        "content_text": "HONG KONG CADETS, 1862 - 1941\n\n49\n\nThe staffing situation improved between 1897 and 1901 and 12 more cadets were recruited from England, the Straits Settlements and the Federated Malay States including Reginald Fleming Johnston, Cecil Clementi, A. G. M. Fletcher,50 and Geoffrey Norman Orme. The incorporation of the New Territories into the Colony meant that more recruits would be needed for district administration and as members of the Land Court set up to determine thorny problems of land ownership and tenancy.52 However, 17 cadets were recruited between 1901 and the end of 1914. There were losses of course: notably the gifted Stewart Lockhart who was transferred in 1902 to Wei-hai-wei as H.M.'s Commissioner, and the equally gifted R. F. Johnston who was also transferred to Wei-hai-wei as District Officer in 1904.\n\nA posting in the New Territories provided for some younger cadets an escape-hatch that removed them from office life in the Colonial Secretariat and other departments in the Central District. Service in the New Territories, a mainly agricultural area dotted with small village communities and small market towns, had more in common with colonial service in Africa and South-East Asia, and the cadet was left comparatively free to go his own way, lead an open-air life and exercise judicious authority. The job demanded initiative, stamina, and magisterial skills; and, if one is to believe Mr. Austin Coates,54 a cadet at a much later date, it was a deeply rewarding life which allowed a cadet to become involved in the lives of simple people, farmers and fishermen, small shopkeepers and craftsmen. Certainly, the report of the District Officers for the New Territories, such as those written by Stewart Carne Ross, have a little more colour than the stilted administrative reports presented annually by heads of departments.\n\nBy the 1920s cadets had become entrenched in most government departments and they filled all the senior posts in the Colonial Secretariat, the directing and co-ordinating agency of government. The exceptions were some departments, such as the Medical and Sanitary Services, Public Works, the Royal Observatory, and Marine Department, which necessitated at the top someone with specialist knowledge.         "content_text": "ASPECTS OF HONG KONG MARINE FAUNA*\n\nLAMARR B. TROTT, PH.D.\n\nIntroduction\n\nWe are in an age of exploration. The human animal is using its abilities to travel outward, downward, and inward toward the unknown in realms of space, the oceans, and living cells. The past decade, the 1960's, has found men circling and finally landing on the moon, living for weeks in underwater laboratories, and understanding much of the complex molecular structure of protoplasm. Hong Kong has been an active participant in all these adventures, for William Anders, who circled the moon, was born in Hong Kong, and our two universities are engaged in research in the other two fields of exploration. As my scope of interest falls in the marine field, I will concentrate on this.\n\nAn interest in submarine features of the sea was generated during the second world war, particularly by those persons who were involved in the Pacific theater; by various navies in connection with underwater demolition and sonar detection; by the invention of the aqualung; and, by a general interest in obtaining more food for a constantly expanding world population. Indeed, by the end of the 1950's, 2/3 of the world's population was underfed† Now this figure is even higher. The number of people in the world, with the aid of medical science, is increasing at an almost Malthusian exponential rate. Population pressures are exceedingly evident in Hong Kong, and the inability of the colony to produce enough food for its people is a constant threat to continued well-being. Seventy percent of the world is covered by water. Utilization of marine resources is thus a possible answer to feeding the undernourished.\n\nAs is the case with other Asian areas, Hong Kong depends to a great extent on marine food products. The yield of marine edible foods in Hong Kong for the year 1967, for example, was 93,000 metric tons‡ Eighty-six percent of this was fishes, 10%\n\n* Presentation based on a lecture given to the Hong Kong Branch, Royal Asiatic Society in April, 1969.         "content_text": "ASPECTS OF HONG KONG MARINE FAUNA\n\n61\n\nThe University will have a functional Marine Science Laboratory to be completed during the summer of 1970. This establishment will greatly aid and encourage development of marine sciences in the Colony.\n\nTwo aspects of our studies may be of immediate interest to the Colony. First, we are relating bottom fauna with the fishes that feed on such organisms. This approach has been used in other places for the past few decades as an effort to aid fishermen in finding more suitable fishing grounds. We have noted 146 species of fishes in and associated with Tolo Harbour. As some of our information comes from the Taipo office of the Agriculture and Fisheries Department, there is a likelihood that fishes from Mirs Bay and adjacent areas are also included. Another important study is pollution. By investigating the physico-chemical and biological factors important in Tolo Harbour, we intend to aid Government in guiding the development of communities like Shatin and Taipo, which are located on the shores of the Harbour. A sewage treatment plant will be established at the Chinese University site at Ma Liu Shui, and pollution studies will be correlated with the activities of this plant.\n\nThe Future of Marine Resources in Hong Kong\n\nOf great importance for the future of the colony is the conservation of resources available, whether terrestrial or marine. During the spring of 1969, the University of Hong Kong sponsored the Conference on the Development and Conservation of the Countryside. The essence of the outcome of this meeting was that Hong Kong is in a critical state of planning. We must know what we are conserving, and do our best to plan all development with an eye toward future utilization and needs. Every weekend and holiday, thousands of city dwellers flock to the countryside to commune with nature. Just as a receding tide leaves layers of seaweed, these weekend tourists leave their residue. There is a tendency for everyone in Hong Kong to throw away their trash without thought of where it might land. This is true of the city, the countryside, and the beaches—extending into the water by boating enthusiasts and fishermen. This is on an enlarged scale when considering local industries, sanitary conditions, and indeed, land removal and filling processes. The Conservancy Society of Hong Kong has recently been formed.         "content_text": "YAUMATEI TYPHOON SHELTER, HONG KONG, \n\n1903-1915* \n\nA. J. S. LACK \n\nThere are many things in the port of Hong Kong which are taken for granted. One example which is quite remarkable in its own right is the typhoon shelter at Yaumatei, Kowloon. This shelter has provided refuge for local craft in any number of typhoons since it was completed; but it is not its present use on which I intend to speak to you today, but rather to give an account of the events which led to its construction as these are to be traced in the records of the proceedings of the Legislative Council of Hong Kong†.\n\nThe story goes back to 1900 when a very severe typhoon caused a great deal of damage in the Colony. Following that storm and in the years 1901 and 1902, many demands were made that the Government should do something to afford greater protection to the boat people in Hong Kong during the typhoon season. There were then none of the sophisticated means whereby the course of a typhoon could be accurately plotted several days before striking the Colony. Indeed the nature of these storms was simply not understood at that time, and in the early days of the century and before typhoons would strike without warning and frequently caused extensive damage and loss of life. There were, however, within the harbour some relatively sheltered anchorages and unreclaimed bays in which the fishing people and the boat population in general could take refuge during storms. But there was only one artificial typhoon shelter at that time. This was a small shelter at Causeway Bay, constructed in 1883.\n\n* An Address given to Kowloon Rotary Club on 26th December, 1972. * Mr. Lack is the Principal Marine Officer in the Marine Department, Hong Kong Government, and has lived and worked in Hong Kong since 1953.\n\n† In 1913 when a new edition of the Laws of Hong Kong was published, the Legislative Council of the Colony consisted of the Governor, the Senior Military Officer, the Colonial Secretary, Attorney General and Treasurer, plus up to three other Official Members and up to six Unofficial Members. LETHBRIDGE\n\nand China Gas Company, the Hong Kong Electric Company, the Hong Kong Distillery Company, all needed skilled European labour.\n\nThe Hong Kong and Whampoa Dock Company employed European foremen, clerks, book-keepers, shipwrights, engineers, boiler-makers, storekeepers, and superintendents. 'Where the eastern seas', J.S. Thomson enthuses, 'bubble up hot to the flame of an equatorial sun, Chinese workmen, with Scotch overseers, turn out six thousand ton steel ships and do battleship repairing worthy of Woolwich or Devonport.' The skilled British mechanic experienced a degree of upward social mobility in Hong Kong: the skilled worker became an overseer, with all the compensations of improved status and salary.\n\n13\n\nApart from any non-qualified engineers, mechanics and artisans, there were a number of Europeans employed in other low status occupations. We should mention lighthouse keepers, employed by the Harbour Master's Department (later Marine Department), tide-waiters in the Chinese Maritime Customs, whose duty it was to board ships and junks at the various treaty ports, some of whom were domiciled in Hong Kong. They were, like the skippers and engineers of the vessels owned by the Hong Kong, Canton, and Macau Steamboat Company, mostly retired A.B.s from the Royal Navy and non-commissioned officers who had served their time. Lastly, there was a sprinkling of European tailors, hairdressers, milliners, confectioners, bakers, booksellers, printers, photographers, owners of sporting-goods shops, livery stable keepers, and gunsmiths. Most bars and tap-rooms employed Europeans as managers and barmen, though many were not of British nationality. As Macmillan concludes:\n\nThe bulk of the foreign population is employed in commerce, but the police, revenue, and sanitary staffs, schools, public works, docks, etc., give employment to a large number of overseers and supervisors, mostly engaged direct from home or from military and naval men whose service with the garrison is completed.1 Macmillan, however, forgot to mention the important beachcomber element in the overseer force.\n\n14\n\nEuropean outcastes were mainly prostitutes, nearly all of whom were of working class origin.         "content_text": "EUROPEAN WORKING CLASS IN 19TH CENTURY\n\n105\n\nhad married, or lived with, Chinese, Eurasian or Portuguese women and for that reason stayed on.\n\nThe decision to remain in employment in Hong Kong was also related to the level of wages in Britain and to depressions and unemployment in the mother country. Most felt that they were better off, if only marginally, in Hong Kong. Lastly, many inspectors had served in the army, navy or merchant marine; the jobs they took in Hong Kong usually satisfied their instinct for hierarchy, order, and discipline. As Dr. Topley writes:\n\nIn Hong Kong, unlike in some British colonies and ex-colonies, two social classes of westerners are recognized. Chinese divide westerners into the taai-puân (bosses) and pong-paân (help-manage). The latter category includes most people who are in uniformed supervisory jobs. The former term has been romanised by westerners in Hong Kong as \"Taipan\" and is used commonly in conversation and in the English press to refer to wealthy westerners.28\n\nThose in uniformed supervisory jobs—members of what one may call the 'inspectorate'—were in nearly every case former servicemen. There was thus no radical break in their lives when they stayed to work in Hong Kong in the dockyards, Marine Department, Sanitary Department, P.W.D., police, or prisons.\n\nTAIPANS AND THE EUROPEAN LOWER CLASS\n\nVisitors to Hong Kong were always startled by the extent of conspicuous consumption found there. Typical are these comments by a seasoned traveller in the 1860s:\n\nEuropeans in Hongkong live in a very expensive style; much more expensively, one would think, than they need do, when we consider that many of the necessaries of life are to be had at prices very little in advance of our market rates at home. Nothing surprised me more in Hong Kong than the expensive way in which English assistants were housed, and the luxuries with which they were indulged. Indeed few more luxurious quarters were anywhere to be found than the 'junior messes' of the wealthy British firms. There the unfledged youth, coming out from the simplicity of some rural home, was apt to develop into a man of epicurean tastes, a connoisseur in wines, and to become lavish in expenditure...29",

