        "content_text": "# REVIEW OF HOUSING CONDITIONS IN HONG KONG\n\n101\n\npopulated areas which were used for portable purposes should be closed, that all private lanes and streets should be brought under government control and that back-to-back houses should be demolished as soon as possible.\n\nUnder such desperate circumstances, the government was obliged to take strong action and in the same year as the plague struck it passed, on an emergency basis, the Tai Ping Shan Resumption Ordinance. Under this statute the inhabitants from 8.5 acres of land in the worst affected area were evicted, their properties were resumed and demolished, and the area was laid out anew. The various works were completed by 1899 at a total cost of over HK$944,000. Two smaller schemes in the same locality were carried out in 1902 and 1903 at a cost of some HK$271,000; the total area involved in these schemes was about 0.7 acre.\n\nOther measures were introduced in 1894 in the Closed Houses and Insanitary Dwellings Ordinance under which the height of buildings was limited to between 25 ft. and 76 ft. depending on the length and width of the street. The Ordinance also gave powers of inspection to the Sanitary Board to ascertain breaches of the law against overcrowding, the standard of measurement being 30 sq. ft. of floor area and 400 cu. ft. of air space per occupant. Despite the apparent necessity for such measures the unofficial members of Legislative Council pressed for less restrictive clauses.\n\nIn 1895 there was a respite from the plague with only 44 reported cases, but in the following year over 1,200 persons were afflicted. Thereafter, the plague became an annual visitation, mainly in the torrid summer months, and persisted until 1907. Altogether, there were some 13,000 victims between 1894 and 1906 giving an average of over 1,000 a year.\n\nThe continued concern of the government over the insanitary condition of the Colony led to the appointment of a commission to look further into the matter and a report12 was duly submitted in 1898, the year in which the New Territories were leased from China.         "content_text": "CAPTIVE SURGEON IN HONG KONG\n\n189\n\nof men employed on duties connected with the storage, preparation, cooking and distribution of food showed losses of the same order as those displayed by men employed on other work.\n\nDistribution of food\n\nUntil our situation stabilised towards the end of 1944 on a ration strength of about 200 patients and staff, the method of distributing cooked food caused many difficulties. After our nursing sisters left, the nursing orderlies in charge of wards carried on in the traditional manner, drawing the ward entitlement of food from the kitchen and serving the appropriate portion to each patient on a full diet. An even distribution was a skill which some of these young men did not readily acquire, and there were endless complaints of maldistribution in wards. After food prepared for the meal had been issued from the kitchen, none remained there from which to make up shortages.\n\nThe first solution was to appoint in each ward a patient whose standing with his fellows was good, and he was given the duty of drawing and distributing the ward ration. This man was not required necessarily to have senior service rank. For example, one was a Dutch naval petty officer, another was a well-known member of the Hong Kong Volunteer Defence Corps, some were British and some Canadians. These men eventually came to exercise power and to maintain discipline in wards, and they were of great value to medical officers in charge of wards, to the sergeant major, and to me.\n\nEven this measure, however, did not completely restore confidence, and eventually wards and messing units drew their dry rice from the store according to the numbers in their messes into their own containers, in which it was then cooked and served. This measure brought about a further improvement, but it was not until the era of reduced numbers and of stability, for the most part in health and improved rations, that the problem was really overcome.\n\nOfficers on the staff had their own mess throughout. They were nine in number in Bowen Road, reduced however to six when we moved to Kowloon. In Bowen Road, this mess had a tiny electric stove with two rings in a small adjacent annexe, which in peace time had served the orderly medical officer when he was resident on duty. A thoughtful touch by Francis was to offer coffee and cigars to the men of the Shropshire Light Infantry who helped with plague relief. The Hong Kong Telegraph in its obituary said that he directed and controlled everything and allowed his practice to suffer in the public interest. However, in September when the emergency was over, the Daily Press attacked the Sanitary Board, saying that its springtime of promise had drifted into a moribund condition of age, and the Permanent Committee saying that it was as absolute as practically to remove all control from the executive and demonstrated the difference between representative government and amateur despotism. In October, the Colonial Surgeon, giving evidence before a Retrenchment Committee that had been set up, alleged that the Board had done very little worth doing during the last six years. So far as the unofficial members of the Board were concerned, matters continued to deteriorate, and the last straw was the proposal early in 1895 to appoint another official member, the Medical Officer of Health, to it. Francis went so far as to say that he would be a Government spy. He and two other members threatened to resign. A Chinese member, Ho Kai, expressed the hope that they would not do