HUGH RICHARDSON, C.I.E., O.B.E.\n\nTibet as it is is too\n\nI am going to talk about Tibet as it was. tragic, moving and lamentable a topic for a present talk. But I shall describe Tibet before its old civilisation and culture, its ancient form of government, its religion, its liberty and indeed its individuality were swept away. I must forget for the moment this outrage and try to recreate a little of the easy-going, friendly, contented country that I remember. Obviously I cannot cover the whole of Tibet's past in this very short time.\n\nYou may notice that I have not called it secret or mysterious Tibet. Of course there was plenty that was strange and little-known in the country; but to any foreigner who was living there it was hospitable and open. Many of the strange things became intelligible, and the mystery, although it was there, fell into its place.\n\nNow it is true that the idea of a rather baleful mystery was for quite a long time fostered by the policy of deliberate exclusion. But the latter is comparatively recent—it only began at the end of the eighteenth century. Before that foreigners were not specifically barred from Tibet. The occasional traveller or trader was kept out by the nature of the country, but anyone who was determined and courageous could find his way in. If the names of Antonio Daldarada, Stephen Caccella, Borazzio della Tenda and Ippolito Desideri as yet mean nothing to you, there is much enjoyment in store for you when you do make their acquaintance. They were missionaries in Tibet, mostly Jesuits, from the beginning of the seventeenth century to the middle of the eighteenth. Their accounts are excellent reading, especially that of Desideri; and they all found a kindly welcome. Though they worked very hard, they made hardly any impact on the well-established Tibetan religion and on Tibetan conservatism.\n\nConservatism was the dominant characteristic of the country. It was largely due, I think, to its geographical situation and to its natural defences, of which the Tibetans have long been conscious and proud. A very old hymn in praise of their country, at least as old as the eighth century, describes it as \"in the centre of snowy mountains, the source of great rivers, a lofty country, a pure land.\" In that lofty country, behind the barrier of mountains, the Tibetans kept alive their peculiar civilisation, traceable in their own records from the seventh century. There were, of course, plenty of changes and developments in the course of thirteen hundred years, and some influences entered from outside. But every importation was assimilated and transmuted into a Tibetan form.",

No dispute arises but one or more of these social pests thrusts himself forward between the contending parties, and no fraud on the revenue or wholesale extortion is free from their similar influence\". Lockhart (through Governor Blake) says that the New Territory's literati \"have hitherto lived by irregular \"squeezes\" from the people\" and he blamed the opposition to British rule to them and to \"gamblers and bad characters banished from Hong Kong\" and not to the people who were incited by the gentry and elders. Neumann's Translations from the Chinese and Armenian with notes. 1. History of the pirates who infested the China Sea from 1807 to 1810, (London, John Murray 1831). This includes, pp. 97-125, a very interesting account of an enforced stay of eleven weeks and three days with the pirate fleet in 1809 by Richard Glasbrooke, the mate of an East Indiaman. The pirates spent a considerable time on and near Lantau, which must have suffered from their depredations. The clan record of the HO family of San Tsuen, Pui O, on the south side of the island mentions pirate raids and a decision to fortify the village with walls which can still be seen, with several embrasures for cannon.\n\nPiracy continued until a much later date. The Cheung Chau police station was attacked and burnt in 1912, necessitating its removal and enlargement, one of the Cheung Chau ferries was pirated in 1923, and in 1925 a band of sixty robbers from the Delta entered Tai O by way of Po Chue Tam creek, killed a woman and made off with young men and a fair amount of booty without any difficulty. The Police Station is situated at the other end of the town and knew nothing of the attack until it was over. All this they have been wanting to do for a long time, [and] if each robber should rise up at the same time both Canton and Hong Kong will be destroyed.\" \"Danger from without (the foreigner),\" he continued, \"was troublesome enough and must be guarded against, but internal troubles were even more important.”\n37\n\nAlong the coast piracy had again become well-organized. In 1844 a pirate fleet of 150 boats exacted blackmail from all passing native craft and attacked Imperial military outposts. At one point they actually captured the official in charge of the Bogue, cut off his ears, and demanded $60,000 ransom,\n38 A modern historian described the scene thus: \"Pirates swarmed in Hong Kong waters. Lawless European seamen joined the outlaws. Native marine storekeepers on the island (of Hong Kong) not only supplied them with arms and ammunition and disposed of their booty but furnished them also, through well-paid spies in mercantile offices and government departments, with information as to the shipment of valuable cargo and particularly as to the movements of the police and British gunboats. Chests of opium and other valuables were carried off. Men, ships, mail, and cargo disappeared forever.\"\n39\n\nAs in the early days of the century, the Imperial navy was powerless in the face of this piratical power, and it was not until the British navy went into action in 1849 and the pirate fleets were partially destroyed that a semblance of order was restored.\n40\n\nThis, then, was what was \"going on\" in the 1840's.\n\nTo the \"average\" Chinese villager, as to the \"average\" Chinese official, the real problem was the lack of internal peace and order. It is true that the foreigner was being attacked and his property stolen... of this there can be no doubt. But Chinese were being attacked and Chinese property was being stolen too.\n\nFor every barbarian assaulted there must have been hundreds, if not thousands, of Chinese victims as well. The dominant theme of the '40s was not anti-foreignism, or even an over-riding concern with the foreigner and his doings.         "content_text": "114\n\nREV. MR. KRONE\n\nThe true market-places, called \"Hue\", however, are built separately from the villages. They are generally built in a rectangular square, and two or four strong gates are thrown open during the Hu-ke, to admit visitors. These market-places are visited every third or fifth day by hundreds and sometimes thousands of people, who assemble from the whole neighbourhood, and frequently from great distances, for the purposes of barter or of general trade in the products and manufactures of their respective villages. Those who frequent these markets are usually joined in league for mutual protection against robbers. These places are sometimes quite uninhabited; some are occupied by shops whose owners seldom have their families living with them; a few have permanent sheds erected over the ground where the goods are exposed for sale.\n\nFrom the foregoing, it may be understood how troubled and insecure the normal condition of this district is, and for a very long period has been. Not only are robbers and pirates to be feared, but internecine wars are almost always raging between some or other of the villages; and these wars, though often arising from trivial causes, are not mere temporary quarrels, but are often long-continued and sanguinary.\n\nIn consequence of this state of affairs, fortified places called “Wai”, have sprung up throughout the district. These are of different forms, but are generally built in the form of a square; their walls are strong and lofty, sometimes turreted, and are often surrounded by broad and deep moats. Frequently a single strong iron gate is the only means of access to them; when danger is anticipated, the women, children, and treasures of the neighbouring village or villages, are concealed in the Wai, which is garrisoned also by some of the older and younger men, so that the able-bodied are enabled to take the field in defence of their property, having the Wai to retreat to in case of danger. I have met with about forty of these Wai throughout the district, and they are calculated to afford excellent protection against the large bands of robbers, which frequently pass to and fro through the country, pillaging the villages and parties of travellers. These forts were generally erected in those times of disturbance and insurrection, which have usually preceded the change of a dynasty. At the present time many of these are much dilapidated.",

It is reproduced here exactly as in the original, though a different format has been adopted to suit the Journal's printing style.\n\nMy friend was sitting at his desk, busy, no doubt, in framing the best-worded sentence ever penned in the East, when a howl from the street rang through the lofty verandah, and rebounded, as it were, from the high ceilings of the room. \"That's one of those ubiquitous hawkers,\" said my friend angrily, springing to his feet and rushing to the verandah to have a look at the back of the disturber. I joined my friend quietly and was just in time to see a pair of broad shoulders raising themselves, and a pig-tailed head bending backwards; and then came a second edition of the howl we had heard before. I myself, being of an asthmatic nature, rather envied the sturdy fellow who could carry so much on his shoulders and walk a brisk pace, and yet have breath enough left to utter such stentorian sounds.\n\n\"What does that fellow call out?\" my friend asked. I could not say, though I had been in China for some years, and, as my friend remarked, ought to know, if I pretended to know Chinese at all.\n\nThat was some years ago. In the mean-time others like my friend must have suffered from the annoyance which led to the framing of Ordinance No. 8 of 1872, which says that:\n\n\"Every person is liable to a Penalty who shall use or utter Cries for Purpose of buying or selling any articles whatever,... within any District or Place not permitted by some Regulation of the Governor in Council.'\n\nFor the hawkers of Hongkong wooden tickets are provided which must be renewed every quarter at a cost of 50 cents.         "content_text": "The Hong Kong Region\n\n125\n\nthe inhabitants were less fortunate and had either to flee into the hills or stay to oppose or meet the pirates' demands. Walls were built or repaired, and a defence by desperate men of even these not very imposing defences might help to stave off an attack. Village refuges, into which cattle and livestock, valuables, women and children and old people were put, were also utilised. One of these places existed at Shek Pik, but was already in ruins by about 1900.1 Most villages kept arms and even cannon available for use up to 1899 and some of these remain to this day.2\n\nNonetheless, the villagers' position was pitiful in the event of attack, and their attitude towards pirates was probably too often similar to that recorded by Commander Vansittart of H.M.S. Bittern from the River Min in March, 1855:\n\n+ miserably poor boats followed the Brig begging assistance; one Village sent me a well drawn up petition; another a present of waste paper and Joss-stick; fishermen, and passage boats, small Traders, all telling the same pitiable story; landing on Hootow, I was quickly surrounded by Peasantry; desiring the Interpreter to ask them why so many fine looking fellows permitted strangers to molest them; they declared it was useless to resist Pirates, and so whenever Pirates came the villagers hid themselves and cried.\n\nThis extract, quoted from Miss Fox's book,3 shows how Chinese on land and sea suffered at the hands of their less scrupulous fellow countrymen.\n\nThings were no better on the sea at the end of the century. L. C. Arlington of the Chinese Maritime Customs, who spent six years 1893-1899 in charge of the Customs station at Cheung Chau, says;\n\n'as well as other numerous islands forming the Ladrones, [it] was the rendezvous of pirates, who kept all of us on the qui vive, foreigners and natives alike. Gangs of pirates would get together and attack the villages, even in broad daylight, and after looting and killing, escape either to Macau or Hong Kong, where they disposed of their booty. The Customs Officers had many tussles and narrow escapes from these pests of the sea.\n\n1 The elders told me about it after I had come across a reference to it as a place name in an old deed of sale of fields in the valley.\n\n2 R.         "content_text": "126\n\nHe went on to say,\n\nJAMES HAYES\n\nDuring my time in Kowloon territory, i.e., from 1893 to 1901, piracies were so common that we regarded it as extraordinary if a day passed without one. Indeed, it was the daily routine for junk masters to report at the Customs Station that they had been pirated and all of their cargo looted.\n\nCustoms duty was 'practically confined to chasing pirates and smugglers', and Arlington states that 'at one time I had no less than sixty pirates chained to old cannon to prevent them from escaping pending their transfer to Canton for trial'.