SCHOFIELD \n\nto nearness to the market in Hong Kong, partly to the presence of coral in the shallow and then comparatively clean waters of the western approaches: in fact the sea near Ping Chau was officially divided into two Marine Lots, Nos. 1 and 2. Not long after, with constant raking of the sea bed for raw material, growing pollution of water from rubbish dumping by the Sanitary Department and increasing sewerage from Hong Kong by increase of the water carriage system, the industry declined for lack of coral to burn: complaints were made about this to me at one time. In Ping Chau this industry employed numbers of Hoklo lime burners and in 1925 they staged a clan fight which cost several men their lives. There was no police station on the island, so investigations were delayed and no evidence of murder could be got: so after taking a lot of evidence in my 'court' in the Hong Kong office, I simply bound everybody over, which at any rate gave a period of peace to Ping Chau. It must not be thought that the decline of lime burning ruined Ping Chau, for the islanders had thoughtfully provided themselves with a lucrative light industry in the shape of six or seven flourishing gambling houses, which naturally emptied whenever a D.O.'s or Water Police launch appeared. \n\nCommunications with the outside world were then pretty elementary. A junk left Ping Chau about 8 a.m. for Hong Kong and returned to the island in the evening; no more encouraging to anyone wishing to 'Come to sunny Ping Chau' than the clouds of smoke and lime dust that rose perpetually from the kilns. Another industry for which Ping Chau and the other western islands were well adapted was distilling, as their inaccessibility was a great assistance to undertakings wishing to short-circuit the revenue regulations. \n\nYet another industry flourished at one time in this group of islands. The small islet of Kau Yi Tsai, between Ping Chau and Kau Yi Chau, has a cleft in its granite cliffs which opens inwards into a cave of some size. About 1922 this was the scene of the greatest opium seizure in the Colony's history up till then: 8 tons of Persian opium came from the cave, and the crew of the sampan guarding it were put up for banishment. The other was given by myself, and I spoke on “Chinese and Western medicine: compatible or antagonistic?\" My data was gathered during a three-year research project into the medical system of Hong Kong conducted at Hong Kong University's Centre of Asian Studies. In February Mr. Patrick Lau spoke on \"Rural Architecture in Hong Kong\". He is the author of a book on the subject, based on a series of survey studies and published jointly by the Government Information Services and the Hong Kong Tourist Association.\n\nIn February Dr. Norman Ko, Reader in the Department of Mechanical Engineering at the University of Hong Kong, gave a talk on \"Underwater Photography and some Observations of Marine Life in Hong Kong\". Finally, in March, there were two talks: one given by Mr. Nigel Cameron, a well-known locally-based historian and art critic, and author of many books and essays, on \"The K'ang-Hsi Emperor (1662-1722)\". The other was given by Professor Winston Wan Lo on the work of his late father, Lo Hsiang-lin, who was Professor of Chinese at the University of Hong Kong. Winston Lo is himself a professor of History at Florida State University. Future talks are in the process of being arranged, and you will already have received advanced notice of two, possibly three talks for April.\n\nTours Abroad\n\nIn April 1979 Dr. Shaw led a trip to Darjeeling and Sikkim, and in July another to Srinagar and Ladakh or “Little Tibet\". Members on the latter trip were particularly fortunate in that, by a harsh 3 a.m. start, they were able to witness and record the most interesting part of the final day's ceremonies in the annual masked dance festival at Hemis Monastery near Leh. Our Society is, of course, a non-profit-making organization, and Dr. Shaw was able to make a refund of $240 to each participant on the Sikkim trip, although a nominal loss was made on that to Srinagar and Ladakh. At the end of this week, a group of 19 members will leave for the Kingdom of Bhutan, the last of the forbidden kingdoms opening its doors to a select group of visitors. Again, they will be led by Dr. Shaw. In the absence of any response from China International Travel Service in Peking concerning our proposals for visits to China by groups of members of the Society, no further representations were made during the past year. Members will, of course, know they can now, as individuals, join a number of tours operating from Hong Kong.",

The F.M.O. schools are not, however, mentioned in the report, nor have I seen any F.M.O. comments on these findings.\n\n38\n\nThe report of the survey concludes that the plight of the poor boat-people is an indication of a more general social malaise, the devil-take-the-hindmost atmosphere of Hong Kong. They suggest that the Government should accept responsibility for re-settling the casualties of the mechanisation of the fishing industry from which the rest of the community has benefitted. In the long term, a better understanding of the Shui-sheung-yans' needs was required by the housing authority, who should plan in accordance with forecasts about the manpower needs of the fishing industry. The Department of Agriculture and Fisheries should extend the availability of its loans so that less initial capital is required of the borrower. New fishermen's villages could be built by the Housing Department, and the Labour Department and the Education Department should co-operate to increase the general levels of education and training in industrial skills. In the short term, the report urges immediate improvements in safety, rubbish collection, sanitation, and disinfection. Regular checks on boat safety should be made by the Marine Department. The Urban Council should provide study rooms for children, and the Education Department evening literacy classes and industrial training.\n\n39\n\nThe report spurred a campaign which gained wider sympathy. In January 1979 a coach-load of boat-people were arrested on their way to take a petition to Government House. Children as young as seven years of age were finger-printed and charged with illegal assembly, although magistrates refused to proceed with the case against those under the age of 12. The adults, social workers, students, a Catholic missionary and Shui-sheung-yan, were found guilty, but discharged.\n\nAfter this incident, however, the groundswell of liberal support for the boat-people diversified into a general civil rights attack on the Public Order Ordinance itself. This has left the boat-people to fight their housing struggle by themselves, with the help of a few community workers linked to SoCO, such as Fr. Cunbo Franco, an Italian Roman Catholic priest actually living on a boat in the Yaumatei typhoon shelter.\n\n40",

