        "content_text": "OLD BRITISH KOWLOON\n\n137\n\n50 The Hong Kong Blue Books for 1904 onwards list Basel Mission out-stations at Shaukiwan on Hong Kong Island and at To Kwa Wan, Sham Shui Po and Kowloon Tong in Kowloon. It is not certain when the Sham Shui Po station was opened as The China Mission Hand Book p. 279 lists two out-stations from Hong Kong but does not give their names. The earlier Blue Books are not much help.\n\n51 Hung Hom, Tai Kok Tsui and Mong Kok Tsui had their docks and in Sessional Papers 1899, p. 482 Tai Kok Tsui is described as \"an industrial area\".\n\n52 This study was hampered by the fact that no early land records appear to have survived for the group of villages described in this article. The only information I have been able to obtain, besides evidence from maps, relates to squatter licenses. A list for 1896, which appears in Sessional Papers 1897, p. 203, includes Ho Man Tin (37), Tai Shik Kwu (1) and Mong Kok (57).\n\nL\n\n+\n\nAddenda\n\nI ought not to leave this subject without mentioning the bad feeling between Hakkas and Cantonese in British Hong Kong which was the legacy of the disturbed times during the Taiping rebellion. Mayers, Dennys and King, the authors of The Treaty Ports of China and Japan (London and Hong Kong, 1867) state that fights between Hakka and Punti were common in British Hong Kong and that many Hakka labourers had come to Hong Kong with vivid memories of ill-treatment in their native place. It seems that these fights were not confined to immigrant labourers with scores to settle. Eitel records that for several days in August 1862 \"the peninsula of Kowloon presented the novel aspect of an animated battle field, as the Punti inhabitants of the neighbouring villages were engaged in a bloody warfare with the Hakka settlers at Tsim Sha Tsui\". A previous engagement, presumably between the same people, occurred in the same place in August 1859 when hostilities lasted two days though \"little damage was done beyond a few knife wounds\". We are told that \"The Hakkas remained masters of the situation\" (Dennys etc. p. 84). At that time, according to this source, the Puntis \"have an intense antipathy to the Hakkas\" (p. 19). It is interesting that this is reflected in the fact that the Canton Coolie Corps which assisted our army in the Second Chinese War 1857-60 was recruited in Hong Kong entirely from among Hakkas. Stanton The Triad Society, Hong Kong, Kelly & Walsh 1900, p. 26.\n\nFurther to the early descriptions of Yau Ma Ti given in the text I have since come across another in Sessional Papers 1888, p. 103, in which it is stated that \"the boatmen and fishermen who have hitherto constituted the residents of Yau Ma Ti are gradually becoming outnumbered by town people and artizans (sic) from Hong Kong who are attracted to Yau Ma Ti by the lower rents charged them for house accommodation\".",

The following Note describes a visit to Ap Lei Chau in March, 1971 with several members of the Ap Lei Chau Kaifong, namely Messrs. Tam Wah, Tam Keng-fat and Yue Yiu-wah.\n\nWe first visited the shop, Kwong Po Wah (**), at 141 Main Street where Mr. Yue's father, Yue Kou, aged 73 and born on Ap Lei Chau, was waiting for us. Pre-war, Mr. Yue had operated a dyeing manufactory whilst his elder brother, Yue Yip, had operated a rope manufactory.\n\nMr. Yue explained to us how the glazing or calendering part of the dyeing was carried out. The only visible sign of this activity was a large cut-granite slab. (See Fig. 1).* This had been the top part of the equipment. It had been obtained from Kowloon City, where there were many dyers and had been brought by boat and then carried by four coolies to his shop. The lower part, now destroyed, consisted of a wooden block of lai chee wood and a wooden roller of the same wood. (See Fig 1). The cloth, measuring two or three (up to 30 feet) in length and 2.4 ft in breadth was wound round the roller. A man stood with a foot on each end of the granite block and, holding on to a specially made wooden frame with his hands, moved it over the roller.\n\nMr. Yue had not learned this trade from his father but from a partner whom he had financed. They did not buy cloth to sell retail but operated whenever persons brought white cloth to them for dyeing. At that time it was customary to dye dark blue or black. This was a part-time activity, and Mr. Yue supplemented it by rearing pigs and chickens and cultivating fruit trees.\n\nHis elder brother, Yue Yip, had been a rope-maker at a long level platform behind and above the shop, Kwong Po Wah. This space, known as Ta Lam Lo (T), is now occupied by squatter huts. The area was long and wide enough to provide a working space 300 feet by 15 feet. One-sixth of it had a thatch made of palm leaves (). This was to provide cover for storage of materials and completed goods.\n\nRope-making was of two kinds: using mit lam (*) for the trawling ropes of trawlers and wong ma lam (*) in com-\n\n* On p. 197.\n\n† Ap Lei Chau with Aberdeen has always been a home base for a fishing fleet.",

Their power relationships are discussed in Banno, China and the West, passim, but especially 55-56. The term \"minister of the imperial presence\" (yü-ch'ien ta-ch'en) is rendered by Brunnert and Hagelstrom, Present Day Political Organization, p. 28, no. 101, as adjutant-general.\n\nII Tengchow is on the northern side of the Shantung promontory. In fact it was not opened to foreign trade which was carried on at Yen-tai near Chefoo. S. Wells Williams, The Chinese Commercial Guide, 211-212. Ch'aochow was the old name for Swatow; Ch'iungchow is in Hainan. Taiwan City and Tamsui were ports on the island of Taiwan which came under the administration of Fukien province.\n\n12 Ch'ung-hou was appointed to this post by an edict of 20 January with the designation superintendent of trade for the Three Ports, with his headquarters at Tientsin. Hsueh Huan, governor of Kiangsu and acting imperial commissioner at Shanghai, was made responsible for the newly opened ports along the Yangtze and the coast to the south of it, by the same edict. As far back as 1844 the imperial commissioner at Canton was currently designated imperial commissioner for the Five Ports. With the addition of new ports it was made a concurrent post of the governor of Kiangsu in 1861, until 1868 when it was made a concurrent post of the governor-general of Liang Kiang residing at Nanking. In 1870 the post of superintendent of trade for the Three Ports was raised to an imperial commissionership and held concurrently by the governor-general of Chihli. It is not clear when the commonly used designations for these two posts viz: superintendent of trade for the southern ports and superintendent of trade for the northern ports were first used. Of this latter group, student-interpreters in the Consular Corps probably made the greatest contribution — such names as Herbert A. Giles, E.H. Parker, E.D.H. Fraser, W.F. Mayers, Thomas Watters, G.M.H. Playfair, E.T.C. Werner,44 speak for themselves but Hong Kong cadets, although few in number (from 1861 to 1941 only eighty-five were appointed), also made a significant contribution and one should cite not only Lockhart but Sir Cecil Clementi45 and Sir R.F. Johnston. All these early British 'scholar-officials' helped to lay the foundations in Britain of Chinese studies and were among the first to staff and to head new departments of Chinese studies or to interest people in the study of a unique Asian civilisation and culture.\n\nLockhart, of course, was a busy, conscientious and efficient civil servant who could not spend his working hours brooding over knotty problems of translation or sinological conundrums; but he was always a remarkably energetic man and, according to his daughter, rose early in the morning and did his private work long before his Department was open officially.\n\nLockhart's studies appear to have extended into the evenings as well. There is an interesting reference to him, by T. Kirkman Dealy, in the Preface (1907) to his revised edition of Chambers' English-Cantonese Dictionary:\n\nI still vividly retain very clear recollection of a periodical after-dinner meeting which I was privileged to attend, in the middle eighties, at the former London Mission House, where, round a lamp-lighted table, under the personal presidency of the then venerable head of the London Mission [Dr. John Chalmers], sat the late Dr. Faber, Mr. J.H. Stewart Lockhart (now His Honour the Commissioner for Wei-hai-wei), Mr. (now Dr.) G.H. Bateson Wright, Head Master of Queen's College, Mr. Addys of the Hongkong and Shanghai Bank, the late Mr. A. Falconer, Second Master of the old Government Central School, and others, eagerly discussing, assiduously comparing, commenting on, and revising, translations of portions of a minor Chinese classic made, since the previous session, by individual members of the class.46\n\nThis very Victorian passion for work, which embraced not only his official duties but his private interest in sinology, allowed Lockhart to publish in 1893 his first book, a Manual of Chinese Quota-",