so because that would be playing into the hands of enemies who wished to get rid of them. Francis and another member did resign and wrote to the newspapers to explain their reasons to the ratepayers. Their resignations were followed by others. At the next meeting of the Board, the Chairman said that they had all, especially Francis, who had devoted several months of his time absolutely to the work of coping with the epidemic, rendered valuable services to the colony, and it was resolved that the thanks of the Board be conveyed to them for the assistance they had rendered during their membership, especially to Francis for his untiring zeal and energy in coping with the plague epidemic in 1894. By this time, the Governor favoured the abolition of the Board. Despite that, he held a plebiscite in 1896 to ascertain whether the community wanted an official or unofficial majority on the Board. Francis took part in the plebiscite, and by 331 votes to 31 votes, the community indicated that it wanted an unofficial majority. However, the new Colonial Secretary, Joseph Chamberlain, was not prepared to countenance that or to agree to the abolition of the Board, and it was reconstituted. Elections continued to be held.",

The only thing I would think of was the ten cents I would receive at the end of the day.\"\n\nWhen the resolutions proposed by Mr. Bowley were put to the meeting, only Mr. Scholfield voted against him. He told the meeting that if the suggestions were to be implemented it would mean money **and would depend on the maintenance of the opium revenue**. If that was stopped, what would they do?\" Up to that date Hong Kong had depended upon the income from the opium trade to finance itself, now there was heavy pressure from the Home Government to abolish the traffic in opium.\n\nThe editor of the Daily Press commended the small group of Hong Kong expatriates who were concerned about social problems, though his views were expressed in the colonial attitudes of the day.\n\nFar removed from the centres of civilization and surrounded by people alien to us in manners, customs and ideas, there is a natural tendency to lose that sense of communal responsibility which is steadily developing in the land from which we spring. It is well, therefore, that we have in our midst some whose interests are not limited by sport or commerce to remind us of the thoughts and aspirations of our more progressive fellow countrymen at Home.\n\nProposals of the Sanitary Board 1919\n\nMr. Bowley was a member of the Sanitary Board and used his position to try to get passed some regulations on child labour. He used a back door approach by proposing that the regulations be based on sanitary grounds. As the name of the Board suggests such concerns came within its province.\n\nOn the 19 March 1919 Mr. Bowley had posed the following question, **Does the Medical Officer of Health consider it desirable in the interests of public health of the Colony that the ages, hours and conditions of employment of women and children in factories, workshops and work-places in the Colony should be regulated and controlled?** The Medical",

She suggested as such (1) the conditions which would constitute overcrowding in work places, (2) the ages at which children be admitted to factories, and (3) regulation of the hours children worked.\n\nAt a meeting of the Sanitary Board on 2 April 1919 Mr. Bowley said that though previous to the meeting he had submitted his intention to place before the Board resolutions concerning overcrowding in factories and child labour, he thought it would be better if the Board first appointed a sub-committee to investigate conditions and thresh the problem out before definite suggestions were placed before the full Board.\n\nMr. Bowley was the natural Chairman for the committee as he had shown special interest in the problem and was acquainted with the corresponding legislation on the subject in England, America and the British Colonies, and as the Chinese section of the community would be chiefly affected by such regulations, Mr. Chan Kai-ming and Mr. S. W. Tso were appointed along with the Sanitary Department's Medical Officer, Dr. A. D. Hickling. As the regulations would be dealing with the working conditions of women and children, it was appropriate that Dr. Hickling, a woman, be on the committee.\n\n―\n\n―\n\nAt a meeting on 27 May, the sub-committee submitted its recommendations. An amendment was proposed to Section 16 of the Public Health and Building Ordinance of 1903 that children under the age of fourteen be prohibited from working in any factory for more than ten hours a day exclusive of meal times and that children under thirteen not be employed in any occupation likely to be injurious to their “life, limb or health, regard being had to his or her physical condition”. The committee also proposed an addition to Bylaw sub-section 13 of Section 16, that factories be regarded as overcrowded and therefore a danger to health if there was less than 250 cubic feet for every person employed, or during overtime after six p.m., 400 cubic feet per person.\n\nThe Sanitary Board had the power to require factories to provide adequate ventilation, cleanliness and latrine accommodation.         "content_text": "83\n\nestablishment in 1893 of the Nethersole Hospital for women and children, as part of the Alice Hospital, with Mrs. Stevens as Matron. These three steps drew attention to women's health in general, but a maternity service for Chinese women in particular resulted from the support of the Chinese elite and the LMS in the context of public health fears about infant mortality.