This leads on to a further contention that it was not the original intention to site the main part of the new city of Victoria in the Happy Valley - though it is undeniable that that idea was mooted within a year or so and building did commence there after a very small number of individuals, most of them connected with Jardine, Matheson & Co., very quickly obtained grants of much of the best land in the area.\n\nHowever, one further circumstance suggests that the firm originally intended to have their Headquarters much nearer the centre of town than was later the case. Sometime in 1841, perhaps very soon after the sale of 14 June 1841, they obtained a transfer from a Captain Ramsay of what was then Town Lot 42, and there erected a large house of which the Canton Press caustically commented that \"on entering the harbour, you perceive the most commanding site, disfigured by a hybrid erection, half New South Wales and half native production, which is a foretaste of the architectural absurdities to be perpetrated on this island.\"\n\nBut Jardine, Matheson & Co. were unfortunate in their choice of this site for their headquarters on two counts. It was early decided that the hill to the west of the present Albany nullah (Garden Road) should be reserved for Government buildings only. Government correspondence was as early as November 1841 datelined ‘Government Hill’.\n\nThereby restricting the development of the town in that direction into the fairly wide and gently sloping valley behind the present Murray House. But even worse was the Military's insistence that the ridge and hillside to the east of the Albany nullah should be reserved for their use; this area covered the sites of both the firm's godowns and house. The house later became the residence of Lord Saltoun, Commander of British Forces in China during the war which ended with the Treaty of Nanking in 1842. The present Flagstaff or Headquarters House, built by 1846, now stands on this site.\"1\n\nThey were able to occupy neither building for long: early in 1842, Colonel Malcolm, Pottinger's secretary, wrote to them, extending an offer to compensate them for moving away to allow the area to be used by the Military. They would be allowed to choose marine lots in any part of the island not appropriated for any other purpose and would, in addition, be given $25,000 in cash for the buildings they had erected. PRYOR\n\nwith the law particularly, also, as the government lacked sufficient staff of adequate competence.\n\nThis situation became a source of some concern to Dr. Murray, the Colonial Surgeon, who in 1859 reported that:\n\nHong Kong presents no feature either in climate or position which should make it peculiarly unhealthy. Because of its situation, its natural advantages and its weather, Hong Kong should be the best drained, the best watered, and in every way, the best regulated of towns from a sanitary point of view.... Ordinance No. 8 of 1856 makes it unlawful to construct or reconstruct a house without a sufficient water closet and ashpit to the satisfaction of the Surveyor General. Houses recently built have been allowed to be erected without the slightest regard to any one of these particulars. The fact is there is legal machinery enough to enforce any and every reasonable requirement and to ensure the sanitary condition of the Colony but there exists an unaccountable objection to putting that machinery into action.\n\nIn 1860, the Kowloon Peninsula up to Boundary Street came under British sovereignty under the Convention of Peking (Figure 1) and this provided more room for urban growth which the prospering trade of the port had stimulated. Yet more Chinese came from the Mainland to seek employment in Hong Kong and, after a few years, to return to their families. Despite the continual outflow of people, the newcomers arrived in such numbers that by 1865 the population had increased to some 125,500 persons of whom 63% were adult males, which reflected the \"frontier\" character of the Colony. Demand for accommodation became more acute and, in the continued absence of the adequate enforcement of building regulations and the general lack of satisfactory water supplies and other public utility services, the general sanitary condition of the Colony became the cause of some concern particularly to Dr. Murray who, during his term of office from 1858 to 1872, repeatedly drew attention to the exceedingly unhealthy state of Hong Kong.\n\nMcCoy took over as Colonial Surgeon in 1872 but died soon after, and his place was filled by Dr. Phineas Ayres in November 1873. More specifically, this means all documents which possess value for:\n\n(i) documenting the constitutional and legal basis of government;\n\n(ii) documenting the origin, development, organisation, functions, policies and substantive activities of government departments;\n\n(iii) protecting the rights and privileges of private citizens and organisations; and\n\n(iv) research into political, social and economic affairs and the history of the community.