        "content_text": "NOTES AND QUERIES\n\n145\n\nning among other matters the subjugation of the non-Chinese tribes of the interior.*\n\nAt the age of 71 he was appointed Vice-President of the Board of Civil Affairs in Nanking and later Vice-President of the Censorate. He died in great poverty in 1587 aged 74, his friends defraying the cost of his burial.\n\nIn November 1965 the editor of the Shanghai Wen Wei Pao, Yao Wen-yuan, who was also a left-inclined literary and theatre critic, published an article in which he criticised an historical drama \"The dismissal of Hai Jui\" written by the then Deputy Mayor of Peking, Wu Han. Yao's article was the opening volley in the Great Proletarian Cultural Revolution which created such turmoil in China and purged so many of the senior communist cadres including Wu Han himself. Yao rose quickly and by 1969 was sixth in the leadership of the Chinese People's Republic only to slip to a lower position at the 10th Party Congress in August 1973. Yao, still a member of the Politbureau, is reported to be the son-in-law of Chairman Mao and a close associate of the radical Madame Mao.\n\nWu Han's historical play which cost him so dearly was criticised by Yao as an analogy of Mao's treatment of his \"loyal minister” Peng Te-huai, the Minister of National Defence purged by Mao in 1959. P'eng had been very outspoken in his opposition to two of the things closest to Mao's heart, the Great Leap Forward and the establishment of the People's Communes.\n\nHai Jui is well known to many Chinese as the minister who steadfastly opposed corruption. A legend told to me in Singapore by an elderly Buddhist nun recounted how Hai Jui as a very young junior official had been posted to the Swatow region (Ch'aochow) where a group of tyrannical landowners together with the local magistrate's police runners were terrorizing the people. The legend then told of Hai Jui's fight, first against his local superiors in support of the poor, later against the Prime Minister and finally against the Emperor himself. Hai Jui was forced to commit suicide, she said, to compel the Emperor to take notice of the problems of the masses and for this he was deified by the subsequent Emperor and is now one of the patrons of the Ch'aochow people.\n\nSee, in part, Herbert A.         "content_text": "The Hong Kong Region\n\n123\n\nPirates continued to be a local nuisance, however, and there seems to have been no end to their depredations throughout the 19th century. An inscribed tablet dated 1834 outside the Tin Hau Temple at Peng Chau, off southeast Lantau, records a petition from fishermen against the local officials' practice of using their craft as decoys to catch pirates; and the Viceroy's instruction that the commandeering of craft for this purpose should stop and that boats should be built for the work. A few years later, in the early years of the Colony, the Hong Kong authorities and the British naval forces at their disposal were constantly having to take notice of piracies and attacks, great and small, that happened on their very doorstep. The pirates of the 1840s and 1850s were often in fleets, as in Cheung Po-tsai's time.2 The Royal Navy was frequently involved in their suppression, and some major expeditions were mounted against the leading pirate fleets. Grace Fox's British Admirals and Chinese Pirates gives an interesting account of the period from the establishment of the China station in 1834 up to 1869.3 It was not until controlling legislation on the registration of native craft was enacted and enforced in the late 1860s that it became more difficult for pirate craft to operate from Hong Kong's ports.4\n\nThe local population was the usual victims of these pests. In 1856 the captain of H.M.S. Sampson reported an action off Tsing Yi, close to Hong Kong, with a number of pirate junks wearing the flag of the Taipings. They were identified as pirates with stolen property by a local fisherman and others, whereupon they were pursued by the Sampson's boats and five of their number destroyed. The boat crews freed two market craft with several passengers who had been confined by the pirates for several days, and at least one fishing boat that they had taken from its owner. Wade, then Chinese Secretary to the Hong Kong government, records (1852) how persons returning to their homes for the lunar new year preferred to travel by steamer than by passage boat, for this reason.6\n\n1 Tablet dated Tao Kuang, 15th year, 7th month, 19th day. In May, Mrs Carole Morgan talked on Dogs and Horses in Ancient China, a subject for which she is preparing a doctoral dissertation for the Sorbonne in Paris, and also in May we were invited by the Hong Kong History Society for a cultural evening. It was an Indian occasion, with a talk by Mrs Raj Ghose on Buddhist Art, followed by curry at the Gaylord Restaurant in Kowloon and a film on Rock Carvings. In October we invited Mrs. Raj Ghose back to talk to the Society and her subject was Tibetan Iconography. In September we had a talk by Miss Helen Perrell on Mandarin Squares, and in October our members were invited to the Fung Ping Shan Museum of the Hong Kong University to hear a talk on the museum given by the curator, Dr. Michael Lau, to University staff. In January Mr. John Myers, another doctoral candidate, for the University of Pittsburgh, talked on his field research into Chinese spirit-medium cults in Hong Kong's urban area. Mr. Myers is currently with the anthropology section of the Sociology Department, The Chinese University of Hong Kong.\n\nThree other talks have been organised so far this year, all on China. One, also in January by Professor Cheng Te-k'un, scholar of international renown in the field of Chinese archaeology and art, was on Chinese export ceramics, and was illustrated with beautiful slides. In February Professor Hsieh Chiao-min talked on contemporary problems in modern Chinese geography. Professor Hsieh is on sabbatical leave from the University of Pittsburgh and honorary visiting professor in the Geography and Geology Department, University of Hong Kong. Finally in March Professor Noah Fehl, Chairman of the Department of World History of the Chinese University and a long time resident of Hong Kong, talked about the work and thought of the philosopher/scholar Tsou Yin, who matches Aristotle in period of time and some of his ideas. All our talks drew good size audiences and from the variation in their constitution from lecture to lecture it would appear that our policy of variety to suit different interests is a correct one.         "content_text": "A HONG KONG SPIRIT-MEDIUM TEMPLE\n\nJOHN T. MYERS*\n\nHong Kong possesses scores of temples where traditional deities of the Chinese pantheon are worshipped and petitioned by devotees from the local population. Although the temples differ in structural elaboration and popularity, the majority are host to a common set of individual and group rituals. It is in the very area of ritual, however, that the temple we will discuss in this paper differs from most others. This particular temple exists primarily to provide a setting where worshippers can communicate directly with selected deities through the services of religious practitioners who act as spirit mediums. Unlike their Western counterparts who specialize in contact with the spirits of deceased mortals, the Chinese mediums with whom we are concerned claim possession solely by immortals of the traditional Taoist and Buddhist pantheons.\n\nOur procedure shall be initially to discuss the meaning of spirit-mediumship in general and its more common manifestations within the Chinese cultural sphere. We shall then consider at greater length a particular spirit-medium temple in Hong Kong with special attention to its setting, history, personnel, and ritual. Even though this paper is by design a descriptive account of the temple and its cult, we shall in a final section discuss briefly the basis of the apparent success currently enjoyed by each. Does that success indicate a surge of interest in spirits and their mediums among the general population, or is the explanation to be found elsewhere?\n\nSpirit-mediumship\n\nOnce man posits the existence of a supernatural realm with precisely or vaguely defined inhabitants, he is seldom content with allowing that perception to rest on the cognitive level alone. Almost inevitably there is the further judgement that the supernaturals are\n\n*Mr. Myers was on the faculty of the Sociology Department, New Asia College, The Chinese University of Hong Kong, during the period of his field work. MYERS\n\nEspecially in Fukien, Taiwan, and the eastern extremity of Kwang-tung Province one finds an apparently long-standing tradition of Chinese spirit-mediumship. Among the Western language accounts of that phenomenon the most notable are Doolittle's2 description of its practice in Fukien Province during the waning years of the Ch'ing Dynasty; Elliott's3 discussion of such cults among the Chinese of Singapore; and recent monographs by Jordan and Ahern on mediums in rural sectors of contemporary Taiwan.\n\nWith the exception of an article by Potter on female mediums in a New Territories village, there is an absence of detailed systematic study of spirit-mediumship in the Hong Kong region; and, for that matter, in Kwangtung Province. The dearth of scholarly literature is complemented by an apparent lack of familiarity with mediumship among Hong Kong's Cantonese residents.\" In those few instances when one encounters a knowledgeable informant his knowledge is usually limited to the type of female mediums discussed by Potter. The female medium known in Cantonese as a man sing poHis ordinarily a middle-aged or elderly woman who at the request of clients will contact spirits of the deceased. The man sing po in the urban area invariably act on an individualistic basis and conduct seances in their own homes rather than at temples. This type of medium is seldom, if ever, the central focus of an organized cult.\n\nThe man sing po, however, is not the only type of medium operating in contemporary Hong Kong. A reasonably careful search of resettlement estates and other urban residential complexes having a significant Chiu-Chow, Hokkien, or Hoi-Luk-Fung9 population will reveal the existence of not a few temples which serve as the operational base for another type of medium, the kei tung *E*\n\nUnlike the man sing po the kei tung whom we have encountered in Hong Kong are males who do not hold commerce with the spirits of deceased mortals. Instead, the kei tung claims a special relationship with one or more traditional deities who on occasion utilize his bodily faculties to communicate with mortals. The urban kei tung is also more apt to limit his possession ceremonies to the \n\n*\n\nDespite the reference to non-Cantonese speech groups, romanization follows R. T. Cowles' Pocket Dictionary of Cantonese, 2nd edition, Hong Kong, 1949, this being the common tongue of Hong Kong. Arthur Wolf touches on the difficulties of transcription for Hokkien in the preface to his edited collection Religion and Ritual in Chinese Society (Stanford 1974).",