\n\n4\n\nMrs. Stevens had reported in 1898 that the Alice hospitals did not have enough wards for women. The two beds set aside for maternity cases at the Nethersole Hospital were not only inadequate to meet demand, they were inappropriately placed in the eye ward, where labour was disruptive for general patients, especially when an operation was necessary, and the mothers and other patients were at risk of cross-infection. The number of cases treated had steadily increased to seventeen in 1900. Therefore an Obstetric Bungalow was mooted and a call for public subscription made in 1901. Correspondence notes that funds were only slowly forthcoming, fund-raising limited by the guidelines of the LMS as a mission. For example, the enthusiasm of the wife of the American consul was dampened when the LMS would not agree to fund-raising from a Charity Ball or Theatricals. It took a move from the Chinese establishment and the sanction of government for midwifery training for the plan to materialise.\n\nFor the government, infant mortality was not only a public health risk, a fear heightened at the time of the 1894 plague because of the abandonment of bodies, it also prevented a tidy collecting of demographic statistics. Births and deaths information was of course essential to plan public health services and control contagious and infectious diseases. The problem was that deaths were not recorded and it was only male babies that were registered at the ancestral halls when one month old. In 1896 a Bill recommending the registration of Chinese Midwives' and 'Chinese Doctors' was drafted, but not presented, such regulation being seen as premature.\n\nHowever, it became clear to the government that a Chinese midwifery service which would enable the recording of births was desirable. In 1901, the Medical Officer of Health recommended the payment of a small fee to the Chinese midwife to report the birth, and in 1902 arrangements to train Chinese midwives at the Civil Hospital were made. In 1904, an Inquiry into Chinese Infant Mortality recommended the payment of a fee to the registrant of a birth, and the employment of female visitors to verify",

That she was unsuccessful indicates the ability of Dr. Gibson to control a discourse in which both medical and patriarchal interpretations converged.\n\nEarly in 1909, Dr. Sibree indicated that she would be prepared to return for at least a year. Her offer was acceptable to the Chinese subscribers, even though they had expressed a preference for an older woman. However, while the District Committee Annual Meeting Minutes record that Dr. Sibree had offered to stay for at least a year, she denied that. In September, 1909, she announced her decision not to return to the hospital at all. Poor Mr. Pearce! He had sided with Dr. Sibree against Dr. Gibson; he obviously felt that she had let him down, and now, as an independent lady doctor in Hong Kong, she was a threat to the mission hospital's work with women and children. He urged the LMS to make sure that their replacement was sent before Dr. Sibree returned to Hong Kong.\n\nDr. Sibree had previously indicated that she was likely to continue as supervisor of government midwives, as she had the support of the Medical Officer of Health, even though that position was seen as the province of the Alice. Subsequently, Dr. Gibson proposed a new hospital in Kowloon, with a women's ward which was to be the charge of the lady doctor. In January, 1910, the outpost was visited by a 'Deputation' of the LMS Directors from England, including Mr. Curne Martin, the Joint Foreign Secretary, their interest presumably in this matter as well as the other sources of tension, including the change in the role of the District Committee, discernible from correspondence.\n\nBy September, 1910, Dr. Sibree had returned to Hong Kong and in correspondence with Mr. Cousins referred again to the superintendency role which Dr. Gibson had taken in relation to her work, and complained of the lack of interest shown in her problem by the LMS, although this was denied by Mr. Pearce. She had begun a private practice with Chinese women and was again the supervisor of government midwives, despite the objections of Dr. Gibson, who could not take the position because of his lack of Cantonese. It is clear from her letter that she was confident that she had defeated Dr. Gibson in the competition for that position.\n\nHer replacement at the Alice, Dr. Eleanor Perkins, arrived in December 1910, nearly two years after Dr. Sibree's resignation. One can only assume that, although the position had been more or less promised to Dr. Sibree by the government's Medical Officer of Health, Dr. Gibson was able to gain the reinstatement of the AMMH. This was probably supported by the Legislative Councillor and Chairman of the Alice Hospitals, Dr. Ho Kai. Thus, the AMMH was again the provider, through its Lady Doctor, of the supervision of government midwives. That decision was clearly linked with the designation of the Medical Superintendent and Lady Doctor of the AMMH as members of the Midwives Board in the 'Midwives Ordinance', proclaimed in September, 1910.\n\nThe resistance of the District Committee and Dr. Gibson to the inclusion of extra Chinese subscribers on the maternity hospital's management subcommittee was overcome shortly after, when a proposal to add two subscribers was linked with a proposal to build a Training Institute for Nurses and Midwives. As well, the right of subscribers to nominate students for training was agreed. Finance was subsequently raised in the Chinese community for the project, which was opened in March, 1914.\n\nOutcomes and Implications of This Development Process.