MCCOY\n\nAlthough linguistics, as the study of one aspect of man and his works, is properly a field within anthropology, it is quite possible both in theory and practice for the linguist and the anthropologist to spend a lifetime in study without actually meeting each other. The linguist can devote himself to languages and language theory and operate in almost total isolation from man except in so far as that man is a speech-producing machine. Obviously this is an overstatement since speech is certainly a culture-related phenomenon, but the linguist's contact with his informant's daily life may be minimal even though it can be less productive if this is so. On the other hand, the anthropologist concerns himself with the sum total of the life of a specific group and language is only one factor in this total. In such a case the particular language may become highly important as a tool but languages in general, even those of contiguous areas, may be neglected in the interests of devoting more time and effort to a different set of problems. As in many other fields today, increased specialization has tended to produce training in depth rather than breadth and the inter-disciplinary study is then left to be done by collaboration or by the new specialist, the man working to overlap portions of two fields in an effort to synthesize the related parts of each. In the two fields of concern here this new specialist is already in evidence with the obvious designation of anthropological linguist, and with at least one technical journal devoted to his particular problems.\n\nThis paper is an exercise in anthropological linguistics in the sense that it is designed to gather linguistic data on the Boat People of Kau Sai and prepare this information for insertion into the larger picture of this group and their life. The results will be seen to be to some extent negative in that they tell us more about what the people are not rather than what they are, and they can only tentatively be used to give a location of the area from which these people migrated to Hong Kong. Still, this is largely a mark of the shortcomings in our knowledge of Kwangtung Province dialects and their distributions and not a comment on this use of linguistic research.\n\nAlso, it would be a great help if the Kau Sai Boat People had more knowledge or tradition about their earlier residence.         "content_text": "A NOTICE OF THE SANON DISTRICT\n\n109\n\nThe third remarkable mountain lies a few miles south of the district town, and is called \"Nam-shan\" — 南山 the Southern mountain. In a bay at the foot of this mountain is the famous temple of \"Teen-h'aou” — the Queen of Heaven at Chek-wan; and to the right and left of the entrance to this bay are two forts, now in ruins and unoccupied. A tolerably broad highway leads from the district town to this temple, and four or five rest-houses are erected along the road for the convenience of its devotees. Several altars exist on different parts of the mountain, and to these the Mandarins resort, to worship in times of scarcity or danger,\n\nLastly, is mentioned the mountain of Castlepeak, called by the Chinese \"Poe-lou-shan\" ✯✯J, on the western borders of the province, near the bay of Tun-wan. This mountain, remarkable for the fine view it affords, has near its summit a monastery occupied by Tauist priests. The mountain is reckoned one of the eight wonders of the Canton province. Some of its large granite boulders are said by the priests to represent various mythological monsters; and several springs well-up near the top, which are also esteemed supernatural wonders by the Chinese. The mountain is often visited by students and literati, and its wonders and beauties have been celebrated by them in many verses. The legends connected with the mountain seem not to be very clearly understood. The most remarkable of them is the following, which gave it the name it now bears: Hundreds of years ago there lived a renowned Buddhist priest who went by the name of \"Poi-tow,\" the Tea-cup Navigator. One night he took up his quarters in a certain house, and went away the next morning carrying with him the golden idol belonging to his host. This man started out in pursuit; but though he could see the priest before him, travelling on foot, apparently very leisurely, he could not, though he was on horseback, overtake him; and presently he saw the holy man carried over a river in a Tea-cup, and so gave up the pursuit as useless.\n\nSome time afterwards this priest effected the cure of a woman of rank, merely by writing a charm; often she had applied in vain to many doctors and sorcerers. Gratitude attached the whole family of the patient to him. Not long after this he died on his travels. Five years after his death he again appeared, and declared that he should now go into the Canton province, and accordingly he took up his residence on Castlepeak mountain; and being seen",

Ho Kai was of the opinion that China would scarcely relish such a condition. China would prefer to raise a loan among her own people. This was indeed a better way. He suggested:\n\nNearly every European nation has a national debt in which her people freely invest in spite of the low rate of interest. Why should China not have a national debt also in which her own people can also invest? No reason at all except that before borrowing from her subjects she has first to establish her credit with them, and win their confidence and trust. But does China possess the confidence of her people regarding money matters? I am afraid not. Witness the recent failure in the attempt to raise a small loan by the Canton authorities. One can hardly wonder at this, seeing the great reputation Chinese mandarins have acquired of knowing too well the value of money, and therefore hard to be made to part with any when once placed in their possession. Some Chinese go so far as to fear that if once they deposit their hard-earned capital with the Government, they will never see it again, much less the interest. This is a pity, for I believe there are many wealthy Chinese who could afford to leave with the Government handsome sums on loan at moderate interest.\n\nShould the Government have much difficulty in securing sufficient funds to carry out all the contemplated improvements, they might be forced to leave much to be done by private enterprise. This after all is the best way, as has long ago been found out in other countries. But private enterprise will not be undertaken without much encouragement from and confidence in the Government. The least suspicion of injustice, the remotest fear of underhand dealings and undue interference on the part of the Government, such as the levying of blackmail, the imposition of heavy taxes and the assumption of certain injurious prerogatives, would prove fatal to such undertakings. Will the Chinese Government give us some assurance beforehand?",