The manner of his becoming their patron deity is outlined on a scroll prominently displayed in the temple office.\n\nAccording to the scroll a General Lei fled south with the Southern Sung Court in the late 13th century taking with him the tablet of his illustrious ancestor Lei Man Chung Kung. After the defeat of the Sungs at Ling Ting Island near contemporary Hong Kong the general established residence in the Lo Fu Ngam region of Kowloon. Within the area now occupied by the Lok Fu Housing Estate he is reported to have constructed a shrine in honor of his illustrious ancestor. It is further reported that the residents of the region soon recognized the Tang statesman as a powerful supernatural advocate and developed a popular devotion in his honor.\n\nWe know little about the fate of the shrine and its deity during the ensuing 600 years other than that it persisted as a small structure tended in later years by Hakka villagers. After the Second World War the Lo Fu region changed dramatically as it became the site for squatter huts housing migrants from China. The immediate vicinity of the shrine was staked out almost exclusively by squatters from the Chiu-chow speaking region of Kwangtung Province. To the best of our present information it was with the arrival of the Chiu-chow that the shrine and its patron deity became the focus of spirit-medium activity.\n\nFormer residents of the squatter settlement indicate that they found the shrine in disrepair and untended when they established their squatter huts. A small group of the Chiu-chow migrants soon undertook its repair and began active worship of the deity. After several months one of their number, a dockyard coolie, began to act strangely. An elderly kei tung judged that he had become possessed by the shrine's patron, Tai Wong Ye, and had been chosen to serve as that deity's medium. The new kei tung soon became the central focus of religious rituals sponsored by the shrine.\n\nA new phase in the temple's existence began in 1957 when the government announced plans for the removal of the squatter area preparatory to constructing on its site the Lo Fu Housing Estate. It is a common belief that those chosen by the gods to serve as their mediums are persons destined to die at a rather youthful age. Their lives are prolonged in order that they may serve the possessing deity. Confirmation of a predes-tined early death is sought by the Taiwanese in the possessed's horoscope and by the Chiu-chow in his having fairy bones shan kwat.\n\nThe mere fact of spirit possession, however, is not sufficient to qualify one as a new kei tung, capable of mediating effectively between the world of man and that of the gods. To determine whether the possessing spirit is a benevolent one or an evil spectre the neophyte is initially subjected to ritual exorcisms by an older kei tung. He will also be required to demonstrate the authenticity of his possession by an ability to endure without apparent discomfort various types of bodily mutilations. At Tai Wong Ye Temple, even after he is judged authentically possessed, the neophyte is required to undergo a further period of training and observation by the senior kei tung before he is allowed to handle the petitions of worshippers during public ceremonies. The length of the \"training period\" is indeterminate depending in large measure on the judgment of the senior specialist. Once he is satisfied that the neophyte is ready the new \"Ki Tong\" is allowed to conduct unassisted public ceremonies, dispensing advice, amulets foo, and/or medicinal herbs to petitioners.\n\nDuring the period of intensive field research (1973-74) the Kwun Tong temple commanded the services of three \"official\" kei tung and one who was \"in training\". The undisputed hup cheung or cult leader was the medium who had experienced his initial possession in Lo Fu squatter camp. Employed now as a foreman of dockyard coolies he is likely on any given evening to be found at the temple. Subsequent to his possession by Tai Wong Ye he has been chosen by another deity, The Third Prince, to act as his medium.\n\nThe second medium is a Chiu-chow in his early 30's whose father is one of the founding members of the temple, i.e., one of \"The 19 Brothers\". Employed as a textile worker in Kwun Tong he frequently works overtime at the factory and is therefore more often to be found at the temple on feast days than on an ordinary\n\nPage 30\n\nPage 31",

All at once the medium who has begun to sway his body from side to side as if to invite supernatural influences begins to be violently affected. He dances and leaps in the air, the beat of the drum becomes more rapid, and the voices of the men louder and shriller. The wildest confusion reigns. It seems as though some horrid scene from the infernal regions were being enacted on earth and the devils had been let loose for a time to carry on their orgies among men.\"14\n\nWe have quoted at length the 19th century description because it is our opinion even the most zealously anti-pagan observer may have a difficult time identifying it as essentially the same type of ritual enacted each evening at Tai Wong Ye Temple. Scheduled at 10 p.m. for the convenience of a working class population the ceremony incorporates little of the din and frenzy which characterized its Amoy counterpart.\n\nOn almost any given evening shortly before 10 o'clock petitioners begin arriving at the temple. The number commonly varies from 10 to 15, with a distinct majority being middle-aged and elderly women. After burning joss sticks and offering prayers to the deity, petitioners at the direction of various tan sang who tend the altar, inscribe their name, birthday, and the names of other family members on a red sheet of paper. This accomplished they gather around a red table in the middle of the shrine chamber. The atmosphere is casual as greetings and gossip are exchanged between them. On the red table is a can of red paint, a slender paint brush, a rubber stamp, a stack of yellow paper slips, a rather large compartmentalized box with various types of herbs, and a basin of foo shui or \"sacred water\" #k. Near the table is a red, throne-shaped chair.\n\nAt approximately 10 p.m. the medium enters the temple. After greeting those present he approaches the table and takes a sip of the sacred water. Continuing to stand before the table, he begins to move his head from side to side. He then starts pounding the table with his fists while emitting loud guttural grunts. After a few moments he adopts a stylized posture signifying to all present the identity of the possessing deity. The tan sang provide him with the throne-like chair and he sits to hear the petitions of worshippers. The possession is usually effected within two minutes of his sipping the sacred water.",

This de facto exclusivity is rendered more formal in a brochure advertising places for tablets of the deceased in the “Hall of 100 Surnames\" by the statement that the places are reserved for heung lei or fellow countrymen, i.e. fellow Chiu-chow.\n\nWhile from a ritual point of view Tai Wong Ye is correctly described as a spirit-medium temple, from a social point of view it is akin to a type which Feuchtwang2 designates a \"Compatriot” temple. It is a place where members of the Chiu-chow minority speech group can gather to converse freely in their native tongue, exchange useful information, and enjoy that sense of solidarity which Durkheim posits as the chief product of shared ritual. The low-keyedness of the ritual offerings is understandable when one realizes that the target population is one already predisposed by regional socialization to accept the reality and effectiveness of the kei tung's mediumship. It belongs to that body of the laity worshipping the 'Three Religions' of China i.e. Confucianism, Buddhism and Taoism*. It had followers in various parts of Kwangtung but no major centre. In the early 1930s the Society's leaders were looking for a site to build such a place, but Kwangtung was often in a disturbed state and they were of the opinion that a remote site in the New Territories of Hong Kong would be preferable, as the Colony had an enviable reputation for law and order, peace and quiet. Accordingly, a search was made for a suitable site. Tsuen Wan was then a small market town with a very quiet and beautiful hinterland and yet possessed excellent communications by sea and land with Hong Kong and Kowloon. A site with good fung shui in a locality with a propitious name was selected and agents bought land from local villagers.\n\n* Mayers Chinese Reader's Manual p.298 describes them as the Three Systems of Doctrine (or Religion)' and states that they 'constitute the recognized systems of religion, philosophy and ethics among the Chinese'.",

        "content_text": "THE CHINESE CHURCH, LABOUR AND ELITES AND THE MUI TSAI QUESTION IN THE 1920'S 95\n\ndiscussion as to whether the mui tsai system was a form of slavery.\n\nThe case awakened the conscience of several expatriates. Among these were Colonel John Ward and Lieutenant Commander Haselwood and his wife. Col. Ward on his return to England was elected a Member of Parliament. He used his position to bring the question before the House of Commons. The matter roused the interest of liberal groups in England. Not satisfied with the answer given by the Government spokesman that there was no slavery in Hong Kong, the question continued to be raised in 1920 and 1921.\n\nParliamentary Questions and Answers\n\nIn November 1920, Sir Alfred Yeo and Mr. Myers raised the question in the House of Commons. In reply, Col. Amery, the Under Secretary of State for the Colonies stated,\n\nSlavery does not exist in Hong Kong. The Colony's law does not recognise the custom whereby girls are transferred on payment from parents and guardians to another household, usually for purposes of domestic service, as conferring any right or title on the employer against the girl. There was evidence that girls were frequently ill-treated, in which event, they would be protected by the law in the same way as children living with their parents.\n\nHe said he thought it best to aim at gradual reform in cooperation with enlightened Chinese. It was suggested that the Hong Kong Governor \"should persuade prominent Chinese to form a Society for the protection and improvement of the condition of these girl domestics\". This was considered a much better way to deal with the problem than introducing a system of compulsory registration. The Hong Kong Government had advised the Colonial Office that it regarded registration as impracticable.2\n\nIn January 1921 a question was again raised regarding \"this nefarious traffic in human beings\". The questioner was referred to the answer given in the previous discussion in November that \"there is no slavery in Hong Kong\". Another Member then asked, \"Is the honourable Government aware that answer given on November 4th was very unsatisfactory to those people who have information on this matter, and would he make inquiry into the allegation that slavery is carried on under British rule?”\n\nThe Under Secretary was adamant, \"I have made full inquiry.",