Dragons from the head of dragon boats are also hanging up; the club is very strong on participation in the dragon boat races. A much-used ping-pong table occupies one end of the room; at the other sits a caretaker amid piles of plastic heels: he does a little cobbling on the side. In a nearby restaurant the club holds numerous dinners, where guests are entertained with Chinese opera singing, and modern pop songs. Both present and ex-fishermen attend these dinners; it was estimated that at one I attended no more than 10 percent of those present were still active fishermen, (though this estimate discounted women and children and guests present, such as the San Miguel brewery representative.) Probably a greater proportion belonged to active fishing families.\n\nBefore the war, Mr. Thirlwall said, there had been no policy for the boat-people, and they had been very socially isolated. From his lighthouse he had befriended them, dressed wounds, and had come to prefer their society to that of the uptight land-based Hong Kong Chinese. After the war, the pace of social change had been very fast, bewildering many older people. The fishing industry had contracted, and despite his local efforts there was very little solidarity among the fishermen, and that they were not represented as a community in the government process. Challenged as to whether the Regional Co-operative Federations did not do this job, he responded that the credit societies were just concerned with the operation of the better-off boats; they did not concern themselves with the slow loss of small anchorages to land reclamation, the difficulties of getting settlement without becoming an illegal squatter. It was said that all the boat-people were keen to settle: why then did the Marine Department have to refuse all fresh registrations of houseboats? In fact a community was being broken up, and many of the members of his clubs in Stanley and Chai Wan were no longer active fishermen. But they would defend their rights to be part of the Shui-sheung-yan community. He did not use the word “Tanka”, however, (“In fact, I hate it\"), because it was used by land people to oppress them.\n\nThese two clubs in fact bridged the gap between the well-to-do active fishermen and the poor ex-fishermen, partly because of the very evident affection in which Mr. Thirlwall was held by all sections of the community. The clubs were, in fact, an exception to the general rule among the boat-people, not economic organisations, but quasi-ethnic ones, following a very common Hong Kong Chinese pattern, that of the",

For some time after its discovery in 1965 it was kept in the old Marine Office at Rumsey Street, Connaught Road Central, but is presently located at the entrance to the Marine Department's dockyard beside the Canton Road Government Offices, Kowloon.\n\nA plaque on the carriage made for this cannon states that it was discovered during excavations on 4th March 1965 in the forecourt of Nos. 10-12 Wyndham Street near the \"South China Morning Post\" building. It was, probably, originally positioned at the site of the third Harbour office (1843-1845). On the barrel are markings giving the weight as 1,500 catties and showing that it was made during the tenth month of the 10th year (1805) of the reign of Emperor Chia Ch'ing by Man Tsoi (*) Man Shing (萬盛) Man Ming (萬明) and Man Tat (萬德).\n\nIt is not known whether this cannon was brought to Hong Kong when it was first made, which is unlikely in my view, or whether it was taken from elsewhere by British forces during the first China War in 1840-42.\n\nOther cannons from this period are to be found on the walls of the Tung Chung Fort, at Lantau Island. WARD\n\nand the development of radio weather forecasts directed specifically to the fishing fleets, brought at least a measure of security which was quite new.\n\nI have stated that Kau Sai bay was not safe in a typhoon. Under sail the journey to the nearest relatively safe place, Sai Kung, might take anything up to two-and-a-half or even three hours. Given the unpredictability of typhoons any master who did not take his boat, with his family on board, off to Sai Kung at the first intimation of a possibly threatening storm would have been failing in his manifest duty. Many fishing days and nights in the summer were lost in this way. But with an engine there was nowhere in the whole territory which was more than an hour's journey from a typhoon refuge, and the journey itself was not dependent upon the very winds one was hastening to avoid. One of the most vivid and lasting memories of windy days in the summer of 1952 in Kau Sai, the first summer in which the village had had a properly mechanised boat at the anchorage, is of old Chung Fuk Hei chugging about here, there and everywhere to round up the stragglers and tow them into safety. He was unfailingly generous in this self-imposed task, and several times made two or even three journeys back to Kau Sai to make sure that no one was left behind. The lesson that engines spelled safety was very quickly learnt.\n\nSafety when proceeding under power was, of course, also a matter of official concern. The prohibition of petrol engines as a safety measure has already been mentioned. With the introduction of small marine diesels the Hong Kong Government, through the Marine Department, devised a simplified form of license for coxswains and engineers in order to make it possible for inshore fishermen with only a few years' schooling to obtain essential minimum skills in navigation and engine maintenance. If this had not been done it would have been necessary for the owners of mechanised junks to employ men with the existing unnecessarily advanced qualifications. Since such men could command salaries well beyond the range of ordinary purse-seiners or small long-liners, the mechanisation of the inshore fishing fleets would never have taken place. Widely used colloquially, perhaps rather more in reference than address, for the head of any kind of group or business concern, including the head of a household, it is a term the referent for which must by definition be unambiguous. Only rarely and, as we shall see, during the transition periods which occurred sometimes while active control was being more or less gradually relinquished by a member of one generation into the hands of his successor of the next, might there perhaps be some doubt among outsiders as to who really was the si t'au at any given moment. It is possible, as I shall argue later, that the very nature of living on board a sea-going boat puts a premium upon the clear-cut allocation of authority to one person.\n\nThe reader should note that the account of boats' masters in this and the two next chapters relates to their managerial role alone. Questions of the \"ownership\" of boats and gear are reserved for consideration in the later chapters on family structure as such. Partly for this reason, and partly also because of the existence of transition situations of the kind just mentioned and examined in detail below, it would be unwise to assume that the man listed as “owner” on the license issued annually by Hong Kong's Department of Marine was in fact the boat's master in the sense used here. Usually he was; but often there appears to have been a reluctance to change the name on the license book even long after a change in actual management had taken place. Often, too, there have been genuine errors, or carelessness, and sometimes, as we shall see, more subtle reasons for not wishing to register changes of \"ownership\". For our immediate purpose it is enough to observe that the boats' masters of this account are so called not because they were listed as \"owners\" on their boats' licences, but because they were referred to as si t'au and performed as such.\n\nOne further caveat must be entered: in respect of local fishing craft and certain other categories of vessel the Marine Department uses the word “master” in a quite specific sense to refer to",

