Then making our way down the mountain side we came to a large field in the centre of which some of the war-lord's men started digging. It was not long before they uncovered the first of several large earthenware crocks full of silver, mostly the fifty ounce \"shoes\". Each crock was wired to the next. By daylight we had the whole of the sycee boxed in the cases we had brought with us and shortly after sun-up we had the pack-animals loaded and were on our way home. One very pleasant remembrance of the incident was the spirit of integrity that was evidenced in the whole deal. Under the peculiar circumstances we naturally had to accept the weights and standards that were given us at the place of take over. But when we were able to check-up at the provincial capital we found no discrepancy. \n\nI purposed using this consignment of silver to purchase some coarse barley, cultivated on the Tibetan border and which was the only grain available and in very limited quantities. However, we hit a snag when the people of the district (half-breed Tibetans) insisted that payment must be made in silver dollars of standard value. It seemed for a time as though we had reached an impasse, until, acting on a hint, I found in the local arsenal machinery for a mint which our far-sighted War-Lord was planning for this backward province of the North-West. We found dies and stamps to mint the impressions which we made in moulds from the dollars of all provinces and regions. The only difference between our production and the originals was that our content was of uniform standard. The only dollar we were unable to copy was the Sun Yat-sen dollar where the impression goes through and comes out in relief on the other side. We even produced Hong Kong dollars. In all we minted and uttered two hundred and thirty odd thousand silver dollars. What alloy we used was white brass. This episode had an interesting sequel some ten years later when, one evening, I found myself dining with Dr. T. V. Soong, then Minister of Finance. Among the guests was Yu Yu-ren, then President of the Examination Board. This office was responsible for the disciplining of officials.         "content_text": "94\n\nTIN-YUKE CHAR\n\nThe 1876 Reciprocity Treaty with the United States increased the demand for labor. The 1876 biennial report of the Hawaiian Minister of Finance furnished some data of government expenditures for its active assistance in importation of Chinese labor. The expenditures for the aid of immigration during that past fiscal period was $8,850; of which $3,850 was to pay the passages for 154 arriving Chinese laborers and $5,000 was advanced to a firm of rice planters, Chulan and Company, who had 210 Chinese laborers on their way from Hong Kong.\n\n3\n\nLetters of credit were also given to Afong and Achuck and to Luke Asiu to assist passages of 400 laborers to come to Hawaii's sugar plantations. The Hawaiian government expected return of the money advanced by an arrangement with the plantations through payroll deductions.\n\nLabor conditions in Hawaii were strongly influenced by Christian missionary presence in Hawaii. In the 1882 report of the Hawaiian Evangelical Association, it was said that missionaries kept vigilant watch on the treatment of laborers. \"A responsibility rests upon the plantations and the Christian public for the moral and spiritual welfare of the Chinese laborers who are not mere chattels but as human beings possessing rational and immortal souls and having the same natural rights as all others.\n\nThe labor supply problem was one of the concerns that led King Kalakaua to make his historic voyage.\n\nWith the affairs of his Kingdom in good order, King Kalakaua started on his world trip on January 20, 1881, on the City of Sydney which was then northbound from Australia to San Francisco. Accompanying him were Attorney General William Armstrong and the Royal Chamberlain, Colonel Charles H. Judd. Armstrong was commissioned as Minister of State, which would place him in the same rank as the Cabinet Ministers of any sovereign and entitle him to the respect and courtesies due to that rank. He was also made Royal Commissioner of Immigration to look for \"cognate\" sources of labor to solve the problem of a depleted native population.         "content_text": "166 \n\nA. D. BLUE \n\nIn 1868 T. T. Cooper, a British merchant in Burma, came to Shanghai and attempted to improve on Blakiston's feat. His venture was partly financed by the Shanghai Chamber of Commerce. Cooper went up the Yangtze to Chungking, and then overland to Chengtu, the capital of Szechwan. Here he received permission from the Governor General to travel on through Szechwan and Tibet to India; but he met such determined opposition and hostility from the lamas on the Tibetan border, where he was imprisoned for five weeks, that he was forced to turn back. \n\nIn the following year, Sir Rutherford Alcock, British Minister at Peking, sent Robert Swinhoe of the China Consular Service to investigate trade prospects on the Upper Yangtze. Vice-Admiral Keppel, R.N. was making a survey of the river, and Swinhoe's party, which included Alexander Michie and Robert Francis of the Shanghai Chamber of Commerce and two naval surveyors, travelled to Ichang on H.M.S. Opussum. This was the first time a steamship had reached Ichang, and the Chinese pilot refused to go any further. A junk was hired for the passage through the Gorges to Chungking, and soundings and surveys taken en route. The surveyors, however, gave an unfavourable report on the feasibility of steam navigation on the Upper Yangtze. They particularly commented on the force of the current, lack of suitable anchorages, intricacy of navigation because of the changeable channel, and so on. They also thought descent would be even more difficult than ascent. The chief engineer of Opossum described a sample of coal obtained half way between Ichang and Chungking as resembling good anthracite in appearance, but requiring large furnaces and a long time for combustion. \n\nThis was the most thorough navigational survey of the Upper Yangtze, and many of the factors militating against steam navigation between Ichang and Chungking were investigated and made known. The bed of the river falls 470 feet in the 360 miles between the two places, and this fall of one and a third feet per mile is the cause of the strong currents and rapids in this section of the river. The most difficult stretch is the first half of the Upper River between Ichang and Wanhsien, where the most difficult rapids and gorges are encountered. The Ichang Gorge begins five miles above Ichang, and then come the Ox Liver and Horse's Lung Gorges, and the Hsintan Rapid immediately after the latter. The most spectacular",