*\n\nWhilst some villages were blameless and the victims of raids and assaults, there were others whose innocence was doubtful. Arlington mentions one case in which pirates had disappeared with an entire cargo consisting of 250 huge vats of indigo weighing as much as 500 lbs each vat, besides 100 head of cattle and 500 pigs, of which there was no trace when a Customs cruiser arrived on the scene only two hours after the piracy was reported by signal at Cheung Chau. It was, he says, 'a safe bet that the pirates came from these villages, and had secret places to hide their booty where it was safe from discovery'.2 The villages in question were on the mainland but he does not say where.\n\nIn the wider area, the reports of the British Consuls on the trade of Canton, Amoy, Sam Shui and Pak Hoi in the 1890s—all save the second within the Kwangtung Province—reveal a disturbed situation. One Canton report comments, \"The old free-booting spirit still survives among many who are now apparently peaceful traders and fishermen, of which we occasionally get startling proof in some unexpected daring act of piracy on the high seas or along the coast.3 His colleague's report from Pak Hoi was more down-right. 'Piracy\n\n'Piracy is in the blood of the race. A glance through the year's diary shows a monotonous record of petty coast raids, hoverings of pirate junks (which still terrorise the neighbouring coastline) and robberies of every degree of dignity from the sacking of the larger pawnshops to the plunder of a returned emigrant from the Straits or Sumatra',4\n\nArlington's evidence shows that the Hong Kong region was scarcely better in these respects than any other. I came to regret my thoroughness, for there was never time to use the equipment thus accumulated and this must have been splendid booty for the Japanese. There was also a full social life; many British women had enrolled for nursing and other essential duties and had not been evacuated. The Hong Kong Hotel was a gay place indeed, particularly on a Saturday night.\n\nIn October 1938, 35,000 Japanese troops had landed in Bias Bay on the China coast 35 miles from Hong Kong, and had then occupied Canton and had cut all communications between Hong Kong and mainland China. Patrolling Japanese ships thereafter made sailing from the Colony outside a circumscribed area very hazardous. In February 1939 the Japanese occupied the island of Hainan, 300 miles to the south of Hong Kong thus controlling the sea communications with Singapore. Curiously, after my arrival I do not remember taking part in any serious discussions with my friends about the prospects of a successful defence of Hong Kong. There were however plenty of rumours to fill the air. It was generally known that the strategic plan required Hong Kong to resist an attack for 90 days before a relief could arrive, a decision taken by the British Chiefs of Staff in 1937. In February 1940 the home authorities decided that food reserves should be accumulated for 130 days, while in August 1940 the Chiefs of Staff reached a further decision that in case of war with Japan, Hong Kong should be regarded as an outpost to be held as long as possible. After the war I learned from Liddell Hart's History of the Second World War, that in February 1940 the Chiefs of Staff concluded that the troops should be withdrawn from Hong Kong. Nothing was done to give effect to this decision. I have no doubt that the decision taken in February 1940 was the correct one which could with advantage have been taken much earlier. Ever since my arrival in Hong Kong in 1939 I believed that the Colony could not be defended successfully. The frontier, beyond which lay a strong Japanese army, was some 20 miles from Hong Kong harbour, the line to be defended, the so-called Gin Drinkers line was less than 5 miles from the harbour, the Japanese navy controlled the coast, our airport was tiny and the Air Force planes were few in number and no match in performance for their potential opponents. One and a half million Chinese civilians were crowded into Kowloon and Victoria. Roads suitable for wheeled traffic were few and open to close observation at many points. However this may be, there we were, available to relieve them of the responsibility of caring for our casualties.\n\nThe next point of importance is the Japanese decision to behave like other belligerents and abide by the terms of the Geneva Convention though they had not been signatories. As a result, they recognised and accepted representation in Hong Kong and some, at least of the activities of the International Red Cross Society.\n\nAs a possible third consequence they allowed the hospital to remain in its buildings and concentrated there all allied wounded from other hospitals in the Colony. They used it also to receive some, but not all sick from the P.O.W. camps.\n\nAll of these actions conferred clear benefits on the Japanese, as well as upon us.\n\nAny drugs or dressings removed by them from the hospital were in such small quantities as to be unimportant to us. Even when an electricity generator was taken, we still had another left. Except when some unacceptable decisions to admit too late, or discharge too early, sick prisoners were made by the Japanese the clinical freedom of our doctors was not challenged.\n\nThe hospital was given staple food and fuel rations and clothing and boot repair materials on a scale which may have been based on a standard used for Japanese troops who of course were known to live in part off the country in which they were operating. International agreements of course required only this scale to be observed. I think that our guards fared rather better than we did on their basic rations, especially in fish, but I have recorded earlier the anxiety shown by guards when their rations, like ours were late in arriving. I recall here the public statement to us in 1944 by a supplies officer that there were shortages on the Japanese side but that they would try to keep the hospital properly supplied. This was an appeal to us to understand their position, an appeal which fitted ill with much of the Japanese bearing towards prisoners. Their plight then, in Japan itself as well as in Hong Kong and no doubt elsewhere was extremely grave and their desperate resistance for another year is surprising. It was however hard, even impossible for prisoners to take then the detached view that we can today.\n\nWhile the Japanese haul of booty in the form of drugs and medical supplies in Hong Kong must have been enormous the quantities that reached the hospital were negligible and we were",