After a year at the Hong Kong University's language school, where our RAS member Mr. Francis Sham was my teacher (in the audience), I was sent to the New Territories as a District Officer. It was the custom, then and long before, to send new administrative officers to the New Territories, and the unfortunate villagers and local leaders had to put up with them. The only benefit they might have had out of it was that these youngsters had not had time to get set in their ways as civil servants. In many of them, a spark of interest in local life was kindled by what they saw around them. This was certainly the case with me.\n\nI immediately became fascinated with the communities of the Southern District, which at that time took in Sai Kung and the Clearwater Bay area in the eastern New Territories and the present Islands District on the west and south. It was a wonderful life. I had a Marine Department launch every now and again, and was able to go out and see places, all as part of the job. Many people before me had also enjoyed it. There was only one snag about the work when I was there. The Government had decided to build the Shek Pik Reservoir on Lantau Island, and I had a good deal of extra toil and trouble on that account. In particular, two villages had to be resettled. However, when you move villagers for development, you are in a position to learn quite a bit about them. I made an effort at the time and collected as much information as I could about these villages, but I simply did not know enough about Chinese rural society to know what more I might have got by different questioning. Anyway, the reservoir was my main preoccupation when I was District Officer South, a post I held for five years, with an overseas leave in between.\n\nWhen I went around this fascinating part of the New Territories, I saw the villages, the market towns and the resident boat people, all very much as they must have been at the end of the Ch'ing Dynasty, up to 1911. I am not exaggerating: that's what they seemed like at that time, owing to the lack of development.",

        "content_text": "185\n\nTHE TWO OBELISKS AT TAI TAM\n\nDAN WATERS\n\nOn being driven around Hong Kong Island for the first time, in January 1955, the two large Obelisks on the southeastern side, one north and one south of Tai Tam Harbour, attracted my attention. Although I asked people about them at the time, as well as in succeeding years, I was able to glean little useful information.\n\nDr Solomon Bard, an historian who lived in Hong Kong for over half a century, wrote that the two Obelisks are each nearly ten metres high and that they may be mistakenly taken for commemorating an historical event (Bard, 1988:69). He continues that the Royal Navy erected them at the turn of the century (around 1900) as navigational aids. They are in line. That is they are on the same longitude, running north-south, and they are exactly one nautical mile apart.\n\nSomewhat contradictory to Bard a Hong Kong Government Marine Department manual quotes that the two Obelisks are nine metres high and three-quarters of a mile (presumably sea miles) apart, in line, bearing 358 degrees, and that they lead into the Bay. When one is standing overlooking the Harbour and gauging the distance across the water with one's eyes, Bard's figure of one nautical mile appears more accurate. In fact, if one scales the distance from a chart in my possession it does turn out to be one nautical mile, from obelisk to obelisk (Tai Tam Bay, Chart; 1894). Such obelisks are often called beacons in nautical language.\n\nThe squat, northern Obelisk stands high up on what is sometimes known as 'Obelisk Hill.' See Plate One (Mok, 1995:16). Its counterpart, the southern Obelisk, at the foot of so-called 'Red Hill,' is lower down with its seaward side painted white so it is more conspicuous. Like a sentinel it stands on the rocks with its base about 40 feet above the sea, depending on the tide, to the westward side of the entrance to Tai Tam Harbour. Made of concrete, both Obelisks are of similar size, appearance, and construction as one can see from Plates One and Two. Up until World War Two there was little scrub on the hillsides and the upper Obelisk could be seen more clearly (see Plate One). They both have bases about seven feet square, and the upper parts are each divided into",

The late James A W Deacon, Superintendent of Lights in the Hong Kong Government Marine Department, told me they tried unsuccessfully to find a place for timing ships over a measured sea mile on the south side of Hong Kong Island. Eventually such a \"course\" was, it is understood, set up at Tseung Kwan O (Junk Bay), in the eastern New Territories. It seems unlikely that the two Obelisks at Tai Tam were ever used for timing ships because of their rather 'tucked away' positions. There is also no evidence of there ever having been a second pair of beacons in the vicinity.\n\nAre there other possible uses for the two Tai Tam Obelisks? I was informed firstly in the late 1970s by a master mariner and senior civil servant in the Government Marine Department, that a Royal Navy Officer, who had served in Hong Kong before World War Two, had told him that the two Obelisks had been used when submarines submerged during tests. This practice came into being (so it was said) because of the loss of HM Submarine Thetis, on 1 June 1939, on its maiden dive with the loss of 99 sailors and civilians. A diver who went down to try to effect a rescue was also lost. Only four occupants managed to escape from the submarine using the Davis Escape Apparatus. The Royal Navy Officer told the senior Marine Department Officer that submarines were sent to Tai Tam Bay, after repairs or refits in the old Royal Naval Dockyard. At Tai Tam they could dive to periscope depth, in line between the two Obelisks. Then, if anything were to go wrong, the submarine could be traced and the crew rescued hopefully relatively quickly. The now retired Marine Department member of staff acknowledges that he never had material in writing to support this statement but he believes the information was given to him in good faith.