        "content_text": "Journal of the Royal Asiatic Society Hong Kong Branch\n\nRASHKB and author\n\nVol. 1 (1961)\n\nISSN 1991-7295\n\n105\n\nBecause of their limited resources monasteries in Hong Kong have never been able to act as is'ung lam, that is, public monasteries which on the mainland made it their obligation to accept all wandering monks. There has been and is no religious obligation for Hong Kong monasteries to receive refugees or visitors. They are private institutions and a stranger, even though he is an ordained monk in good standing, can be refused admission. There have, however, been some monasteries here (notably the Tung Pu Toh) that did manage to shelter hundreds of refugee monks in the years immediately following 1950, and they have been much admired for so doing. Most of these monks have since emigrated to Taiwan.\n\nOne of the problems facing the Sangha in Hong Kong is how to maintain its size. While the number of lay Buddhists is growing, the Sangha is not. Only the Po Lin Tsz performs ordination. Other monasteries do not have the equipment and personnel required. The South China Buddhist Academy (at the Wong Faat Tsing She), which was the only seminary in the Colony, has ceased to function because there were not enough candidates for the rigorous training it offered. It may be that the atmosphere in Hong Kong does not favour the development of the attitudes that best lead a young man to take refuge in the Three Jewels. If his only reason for accepting the hardship of monastery life is to escape greater hardship outside the monastery, he is unlikely to have the diligence necessary for seeking enlightenment or to contribute much in the way of helping others to seek it. The Sangha faces the danger of decline both in size and quality.\n\nIV. GOVERNMENT SUPERVISION\n\nThe Chinese Temples Ordinance, passed in 1928 to protect the public from extortion and fraud which were then becoming more prevalent in the urban areas, deals with places of Chinese worship open to the public where fees or other charges are levied. Such temples are placed under the control of a statutory Chinese Temples Committee, consisting of leading Chinese citizens with the Secretary for Chinese Affairs as the chairman and the only government member. The Committee can require the transfer of any temple falling within the provisions of the Ordinance and all its property, without compensation, to the Secretary for Chinese Affairs' titular ownership. Five old temples are specifically excluded from the operations of this Ordinance; a sixth one, the Man Mo Temple in Hollywood Road, often used by film companies, has for over 50 years had a separate Ordinance of its own placing it under the control of the Tung Wah Hospitals; the administrative and financial supervision of seven others is delegated by the Temples Committee to the Tung Wah Hospitals.         "content_text": "LIFE IN THE NEW TERRITORIES\n\n83\n\ndivisions of the district, or tung, several of which were within the present boundaries of the New Territory.\n\nThere were also military officers in the district, a battalion commander at Tai Pang, who also had quarters at Kowloon in which he was more often to be found. He had subordinates with him at Kowloon City and also in the Islands, at Tung Chung and Tai O on Lantau, whilst there appear to have been other subordinate officers on at least Lamma and Cheung Chau.20\n\nIn addition to the military posts (Lockhart does not mention any naval forces) there were the police, of which there were two kinds. First, there were the chai or runners, of whom there were about sixty, stationed in Nam Tau under the direct control of the magistrate. “They are sent, as occasion requires, throughout the district for a variety of purposes, including the making of arrests, the collecting of the land tax, and acting generally as the eyes and ears of the magistrate. They receive no pay from Government, but manage to earn a fair livelihood by illicit squeezes,” says Lockhart. There were also village constables, from two to six, according to the size of a village, appointed by the village and paid by village contributions levied according to the size of land holdings. Their duty is to keep watch, especially at night. They have the power of arrest, which is deputed to them by the gentry and elders of the village.\n\n**\n\n7\n\n**21\n\n+\n\nThe elders played a great part in maintaining the status quo. Together with the headman of the village and the local gentry, they formed a local tribunal which dealt summarily with all minor matters in the tung and heung into which the district was divided.22 Inside the villages, the headmen and elders acted likewise. A form of genuine local self-government existed in 1898. Its raison d'être was probably nothing more high-flown than because the District Magistrate, traditionally an overworked official, would have been completely swamped with work of a trifling nature had they not existed.\n\nTo quote Lockhart,\n\n“The gentry and elders in the village council determined summarily cases of theft, disputes about land, domestic squabbles, and cases of debt. As a rule, the decision of that council is accepted as final. But if either of the parties to a case is dissatisfied, he can appeal to a council of the Tung,”",

        "content_text": "86\n\nJ. W. HAYES\n\nHowever, the Cantonese, Hakka and even Hoklo fishermen lived on land and were still landsmen who could live in both worlds. The first two, if not always the third, could cut their own firewood, and grass for breaming, whereas I am led to believe that in the anchorages, which were nearly always in populated places, the Tanka fishermen had usually to buy these necessities from the villagers. The reason usually given for this is that the villagers had planted the trees which supplied the firewood and paid rent to the imperial government or, more often, to some powerful clan.42 A less striking, but equally practical reason, I was told on Peng Chau, was that fishermen did not wish to carry the grass or poles used in breaming their craft, in order to save valuable space. Breaming facilities were not always charged for, it seems, though on Peng Chau a breaming charge of 20 cents per boat was levied by the personnel of the military post before 1899 — the sort of \"squeeze\" by which soldiers supplemented their pay. The military post seems to have been a late innovation, prior to which no breaming charges are believed to have been levied by Peng Chau's land dwellers. On nearby Cheung Chau the WONG clan owned the main breaming beaches in the main anchorage and in a secondary one at Sai Wan, also much used by the boat people. They charged a fee for their use, part of the proceeds going to the upkeep and ceremonies connected with the clan's main ancestral grave on the island.43 Of course the boatmen could go to some deserted beach, but they were hard to find since villagers were well distributed in the coastal areas and islands by the nineteenth century and there were few areas capable of returning crops left undeveloped.44 In any case, there were no amenities, such as shops and temples, to tempt fishermen to such places; whilst, as Miss Ward remarks in her study of the Kau Sai fishing village in the Port Shelter area of Sai Kung, boat people are not the sea rovers drifting from place to place they are commonly imagined to be, but have been linked to a home base over a long period.45 This seems certainly to have been true of Peng Chau in the period under review.\n\nIn a mixed community of the small size of Peng Chau it is hardly surprising that no district associations similar to those of Cheung Chau and Tai O were established.46 The Cantonese residents were relatively few in number, whilst the Hakka clans had their own family ties and, at the grave festivals and the",

