FINDLAY ANDREW\n\nmerce throughout the fourteen districts accepted the notes from the shops and when the quantity in hand warranted it they would redeem them from me in silver sycee at my headquarters. The scheme worked very satisfactorily and when the final liquidation was achieved we found that we had cleared nearly 5% profit.\n\nBefore the year of which I write, copper coins, representing a value of ten brass cash, had already been introduced into circulation throughout the provinces near the coast. The use and circulation of these copper coins was stimulated when the content value of the brass cash exceeded the market value and the high pressure pumps had already commenced the work of pumping a steady stream of the brass cash currency over the sea to the land of the Rising Sun. Slowly the copper coins (l'ung yuan) spread into the far interior and with their coming they changed several aspects of life. Whilst they facilitated the transfer and carriage of baser currency, at the same time they increased the cost of living. A sweet (the child's necessity) which previously cost one cash now cost ten.\n\nThose were the days of the war-lords when “every man did that which was right in his own eyes\". It was not long before these gentlemen conceived the happy idea of each establishing his own arsenal with minting machinery complete so that he might furnish himself with all the sinews of modern war both in lethal weapons and silver dollars. During the days of the Manchu dynasty the Central Government had kept tight control over both arsenals and mints. A very wise ruling established that no arsenal might manufacture both arms and ammunition of the same calibre. Thus, for instance, arms produced by the Shanghai arsenal were dependent on say the Hankow arsenal for ammunition. This shows the control that Peking was able to exercise over the militarists in this connection. But from the days of the war-lords this was entirely changed. The big men produced their own arms, ammunition and coinage. Thus the control of coinage passed from Peking and it was not long before regional, and even provincial, dollars came into circulation all of varying standards. One military gentleman, of scientific bent of mind, conceived the brilliant idea of mixing sand with the copper and minting coins whose value was indicated by their size.         "content_text": "BRITISH LEGATION AT PEKING\n\n61\n\nacquire at Peking a site for Building, or may hire Houses, for the accommodation of Her Majesty's mission, and that the Chinese Government will assist it in so doing\". Then, when the Imperial Government appeared to procrastinate over the ratification of these treaties, another English and French force fought its way to the capital and compelled the Manchu authorities to ratify them by the Convention of Peking. This was signed by the British envoy, Lord Elgin,1 and by Prince Kung,2 the chief Chinese representative, on October 24th, 1860 in the Hall of Ceremonies situated in what was later to be called Legation Street. The second clause of the Convention stated that \"Her Britannic Majesty's Representative will henceforward reside permanently, or occasionally, at Peking, as Her Britannic Majesty shall be pleased to decide”. \n\nLord Elgin proposed that Prince Kung's own residence should be rented to the British, but Prince Kung memorialized the throne as follows: \n\nAs regards the matter of the English residing at the capital in the near future, we have been discussing it with them during the past few days. The chief barbarian official [Lord Elgin] considers that the quarters in Prince I's [Prince Kung] palace are spacious and he insists that it is to be their future residence at the capital. Moreover, he stated that there were still open spaces in the palace and that he wants to build houses there himself. It seems to your ministers that to \n\n1 James Bruce, eighth Earl of Elgin. He served as Governor-General of Canada 1846-1854. In 1857 he was appointed envoy extraordinary to China and signed the Treaty of Tientsin in 1858, returning to England early in 1859. In 1860 he was again sent to China as special envoy, and signed the Convention of Peking. He returned to England in 1861 and was appointed Governor-General of India in the same year. He died in India in 1863. \n\nHis younger brother Frederick William Bruce held the post of Colonial Secretary at Hong Kong from 9 February 1844 until 27 June 1846. In 1857 he accompanied his elder brother to China as principal secretary. He was appointed minister plenipotentiary to the Emperor of China in December 1858, but had to wait until March 1861 before actually taking up residence in Peking. He left China on his appointment as British Minister to Washington in 1865. \n\n2 I-hsin (1833-1898), the first Prince Kung, was the sixth son of Emperor Tao-kuang. When the joint French and British forces approached Peking in September 1860 the Emperor Hsien-feng fled to Jehol leaving his half-brother, Prince Kung, to make peace with the allies. When a prototype Chinese foreign office, the Tsungli Yamen, was set up in 1861, Prince Kung was in charge of it, and he played an important part in Chinese affairs for the next fifteen years.",

        "content_text": "BRITISH LEGATION AT PEKING\n\n67\n\nran parallel to the wall of the Legation in which the main gate was situated, and in summer often flooded the road, and at times gave off a horrible stench since many drains ran into it. Meanwhile repairs to the Legation proceeded and Rennie describes, among other things, Colonel Neale doing his accounts, the five hundred Chinese coolies being paid, a temporary strike, and continual trouble over 'squeeze'. The part intended for the members of the Legation to live in was now called 'Legation Court' and Rennie preserved, in translation, an estimate for redecorating the front of these buildings in the Chinese style, the total being one thousand and fifty Mexican dollars.\n\nBy mid-April the weather was growing hot and on April 26th Parkes, Wyndham, Lt. Gow (in charge of the guard) and Rennie made a trip to the Western Hills in search of a temple which could be adopted as a residence during the extreme heat of the summer. The Russians, who had maintained an ecclesiastical mission in Peking since the Treaty of Kiakhta in 1727, had been in the habit of going to the Western Hills in the summer, and probably gave the newly arrived English this tip. Henceforth this was to become the yearly practice of foreign legations in Peking. Meanwhile the first mail from home arrived on April 27th, having been posted in England on February 26th. In this way Rennie's account is full of interesting detail. For instance just near to the entrance to the Legation there was now a line of Peking carts for hire, just as later there was a rickshaw stand, and more recently pedicabs. From this time onwards Rennie described the arrival of various English visitors who were entertained at the Legation.\n\n* Rennie visited it in March, 1861. It was situated in the same street as the newly acquired French Legation, and the members consisted of an Archimandrite together with three ecclesiastical and six lay members. (Rennie, I, 43-4.). This place, known as the Nan-kuan (\"Southern Hostel\"), was originally a hostel for Russian envoys and, since it had a large compound, it was used by Russian merchants who after 1698 received the privilege of sending a trade caravan to Peking at regular intervals. It was situated near the Mongol market. As a result of the Treaty of Kiakhta (1727) two hundred Russian merchants were allowed to come to Peking every third year to trade, and Russia was permitted to build a church in the grounds of the Nan-kuan, and appoint priests. In addition four Russian students and two tutors were allowed to reside there and were subsidized by the Chinese government to study the Chinese, Mongol and Manchu languages. When the first Russian minister to Peking, Colonel Balluzeck, took up residence there in July 1861, the Nan-kuan became the Russian Legation, and the ecclesiastical mission then joined up with another Russian mission at the Pei-kuan (\"Northern Hostel').         "content_text": "NAVIGATION ON THE YANGTSE\n\n109\n\nThe Imperial forces had very little success against the Taipings in the next two years, and although it had been stipulated that the three ports on the river were not to be opened until they were defeated, a second naval expedition left Shanghai early in 1861 to establish consular posts at Chinkiang, Kiukiang, and Hankow. This expedition went up 158 miles beyond Hankow before turning back. Shortly after the return of this expedition the river was opened to foreign trade.\n\nThere is some ambiguity about Western policy during the Taiping Rebellion. It seems to have been regarded with sympathy in the early stages, when it was looked on as a reforming movement with Christian affiliations; and many foreigners welcomed the prospect of a change from the corrupt and reactionary Manchu régime. The British, American, and French governments, therefore, adopted a policy of neutrality in the early stages of the conflict. Later on, however, a marked change took place, which was not entirely due to the excesses committed by the rebels. Commercial considerations undoubtedly played some part. The Treaty of Tientsin had legalised the opium trade, but the Taipings were against opium and alcohol, and banned this trade in the territory under their control. They also made it clear that under their rule foreign trade would not be carried on in the one-sided manner so favourable to the foreign merchants. The Treaty of Tientsin again had stipulated that foreign ships could not navigate the Yangtse until peace was restored. Because of these and other reasons, the Western Powers abandoned their policy of neutrality. The rebels were looked on and referred to as firebrands and extremists, and the Manchu government as a peaceful and stabilising element, and steps were taken to help the latter. These included supplying the government forces with arms and ammunition — including the new Lee Enfield rifle, not yet used in Europe — allowing foreign steamers to transport government troops, and supplying officers to train and lead them.* As a result Nanking was captured in 1864, and the last vestiges of the rebellion were stamped out by 1866.\n\nIn 1862 the Scotland, a steamer belonging to Lindsay and Company of Shanghai was the first ocean-going merchant ship to go to Hankow, and thus opened the interior of China to direct\n\n* Gordon was the most famous of these officers.",

There was a flavour of irony in this, as the Portuguese were to prove as great pirates as the Japanese, Their most famous pirate was Mendes Pinto, who flourished in the latter half of the sixteenth century, and who seems to have been a combination of Sir Henry Morgan and Baron Munchausen. Pinto's exploits are characteristic of Portuguese history during those early centuries, displaying that amazing mixture of gallantry and greed, of religious zeal, bigotry, and cruelty. \n\nThe eastern seas had always been full of violence, and the arrival of the Portuguese in the early sixteenth century, and the Dutch a century later, increased that violence. The Dutch lacked the religious zeal of the Portuguese, but substituted an equally unattractive obsession with trade. Much of the European trade in the Far East at that time was based on piracy. The Dutch, for instance, were excluded from direct trade with China until 1729, and in their Japan trade in which Chinese silk was the most important commodity they obtained much of their silk by plundering Portuguese and Chinese ships. \n\n— \n\nThe persistence of piracy in Chinese waters for so long after regular trade had been established there by Europeans, was due to the peculiar conditions under which that trade developed. In India, and in the East Indies, European trade was succeeded by a steady increase in European power, although in both places there was a considerable time lag between establishing political power on land and the suppression of piracy at sea. \n\nBy the mid-nineteenth century, however, British and Dutch naval power had made Indian and East Indian waters comparatively safe for European commerce. The situation in China was very different, however, and piracy continued there for fully another century. Not until after the First China War of 1841-42 were there any centres of European power in China, and the few centres established then were separated from each other by hundreds of miles of Chinese territory. The situation was aggravated by the increasing anarchy and lawlessness which became endemic over much of coastal China from the early nineteenth century, as the authority and power of the Manchu Government declined. \n\nWhen the East India Company's monopoly of the China trade was abolished in 1833, and the trade thrown open to all comers,",

        "content_text": "FOREIGN RELATIONS OF BUDDHISM\n\nRelations with Tibet\n\n81\n\nJust as Buddhism was used by the Japanese to serve political ends in China, so it was used by the Chinese to serve political ends in Tibet. After the collapse of the Ch'ing Dynasty the Tibetans considered themselves to be an independent nation. Successive Republican governments therefore endeavoured to persuade them that they were one of the five races of China and that Tibet was Chinese territory. In a rather poor hand Buddhism was one of the better cards. That is, the Chinese could argue that Tibet was bound to China by a common religion. This was not altogether factitious. For example, one of the rites for the dead most commonly performed by Chinese monks, the fang yen-k'ou, was partly of Tibetan origin. Mountains like Omei and Wu-t'ai Shan had long been equally sacred to Chinese and Tibetan pilgrims, and had provided the venue for a Sino-Tibetan syncretism. A visitor to Wu-t'ai Shan in 1911 wrote: \"The most curious feature of Buddhism on the Wutaishan is the amalgamating of Chinese Buddhism and Lamaism... doctrines borrow from one another in habits and arrangements... The structure of the temple is, for the greater part Chinese, but the form of the pagodas is mostly Indo-Tibetan. The interior, too, forms a mixture of Chinese and Tibetan. Chinese and Tibetan idols stand side by side, Tibeto-Mongolian inscriptions are next to Chinese ones, Tibetan butter lamps, praying cylinders, also boards on which the monks throw themselves for prayers, all such things are seen here in Chinese temples. In their services, too, one style blends with another.\"24\n\nBoth\n\nAlthough lama temples enjoying Manchu patronage were to be found in Peking and a few other Chinese cities, the indigenous Chinese Tantric sect had been suppressed in the Ming Dynasty. During the Republican period some Buddhist devotees became interested in reviving it, or rather in reintroducing Tantrism from Tibet and Japan, where it had been preserved intact. To them, as to some Europeans of that time, Tibet was a land of precious secrets, which they resolved to learn. It is difficult to ascertain the relationship between this personal interest and government policy. Which came first? How did each stimulate the other?",