\n\nYou will notice from this, by the way, that archives are not preserved solely in the interests of historians. The scope of modern government is wide and there are few aspects of human activity and environment to which official records do not refer. A government's archives, therefore, are potentially of research value to every academic discipline.\n\nArchive institutions, like libraries, museums and art galleries, need to be located in places where they are easily accessible to the public. The trouble is that archives, and especially government archives, need a great deal of storage space; so that in cities like Hong Kong, where office accommodation is at a premium, the housing of archives has special problems. Stored archives are immensely heavy and this limits us to ground floor accommodation or to buildings especially constructed to withstand high floor-loadings. Again, if one provides at the outset for long-term space needs this means tying up large building areas which will remain under-utilised for a long period. The alternative, of providing only for short-term requirements, means constant removal to new premises. We have had to compromise. The P.R.O. is housed at present* in temporary premises in Garden Road with accommodation for 5,450 shelf-feet of records. In about April this year we shall be moving to the Murray Road Multi-storey Car Park Building where we shall have room to accommodate about 15,000 shelf-feet of records. The repository will be specially air-conditioned to provide a filtered atmosphere and a temperature and relative humidity stabilised at the optimum levels. The records will be protected from fire by an automatic carbon dioxide extinguishing system. \n\nBut the Murray Road accommodation will also be temporary. If our present intake of permanent records is maintained we shall exhaust the storage space available there by the end of 1978. It is planned, therefore, that in 1979 we shall move for the second and last time to premises in Murray Building II, which is to be constructed on the site of the Garden Road Open-air Car Park. \n\nIn the Murray Building we shall have about 25,000 square feet of floor space, including accommodation for upward of 40,000 shelf-feet of records. \n\nEven this will not meet our storage needs; but as we cannot continue to expand in the city centre our space requirements in excess of that allowed for in the Murray Building will be met by the provision of satellite accommodation in low-cost areas. These satellite repositories will be used for the storage of intermediate records and of permanent records which are not often consulted. \n\nAs the P.R.O. is the first Archives to have been established in Hong Kong it was no surprise to find that professionally trained staff were unobtainable here. What was less expected was the difficulty which we have had in recruiting suitable graduate staff even without archives training. In fact, after sixteen months I am still without any. Part of the reason for this is that the career prospects which we can offer at this early stage of our development are rather nebulous. As the scope and volume of the P.R.O.'s operations expand the avenues for advancement within the ranks of its graduate staff will presumably improve. In the meantime the problem is to find and keep staff with the interest and courage to take their chances in pioneering a new form of career. \n\nThe intention is that Assistant Archivists (graduates) should undergo a year's in-service training at the end of which time they will sit an examination designed to test their knowledge and proficiency. Library, part of which had been made accessible to members through the kind co-operation of the British Council Representative and with the assistance of his library staff, and had been housed in the Gloucester Building,\n\nThe books in the R.A.S. Library have therefore now been transferred to the Public Records Office, 2 Murray Road, which is on the mezzanine of the multi-storey carpark building above the Transport Department Licensing Office, access being by the external staircase next to the carpark shroff's office. By kind permission of the Archivist, the books are shelved in the P.R.O. Library, where they may be consulted by members of the Branch on production of their membership cards, and borrowed in accordance with the revised rules of which a copy is attached.