        "content_text": "OLD BRITISH KOWLOON\n\n135\n\n24 With regard to the quantities of firewood brought on foot into Kowloon from as far afield as Sha Tin, see Sessional Papers 1903 p. 209 which list 66,521 loads of firewood, each estimated at 70 piculs (approx. 93 lbs.) as being carried over the hills in 1902. The Sham Shui Po Kaifong, through operating the Mo Tai (A†4) temple's public weighing scales, got its revenue from the vegetable and livestock market there. Much of the produce sold there crossed the harbour to Hong Kong. (See the Registrar General's Report for 1907 in Sessional Papers 1908, p. 194. Other information supplied by elders). I am also informed by Mr. WAI Tau Shue (b. 1885) that in his youth the Kowloon Lok Sin Tong levied a small weighing charge on each load of firewood sold in the Kowloon City market. In each case the proceeds were supposed to swell public funds for charitable work. REGION OF KWANGTUNG 103\n\nmany Punti villages from \"squeezes\" formerly levied on them, \"especially the Hakkas\".\n\n13 The market town of Tai O had a land population of 2,248 and a boat population of at least several thousands, many of whom lived in mat-huts over the water and were therefore part of the settled population. Sessional Papers 1911, p. 103 (26 and 38). The Hong Kong Government's Administrative Reports for 1911, District Officer South, mentions 221 mat-shed permits in respect of pile huts in Tai O Creek. There were said to be 8 schools in Tai O or district at a New Territories School Census in April 1912, with an average attendance of 21. BRUCE \n\nlive in Bangkok and buy or rent property there, and within a distance from the capital measured by how far a local boat could travel within twenty-four hours. Beyond that the Siamese could not undertake to ensure their safe protection. British subjects, who must register with their Consul and carry identity documents, could observe their own religion and build churches. This provision was scarcely necessary when we recall Mongkut's welcome to the missionaries. The treaty also specified that British subjects could employ Siamese servants. \n\nBritish ships-of-war were allowed to sail up the Menam as far as Paknam about twenty miles from Bangkok - but no further without special permission. If an ambassador were to arrive he could sail all the way to the capital in his warship. \n\nThen followed the commercial articles. The monopolies of the King and his nobles were abolished and trade was made free. British merchants might buy from the producer direct and sell their imports to anyone without interference. The duties levied on ships according to their size were abolished, and all imports were to be subject to a tax of three per cent. Exports were to be taxed once only; the amount of the duty being specified in a schedule attached to the treaty. Opium was to be admitted without duty and sold to a single merchant. The export of rice was now permitted for the first time, but the treaty provided for a ban on its export and on the export of salt and fish - in times of scarcity. Permission was given to British companies to build ships in Siam. Article 10 was a \"most favoured nation\" clause: Bowring had the foresight to expect that other countries would follow the British example and he insisted that the terms they obtained would never be better than those he had just secured. Lastly, there was provision for the revision of the treaty in ten \n\nyears. \n\nEveryone was happy and especially King Mongkut. Bowring was received in Royal audience formally and for several hours in private. He visited the Second King, Mongkut's equally gifted younger brother, who held this peculiarly Siamese post of deputy monarch. Mongkut wrote a personal letter to Queen Victoria and entrusted it to Parkes who was to take back the text of the treaty to London for ratification. Elaborate gifts were collected for the Queen.         "content_text": "HISTORY OF MILITARY VOLUNTEERS IN H.K.\n\n169\n\nused into the 1890s and were carried on the short spells of active service in Kowloon and Kowloon City in 1899.51 The Maxims 'jammed continually, the barrels sometimes becoming red hot' according to E. B. Wetenhall.52 These light field guns were apparently dragged into action and on review, as he recalls marching in this way to Happy Valley for Queen Victoria's Jubilee celebrations in 1897.53 The same old Volunteer recalls that the rifles of the day were Martini Henry carbines, old discarded Household Cavalry weapons 'which kicked like the devil' when fired.54 About 1900, recalls Major Chapman, 'the six obsolete 7 pounder RML guns and the Martini Henry carbines were replaced by six 2.5 inch RML mountain guns and Lee Enfield rifles and M. E. carbines'. In 1904 these guns were replaced by 15 pounder BL guns and the rifles with the new army pattern, the MLE short.55\n\nApart from the 1854 body which was government-inspired and improvised, the Volunteer Corps in its early years met all expenses by raising its own funds. In the 1860s surviving in part into the 1880s the cost of the Volunteer Force was met from sums levied on members annually and on enrolment. According to Section 5 of the 1862 Rules and Regulations the entrance fee was $5 for effective members with monthly subscriptions of $5 for officers, $2 for staff Sergeants and Sergeants and $1 for the rank and file, whilst Honorary Members had to pay an annual subscription of $25, payable in advance. Fines were imposed for misdemeanours and also went towards Corps funds. In 1882 similar subscriptions and fines were imposed and (Section 43) all ammunition used in excess of a stated Government provision had to be paid for by the Corps or by individuals. However, changes were made in this period whereby the Volunteer movement, no longer left to its own unaided resources, became an established part of Colonial life.         "content_text": "SIR JAMES HALDANE STEWART LOCKHART\n\n59\n\nent Chinese he was largely instrumental in reorganizing the District Watchmen Force (a body of watchmen paid for by voluntary subscriptions from the Chinese community) and he obtained the appointment of twelve leading Chinese gentlemen as a supervising committee; he remodelled the Po Leung Kuk (a voluntary association concerned with the welfare of girls and young women); and he helped in the reformation of the Tung Wah Hospital and strengthened its committee of management.11 He was active, then, in setting up a number of official Chinese committees, linked to government through their special relationship with the Registrar General's Department, of which he was head. The Registrar General in all cases was ex officio chairman of the committees.