\n\nWhen this information was put to Guy Clarabutt, who served in Royal Navy submarines in Hong Kong before World War Two, he said he had never heard of such a practice (Sinclair, 2000). Neither could he remember the two Obelisks at Tai Tam (Waters, 2000). I spoke to a young British naval officer stationed at HMS Tamar, on Hong Kong Island, in 1995. If you have not been able to question Charlie Thirlwell (and people like him) then it is likely their story has gone forever. Sad, but so many stories are already lost.\n\nThe good news however is that, over a period spanning approaching half a century, the author has been able to question, off and on, some of Hong Kong's lighthouse keepers, together with seafarers and Government Marine Department staff. Accounts given by them and the life keepers led are detailed in this paper. Much of the material is based on oral history gleaned in discussions with Government Marine Department staff, both serving and retired, as well as other persons. Both authors have made several visits to Hong Kong's lighthouses and have appeared on television programmes about them (Video; 2001).\n\nEmphasis in this paper has been placed on Waglan Lighthouse because, situated approaching five kilometres from and to the south of Cape D'Aguilar, and nearly 13 kilometres from Lei Yue Mun, Waglan is the most isolated lighthouse in the Territory (Banister; 1932, 50) (Lee, HC). Other lighthouses include those at Cape D'Aguilar and Cape Collinson, both on Hong Kong Island. Others at Green Island and Kap Sing lighthouse are both within harbour limits.\n\nClimatic conditions\n\nThe author recalls visiting Waglan Lighthouse with the Royal Asiatic Society (Hong Kong Branch) by boat on a lovely afternoon on Saturday 9th June 1990. Indeed on some days out there in the South China Sea it can be idyllic - a not-to-be-forgotten experience. Terrence Courtney, an Australian who served as Superintendent of Lights in the late 1950s and '60s, used to stay overnight on the island because he found it ‘enchanting.' He slept in an isolated, small, brick building which is still standing.\n\nBut the helipad, constructed in mid-1982, destroyed much of the romance although helicopters do of course provide a vital service - if a keeper fell seriously ill for example.         "content_text": "294\n\nwere smashed by the mass of water being blown against them.\n\nThe Royal Observatory reported:\n\nGap Rock is lying very near the track of the worst typhoons that have been felt in the Colony, in an exposed position, and the conformation of the sea bottom, as well as the shape of the rocks causes the sea to be much worse than in other places (Bruce; 1990, 3).\n\nIt was reported in 1984, that the Royal Observatory and the Guangdong Meteorological Bureau had signed an agreement to set up a joint venture automatic weather station on Huang Mao Zhou, about two kilometres from Gap Rock so, presumably, the weather is as interesting today as it was in the 1890s (Bruce; 1990; 3).\n\nIt is obvious that lighthouses have to withstand immense force during bad typhoons. Consequently, they are designed circular on plan so as to offer the least resistance to both wind and sea. Lighthouses are expensive to construct. Nevertheless, like the cast-iron tower at Waglan, they can be reasonably pleasing in appearance.\n\nBefore December 1952, and from 1964 onwards, weather observations on Waglan were taken by Marine Department lighthouse keepers and transmitted by radio (Hong Kong Observatory; 1999). 33 The Observatory staff started taking weather observations on Waglan in 1952 and withdrew from the Island to the meteorological station at Cape Collinson Lighthouse in 1964.\n\nAs Waglan was no longer manned after 1989, the observatory constructed an automated weather station on the Island. The old weather recording station and a small store where equipment was housed were still there when the author visited in 1999, although the latter is no longer used. But the typhoon mast, where signals used to be hoisted, has been taken down.\n\nWater supply\n\nWaglan has no wells or springs. Keepers depended on rainfall for their water supply. The light would be manned 24 hours a day, with four hours on duty for keepers (who wore uniforms) and eight hours off. There were also two replacement Marine Department staff who stood by at headquarters in the event of a lighthouse keeper taking leave or falling sick.\n\nEvery Sunday there would be a lighthouse \"spring clean,\" when windows would be cleaned and everything made shipshape. In addition, equipment would be checked and minor maintenance carried out. Nevertheless, a maintenance section would visit the island once a month to attend to anything not functioning correctly and which was beyond the capabilities of lighthouse keepers to rectify.\n\nDefence\n\nIn addition to Marine Department staff, it is understood that during various periods, for defence purposes, British soldiers were stationed on Waglan. Quarters for a military presence were provided. Similarly, a squad of Japanese soldiers was stationed there during the Second World War.\n\nBoth Waglan and Gap Rock, where there were air-raid shelters, were damaged by bombing during World War Two. There are said to be two Japanese ghosts on Waglan, with one Japanese soldier, so it is believed, having been buried under what is now the floor of the recreation room which was built later. One member of staff of the Marine Department said to me:\n\nIt's no wonder keepers saw ghosts on Waglan, cut off from their families as they were. It was a psychological thing.\n\nTo defend Waglan in the event of attack, at the start of the 20th century, cannons were mounted on the island. These were said to have been transferred later to the Government Queen's College (Bruce; 1990, 7). There are, in fact, two cannons in the grounds of the College. The cannons are marked:",

        "content_text": "300\n\nRecreation\n\nCertainly man cannot live by rice alone and provision had to be made for recreation and welfare. What facilities were there? One imagines in the early 20th century a limited amount. But in the years leading up to Waglan becoming automated, in the 1980s, colour television, stereo music, radio, a small library, darts, ping-pong and mah-jong, all accommodated in the air-conditioned recreation room, were available (Port Services Division; 1987).\n\nLet us now turn to the actual men who manned the lighthouses.\n\nLighthouse personalities\n\nIn 1838, Grace Horsley Darling (1815-1842) became the heroine of Britain when she and her lighthouse keeper father rescued nine of the crew of the good ship Forfarshire. It was wrecked near the Longstone Lighthouse on one of the Farne Islands off the Northumberland coast, England. It is fitting that Darling's name is still recorded in English dictionaries and encyclopaedias although today people are more likely to hero-worship figures like astronauts, film stars and footballers.\n\nWhat about Hong Kong's keepers and others associated with lighthouses? What sort of men were they? Let us look at some of them.\n\nJames Arthur William Deakin's father was a British soldier who married his Chinese wife in 1935.42 He served as a gunner on Mount Davis when the Japanese attacked in December 1941. Later, as a child, James was called upon by his mother to put food parcels through the wire fence of the Shum Shui Po Prison Camp where his father was incarcerated.\n\nWhen he grew up, after attending the then Government King George the Fifth Secondary School, Jimmy Deakin went into government service. In the late 1950s he was posted to the Marine Department from the Electrical and Mechanical Engineering Division of the Public Works Department.\n\nAllen Lack informed the author that he had known Deakin earlier, as",