CHUNG\n\nThe Hanlin Academy of the Ch'ing Dynasty was one of the key departments of government at the capital of China. Its main functions emphasized the literary pursuits of the government, and its members enjoyed higher prestige than officials of the same rank in other administrative units. The brightest scholar-officials of the Empire were required to serve in the Academy for a certain time before they were given higher appointments in other departments. Consequently, the Academy served two purposes. It executed literary and educational work and served as a reservoir of potential officials for senior positions in other departments.\n\nThe origin of the Hanlin Academy dates to the Tang Dynasty when a specific institution was established by the government to be used for further study by officials. This institution initially was nothing more than a government educational centre, which it remained until the Ming Dynasty (A.D. 1368-1644). During the Ming, it assumed the responsibility of conducting almost all aspects of the country's literary work, from correcting examination papers and compiling books to writing praises of the emperor. Gradually, all important officials became associated one way or another with the Academy, which now occupied a much more important position in the Chinese bureaucracy.\n\nIn the Ch'ing Dynasty, the Academy functioned as it did in the Ming. In the early part of the dynasty, the Academy reached its fullest development, incorporating most of the practices of its predecessor. The period 1644-1795, that is, from the first emperor, Shun-chih, to the fourth emperor, Ch'ien-lung, was the zenith of Manchu rule. The government was efficient and the Empire was, by and large, at peace. The Hanlin Academy was effectively run. It is for this reason that this account of the Academy concentrates on the 1644-1795 time-period.\n\nMr. Chung received his M.A. degree from the University of Hong Kong and currently teaches history in the Colony.\n\nPage 105\n\nPage 106",

CHUNG\n\nFurther research inside the Academy\n\nOne of the functions of the Academy was to give a group of high intellectuals a further chance to conduct research in the most favourable literary surroundings of the empire, where they were helped by good libraries, sufficient subsidies and experienced advisers. The establishment of the Shu-ch'ang kuan as a sub-department of the Academy had this object in view.\n\nThe lecturers in charge of the Shu-ch'ang kuan were all men of high rank. In the early years of the dynasty, they came exclusively from chancellors of the Three Inner Courts (Nei-san yüan). From 1670 onwards, the chancellors of the Hanlin Academy and senior officials of the Grand Secretariat joined the teaching staff and from 1722 onwards, presidents and vice-presidents of the Six Boards were sometimes called to serve as lecturers.3\n\nAs time went on, the need for more lecturers was felt, as their number was at no time more than four. Besides, the lecturers, mostly high dignitaries of the Empire, were occupied with their various government functions and were therefore unable to pay full attention to the teaching in the Shu-ch'ang kuan. In 1694 a number of assistant lecturers were appointed from junior members of the Hanlin hierarchy and from among the better students themselves. These assistant lecturers had more free time and were thus in a better position to help the students. They gave tests to the students twice a month.4\n\nThe students of the research institute, titled Probationers, were recruited from among the top scholars of the Civil Service Examination who, in addition, had to pass an Imperial interview before being admitted into the Shu-ch'ang kuan.\n\nOnce becoming probationers, the scholars were treated as a favoured group. They were not given any definite or permanent work to do. This means that they were free to study and observe government procedure and official behaviour at the capital. The government supplied them with books and stationery for their literary pursuits, while providing them with monthly subsidies to enable them to study without financial worry.\n\nIn the early years, all probationers were given lessons on the study of the Manchu language as well as the Chinese Classics.?",

The examiners found it difficult to set questions, which had not been asked before. In contrast to the eight-legged essays which could be set on any line from the Four Books and the Five Classics, there was a limit to subjects which could be asked on administration. Since general statements about the subjects and reference to precedents of the past rather than specialised knowledge were required of the candidates, they tended to recite a number of model-answers about various aspects of government in general. For example, an answer on the prevention of floods did not necessarily go into the technical details of the problem in question. The candidates were expected to give rather general answers, quoting copiously from the Classics and citing precedent cases to support themselves. They might even conclude by saying that if social harmony could be maintained, there would be no more floods. This kind of humanistic approach to a technical question could be applied to nearly every aspect of administration. Thus, the limited number of theme-titles and the conventional way of answering them invited simple memory work in the examinations. This was the reason why the Ch'ing government tested probationers of the Academy with themes on poetry and verse. The authorities regarded the writing of a good poem or an exquisite eight-legged essay as a means of revealing candidates who were men of thought and good taste. As to the administrative knowledge necessary for the running of the government, the authorities maintained that this could be obtained after the scholars held permanent administrative positions.\n\nProbationers who took the final examination and passed it were given different assignments according to the results of the examination. The first class scholars were to remain in the Shu-ch'ang kuan as assistant lecturers. The second and third class graduates were called upon to serve in the Hanlin Academy itself as compilers and correctors respectively.14 The scholars securing a lower position than these three grades had to leave the Shu-ch'ang kuan and take up posts in government departments as secretaries or magistrates.15 The students who failed badly were compelled to repeat the course for another three years, or were forced to retire.16 \n\nIn the case of students taking the Manchu language course, their emphasis on translation fulfilled an administrative necessity.",

        "content_text": "The Hanlin Academy\n\n105\n\nThe Manchus as alien conquerors were quick to master the Chinese language, but for official purposes, the need of translating Chinese documents into the Manchu language and vice versa was great in the early days. Many Manchu nobles and officials in the provinces knew but little of the Chinese classical language. Many Chinese local officials too had not read the Manchu language and therefore could not understand documents written in Manchu. Both groups certainly required the help of translators. The probationers versed in the two languages therefore filled the administrative gap, so to speak. As time went on, however, the Manchus became more familiar with the Chinese Classics and there was a gradual decline in the number of Hanlin probationers reading the Manchu language.\n\nOne of the best ways for Hanlin probationers to attain administrative knowledge came in an indirect manner. It was the favourable politico-literary atmosphere of the capital that gave opportunities for their acquisition of practical knowledge. In the first place, high dignitaries and prominent men of ability clustered in Peking, so that advisors and teachers were not wanting. Secondly, access to research materials was facilitated by the fine collection of books in government libraries at the capital. Moreover, scholars could purchase books fairly easily in Liu-li street, a place specially designed for selling books which might not be available elsewhere.18\n\nThe very prestige and honour bestowed upon the probationers and even more upon the active Hanlin officials had the effect of strengthening their confidence in the existing government. They were, as it were, the chosen few. They believed with justification that given time and opportunity they would rise high in the bureaucracy. With this assurance of future advancement, it may reasonably be conjectured that the majority of them would be quite eager to learn more about administrative affairs. In this respect, they were greatly assisted by the fact that they could spare the time to do so. CHUNG \n\nground for scholars, the Hanlin Academy, through the various Imperial discussions, achieved a close relationship with the emperor, resulting in mutual influences. The first kind of these Imperial discussions was known as Imperial Discussion Banquets (Chiang-yen) and they took place in mid-spring and mid-autumn.30 On these occasions, two Chinese and two Manchu Hanlins were appointed to prepare lecture materials in conjunction with the Chancellor of the Academy.21 These lecture notes were rendered in the Manchu and Chinese languages for royal perusal and consent.22 \n\nThe other kind of Imperial discussions was the Daily Discussions (Jih-chiang). It was stipulated that each year after the mid-spring Discussion Banquet, the Daily Discussions were to be held on alternate days until the summer solstice (June 21st). It was then temporarily stopped due to the hot weather of summer. The process of discussions would be resumed after the mid-autumn Discussion Banquet until the winter solstice (December 22nd). Discussions were then suspended until the next spring.23 \n\nThe original copy of notes of the Daily Discussion was presented to the emperor in the early morning after officials of the Government Boards and Courts had presented their daily reports and memorials. If the discussion notes were approved, then the Chancellor of the Academy would take two or three Hanlins to the palace to serve as talkers. The discussion notes of each meeting were filed together for further references. \n\nThe Daily Discussion system founded in the early years of the dynasty was greatly elaborated by the second Emperor, K'ang-hsi. In 1673 the emperor ordered the Daily Discussion practice actually to take place daily, rather than on alternate days24 and during his reign, the meetings continued to take place without stop. Even the repairs to the palace premises in 1673 did not prevent the emperor from holding them.25 Later in the same year, the discussion procedure was ordered to last through the \"winter cold and summer heat\",26 In other words, they then took place nearly every day of the year. \n\nSide by side with the Imperial Banquet Discussions and the Daily Discussions was the requirement that high officials, including the Hanlins, in rotation should present to the emperor com-",

CHUNG\n\nThe practice of ordering a number of Hanlins to become Recorders of the Emperor's Deeds found its origin in an edict by the Emperor K'ang-hsi in the first year of his reign (1662). He ordered two officials selected from the Academy, one Manchu and one Chinese, to attend him in monthly shifts.29 They were to record his actions both in the Manchu and the Chinese languages. Their writings were to be sealed in secret, and even the emperor himself was not permitted to see them.30 This may be regarded as the beginning of the Ch'ing Record Office and the first time the Manchus had set up this typical Chinese institution.\n\nOn the face of it, it was rather paradoxical for an autocratic monarch to devise a method whereby his own actions were recorded in black and white. The likely explanation is that the emperor strove to impress his people with his adherence to enlightened ideas. The Confucian precept of good government was that the monarch should live up to the moral standards prescribed for him by past sages. Officials and people would look up to him for example. Thus, if the emperor was moral and diligent, the Confucians maintained, the Empire would be at peace, with or without the application of the legal system. The Emperor K'ang-hsi therefore hoped to implant in his people's minds the impression that his actions were enlightened enough to be favourably judged by posterity. They would then be of the opinion that he had played well his part as a Confucian monarch. Moreover, the system of recording the emperors' actions had been practised for centuries. The emperor thought it desirable to follow the revered Confucian tradition.\n\nHowever, in the practical application of the system, the emperor seemed to be quite vexed by this \"spying duty\" of his own officials. He gradually departed from the strict observance of the system and thought out pretexts to circumvent its liberal tone. Using yet another Confucian idea that attendance on parents was natural and filial, he commanded the record officials not to follow him when he daily visited his mother in the Inner Court.32\n\nIn 1679, the emperor's doubts about the contents of these records were revealed by his inquiry whether any personal inventions and prejudices had been added to them. The record officials replied that the records were to be examined jointly by the twenty-two members together and that none of them would record official memorials privately.         "content_text": "The Hanlin Academy\n\nThe Hanlins and the Literary Pursuits of the Chinese Scholarly Class\n\n111\n\nThe Hanlins played an important role in the compilation and composition of the majority of the Empire's publications. In this respect, they were rightly credited as the preservers of the venerable civilization of the Chinese Empire.\n\nIn the compilations of the Shih-lu (Veritable Record of the Present Dynasty) and the Sheng-yü (the Sacred Maxims), the Chancellor of the Academy would act as the assistant editor-general; while readers, expositors, compilers, and correctors would serve as editors.41\n\nIn compiling the Yu-tieh (Imperial Genealogy), Manchu, Mongol, or Chinese Bannermen, being members of the Academy, were to become editors. In editing other official compilations, the Chancellor would serve as the editor-general or assistant editor-general, while other members of the Academy were selected to serve as editors. Not one of the Ch'ing Government compilations could be produced without assistance from some of the Hanlins.42\n\nWe have just mentioned the compilation of major literary works by the Hanlins, but they were called upon to perform other literary functions as well, which required less time to complete. In fact, their assigned jobs included those of laureates and secretaries of the emperor. They were the authors of prayers and sacrificial addresses in various ceremonial acts of worship. They composed honorary and posthumous titles and patents of dignity for the emperors' chief concubines, princes, generals, etc. They laid down forms of new investiture and promotion. They performed inscriptions on the State seals and for the temples of various divinities. They wrote acknowledgments for official services and scrolls or tablets containing Imperial decrees for schools, charitable institutions, and temples throughout the Empire.43 They were also responsible for the translation of important official documents of the government from Chinese to Manchu and vice versa.44\n\nHowever, the most significant influences the Hanlins exerted over Chinese scholarship was their control over the Civil Service Examination. As the Hanlins were regarded as the most educated scholars of the Empire, it was natural that the majority of the posts concerning the public examinations were staffed by them.",