When he found any of them had something they couldn't sell he would note down in his pocket-book the price of the thing and ask to have it sent to his house. Quite a lot of food would accumulate in this way so Hei Sui would end up by asking the hawkers themselves to come and dine with him. At the end of the meal he would bring out his note-book and money and insist on paying each hawker for the things he had bought from him. His relations would be much embarrassed and did not like to take his money as besides eating their own produce Hei Sui had given them rice and wine. He would say \"Nothing could be happier than to have so many cousins to dinner every night! If I give a feast I must needs go to the market and buy things, then why should I not buy them from you? If I have guests, why should you not be my guests?\" If his cousins still demurred he would exclaim, \"Alas, I was only able to invite you, and not your families as well. Pray take this money home and buy a feast for them which I ought to have provided myself!\" This sometimes made the more sensitive hawkers very uncomfortable and they would in future avoid Kam T'in and sell their goods in another village.\n\nWhen Hei Sui was fifty-six he died. Two years later a pedlar from Pok Loh (†) district came to Kam T'in one day with a strange story. He said that in his district city a Shing Wong (城隍) (the guardian god of a city wall) temple had been built about two years before and at the opening ceremony of the temple it was found that the characters Tang Lung Man (鄧龍文) had appeared miraculously painted on the bottom corner of the long gown of the idol. Thinking that some mischievous person had put them there, the people tried to rub them off, but the harder they rubbed the clearer the characters showed. Now Tang Lung Man was the \"friendship name\" of Hei Sui, and on asking the date of the opening ceremony his descendants learned that it was on the very day he had died in Kam T'in, so they decided that his spirit must have entered the guardian god of Pok Loh district city. After several years when the time came for his re-burial Hei Sui's heart was found to be quite intact. After the Canadians moved from North Point we drew our patients only from Kowloon and I suppose that the prestige of adhering to the Geneva Convention outweighed in Japanese minds the administrative drawbacks of our site in Bowen Road.\n\nAs time went on the need to supply and guard a unit widely separated from the main body of prisoners must have become more onerous. Increasing shortages and difficulty in supplying electricity and water to Bowen Road were probably instrumental in finally bringing about our transfer to Kowloon.\n\n24 MARCH -- 9 SEPTEMBER 1945\n\nWe now moved into the last few months of our captivity. At first, staff and patients were accommodated in Sham Shui Po camp and from there working parties of our staff went out daily to prepare the hospital. It was on that day that I got my only view of the Heep Yunn School and I did not like what I saw, but the same day I learned that we were to have the Central British School for use. This looked and proved to be a suitable building and we began to move our gear there. A little later Saito told me that the staff would be reduced to 40 all ranks though previously he had said that there would be 40 other ranks. On 9 April 6 officers and 34 other ranks moved in to the Central British School. Besides myself there were Major G.F. Harrison, Major J.W. Anderson, Captain A. Coombs, Lieutenant (Q.M.) F.J. Campbell and the Rev. James Squires our padre. There were five Royal Engineers, M.S.M. Sims, Q.M.S. Tyas, and sappers Samways, Carvell and Climo, and there were 29 other ranks R.A.M.C. and R.A.D.C. headed by Sergeant-majors Muxlow and Bartley. On 10 April 62 patients of whom 58 had been in Bowen Road and four were newly arrived in the hospital. There were at first no non-medical workers though these had been promised. On 12 April a further 62 patients arrived, 31 of these being crippled but in fair general condition and a further 31 being what we then called old men (i.e., unfit for service by reason of age). Two army officers and some American and British merchant navy officers were included, but we had no special accommodation for officers. The Japanese ordered that all patients were to have white beds, another example of window dressing. Yet another bridge, in Central Tsuen Wan, still has its protecting shrine in place, with a stone tablet inscribed to the Fuk Tak Kung (福德公) of the Wing Fuk Bridge (#). The cyclical date would make it 1945 (which is obviously too late) 1885, 1825 or earlier. There is no means of telling which it is, but its style and appearance indicate an early date. Incidentally, all three bridges noted above have lost their original appearance, having been repaired post-war with concrete and reinforcing steel bars.\n\nConclusion\n\n30. A recent visit to the mountain took me from Lead Mine Pass, above the head of the Shing Mun Reservoir, to a point east of Chuen Lung, along paths formerly opened by villagers but in most cases now widened by the Agriculture & Forestry Department of the Hong Kong Government to assist their fire prevention and fire fighting activities.\n\n31. The route ran through the Sei Fong Shan area, where there are many graves: so named (四方山) because there is access to it from four sides i.e. Tai Po, Pat Heung, Kwai Chung-Tsuen Wan and Chuen Lung (on Route TWSK). Then through the abandoned fields and village site of Nam Fong To, a single lineage village of the Law family (羅氏), evacuated in 1928 to Wo Hop Shek near Fan Ling (NT) for the construction of the reservoir. The site was enclosed by a thick low rubble wall and stands amid large boulders and (now) many trees. From the Tsuen Wan side the last stage of access was across a large stream and up a steep flight of stone (boulder) steps. West of the village the hills on both sides, but especially the opposite side of the valley, were marked by steep slides of water that became water-falls in places. Further on, the path overlooked the valley of Wu Yeung Shan (烏羊山) with many abandoned fields. The village of that name, on the main lower path to Wo Yee Hop village (*) and Kwai Chung, was inhabited by a branch of the Chengs (鄭氏) from Shing Mun Tai Wai. Moving SW and passing along the slopes of the mountain above Wo Yee Hop and Lo Wai well above catchwater level we encountered a few more graves placed in good locations. Also patches of abandoned cultivation built up here and there on stone-walled terraces above the path.",

