorges began. With Plant in command, \"Pioneer\" made the trip from Ichang to Chunking in 73 steaming hours over seven days. She was held up for three days at Hsin T'an Rapids. On arrival at Chunking she was greeted by most of the expatriates living there and it is said that the banks of the river were black with hundreds of junkmen who had crowded to see this latest barbarian wonder.\n\nThe Aftermath\n\nBad luck again struck Little. There were rumblings of trouble along the river that were to culminate in the Boxer Uprising. The British Consulate in Chunking commandeered \"Pioneer\" and used her to evacuate expatriates from the trouble spots. (It is not known whether Little was compensated for the loss of \"Pioneer\" or not. She was eventually handed over to the Royal Navy, renamed H.M.S. \"Kinshi\" and finished life as H.Q.         "content_text": "42\n\nthe year, relatively clear months like July and August might also be problematic since the middle of the year was the rainy season. Air power, one of the Allies' biggest assets, might not realize its full potential over Hong Kong.\n\nAnother factor in which the Allies were much better endowed than their opponents was artillery, including naval gunfire. The latter had been, and would continue to be, invaluable in pulverising land targets before the actual amphibious landings. But naval and land-based artillery were very dependent on aerial and ground observers to achieve accuracy. If these were limited by cloud and fog, enemy targets would be inadequately softened up or even missed, thereby leaving more of the work to the ground forces. Then the role of Hong Kong's ubiquitous mountains would become even more prominent. Even on a good day, artillery cannot completely neutralise an enemy who is well dug into a mountain. But it can still keep the enemy pinned down, making it hard for him to shoot back or launch counterattacks. A deficiency or absence of artillery and aerial support brought about by cloud and fog provides the enemy with a chance to come out and pull off a few surprises, especially an enemy who lives by the sneak attack like the Japanese.\n\nConversely, barrage balloons benefit from low ceilings because they could hide in the overcast sky, with only their thin wires exposed, and wait for unsuspecting enemy aircraft that may be flying low. Barrage balloons could be worthy supplements to the progressively effective Allied combat air patrol (CAP), which was a constant umbrella of aircraft patrolling the skies over any Allied position. When the CAP is limited by cloud and fog, barrage balloons can partially fill the void. The winter months in Hong Kong (the beginning of the year) were generally the best time to employ barrage balloons.\n\nTemperature and humidity\n\nHong Kong's temperatures only go in one extreme - upwards. Even during winter, they almost never approach freezing (32°F/0°C). February, Hong Kong's coldest month, averages a tolerable 59°F (15°C) Certainly Hong Kong would not be mistaken for the Soviet Union or Alaska.\n\nBut the mid-spring to summer months (April to September) would",

The Chinese looked on with as much indifference as the foreigners showed.\n\nThis would appear to have been a rare display of bias against the Japanese.\n\nThe vexed question of neutrality\n\nBoth the Japanese and Russians accused each other of breaching the neutrality of China. China's neutrality was hard to sustain. Problems were mainly caused by trade being maintained as usual by neutral powers at and through Treaty Ports with both belligerents.\n\nIt was claimed that contraband included arms, coal, rice, flour and eggs. Traders in China furnished supplies with impartiality to both sides, but China feared that any breaches of neutrality could lead to retaliation against them. The brunt of maintaining a sort of neutrality fell upon the Chinese Maritime Customs.\n\nRussia was the first to bring categorical charges of breaches of neutrality against China. In late 1904 they raised the following seven points in their note to the Western Powers:\n\n(1) The use by Japan of the (Chinese) Miao Islands as a naval base\n\n(2) The transport of Japanese military material, stores, etc., by the Shanhai Kuan - Newchwang (Niuzhuang) Railway\n\n(3) The supply of material to the Japanese from the Hongkew Ironworks,\n\n(4) The enrolment of Chinese soldiers in the Japanese Army.\n\n(5) The engagement of Japanese officers for the purpose of drilling Chinese on the frontier.\n\n(6) The organising of Hunhutses to fight against Russia.\n\n(7) The seizure by the Japanese of the destroyer Rechitelni at Chefoo.\n\nPage 195\n\nPage 196",

        "content_text": "148\n\nChinese on the Bund at Shanghai. The Russian Consul-General refused to try the men on the ground that theirs was a military offence. The Chinese community, especially in Ningbo where the murdered man came from, was incensed. The Shanghai Daotai (Qing dynasty mandarin - a Circuit Intendent), acting on orders from the Chinese Foreign Affairs Department, insisted that the accused be turned over to him. Finally, they were tried by court-martial at the Russian Consulate-General, and 1st Class Fireman Terente Ageef was sentenced to transportation for four years with hard labour and the other to five days for resisting the police. The Chinese authorities were not represented.\n\nThe Russian despatch boat the Ryeshitelni\n\nAnother somewhat similar incident occurred at the end of August at Chefoo (Zhifu, though nowadays Yantai) in Shandong province where the Russian despatch boat, Ryeshitelni (Retchielni), carrying important dispatches, had taken refuge in Chinese territorial waters having been cornered by Japanese destroyers. When the Russian vessel failed to emerge within 24 hours the Japanese sent a boarding party under Lieutenant Terashima.\n\nWhile the Russian Consul in Chefoo was discussing the temporary stay of the Russian destroyer to repair her engines with the Chinese Daotai, the commander of the Retchitelni, acting on instructions from the Russian Rear-Admiral, entered into negotiations with the Chinese admiral on the subject of disarming the destroyer and the handing over of the breech-blocks of guns and rifles, to the Chinese. The Japanese naval Lieutenant, who understood the Russians were about to blow up their vessel, boarded the Russian vessel and was attacked by the Russian commander who threw him overboard. The Japanese immediately took over the Russian destroyer and towed it out of the Chinese port. The Russian note demanded that the Chinese recover the Russian destroyer and downgrade the senior Chinese naval officer in Chefoo. It added that unless the vessel was recovered by the Chinese, into whose protection it had been given, China would stand convicted of acting in complicity with Japan. The Chinese as usual adopted their masterly habit of doing nothing. They gave out that they hoped Japan would restore the destroyer to Chinese custody of their own volition, observing at the same time that though Russia had constantly violated Chinese neutrality in the territory between the Great Wall and the Liao River, at",