Sea captains were warned to keep well away from Brunei:6\n\nThe predatory and treacherous disposition of the inhabitants of the extensive coasts that encircle the great island of Borneo have now discouraged almost every European from venturing to trade there.\n\nthere is no inducement for a ship to touch there or at any other of the bays on the northwest or northeast coasts of Borneo, the natives being inhospitable and perfidious.\n\nAnd the keen observer and writer Spencer B. St. John wrote of Brunei in 1860:7\n\nThe divisions among the nobles themselves prevent them ever uniting to regain an influence over their distant provinces, which one by one are falling from them. There is a poverty among these men which is almost inconceivable in a rich country, as whatever the amount obtained from the neighbouring villages, it can but support the idlers who throng round the chiefs.\n\nBrunei contains at least 25,000 inhabitants, half of whom depend, directly or indirectly, on the nobles, and in their name carry on a system of plunder unintelligible in other countries. If the followers be sent to make a demand on a certain village, they will obtain double the amount for their own shares. If the inhabitants refuse to pay, their children are seized; and if their means are really exhausted, the little ones are carried off into slavery.\n\nI knew a man, named Sirudin, who at one time brought over seventeen children obtained in that way from the people of Tutong, and this occurred during the spring of 1857. Other visitors to the hills at the grave worshipping festivals include persons from outside the Colony who, on account of old and important ancestral graves located by geomancers in time past, have long been accustomed to make the annual pilgrimage. This tradition has been eroded by the establishment of the People Republic in 1949, though some persons have continued the visits intermittently. In one case known to me at Lo Wai, Tsuen Wan, where the grave was repaired in the Hsien Feng reign (1851-1861), and the people came from beyond Sham Chun Market in Po On county adjoining the New Territories, the family have not come for many years now. The geomantic name of the site is \n\nPre-Chinese Occupation \n\nNE \n\n24. Another aspect of the mountain is its pre-Chinese connections. These are now very difficult to ascertain and one would need to comb the hillside for evidence of pre-Chinese occupation such as field systems and irrigation works, and look closely into the place names of localities, fields and villages, to see which of them contain signs of pre-Chinese words, together with the nature and location of the earth shrines of the area. Mr. K.M.A. Barnett has done a lot of work generally on this subject and has prepared a name list for 150 words which he thinks descend from and relate to pre-Chinese languages in the Hong Kong area (see JHKBRAS 14 (1974), \n\nResources \n\n25. Resources of the mountain included mineral deposits — the largest prewar wolfram workings were at Shing Mun (Davis: 116) \n\nand kaolin clay used in the pottery kilns long established at Wun Yiu near Tai Po (JHKBRAS 15 (1975) 291-2). Other clay was specially used for mud bricks, notably at the village now known as Ta Chuen Ping near Upper Kwai Chung. Another resource, long since exhausted, was the forest trees used for charcoal burning, once a flourishing local industry all over the New Territories. The memory of both trees and of this old occupation remains at one of the place names at Shing Mun, known as Tan Chong (炭廠) or 'charcoal factory', in which there were some houses already abandoned from the early years of this century.",

It would be, moreover, amply clear that to argue the Chinese into relinquishing their sense of cultural superiority, we do not so much need a critical examination of face, as a critical examination of li\n\nNOTES\n\n1 Joseph Agassi and I.         "content_text": "THE CHINESE CHURCH, LABOUR AND ELITES AND THE MUI TSAI QUESTION IN THE 1920'S\n\n111\n\nSociety was asked to address the meeting. He presented a review of the efforts of the Society to induce the Government to abolish the system. In concluding, he congratulated the men for having called the meeting as it showed that labour unions in Hong Kong were interested in questions other than those of strikes and increases of pay.\n\nOne of the labour speakers was Miss Wong Wai-chu, a teacher. She, like Mrs. Ma, was interested in the part women had in maintaining the system:\n\nOwing to weakness of the weaker sex, the system had become a permanency. The owner of a mui tsai was usually a pampered woman, one who beat the girl on the slightest provocation. Confucius said, \"Do unto others as you would be done by\". It was an inadvisable state of affairs to be dependent on others for the performance of any duty which one was capable of performing oneself and this appeared to be a failing of the weaker sex, who used mui tsai for tasks which they could do themselves. If Chinese women wish to raise their status to the same plane as men, they should not allow their children to be employed as mui tsai.\n\nIn the end of the meeting a resolution was passed supporting the passage of the Ordinance. A committee was appointed to consider and suggest any amendments to the Bill that might be desirable.14\n\nPassage of the Bill\n\nAt the second reading of the Bill on February 8, 1923, The Hon. Mr. Chow Shou-son referred to those in favour of the Bill as having been undoubtedly \"actuated by generous motives and lofty ideals, but I am afraid that their burning zeal has not permitted them to study the problem with calmness and impartiality which the importance of the subject demands.\" He saw no wisdom in haste, \"I do not keep, and have never kept, any mui tsai, but this does not blind me to the unwisdom of trying to sweep away in a day the custom with its good points.\"15\n\nHis Excellency the Governor wished to disassociate himself from \"the venomous attacks which have been made on the whole Chinese population of the Colony by ignorant persons at home who seem to assume that because a system is liable to abuse it is therefore essentially bad.\" He informed the Council, however, there was no turning back, \"I have definite instructions from the British Government that the",