\n\nIt is unfortunately still necessary to keep the periodicals (bound and unbound) and pamphlets belonging to the R.A.S. It was only when a \"respectable\" class of rich Chinese merchants and compradores emerged that a group existed which the colonial authorities could properly recognize as speaking for the Chinese community. The Chinese account states that the two patrons of the Temple \"judge the people (there) in public assembly\". In 1851 a proper Temple Committee was elected. It met at the Kung Soh (Public Meeting Hall), attached to the Temple, where all cases of public interest were decided. This judicial function by a self-organized Chinese institution is confirmed by the British Magistrates sending complainants to the Temple authorities for their arbitration of the disputes. For instance, in 1870 a case is mentioned in which the Kai-fong had imposed a fine upon a coolie for breaking a pane of glass.\n\nA year after the opening of Tung Wah Hospital the judicial proceedings formerly held at the Kung Soh of the Temple were moved to the Hall of the Hospital. This is reported in an editorial comment in the Daily Press (Jan. 2, 1873):\n\nThe old Joss House Court the Kung Soh in the Hollywood Road has, we hear, been given up in favour of another building not far off, and it seems that there a vast number of disputes are settled, and that it is an understood rule that matters should be brought to the cognizance of the proper authorities only if they cannot be arranged in this manner. We understand the committee of the Chinese Hospital is the same body of men who head the Kaifong, and that they discuss municipal and semi-political matters in the hall of the Hospital.\n\nInasmuch as the two committees apparently overlapped and as the Hall of the new Hospital was more spacious and imposing than the Kung Soh, the transfer in Chinese eyes would seem appropriate. On a visit of the Governor to the Hall he remarked that it was a much better meeting place than the Council Chambers of the Hong Kong Government. At that time there were approximately 3000 non-Chinese civilians of the Allied powers in Hong Kong. Until early January 1942, these people were on the whole left alone, most of them remaining at home because it was very dangerous to go out due to the breakdown of law and order which occurred with the surrender on Christmas Day.\n\nOn 4th January 1942, a notice appeared in the Hongkong News (the only English-language newspaper published during the occupation) for all enemy nationals to assemble at Murray Parade Grounds (today the site of the Hilton Hotel). Many people, especially those on the Peak and in the University area, did not see this notice, but eventually about 1000 gathered at the Parade Grounds, and after registration they were marched through the centre of Hong Kong and interned in a number of hotel-brothels located on the waterfront (near the present Macau Ferry Pier).\n\nThe American journalist Joseph Alsop, who was one of those caught in Hong Kong in 1941, wrote the following in The Saturday Evening Post:\n\nAfter trudging a mile and a half, we turned abruptly into a narrow alley and were halted before the grilled door of an ancient, dilapidated and very dirty building. Painted on the peeling plaster was an announcement in Chinese that it was the Stag Hotel, offering comfortable rooms at cheap rates. There is a much older 'Pu To in the South' at Amoy in the Fukien province.* The original 'Pu To' is the famous island of that name off the Chekiang coast. It is covered with temples and is one of the homes of Chinese Buddhism.†\n\nApart from seeing the relics associated with its founder and visiting his grave and those of later abbots, the purpose of our visit is to walk round the premises and to note the wealth of presentation boards (§§§) to be found on them. These combined examples of calligraphy and Buddhist sentiment are cut on wood and mostly painted in gold characters on a red ground. Many are from the brush of the several abbots, especially the founder who clearly took a delight in naming and commemorating the different buildings and gateways.\n\nThe Monastery occupies a considerable area and its grounds were previously much larger, taking in a wooded area in front which has since been resumed by the Government for development. There has been considerable re-building and much new building, but overall the influence of the founder is still plainly evident.\n\nChinese calligraphy has always been a highly—indeed perhaps the most—respected and prized art form. Dun J. Li in his The Essence of Chinese Civilization (New York, Van Nostrand Co., 1967) writes (p. 414):\n\nOf all the talents the Chinese emphasized, none was more important than the literary talent. Such emphasis was evidenced by the fact that prior to the modern period the Chinese produced more books than the rest of the world combined. As for fine arts, the art form which the Chinese cherished most was calligraphy, and the works of such great masters as Wang Hsi-chih (321-379), Liu Kung-ch'üan (d.A.D. 865), and Chao Meng-t'iao (d.A.D. 1322) were imitated throughout history.