        "content_text": "ANOTHER LOOK AT LAND AND LINEAGE IN THE NT, c. 1900\n\n29\n\ninherited from ancestors, could be fully relinquished only with the greatest reluctance.\n\nWhen we look at New Territories land tenure institutions within the context of Chinese tenure institutions in general, some of the things that confuse us from the writings of the early British land officials are clarified. Thus, in those writings, the relationship between the holder of the revenue right and the holder of the cultivation right is discussed in the same breath, so to speak, as the relationship between the latter and his tenant, with no apparent distinction between the different rights that are being discussed, and no indication that several of these may exist simultaneously on the same piece of land. For example, one writer speaks of a relationship between \"owner\" and \"lease-holder\" in which the former charges a rent only sufficient to enable him to pay the tax. He then adds that there are also some leases in which the relationship is \"really that of landlord and tenant\" and in which rack rents are charged. These are treated as simply two kinds of lease, with no discussion of the possibility that they might both exist on the same piece of land at the same time. What we are talking about, then, is a system in which there may be several parties with rights to a given piece of land at a given time and with differing contractual relationships written or oral between them. The basis of this was the fragmenting of the right to land into rights to several different aspects of a given piece of land. Once those rights were established as perpetual, each of them could be inherited, rented, mortgaged or sold. If we understand this, we can see how several different relationships, claims, etc. apply to the same piece of land.\n\n―\n\n―\n\nHow common was the multi-tiered system in the New Territories of 1900? One British writer estimated that almost every plot of land had at least two owners. The same writer elsewhere estimated that 80 percent of the land tax was paid through an intermediary. It was the tax-farming, or pao-lan activities of the powerful, and the fourth practice referred to above by which the actual owner paid the former owner to pay the tax for him, that seem to have encouraged the use of the term \"taxlord\" by early British land officials. The term, apparently coined by one of them, J. R. Wood, came to be used to refer to all those who claimed a revenue from the land without having documented \"ownership\" or being in actual occupancy. The term, though convenient, is unfortunate in one way, since it suggests a single origin to a relationship and a claim which, as I have tried to show above, was actually derived from several sources in several situations. \"Taxlord\"\n\n!\n\n!",

Conditions of tenure\n\n-\n\n35\n\nThe existing literature on the New Territories and the small amount of interviewing I have been able to do so far suggest that there was considerable variation in both the form of contract and the term of tenure on the land. On individually-owned (that is, non-clan) lands there might be written leases, but the unwritten, or oral lease, was quite common (as it was in Taiwan). There was an open-endedness about the arrangements. A term of lease might not be specified, there being the understanding that the lease ran from year to year and, assuming each side kept to its terms, was understood to be renewed. How did such a lease without term and subject only to performance – become (if it did) a lease that guaranteed the right of the tenant to stay on the land? Or were such guarantees of perpetual lease, as opposed to this open-ended lease, never the outcome of years of open-ended lease but instead a product of documented arrangements from the very beginning? As far as I know, this point has never been researched. On lands owned by clan trusts it appears that in some parts of the New Territories the land was leased in turn to branches of the clan, with the understanding that the leasing branch for that year had to be responsible for managing all expenditures to which clan land-derived funds were to be applied. For the Ping Shan area, Potter reports a practice of leasing clan lands only to the poorer branches of the lineage, the richer branches simply enjoying the benefits. There was also, it seems, the practice in some times and places of letting out clan lands to the highest bidder, whether or not a clan member. This last practice apparently was common in the Pat Heung region. No doubt there were other variations besides those just mentioned. What is needed is research that will explain why a certain system was used at a given time and in a certain situation.\n\nSo far as I know, rent on rice land was always paid in grain, in a fixed amount that reflected an established ordinary yield per unit of land. A fixed rent favoured the tenant in the sense that anything he produced over the normal yield was his, unless and until he did so with such regularity that the landlord was alerted to the possibility of renegotiating the rental figure. Many tenants, however, disliked grain rent, as opposed to money rent, because they felt that they were cheated by the measuring devices used by landlords. Landlords also complained of tenant slyness in measurement, and it is clear that payment in grain was, in the New Territories as elsewhere in China, a fertile source of landlord-tenant disputes and suspicions.         "content_text": "158\n\nLAURENT SAGART\n\nI believe the 'dialect of the walled villages' is the same language that K.M.A. Barnett calls 'Namtau A a sub-dialect of Tung Kwun'. He writes: 'In the most prevalent Punti dialect, the Namtau dialect spoken in the N.W. plains by the oldest-established clans, there is confusion between final -n and -ng; e.g. the surname Man is pronounced Mang, Chan is pronounced Chang, while Ching is pronounced Chan, and so on' (p. 156). With reference to the place name Tai To Yan ‘Razor cliff', he writes (p. 137): 'The Nam Tau dialect pronounces this Tai Tau Yang'. These pronunciations correspond very well to KHW, except that 'Ching is pronounced Chan': one would expect a 'Chang'; but this is a very minor difference. Another sub-dialect of Tung Kwun, Sheklung, was described in two articles by J. D. Ball and C. J. Saunders, and shares many features with KHW.\n\nA comparison of the phonologies of the 'dialect of the walled villages' and the dialect of the boat people of Kau Sai shows that, although they do not stand particularly close to one another, these two Cantonese dialects of the NT have features in common which are not shared by SC: the merger of SC -ui and -vi, the merger of SC -un/t and -an/t, and the raising of /o/ to /u/ in certain environments. This is hardly surprising, since Kau Sai and KHW, two long-established dialects in the New Territories area, have been in contact for centuries. In contrast, nothing in the phonology of KHW suggests a link with Jiangxi or indeed with any other group of dialects.\n\nScholars have taken the view that way t'au wa represents a ‘mixed Hakka-Punti language”. Yet from the point of view of phonology it is difficult to think of positive developments that would link up KHW (but not SC) and Hakka. On the lexical level, there are idioms that KHW shares with Hakka, but not with SC. For instance, the words for 'ear' and 'calf of leg' are cognates in KHW and Sung Him Tong, a Hakka village near Fanling 粉嶺10:\n\n  \n    \n    KHW\n    Sung Him Tong Hakka\n  \n  \n    'ear'\n    ji1 kak3\n    ngi3 kit5\n  \n  \n    'calf of leg'\n    kök3 nong2 tu3\n    kiok5 lang2 tu3\n  \n\nPage 180\n\nPage 181",

Second, they had the inclination to engage in trade at a time when business was shifting from Canton to other places. The life stories of Cantonese merchants tell the origin of their emigration, how they struggled against the difficult environment and hardship in acquiring wealth. They gave details of their business careers in the wills to encourage their descendants to follow their examples in creating a successful life.\n\nCanton-Hong Kong-Macau Network\n\nO Kee Cheung, a Cantonese merchant who first came from Canton to Macau, accumulated business know-how and went to Madagascar for trade. Later he returned to Macau but took residence at Canton. He mentioned he was poor and suffered a lot of sorrow in the past and reminded his sons there was hardship and extreme difficulties in making a fortune. His business was the Yee Fung Hong in Annam and there was a family trust fund named the O Chin Sin Tong:\n\nI came to Macao at the age of 18 to learn business, and at the age of 20, I began visiting foreign countries for the purpose of trade. During the first few years, I neither gained nor lost much. Afterwards through the help of Mr. Lee Mang, I went to trade in Madacassar and other islands and was a little more successful. Then I returned to Macao, and afterwards lived at Canton, at which time I was successful in all trade transactions, and my family was considered wealthy. But learning in mind the dangers of the winds and seas and the troubles encountered during the adventures of my youth, my former poverty and sorrow still appear to be within my sight. Therefore with tasteless rice and coarse dress, and always striving to renounce worldly vices, I have passed several decades, as if they were but one day. The father had won a Jockey Club lottery ticket\n\nMrs Wong Chau Yuk-bing, 10 July 1991\n\nI once became concerned with a grave on a hill above Tsuen Wan. There had been a mistake and confusion when exhuming illegal graves and removing the remains to an authorized cemetery. My subsequent enquiry showed that this slope contained a number of graves of Chans of Sam Tung Uk, repaired in 1919, and another old grave belonging to their cousins from Kwan Mun Hau, a recent reburial of another of their graves whose old site had been required for development; the earth grave with stone tablet dated 1954 belonging to another local lineage recently taken up and remains placed in an urn (whose removal caused all the trouble); and a Tsang grave dated 1909 but removed at some time previously. The enquiry showed that the hill was a favoured burial site, that it was mostly monopolized by the Chans of Sam Tung Uk; that they had received objections from Kwan Mun Hau to a new grave and had not used it but found another site.\n\n4\n\nThe exercise was prompted by what I personally felt was the misguided notion that all the owners of old graves could, and should, one fine day be asked to exhume them.\n\n4 This was still felt to be the case, even though some leading members of the clan were Christians, with forebears who had also been members of the local protestant Chuen Yuen Church, established in Tsuen Wan about 1905.\n\n+\n\nAddressed to DOTW but sent to NTA HQ.         "content_text": "From the programme, I would now like to turn to other topics which have exercised the Council's attention over the last year. As I mentioned earlier the Society has appeared twice before the LegCo Panel on Information Policy and this was due primarily to the stand which the Society has taken in respect of the Government's intention to move the Public Records Office to an unsuitable and inaccessible factory building in Tuen Mun, a step that is likely to happen in June. I do not wish to tabulate all the arguments that have been rehearsed many times within Council and the media on this subject, except to say that if it had not been for the Royal Asiatic Society's strong opposition to the removal of the Public Record to Tuen Mun then it is unlikely that we would now be looking at a more favourable situation than seemed possible this time last year. As it is we have been informed that the move is only temporary, the Government is actively looking for a site in Central, and provided funds are available the Government is prepared to build or convert some suitable buildings for public records; meanwhile the more important and the most used public records will be moved into a special room within the Government Secretariat. The position will need, however a great deal of attention and watching to ensure that those responsible for the preservation of Hong Kong's public records do really understand what is meant by the word preservation. Hong Kong's efforts in this direction leave a lot to be desired and compare very unfavourably with other countries including China. For this more optimistic emerging picture we need to thank several people including our past President, Dr. James Hayes, who continually prods the Government in the underbelly from down under and the Reverend Carl Smith who, at the height of the controversy last June, agreed reluctantly to appear in a T.V. documentary on the subject and was actually filmed, going to Tuen Mun, and seen groping through the polluted air and smog amongst the surroundings of the future Hong Kong Public Records Office. In addition I would like to thank Dr. Elizabeth Sinn, Mr. John Wilson, Dr. Lau Yee-cheung, and Dr. Choi Chi-cheung for their valuable inputs into these issues.