\n\nLockhart's views on the importance of the Chinese element in the population are to be found in a trenchant report he submitted in 1894 to the Governor, Sir William Robinson, 'on the subject of a petition addressed to the House of Commons praying for an amendment of the Constitution of the Crown Colony of Hong Kong.' This petition from Hong Kong taxpayers to the House of Commons owed its origin principally to the imposition upon the taxpayers in 1891 of an additional military contribution of £20,000 a year, a decision that irritated and excited particularly the European business community. In 1894 T.H. Whitehead,13 Unofficial Member of the Legislative Council and leader of the business faction, was granted six months' leave of absence from the Council and he took with him to England a petition signed by 363 members of the community — (in Lockhart's words) ‘284 British, 10 Anglo-Chinese, 3 American, 4 Portuguese, and 47 British Indians.' The petitioners sought the election of representatives of British nationality in the Legislative Council; freedom of debate for the Official members with power to vote as they desired; complete control in the Council over local expenditure; the management of local affairs; and a consultative voice in questions of an Imperial character.\n\nWith great dialectical skill Lockhart took the petition to bits and exposed the vacuity of its arguments. In his memorandum to the Governor he averred: 'Most of the taxes fall almost entirely on the Chinese. The only tax to which the British and other residents as a whole are subject in the same manner as the Chinese is the tax of 13 per cent levied on the rateable value of house",

This tax yields annually about $470,000, of which over $350,000 are contributed by the Chinese and the balance by all the other nationalities combined. The petitioners, who are not in some instances British, and who do not in many cases contribute directly to the taxes, claim \"the common right of Englishmen to manage the local affairs and control the expenditure of the Colony.\" They have, however, carefully omitted to point out that the local affairs include Chinese affairs of which, as has been stated, they are generally ignorant and which the Chinese have shown no desire that the British merchants and other residents should manage, and to indicate that to the expenditure of the Colony of which they desire the control they contribute a very small portion. Petitioners do not surely wish to maintain that Britishers have an inherent right to control all expenditure be their contributions to the revenue however small! It would be interesting to know in what period of our constitutional history such a right has been asserted to be allowed.\"4 Lockhart went on to state that there was one male adult Englishman to every 160 adult Chinese and that the British population in Hong Kong was by no means a permanent one: 'the number of persons to quote the petition \"who have passed large portions of their lives in the Colony\" is very small. Their object in coming to the Colony is to acquire wealth and to return to Great Britain as soon as they possibly can. The most telling point made by Lockhart was that it is not surprising that knowledge of Chinese, their customs and their peculiar requirements should be a sealed book to the British resident, whose intercourse with the Chinese is of the most limited nature, being almost exclusively confined to a discussion of markets, goods, and prices carried on a jargon called “pidgin” English.'16\n\nLockhart's main argument, which was endorsed by the Governor in a despatch to the Secretary of State, was that a small group of European businessmen could not be allowed to exercise control over a mainly Chinese population; that this would be both unjust and unacceptable to the Chinese themselves; and that the Hong Kong government had a moral obligation to safeguard the legitimate interests of a predominantly Chinese population. The petition was rejected.\n\nLockhart's rise in the colonial service, as I have stated, was rapid. In 1889 he was gazetted an official member of the Legislative",

LACK \n\nhad died the reaction of the Chamber of Commerce to the Governor's suggestion was not perhaps what one might have imagined. \n\nOn 27th September 1906, Mr. E. A. Hewett* the unofficial member of the Legislative Council appointed by the Chamber of Commerce rose to comment upon the budget proposals for the year ahead, and in the course of his speech said— \n\nWith regard to the typhoon shelter, your Excellency referred to the necessity for this which is admitted by all and went on to suggest the Chamber of Commerce might see their way to suggest the means of raising funds, I am sorry to say the Chamber of Commerce do not see their way to meet your Excellency's suggestion. For many years it has been strongly urged by all those interested in shipping that tonnage and light dues should not be levied for the purposes of general revenue. \n\nHe claimed that in 1897 Mr. Chamberlain, the then Secretary of State in reply to a telegram from Sir Wilfred Robinson, “practically admitted that in future light and tonnage dues were not to be raised for such purposes.\" He then said, \n\n\"the shelter benefits all classes of the community and should be borne by the Community and not by the shipping section, we all depend on the native craft, the merchant and the house owner as well as the ship owner and the refuge here is just as much a benefit to the merchant and the house owner as to the ship owner. Consequently, it would be manifestly unfair to ask a portion of the community to raise a large sum of money for the benefit of the whole Colony.\" \n\nMr. Hewett then questioned various sites which had been proposed for a typhoon shelter and raised the possibility of the Colony incurring a loan to pay for it. Then he went on to say that he did not suppose that even had there been a shelter it would have had any effect in avoiding the great loss of life which had occurred on 18th of the month. A handsome dinner was served, with great abundance of hot wine, the produce of China, and, after passing a very pleasant hour, we were put into state chairs, and carried through the city back to the Company's factory—to the astonishment of all the Chinese, and to the no small satisfaction of Mr. Brown, who had been under much uneasiness on our account.\n\nNext day there was a heavy fine levied on the security merchants—the port-clearance was issued the fleet despatched—and here ends my story.\n\nI remain, dear Sister,\n\nYour affectionate brother,\n\nHUGH LINDSAY.