In executing such functions, they gained administrative experience of which they could make full use when they were later transferred to posts in other government departments.\n\nFrom 1726 onwards, two Hanlins with good translation ability together with two officials from the Grand Secretariat were despatched to the Colonial Office (Li-fan yuan) to assist the President of the Office with Chinese official documents concerning Mongolian affairs. Their term of service was two years, after which they were replaced by two other members from the Academy.\n\nAnother special function of the Hanlins was to serve as acting secretaries at the Grand Secretariat. The main function of the secretaries (Hsüeh-shih) in the Grand Secretariat was to handle edicts and memorials. They were, however, sometimes sent on special missions to the provinces. To take their place, members of the Academy in addition to Central Government officials of third or fourth rank, who had once been admitted to the Academy, were eligible to be selected to hold the vacant posts concurrently until the return of the absent officials.49\n\nIn the event of the conferral of honours or titles to princes and princesses, the chancellors of the Academy were enlisted as deputy representatives of the delegations. When missions were sent to Korea, the Manchu Chancellor of the Academy headed the expedition, while both Manchu and Chinese Hanlins could be called on to lead missions to Vietnam and the Liu-chiu Islands.50 It may be conjectured that for cultural and geographical reasons these were the tributary states maintaining the closest relationship with Peking and were therefore specially honoured by the visits of these distinguished officials.\n\nOther functions of a temporary nature of the Hanlins were the supervision of repairs of city public works, the inspection of food distribution and ideological indoctrination in the provinces.\n\nIn 1725, for example, the Emperor Yung-cheng ordered high dignitaries to select four junior members of the Academy for supervising repairs in cities of Chihli province.51 In 1726 the same emperor ordered several Hanlins to help provincial officials of the same province check the distribution of food.52 Five years",

As there was a general decline in the efficiency of administration, the Hanlin Academy also became lax in some of its practices. The probationers, for example, were not given as much attention as before. Nonetheless, although there was general corruption and sale of offices in the late Ch'ing period, this did not affect the Academy, which continued to enlist the best scholars of the Empire, if we are to judge from the public examination results. Unfortunately, owing to the growing rigidity of the Civil Service Examinations and the narrowing of the syllabus for these examinations, the scholars who were successful were not necessarily the most promising potential officials. Whereas in the early Ch'ing, scholars sitting for the public examinations needed to answer discussion topics of an administrative nature, the scholars in nineteenth century China had only to write eight-legged essays which grew more rigid as time went on.56 Thus, the scholars, including the best of the candidates sitting for the examinations were quite narrow-minded, their knowledge confined to the Classics and their writing rather meaningless and of a uniform pattern. They formed the conservative elements of the Empire and were die-hards against government reform. The anti-foreign feelings of the late Ch'ing were to a certain extent fanned by some of these Hanlin scholars who, as a result of their prestige and ability to command respect, were able to muster scholars of the Empire against progressive moves of the government.57\n\nPage 120\n\nPage 121",

They have nothing to do with the government of the district, but may be called Inspectors of Education. They register the graduates of the district, and present them for examination at the provincial city, and they inspect and superintend the private schools of the villages and towns.\n\nThe fifth and sixth officials bear the title of \"Tsun-lin-tzu\", or chief officer of a township. One of them resides in the market-place called Fuk-wing-ak, on the shore of the Hap-lan-hoi. His jurisdiction extends over the whole plain of San-keaou, and comprises 185 villages; 31 only of these are inhabited by the Hak-kas.\n\nThe other officer resided, when history first makes mention of his office, in the neighbourhood of Kow-loong. Subsequently he transferred his residence to Chik-me, bordering on Deep Bay; but since the first war with England, his chief place of residence has been Kow-loong, except during the autumn of 1854, when his official residence having been burnt by the rebels, he was obliged to reside again at Chik-me.\n\nHe rules over 492 villages, of which 298 are Pun-ti, and 194 Hak-ka. Each of these two officers has a military force of two soldiers at his disposal.\n\nThe seventh officer, the lowest in rank, is the \"Teen-le\" — director of police. He resides with his superior the Che-yuen, and has under his jurisdiction 73 villages (of which only six are Hak-ka), in the immediate neighbourhood of Sanon.\n\nGlancing at the names of the mandarins, who, during the present dynasty, have been at the head of affairs in Sanon, we find that among thirty Chi-yuens, four only have been of Manchu extraction, and the rest all Chinese.\n\nOf these thirty, we find that, on first starting on their political career, ten held the rank of Tsin-tze-it, six that of Keu-jin-A, and nine that of Seu-tsai of the first degree, whilst the remaining five could only boast the title of Kam-shang, which is the lowest bestowed, and which was probably purchased by them.\n\nAmong these last there was only one Chinese, the other four being Manchu.\n\nThe office of Sub-magistrate has seldom been held by a Manchu; most of those who held it were either Seu-tsai or Kam-shang, and received the appointment for good services rendered to the State.\n\nNo Manchu ever held the office of Kau-yu or Fan-to in this district.\n\nThe office of Kau-yu - inspector of schools — is",

They saw the usefulness of these weapons and set about casting some themselves. These proved effective in the conquest of the northern frontier (1643-44) and in the years to follow as their armies plunged on down across both the Yellow and Yangtze Rivers to Kwangtung and Kweichow.\n\nColumbia University\n\nL. CARRINGTON GOODRICH\n\nNOTES\n\n1 In this I have consulted Mr. C. N. Tay of the American Museum of Numismatics, New York City.\n\n2 The inscription on the cannon is given below. This cannon was found lying on open ground in the Tsiu Keng sub-district in the northern part of the New Territories. It was reported by Mr. R. E. dos Remedios, Senior Land Assistant in the District Office, Taipo in August 1966. The cannon was completely exposed and must have been in this condition for a long time. It is not clear how it came to be there.\n\n* This cannon, which was mentioned in passing in the note on the Tung Chung Fort, at p. 148 of Vol. 4 of the Journal (1964), was dredged from the sea in 1956, either from Kowloon Bay in the course of work on the extension to Hong Kong airport or from Fat Tong Mun (otherwise called Joss House Bay) in the approaches to Hong Kong Harbour—sources differ. It is now mounted with a plaque in Chinese and English outside the Central Government Offices (East Wing), Hong Kong. It was heavier than the one recently discovered; 300 catties as compared with 300 catties. The Chinese inscription, which is much the same, is also given below.\n\n4 An insight into the happenings of these troubled times is preserved in the family record of the Tsui (徐) clan formerly of Shek Pik on Lantau island, to which their ancestor had removed in the 16th Century. The family came from Mong Ngau Tun (望牛墩) in Tung Kwun district (東莞) where they had settled in the Sung dynasty from Kiangsi province. There was fighting in Tung Kwun against the Manchus after their success in the North. The record which gives no precise date for this occurrence, though it must have been within a few years of the change of dynasty in 1644 — reads\n\n—\n\nSau Yeung-kap, a civil officer, and Li Shing-tung, a general, instigated an uprising against the new dynasty in Tung Kwun. As the revolt gathered momentum, oxen and horses were killed for food, and rice and corn became as expensive as pearls. For miles, one could see nothing animate; the fields were covered with dead bodies. In some places, human flesh was eaten by the starving people, and piles of human bones filled the ruined houses.\n\nA detachment of the Manchu army was sent to besiege the district city, then occupied by the rebels. In the conflict that ensued, human beings were massacred as though they were ants, and law-abiding people and bad characters alike were destroyed.\n\nFortunately, our clansmen, then living at Mong Ngau Tun, escaped this calamity. However, many of our former neighbours and fellow-natives in Ming Ka Lane lost their lives and [as the record says in another place] all the dispensations of the previous dynasty were regarded as scrap paper.\n\n(I am grateful to Mr. Gilbert Louie for this translation.         "content_text": "NOTES AND QUERIES \n\n165 \n\ntimes) as the sole export agent for producers of a special kind of incense which, then as now, was widely used for ritual worship in temples and in the home. Incense is said to have been shipped to Aberdeen by sea from Kowloon Point, to which it had been brought from various parts of the San On and Tung Kwun districts. It was then re-shipped in large trading vessels to Canton, from which it was carried overland to the north to such cities as Soochow. (It is not entirely clear to me why such a round-about route was taken to bring incense to Canton.) The cultivation and trade in this specially-favoured type of incense is said to have received a fatal blow in the early Ching period when the government evacuated the coastal areas to deny the aid and collaboration of their inhabitants to the anti-Manchu ruler of Formosa and his sympathisers.14\n\nSir Show-son CHOW (1861 - 1959). Sir Show-son CHOW who died only a few years ago, at a great age, was one of the most famous members of the Hong Kong community. He was truly a local man as his ancestors had lived in Little Hong Kong for several hundred years. His successful career, though the result of his own merits, was made possible through his father, whose abilities removed him from a farming village to the business centre of Canton and the position of compradore to the Hong Kong and Canton Steamship Company. He was in business in Canton and it was there that his son, the future Sir Show-son, was educated. By reason of this opportunity, and his own undoubted capacity, the son was selected as a free scholar by the Chinese Government as one of the first batch of Chinese youths to be sent to America for a Western education. This was in 1874, when the boy was only 13 years old. He returned to China in 1881 and for the next 16 years held important posts in Korea in the Korean Customs Service and the Chinese consular service in that country. He was President of the China Merchants Steam Navigation Company at Tientsin, 1897-1903 and was managing director, Imperial Chinese Railways of North China, Peking-Mukden line, 1903 - 1907. From then until 1910, he was Customs Superintendent of Trade and Counsellor for Foreign Affairs at Newchwang, North China. On his return to Hong Kong after the 1911 Revolution his wide experience, undoubted ability and excellent reputation led to his being appointed to directorships in many firms and public utility concerns. He was appointed a member of the Legislative and Executive Councils and was knighted in 1926. He also",