MYERS\n\nA talk presented to the Royal Asiatic Society,\n\nApril 6, 1984, Hong Kong\n\nThe title of this talk, essentially, derives from an analogy with the human body. Just as the skeletal structure, nervous system, etc. must have their functional elements working so that the human body can perform normally, so too must a society have its fundamental organizations and transactional relationships performing effectively as in the recent past. If not, certain dysfunctions emerge which are soon associated with social breakdown, disorder, and even misery.\n\nThe land tenancy issue in the twenties and thirties elicited great controversy in China, and indeed many studies indicated that tenancy had worsened and rural misery had deepened in those years. The causes of these developments were blamed on different factors, and the policies ultimately proposed called for major programs to restructure rural property rights and redistribute incomes. I want to raise two historical issues in this regard, propose an answer, and present a very different argument for interpreting the land tenancy issue of these years.\n\nWhy was it possible for the British Government and the Japanese colonial regimes to virtually double land tax revenues when they began to administer their respective territories in Ch'ing China? Why did the KMT fail to reduce tenant rents in Chekiang province in 1929-30 and then never try to carry out a land tenure reform thereafter? I believe the answer lies in the type of land tenure arrangement in central and southeast China which was then very prevalent,\n\nThis unique arrangement had two different claimants to the land: one claiming the sub-soil rights, the other claiming the top-soil rights. Both parties had different rights and obligations. The former paid a tax to the imperial state and collected a fixed rent, usually in kind, in perpetuity or re-negotiated rent terms.",

        "content_text": "21\n\nA prolonged discussion followed, mostly with local researchers into the history, economy and society of the Hong Kong Region. Dr. David Faure offered two contributory reasons for the KMT's failure to deal with land reform in addition to those mentioned by Dr. Myers. One was the effects of the World Depression of the early 1930s; another was the amount spent on military expenditure that might have been usefully spent on land reform. Dr. Myers agreed. Dr. Hayes said that if the time needed for land survey and settlement in the N.T. of Hong Kong (4 years) and its cost were any indication of the size and complexity of the task, it might indicate that it was beyond the KMT's capacity, even in one province. There was also the matter of sufficient trained staff.\n\nThe discussion then turned to tenancy itself. Dr. Patrick Hase said that, if the N.T. was in any way typical of the situation in the sub and top soil ownership situation, the amount of true tenancy was small, consisting of a small number of landless peasant families and others who had to rent land from others to make up for their own insufficient holdings. He also queried whether one could apply a broad brush. There was surely a difference between subsistence areas such as the Hong Kong Region and highly developed market-economy regions centred round big cities, as at Canton and in the Yangtze delta.\n\nDr. Hase went on to say that in discussion of tenancy an important factor in assessing its effect was the percentage of the crop taken in tenancy, either by the sub-soil owner or by the surface owner from sub-tenants. In the Hong Kong Region the percentage of the crop represented by the first was very low, below 25% and getting less as more land was opened. The latter was (and had long been) customarily set at around 50%, and there were no signs that it had created economic deprivation and social tensions. Dr. Hayes added that the desperate economic situation of the peasants attributed to the tenancy position, as reported by the Institute of Pacific Affairs' social scientists in the 1930s, seemed very unreal to those of us working on the Hong Kong Region.\n\nDr. Quested asked \"who, then, were the tenants?\" and what had been their experience and significance.         "content_text": "## PRESIDENT'S REPORT: 1984-85\n\nTonight I have pleasure in reporting on the Society's activities during the year. I shall also describe, inevitably at some length, some of the problems which have engaged the Council's attention during the year in the belief that you will wish to know of these and perhaps offer some sound advice.\n\n### Lectures and Tours\n\nWe have had a fairly productive year. Our programme included twelve lectures and three local tours which as usual covered a wide range of topics relating to our area, and were delivered by specialists based in Hong Kong and visiting from overseas.\n\nOur programme opened on 6 April when a visiting scholar, Dr. Ramon Myers, gave an interesting and stimulating talk, \"The Dysfunctions of Chinese Rural Society”, a review from the 1930s onwards. Dr. Myers, who is Scholar-Curator of the East Asian Collection and Senior Fellow at the Hoover Institution, Stanford, California, is particularly known for his publications on the economy, society, and politics of both pre-Communist and Communist China. His views were of considerable interest, and it is hoped a summary will appear in the next Journal.\n\nOn 16th April, Professor John Aitchison, Head of the Department of Statistics, University of Hong Kong, since 1976, spoke about Anderson Gray McKendrick of the Indian Medical Service, a pioneer in mathematical epidemiology, in a talk entitled “A Not-so Plain Tale from the Raj”. On 24 May 1984, a second visitor from overseas, Mr. Wilhelm Kuhlmann, gave an illustrated talk, \"Chinese Loan Bonds\", those attractive and historically interesting commercial documents connected with the modernization of China in the late Ch'ing and early Republican periods, and especially the development of railways. A few days earlier, on 22 May, three local historians, Dr. Patrick Hase, Dr. David Faure, and myself gave a joint presentation on the Hong Kong History Project. MICHALK\n\nAnnexation and subjugation of Hainan\n\nAlthough some ancient sources refer vaguely to the existence of Hainan, it was the act of annexation of the island in 111 BC during the reign of Wu Ti, the Han Emperor, that marks the start of Hainan's recorded history (Schafer, 1969). Of the condition of Hainan when invaded by the Han armies, little is known, except that the island was in the possession of unorganized aborigines called Li, who today number 700,000 and rank as the largest minority group in the island's 5.6 million people. The Chinese invaders had no conception of the size of the island, and for more than seven hundred years of occupation, Hainan was depicted on maps as little more than a wavering coastal strip with occasional southward bulges.\n\nThe lack of thorough exploration was due first to a pre-occupation with exploitation of the island's northern pearl beds, rumours of which initially lured the Chinese to this “treasure island” (Schafer, 1969), and second to the strength of the Li people in the hinterland which confined the Han invaders to the coastline. Two administrative areas were established by the Han government to subjugate the \"savage Li\" and thereby hopefully sap the untouched treasures from the island's interior: drugs, incenses, precious metals, pearls, tortoise shell, ivory and coloured, scented cabinet timbers (Mayers, 1872), all luxury goods prized by the Chinese Court.\n\nThe southern and larger half, including those wild and inaccessible areas which were the principal centres of the Li population, was called the Prefecture of Tan-erh (literally Drooping Ear), a name used to describe the Li whose ornament-weighted ear-lobes hung down to their shoulders (Savina, 1929) as photographed by Clark (1938). The northern and smaller division of the island was known as Chu-yai, signifying the Shore of Pearls after the lustrous gems produced in the mussel beds adjacent to the Straits of Qiongzhou.\n\nPearl gathering became an important industry as the demand for personal adornment increased at Court, and the Hainan pearls were particularly prized for their lustre. Rapid colonization followed.",

        "content_text": "117\n\nlowed the discovery of pearls with Chinese immigrants in Early Han times numbering 23,000 taxable households (Wang Hsiang-chih, 1849 edition). As time passed, however, delivery of large quantities of top quality pearls to the Imperial Treasury became routine \"local tribute\" (Schafer, 1952) which usurped the lucrative commercial trade. Nevertheless, Hainan, or the \"Shore of Pearls\" as the island was then known, continued to yield supplies of the precious gems until the end of the fifteenth century by which time the pearl beds were exhausted (Mayers, 1867).\n\nAs the size and wealth of Hainan became more precisely known, successive dynasties attempted to extend their control by using military force to break Li resistance which obstructed Chinese exploitation of the island's rich interior. Costly in lives and money, most campaigns achieved no lasting success, and for the first thousand years of occupation, the Chinese clung precariously to the northern coastal fringe, and at times their influence disappeared completely for periods of ninety years or more (Mayers, 1872).\n\nHainan's reputation as a “treasure island” changed to one of a \"dank, poisonous land unfit for normal men” (Schafer, 1969), and soon became a place of ultimate exile for intellectuals and high-ranking bureaucrats who offended the monarch, as well as a sink for pirates and desperadoes. Amongst the exiled scholars the Three Lords (Li Te-yu, Lu To-sun and Ting Wei) and the poet Su Shih are celebrated for their literary contributions (Mayers, 1872; Schafer, 1969). While the exiled scholars left a rich history of contemporary Hainan in their prose and verse, the only legacy remaining from the successive dynasties is a continuum of changes to the names of towns and counties caused by the monotonous re-organization of the administrative bureaucracy.\n\nAlthough the name Hainan (literally South of the Sea) was used as a rather imprecise collective name for all southern lands which lay beyond the familiar borders of the early dynasties, it was not until the Mongol conquest in the thirteenth century that the name was applied specifically to the island.         "content_text": "118\n\nD.L. MICHALK\n\nHai-pei Hainan Tao, i.e., the “Circuit or Intendantship of North of the Sea (straits) and South of the Sea” (Mayers, 1872). Since Hai-pei was already used to describe coastal Guangdong, the practice arose of referring to the island south of the sea as Hainan (Schafer, 1969), although it was not until 1921 that it became the official name of the island (Liu, 1938).\n\nThis new administrative footing established by the Mongols paved the way for the constitution of the island in 1370 as the Prefecture of K’iungchou Fu, named after the major city of the island (near present-day Haikou) which was first settled in 631 A.D. (K'iungchou fu chih, 1920 edition). The new prefecture was placed under the jurisdiction of Guangdong Province, an arrangement which has continued to the present. This new status marked the promotion of the island from remote dependency to an integral part of the imperial realm.\n\nRebellion, taxes, piracy and trade\n\nUndoubtedly, this integration was stimulated by the emergence of a flourishing commercial sector which had begun with limited trade in the Tang-Sung period (618-1280) when Hainanese cotton and incense aloeswood were exchanged by the Li for axes, salt, and cattle for their ceremonial rites (Savina, 1929). Through the increase in communication necessary for trade, and intermarriage between settlers and the Li aboriginals, an intermediate community emerged which accepted the supremacy of Chinese rule and adopted their customs and life-style. Known as Shu Li (literally tamed or civilized Li), this group served Chinese masters by tending livestock and tilling fields (Swinhoe, 1872a) in the buffer zone between the Chinese settlements on the coast and the unconquered mountain strongholds of the Sheng Li (literally wild or savage Li) in the island's interior. As their numbers increased, however, the Shu Li caused more anxiety to the Chinese Government by constant rebellion than the wild mountaineers, although most uprisings were self-inflicted by the rapacity of Chinese merchants and injustices meted out by government officials. MICHALK\n\nTaxes levied on imports were just as crippling since the rates were fixed according to the size of the vessel that ferried the goods to Hainan, regardless of the value of the wares it carried. This meant that because the greatest profits were obtained from luxury goods such as expensive furniture, fine silks, silver vases and gold-en hairpins for the privileged rich, these imports took precedence over cargoes of livestock, cooking pots and bags of rice which returned negligible profits (Schafer, 1969). The lack of necessities of life led the poet Su Shih to lament in verse that a \"grain of rice was like a pearl”.\n\nEnticed by an abundance of rich cargoes, bands of pirates formed and pillaged, almost unchecked, shipping along the entire southern seaboard of China. The problem reached such epidemic proportions in the seventeenth century as to preclude safe navigation on the open sea between the east coast of Hainan and the mouth of the Pearl River (Mayers, 1872). The only secure trade route between the mainland and Hainan was to cross the narrow straits which separate the island from the Leichow Peninsula with strong military escort and thence, trek overland to the provincial capital, at quickest a journey taking one month. As a consequence, commerce virtually ceased and Hainan was immersed again in the poverty and deprivation for which it was noted in medieval times (Schafer, 1969).\n\nDenied their source of revenue, pirates turned their ravages landward, and repeatedly sacked towns and villages in the north and east of the island, in spite of the presence of Imperial garrisons (Mayers, 1872). Although the destruction in 1684 of the pirate kingdom in Taiwan restored safe navigation to the Guangdong coast, Hainan still remained a haven for buccaneers, and pillage continued almost unabated until the beginning of the nineteenth century. It was the combination of a growth in foreign shipping interests in China, the use of steam power in ships and the opening of a treaty port in Hainan, which led to the demise of piracy as a lucrative pastime in the South China Sea.\n\nAlthough the Chinese had previously established rudimentary navies such as the \"Sea-Patrolling Water Army\" (Hsun-hai shui-chun) to control piracy (K’iungchow fu chih, 1920 ed.), it was the",