\n\nHe then gives biographies of several famous calligraphers, taken from the standard dynastic histories, which illustrate this esteem. Emperor Mu-tsung of T'ang (821-824) was not considered an able, enlightened ruler.\n\n* P. W. Rooke. The note says simplistically that the causes of this war were \"very similar to those that caused the First China War, namely maltreatment of Europeans\".\n\nThe two large panels each bear three smaller panels and they seem to show scenes from court or gentry life. I am sure they would be of interest to scholars who could probably date them easily and perhaps, at the same time, suggest a more appropriate wording for the note.\n\nWhile in Scotland I visited the museum of the Black Watch, in Perth and, although there is little of China interest, they do have the only picture that I have seen of Sir George Murray - the man after whom Murray Barracks was named. He was Colonel of the Black Watch and the portrait is dated 1825. Murray, a former Quartermaster General under Wellington, never visited Hong Kong but his name also lives on in Murray Road and Murray Building. He and General D'Aguilar's father were good friends and when General D'Aguilar started out in the army it helped to have friends in high places. When D'Aguilar was involved in the building of the new barracks at Hong Kong in the mid-1840s he remembered his father's friend and in gratitude for his assistance to his career named his new construction after him.\n\nHamilton, near Glasgow, is the home of the Cameronians. This regiment was heavily involved in the First China War and was later garrisoned at Hong Kong. There is a Chinese vase which came home with the regiment and a very good series of large drawings of a later campaign.\n\nBack over the Border in England, my next stop was Carlisle, the home of the successors to the old 55th, which was, like the Cameronians, very prominent in the early history of Hong Kong and the first campaign in China. The latter is now the Legislative Council Chambers, and has been described as \"Lutyens classical revival style adapted for the tropics\".\n\nIn spite of forceful protests by the Heritage Society which was wound up, despondently, in 1983 — and the Conservancy Association, the Repulse Bay Hotel, the previous Hong Kong Club building, and the old Kowloon Railway terminus (except for the tower2) have all succumbed to the wrecker's hammer. The average Hong Kong citizen, it seems, has limited interest in conservation. He or she believes that a building has an economic life span, and, after that, it should go. To be fair, the Government, advised by the Antiquities and Monuments Office and the Antiquities Advisory Board, has declared a number of structures, for instance the Stanley Police Station (1859)13 as Monuments under the Antiquities Ordinance. Other Monuments include the steps and gas lamps in Duddell Street, Central District; rock carvings and inscriptions; old villages, for example Sam Tung Uk in Tsuen Wan; and the District Office, North, building at Tai Po in the New Territories.\n\nThe Territory also possesses a variety of other old structures, such as the fort and battery at Tung Chung and the fort at Tung Lung. There are also ancestral halls and study halls, like Shut Hing Shue Shan, at Ping Shan, and Chou Wong Yi Kung Shue Yuen, in Kam Tin.\n\nAmong other declared historical Monuments are Wan Chai Post Office (1915)1* in Queen's Road East, Western Market in Sheung Wan, and the Pathological Institute,1 in Caine Lane. As of 1990, such Monuments totalled 43. One of the most famous of Hong Kong's old buildings was Murray House (circa 1843).1 It was demolished carefully in 1982, and the parts were labelled, numbered and stored. My wife had a polite but firm way of dealing with these intruders, and in the end they got nothing from us but some cigarettes.\n\nOn January 3rd Mr. Gimson (the Colonial Secretary) and Mr. Alabaster (the Attorney-General) came up the hill to find out what had happened to us. They told me that they had spoken to Mr. Yano (who had come back to Hongkong temporarily as Consul-General) and the Gendarmerie people about us and the other Embassy and Consular personnel who were in Hongkong (Mr. and Mrs. Martin, Mr. and Mrs. Rich, Evans, Herrett and Miss Howkins) and we were to be given special consideration. This was comforting but in the event did not mean very much as there was the usual confusion between the different Japanese authorities, none of whom seemed to pay the slightest attention to the others.