        "content_text": "CHINESE UNOFFICIAL MEMBERS OF COUNCILS\n\n15\n\nincluding a big reclamation project.14 The name of the company contained the names of the partners, \"Kai\" from Ho Kai and \"Tak\" from Au Tak. Hence the name of our airport may be taken as a name in commemoration of both Ho Kai and Au Tak.\n\nAlthough very westernized himself, Dr. Ho Kai always entertained a very sympathetic understanding of the Chinese masses. In May 1887 when the Government introduced the Public Health Bill, Dr. Ho Kai, to the surprise of his European friends, opposed it strongly as a member of the Sanitary Board. He accused the Bill of making the \"mistake of treating Chinese as if they were Europeans\" and argued that to improve standards indiscriminately would mean cutting down the available building space, and forcing rentals to go up,15 thereby causing great hardship to the poorer Chinese. Because of his opposition the Bill had to be amended substantially. This is only one example of why Ho Kai was so much respected by the Chinese community as its leader and forthright spokesman.\n\nIn addition to his interest in Hong Kong affairs, Ho Kai, like many educated Chinese of his time, was very much concerned with the modernization and reformation movements that were going on in China. On 8th February 1887, the China Mail carried a reprint of an article by Marquis Tseng Chi-tze, Chinese Minister to Great Britain and Russia, entitled \"China, the Sleep and the Awakening\". On 16th February 1887, Ho Kai published, under the pen-name \"Sinensis\", a long article in the China Mail refuting many points raised by Marquis Tseng. In subsequent years he wrote quite a number of articles, voicing his ideas on political and economic reforms in China, and refuting the views of such Chinese personages as Viceroy Chang Chi-tung and Kang Yu-wei, the reformer who aroused the ire of the formidable Empress Dowager. In 1897 he was offered a post in China by his brother-in-law, Wu Ting-fang.16 However, he went to Shanghai to have a look at things for himself and he decided to return to Hong Kong.\n\nIn 1895, when Dr. Sun Yat-sen, one of his students in the Hong Kong College of Medicine and founder of the Chinese Republic, started the Hsing Chung Hui, a revolutionary organization, in Hong Kong, he had the assistance and support of Dr. Ho Kai. Indeed Dr. Ho took an active part in planning some of the early abortive attempts in Canton to overthrow the Manchu Government.",

CHENG\n\nwatchmen being paid for with subscriptions from the Chinese community.* In 1893 a District Watch Force Committee was formed with the Registrar General (Protector of Chinese) as Chairman, and from that time onwards up to 1941 many prominent Chinese leaders served on that Committee. Indeed, for many years, it was more or less a tradition for prominent Chinese who wished to render public service to the Colony to begin their public career with this Committee and then, in the case of those who had a knowledge of English, to proceed to the Sanitary Board (which was replaced by the Urban Council in 1935) and thence to the Legislative Council.\n\nFor some years Wei Yuk was more or less an unofficial liaison officer between Hong Kong and the Manchu Government, and the latter was indebted to him in no small degree for the assistance he rendered in bringing to justice Chinese criminals who had fled from Chinese territory to Hong Kong. He was so respected by the Chinese in South China that, following the successful revolution in 1911, when Admiral Li Tsun, Commander of the Chinese Imperial Naval Detachments of Kwangtung and Kwangsi Provinces, declared his surrender to the revolutionary forces directed by Dr. Sun Yat-sen's deputy, Hu Han-min from Hong Kong, Mr. Wei Yuk was asked to act as the guarantor of good faith on both sides!\n\nIn 1894, a fierce bubonic plague broke out in Hong Kong which accounted for over 2,000 deaths mainly in the oldest Chinese section of Hong Kong, viz., Tai Ping Shan (the present Po Hing Fong). In 1896 and subsequent years the plague recurred to a greater or less degree every spring. As there was little scientific knowledge of the plague and as there was no western treatment for this, Government decided to take drastic measures including the cleansing and disinfecting of infected areas, compulsory removal of the sick and house-to-house visitation carried out generally by the military. As it was very un-Chinese to allow sick parents or relatives to be removed from their homes to die in strange hospital rooms, and as the Chinese looked upon house visitation as interference and intrusion upon their privacy and personal liberty, they adopted an attitude of passive resistance and often hid away the dead and the sick. Wei Yuk was able to do\n\nSee chapter 4, \"District Watchmen\" of Regulation of Chinese Ordinance, No. 13 of 1888.",

        "content_text": "CHINESE UNOFFICIAL MEMBERS OF COUNCILS\n\n21\n\nOn Ho Fook's retirement from the Legislative Council in 1921, he was succeeded by Chow Shou-son (later Sir Shouson Chow) who, together with Sir Robert Hotung, were often referred to as the two grand old men of Hong Kong in the 1940's and 1950's.\n\nChow was born in 1862.* In 1874, he was sent, together with 29 other Chinese boys, by the Manchu Government to the United States to pursue higher western studies. This was the third of four batches of young Chinese scholars who, through the efforts of Yung Wing, were sent to America by the Manchu Government in the years 1872 to 1875.25 Young Chow was eventually admitted to Columbia University where he remained until 1881 when the Chinese Educational Mission in the United States was disbanded and all the boys were brought back to China.\n\nWhile in North America the Chinese boys, totalling 120, were under the supervision of some ignorant and stupid Manchu officials who did not understand what the boys were learning and who were not in sympathy with their activities. These officials sent back to China reports saying that instead of concentrating on their academic studies, the boys were taking part in all sorts of barbarian games and athletic activities. Worst of all, some of the boys were going out with American girls and were being converted into Christians. A report ended by a recommendation that they must be returned to China immediately, otherwise they would lose all interest and patriotic feelings towards China. This recommendation was readily accepted and the boys were back in China in 1881. Many of the boys made good use of the knowledge they acquired and turned out later to be leading engineers, railway builders, diplomats and admirals in China.\n\nChow Shou-son was at first assigned to the Chinese Customs but later became, at various times, Manager of the China Merchant Steamship Navigation Company in Tientsin and Managing Director of the Peking-Mukden Railway. He also held appointments in the Foreign Ministry and was at one time a Chinese consul in Korea. After the founding of the Chinese Republic in 1911, he came to Hong Kong to engage in business and later became Chairman of the Boards of Directors of the Bank of East Asia, the China Entertainment and Land Development Company and the China Emporium.\n\nHis family had been settled in one of the Hong Kong villages for nearly two hundred years.         "content_text": "LORD ELGIN AND THE TAIPINGS\n\nSTEPHEN UHALLEY, Jr.*\n\nWhen Lord Elgin, Great Britain's Plenipotentiary to China and the negotiator of the abortive Treaty of Tientsin in 1858 and of the Peking Convention in 1860, in a fit of anger and frustration at the Manchu government raised the possibility of treating with the Taiping revolutionaries instead, his colleagues quickly dissuaded him from such a drastic course. But the question, having been raised, remained to what extent was Lord Elgin's threat the revelation of an alternative policy that the British might have been considering should the recalcitrant Manchus prove in the end to be hopelessly intractable? In other words, had the British been giving secret thought to negotiating a separate or alternative treaty with the Taipings at Nanking?\n\nAside from Lord Elgin's passing remark in this regard there certainly was little in the record of relations between the British and the Taipings to suggest that any such arrangement had been given serious consideration. The early diplomatic visits to Nanking in 1853 and 1854 were never followed-up by any of the Western powers.2 Despite the features of the Taiping regime that did not set well with the foreigners it had manifested a friendly attitude toward them and did continue to exist as a de facto alternative government with which they might have dealt had they been so disposed. But they were not. Instead the powers opted to deal exclusively with the Manchus, even though this required the waging of further hostilities in order to accomplish their diplomatic objectives.\n\nStill, there does remain Lord Elgin's annoyed comment. Did it possibly signify a line of action that had been hidden? Of course, this was unlikely. Yet the best way to satisfy our curiosity on this question is to examine the record of Lord Elgin's own visit through Taiping territory.         "content_text": "HONG KONG BEFORE THE BRITISH \n\n175 \n\nthe Tsing dynasty (from the 17th century until modern times) continued to be bound up with coast defence. \n\nThe Tanka were still a source of disorder during the whole of this period. Their chief centres appear to have been Tai O and Tung Ch'ung on Lantao Island. One of the differences between this period and earlier ones is that in their attacks on shipping in the Canton estuary they were helped by the Hoklo boatmen whose migration to centres in the west such as Heung Shan and Hainan Island had been under way for some centuries. \n\nThe disorders, however, should not be exaggerated just because they figure large in the official history. The Tanka and Hoklo were for the most part fishermen and those who took to piracy were probably forced to do so from distress. The peasants and traders on shore were without doubt a peaceable population as they are now, whose greatest desire was to avoid trouble and to carry on their industrious occupations. \n\nBut from the very beginning of the dynasty the coastal population was looked upon by the government with extreme suspicion. They were accused of being in sympathy with the cause of the Ming dynasty which was still being kept alive in certain centres along the coast. The Manchu government was never able to muster a good enough fleet to defeat the Ming remnants. Just as at the end of the Sung dynasty the coastal shipping had been the last refuge of the defeated dynasty, the last hope of the Ming dynasty was centred in a fleet which they based at Formosa where they were entirely independent. It occurred to the Manchus that the only way to avert the danger was to move the entire population of the China coast inland and to fortify the coast more completely. This colossal undertaking was put into practice without much organisation and without a thought of the suffering it entailed. The official reason given was the danger of pirates and the necessity of protecting the population against them, but a courageous official called Wang Lai-jên pointed out in a petition that the evacuation only increased piracy: \n\n\"I have been two years in my post\", he wrote, \"and have never heard of any piracy. It has arisen only since the evacuation. If the people are allowed to return the so-called pirates will sell their swords and buy cows.\" He added “It \n\nPage 180\n\nPage 181",

        "content_text": "90\n\nE. G. PRYOR\n\nBesides their wider trading interests, the British in Canton had established a thriving trade in opium brought from India. The Chinese government regarded this trade with considerable concern, on the grounds that it was harmful to human welfare and also a serious drain on the country's finances. Early attempts by the Chinese government to stop the opium trade failed but in 1839 a Special Imperial Commissioner was appointed who forced the British traders in Canton to relinquish their supplies of the narcotic. The British Superintendent of Trade, Captain Elliot, consequently withdrew the English merchants to Macau and later transferred them onto ships anchored in Hong Kong harbour; subsequent events led to open hostilities between Chinese and British forces.\n\nIt was decided by Lord Palmerston, the British Foreign Secretary, that a satisfactory settlement of the dispute would require either a commercial treaty with adequate guarantees to protect the interests of British merchants or the cession of one or more off-shore islands from which the traders could operate without restriction. A British expedition was despatched to China in 1840 to back up these demands and in January 1841 negotiations were held in Canton between Captain Elliot and Keshen, a Manchu Commissioner, whereby it was agreed by the Convention of Chuenpi that Hong Kong Island was to be ceded to the British (Figure 1).* A British naval force took possession of the island on 26th January 1841,\n\nThe Chuenpi terms were accepted by neither side. Elliot was replaced by Sir Henry Pottinger and hostilities were renewed. The war was concluded by the Treaty of Nanking on 29th August 1842 by which the island of Hong Kong was ceded in perpetuity to the Crown and four additional ports besides Canton were opened to British traders. The island was formally declared a British Colony on 26th June 1843 and Sir Henry Pottinger was appointed the first Governor. Hong Kong was declared a free port and by the Supplementary Treaty of the Bogue the Chinese were given free access to the island for trading purposes.\n\nThe Housing Problem Takes Root: 1841-1881\n\nAlmost from the day Captain Elliot raised the British flag on the northern shores of Hong Kong Island, a steady stream of artisans and labourers made their way to the Colony from the southern provinces.\n\n*Figures 1-8 will be found at the rear of the text.",