Towards the end of the eighteenth century, Chinese priests were sent by the Bishop of Macao to rekindle the Catholic influence and in 1849 these priests were replaced by French missionaries (Swinhoe, 1872a). The reception of the foreigners was not friendly, the first who arrived was so badly beaten by the people that he died of his wounds (Henry, 1886). The mission never regained its former size, and in 1919, consisted of little more than an orphanage near Haikou run by several nuns and a few priests scattered throughout the island (Moninger, 1919).\n\nIn spite of their long association with Hainan, Catholic priests proved to be a poor source of intelligence concerning the island and its inhabitants, and it was not until Hainan was opened to foreign trade that thorough exploration was undertaken by Europeans. Although James Purefoy (1825), a British sea-captain, described parts of the east and north coasts through which he passed when shipwrecked in 1804, it was the British Consuls, Robert Swinhoe and Frederick Mayers, who unmasked much of the mystery of Hainan by their authoritative writings on its zoology, geography, history and ethnology based on their extensive excursions through the island in 1871 and 72.\n\nThese pioneering observations paved the way for more extensive reconnaissance of the unknown interior of Hainan by the Protestant missionaries, B.C. Henry and Carl Jeremiassen in 1883 (Henry, 1886), which in turn, led to the birth of the American Presbyterian Mission on the island in 1885 (LaTourette, 1929). Like their Catholic contemporaries, however, the Protestant missionaries were viewed with suspicion by the local inhabitants who frustrated all attempts by the Americans to purchase land or secure suitable lodgings.\n\nIt was the medical work of the mission which provided the catalyst for acceptance, and by 1919 there were 32 American missionaries on Hainan, including five qualified doctors. MICHALK\n\nSince the departure of resident specialists from Gaopoling Farm in 1984, pasture development has been continued by Chinese technicians on at least four other farms in Guangdong with the sowing of about 2,500 ha of improved pasture in 1984 and 85 and the production of 25 tonne of pasture seed. This brings the total area of improved rangeland in Guangdong to approximately 4,000 ha. More important than area developed was the fact that different methods have been developed for each farm to suit the environmental conditions and resource constraints. This is evidence that Gaopoling Farm has been truly effective in demonstrating the principles of range improvement and has not simply promoted an Australian-style pasture development recipe.\n\nConclusion\n\nIn this paper, the history and gradual development of Hainan Island have been traced in accordance with the information gathered from western sources and contemporary experience. Regarding the future of this tropical nook, Frederick Mayers wrote in 1872;\n\n\"It remains for coming years to lift the veil of uncertainty, and to decide whether so rich and productive, but neglected an expanse of territory is to continue in its present state or to become a valuable contributor to the world's wealth by means of the admission of western enterprise and commercial relations\".\n\nIt is this author's belief that this statement is still as relevant to the development of the \"Shore of Pearls\" as it was when penned a century ago.",

Although severed at an early age from immediate connection with his native Hainan, Hai Jui continued to bear its interests actively at Court. He died in 1587 (Mayers, 1872).\n\n2\n\nDisappointed by his failure to receive promotion to the Board of Rites in Peking, Wang Hung-hui resigned his office as emissary in 1599 and returned with his family to Hainan. Before leaving, however, he gave the Jesuit, Father Matteo Ricci, letters of introduction to his Peking colleagues (Dunn, 1962).\n\nKnown as Lingnan Agricultural College, the College of Agriculture at Canton Christian College was an indigenous undertaking, and unlike contemporary colleges in Nanking and Peking, it was fostered and developed by the Cantonese and was not directly under western control. He described the order of the Pa-Tu-La (to give it its Chinese title) as 'similar to the Legion of Honour or the Victoria Cross, awarded on the strength of a recommendation of the highest provincial official for distinguished services.' He also claimed that although he had been recommended for it several times between 1868 to 1873 he had only received it in 1873 together with the rank of Brigadier-General.\n\nAccording to Mayers in his book 'The Chinese Government':\n\nPa-l'u-lu The Batʼuru distinction. The Military distinction called in Chinese Pa-t'u-lu (a representation of the Manchu word bat'uru, signifying ‘brave') is an institution dating from the early years of the present dynasty, and is conferred solely for active service in the field. It constitutes an order of merit partaking of some of the characteristics of the French Legion d'honneur, but its special feature of difference from European order consists of the fact that it has no outward mark of decoration to be worn by its possessor, in the place of which there can only be reckoned the distinguishing word (or title) which is assigned to each recipient on the bestowal of the order. These specific titles may be either Manchu, Mongolian or Chinese, the Manchu being considered the most honourable. Under this system an officer upon whom the distinction is conferred, might receive the designation Ti Yung Pa-t'u-lu, or 'Bat'uru with the title Magnanimous Brave', and so forth. The title carries with it the right to wear the peacock feather, although it seldom happens at the present day that the peacock feather, lavishly awarded as this decoration has been of late years, is not obtained previously to the bestowal of the batʼuru; and the allowances of the bearer, when employed on active service, are considerably enhanced in virtue of his possession of the title. The Bat'uru has been conferred upon at least one European, Mr W Mesny, a native of Jersey, for services rendered in the province of Kueichou.\n\nMesny commented in his Miscellany in 1896 that on several occasions during the early years of the Kueichou campaign he had been recommended to the Emperor for the bestowal of military rank and his",