\n\nThe second time members of the Council appeared before the LegCo Information Panel was fairly recently and also to do with public records but in the context of a possible Access to Information Bill. This is a difficult subject and I am not sure one that the Society should become too involved. The Society is more concerned with public records and an Archives Ordinance, since without this there is little point for legislation on access to information if there is no guarantee that the information in question will be available. For some time he was in London where he rose to the position of chief inspector of the popular restaurants of Lyons and Co. He then spent a short time in Australia where he married the daughter of Mr. A.B. Crew, a former head of the Land Record Office in Sydney. Mr. Crew wished to set up his new son-in-law in business in Hong Kong. As a German, Mr. Reichmann was eager to take over an establishment that had most of the German trade.\n\nThere are a number of difficulties presented in the material available on the background and identity of Mrs. Uschmann. In the correspondence concerning German women and children interned in 1914 it was stated that Miss Petersen is the daughter of Mrs. Uschmann and that she had a sister in the Colony that might be willing to support her. The sister was probably Mrs Arthur G. Seidel. On a list of the internees the names of Mrs. Uschmann, Mrs Seidel and Miss Petersen follow each other. The next clue for establishing relationships is the obituary of Mrs. John Sanderson Smith, who died on 9 March 1936, aged forty-one. She was born in Hong Kong and had been the proprietress of the Station Hotel which had been closed in March 1930. She was survived by her husband, J.S. Smith of the firm of Lubing and Smith, two sisters in Shanghai, a brother in London and a brother-in-law A.C Seidel. Wreaths were sent by \"Sister Maggie, Harry and family, Sister Martha, Arthur and family, Sister Lizzie, Franz and family\" (CM 9 May 1936, emphasis supplied). This information can be related to the children of Christian Friedrich William Petersen and his wife Mary recorded in the baptismal register of the London Missionary Society's Chinese congregation. Maggie Mary born on 15 October 1887, Martha Louise born on 5 January 1889 and Henry William born on 4 January 1892. These were presumably the brother and sisters of Mrs. Sanderson Smith who was born in 1895 but not recorded as baptised in the church records. If these conclusions are correct it would identify her mother, Mrs. Uschmann, as the wife of Mr. Petersen, the long-time proprietor of the German Tavern. Mary was his second wife. He died in 1896 aged sixty-four leaving his wife to administer his estate which was valued at $16,000. Was Mary Petersen a Chinese? Children of Caucasian parents were not baptised in Chinese congregations, except under the most unusual circumstances. On the other hand, if she were Chinese, why would she have been interned as a German alien in 1914? The statement in 1911 that Mrs. Uschmann had been connected with the German trade some twenty or twenty-five years suggests that she...",

Daughters of the deceased likewise have no right to any inheritance but the deceased's brothers receive a share. On the dissolution of the estate the boat and engine are first offered for sale within the family. It might be that one of the heirs wishes to sell out his share and to build or purchase a vessel for independent operation. In any case the value of the property in the estate is realised and then the debts of the family are counted. If the value of the property in the estate is insufficient to offset the debts, one of the heirs may take the whole estate and thereby assume sole responsibility for all the debts of the family. Alternatively, the heirs on sharing the assets will share the debts equally also and will then each inform the creditors what share of the debt he has assumed responsibility to pay.\n\nMarriage 17\n\nMost sea-dwellers follow the old Chinese custom in marriage and very few reach marital state through love-affairs or register their marriages in the modern manner. A match-maker is employed to introduce the relatives of the boy and the girl and then upon the agreement of the respective parents the boy sends a gift to the girl as a symbol of their engagement. Then a temple or fortune-teller is consulted regarding the fixing of the wedding date. Ten days before that day the boy gives the girl's parents notice and on the day before the wedding he sends her a large present of cakes, wine, roasted pigs and other delicacies. That night the girl's parents give a dinner party. The following morning the boy sends one of his close female relatives with the match-maker in a sampan to a given rendezvous and they escort the bride to the bridegroom's boat. On her arrival the bride first salutes the bridegroom's ancestors. In the afternoon a dinner party is given by the bridegroom's parents usually on a \"Ko Tong” (=restaurant boat). The police were assisted by a headquarters team consisting of an experienced enumerator and translator. The enumerations undertaken by the police were conducted on the same house-to-house basis as those undertaken by the civilian enumerators, and the same books of schedules were used.