It was built for Tang Ng Shaang (£) (see H.K.N. VII, p. 36).\n\nI Tai Shue Yuen (**) is the new school building built instead of the Man Ch'eung Kok (M) (see H.K.N. VII, p. 256) and is situated in Shui T'au village.\n\nChau Wong Yee Kung Ts'z (M), (=214) (plate 20) is a hall that was built to record the merit of Viceroy Châu Yau Tak (♬) and Governor Wong Loi Yam (*). After the Ming emperors were expelled from China, an officer of the Ming army named Cheng Shing Kung (4) attacked the coast of South China, using Formosa as his base. All the people in sympathy with the Ming dynasty, along the coast helped him, so as the Manchu government had no navy to send against him, an order was made that all the inhabitants of the coast were to be moved inland for 50 Chinese miles. Later they were moved again for another 30 miles and for seven years, A.D. 1661-1668, the New Territories were deserted. The fields were unattended and allowed to lie fallow, and the buildings fell into disrepair. At the end of that time the people made representations to the Governor and Viceroy, and it was through the mediation of these two men, with the Emperor that the people were allowed to go back to their own land. The full account of this story is very long, but it is hoped to devote an article to it later on.\n\nI have to thank Mr. Tang Paak K'au (1) and Mr. Tang Wai T'ong (**), both elders of Kam T'in, for their co-operation and help in obtaining access to the numerous documents that it has been necessary to consult before this series of articles could be attempted. Also Mr. Tang Ch'ong Yip (##) a teacher in Kam T'in, who gave invaluable assistance in searching out references, copying out paragraphs from books in the possession of various villagers, and deciphering inscriptions from stone tablets. However, due to the expansion of the military power of the Manchus, the central activity of this Association from 1640, turns into the intellectuals' Anti-Manchu Movement.41 The fact that Hsiao Yün-ts'ung has been a member of the Reconquering Association can certainly help us to understand more about his life and personality. Although we know nothing about Hsiao's Anti-Manchu activity, a description of him as, “taking up the life of a hermit, he devoted himself to poetry, essay-writing, scholarship, and painting” (p. 177) is at least not the entire picture of Hsiao Yün-ts'ung's life. He must have been patriotic and full of the spirit of justice at one time. More likely it was only because of the triumph of the Manchus that he was forced to live as a recluse for his last 30 years. Professor Li has tended to ignore this key point in Hsiao Yün-ts'ung's life.\n\nTo conclude, in the 20th Century, in the 60 years since Stephen W. Bushell (1844-1908) published his classic Chinese Art42, due to the stimulation given by the opening of museums, the growth of private collections and a developed new interest in studying things oriental, a good number of histories of Chinese art have been written by scholars of different nationalities. None of them, however, has attempted a Chinese art history based on a single private collection,43 like Thousand Peaks and Myriad Ravines. This appears to be the first book of this kind, and despite those problems that the reviewer has already pointed out, and some other minor disputable points44, it is not inappropriate to call this book the first such publication. It is one, too, that is associated with a unique and earlier feature of writing Chinese art history, the introduction.\n\nThe reviewer suggests that as a Research Curator of the Nelson Gallery and Atkins Museum in Kansas, with its far better known collection, Professor Li should publish another such history of Chinese art, or history of Chinese painting, based on that renowned assemblage.\n\nUniversity of Hong Kong, 1976\n\nFOOTNOTES\n\nCHUANG SHEN\n\n1 For instance, the well-known collection of Mr. K. Locally raised, armed, and trained, most Chinese troops had little sense of national identification.44 The great majority of Chinese soldiers remained illiterate and uninformed.\n\nNot surprisingly, the Chinese military contributed little bureaucratic talent to the civil sector. In fact, the Manchus actively discouraged this tendency. With few notable exceptions (e.g., Liu Ming-ch'uan), the Ch'ing government avoided the appointment of military men to high posts in the bureaucracy. Throughout the nineteenth century, the virtually unchanged civil service examination system remained the accepted channel of bureaucratic mobility. Only after the Sino-Japanese War did this begin to change.45\n\nThe Ch'ing military did nothing to promote social change. Indeed, it tended to reflect the least modern aspects of Chinese society. Even in the new-style armies of Li Hung-chang and others, personal ties of blood, friendship, or local affinity often counted for more than expertise, thus helping to militate against the introduction of new ideas and influences.46\n\nThere is no evidence to suggest that the Chinese military contributed significantly to urbanization or to the cultural transformation of Chinese soldiers. Although some troops received exposure to limited Western influences through contact with foreign instructors or temporary residence in treaty port areas, the lifestyle of most Chinese soldiers changed imperceptively. Manchu troops remained isolated in Banner garrisons, and Chinese troops continued to wear Chinese uniforms and the Manchu-imposed queue. Ch'ing military forces ate Chinese food, lived in Chinese housing, and often even reverted to Chinese-style weapons.47 The existence of widespread corruption and opium smoking, coupled with the lack of modern medical and other facilities, neither improved the living conditions of the average Chinese soldier nor altered his expectations.48\n\nThe disastrous effects of the Sino-Japanese War on China are too well-known to require elaboration.49 Ironically, however, Japan contributed substantially to China's military modernization and political transformation in the post-war era, providing large numbers of advisers and instructors, as well as a variety of educational opportunities for Chinese students in Japan.50 Mutatis mutandis, we may say that Japan in late nineteenth century China",

It would not be the last time Japan would play the part in China.\n\nViewed from the perspective of military modernization in China and Japan, two factors seem crucial to Meiji Japan's domestic and international success: (1) A sustained sense of crisis, sufficient to justify fundamental institutional change; and (2) strong central government leadership and support in implementing reform, together with the systematic use of foreign assistance. Paul Cohen is obviously correct in pointing out that pre-Meiji Japan enjoyed a number of distinct advantages in responding quickly and creatively to the Western \"impact.\"51 But we may question whether without the self-conscious and concerted modernizing policies of the Meiji central government Japan could have achieved \"wealth and power\" so quickly, even with these advantages. An examination of military change in Japan during the period 1853-1868 indicates, for example, that Bakumatsu military reform efforts were in fact no more effective than those of the T'ung-chih era.52\n\nIn China, the Manchus refused to sponsor basic institutional change, fearful of upsetting the system of military checks and balances that had preserved their rule in China for over two hundred years. More concerned with the maintenance of internal control than with the problem of external defense, the Manchus had little incentive to go beyond the limited military changes that had enabled them to suppress the major rebellions of the 1860's and 70's. It was not until 1907 that the throne took the first concrete steps to dismantle the costly, cumbersome and worthless Manchu Banner system-steps that even then were soon retraced.53\n\nIt should be noted that Manchu rule was less significant in other areas of Chinese life, notably the economy.         "content_text": "20 \n\nRICHARD J. SMITH \n\ntingents such as the Ever-Victorious Army (Ch'ang-sheng chün) brought Western drill and tactics to literally thousands of Chinese soldiers. Officers from these forces not only instructed their own men, but also trained large numbers of troops for Chinese officials, most notably Li Hung-chang.23 At about the same time, foreign-training programs arose in several port areas, including Tientsin, Shanghai, Ningpo, Foochow and Canton. A number of Green Standard forces at the capital (and eventually elsewhere) were transformed into Western-armed \"retrained armies\" (lien-chün) on the yung-ying model, and several thousand Bannermen were molded into the famous Peking Field Force (Shen-chi ying), established by Wen-hsiang and others.24 \n\nThe Peking Field Force was an especially interesting experiment. Until the late 1860's, selected members of the force were drilled by foreign instructors using English words of command but thereafter, Western-trained Bannermen carried on instruction independently in Manchu. Nominally 20,000 strong throughout most of the late nineteenth century, the Peking Field Force usually numbered closer to half that amount. According to Major A. E. J. Cavendish, a British military attaché in China, the force as late as 1894 was considered to be an elite organization with \"higher pay and quicker promotion\" than in any other Banner units at the capital. Officers in the force were described as \"the pick of the Banners,\" and posts in it were \"eagerly sought after.\" Yet Cavendish formed a decidedly negative opinion of the force, which he described as poorly armed and superficially trained, with emphasis on form rather than content. One can imagine the shape of the rest of the traditional Ch'ing military establishment.25 \n\nA major deficiency in all of the early foreign-training efforts was lack of centralized direction and support. In the absence of adequate central government guidelines, drill procedures, arms, and even the language of instruction varied widely from force to force and area to area. There was virtually no effort on the part of the Ch'ing government to co-ordinate its military programs, or to expand foreign-training in a systematic way.26 In fact, the Manchus seem to have been intent on compartmentalizing Western military knowledge as much as possible—presumably for reasons of internal control. In 1863, for example, the Tsungli Yamen stated explicitly that in the provinces only Bannermen should learn to make",