\n\nThen on January 5th notices were posted up in different places instructing all enemy aliens to report at the Murray Parade Ground between 10 a.m. and noon for internment. The notice said they could take what luggage they could carry in their hands and that they must leave the rest of their property in charge of some responsible person. This notice only came to our knowledge on the Peak at 9 a.m. People didn't know what on earth to do. If they started off immediately, walking down the Peak, they could get to the Murray Parade Ground in time. But there were old people, babies and invalids. Most people thought it would be dangerous to disobey a peremptory order like that, and they struggled down the hill as best they could, taking a suitcase or pushing a pram and abandoning everything else to the looters.\n\nFor my wife and myself there was no problem as we couldn't walk, so we decided to stay and hope for the best, and a good number of others followed our example. As it happened, things turned out all right, as Sir Arthur Macgregor called later in the day to say that he had arranged with the Gendarmerie that the people still on the Peak might remain temporarily but must be ready to move at a minute's notice. After he had achieved this he left Hutchison's in 1981.\n\nThen in the early 1980s Li Ka-shing, believed to be the richest man in Hong Kong, became the largest shareholder in Hutchison's. His company, Cheung Kong (meaning long river and signifying 'everlasting'), held a 37 per cent stake. With a Chinese Taipan the company was no longer the bastion of British management that it had been in earlier days. However, under Chairman Li Ka-shing there is an English Group Managing Director, Simon Murray.\n\nToday Hutchison-Whampoa is thriving, and its activities range from general trading, including importing and exporting, to property, engineering and building materials. The group also has major interests in such subsidiaries as Hong Kong United Dockyards (in the past Hong Kong and Whampoa Docks), Hong Kong Electric Holdings, and A.S. Watson and Company of which more later. These firms, which in the past were basically British, are thus now largely Chinese controlled.\n\nDockyards\n\nThe first Hong Kong built vessel, the 80-ton Celestial, was launched from a slip at East Point on 7th February 1843, and a Royal Naval Dockyard started in 1854 (this was phased out in the late 1950s). Docks were also built by Douglas Lapraik and J. Lamont at Aberdeen in 1857.\n\nNevertheless, it has been claimed the first 'great firm' to be established in the Colony was really the Hong Kong and Whampoa Dock Company, although the industry had its origins, regionally, in Canton. That is why the word Whampoa (a place in Canton) is included in the above name. The firm is No.1 on the Register of Companies. In 1893, in addition to the 'Hong Kong', other leading hotels included 'Windsor' and 'Victoria', in Central, and 'Mount Austin' and 'Peak' hotels, both on the Peak.\n\nThe Professions\n\nAs well as traders, a few British professionals set up practices in Hong Kong in the last century. Victor Hobart Deacon, for example, arrived in the Colony in 1880 to join a firm of lawyers that was already 30 years old. In the 1840s, the nearest lawyer was said to be in Calcutta.\n\nAt about the same time there were a number of people who described themselves as architects, but they were probably only draughtsmen. One such man was named Langer, who arrived in 1842 to supervise the erection of buildings for Jardine's. He was stricken with fever after only working for two months. The civilian architects produced nothing of the calibre of the military architects who designed such structures as Murray House and Headquarters House.\n\nWilson and Salway, architects and engineers, were established in 1872; and Leigh and Orange, although not the first, was among the early practices to be set up. This latter firm dates back to 1874, under the name of Sharp and Danby who were engineers, and in 1894 it became Leigh and Orange. The founding fathers were ex-Public Works Department employees. However, more importantly it has been reported that the Government has agreed to build a special purpose building for Public Records in Kwun Tong. This is very good news even though the building is unlikely to be completed for another two or three years. I should again like to thank all those who helped in this campaign. One of the incidental results of the move of the Public Records is that the Society's stock of journals which were there (rather surreptitiously I may add) is now temporarily (I hope) stored in the library of The Chinese University of Hong Kong. However none of these can work well unless there is a satisfactory administration to back it up. The Society has been fortunate in the people who help in this direction. We have our Treasurer, Mr. Robert Nield, who helps us (even orders us!) to keep on the right financial track; he will tell us later that the Society's finances are in reasonable shape and