        "content_text": "302\n\nDepartment opined - sincerely - to the author that lighthouse keepership had become a kind of Eurasian tradition. They had developed the expertise and took pride in this. One can see, looking in Government staff lists, that lighthouse keepers in the 1950s and '60s usually had English names. But they were generally Eurasians.\n\nThey are still talked about by those who remember them. In fact the eccentricities (if they may be called that) of some of the old timers are recalled with affection (Rull; 1999). When on shore leave the Brown Brothers (Henry and Richard) would go fishing. Marine Department staff used to laugh and say it was because they found, after working in an isolated lighthouse for so long, that the \"hubbub\" at home was just too much to bear.\n\nTheir grandfather was a Danish mariner named Bruhn, although the family was of German stock with the spelling Braune (commonly spelt Braun). It is not known when the family changed its name to the English Brown. Grandfather travelled in and around China and lived for a time at the old treaty port of Amoy (now called Xiamen). It was a large family, generally tall, and several of the children were educated at Diocesan Boys or Diocesan Girls schools in Hong Kong. Most family members have now emigrated to Britain, Canada or Australia.\n\nHenry (born in 1898) was a big man in more ways than one. He liked double-breasted suits and bow ties. He enjoyed parties, telling jokes and drinking with friends - although not to excess. He made up for his time at Waglan when on shore leave. Both brothers liked fishing and shooting. Richard (born in 1896), who had lost fingers in an accident, was the quiet one. Both used to talk to family members about Waglan and of having to be hauled up in a basket in bad weather. One of the Brown brothers acted for a time, in the mid-1950s, managing the Lighthouse Section until the post of Superintendent of Lights was filled in March 1957 by Terrence Coughtney who was posted from Sarawak (Lack; 1999). Because the Brown family was of Danish nationality, and Denmark was not technically at war with Japan, the Brown brothers were not interned during the Japanese occupation.\n\nAnother colourful character, who served as a lighthouse keeper starting in 1937, was Charles Beatty Allenby Haig Thirlwell. Towards the end of his government service he was awarded a merit trip to England. But, Louis Thomas recalled, after about five days he requested permission to return to Hong Kong. We are talking of a Hong Kong before the MTR and the like and Thirlwell was having difficulty in adjusting. Britain was quite different then to Hong Kong and especially to being stationed out at Waglan.\n\nBut although lighthouse keepers during most of British colonial times by tradition were mainly Hong Kong Eurasians, in November 1956 three Chinese joined the lighthouse service as keepers at Waglan. In the run up to automation and as localisation took effect, by the 1980s all such posts were filled by Chinese. How does Lai Tak-wah, who still serves in the Marine Department, who had been at sea as a radio operator before joining the civil service, look back on his ten years spent at Waglan?\n\n146\n\n'It was all right for someone who enjoyed a peaceful existence. But separated from one's family out at Waglan, life was boring,' Lai told the author.\n\n'A week at a stretch was too long.'\n\nHow would he have felt pre-World War Two, when keepers did a one-month tour of duty in one stretch, one wonders? But he said that for three to four years of his time spent on Waglan he studied for his City and Guilds of London Institute telecommunications examinations.47\n\nThese sentiments, regarding boredom, were echoed by Lai Kwok-keung, another Chinese employed at Waglan. On being interviewed by a reporter when the island's lighthouse was changing over to automation, he said, as he lowered the Union Jack for the last time: 'I'm not sad to leave' (Hong Kong Standard; 1989).\n\nSuperintendent of Aids to Navigation Tam Cheong-wai (now retired), a Chinese (previously this post, as mentioned before, was held by a European and later by a Eurasian), who spent one week's induction training at Waglan when he first joined the Marine Department, agreed. He sometimes smiled and said, 'I shall leave my bones in Hong Kong.' The author did not realise at the time what he meant. In fact, in his will he requested that he be buried on Waglan Island where he had spent many, what he considered to be, peaceful years as a keeper. He had deep affection for 'The Rock.' When the last trumpet call sounded government approval was sought and Barnsey's ashes were interred at a lovely spot with a small garden,\n\n49\n\nHis Malaysian Chinese wife visited his grave at appropriate Chinese festivals, such as at Ching Ming and Chung Yeung. But after Waglan was no longer manned, with no Marine Department boats going there on a regular basis, she had difficulty in visiting his grave. His remains were then exhumed and moved elsewhere. The author recalls the grave, but what was a tranquil spot is now overgrown.\n\nHow did life at Waglan over a period of years, mould personalities? Although it is an interesting question the author is not a psychologist and thus not really qualified to answer. But certainly, with a small group of men living together for 24 hours a day, one can speculate that there must have been instances of personality clashes although the author did not hear of any. But also many close friendships were, at the same time, forged.\n\nIt is relevant that Roger Parry told the author that Hong Kong lighthouse men were, 'a wonderful bunch of special people.' 50 Stories were handed down by word-of-mouth and there was a kind of mythology and history belonging especially to them.\n\nA comparison: before and after automation\n\nFor a time, after Waglan was automated, the island retained some of its original glory.51 But since that changeover, in many respects, it has become rather run down. Every step, leading from sea level to the top of the island, is no longer clearly numbered in brightly coloured paint. What had been a garden has become overgrown. There is litter.",