Instead of working within the framework of local traditions, the central government chose to embark on a programme of immediate modernization and reform, doing away with practices of many centuries, leading to deprivation and resentment. Economic and social conditions continued to deteriorate. The area was again occupied by Japanese forces when the second Sino-Japanese War began in 1937.\n\nIf Dr. Atwell's work had to be faulted at all, it would be on her preponderant reliance upon British documents. Even what Chinese policies were and how people felt about them were discerned from Foreign Office records. Motivations and reasons for adoption of certain policies, therefore, were not exactly taken from the horse's mouth, so to speak. Dr. Atwell has a more than respectable command of Chinese, and could have investigated more Chinese sources in greater depth. Perhaps her mentors at the University of London did not encourage consultation of Chinese historical archives. Perhaps the documents were not accessible. In addition, it must have been a disappointment to Dr. Atwell and a loss to the readers that she was denied access to some important personal papers of Lockhart.\n\nIt must also be noted that Chinese central governments did not normally look at localities except as a small part of the whole. Policies and programmes were adopted for the entire country, and Weihaiwei came only as a part of it. It was, as Dr. Atwell has pointed out, T. V. Soong, Minister of Finance, therefore, rather than the local administrator, who determined fiscal policies for Weihaiwei. The National Government was following the time-honoured tradition of giving priority to the total policy over individual localities. Perhaps, had British administrators followed modernization programmes adopted elsewhere in China, Chinese rulers after 1930 would not have needed to use such drastic means. Scholars in future may examine Chinese materials more fully, including extant archival sources which are becoming routinely consulted in Chinese historical research, and may find some of the answers raised by Dr. Atwell's investigations.",

What is a zhouyu? I haven't the slightest idea\". \n\nMing dynasty accounts of the chouyu were much more specific,\n\nDuring the second year of the Yunglo reign (1404 A.D.), Zhu Su, an imperial uncle who had been in exile in Yunnan, today's panda country, brought into Beijing two rare animals, which he called shouyu. Unfortunately, there was no physical description of these animals.\n\nIn 1413, a zhouyu was seen in Shandong. Again, there was no description of the animal.\n\nIn 1429, however, the military governor in the region of Jiangsu and Anhui sent into Beijing two zhouyu by a \"special courier\". The Xuande Emperor was so excited that he called together all civil and military officials then at court, as well as all tributary envoys in the capital, to witness such a wondrous sight”.\n\nOne eye-witness reported that these animals were \"white and gentle\". Another official present, the Minister of Finance, who, more likely than not, had never seen a wild animal before, but knew what they had looked like from his readings, proclaimed that the zhouyu had \"a leopard's head and a tiger's body\". He continued, \"They were white, with black limbs. Such gentleness! Their appearance at this time must be harbingers of a bountiful harvest!\"\n\nConclusionS no winners\n\nWhile one must give credit to these research scholars of the 1930s for their diligence and ingenuity in lining up classical scholarship and historical sources in their corner, it is difficult for an objective observer today to accept their conclusions without demanding more convincing evidence. The pixiu was a legendary animal. Neither version of the mo seems completely fault-free. The zhouyu, if any of these animals has to be accepted as the giant panda, would be the least grudging choice. Still, powerful arguments can be mounted against such a selection.",

The site was about 200,000 square metres, and the buildings were the government offices in Canton, which were to be sold to the Bank of Canton for a nominal price of just $550,000. This figure was eventually adjusted to only $220,000, being the deduction of the overdue interest that Sun had to pay to the Bank of Canton for all the loans that he had previously borrowed from the Siyi men. Showing their generosity, the Bank of Canton promised to pay $5,000 for the removal of the government offices from the site of the Laboratory. The agent in this purchase was none other than Yang Xian (), the Minister of Finance, a member of the Siyi \"thirty men subscription team\" and a principal shareholder of the Bank of Canton. After the purchase, the Bank announced its intention to sell the Experiment Station. They asked for a price of $850,000, four times the purchase price.\n\nThe sales of \"public properties\" evoked severe criticism by the press, and by those lineages, temples and monasteries whose properties were being confiscated. The Cantonese expressed their resentment toward Sun in a very satirical way; the Chinese press recorded that a \"Sun Yat-sen hairstyle\" was then very popular in the province. The Cantonese were abandoning the old method of using vegetable liquor to fix and to gel their hair. They simply let loose their hair. The idea of the \"Sun Yat-sen hair-style\", therefore, was intended to laugh at Sun's practice of letting loose everything in the province and leaving things in a great mess.