\n\nLindsay ends his story abruptly. \"Next day\", he says, \"there was a heavy fine levied on the security merchants, the port clearance was issued, the fleet despatched...\" This should be compared with Morse's account. The incident took place on February 2nd. Lindsay would have everything taking place on the 3rd, including the sailing of the fleet. But Morse has the Select Committee of supercargoes sending a document to the principal Chinese officials on the 8th, threatening to dispatch the fleet without permission. This produced the desired effect, and permission was given and the first half of the fleet sailed on 10th February.\n\nThe question remains—which of the two accounts should one accept for this particular piece of information?         "content_text": "TWO ESSAYS ON THE CH'ING ECONOMY OF HSIN-AN\n\n63\n\nland itself, which has been left entirely under the control of the tenants. These tenants have changed from time to time; sub-leased the land; sold the right of cultivation or mortgaged that right, without consulting the landowners, who were quite satisfied so long as the rent was regularly paid. It has often happened that some crafty tenant has asked his landlord to reduce his rent, giving as an excuse that it was impossible to make the land pay unless the rent were reduced, and that if the reduction were not agreed to the tenant must give up the land. The landlord, who has inherited the land without knowing any particulars concerning it, is practically at the mercy of his tenant, and is constrained to comply since it is impossible for him to take over possession of the land which in many cases is far removed from his own village or district. Besides, tenants generally form a \"ring,\" agreeing among themselves that no other person shall be allowed to take over cultivation from the peasant in occupation. It is easy to see how such farming rings are able to boycott the landlords. In fact, it is not an unusual proceeding for tenants, taking advantage of the ignorance of their landlords, to make an absolute sale of a part of the land, the part retained being sufficient to pay the rent.29\n\nAt the time of the cession of Hong Kong Island, the tenant economy of Hsin-An was in equilibrium. The landlords enjoyed a steady income based on the collection of rent; rent was typically paid in kind, thereby enabling the landlords to capitalize on the rising price of rice.30 The tenants, on the other hand, were free to extend the surface area under cultivation without being liable to extra rent payments. (It must be remembered, of course, that landlords were similarly exempt from extra tax payments on the extended surface area.) When the British occupied Hong Kong Island, they found slightly less than 1500 mow under cultivation, of which 1000 were devoted to paddy cultivation. The Tangs, in petitions to various officials, were able to show claim to slightly more than 1100 mow from which they collected rent-values.31 A more extreme example is offered by the Tsing Yi estate. The Tangs laid claim to the whole island and the surrounding fisheries. In evidence to the Land Court, they cited rent payments of 40 piculs (A) on 36 mow leased to perpetual tenants. Through this gate the Chinese passed the food and other supplies needed by the inhabitants, but at other times they sealed the gate with strips of paper, allowing into China only those few Portuguese officials with authorisation and sending to Macau only customs officers. \n\nThe Portuguese in Macau were first given some official recognition by the Chinese government in 1582 when the new Viceroy of Canton and Kwangsi summoned Macau's chief officials to his court. They came with 4,000 cruzados worth of presents—velvets, crystals, mirrors and so on—and were informed that foreigners could continue to inhabit Macau provided they remained subject to the laws of the Empire.10 \n\nBy 1585 the settlement had acquired full city status with its own municipal council (Senado da Câmara). The Senado was dominated by the casados, Portuguese who had retired from the service of the crown, married and settled permanently in Macau. These acted not only as agents for the Chinese traders but traded on their own account in pepper, cloves, sandalwood and other goods from the Indonesian islands and financed voyages to Manila and to Japan in the so-called Great Ship from Amacon. Macau was not under royal control and was not ruled by fidalgos sent out from Portugal or Goa, so that the interests of the Portuguese government were seldom, if ever, allowed to prevail. The Crown had to be content with a share in the profits from the annual voyages that it financed and the revenues from customs, duties and license fees levied on the merchants.11 \n\nThe overall command of the government of Macau was in the hands of the Captain-major of the Japan voyage, who would spend some months in Macau each year en route to Japan from Goa via Malacca—from one end of the Estado da India to the other. As the Portuguese Crown seldom got more than the commissions and port duties paid in Goa and Malacca, the Captain-major was able to amass a large fortune for himself. He was, however, only permitted to operate a single ship during his term of office so he would ensure that it was the largest ship available. This ship he would load at Goa with Gujerati cottons, chintzes and other Indian textiles, woollen and scarlet cloths, wine, glassware, crystal and Flemish clocks. He would sail with the monsoon in April or May to Malacca, where much of his cargo would be traded for Indonesian spices, camphor and sandalwood and hides from Siam. Thence he",

        "content_text": "JUAN YUAN'S MANAGEMENT OF SINO-BRITISH RELATIONS IN CANTON, 1817-1826 147\n\nWu, chief of the hong merchants at that time, was blamed for the increase in opium traffic. In 1821, at the suggestion of Juan Yüan, Wu's button was removed by imperial decree in the wake of strengthened anti-opium campaign.\n\nWu Tun-Yuan, as chief of the hong merchants, appears to be leading the others in conniving with foreigners to smuggle opium into China. After all, no hong merchant has yet reported the presence of this contraband item on any of the ships he was securing. Meanwhile, opium import continues to be on the increase. Wu's third rank button should be removed herewith.13\n\nThe hong merchants were constantly in debt to foreign merchants because the latter provided the former with advances to pay duties and taxes as well as ordinary business credit. The Consoo fund, established by a special levy on foreign trade, was supposed to provide credit to the hong merchants, but it had to be supplemented by further advances from the foreign traders at Canton. Moreover, hong merchants were often called upon to make contributions to various government programmes. Juan Yuan as Governor-General, for instance, decided on the amount the merchants were to give to the Chia-ch'ing Emperor on the occasion of the imperial sixtieth birthday.