\n\n7\n\nDetails of age, sex, place of birth, dialect spoken, occupation, religion, married state, degree of education, and infirmities, were recorded for each resident. The schedules were worked up into tables by experienced tabulators in the Census Office, this work being completed by October 28th. Table 1 below gives a summary of the 1911 census tables which refer to the New Territories. For the New Territories the population was tabulated for each village as well (broken down into male and female), as a single-handed contribution to the census by Mr. S.B.C. It may be remembered that at this time the population was 3.85 millions, and was expected to reach 7 millions by 1986.\n\nThe report opened with an assurance that examination of local government varieties elsewhere had produced no models to which Hong Kong might be expected closely to conform, but expressed an awareness that there was a local ignorance of the principles and practice of local administration, in any form. This they defined as embracing those services and that responsibility which met the needs of individual localities, as opposed to the population as a whole. They also differentiated between the formulation of policy on the one hand, 'national' responsibilities and services best undertaken on a colony-wide basis, and control and execution, where localised interests had special importance, on the other. They particularly emphasised the need for willing delegation by the existing Colonial Secretariat and Departments, and the subsequent treatment of delegates as full partners in joint ideals and purposes. This could not, they all knew, be taken for granted.\n\nAfter a tour d'horizon of centralised and decentralised forms of government around the world, including the CPR's party pyramid, and an examination of Hong Kong's statutory and traditional institutions, the report pointed to the disparities the working party had found in the latter; but also to the irrelevance of many of these to the New Towns which were just beginning to raise their skylines. It also quoted with modified respect some colourful extracts from the records of Mencius, Confucius and Moh Tze on the poetically ideal Chinese view of the relationship between government and people, which had been submitted by a future Chief Secretary who was serving as a DO in the NT; but it recognised that the world had changed since the time of the Classics, that the dominance of the English language presented problems, and that corruption was fertilised by inefficiency and distrust. This did not daunt the working party's draftsman. \n\nNo immediate application to the NT was expected (where the ark was peculiarly susceptible to rocking), and the special position of the Heung Yee Kuk and the Rural Committees as important consultative bodies in the sensitive circumstances of the self-consciously unBritish leased territories was acknowledged; but although that door should be left open, Tsuen Wan, already a swelling wen, must be made an exception now.         "content_text": "In the developed areas the working party had its own preferences, but diplomatically decided to let higher authority decide on detail. The general intention was to set up what would be known in the conurbations as Municipal Councils or (minor) Urban District Councils (UDC), and elsewhere as District (or Local) Councils. This might, as the Governor-in-Council chose to decide, produce a Municipal Council for Hong Kong Island and a District Council for the non-urban area, with Aberdeen joining either or becoming a separate UDC; one or two Municipal Councils for Kowloon and New Kowloon; a UDC for Tsuen Wan; and no other change for the NT (but possibly three District Councils one day, where currently the DOS Tai Po, Yuen Long and South held sway.) All would be elected from geographical wards, and not from area-wide rating or electoral rolls; and by preference from single-member wards, with one-third retiring by annual rotation. All these Councils could form Joint Committees with each other, and perhaps have a Joint Consultative Council to co-ordinate their relations with Central Government. It was all deliberately tentative: junior officers must not seem to be handing up tablets of stone.\n\nThe possibility of public apathy (already much noticed in relation to the existing Urban Council), and the dangers of encouraging the involvement of external party politics, led to cautious suggestions that in the first instance whatever overseeing body the Government would assign to this field (doubtless a new branch of the secretariat, if not an amalgamation of the SCA and the NTA) might nominate members to leaven the elected majority; a proportion of 1:3, or in the last resort 2:3, was proposed. For the franchise, while considering adult suffrage as a distinct possibility, the prudent recommendation was for all men and women and their spouses over 21 to enjoy the vote who owned, occupied or tenanted property on which rates were paid or of which the rent might be deemed to include a rating element; provided that they had three years' residence, and therefore a stake in the colony, British citizenship would not be required. Councillors should not be paid, to avoid the growth of a profession of politicians, but should be entitled to attendance allowances within a statutory limit to compensate for any loss of earnings; and they should appoint their own chairmen from any quarter.\n\nThe new Councils' potential powers and functions received close examination. Under Welfare were recreational facilities, youth clubs, community centres, sports facilities, public swimming pools, homes for the aged, infants' crêches, refuges for street sleepers, distribution of relief, entertainment (band concerts, Chinese drama & opera), pleasure grounds, playgrounds and bathing beaches. The Miscellaneous category added declaration of one-way streets, parking zones, closing of streets as playgrounds (after consultation with Police), traffic warden services, provision & management of car parks, amenity provision (eg public fountains & tree planting), museums & art galleries, and undertaking of functions (such as collection of water rates & various fees) as agents of the central government.