        "content_text": "MILITARY EDUCATION IN CHINA, 1842-1895\n\n33\n\nThe major stumbling block to more pervasive reform was simply the lack of sufficient central government incentive to change, and above all, a fear of upsetting vested interests at all levels of the military. Li Hung-chang himself had such fears, but they might easily have been overcome had the throne given wholehearted support to military reform through financial assistance and other forms of official encouragement, including adequate institutional rewards for the acquisition of new military skills.122 It is true, of course, that state revenues were extremely meager, and that Peking's fears over the threat of foreign interference in Chinese military affairs were not wholly unwarranted.123 But it is also evident that the Manchus, as alien rulers, had no desire to establish a systematic, centralized program of modern military education in China-particularly when it became apparent that Western arms and training could not be confined to the traditional Banner and Green Standard forces.\n\nIronically, had the Manchus undertaken meaningful, centralized reform during the late 1860's and early 1870's, when anti-Manchu sentiment was no longer a political problem and imperialist pressure was minimal, the dynasty might have been able to build a Meiji-style system of military education and dispense with foreign instructors by the early-1890's, as did Japan.124 Instead, the Ch'ing government by stages alienated patriotic Chinese and disappointed the foreign powers by its failure to build a modern, Western-style military force capable of doing more than simply keeping a lid on internal rebellion. Most ironic of all, in seeking foreign talent after the Sino-Japanese War, the Chinese turned to the one-time \"dwarf bandits\" of Japan, who now began training large numbers of Chinese soldiers in modern military methods both at home and abroad. These armies were destroyed along with the rest of the Taiping army, and in the aftermath, the Qing court issued an order forbidding the performance of Guangdong opera and had the actors' Qiong Hua (hortensia flower) Association Hall (1446) in Fushan burned to the ground.\n\nA gilt wood carved altar in the Ancestral Temple in Fushan, and a Shiwan frieze depicting the story of the Yang Family Generals, preserve in their carvings the significance of these events and their broader implications for a community not under the domination of a foreign Manchu government, but also besieged with Caucasian foreigners pressing for trade and territorial rights.\n\nThe Qing dynasty gilt wood altar carving has double meaning. The carving depicts the story of Tang dynasty Li Yuanba fighting the dragon colt (*£#£#6). On a second level however, the horse represents the unruly foreigners, and Li Yuanba, having the same surname, represents Li Wenmao. Verifying this are two hidden plaques hung above the scene which can only be seen from a crouching position. One reads \"Great Ming Mountains and Rivers\" (11) and the other \"Qiong Hua Hall\" (44), with the middle character Hua (4) substituted as disguise for the similar sounding Hua (*) of the Hortensia Flower (Qiong Hua) Association. Furthermore, according to Mr. Zhang Tao (**), curator of the Ancestral Temple, the characters on these two wood plaques were originally covered with extra slabs of wood and were only discovered while renovation was being done to the temple between 1971 and 1972. The race of the Chinese is at present more homogeneous than it is diverse; on the whole the people live everywhere on the same economic level, that of agriculture; and they have a fairly common spoken language in Mandarin, and one single written language. In all these respects Europe differs from China on the side of diversity: Europe is composed of a series of cultures which are only slowly amalgamating. Lastly, the Chinese have a common spiritual and intellectual heritage. This point is probably the most important of all, and corresponds to the common heritage which Europe enjoys, on the spiritual side from Christianity, and on the intellectual side from Greece and Rome. These considerations, while not entirely justifying the sort of generalization undertaken here, do render it more valid.\n\nThere remains to be mentioned the scope of this work and the plan adopted. What the writer has done has been necessarily modest indeed. There are in this study no original facts before unpublished; but very nearly everything of value available in English, and to a lesser extent in French, has been assembled. The writer's contribution has been the assembling of this material, and the attempt both to interpret it, and to draw conclusions therefrom.\n\nThe main attempt has been to give the picture of village government in China as it was at the end of the Manchu (Ch'ing) dynasty. At that time traditional village life was well crystallized and still quite stable, foreign influences and the disruption of the dynasty having little if at all affected the institution. Certain cultural and psychological phenomena which have contributed to the establishment and maintenance of village polity have been pointed out; at the same time certain concomitant phenomena arising from village government have been stressed.\n\nThe first four chapters of the study deal with this crystallized and stabilized form of customary government. As with the ancestral halls, described above, the village temple usually owns some farm land which is rented out at a profit. Village markets, held in the temple courtyard, form a source of revenue, since all outsiders must rent stalls. Revenue comes into the temple also from small contributions of the superstitious folk, who visit it to seek some benefit from the presiding deity. Much of the village budget is made up, however, of self-imposed taxes (Hui Ch'ien), and voluntary contributions solicited from the wealthy members, usually for some specific civic betterment. In theory, under the Manchu dynasty, certain sums were supposed to be returned to the village from their general government taxes for the purposes of education, as set down in the Ta Ch'ing Hui Tien (...), but these seldom, if ever, did find their way back.\n\nAn annual festival in honor of the patron of the temple is the chief social event in most villages in China. The responsibility for the management of this normally falls upon the temple council. Theatricals, side shows, and feasting mark these occasions. The religious side of the carnival has largely disappeared; usually, it is merely a grand social period, a time of relaxation and merry-making for young and old. Interrupting the normally dull routine of village life, it is of some psychological importance as a social safety valve.\n\nThe duty of properly policing the village is also the charge of the temple council (when it is not handled by the Ti-pao). Every household is expected to supply a man for a certain number of nights a year, but more usually, a contribution of money is given to pay for the service by regularly employed individuals. Civic duties such as lighting dangerous corners and repairing walls, roads, canals, and boat landings, when these are ever done, are the responsibility of the village temple. The main task in this connection may be the solicitation of funds from door to door.\n\nSuch charitable duties as supplying free medicine, burial, food, and clothing, when not taken care of by the clan, are the concern of the temple council, as is the supplying of educational facilities when these are lacking.\n\nIn short, all financial and administrative matters which concern the village as a whole, rather than any individual group, are handled by the village temple. Williams believes that this system of mutual and integrated responsibility does tend to check serious offenses, but he adds that if a general sentiment opposes a government regulation the probability is that neighbors would shield rather than expose one another.1\n\nIV\n\nThere are two sides to the relations between the village and the government. The relations of the government toward the village have been discussed; what of the attitude of the village toward the government? The characteristic attitude is one of avoidance. It is hard to say what has been responsible for this vigorous shunning of any actual contact with the central government. The phenomenon may have arisen only during the corrupt last century of the Manchu dynasty, and notice of this by Westerners may be the only basis of the opinion. For the general impression one receives of the Chinese government throughout its history is certainly not of tyranny and ruthless oppression, even if the economic history of the people shows their condition frequently to have been wretched. It is true that rebellions were common and often started among the people themselves, but this cannot be considered as the normal relationship between the two.\n\nThe immediate causes for the avoidance of government by the people during the Ch'ing dynasty (which is the only period we can safely discuss) may have been the generally corrupt nature of the Hsien government. Whether the magistrate were good or evil did not necessarily affect the government which the people felt. Their relations were almost entirely with a group of professional underlings, \"rats under the altar\", as they are called, who were fixed to the Yamen irrespective of the triannual change of magistrate. The most encouraging aspect of China's situation is that the people are already schooled in a limited form of self-government, a form that has managed exceedingly well to handle the problems of administration, finance, law and morality within its limited sphere. With this system as a foundation the moulding of nation-wide democracy is not outside the realm of possibility.\n\nSUMMARY AND CONCLUSIONS\n\nThe main attempt in this essay has been to give a descriptive picture of village government as it was in China at the end of the Manchu dynasty when the institution was in a stabilized form. But since all social institutions in China are rooted in the family system, and since village government is based upon clan government, these two institutions have been considered first.\n\nThe distinctive feature of familism in China is its cohesiveness. The energy of all the members of the family is united for the common good; while the family will back an individual to the limit. There is, moreover, a unity of the family through time, since it endures for generation after generation; just as it has a single identity in space, the family remaining a unit no matter how far scattered the individual members may be. This family cohesiveness has been of value in a self-contained society, but at present the inherent evils in the situation are making the family the subject of a disruptive attack by the Western or modern educated leaders.\n\nThe theory of mutual responsibility, an outcome of the unity of the family, makes the group as a whole and each individual directly responsible for the activities of every member. In customary practice mutual responsibility is not limited to the family alone, but extends in some degree to groups of neighbors or to whole villages. For this reason any breaches of custom which may bring other individuals into difficulties are vigorously censured by the whole group, and especially by the leaders.\n\nIn the organization of the family the position of Chia-chang, usually held by the father, is important to this study because the Chia-chang is the prototype of the village elder. This circumstance seems to be based upon at least two cultural factors: the idea that government is only for the lawless, and secondly, Taoism, which teaches the unimportance of any government at all. Occasions arise, however, when the villages are compelled in the defense of their rights to revolt against the government of the magistrate. This direct action is very effective as it is liable to cause the official to lose his position.\n\nThe National Government is attempting at present to introduce profound changes in the government of rural areas, changes which if put into practice should give the villager much more power than he now enjoys in controlling his own political destiny and the affairs of the state. At present, however, very little seems to have been accomplished along this line.\n\nThe greatest hope in the new situation is the emphasis which responsible groups and individuals are putting upon the education of the rural masses both in letters and in the duties of citizenship. With the basis of the “village republics\" to build upon, and with an educated population, it is not impossible that a democratized state with a representative government may some day evolve.\n\nThe evolutionary development of village government has been an extremely slow process. On the whole, it seems to have differed from movements for self-government in the West in that it has not been marked by concentrated efforts on the part of the people themselves for this end directly. The succeeding gains seem more to have been the result of official government action in the form of altered legislation. These reforms have been made, in the main, because the government understood the fundamental connection between a prosperous and contented people and a strong state. Changing conditions brought about by the development of civilization or the forces of nature have necessitated modified legislation to meet them.\n\nAt the same time, the people have themselves slowly evolved the customary practices by which they governed themselves—the practices of the family, the clan, and finally the situation of the multiple clan village. SUN YAT-SEN'S\n\nADDRESS TO LI HUNG-CHANG\n\nNG LUN NGAI-HA*\n\n2\n\nOf the many studies on Dr. Sun Yat-sen's ideas and works, his letter presented to Li Hung-chang has received relatively less attention.* There were in the past, doubts as to whether the letter was written by Sun himself, as he made no mention of it in his autobiography and the presentation was an appeal to a Ch'ing high official for reform, which might appear to some as inconceivable. Yet, studies from contemporary sources such as the works of Feng Tzu-yu and Ch'en Shao-pei3 confirm that in February 1894 Sun did leave Canton for Tientsin to present a letter to Li Hung-chang, then governor-general of Chihli and one of China's most influential exponents of modernization. In fact, in the pamphlet written by Sun himself after the kidnap incident in 1896, he mentioned twice his attempt to petition the Ch'ing Government for reform. The letter has now been generally accepted as one of the earliest documents we have by Sun himself, showing that while his anti-Manchu sentiments and revolutionary tendencies had germinated in the 1880's, he nonetheless shared some of the notions of the reformists of the time. In view of the fact that during these early years in the formation of his political ideas, Sun had stayed in Hong Kong, where he received much of his formal education, it is worth finding out how much of Sun's proposal in the presentation to Li was nurtured by what he had seen and experienced here.\n\nAt the opening of the presentation, Sun described his educational background so as to claim knowledge which he considered was essential for the modernization and strengthening of China,\n\n\"I have obtained a British medical degree from Hong Kong. As a young man, I had been educated abroad and acquired general knowledge of Western languages, literature, politics, customs, mathematics, geography, physics and chemistry. I paid, however, special attention to their (Western) ways of\n\n* Dr Ng lectures on Hong Kong history at the Chinese University of Hong Kong.",

        "content_text": "280\n\nNOTES AND QUERIES\n\npotential dangers to the colony argued the need for a governor with an intimate knowledge of the territory and the reputation of being a strong disciplinarian.\n\nThe situation to which May returned was very different from that which he had left seventeen months previously. The early part of the year 1911 was fairly peaceful2 in spite of the abortive uprising in Canton in April and the assassination of the Manchu general there in August. But the outbreak of the revolution in central China in October soon spread to Canton and the Manchu governor was forced to flee to Hong Kong in early November. These successes were wildly celebrated by the Hong Kong population with demonstrations and firecrackers. But rejoicing soon gave way to hooliganism and violence as the feeling grew that the overthrow of the foreign Manchu government in China ought soon to be followed by the ousting of the British from Hong Kong. Shops were looted in broad daylight, the police were stoned, Europeans were threatened and attacked on the streets, bomb-making factories were discovered, and laws were openly defied. When police made arrests they were liable to be attacked by mobs attempting to release the prisoner. There was a rush by Europeans to buy firearms for self-defence.3\n\nLugard took strong measures to deal with this situation. There were daily route marches through the streets of the city by soldiers with fixed bayonets. On 30th November emergency powers under the Peace Preservation Ordinance were invoked by proclamation, giving the police wide powers to disperse crowds, enter houses and make arrests, and the same day an amending bill was rushed through the Legislative Council in one meeting to give magistrates the power to impose the penalty of up to 24 lashes with a cat o' nine tails for a wide range of offences, in addition to any other penalty prescribed by law. In the three months from December 1911 to February 1912 fifty-one prisoners were flogged with the cat o' nine tails for such offences as theft, assaults on the police and resisting arrest. At the same time the garrison was reinforced with two battalions of infantry and a battery of artillery sent from India,\n\nThese strong measures had their effect and before Lugard departed in March 1912 he felt sufficiently confident that the",