we will not need to raise our subscriptions in January 1996, but may well need to do so in January 1997. Our Secretary, Mr. David Sheil keeps us in order at our Committee meetings and even from his Lamma outpost. Our Assistant Secretaries - you will note I have said Secretaries rather than Secretary, because we have had two in the last year. Mrs. Sharon Bruce who served in this capacity for eight years did a splendid job - her sympathetic listening and quiet efficiency served the Society extraordinarily well. Unfortunately she left in December and her position has been taken over by Mr. Martin Barnett. We welcome him; he promises to professionalise us, but not, I hasten to add, too much. He has already put our membership records on computer thereby giving us more information on the profile of our members than we ever had in the past.\n\nLastly, I think it would be useful to give some thought for the future. A small detachment of the Royal Irish were held up by some three hundred Manchu Tatars who, having seen their retreat cut off by the Naval Brigade, had taken cover in a small Buddhist temple, the Temple of Reverence for Heaven, between two hills, one of which was Kuan Yin Shan, with a single entrance guarded by an internal 'spun wall'. The stubborn valour of the Tatar soldiers cost the Royal Irish dear. After an initial sortie, their detachment commander, Lieutenant A. Murray, drew off his men to wait for reinforcements. The next assault by a small number of men from both the Royal Irish and the 49th (Hertfordshires) had already been repelled with at least one killed and several wounded. A company of the Royal Irish, commanded by Captain Edwards, was intercepted in its advance and, accompanied by Colonel Tomlinson, who had heard what was passing, proceeded to the valley and joined the small body blockading the joss house. While the platoon of the Royal Irish waited for the rest of the battalion to come up, Lieutenant Murray was approached by the Hertfordshire's battalion commander who, having been warned that the temple was strongly manned, was understood to have made \"an injudicious and undeserved remark\" which was overheard by Colonel Tomlinson. They were now a force considered strong enough by Tomlinson to carry the building at the point of the bayonet, and Tomlinson's reaction to what he must have taken as a slur on Irish courage, his regiment or himself, was immediately to call for the men of the Royal Irish and the Hertfordshires to follow him and storm the temple. He rushed in at the temple door where he was shot dead with two bullets through the neck and all who had accompanied him were either killed or wounded. After Tomlinson had fallen, it became almost impossible to prevent the Royal Irish from rushing madly at the temple, for the men burned to avenge their Colonel, whom they described as \"the best officer who ever said 'Come-on' to a grenadier company\". Hemmed in by hills both to the north and the south, the population around the harbour became concentrated on the limited flat or less steeply sloping land available along the coast. Expansion was only possible by reclamation into the sea (and later by higher buildings), spoil being obtained from nearby hills thus providing additional building land. Until the advent of motor vehicles, reclamations were unable to benefit from more remote fill sources, like the Peak where site development necessitated balanced cut and fill. In all several hundred hectares of land were reclaimed in the hundred years up to 1941 (compared with many thousands in the 50 years following).\n\nSome of the people who were lucky enough to lease the first lots of land fronting on the sea, which had been auctioned in 1841, extended their lots by illicit reclamation over the foreshore absorbing such land as could easily be reclaimed, a procedure which was soon forbidden. Quite early, probably in 1842-3, some valuable land was reclaimed in Victoria, part of which was subsequently occupied by the Hong Kong Cricket Club (now Chater Garden).\n\nThe first formal praya (waterfront) reclamation scheme was partly carried out in 1851, by the filling of a small creek in the Bonham Strand area, but as might be expected it aroused stiff opposition from affected lessees who claimed marine rights. This, compounded by the destruction of part of the original praya wall by severe typhoons in 1867 and 1874, delayed matters but, despite these problems, by 1886 an 8km-long near-continuous strip of land (the major discontinuance being the section adjacent to the naval and military areas), perhaps broadly averaging around 100m wide was formed between Kennedy Town and North Point, the seawalls providing much needed access for handling marine cargo. In 1887 further reclamation was recommended to alleviate overcrowding in the city.