\n\nThis list went much farther in involvement of representative bodies in the affairs which closely and legitimately concerned the ordinary man and woman in the street, as well as extending what was already delegated to the Urban Council into most of the colony's growth areas. Apart from suggesting that the list might be added to in the light of experience, the bold proposition was made that in future no central department should be permitted to establish new local machinery without proving that the activity could not be carried out by a Local Authority. The report stated that it was not envisaged that the new councils should be independent Education Authorities; but it was clearly hoped that in the fullness of time the Education Department would regard local authority schools as a main component of the grant-aided system, and indeed relinquish its own primary schools to the councils. Finally, as a carrot for those in the NT who might be willing to contemplate change, it was pointed out that rural district councils should take over agricultural extension schemes, forestry lots, fish-ponds, local public works (footpaths, bridges, piers etc), local ferries, village layouts & housing schemes, and local water supplies & irrigation.\n\nThis would all have to be paid for. Local authorities should have financial responsibility, including revenue-raising powers. Rating might have to be extended to the NT: a simplified form had once existed for this, but had been repealed before implementation because of the various oppositions to treating the leased territories as an integral part of Hong Kong — it could be tried again. Division of the rating spoils between Government and local authorities would raise arguments, especially if, as at present appeared, rating revenue exceeded the initial likely expenditure by the new councils. The pros and cons of varied grant-in-aid codes were discussed, including equalisation grants to benefit poorer authorities, general purpose grants, and special grants to stimulate particular activities. The broad suggestion was that since revenues must be assured, easy to levy and collect, flexible and readily understood, rating should be introduced where not already levied (modified in rural areas) and be both fixed and collected by the local authorities; the accruing revenue should be shared between Central Government and Councils, the government share being the first charge; licensing fees, services income, agency fees, investment interest and perhaps gifts & bequests would be additional, and Central Government loans should facilitate capital developments.\n\nThe report sketched possible committee structures, emphasising the desirability of co-option of appropriate experts from outside and the need for proceedings to be conducted in the Chinese language. Initially staff would be seconded from the civil service, with prior consultation on selection for 'key' posts, high calibre would be demanded, and the potential for urban DOs with co-ordinating rôles was glanced at. The psychological and organisational implications for the NTA as the only existing link between Government and the landowners and people of the leased territories, and for the USD which provided services for the Urban Council and in the NT and was the obvious holding unit for staff seconded to new councils, would admittedly be considerable. “Guides, philosophers & friends” would always be desirable, however, and NTA & USD would survive in some form. The effect on the SCA was passed over: its head was ex officio a member of the Governor's Councils, and the constitution was implicitly not to be touched. However the anomaly of one small department claiming to be the sole link with the mass of the people would doubtless, as in other colonies, become transparent.",

They pointed up more outspokenly than the emollient main report the shortcomings of an out-of-touch government administering a non-English-speaking population that was only too open to misunderstandings and misconceptions (such as that taxes levied were drained off to the UK Treasury.) Interim steps should concentrate strongly on building up public confidence in the unaccustomed principles and practice of popular elected representation (the ‘political education' mentioned above.) These three semi-dissenters did not co-ordinate their Note with the other.\n\nDickinson has been described by one of his working party as “the least understood and worst treated member of the Cadet Service\" (the original title of Hong Kong's Administrative Branch of the HMOCS, which survived in common parlance long after the absorption into the Colonial Service of the pre-war Eastern Cadetships.) He chose to retire early for personal reasons. It is ironic that in the aftermath of the Cultural Revolution overspill, when special duties officers in the defence branch of the secretariat, the SCA and the Information Services Department became so active in devising new ways to win hearts and minds, to keep in touch with the people and to encourage the use of Chinese language, so much of what had been adumbrated in the Working Party Report re-appeared; but because the new ideas now came from well-established senior sources, they became respectable and it was to be long before they offered electoral participation in executive decisions. The SCA became the Secretariat for Home Affairs; City District Officers were created in ten urban districts, and found much to do that had not been done before; City District Committees were established in 1972; a Tsuen Wan District Advisory Board was at last set up in 1977, followed by others; in 1980 a new pattern for district administration was at last suggested, with direct elections to District Boards.         "content_text": "19\n\nvery useful in the depression, and the factory would provide employment for 100 Africans.\" Hong Kong was also seen as a special case where the decline of the entrepôt trade with China justified the policy of fostering industrial development. After much discussion the only specific recommendation made by the committee was that when a protective tariff was granted an excise duty equivalent to the import duty should always be imposed. The final report of the committee was never published and apparently was never considered by the cabinet.