        "content_text": "110\n\nThe very latest is that some enterprising folk of these parts have committed a piracy on a junk there, and five or six of them are up before the District Officer, South, on a committal charge.\n\nAt the northern end of High Island is the interesting feature called the Dry Channel or Kon Mun. It is a fiord formed by the sunken mouth of the valley running northwest by Lan Nai Wan, which is connected on the west with the other channels. Into it has poured the whole of the silt from the upper valley: and as this point is precisely where the two tidal waves sweeping round High Island meet, the silt is heaped up there without any chance of it getting carried away. Nothing bigger than a small sampan can traverse it, and then only at high water.3\n\nLeaving this fascinating island group by the often stormy route past Conic Island and Fung Head, we reach the mouth of Taipo Harbour, with Kang Chau (a little rock built up of volcanic ash beds), Grass Island, with the fishing village of Tap Mun on it, and Port Island. This last island is uninhabited.\n\nThe islands in Taipo Harbour are mostly of sandstone and shale, but are otherwise of little interest. They are Harbour Island, Centre Island, and lastly, the island near Taipo station where the District Officer, North, lives, though since the causeway carrying the road was built, this is no longer an island.\n\nGoing out again round Bluff Head, we come to another island-studded stretch of sea. Three large and sixteen small islands occupy it, and it is a most beautiful piece of water. Double Island, the first you come to, is in two halves joined by a low, narrow neck: the Crescent Island, beside it, is uninhabited, but Kat (\"Lucky Harbour\") Island, not being very lofty, has a good deal of its surface under cultivation.\n\nThere is yet one more island, and this is in some ways the most curious of all. It lies away across Mirs Bay, two miles from the Chinese coast, from which it draws a good deal of its drinking water by means of waterboats. It is called, very appropriately, Pingchau (\"Flat Island\"). He was not impressed by the cession of Hong Kong “a barren island with hardly a house on it” and clogged by conditions which made it doubtful if it was a cession in full sovereignty.\"\n\n196\n\nThis myth, for myth it was, has died hard. Indeed, I fear it is not yet dead. It has always been more striking to compare the glowing present with such an insignificant past, and this has been the case at all times in Hong Kong's later history. Over forty years after the British occupation of Hong Kong, Governor Sir G.F. Bowen, addressing the Legislative Council at the opening of the 1884-85 Session, stated that \"... the Island of Hong Kong... when annexed to the British Empire in 1843 (sic) was merely a barren rock, inhabited only by a few fishermen and pirates.” This view was expressed another forty years on by the American Consul-General, George E. Anderson, writing on the Hong Kong Consular District in an official publication of the American Department of Commerce. \"The island of Hong Kong consists of a broken ridge of lofty hills, the highest, Victoria Peak, being approximately 1,800 feet in height. There are few valleys of any extent and scarcely any ground for cultivation... In general, the hills and mountains are bare and the soil is poor.\" He added usefully, \"The island of Hong Kong, 28 square miles in extent, is about 11 miles long and from 2 to 5 miles broad; its circumference is 27 miles\".*\n\nIs this a justifiable description? Was Hong Kong ‘a barren island with hardly a house on it\"? Were its people, such as they were, \"a handful of fishermen and pirates\"? The answer is NO, on both counts. I hope that some day, France once freed and cleansed will send back to China the booty she has plundered.'\n\n16\n\nIncidentally, the Summer Palace of Peking, sacked and burned by French and British vandals, had been restored in the time of Emperor Qianlong (eighteenth century) by Jesuit architects and painters such as the famous Castiglione. The very contribution of European culture to China was smashed down by European militarism in China.\n\nThat French intellectuals concerned with China not only were very few, but also showed little interest in the political China, is supported by the non-committed attitude of that strange Jesuit, palaeontologist and philosopher, Pierre Teilhard de Chardin. His Chinese years in the 1920s and 1930s were most productive intellectually. He elaborated his partly mystical, partly anthropological views on man's fate and future. Yet, he was utterly indifferent to the complex developments of the Chinese revolution at that time, epoch-making as they were. He was living in a China almost without Chinese --- except fossils.\n\nTeilhard de Chardin was an intellectual explorer, almost an adventurer, and so was the energetic Pelliot, one of the founding fathers of modern French sinology. He had established his reputation with his expedition to the Dunhuang Buddhist caves in the Gobi Desert, had not hesitated to bribe and to steal, brought back to France a unique Chinese library and became a Professor at the College de France at the early age of 27.\n\nFrench sinology then was still entirely oriented towards classical China. Just as British sinology was a by-product of missionary studies on China, French sinology was a distant replica of Latin and Greek studies in the Jesuit tradition. The teaching aids which the Jesuits had prepared for classical Chinese often used Latin. Classical Chinese studies did not have to pay attention to the China of that time, any more than Latin and Greek studies did to the Italy and Greece of modern times. The splendour of the moonlight and stars is far beyond what is ever seen in England.\n\nOn the following afternoon we began to move a little, and I made several drawings of the land as we went past. Never did I see such a fertile island as Java, even at the distance. Its lofty hills were partly hidden by clouds, yet where they could be seen they were covered with trees up to their very summits.\n\nOn the next day we were fairly in the Strait of Sunda, and could easily see Java on the right and Sumatra on the left. One peak in Sumatra called Krakatoa was in sight for a day or two. It was dreary work to sit on deck under the awning all day long, and see how slowly we moved. About noon the sea breeze blew toward the shore, and at five in the evening the land breeze blows from the island. No one who has not experienced the land breeze, after a hot day, can imagine how cool and refreshing it is, and it has such a delightful perfume which it brings with it from the land, that you seem in the midst of a blooming flower garden. In the early morning it is just about the same.\n\nAt last we sighted Anjer Hill in the evening, and in the morning I rose at four o'clock to see the village as we passed it, which however we did not do till nearly noon. The sun rose behind the hills, and was the grandest sight I ever saw,\n\nAbout eight o'clock the steward came and told me a boat was alongside, so I went on deck to see it. It came off from the observatory and lighthouse on shore, which we saw very plainly, and the headman had a paper for the ship to fill up. At last we came to \"Hughan's store\", where there is a great space, with easy chairs, etc. for loungers and loafers. Hughan is a ship chandler, and by keeping this place pretty comfortable he gets the captains of all the English and American ships there, and of course gets the job of supplying their ships with provisions, etc. Before the whole lines of stores and offices there is a path, with a roof to it so that one can walk about for an hour without being in the burning hot sun, which in Java is very injurious, especially to Europeans.