\n\n[Juan Yüan] fixed upon the Sum of 300,000 Taels as an Offering on the part of the Hong merchants to the Emperor upon the attainment of his sixtieth year, which will take place this year, and which Sum is to be levied in cash in two installments in proportion to the respective amount of duties paid to Government by each Hong.14\n\nFollowing Juan Yüan's proposal, the hong merchants duly offered to the Emperor the gift of 300,000 taels, two-thirds of which were accepted.\n\n16\n\nDuring the following year, the hong and salt merchants contributed 300,000 taels and again 500,000 taels more to “military and engineering expenses\". In 1826, to help suppress the Kashgar Rebellion they contributed 600,000 taels. When the hong merchants were unable to meet their obligations to the foreign merchants, they were imprisoned like ordinary debtors. In 1825, Puiqua was jailed when the Parsee merchants made charges against him for non-payment of 300,000 taels.15 Even after death, hong merchants had to honour their debts to the foreign merchants. He was an author and scholar of distinction. He had a solid reputation abroad as a pragmatic and honest official. His family was large and despite the loss of a young daughter under tragic circumstances in 1823, by his own assessment he was pleased with his Canton years. The grain storage was full. Fortifications and new examination facilities were constructed. Other public buildings and historical sites were restored, and, of course, the famous Hsueh-hai-t'ang Academy was a reality. The seas were free of foreign war vessels, and at least on the surface, and for the time being, foreign traders and hong merchants were under control.         "content_text": "39\n\nAs in Europe in the first half of the 19th century, it was not deemed advisable to grant the vote to all and sundry. The fear of democratic tyrannic majority rule, after the experience of the French Revolution, still worked its influence on political thinking about the franchise. If only voters had some \"respectable\" background in most cases to be measured by their payment of taxes or rates they could be expected to vote in the \"right\" way. Moreover it was argued that the government of the land should be left to those who had a real stake in it, again measured financially. In view of this train of thought it is not surprising to find that in Shanghai similar opinions prevailed.\n\n10\n\nAccording to the 1845 and 1854 Land Regulations only landowners (incidentally: legally the ground could be rented only, but to all practical purposes it was owned) could take part in the decision making process at the Public Meeting. Originally this was a very natural development because most foreign residents owned land in the new settlement. Gradually this changed and more and more foreigners rented houses on which they had to pay a housetax which did not carry with it a right to vote. Soon after the approval of the 1854 Land Regulations in July, however, there was a short upheaval at a Public Meeting held on November 10, 1854. At that meeting a resolution was moved and passed which read: \"That in addition to the qualifications for Votes now in use the payment by any Foreign resident of fifty dollars annually, or upwards, towards the Dues or assessments levied by the Municipal Council, shall entitle the individual or firm so contributing to one vote at any General Meeting (...)\".20 This motion was probably induced not so much by the house renters, but by the payers of wharfage dues, the revenues of which in the budget of 1854-55 were estimated at $14,000 out of a total of $25,000 (against $2,000 landtax, $3,000 European housetax and $5,400 Chinese housetax),21 Chinese housetax). Although the resolution was passed unanimously, it was not approved by consul Alcock, whose main argument, expressed at the Public Meeting of November 24 was that if the franchise was widened on this basis \"its application in any impartial or equitable spirit would involve the introduction of several thousand Chinese voters, to the swamping of the present small fraction of Foreign renters, in whom all power was now without dispute vested\".22",

If the Council took measures which were not taken in the other municipalities it was easy for those affected who did not want to adhere to the new rules, simply to move to one of the other municipalities.\n\nIdeally any measures would have to be taken by all municipalities in cooperation, but this was often objected to by the Chinese authorities who to an ever increasing degree were opposed to the usurpation — as they saw it — of new rights by the Municipal Council of the Settlement.\n\n3. A third important reason was the very restricted financial basis upon which the Settlement government operated. The only taxes that, according to the Land Regulations, could be levied were a land tax, a house tax, wharfage dues and licence fees. And though the rates of these taxes could be, and were, raised3 and though the increase in the value of property and trade saw to it that municipal revenues steadily grew (from about Taels 25,000 in 1860 to about Taels 1,600,000 in 1930) nevertheless this was not enough to pay for any extensive schemes of social welfare. But even with the small amounts available there were Chinese complaints that too much of the money benefited foreigners principally and that too few dollars were spent on the much larger Chinese population.\n\nA wealth or income tax was considered out of the question as for this the Land Regulations would have had to be changed and too many vested interests would have been attacked.\n\nUnder the circumstances, the Settlement authorities could not and would not introduce far-reaching changes in the administration of social welfare. In this they did not materially differ from their colleagues in the colonies.\n\nDefects\n\nWe may well ask what became of the high-sounding principles which were uttered in the early days of the Settlement when \"consensus and consent\" were thought to be the foundations of the political establishment in the Far East.\n\nIf ever they were true in practice, even in the beginning, later government tended to develop into an oligarchy. A military garrison was transferred to Kowloon City from Tai Pang in north-east San On, at about the same time.