The Double Dragon Jewelled Star (Shuang-lung Pao-hsing) was, he repeated, conferred on him in Kueichou during his first campaign in that province (1867-1869). He described it in his second note as consisting of a pure heavy gold [2oz or more] medal rather than a star, about one and a half inches in diameter, with a hole in the centre about half an inch in diameter, filled by a light sapphire globe revolving on a gold pin inserted through it. On one side were two dragons in high relief, on the other, four characters, also in high relief, viz. Ta-Ch'ing Feng-tseng meaning 'a title of honour bestowed by the Ch'ing dynasty'. The jewelled globe in the centre was intended to represent the light blue button and rank of colonel which Mesny then held. Had the medal been conferred by the Emperor, Mesny added, he would have worn it in Europe in 1878 but as it was the gift of a provincial viceroy he did not. Mesny also wrote that he preferred his ordinary Chinese rank and decorations, the Flowery Plume or single-eyed Peacock's Feather and, later, the ordinary order of Pa-t'u-lu with special designation of Ying yung, the Penetrating Knight, awarded to him by the Emperor.\n\nMayers, again, in The Chinese Government wrote about this minor award;\n\n'Isolated distinctions have indeed been conferred in China on foreigners of various nationalities, principally for services rendered in the command of drilled troops during the Taiping rebellion, and subsequently in the collection of the Customs revenue, which are known, with reference to the European term 'star', by the designation pao-hsing; but as these are bestowed, for the most part, by provincial authorities, and without the sanction of any established rule or recognised statutes, such as are required to constitute what is commonly known as an 'Order', the badges thus conferred can scarcely be regarded as having any real value as authentic marks of distinction.'\n\nMesny was recommended for 4th Degree civil rank in 1866 which, if it had been awarded, would have entitled him to wear a mandarin square 'wild goose' breast badge. He recorded that the fourth degree civil rank had the right to wear and were distinguished by a dark blue button on their official cap. We know that Marie, in her middle age in Jersey, never referred ever to her time in China nor to her mother. If the subject ever arose, even with close relatives in Jersey, she promptly changed the subject. The only time she ever let slip anything about life in China was when the Chinese silken slippers were produced and she told her second cousin once removed that when her father, William Mesny, returned from a distant and lengthy trek, he found that his Chinese wife had bound her (Marie's) feet in accordance with custom. He ordered them to be unbound at once and never to be bound again. Incidentally, he wrote in his Miscellany in 1896, when Marie would have been two, that “... women must cease to cramp their feet: crippled women cannot produce healthy and hardy children.”\n\nIn 1905, writing about Eurasians, when his son would be 20 and his daughter about 10, he wrote 'the only prospects of a future easy life for the Eurasians in Shanghai are to be trained for service in foreign houses; the boys as clerks and such like, the girls as mistresses at least, though of late a good many of them have been induced to demand marriage and have succeeded in obtaining it.' There was little future in China for people of mixed blood, especially in the twenties and thirties of this century, and none outside it. Mesny's daughter's extreme sensitivity about her mixed blood simply reflects the era in which she lived.\n\nMesny's Knowledge of Things Chinese\n\nThere is no doubt that Mesny's knowledge of Chinese life, customs, history, geography, etc. was extremely wide, bolstered, understandably, by works written by other foreigners, such as the Chinese Reader's Manual by W F Mayers, which is quoted from extensively. He went to some pains to explain that he saw as one of his responsibilities the importance of him educating both Chinese and foreigners in each other's cultures.\n\nMesny was not backward in expressing his views and opinions on all matters to do with China, be they economic, political, religious, social, or personal, occasionally echoing those of the few like-minded foreigners who professed that westerners, and in the case of Mesny, the British in particular, were well-intentioned in what they were doing in China but mistaken in their political and religious views, policies, and convictions.",

Mesny had taken every opportunity to praise Tso and, in good Chinese fashion, looked upon him as his 'protector' or 'patron'.\n\nIn a comparatively brief single-page highlights-only curriculum vitae printed in the Miscellany in 1905, Mesny would appear to have been careful in his choice of words. He used the phrase 'Volunteered for service' not only when he went to Kueichou in 1868, about which he later wrote at length, but also in connexion with 'Manchuria' and 'Peking', the former during the Sino-Japanese War and the latter at the time of the Boxer Rebellion, neither of which has been mentioned elsewhere in the Miscellany. This suggests that he was not taken up on his offers of service, especially as his name does not appear in any of the standard writings on the Boxer era in north China and he does not describe or offer any anecdotes on the subject in his Miscellany.\n\nHis Miscellanies contain a large number of items culled from other works such as Mayer's Chinese Reader's Manual written in Peking in 1874 where Mayers was a Chinese Secretary to HM Legation, and published in Shanghai the same year by the American Presbyterian Mission Press. At one point Mesny claimed that W F Mayers was a friend of his; but reading between the lines one is tempted to see Mesny meeting Mayers over dinner at the Legation in Peking where polite conversation would lead to a discussion on the failure of the Chinese to help build a railway, with Mesny offering advice and suggestions and Mayers, again politely, concurring. This would appear to have been seen by Mesny as Mayers accepting Mesny's ideas and entrusting him with various tasks. Mayers in all probability forgot all about the conversation, but not so Mesny who repeated himself several times in his Miscellanies, explaining how he had offered advice and had been waiting for a follow up from Mayers which never arrived. It is a matter for speculation how often this type of conversation took place, with other parties forgetting, either with or without intent, their talks with Mesny.\n\nMesny periodically advanced oracular statements which in later years would be referred to as 'China-watching'. In 1899 he made several predictions about the 'inadequacies' of the Manchu Ch'ing dynasty and forecast that the end was 'very' nigh with a new reformed China ahead. He also predicted that the Russians for all their implied power would be unable to retain Manchuria against the Japanese who also, Mesny thought, might join up with China making a powerful empire under the Mikado as ruler of the Greater China and Japan. However, the other half of the fourteen battalions remained in Ch'ing-p'ing Hsien and stood firm, and even recovered much of the abandoned equipment. This was not reported to Kuei-yang and Ch'engtu in Szechuan in time to benefit the C-in-C of the Szechuan Force, the story put about by the commander of the seven battalions who had evacuated Ch'ing-p'ing Hsien being believed and acted upon. The C-in-C, T’ang, was therefore degraded and posted to Szechuan,\n\nThe story, according to Mesny's narrative, ended with the demobilisation of several units of the Szechuan Force, the C-in-C's guards and the Ko-i Brigade in particular, and with Mesny settling into life as an adviser to the new supreme commander of all the Imperial forces in Kueichou, Chou Ta-wu; leaving us in anticipation of the next and successful campaign to suppress the rebel Miao, beginning later the same year, 1871, to be published by Mesny. Regrettably it never seems to have got beyond either Mesny's pencil jottings or good intentions.\n\nThe Organisation of the Szechuan Force\n\nIn his Notes on Chinese Military Services Mesny explained that there were several branches of the Army, the Manchu Banner Corps, the Mongol Banner Corps and the Chinese Banner Corps, each with eight banners. There were also the Chinese militia called Chih-ping; volunteer troops raised during the Taiping Rebellion and on many other occasions of emergency, called Yung-ying or simply Yung i.e. braves [known to Mesny as the Mobile Volunteer Force], and the local train bands\", Tuan-lien [known to Mesny as the Sedentary Volunteer Force]; armed peasants trained in the use of weapons for the defence of their homes in both town and country.\n\nMesny appears to have used notes written during the early 1870s to compile his descriptions of the Chinese Imperial forces and seems not to have taken much advantage of the benefit of hindsight to amend them prior to going to press in 1895. It had proved difficult to differentiate between Mesny's personal knowledge and his accuracy in recording detail, and information he acquired from other non-Chinese sources. Mesny's ambiguous descriptions are confusing though it would seem that there were four separate bodies, the Banner Forces, the ill-trained Green Standard armies under provincial control, the Disciplined Battalions formed from the Green Standards forces, and the local defence train bands.\n\nThe standing army was divided into two great classes, the Banner Forces, [Ch'i-ping], and the Militia Forces (Chih-ping]. The real Chinese National Army also called Ying-ping generally styled by foreigners as the Green Banner Force [Lu-ch'i Ying'] derived its title from the colour of their triangular standard, green satin with a red satin scalloped border and a golden dragon embroidered in the centre. Each province had a separate army corps under a C-in-C styled Ti-tu Chün-men [one such force was the Kueichou Provincial Force operating alongside the Szechuan Force in which Mesny served]. The forces consisted entirely of Chinese and were, in fact, a part of the local militia. Three centuries ago, wrote Mesny, it was the finest military force in the world: as it was in 1895, he added. The force was beneath criticism.\n\nThe Disciplined Army battalions, the Lien-Chün Ying [troops trained by and after foreign advisers], was a new organisation instituted by Ts'en Yü-ying, formerly Governor of Yunnan, Kueichou, Fukien and subsequently Governor-General of the Yun-kuei provinces. It consisted of detachments from the various Territorial Green Regiments formed into battalions and bearing the same territorial name as the regiment from which they had been detached and of which these detachments actually formed or constituted a fighting or field battalion. The Disciplined Battalions were armed with obsolete rifles but far superior to anything opposed to them in Yunnan or Kueichou. These Disciplined Armies, often referred to as the Anhui and Hunan Armies, were originally privately raised and financed by Tseng Kuo-fan and Li Hung-chang to combat the Taiping rebel armies and were under the personal command of Han Chinese generals.         "content_text": "320\n\nMESNY'S CHINESE MISCELLANY.\n\nThe total strength of the regiment is thus: One Colonel, one Second-Major, two Captains, four Lieutenants, four Sub-Lieutenants, two Sergeants, four Corporals, two Lance Corporals and about 650 to 700 men.\n\nThe strength of this regiment is, however, very much increased by over one hundred and thirty gun-boats and a score or so of old ones. Each new gun-boat is manned by one officer and nine men on a peace footing, to which are added one officer and five men in times of war. The old gun-boats have two officers and over twenty men each, and some of them cruise down in the neighbourhood of the Bogue Forts.\n\nThe new gun-boats thus give a complement of 1,300 officers and men in times of peace and over 2,000 in times of war, to be added to the strength of the above naval regiment, besides a proportionate number of commissioned officers.\n\n1439. PAN FEI-A favourite concubine of Tung Hun Hou, the last but one of the Sovereigns of the Ch'i dynasty, A.D. 499-501.\n\nThe practice of cramping the feet of Chinese girls is ascribed to her by some writers. Mayers says: \"She is celebrated for her beauty and grace, and it is related of her (but on untrustworthy grounds) that the practice of artificially cramping the feet was introduced under her auspices See Yao Niang. Her imperial lover is said to have uttered one day, when gazing at her performances in the dance upon a platform ornamented with golden lilies the amorous expression: 'Every footstep makes a lily grow!' and hence the term Chin Lien metaphorically used for the feet of women is said to have taken its rise. In allusion to the same traditions the expression Lien Kou (lily hooks) is also applied in celebrating this charm of woman-kind.\" The term Chin Lien really means Golden Lotus, not Golden Lilies, frequently translated by foreign writers, and in like manner means the term Lien Kou Lotus Hooks. I have often heard the nicely cramped feet of women described as I tui lien hua, i.e., a brace or pair of lotus flowers.\n\n1440. CHOU TICH CHÈN : The battle name of Chou-han the malicious. The rabid anti-foreign Hu-nan man, who has done so much harm to China and to the Chinese by stirring up animosity against foreigners instead of friendliness, adopted as a battle name the characters Tich-chen, which means True as Iron, or \"True as steel\" Chou Han has now fallen, and is ruined, and he is bound to die a miserable death, like everybody else who gets in the way of Christian progress. The following two characters-Tich-chen —may now be substituted for the two so boastfully selected by himself.\n\nHu-nan is bound to be opened to foreign trade and friendly intercourse with foreign nations. No mortal man even yet kicked against Christianity without hurting himself. Chou Han is as good as dead, or he ought to be dead.\n\n1441. AI YEH -The leaves of Artemisia Moxa, q.v. This is considered a lucky plant. On the fifth day of the fifth moon every family gets a few leaves to hang over the house doors. When dry and rubbed up it answers the purposes of punk or tinder, and may be lighted with flint and steel by striking fire over the punk in the usual manner. It is also burnt to drive away insects, or mosquitoes at least, and is very useful as such.\n\n1442. I-TS'AO-Healing Herbs, Medicinal Herbs, Drugs, Artemisia Moxa, q.v.\n\n1443. AI-HO-Punk made from the dry leaves of the Artemisia Moxa, q.v., and used as a cautery in various cases of disease, and burning the scars seen on the head of all properly initiated Buddhist priests.         "content_text": "1) to confirm the existence of a nation's face as evidenced \n\nin press reports; \n\n2) to find out how the press works for the concept of face; \n\nand in this process \n\n3) to establish an analytical framework for the study of face \n\nin the press. \n\nThe primary concern of this article is the concept of face in China. Thus the questions as to the existence of a nation's face and the press presentations of face would be specifically directed to the situation in China. Also, it is a paper with a concern for the treatment of face in the press, so the focus is on how the concept works as it appears in the press, and not on how it works in the actual world. The perspective so adopted would be the communication perspective. It is neither the social-psychological nor the political aspects of face on which the present paper attempts to concentrate. Whereas the third question as to the establishment of an analytical framework, it is hoped that it can apply to face studies in general, and particularly in written media. Before looking into the press presentations of face, it is necessary to elucidate how the concept itself works in order to extract the necessary elements for the present research. \n\nAn Anatomy Of Face \n\nIn many previous discussions of the concept of face, it has been pointed out that there are two main components within the concept. For instance, Hu Hsien-chin, in her seminal paper, discerns lian from mianzi within face. Finding such a classification problematic in the lexical context of the Southern Chinese dialects, on which they examine, King and Myers (1977) propose the terms 'moral mian' and ‘social/positional mian'. In a similar way, Goffman hints at such a distinction in his definition of face (Goffman, 1969:3). He writes that face 'is an image of self delineation in terms of approved social attributes... as when a person makes a good showing for his profession or religion by making a good showing for himself. The citing of profession versus religion, meaning the differentiation into the secular and the spiritual components, hints that face consists of two distinctive elements. \n\nAs members in society, individuals would each be entitled to face, or lian, according to Hu Hsien-chin. But on the other hand, if he throws rubbish casually in the district, he may be despised, his neighbours may refuse to talk to him until he changes his behaviour.\n\nIn short, the dynamic quality of face does not reside solely in individuals. It varies with the status and performance of an individual, the treatment he receives and the performance of individuals relevant to the interaction. The possession of and the amount of face predicate on the judgments of his total condition in life, including his actions, those of people closely associated with him, and the social expectations that others have placed upon him (Ho, 1975: 883),\n\nThe Attributes of Face: Honour, Influence And Deference\n\nThe dynamic qualities of face can be seen in the light of honour, influence and deference. If a person has a lot of face, he would have a lot of honour, influence and deference, or any one of these. An actor who wins a lot of fans is successful in his career. His status in the movie business and role performance belong to the higher rung. He will have face or big face, and thereby honour, influence and deference (for illustration, please refer to Figures 1 and 2).\n\nTake Jacky Chan of Hong Kong as an example. His movies often see full house in cinemas and top audience rating lists, which means that others' reactions are also favourable. With success in the movie business, he has won places in Most Achieving Youth Awards, he has been named to honorary chairmanship in various organisations etc. This is honour for him, since his success is being recognized by people in other fields.\n\nHis influence may be felt in society. A person may go to a hairdresser and tell him to cut a Jacky Chan's style for him. Some people may dress themselves in a special way just because 'Jacky Chan does that'. If he illegally parks his car on the road, he may be stopped by a policeman. But upon recognizing him as Jacky Chan, the policeman may not fine him. In short, honour, influence and deference can be purchased or obtained by a person with face (King and Myers, 1977: 9-10). Bigger face would mean greater purchasing power for honour, influence and deference. Hence it would be more advantageous to have a bigger face than a smaller one.",