        "content_text": "125\n\nBetween 1917 and 1923, membership doubled owing mainly to acceptance of the Protestant faith among the Miao tribesmen (La-Tourette, 1929).\n\nIn addition to attracting businessmen, diplomats and missionaries, the unknown interior also coaxed several academics to make pilgrimages to the \"Shore of Pearls\". The most important of these for the natural sciences was undertaken by F.A. McClure, an American botanist teaching at Lingnan Agricultural College, who was commissioned to explore the land resources of Hainan, and if possible, conquer the summit of the rugged Five Finger Range: a feat which had eluded earlier European attempts (McClure, 1922). His first assault on the summit failed, but on April 20, 1922, his second push brought him through the dense undergrowth to the ceiling of the island (McClure, 1922). The important discoveries he made on these and subsequent expeditions to Hainan (1927, 1928, 1929, 1932) form the basis of a great collection of rare plants housed in Guangzhou (Fenzel, 1933), the New York Botanical Gardens, and for some specimens, the Arnold Arboretum at Harvard University (Merrill and Medcalf, 1937).\n\nA zoological expedition, led by Clifford Pope of the American Museum of Natural History, went to Hainan in 1922 (Pope, 1924), while in 1928 the French missionary and ethnographer, M. Savina, studied in detail the language of the Li clans for the first time (Savina, 1929). The German, Gottlieb Fenzel, who journeyed through the interior in 1929 made a significant contribution to the geology and geography of Hainan (Fenzel, 1933), and his fellow countryman, H. Stubel, provided further information on the ethnology of Hainan's aboriginals from his visits in 1931 and 1932 (Stubel and Li, 1933; Stubel and Meriggi, 1937). Chinese officials, both those under Allied control as well as those elsewhere in the province, and the allied commissioners worked to outlaw illegal coolie traffic even as they moved to put into place a more regular system of contract labour.\n\nBoth Huang Tsung-han, the Governor-General, and Po-Kuei issued proclamations condemning the kidnapping while suggesting that a more regular method of recruitment, devoid of coercion, might be allowed. Po-Kuei even offered a reward for the capture of any kidnappers. As for the allied commanders, their own proclamation was issued on 7th April. Again they made it clear that while regular recruitment would be allowed, they would suppress the illegal trade with all the power at their command.\n\nThat summer and autumn plans were made to reorganise the system of recruitment. The new procedures included an elaborate system of recruitment, an interviewing process designed to ensure that everyone involved completely understood the terms of the bilingual contracts and was entirely willing. Altruism aside, the allied occupation forces had to deal with the kidnapping immediately or face a crisis which would have made the summer of 1858 look mild in comparison. It was one thing for the city residents to accept European occupation in place of the rather distant and at times unpopular Manchu control and quite another to have submitted to the authority of a government unwilling to suppress the kidnapping of their children and family members.\n\nNevertheless, the world labour situation did require cheap labour, and hence the necessity of searching for a means of satisfying both the local Chinese as well as the foreign coolie markets. It would be many months, however, before a full system was in place which met both obligations.\n\nRegularising the coolie trade\n\nIf it was obvious that the occupation simply could not continue while the locals were continuously outraged by the kidnappings of their relatives, it was no less clear that honest recruitment of labourers for work overseas was to be an important responsibility of the allied government.         "content_text": "318\n\nThe origins of the Grand Council, which served as the highest executive body under the Emperor in the Qing government from the first quarter of the eighteenth century, are clarified for the first time. It was not created one day through act of parliament. Nor was it the accidental survivor of a military planning group as its Chinese name might suggest. Bartlett shows the transformation from direct imperial personal rule (Yongzheng's ad hoc arrangements of the Military Finance Section, the High Officials in Charge of Military Strategy, and the palace memorial system) to joint monarchical conciliar administration (Qianlong's regularization of the Grand Council). The development of an inner court to offset the rigidity and limitations of the outer court is traced, and we are shown how the Qianlong Emperor adapted to the increasingly complex demands of ruling China. The Kangxi Emperor (r. 1662-1722) was brilliant, but could rely on raw Manchu force to rule; Yongzheng and Qianlong had to use more \"Confucian\" means, at the same time surviving the factionalism of the imperial family.\n\nBartlett has not simply used the Qing archives to sketch political events, or to mark the stages of development of the Grand Council. She has used provenance to enlighten us on process, and has gained an understanding of the whole range of communication that passed between Emperor, grand councillors and provincial officials. This system has been researched before, but no one has gone into such detail on the forms of communication and the act of decision making. The grand councillors knew that control of information flow led to control of decisions. As the palace memorial system expanded from a secret, personal channel between the Emperor and a few officials to a broader, prioritized but more impersonal avenue, the councillors and their clerks injected themselves into the process. Before long they perused memorials, drafted summaries and proposed imperial replies (see, for example, pp 98-101).\n\nThe tension between Emperor and officials, and among officials, was conceptualized by Joseph Levenson in his trilogy Confucian China and its Modern Fate. Bartlett brings Levenson's provocative concept down to earth, and shows the conflict and cooperation between emperor and councillor, and inner and outer court officials. He described the order of the Pa-Tu-La (to give it its Chinese title) as 'similar to the Legion of Honour or the Victoria Cross, awarded on the strength of a recommendation of the highest provincial official for distinguished services.' He also claimed that although he had been recommended for it several times between 1868 to 1873 he had only received it in 1873 together with the rank of Brigadier-General.\n\nAccording to Mayers in his book 'The Chinese Government':\n\nPa-l'u-lu The Batʼuru distinction. The Military distinction called in Chinese Pa-t'u-lu (a representation of the Manchu word bat'uru, signifying ‘brave') is an institution dating from the early years of the present dynasty, and is conferred solely for active service in the field. It constitutes an order of merit partaking of some of the characteristics of the French Legion d'honneur, but its special feature of difference from European order consists of the fact that it has no outward mark of decoration to be worn by its possessor, in the place of which there can only be reckoned the distinguishing word (or title) which is assigned to each recipient on the bestowal of the order. These specific titles may be either Manchu, Mongolian or Chinese, the Manchu being considered the most honourable. Under this system an officer upon whom the distinction is conferred, might receive the designation Ti Yung Pa-t'u-lu, or 'Bat'uru with the title Magnanimous Brave', and so forth. The title carries with it the right to wear the peacock feather, although it seldom happens at the present day that the peacock feather, lavishly awarded as this decoration has been of late years, is not obtained previously to the bestowal of the batʼuru; and the allowances of the bearer, when employed on active service, are considerably enhanced in virtue of his possession of the title. The Bat'uru has been conferred upon at least one European, Mr W Mesny, a native of Jersey, for services rendered in the province of Kueichou.\n\nMesny commented in his Miscellany in 1896 that on several occasions during the early years of the Kueichou campaign he had been recommended to the Emperor for the bestowal of military rank and his",

He stated in his Miscellanies that he had once possessed a very fine sedan-chair presented to him in Szechuan, with a magnetic compass let into the hand rest or bar which is placed across the chair in front of the rider to rest his hands on.\n\nImperial officials, and their principal wives, wore large embroidered square badges tacked across their surcoat's chest and back, which in addition to their hat buttons, denoted their rank. These were worn by all nine grades of civil officials and, according to Garret, by military officers of the Manchu army stationed in provincial garrisons and in Manchu quarters in large cities. This might explain why Mesny failed to mention squares, apart from five paragraphs describing them and their use, and a remark in passing that a Major-General, 2nd Class of the 2nd Degree would have a 'lion' breast badge. When he visited Amoy in 1879 he was reported in the local foreign press having worn western clothes but with the red button of mandarin rank on top of his foreign cap. As he never spelled out that he ever wore the badge and button commensurate with his military rank we shall probably never know whether he ever did wear such a badge.\n\nHe possessed a Chinese passport consisting of a large single sheet of printed white paper, usually endorsed with certain conditions but in Mesny's case it entitled him to protection in all provinces and beyond the Great Wall, unlimited as to a period of time. He was, he added, never asked for it. It called on all county officials to afford the traveller due protection, safe guidance and reasonable information. He also had at various times official Circular Dispatches [ch'uan-p'ai]. These, he explained, were issued to officials travelling on government service entitling them to named supplies of food, fodder, carts, chairs, pack mules, saddle horses, coolies and accommodation in official inns along the whole line of march.\n\nHe had an official seal when he was the General Superintendent of Foreign Ordnance for the whole of Kueichou province, an appointment he obtained during the Winter of 1875 and held until March of 1877. He explained that he observed all the due formalities of putting away his seal during the New Year annual rites and ceremonies. The seal, he claimed, bore his rank as Lieutenant-General, and Knight Ying of the Order of Pa-t'u-lu.         "content_text": "33\n\nbefore Mesny reached Hami,\n\nDuring the Franco-China War of 1883 when Tso was Governor-General of the southern provinces of Fukien and Chekiang, which included Formosa [Taiwan] where the French did much of their fighting, Mesny was invited by Tso's private secretary in Foochou to come to that city to see Tso with a view to undertaking some of the 'progressive' works he, Mesny, had recommended years beforehand, including telegraphs, railways and mining. Mesny was involved at the time transacting some business in Shanghai for Viceroy Chang Chih-tung and replied that he would call at Foochou on his return from Canton. Viceroy Tso, however, died before Mesny arrived in Foochou.\n\nMesny appears to have revelled in including short tabloid-style titbits usually revealing some appalling or unspeakable act by a Chinese official. One such was the tale of the Manchu bannerman who became such an intolerable nuisance as a Chinese government spy at the British Legation in Peking, where he had been employed as a teacher for many years, that he was expelled from his job. Mesny added that as a reward for the efficient secret services he had rendered his government he was given the rank of Expectant prefect of Kueichou, in about 1874, where he did much mischief and was then transferred to Kuangtung where he remained as an ‘incorrigible anti-foreign mischief maker under the protection of the notorious anti-foreign Tatar, General Chang-shun.'\n\nMesny went into a little detail on the subject he called \"Traitors in Camp' [Nei-ying or li-ying]. These he noted were greatly depended upon in all official (and most other) undertakings. He supposed that there was not a Yamen or office in which there was not some individual paid by a rival to disclose the affairs of that place. Writing in 1905 he accused some of the anti-Christian Chinese of sowing discord amongst Christian missionaries. He joined the Customs in 1887 and after an involved plot was arrested for smuggling arms into China with the intention of providing foreign weapons for the Ko-lao Hui, a secret society whose aim was to overthrow the Imperial government.\n\nMassagorra, W\n\nFormerly Royal Navy and subsequently mate on one of the large lorchas plying the Yangtze: he, with Lovatt, taught Mesny gunnery.\n\nMayers, W F\n\nChinese Secretary at the British Legation in Peking in the mid-1870s. From 1918, she was employed by the government, when she became Acting Medical Officer of Health, being appointed Assistant Medical Officer in Charge of Native Hospitals in 1923.* On her untimely death in 1928, she was lauded for her work amongst poor Chinese women over nearly twenty-five years.\n\n84\n\nShe must have been a woman of strong personality to persist and achieve difficult goals in the alien environment of Hong Kong. Dr. Sibree's interaction with others was moulded by her personality, partly formed by her experience of gender, class, and patriarchy, in a Christian family environment. She reacted in a 'feminine' non-confrontational way, according with social expectations.* Had she behaved in a 'masculine' mode, she would have been no more likely to achieve her goals. Thus, she was in a 'no-win' situation. Breaking away from the LMS in Hong Kong, which perhaps reproduced family relationships, may have been necessary for her autonomy. Dr. Perkins' experience was different, but the circumstances cannot be equated. First, given the delay in her appointment, and Dr. Gibson's overwork, her presence was welcome and doubtless upset would be avoided, by either Dr. Gibson or the District Committee; secondly, the service was well set up and not pioneering, as in Dr. Sibree's case; thirdly, Dr. Gibson went on leave in 1912; and fourthly, she developed a romantic attachment with the widower* locum, Dr. Mitchell, resulting in their marriage in 1913.\n\nThe barriers facing Dr. Sibree in the early years resulted not only from the relationship with Dr. Gibson and the perceived lack of support from the LMS Hong Kong. It is probable that the barriers to work with Chinese women, and to access to work with women at the Tung Wah were entrenched cultural barriers. China had been through waves of anti-European feeling and, both in Hong Kong and in China itself, there was minimal contact between Chinese and European women.7 Chinese women of the upper classes lived behind 'a bamboo screen', unlike their menfolk who learned English and engaged in commerce with the foreigners. These barriers broke down to some extent in the changed political and value climate of the years after the Manchu overthrow. The foreigners then got over the wall and burnt the Manchu quarter, the Assistant Tatar-General and the acting Sub-Prefect losing their lives, and the taotai escaping to Kashing. The Magistrate Wei Feng-chia led a body of militia to oppose the British advance on the town and was killed, and whilst Heng Hsing, the Chinese Force commander at Hangchou was cashiered, the Chinese commander at Chapu, Chang Hsi, escaped death and capture but was later, posthumously, accused of having run away. The official toll of Chinese casualties including civilian casualties was said to exceed 1300. This figure includes more than 400 officers and men from the Green Standard force and 280 Manchu Bannermen.\n\nWhen I-li-pu \"arrived at Chapu, the English demands, so the Chinese version continues, were so extravagant that nothing definite could be arrived at; and, when the Governor requested the Emperor's sanction to the restoration of the score or two of white and black barbarian prisoners, the foreign ships had left Chapu. The prisoners were then sent to Chen-hai, and it was suggested that bygones should be bygones; but the English would not listen any more.\n\nThe idea of an attack on Hangchou itself by the British forces was now abandoned and attention was directed to the important trade centre of Shanghai. The British, having destroyed the Chinese arsenal, guns and all Chinese government stores in Chapu, released all their prisoners of war cash with a small present, and then on the 28th May embarked for the Yangtze and Woosung, the town at the mouth of the river leading to Shanghai. The transports took fifteen days to cover the hundred miles to Woosung which was bombarded and captured by naval forces. The war ended two months later before the walls of Nanking,\n\nThe 18th Royal Irish was disbanded in 1922 and amongst its many battle honours was 'China 1840-42'.         "content_text": "The terms of the Order-in-Council were echoed and further implemented in the New Territories (Exemption from Laws) Ordinance, 1899 (No 6 of 1899). The position, therefore, as regards proceedings other than land cases is that such of the laws of England as existed when the Colony obtained a local legislature, that is to say, on 5th April 1843 are the governing laws subject to two provisions,\n\nFirstly \"except so far as the said laws are inapplicable to the local circumstances of the Colony or its inhabitants;” Secondly \"and except so far as they have been modified by laws passed by the said legislative.”\n\nThe first provision has always been construed to let in Chinese customary law when a necessity arises of preventing injustice or oppression. The passages already quoted from the Secretary of State's despatch and from the Governor's proclamation bear out that construction in regard to the application of section 5 of the Supreme Court Ordinance to the New Territories.\n\nAs to the date for the recognition of customary law to be applied in such cases, opinions differ. One opinion is to be found appended to the Report of the Committee appointed in 1948. The choice there offered is between custom existing in 1841, when Captain Elliot took over Hongkong, that existing in 1898, when the New Territories were leased to the United Kingdom, or that existing in 1905, when the New Territories Land Ordinance, 1905, was enacted. The anonymous author of that opinion inclined to select the latter year, but the Committee expressed no opinion on the matter. The New Territories Administration, on the other hand, has interpreted “Chinese Law and custom” to mean the law and custom of Manchu China as it existed on April 20th, 1899. For reasons given in my previous article, it is submitted that as in the Colony of Hongkong, so in the New Territories, a court should apply the Chinese customary law existing at the time that court is called upon to determine any issue. Particular support can be found for that submission in respect of the New Territories in the opinion of the Attorney General in 1898 that it was \"hardly necessary...to enter into the question as to whether any and, if so, which of the laws of England in force on 5th April, 1843... should be specially included in an exempting Ordinance, because such laws were only brought into force in Hong Kong “so far as they were not inapplicable to the local circumstances of the Colony or its inhabitants.” The Government was\n\nPage 17\n\n \n...",