\n\n73\n\nThere had been a few small military posts on the island of Hong Kong established long before 1841. These were manned by soldiers and ratings of the Tai Pang battalion which served as a kind of military marine constabulary, sailing war junks and manning small posts scattered across this part of the district. However, they may have been discontinued before 1841 as there does not seem to have been any civil or military establishment on Hong Kong island when it was taken over. Johnston wrote in 1843\n\n\"no public buildings were found on any part of the Island of Hong Kong when it was first occupied by the English, except a small tumble-down Chinese house at Chek-choo (now Stanley) and another at Shek-pie-wan (now Aberdeen) where the petty mandarins stopped occasionally\n\n76\n\n+74\n\nIt seems, then, that the magistrate sent collectors and runners to the island in connection with the land tax and that a clerk was sent in a boat to issue licences to the boat people. There are reports of the district magistrate's officers still attempting to collect land taxes at Stanley as late as 1844 and the boat people may have been subject to the annual charge of 400 cash said to be levied on the 150 boats privileged to fish in local waters. The San On magistrate was still trying to collect this in 1844. Such visitations were being reported by the inhabitants in the few years following the British occupation of Hong Kong, and the British official correspondence gives the impression that this had been a regular practice in past days. MICHALK\n\nTaxes levied on imports were just as crippling since the rates were fixed according to the size of the vessel that ferried the goods to Hainan, regardless of the value of the wares it carried. This meant that because the greatest profits were obtained from luxury goods such as expensive furniture, fine silks, silver vases and gold-en hairpins for the privileged rich, these imports took precedence over cargoes of livestock, cooking pots and bags of rice which returned negligible profits (Schafer, 1969). The lack of necessities of life led the poet Su Shih to lament in verse that a \"grain of rice was like a pearl”.\n\nEnticed by an abundance of rich cargoes, bands of pirates formed and pillaged, almost unchecked, shipping along the entire southern seaboard of China. The problem reached such epidemic proportions in the seventeenth century as to preclude safe navigation on the open sea between the east coast of Hainan and the mouth of the Pearl River (Mayers, 1872). The only secure trade route between the mainland and Hainan was to cross the narrow straits which separate the island from the Leichow Peninsula with strong military escort and thence, trek overland to the provincial capital, at quickest a journey taking one month. As a consequence, commerce virtually ceased and Hainan was immersed again in the poverty and deprivation for which it was noted in medieval times (Schafer, 1969).\n\nDenied their source of revenue, pirates turned their ravages landward, and repeatedly sacked towns and villages in the north and east of the island, in spite of the presence of Imperial garrisons (Mayers, 1872). Although the destruction in 1684 of the pirate kingdom in Taiwan restored safe navigation to the Guangdong coast, Hainan still remained a haven for buccaneers, and pillage continued almost unabated until the beginning of the nineteenth century. This was important when there were daily deaths due to “Hong-kong fever.” The lots were up the hill a distance from Queen's Road, hence removed from its bustle and noise.\n\nThe premises were bounded to the south by Staunton Street, to the north by Hollywood Road, to the east by Elgin Street and to the west by Aberdeen Street. In 1898, the garrison numbered 544, with a civilian population of only 200, largely dependents of the military. By then the watch towers were being used as family dwellings. Besides the several official buildings there was also the Lung-chin i-hsüeh ## (Lung-chin Communal School), named after the small Lung-chin river nearby. The school's raison d'etre is significant. Just as the British presence in Hong Kong had necessitated strengthening the civil and military establishment at Kowloon, so had it highlighted the need to strengthen the inhabitants' moral fibres against Western decadence and materialism. The Hsin-an Magistrate, commenting on the founding of the school in 1847, declared that since Kowloon had become a point of interaction with barbarians, the inhabitants needed to be fortified morally, thus making a school necessary, and he even hoped that they might exert a civilizing influence on the intruders.\n\n10\n\nBuilt of blue baked bricks on a granite foundation, with granite lintels and frames to the entrance, the school was an imposing building with two main halls and two courtyards, much like the grander ancestral halls of the New Territories. Local literati were elected to the school board each year. The source of fund was irregular. A generous official occasionally made a donation; in the 1880s, a special rate was levied on the sale of suckling pig meat to subsidize the school expenses. Characteristically, public meetings, often attended by officials, were also held there. Its reflecting wall bore the characters \"Hai-pin Tsou Lu\" to denote a place of high moral and academic excellence by the sea, emphasizing how strongly Confucian orthodoxy still prevailed in this outpost of Empire. In 1897, an annex, a fine two-storeyed building called the K'uei-hsing ke (Kuei-hsing pavilion) was added, K'uei-hsing being the god who protected the literati. As a free port immediately next to the Chinese mainland, it was an excellent base for smuggling opium into China.\n\nThe Chinese Government had for many years prohibited its importation. However, it reluctantly agreed to its legalisation by the Treaty of Tientsin in 1858. There was the hope that, if legalised, China could better control the trade.\n\nA heavy duty was levied on it, however, and to avoid payment, large quantities continued to be smuggled from Hongkong in Chinese junks.\n\nThe smuggling was difficult to control. Hongkong regarded it strictly as China's problem. It saw no reason why it should be responsible for its suppression.\n\nIt was the peculiar situation of Hongkong that made enforcement by the Chinese difficult. In Hongkong there were ample storage facilities for the drug. The processed opium could be purchased from the Government opium monopolists. There was little difficulty in putting it aboard a junk in Hongkong and delivering it to agents somewhere along the coast or in an inland waterway.\n\nTwo types of charges were levied on opium. There was the duty on goods imported in foreign vessels to the treaty ports. The Chinese Imperial Maritime Customs became responsible for collecting this.\n\nIn addition, there were provincial levies called likin. This reason was seldom openly acknowledged. The other reason was frequently stated.\n\nIt was the ever-present fear that the Chinese population of Hongkong would be influenced or controlled by the officials in China and British prestige and sovereignty would be affected.\n\nThe dispatches, memorials and letters of the Hongkong Government, the General Chamber of Commerce, the Foreign Office, the Colonial Office, the representatives of the Chinese Government, the British Consul at Canton, and the British Minister at Peking, as well as the editorials and correspondence in the local papers, such as the letter of Ho A-mei in 1891, point up the issues involved.\n\nThe matter was first raised in 1868. At that time, Prince Kung on behalf of the Chinese Government was discussing the revision of the 1858 Treaty of Tientsin with the British Minister at Peking, Sir Rutherford Alcock.\n\nThe Prince asked Sir Rutherford if China would be permitted to station one of its officials in Hongkong to look after the collection of duties China levied on goods conveyed in junks from Hongkong to the mainland. Much revenue was slipping away because of the ease by which Hongkong exporters could evade the custom taxes. China wished to plug the leak. The vote for it was 19 for and 18 against.