        "content_text": "17\n\n++\n\nVery often, we designate terms such as “family”, “social class”, \"teachers\", \"experts”, “democrats”, “Tibetans”, “Chinese”, “Americans” etc to delineate a social aggregate. It is because members in a group share some functional commonality, ascribed or achieved. They share some norms and beliefs which bind them together. They hence behave in a way as expected from a member in that particular group. If face is bounded by the three elements of status, role performance and moral conduct, then there is no reason why a group cannot have the right to a face basing on the status, role performance and moral conduct of its members in general.\n\nFurthermore, if members in the family share the same properties, status, prestige, outlook, surname, moral codes and a face in an ascribed manner, then there is no reason why members in a nation, sharing the land, the physical features, the economic achievement, political rights and so on, cannot share a face as well. The picture seems that there can hardly be any argument against leaving open the limit to the size and scope of a social aggregate within which its members can share a face. Face, theoretically speaking, can be societal, racial, national, continental and if interaction opens up among planets, planetary.\n\nWhile a global face may appear surreal, the hypothesis upon the presence of a nation's face may not. In fact, some scholars have found that an individual's sense of self may vary according to the prosperity or poverty of the nation to which the individual belongs (Volkan, 1985: 231). If an individual's face correlates with an image of self, as in Goffman's definition, then there is reason to believe in a relation between an individual's face with the fortunes of the nation in which he is embedded.\n\nPeople may share a sense of self, rising and falling, insofar as their nation does so. People may share a face, prestigious or notorious, dignified or unscrupulous, if that is what their nation appears. Images of nations are nothing new in the social sciences. Many scholars have already studied them. What is awaited from scholars is the research on a nation's image with a focus on the concept of face.\n\nMoreover, a nation's face does not seem to be an irrelevant topic of study and particularly regarding China. King and Myers have pointed out that the primary source of identity of people in the country has gradually shifted from family or village to nation. At this level, face can be seen as being bounded by the nation's status, political or economic; her performances in these areas; and her moral conduct in terms of a just nation. The net face of a nation will then be reflected in the reactions of other relevant nations in an international event.\n\nIf a nation concerns herself with her face, she would be concerned with the honour, influence and deference that would likely be at her disposal. To obtain these attributes, she would endeavour to elevate her status, to improve her role performance and to better her virtues as a just and morally bound nation. By doing so, she would be honoured, she could have the power, though not authority, to influence and threaten other nations. With these, she could then hope to be treated with face. To the extent that nations are willing to perpetuate their relationships, this expectation would probably materialize and thereby face is exchanged and the amount of face is re-determined.\n\nSome years ago, South Africa had membership in many international organizations and she was treated equally by other nations. But today her apartheid policy is under severe attack. Her athletes cannot participate in any events sanctioned by many international sports federations. Her \"moral behaviour\" now under a more open set of moral standards becomes vicious and thereby denounced. She, as a nation, and her people, mainly the whites, are not given face. Her status in the family of nations sinks to the lower rungs, regardless of her good performance in economic activities. She is not given face in international events and she is gradually being expelled from any organizations and treaties.*\n\nOn the other hand, when China was not a member in the International Olympic Committee, her people could not participate in events sanctioned by the IOC, even though they could at times participate through invitations or waiving of terms. The records her athletes set might not be taken as official records. Later, beginning from the ping-pong diplomacy in the early 1970s, China showed her might in sports. Alongside with this was her growing strategic importance in Asia, the display of her strength in military ventures along her borders, and the Communist's consolidation* written in 1992 [editor]",