\n\nSo the Colonial Office continued to vet proposals for new industries according to the guidelines laid down in the 1934 Report, that manufacturing should not be 'artificially encouraged'. Officials were concerned to safeguard colonial revenues at a time when most colonies were in financial difficulties as a result of the world depression. The Colonial Office insisted that budgets must be balanced, to avoid the need for a grant from the British government and the consequent Treasury control of the colony's finances. The Colonial Office had no money available in its own account to subsidise ingenious schemes, such as a project put forward by an entrepreneur from Trinidad to produce newsprint paper from bagasse and to power the factory with anhydrous alcohol distilled from sugar cane juice.70 Governors could apply for funds from the Colonial Development Advisory Committee which provided £36,500,000 for development assistance from 1929 to 1939. But this fund was originally set up to alleviate unemployment in Britain and no application for industrial development would be entertained which would be likely to compete with British industry.? Officials believed that by discouraging uneconomic industrial development they were acting in the best interests of the native inhabitants. An assistant secretary minuted, 'Manufacturing industry, which can be established in a colony only at the price of a monopoly protected by a high tariff, ends in producing a locally manufactured article which is too expensive for the primary agricultural producers to buy.' Governors were more suspicious of the motives of Colonial Office officials. The governor of Sierra Leone complained that any industrial project was approached from the standpoint that British trade interests must rank first, dominions' interests second and those of the colonies last. Perhaps the fairest summary of Colonial Office policy was made by a junior official: 'Generally speaking we do not want to encourage industrial development in the colonial empire, but we are reluctant to go so far as actually to prohibit it.'\"\n\nWhy then was it that Hong Kong was able to develop a flourishing export-oriented industry without any subsidy or assistance from the colonial government whatsoever when in all the other dependent territories the development of manufacturing industry was derisory, and the few factories that were established were heavily dependent on protective tariffs, special",

        "content_text": "51\n\nHong Kong's temperatures don't go as high as India's, but they are hot enough to affect machinery. The B-29's new instruments were especially vulnerable. In tropical areas (Hong Kong is semi-tropical), temperatures inside a B-29 during a hot day could reach 150°F (65.5°C). Besides affecting crew comfort, the heat takes a toll on the B-29's engines, which would be damaged if the temperature of its cylinder heads exceeded 428°F (220°C). If the engines haven't yet been damaged, they would have suffered decreased efficiency due to the higher temperatures, thereby requiring longer takeoffs. Temperature variations also affect the air pressure of a B-29's tyres. Improper inflation of tyres affects the takeoff and landing distance of an aircraft, and could result in shorter tyres life.42 Hence, early morning takeoffs were recommended if the B-29 were to operate from Hong Kong. A temperature of 75°F (24°C) demanded a 10 percent increase in runway length (due to the lower efficiency of the B-29's engines), and 20 percent if the temperature reached 100°F (37.7°C). But summers in Hong Kong would not be conducive to the efficient operation of a B-29, for even early morning temperatures during this period would have reached or exceeded 75°F.44\n\n43\n\nHumidity and heavy rains can cause corrosion, fungal build-up, and ultimately malfunctions on idle B-29s. Electrical equipment is particularly at risk to such weathering, and when that is gone, the B-29 has lost its technological edge. Idle engines are also affected by heavy weathering, which can contaminate engine oil with impurities and thus damage the engine.45\n\nThen there is the all-powerful typhoon, which could pose a serious threat to B-29 operations. In July 1946, Hong Kong was hit by another typhoon, and Kai Tak got the worst of it. Winds of up to 130 knots were recorded. The runway was holed, and five transport planes and two Sunderland flying boats, all unserviceable, were lost - a testimony to the vulnerability of grounded aircraft to the weather and anything else. The toll would have been higher had some aircraft not been evacuated prior to the typhoon's arrival. Although the Allies did not have the power of foresight during the war, they already knew about the 1937 typhoon, which also damaged Kai Tak.46\n\nA loss of seven planes might have seemed tolerable to the materiel-rich Allies, but not so in the case of the B-29. On more social occasions, especially among the kaifong associations, it was also usual (and tedious for those present) to invite principal guests to speak: some orators did not need a second invitation!\n\nOwing to its super-glossy surface, this particular card does not reproduce well, nor does its successor for the 1985 Ta Chiu. I have therefore used the invitation card for the similar event at Shatin, held also in 1985 to indicate type and content (Plates 2-5).2\n\nAlthough the majority of invitation cards were printed, some were still being hand-written in black Chinese ink using a brush (Plate 6), and even on the printed ones, the recipients' names and ranks were usually added by brush rather than by fountain pen or biro (Plate 2). Owing to their intrinsic interest, and the fact that most were destined for the wastepaper basket, I kept many of those I received, and sent specimens to library collections as ephemera, literary productions of a fleeting kind. The Hong Kong Collection at the University of Hong Kong has, or should have, them in its holdings today.\n\nAt the scene\n\nInvariably, there would be some indication on site of the event being celebrated. Decorated archways and banners raised on bamboo scaffolding (pai lau), and/or floral tributes (fa pai), were the norm, and very colourful and ingenious they sometimes were, too. They were the work of skilled artisans, but their wording had to be supplied by the host body.\n\nHere are a few examples. The elaborate archway erected at the entrance to the ground used for the Ta Chiu at Kam Tin in 1985 features in Plate 7. The floral banner erected to mark the District Commissioner, NT's ceremonial opening of a newly completed local public works concrete track on Cheung Chau Peak in 1960 is shown in Plate 8, whilst the subject of Plate 9 is one of the large floral tributes made to honour a new chairman and his two vice-chairmen of the Tsuen Wan Rural Committee, which, along with others, was set up outside the restaurant\n\n1 I must apologize for the high family content of the illustrations, the selection being made, of necessity, from our own photographs and memorabilia, from my wife's and my own service in the relevant departments.",