\n\nRemembering the criticism levied against the chairman for ignoring a disputed vote on the same proposal at the last meeting, the secretary deemed it wise to have a second count. This time the vote had shifted with 20 for and 21 against. In the face of such uncertainty, it was necessary to have a third vote. This was a tie.\n\nThe chairman felt he need not now worry about false counts, and with some satisfaction declared: “I have the casting vote.” Mr. Ackroyd challenged this. Iu (1983) claims that the misunderstanding may have been caused by the reference to another incense producing species Aquilaria agallocha which was commonly grown in north Vietnam.\n\nAnother resource, long since exhausted, were the forest trees used for charcoal burning, once a flourishing local industry all over the New Territories. The memory of this occupation remains in one of the place names at Shing Mun, known as Tan Chong or \"charcoal factory”, in which some houses were already abandoned by the early years of this century (Hayes, 1983). An account of the charcoal industry, which was carried out by outsiders for trade, is given by Shen (1971).\n\nThe village hill areas were the main suppliers of fuel, usually in the form of grass cut in autumn, but also as pine and brushwood gathered to augment a villager's income. Firewood was taken to market as it was one of the three basic staples, including rice and vegetables, that was required by the rapidly growing urban population. Firewood from Shatin was brought on foot to Kowloon (Sessional Papers 1903, p209) which list 66,521 loads of firewood, each of 90lbs. The Kowloon Lok Sin Tong levied a small weighing charge on each load of firewood sold in Kowloon City market, for charitable works. The annual output of one acre (0.4ha) was 11 piculs (640kg), (Hong Kong Annual Report 1938 p59). Gathering firewood was the main occupation of the village women. A typical headload would be in region of 90-100lbs (45kg) and would be collected twice a week, (Hayes, 1983).\n\nFirewood was used in earthenware stoves, known as \"feng-lu\", for cooking family meals and special food at festival times. Grass gathered from the hill side in autumn and the stalks from the first crop of rice were the universal fuel used for heating water and pigswill. Firewood was still being used up until 1964 in the urban encroached village of So Uk in west Kowloon for cooking at Chinese New Year, as it was better for baking (Hayes, 1983).\n\nWhen a bride came to live in her husband's village, the older women would show her those areas from which fuel could be gathered and those areas, usually the fung shui woods, where it could not be gathered. This information was often learned by means of a 12 line poem or song to name those areas where the young wife should not gather fuel.",

Rating might have to be extended to the NT: a simplified form had once existed for this, but had been repealed before implementation because of the various oppositions to treating the leased territories as an integral part of Hong Kong — it could be tried again. Division of the rating spoils between Government and local authorities would raise arguments, especially if, as at present appeared, rating revenue exceeded the initial likely expenditure by the new councils. Initially staff would be seconded from the civil service, with prior consultation on selection for 'key' posts, high calibre would be demanded, and the potential for urban DOs with co-ordinating rôles was glanced at. The psychological and organisational implications for the NTA as the only existing link between Government and the landowners and people of the leased territories, and for the USD which provided services for the Urban Council and in the NT and was the obvious holding unit for staff seconded to new councils, would admittedly be considerable. “Guides, philosophers & friends” would always be desirable, however, and NTA & USD would survive in some form.         "content_text": "40\n\nAmongst the equipment issued to each coolie in France were boots, ankle and puttees, two pairs of socks, one towel and one piece of soap, one groundsheet and one blanket in the summer and three in the winter, and an enamelled mug instead of a tin mug.\n\nTransportation to France\n\n31\n\nThe Chinese Labour Corps was officially formed on 21 February 1917 with Lt. Col. B.C. Fairfax appointed as the officer-in-charge as early as 15th November 1916. In the meantime, the first labourers left China in January 1917 and the first to leave France to return to China left in November 1918. Some of those sent from China died en route to France on the sea voyages. These ships travelled either via South Africa or Suez to England via the Panama Canal or sailed to Canada, the labourers being transported across Canada by train and then sailing on to England. These routes were chosen so as to confuse German intelligence and to avoid the submarine menace. None was lost in this way despite a German presence still in northern China at that time. Thence both groups were shipped to France.\n\nThose travelling via Canada landed at William Head, Vancouver Island, the old quarantine station and, following authorisation, travelled by train to Halifax, Nova Scotia. They were guarded, to prevent escape, and consequently the usual poll tax of Can$500, levied by the Canadian Immigration Department, was waived. Over a thirteen-month period, over 84,000 were so transported. From Canada, they would be shipped to the UK to Liverpool or Plymouth, then from Folkestone to Noyelles-sur-Mer in France.\n\nG.E. Cormack, who acted as an escorting officer to five hundred labourers, was stationed at the collecting depot, a German silk factory near Qingdao. This town had earlier in the War been captured from the Germans by the Japanese, assisted by a small British force. On a monolith at one of the forts was a Prussian eagle with an inscription in German stating that this town had been captured by the Germans from the Chinese.         "content_text": "3\n\nBefore 1932 a number of small factories had been established in the colonies. Cotton ginning factories, sugar cane crushing mills, fibre decorticating plants, tobacco grading and packing factories, saw mills and tin smelters had been constructed to reduce the bulk of primary products and make them more convenient for export. Other industries were started for the purpose of import substitution. In almost all the sugar producing colonies sugar refineries had been set up. Edible oil, lard and soap factories were established using local produce in Nigeria, Ceylon, Nyasaland, Trinidad, Jamaica, British Guiana, British Honduras and Fiji. Breweries had been established in the Gold Coast, Kenya, Cyprus, Malta, Jamaica and the Straits Settlements; match factories in British Guiana, Jamaica and Trinidad; a canned pineapple factory in Malaya. This is by no means an exhaustive list of industrial enterprises in the colonial empire in 1932. All these factories had been set up to serve the local market and had taken advantage of tariffs which had originally been imposed by colonial governments for revenue purposes. In some cases this level of protection was sufficient to make the factory viable. In other cases the company contemplating investment asked the governor for the tariff to be increased so as to exclude competitive imports or asked for a guarantee that no excise duty would be imposed or that any excise duty would be levied at a reduced rate.