\n\nWe took a short drive about the town with the captain, who was looking out for some spars for the ship, and then set off out in the country to Madame Baines' Hotel, which is the only English place where one can get to. It was a three-mile drive, but the beautiful appearance of the place made me think nothing of the distance. The Dutch, to whom the island belongs, are the greater part of the European population; consequently, the town is in every direction intersected by canals as is Holland. These canals serve the purpose of drainage, washing, and to keep the air cool. On each side of them is a very wide road, shaded by large trees from the sun. Thus the streets are very wide and airy. There are, of course, a great many bridges. The European houses are very grand, and nearly all built on the same model.\n\nOur two poor horses at last brought us up to our Hotel, where we arrived about two o'clock. It was a fine sight to walk past the villas, and see the verandahs all lighted up, while the ladies etc. were sitting in the cool of the evening, either reading, conversing, or singing. The music was quite a treat to me. No native is allowed to walk about after dark without a light, and also his written pass, to show who he is, and where he is going, Europeans however are allowed to go unmolested where they please. Yet a suspicious character is watched by the native police for miles, and notice is taken where he goes to. One night a fellow followed me home, although of course he did not imagine I knew he was doing so. As you pass each watch-house the guard challenges you in Malay, which I not understanding, I never used to take notice of. Every carriage has to carry lights before and behind, wherever it is going. The number of the carriages of the aristocracy that drive about is very considerable.\n\nWe saw a company of Dutch and native cavalry pass the house. The horses were so small that the men's legs almost touched the ground. We also saw the \"town militia\" exercising on the square before the house.",

On each side of the entrance are vases, etc., with various plants. Over the centre of the porch is a gilt mitre, the episcopal symbol. We go up the flight of steps and ring the bell. We are admitted through the large glass doors into the Hall; thence we go along the verandah, and look out through the Venetian shutters all round. Just a look at the Bp's drawing room as we pass. It is a fine room, well furnished, and doubtless very comfortable. Here I shall come of an evening and spend the time with the family. In the centre of the verandah before the Tower Room is a billiard table. This game is very popular as it affords good indoor exercise. Most houses here contain one.\n\nAs we come back we look into the dining room, and see the folks at dinner, with the punkah swinging overhead. A string passes outside by which a coolly [sic] moves it. Passing through the passage, with a hasty glance at the servants' room and pantry, we enter the instruction room. At the further extremity stands the Tutor's desk, a large and very suitable affair, about the best of the kind I ever saw. The desks are arranged in two rows, which extend down the room. At the opposite end is the headmaster (Hah Shoe's) desk, and a table where the Chinese classical master officiates. There are two black-boards, two book cases, and a supply of maps. The latter, as well as the books, are all to pieces and have been shamefully used. I will soon teach them better manners! There are large windows, or rather glass doors at each end, which are opened in summer.\n\nAdjoining is the chapel, a neat little place, with an altar, pulpit and reading desk, and accommodation for the whole household, and plenty of visitors. There is a service held in it every Sunday afternoon in Chinese. I have had the harmonium moved into it, and use it as often as I can, although there are not enough to muster a sing. I have generally to conduct the prayers twice a day. Now and then Mr Beach comes in. They are likely to view society from the perspective of the ordinary man. Traditionally, Chinese humanistic intellectuals have had a deep sense of social responsibility. They are apt to be social critics. \"Being persons with vivid imaginations, many of them entertain bold visions and lofty ideals which may or may not converge with those of political leaders or which cannot be realized at this moment but may inspire dissatisfaction with and encourage dissent from the existing socio-political arrangement. In a time of building the \"four modernizations\", such characteristics may come into conflict with the wishes of political leaders to rejuvenate and modernize the nation, processes which require stability and the willingness of the citizens to support the efforts of the government,\n\nNevertheless, Chinese humanistic intellectuals view the modernization of the nation in a different way. Artists and writers always view themselves as a positive force in programmes for progress. They cannot accept the notion that modernization can be achieved solely through economic progress and that modernization is synonymous with material modernization. Motivated by a strong sense of responsibility for modernization and dissatisfaction with the absence of official encouragement to initiate a “cultural modernization\" and to incorporate culture into the opening-up process as an independent entity, China's artists seized the opportunities of Sino-American cultural exchanges to establish connections with artists in the West and to conduct exchanges on their own initiative. China was finally opened-up culturally, though this cultural openness was not encouraged by the government.\n\nTo discuss Sino-American art exchanges in this period, another issue needs to be tackled; that is the relationship between the general development of culture and the periodical reassessments of political development. HASE\n\n147\n\nIntroduction\n\nThe aim of this article is to describe the old Sha Tau Kok Market and its economic life as it was in 1925 before the market moved across the frontier into the New Territories. Before doing so, however, a sketch of the earlier history of the market, and the effects on it of the new frontier are given, with a brief description of the roads and ferries which lay at the heart of the market's prosperity in the early years of this century.