\n\nBetween 1903 and 1911, then, the first maternity hospital for Chinese women was built and training for Chinese midwives set up. That it happened at all was due to the convergence of interests of the LMS, the Chinese elite and the Hong Kong Government. The struggle for control in pursuit of sectional interests, Dr. Gibson versus the LMS District Committee, Dr. Gibson and the District Committee versus the Chinese subscribers, and the position of the LMS in relation to medical education, placed difficulties seen to be insuperable in the way of the Lady Doctor and the development of her service, as she was excluded from general medical work.\n\nIt is hard to reconcile the picture of Dr. Sibree as portrayed in the correspondence of her detractors as unable to adapt; lacking initiative; reluctant to state her case to the District Committee directly, rather going behind their backs to the LMS; and publicly denying any problem in her relationship with Dr. Gibson, with the strong figure she later appears. From 1918, she was employed by the government, when she became Acting Medical Officer of Health, being appointed Assistant Medical Officer in Charge of Native Hospitals in 1923.* On her untimely death in 1928, she was lauded for her work amongst poor Chinese women over nearly twenty-five years.\n\n84\n\nShe must have been a woman of strong personality to persist and achieve difficult goals in the alien environment of Hong Kong. Dr. Sibree's interaction with others was moulded by her personality, partly formed by her experience of gender, class, and patriarchy, in a Christian family environment. She reacted in a 'feminine' non-confrontational way, according with social expectations.* Had she behaved in a 'masculine' mode, she would have been no more likely to achieve her goals. Thus, she was in a 'no-win' situation. Breaking away from the LMS in Hong Kong, which perhaps reproduced family relationships, may have been necessary for her autonomy. Dr. Perkins' experience was different, but the circumstances cannot be equated. First, given the delay in her appointment, and Dr. Gibson's overwork, her presence was welcome and doubtless upset would be avoided, by either Dr. Gibson or the District Committee; secondly, the service was well set up and not pioneering, as in Dr. Sibree's case; thirdly, Dr. Gibson went on leave in 1912; and fourthly, she developed a romantic attachment with the widower* locum, Dr. Mitchell, resulting in their marriage in 1913.\n\nThe barriers facing Dr. Sibree in the early years resulted not only from the relationship with Dr. Gibson and the perceived lack of support from the LMS Hong Kong. It is probable that the barriers to work with Chinese women, and to access to work with women at the Tung Wah were entrenched cultural barriers. China had been through waves of anti-European feeling and, both in Hong Kong and in China itself, there was minimal contact between Chinese and European women.7 Chinese women of the upper classes lived behind 'a bamboo screen', unlike their menfolk who learned English and engaged in commerce with the foreigners. These barriers broke down to some extent in the changed political and value climate of the years after the Manchu overthrow. Even before that, change was discernible in the trend to education of daughters.",

He eventually succeeded Lockhart as Colonial Secretary in 1902 and as Sir Henry May, became Governor of Hong Kong in 1912, the first local cadet officer to have risen to the highest rank.\n\nFor details about Lowson's subsequent career and life, I am indebted to Mrs. Ashburner for giving me some biographical notes. He came back to Hong Kong to continue his work in the Epidemic after his holiday in Japan. In 1896, he married Miss Isabel Lammert at the St. John's Cathedral. His bride was the second daughter of G.R. Lammert, the auctioneer, whose firm Lammert & Co. was the first of its kind in the Territory, with rooms in Duddell Street for many years. He went on leave in 1897 but soon after went to India at the request of the Secretary of State to advise the government in their efforts to stamp out plague. However, he did not stay long. To quote from an obituary notice, 'he quarrelled with the authorities in a very downright fashion after a few months and took himself to England. This sounds like Hong Kong all over again!' He was back in Hong Kong after this episode. In 1901, he became ill with tuberculosis. On sick leave in Australia, he was asked to advise the Government of South Australia about plague. Eventually, in 1902, he was invalided out of the service at the age of 36 only. He was awarded a gold medal, but not the CMG which was what he would have liked. Back in Scotland, after a period of convalescence, he was active in public affairs in his home town, Forfar. He was elected to the Town Council in 1905 and served continuously for thirty years, during which he was Provost from 1925 to 1931. During the First World War, he served as a Medical Officer of Health for troops quartered in the area. He died in 1935, aged 69.\n\nFrom a number of obituary notices which Mrs. Ashburner kindly sent me, I have gathered some descriptions of Lowson. 'He had a most forceful personality.' 'Pale faced, bright-eyed and black-haired, he stood about five feet ten and had hardly any flesh on his bones.' That was his appearance. About his work on the Forfar Town Council, 'Into the duties of his office he entered with characteristic energy. It was not long before he had shaken his seniors out of their self-complacency.' Also, 'He criticised at every opportunity the Council's methods of doing business and he attempted and did indeed bring about many much-needed reforms.'