\n\nThe Coming of the Soviet Influence\n\nThe Siyi men's attempts to re-organize the financial situations in Guangdong were never successful. Among other examples, a record in the Shenbao reported that soon after Yang Xian was appointed the Minister of Finance, a small band of Yunnanese soldiers came to his office to cash in a future cheque of $3,000 issued by Sun Yat-sen. When the office failed to pay immediately, Yang Xian was searched, fastened and detained by the Yunnanese soldiers. He was released only after his relatives paid the \"ransom\" of $3,030.\n\nSun Yat-sen, thereafter, turned to another alternative. He was President of the Board of Communications (1912), Chief Secretary in the Presidential Office and General Manager of the Bank of Communications, acting Finance Minister (1913-1915); Director-General of the National Revenue Administration and Director-General of the Domestic Loans Office. He was linked with Yuan Shikai and in 1916 fled to Hong Kong. He formed the Wei Min Corporation for the recruitment of Chinese labourers to serve in France, as a proponent of China's entry into the war. Returning to Beijing in 1918, he was made Chairman of the Board of the Bank of Communications; Speaker of the National Assembly; Director of the Domestic Loan Bureau (1920); and Prime Minister (1921-1922). After exile (1922-1925) he again served in the Beijing Government under both Duan Jirui and Zhang Zuolin. He retired to Hong Kong in 1928 after the Northern Expedition reached Beijing.\n\nThis was usually referred to by “real” soldiers as the Crosse and Blackwells, as this British provision company had a very similar crest.\n\nLt Col. Bryan Charles Fairfax, a Yorkshireman, was born on 12th September 1873, the second son of Col. T.F. (or L?) Fairfax of the Grenadier Guards and passed through the Royal Military College, Sandhurst, being commissioned on 8th March 1893 into the Durham Light Infantry (DLI). In preparation for the negotiations at Ottawa the colonies were also asked to consider what preferences might be accorded them by the dominions and what preferences they might give to the dominions in return on the lines of the Canada-West Indies agreement.”\n\n34\n\nThe governor, Sir William Peel, discussed Hong Kong's position while visiting the Colonial Office in June 1932. Officials agreed with him that Hong Kong's status as a free port made it impossible to impose anything like a general tariff. Any such tariff would ruin the entrepôt trade which was vital to Hong Kong's existence and no practicable means could be devised of landing goods in bond for re-export without involving so much inconvenience as to drive the entrepôt trade to other neighbouring ports. Peel was prepared as a gesture to give a preference to empire products on articles such as spirits and tobacco which were subject to excise duty and to impose a higher rate of first registration tax on foreign motor cars than on cars imported from Britain and Canada. He did not ask for any preference from the dominions in return since in his view the bulk of Hong Kong exports consists of foreign goods the proportion of the cost of which, due to treatment in Hong Kong, was not large enough to secure a preference...” This showed a surprising ignorance of Hong Kong's growing trade in domestic manufactures which were largely exported to neighbouring Asian countries.\n\nThe Ottawa conference convened in July 1932. The British delegation was led by Stanley Baldwin, the former prime minister, and four other cabinet ministers. Canada, Southern Rhodesia and Newfoundland were represented by their prime ministers; Australia and New Zealand by former prime ministers; South Africa and the Irish Free State by their finance and trade ministers. India, which had been given the freedom to establish protective duties in 1923, was represented by Sir Atul Chatterjee and other members of the Viceroy's Council. The interests of the colonial empire were safeguarded by the secretary of state for the colonies, Sir Philip Cunliffe-Lister and one civil servant from the Colonial Office, G.L.M. Clauson.\n\nThe conclusions of the conference were embodied in agreements between the United Kingdom government and the governments of the dominions and India. Britain consented to continue the free entry of goods grown, produced or manufactured in any part of the empire, and to impose additional duties on specified foreign goods which would give empire produce a preferential margin higher than the 10 per cent tariff already imposed by the Import Duties Act. Britain also agreed to 'invite' the non-self-governing colonies and protectorates to extend to all the dominions any preference at present extended to any part of the empire, and to increase the margin of preference or impose specific duties on a long list of items requested by the dominions. To them the floods are a merciful dispensation in disposing of a surplus population and the only use they have for Flood Relief is to fill their own pockets from the funds.’13\n\nFor two weeks local permission could not be obtained to fly from the ship.\n\nThis difficulty was to be overcome quite by chance.\n\nOn 29th September it was announced in the local press that the world famous aviator, Colonel Charles Lindbergh, accompanied by his wife Anne, was to fly to Hankow to assist in the aerial survey of the flooded regions. In the 1930s the press around the world tended to pay great attention to the activities of the Colonel and his wife. Clearly with such considerable publicity being given to their progress the Chinese authorities could not refuse Colonel Lindbergh permission to fly on so humanitarian a mission. Equally, to allow him to fly but not the British would be seen as a great insult. In next to no time the Hupeh authorities had changed their tune entirely. Suddenly there were no further difficulties.",