\n\nSha Tau Kok before 1898\n\nMirs Bay is a forbidding place.** Its coast is almost uniformly mountainous. There is very little flat land: only patches here and there where one of the mountain streams reaches the sea. The mountains behind the coast are steep and high, reaching 3,000 feet in the Ng Tung Shan (芽嵘山) at the north-west corner of the Bay, immediately behind Sha Tau Kok. Many support patches of forest. Tigers, deer, wild boar, and other wild life were common here until recent times. The description of Hsin An County in the 1688 Gazetteer, 'The County is made up of many high mountains and lofty peaks, which rise up immediately from the shores of the deep sea,'2 is particularly true of the Mirs Bay area.\n\nDespite the forbidding nature of the Bay, however, the area attracted imperial attention from an early period. An imperial salt commission was active here from the tenth, or even the fifth century. The imperial pearl monopoly, too, was active in the bay, probably from the eighth century. During the Ming, however, imperial interest in the area waned. The pearl monopoly ended its local activities in 1374, as a consequence of the exhaustion of the beds, and growing concern in enlightened circles.\n\n* In this article, placenames within Hong Kong are transliterated as in the Gazetteer of Place Names in Hong Kong, Kowloon and the New Territories, (Hong Kong Government, 1969); placenames in China are transliterated into Cantonese, using the same transliteration standards as in the Gazetteer, with the characters for the placename, and a pinyin transliteration, on first occurrence.\n\n** See Map 1\n\nPage 165\n\nPage 166",

Some clumps of trees were very fine.\n\nAfter above an hour's walk we began to go down into a valley, that was considerably cultivated, and just at the beginning of the descent under the shade of several lofty trees was a Chinese public house - would that in England there were such on the roadsides - We went up and sat down at the table which was covered with packets of cakes, and in a few minutes, away came cups of tea from the house. Real Chinese fashion, with covers. The tea is made in each cup. And you dip it out from the leaves with a small cup holding about a tablespoonful. Really it was delicious. It was tea, such as I never tasted. No milk or sugar wanted. It was milk and sugar in itself. Such tea! Didn't we enjoy it, and didn't we eat the cakes, and didn't we have no end of fun! No one should travel in China who cannot speak to the people and understand them. We gave them 1/4 dollar for all we ate and drank, and really refreshed we went on our way.\n\nAbout 12 o'clock we entered Sam Chun, a fine village, or rather market town. We entered the temple, where were many curious things, as well as the group of idols in the Centre, representing a great officer who died heroically, and his family and a black servant who is honoured because when his master died he killed himself. What noble heroism! These images were all larger than life, and no pains had been spared on them. They were all spangling with gold. I obtained the history from the officiating priest, whose apartments were adjoining the temple. At Sam Chun the same curiosity was manifested, and we at last went into a shop of one of the former converts of the German missionaries from Po-kuk. Here we rested and got chairs for the remainder of the journey. Adjoining was a rice shop, and a man was hulling rice. Another was winnowing it, with a curious machine.\n\nThe people swarmed in crowds round the door, and when we rose to depart we had to push our way through them. Our chairs were of the most curious kind. Two long bamboo poles, 1 1/2 ft apart, a board hanging down by ropes to sit on, and a stick hanging down by two strings to rest the feet on. The Construction Industry Training Centre, in conjunction with the Vocational Training Council, does conduct trade tests for bamboo scaffolders at Aberdeen. A Guidebook to Trade Tests for Bamboo Scaffolders has jointly been produced by the Vocational Training Council, the Building and Civil Engineering Training Board, and the Construction Industry Training Authority.\n\nAccording to the 'Code of Practice':\n\n...every scaffolder should therefore be required to wear a safety harness or belt (plus suitable lanyard) attaching to an independent life-line or a secure anchorage or fitting, or a secure fixing point at all times.31\n\nThis is how they are taught in the Construction Industry Centre. Actually, outside on the job, few scaffolders use safety belts. Most say that, because when erecting or dismantling a scaffold they have to move around so much, if they are ‘anchored down' with a safety belt and attachments, it slows them down. In practice, a scaffolder puts his leg over or around a bamboo member and 'secures' himself like that (see Plate 4).\n\nAlthough erecting bamboo scaffolding is a respected trade, one not only needs to be properly trained but also one has to be physically fit and mentally alert in order to prevent accidents. When one old master scaffolder was asked how he proved that he was properly trained without a certificate he burst into laughter 'If you are going to work 30 floors above the ground, standing on slim pieces of bamboo, you had better be properly trained,' he guffawed.\n\nThe trade of the scaffolder has been described as blending lofty ideals with a lonely life. Certainly 'up there', to a large extent you are on your own. The danger is that tradesmen take short cuts to get the job completed more quickly. If workers have a fall or an injury they normally quit because of psychological pressures. Nevertheless, most accidents are caused by carelessness. Most of those injured are workmen of various trades who use the scaffolding after it has been erected, not the scaffolders themselves. Sometimes the scaffolding may have been altered or tampered with by other tradesmen. For example, a bricklayer removes a tie from the scaffolding to a building because it gets in his way.",