Synchronized pulses are transmitted from widely spaced radio stations to aircraft or shipping, the time of arrival of the pulses being used to determine positions.\n\n27 Tat Hong Lighthouse, on Tung Lung Island, was the last to be manned in Hong Kong.         "content_text": "A NOTE ON THE JAPANESE GUN EMPLACEMENT AT TATHONG POINT, TUNG LUNG CHAU\n\nROBERT HORSNELL\n\n399\n\nAt Tathong Point, also known as Nam Tong Mei, a small rocky peninsular at the extreme southern tip of Tung Lung Island, there still exists the remains of a little known war-time Japanese gun emplacement. Its purpose was probably to protect the south-eastern approaches to Victoria Harbour. This gun emplacement is not mentioned in the book Ruins of War by Tim Ko and Jason Wordie and is not listed in the Gazetteer of the Batteries of the Fixed Defences of Hong Kong in Denis Rollo's book The Guns and Gunners of Hong Kong, although Rollo does mention an observation post for the Devil's Peak Battery at the southern end of Tung Lung Island built in 1935/36. From information in an old Public Works Department file it appears that the gun emplacement was built by the Japanese during the Occupation (1941-1945).\n\nIn 1965, the gun emplacement was converted by the Public Works Department's Architectural Office into an engine room for the Marine Department's Tathong Point Lighthouse Station to house the electric marine light, foghorn engines, light standby engine and switchboard. The staff quarters adjacent to the engine room were built later in 1973/74 to replace the old lighthouse keeper's quarters built in 1949 lower down near the jetty and landing stage. The old vacated quarters were used as stores for some time then later demolished. The remains of the concrete platforms on which these old buildings were built can still be seen amongst the rocks.\n\nFrom the original P.W.D. drawings for the conversion works, it is possible to learn something about the construction of the gun emplacement. It was built of concrete with a floor area of about 40 square metres. The walls are about one metre thick but the roof is much thicker especially over the rear part which contained the expense magazines. The chamber which housed the gun consists of a rectangular room with a semi-circular bow front in which the wide angle embrasure for the gun was formed. The armament is not known but from the size of the gun embrasure it was probably a large coastal defence gun.\n\nPage 465\n\nPage 466",

The gun embrasure was bricked up as part of the 1974 conversion works and steel dead shoring erected to provide extra support for the overhanging cantilevered canopy. A new door opening was also formed in 1974 in the rear wall. The original door opening is still there and leads to a small rear compartment with three recesses in the wall noted on the P.W.D. drawing as 'voids' which would have been the expense magazines. The original rear entrance staircase to the gun emplacement was filled in with compacted earth and slabbed over with concrete.\n\nThe 1968 Hong Kong Government 1:1,000 scale Survey Sheet (Sheet Number 16-NW-2D) shows several small rectangular structures near the gun emplacement, but there is no indication what they were originally. One was probably a searchlight emplacement and another one near the cliff edge may have been a forward observation post. Another rectangle marked 'R' for ruin on the inland side of the hill may have been the main magazine as it appears to have what looks like a separate blast wall constructed along one side of it. Still yet another structure further down the hillside may have been a barrack block for the gun crew. All this is of course conjecture and independent verification and further research are needed.\n\nA report on the gun emplacement was prepared in 1999 by the writer and submitted to the Antiquities and Monuments Office for record purposes. It is however unlikely that the structure will be graded as a historical building or receive cultural heritage status. Due to its remoteness Tathong Point is not easily accessible and with its dangerous steep and rocky cliffs it is not recommended to encourage the general public to visit the site. Permission from the Marine Department would be necessary anyway.\n\nTo illustrate the hazards involved in visiting Tathong Point, an incident recorded in the Public Works Department file should be mentioned. The file contains a memorandum (Memo) from the Director of Marine to the Director of Public Works reporting that at 11:00 hours in September 1966 (exact date not given) the launch “Ming Kee” carrying 12 'light-house workers' capsized off the Tathong Point Light House. All were saved by a sampan which was fishing in the vicinity. Enquiries revealed that the workers were employed by the Fook Lee",

Moreover, Tai Long Wan - a traditional dwelling with its nearby beautiful beach in the eastern part of Sai Kung - was also included in its developmental guidelines for selected areas pending the preparation of Outline Zoning Plans (OZPs). However, the contested issue in Tai Long Wan is going to be the first case I will introduce.\n\nTai Long Wan is especially well known among hikers and trail-walkers due to it being situated on the way from Long Ke to Pak Tam Au, forming the MacLehose Trail Stage Two. Nonetheless, we realize that the Town Planning Board (TPB) also deferred the Tai Long Wan zoning decision which was included in the SENTDSR for the intensive tourism/recreation and conservation/landscapes planning in Sai Kung area. After the Environmental Protection Department (EPD) rejected plans to build the Sheung Shui to Lok Ma Chau spur line project and the Lantau North-South Road link between Tai Ho Wan and Mui Wo, it perhaps was not surprising that the main reason for the postponement of the decision was the existence of certain rare plants in the area. And, TPB worried that natural resources in the proposed village zone area, in which indigenous people want to build houses, would be negatively affected in relevant development. A closer investigation of the situation in Tai Long Wan highlights the significant role of the government and implications of its policy and plan in balancing indigenous livelihood and the natural conservation.\n\nTai Long Wan\n\nTai Long Wan is a traditional settlement consisting of five villages and villagers with different surnames living together. It was probably founded more than 200 years ago even though we are not able to tell whether they came before or after the Coastal Evacuation 1662-1669.* Historically speaking, in 1899, there were already 700-800 villages including tsuen (not walled) and wai (walled) in the New Territories, and the two major dialectic groups were Punti who spoke Wai-tau language, and Hakka who spoke Hakka language. Those villages were grouped together in different regional alliances; however, after the official land registration at the beginning of the British colonial regime, the previous Chinese administrative units of heung and yeuk were strongly affected as well as weakened.