        "content_text": "63\n\nMore so, the relation between factors of face that belong to individuals or teams with attributes of face that belong to people, nation or government is affirmed in the study. This seems to agree with the proposition posed by King and Myers (1977). These two authors argued that due to the breakdown of the traditional social networks, such as the village, the family and so on, individuals would seek to identify more with the nation, the government or other Chinese as a whole. This identification serves to connect them with a source of face too. That is to say, when an individual gains face, he may extend it to the nation, and in turn, he could also share the face of the nation, her status, honour and so on.\n\nSuch an interflow seems to have roots in the traditional Chinese character of mutual dependence (Hsu, 1981: 114). In the past, this spirit of mutual dependence was found within the family system. The social tie of parents and sons allowed the interchange of status and authority between them. In the light of piety prevalent under Confucian teachings in traditional China, the father is the one to have the upper hand in case the two come into conflict. More so, the father can enjoy the authority derived from the son even after retirement. Likewise, he could enjoy the influence, the honour, the status, the economic resources etc. obtained by the son through his own efforts. This was what happened to the concept of face in the past as has been pointed out in previous studies reviewed earlier in this paper.\n\nBut the communists advocated the party as the vanguard, preached a revolution of the feudal system, the family, and the old social networks etc. After the breakdown of the family and this strong social bond, the father-son relationship needed to be replaced, the family system required a substitute. The era then saw the creation of self-reliant rather than mutually dependent individuals, \"isolated, insecure, purposeless, and therefore perpetually in search of something to which he can belong and for which he can fight\" (Hsu, 1981, 471). In short, the individual under the Communist rule needed to position himself in a new setting.\n\nThe answer to this would be the introduction of another collectivity in which an individual could feel at home with. In the findings of the present study, the fact that face exhibits some collective character seems to signify the existence of such a new collective environment, a new set of relationships in which it works. The interflow of status, honour, influence, power etc. is now being placed in a new social network. Exchange between fathers and sons may still be present, it is hard to prove not, but what is more prominent in the press is an exchange in a new",

Economic Roles of Southeast Asian Chinese on the Eve of World War II, on the tremendous economic progress made by Chinese immigrants to Southeast Asia during the 19th century and the early 20th, was written by Fukuda Shozo (died 1973). It was originally published in Tokyo in 1939 with a third edition printed in 1942.\n\n\"Thanks to Fukuda Shozo,\" writes the noted Australian scholar Jamie Mackie in the introduction to this English translation, \"we know more about the role of the Chinese in the economic life of Southeast Asia in the 1930s than we know of their role in the 1990s.\" The fact remains that after reading Shozo's work, we should know quite a bit more about the Chinese in Southeast Asia than merely their economic role.\n\nIt is known that Fukuda Shozo had spent four years in Shanghai from 1933 to 1937, researching and writing this book. After its completion, he was made Director of the Third Research Committee of the Toa Kenkyujo (Third Research Institute) to ferret out information on anti-Japanese activities among the Chinese in Southeast Asia, but Shozo also paid attention to Chinese economic relations between the mainland and Southeast Asia. Little else is known about Shozo, except that from 1938 until his death, he taught at Chuo University in Tokyo.\n\nPerhaps due to wartime conditions, the quality of the paper of the 1942 edition was inferior. During the intervening years, fewer than a handful of copies survived, but it was learned that the brittleness of the paper would not withstand photocopying, which is extremely harmful to the original. Ramon Myers, Curator of the East Asian Collection in the Hoover Institution at Stanford, came up with the brilliant idea of microfilming the book. Les Oates, a specialist in the field and a Japanese linguist at Melbourne University, translated the work into English.",

        "content_text": "65\n\nburners, who oral evidence suggests were common, are noted in the 1921 Census16 in Northern and 183 in Southern District, as also are the brick and tile makers, with 83 male and five female workers noted in Northern District in that year. The other traditional trades noted by the 1921 Census as present in numbers (vegetable oil pressers, shipbuilders, blacksmiths, carpenters) were mostly working within the market towns.\n\nIn some places the “industrial” villages can be traced in the 1911 Census, even though the residents in them do not appear specifically in the \"Occupations\" Table. Thus, there was an area where incense wood was pounded into dust for manufacture into joss-sticks at Pak Kiu Tsuen outside Tai Po Market, and another at Tso Kung Tam outside Tsuen Wan. At the first, the census records the village of Wong Ka Uk, with 10 males but no females, and, at the second, the villages of Tso Kung Tam and Pak Shek Kiu, with 36 males and only nine females between them. These imbalanced populations strongly suggest that the villages in question were essentially industrial. Shek Tsai Po, outside Tai O - a centre for the drying of fish and the manufacture of shrimp paste - had a similarly imbalanced population of 71 males to 47 females. Villages next to important ferries - Liu Pok, Lo Wu, Yuen Chau Kok, Sha Kong, Ha Mei, Mui Wo - also tend to have recorded populations with more males than females, reflecting the boatmen and similar traders living at the ferry pier. Suburban industrial trades are probably the reason also why many of the villages on Hong Kong Island and the rural parts of Kowloon (especially Ma Kong, Chung Hom Kok, Lan Nai Wan, To Tei Wan, Tai Tam Tuk, Tong Po, Deep Water Bay, and the Quarry Bay villages on Hong Kong Island, and Ma Tau Kok, San Shan, Shek Shan, Lo Lung Hang, Wong Nai Yue, Fo Pang, Tai Shek Kwu, and Ho Man Tin in Kowloon)* show a significant excess of males over females. Suburban villages with significant excesses of males are also to be seen immediately outside most of the New Territories market towns in 1911. These villages had commercial market-gardens, industrial premises which required large areas (dyers, joss-stick makers, sawyers, etc.), and offensive trades (tanners, lime-burners, brick and tile works, etc.), and should be considered as part of the market town complex. The ring of villages with high male-female ratios around the city in 1911 should be seen in the same way, as subordinate to the commercial life of the City.",

I learned that one can not over-estimate the time that should be spent on planning for such an event; the room allocations of those who were sharing, for example, should have been sorted out in the relative comfort of Hong Kong rather than hoping to patch things up on the day. I learned that even though we were shamelessly interested only in European colonial remains, half expecting to have to be apologetic about this to the local population, many of these remains have been carefully restored and protected. I learned that only three bars of Cadbury's chocolate are not nearly enough to sustain me during five days in China.\n\nThe only real disappointment was being told that foreigners could not go and look at a 100-year old railway station, and a foreign built one at that. However, one of our members got his own back by video-taping Chinese fighter planes taking off and landing at Dalian airport whilst waiting for our flight back to Hong Kong, and doing this in full view of everybody. He was not even cautioned, let alone arrested.\n\nWhich brings me back to why I took 25 people into Shantung and only brought 18 of them back. Were the others lost? Not really.         "content_text": "86\n\nstep (Baker; 1981,15).\n\nThe matshed consisted of a light bamboo frame clad with thin metal sheets, which are more fire resistant than the old rattan mats that were used years ago (see Figure 1). A compartment at one end housed four henchmen and their god, called by the villagers Tai Wong Ye, sometimes translated as 'Great Ancient King' (Myers; 1975,19)(see Plate 3). The same god in urban Hong Kong is usually called Daai Si Wong (Baker; 1979,121). Different names for the same god can cause confusion. The matshed faced southeast (feng shui south), in the direction of the Kwan Yin Ancient Temple. The number of Taoist priests taking part in the ceremony inside the matshed, with some arriving late, fluctuated from five to seven. Even priests get caught in traffic jams. There was a small group of musicians in the matshed playing, between them, a trumpet, gongs, cymbals and a small drum. Percussion instruments took pride of place. The matshed also contained dishes of fruit, to be offered up to the gods, and paper offerings. Joss sticks were burned.\n\nThere was a great deal of incantation, much read from a book taken off the altar, and some kneeling. Rice wine was deliberately spilled on the floor in the process of purification and offering it up to the gods. The gods of east (the Green King), south (the Red King), west (the White King), north (the Black King) and centre (the Yellow Emperor) were beseeched, in rising and falling tones, to come down to protect the district in words that were not easy to link together and to understand. The Chinese animal sign of the year is said to represent a direction. There the planet Jupiter is located (Lo; 1992,162). This has important feng shui implications. One should not disturb the earth in this direction.         "content_text": "204\n\nEarth Gods and Tree Spirits\n\nBesides the gods of Buddhism and Taoism worshipped in the village temples, there were also the gods of each locality. In the villages of the Hong Kong Region, in addition to whatever temples had been erected to the deities, it was usual for there to be several earth gods in each village, and in each of the streets in the local market centres. These animistic spirits were equally sought out by the village people.30 Besides the regular acts of worship performed at the shrines, with their supplications and thanksgivings, it was common practice to place children, especially boys, under the protection of a temple deity, an earth god or a tree spirit during the uncertain years of childhood, in order to secure protection against the many dangers that beset young lives. If a tree died or had to be felled, the protégés were transferred to another protector, with the appropriate ceremonies of disengagement (recognition of and thanksgiving for favours bestowed) and adoption at each place.31 Either Buddhist or Taoist priests were required for such rituals.\n\n31\n\nChinese Women and Religion\n\nFinally, it should be noted that Chinese women are considered to be more religious than their menfolk. As Rev. Dr. Robert Morrison's biographer observed in the last century:\n\n46\n\n'...their nature is much more religious than that of the men...it is they who visit the temples.