The Governor was informed by the Chinese Legislative Councillors that while Li did not dare to disregard the imperial edict, he would welcome an excuse for refusing.\n\nIn the meantime, the Governor of Hong Kong sent an urgent telegram to London asking for permission to detain Li by military force. London called upon the British Consul in Beijing for advice. This Consul, always on good terms with Beijing, advised that Britain should remain neutral. On the day when the Governor met Li, he recorded something very interesting:\n\nThe Viceroy then asked... whom the Powers wanted to see to be Emperor. Who would England like to see Emperor?... I answered that in such an event the Powers would probably ask the advice of the strongest man in China that they could find as to what was best to be done.\n\nEnding his record, the Governor predicted that Li would remain in Shanghai until \"the tide turn[ed]”. His prediction proved to be correct. Through Hong Kong, Li travelled northward, and stayed in Shanghai for three months, before he departed for Beijing probably after the \"tide really turn[ed]\".\n\nThe Late Qing Reforms\n\nTo curb this rising provincialism, the Manchu government put forward a constitutional reform in 1904. Part of its aim was to institutionalize and to centralize the practice of networking. The Manchu government introduced reform to re-define élite status in China - the imperial examination was abolished, a merchant charter was introduced, China's first legislation on chambers of commerce came about, and the first company laws were implemented. Accordingly, all commercial associations were to be reorganized as chambers of commerce. Through the medium of these chambers, merchants and companies were required to register with the Beijing government. These policies intended to organize a national system of chambers of commerce which corresponded to a hierarchy of regional assemblies leading all the way up to the Senate in Beijing.         "content_text": "205\n\ndifferent parts of China As the Manchu government was drumming up a \"commercial war\" between Chinese and foreign enterprises, overseas Chinese merchants were targeted by Beijing as a source of wealth for new industries.\n\nIn Hong Kong, the first groups of Hong Kong Chinese to respond to this reform were a group of newly returned migrants of Siyi and Xiangshan origins. They returned from America and Australia, where exclusion policies against Chinese immigrants had been implemented during the 1890s. Once settled in Hong Kong, they found themselves left outside the established leadership hierarchy in the colony (the Legislative Council-Tung Wah circle). They had to vest their interests in other institutions They looked northward and, immediately, they saw hope in China, where the late Qing reforms offered them ample chances for political and economic advancement. The Governor recalled with contempt the composition of the Siyi Chamber.\n\n[It is] composed of Californian and Australian coolies, artisans who though [they] could often talk fair English, could not write their names in any language\n\nThanks to this rhetoric of \"commercial war\", these overseas returned migrants penetrated into south China. They formed themselves into regional chambers of commerce and through which they raised capital for such large-scale investments as railways, public utilities and land reclamation in Guangdong. Among others, these enterprises included a Siyi Steamship Company, a Sunning (of Siyi) Railway Company and two companies, with respectively 500,000 and 580,000 silver taels in capital, for “port-building” against Portuguese Macao and British Hong Kong. With the approval of the Qing government, these two port-building companies initiated two large-scale port and market development schemes in Siyi and Xiangshan which were intended to recover benefits lost to Hong Kong and Macau. The channel that these merchants went through was the following, the chambers of commerce submitted petitions to the Commissioner of Industrial Promotion and thence to the Bureau of Commerce in Beijing\n\nConservative in design, this late Qing reform led to revolutionary consequences. The British plenipotentiaries and commanders on land and sea always made this distinction, and tried to make it clear in proclamations and public notices addressed to the people of the various parts of China in which they were conducting their operations. The most striking example was probably at the Bogue, where the war steamer Nemesis had flown a banner with large Chinese characters, declaring that Britain was making war only on the Imperial government. Such attempts were repeated throughout the War. Before the army left Shanghai in 1842, Sir Henry Pottinger had issued a proclamation of this kind, once more reminding the inhabitants that the British were in fact fighting not the Chinese people but the Imperial government.\n\n \n13\n\n \nBesides taking this general approach to their operations, the naval and military officers of the Expedition were motivated by the traditions of their branch of the armed services, and by the laws, customs and usages of war as recognized in Western Europe of the day. They expected to apply these in China, embracing such considerations as recognition of flags of truce, humanity towards a defeated enemy, the fair treatment of prisoners, and the protection of the civilian population.\n\n \nBritish officers were quick to note acts of courage by Chinese or Tartar soldiers during engagements, and they accorded posthumous honours to brave commanders. They tried to curb looting and rapine by their soldiers and camp followers, and were particularly anxious to spare women and children. They regretted the suicide of Chinese and Manchu commanders in defeat and were dismayed by the self-destruction of many families who took their own lives at Chapu and Chinkiang, rather than fall into their hands. Many examples of their chivalrous outlook can be cited from their accounts of the War, and some will be noted below.\n\n \nProblems of Control\n\n \nBut war is war. It is well documented now that the Manchurian despots who militarily overcame the weakened and corrupt Ming court were adamant in their efforts to rewrite the history of their forefathers in “angelic\" terms. Perhaps more than in any other previous dynasty, the Manchurian emperors destroyed pro-Ming and pro-Hàn culture books and documents, burning also any books which stood against their Manchurian ancestors, and censoring portions of books which touched on these topics.** In numerous cases the contemporary relatives of earlier authors were themselves detained, tortured, and given death sentences. Sometimes the penalties were completely inordinate, causing not only racial tension among the Hàn elite (between those supporting and those fearing this Manchurian method of \"intellectual cleansing\") but also a deep seated resentment among the common people. Understanding the harshness, breadth, and persistence of this long-term policy of the Qing government, the Tàiping Insurgents' anti-Manchu ideology appears to be a long submerged political whiplash against a racist regime.\" Yet it remained another facet of Qing social life during this chaotic period that \"the people become willing partners in their own subjection,\" very much in order to save their own lives as well as those who support them.46\n\nCh'ea's armoury against these tremendous cultural pressures and political dangers was his newly obtained Christian library and the inherent attractions of his alternative form of life. No precise details about what he brought back with him to Poklo in 1856 are available, but later records suggest that he and others had access to at least Ho Tsun-sheen's Introduction to a Comprehensive Commentary to the New Testament (Yīnyuē quánshū jiěshì xù), the Christian version of the Three Character Classic (Sānzì jing), and a translation of the first volume of Bunyan's Pilgrim's Progress, rendered by another Scottish missionary of note, William C. Burns (using the family name Bào, 1815-1868).47 This third work was given the Chinese title Tianlu lìchéng (lit., The Course along the Heavenly Road),48 and was probably read with a great amount of empathetic understanding by Ch'ea as he faced these daunting forces in opposition to his Christian associations and beliefs.\n\n200",

Adkins joined the China Consular Service in 1854 and was the first Vice-Consul in Zhenjiang, being posted there in May of 1861, preceded by an assistant, Phillips, in February who had been sent to the ruined city to set up the Consulate in a ruined temple. Within a week of Adkins' arrival, he had moved the Consulate a mile down river to safer accommodation away from the Taiping fighting. He remained there, on an island, living a monotonous life alone as Phillips had been transferred elsewhere. He left Zhenjiang in poor health in February 1865 after serving there for three and a half years to return to the UK.\n\n33 This was the Cantonese title by which the bandits were known.         "content_text": "130\n\nThe Treaty showed Japan that white races would stand together against the yellow, and the Japanese as a race were mortified at what they were convinced was a dishonourable peace.\n\nThe peace treaty provided for, amongst other things, the mutual withdrawal of Russian and Japanese armies from Manchuria within eighteen months; and the return of Manchuria to China except for the leased territories of Liaodong (Guandong) and the southern section of the Manchurian Railway which was transferred to Japan by Russia.\n\nHowever, at a Conference held in Peking in December 1905 at which the Chinese government approved the Treaty, the now enfeebled and impotent Qing dynasty gave Japan even greater rights in Chinese territory than had been agreed in Portsmouth. The Japanese had now acquired rights and concessions on Chinese territory for the first time.\n\nChinese involvement\n\nIt has not been my intention to describe the detailed progress of the war as this has been covered in numerous books and articles, but to highlight how the Chinese were involved. It has proved disappointing to find that even when China and the Chinese position are referred to, writers usually skim over the subject in a single page or two.\n\nThe Russian promise to evacuate territories in Manchuria occupied after the Boxer insurrection was ignored and the progressive Russification of the Three Provinces could only mean one thing - that the Russians had no intention of withdrawing. During 1903 the Chinese Government showed a firmer attitude in their request for promises from the Russian Minister relating to the evacuation of Manchuria. Japanese strong moral support acted as an incentive to the more progressive Chinese to strengthen the influence of the few patriotic Chinese statesmen who had the welfare of the Empire at heart. Meetings of the literati in most of the larger cities in China during October 1903 denounced Russia in no uncertain terms. Little could be expected from the Empress Dowager and her clique. One day she ranted on hearing some real or fancied desecration by Cossacks in the former Manchu capital at Mukden where the ancestors of the Manchu ruling clan were buried, and threatened reprisals; the next day she was considering possibilities of closer links between Russia and China and even, perhaps,\n\nPage 180\n\nPage 181",