While many must have responded with particular interest to the information about China and the Chinese people which was being carried in British publications (including The Illustrated London News, discussed in this article), some must have ruefully contrasted and compared what was happening in China with English activities in Ireland and Scotland a century or more earlier.\n\nFollowing the sustained, detailed and circumstantial coverage of Chinese affairs and British interventions in China at this time, of which The Illustrated London News gives us a taste, it is not surprising that when advertisements for “A Gentleman of suitable Literary and Moral qualifications” to fill the new post of Headmaster and Inspector of Schools in the British crown colony of Hong Kong appeared in four British newspapers in August 1861, hundreds of respondents applied.\n\nHong Kong, China\n\n64\n\nIn spite of its full coverage of China and events in China, there had been little mention of Hong Kong in The Illustrated London News at this time. One rare mention was of a comparatively frivolous nature. An illustration of \"The Barrister's Cup\", which the \"chief legal gentlemen of the colony\" had decided to present, had appeared on 23 February 1861 with the accompanying narrative: “In spite of war and war's rumours, our countrymen at Hong-Kong are still as fond of home sports as ever. One of the principal English institutions imported into that distant island is that of racing, and English colonist or Chinese resident seem equally to enjoy the sport.\n\n\"65\n\nIn early to mid-September 1861, interviews were held in Britain66 for the educational position in Hong Kong which had recently been established at least partly to address the task of creating mutual understanding and goodwill between British and Chinese in the colony. The sepoys, to the number of several hundreds, who were quartered in the city and mixed with the Chinese, lived with them on the best understanding, and no instance of insult or aggression ever received. The European soldiers stayed with you, the Honourable Brigadier, outside the walls; and you, the Honourable Brigadier, kept them under such strict control, that they never ill-treated or annoyed the inhabitants.29\n\nCampbell's biographer writes: \"His principle was to leave the inhabitants as much as possible to themselves. Is there then any profit in speculating what might have happened if certain events had or had not taken place? Perhaps, if there are lessons to be learned from such speculations for, after all, events of today will become history tomorrow, next year, or a century later.\n\n1) How would history have proceeded if Macartney's mission had succeeded and China had allowed the presence of a British minister in Beijing? There are strong reasons to believe that the British government would have co-operated effectively with the Chinese government in stopping, or at least greatly reducing the illegal opium trade. Trade might then have been channelled into other mutually beneficial commodities. Quite likely, a Chinese minister would have taken his place in London. The two nations would have learned a great deal more about each other, resulting in mutual respect, equal standing, and normal commercial intercourse. Above all, the tragic and largely unnecessary Opium Wars might have been averted.\n\n2) What course might history have taken if China, in defence of its anti-opium policy, stopped export of tea? The British government, which had generally adopted a laissez faire policy towards opium trade, claiming that it was up to the Chinese government to stop it, might have been forced to act: not by an act of war against China, but by using her Navy to stop the opium trade. Chinese merchants, who have always been eager to sell tea, might now have been persuaded to accept British goods in greater quantity to balance trade. Again, the Opium Wars might have been averted.\n\n3) What if the Imperial Throne had come down from its lofty position and negotiated with Britain on an equal basis? These expeditions would have sailed past Zhenjiang and must have been a sight to behold.\n\nToday Zhenjiang is twinned with Tempe, near Phoenix in Arizona. Presumably there is a common factor linking these two places but whatever it might be has escaped me.\n\nHostile incursions up the Yangzi\n\nDown the centuries many raids by Japanese pirates on the eastern Chinese seaboard, some large scale but mostly small, led to the permanent awareness and terror amongst the Chinese along the coastline. The Yangzi estuary was not spared and on a number of occasions they even penetrated up River as far as Zhenjiang. Having been beaten off during the 12th century they reappeared in force during the early 13th century, and in 1419 they were beaten decisively and piracy stopped for a while. The Japanese were again defeated in 1542 by Yu Dayu, however, they reappeared in force in the Yangzi in 1550 capturing Zhenjiang before going on to threaten Nanjing. For three months they plundered the Zhenjiang area before retiring with their booty. For many a year the hills around the city each had beacons ready to fire to warn of impending Japanese attacks. - and by the end of the 14th century their depredations were recurring annually.\n\nA major incursion up the Yangzi was made in 1629 by a naval force despatched by Zheng Zhilong, the father of Zheng Chenggong, better known to foreigners as Koxinga and Taiwan's most famous hero. Koxinga was a child of destiny, a seagoing warlord who opposed and fought the newly-established Manchu Qing dynasty on the mainland from his base in Taiwan. He finally established a new mini-dynasty which ruled Taiwan for some twenty or so years. His father, Zheng Zhilong [1604-1661], had been a notorious Xiamen [Amoy] Chinese pirate chief who had made a fortune through his trading and piracy, raiding the shipping and settlements of south China with his fleet of pirate raiders and trading junks. The Ming authorities, to tame him, allowed themselves to accept his offer of service and were forced into making him an admiral and a marquis in charge of the suppression of piracy - and thus drew his teeth.",

        "content_text": "29\n\nCANTON SYMPOSIUM: THE WORLD OF THE OLD CHINA TRADE:\n\nTHE LOCALES AND THE PEOPLE\n\nJAMES HAYES\n\n[This article was prepared for a day symposium, China Trade: Insights into a Commerce that Traversed Seas, Continents and Centuries, organized by The Asian Arts Society of Australia at the Art Gallery of New South Wales on Saturday, 1 November 2003.]\n\nIntroduction\n\nThe Old China Trade is a fascinating topic, in all its many aspects, broad and narrow. In all my years of study it has never lost this inherent attraction.\n\nThis paper, intended to serve as a backcloth to the others in this Symposium, deals with the places in which the Old China Trade was carried out, and with the Manchus and Chinese with whom the foreign traders and sailors came in contact during the last hundred years or so of China's foreign Trade, under the arrangements of what became known as the Canton System.1\n\nIt is essentially about the Chinese side of the Old China Trade. Besides listing the various functionaries and personnel connected with it, I shall also be describing the condition of the people and the behaviour of the mandarins, both factors which had much to do with the conditions under, and the way in, which the foreign trade was administered.