\n\nColonial governors showed no reluctance to grant these concessions in order to encourage the establishment of local industries in spite of the loss of customs revenue and the increased prices paid by the consumer for goods previously imported. Often governors neglected to seek specific permission from the Colonial Office to make such changes to the schedules of their customs ordinances. In a number of cases the Colonial Office heard of the new protective duties only when British manufacturers complained that they were being excluded from the colonial market. When an industrial project was referred to London governors used various arguments to support the protection of infant industries in their colonies: that the proposal was a legitimate development of local resources; that it would relieve unemployment; that a pledge of protection had already been given by government to the promoters; or that the proposals had the support of the unofficial members of the executive and legislative councils.\n\nNormally the Colonial Office did not refuse to sanction the grant of assistance to the new local enterprise. For example, in 1927 the legislative council of Jamaica passed an ordinance to increase the tariff on biscuits, soap, edible oils, cordage and matches and to remove the excise duty on soap, edible oils and matches in order to protect local industries.         "content_text": "328\n\nThere was a great deal of respect for Britain in the 1950s and when I bargained with a stall holder to buy a piece of electrical equipment he said to me: “This is not Japanese you know. It's best quality. It's British!' As late as the mid-1960s one of my Chinese staff, teaching surveying, refused to use a theodolite because it was made in Japan. War time memories died hard!\n\nAlmost wherever one went in the colony during the 1954-55 winter one could hear the song, Whatever will be, will be, blaring out over loudspeakers or being hummed or sung. I was told that I should not tip more than 20 cents for odd tasks and, at the end of the month, I should tip my hotel room boy and my waiter each $10. I could go out then and have a haircut, a shave, a shampoo and a manicure for $2.80, and, being a generous sort of chap, I gave the 20 cents change as a tip. As I have said, I did not arrive immediately after the Second World War when people were prepared to work for two bowls of rice a day.\n\nThere was no income tax in Hong Kong until 1939 when a 10 per cent \"war tax\" was levied. This was supposed to come off when the war ended but it never did. When I arrived in the mid-1950s the maximum salaries tax one could pay was 12 per cent. It had been increased from 10 per cent in 1950.\n\n1\n\n2\n\nI started teaching at the old Technical College in Wood Road, Wan Chai. On my first visit a \"big man coolie team\" was grunting and manhandling heavy engineering equipment up the stairs. We did not move to Hung Hom until 1957. With the help of \"academic drift” my old College became the Polytechnic University, on the Hung Hom campus, in 1994.\n\nShortly after I arrived in the colony there was a rumour a leopard was on the prowl in the New Territories. It was probably no more than a rumour but I do believe that there were instances of South China Tigers briefly visiting the New Territories in the 1950s. Also at this time, in spite of high immigration figures, unemployment consistently stood at well below two per cent. Inflation was negligible. The Territory saw its first flyover, outside Saint Teresa's Church on Prince Edward Road in Kowloon, in 1963.\n\n‘One damn thing after another'\n\nIn the early 1960s, we are referring to a time when something like 30 million inhabitants died of starvation on the Chinese Mainland. This was as a result of the failure of the 'Great Leap Forward.' There were long queues in Hong Kong post offices sending food parcels to relatives in China. All in all, the 1960s was a challenging decade and, as one government servant phrased it, 'It was one damn thing after another.' But the Territory was a great survivor and frequently managed to come back stronger than ever.\n\nTyphoons\n\nWhen I first arrived in Hong Kong my boss told me there is a bad typhoon every seven years. In fact, there is no set pattern if you check as I have. An estimated 11,000 people died in the 1937 typhoon, more than the 8,750 total Allied forces, Japanese and Chinese estimated to have been killed when the Japanese attacked Hong Kong in December 1941. There was an inadequate typhoon warning system in those days. Up until the 1930s a gun was fired from Blackhead Point, in Kowloon, either when a typhoon was approaching or when the mail ship arrived. Not infrequently, the two events were confused.\n\nTyphoon Wanda, in 1962, is sometimes remembered as the last typhoon from which bitter lessons were learned on how to batten down. It coincided with a high tide, with an 11-foot rise in water level and a storm surge that caused bad flooding. This happened right up to Tsang Tai Uk (the big house of the Tsang family), the fine, Hakka walled village at the end of Sha Tin Hoi (Sea). This Hoi has long since been reclaimed. Their relations had for long crystallised into an arrangement that ensured access to private gain from the trade as parts of one administration, in contrast to the competing rivalries of earlier times. This was in part to provide for mutual protection against interference and accusation from Beijing officials.\n\nThe Hoppo's and other officials' treatment of foreign merchants\n\nThe language used by these officials in their communications with the traders and the EIC's Select Committee - as instanced by Dr. Gutzlaff, a most useful contemporary source of information on the times - was invariably haughty and patronising, in keeping with the accepted modes of address towards inferiors of all kinds, and did nothing to ease relationships. Gutzlaff also mentions the 'governmental proclamations, detailing the infamous conduct of barbarians, [which] have been repeatedly posted up at Canton,' imbuing the minds of the people with strong antipathy against such worthless barbarians, and discouraging them from having anything to do with foreigners. \"The writer has often heard the natives rehearse these accusations with self-congratulation at their own superiority.\"\n\nThis sort of thing was an irritant, as were the restrictions on the movement of foreign merchants whilst in residence at the Factories, mentioned above.\n\nFar more vexing were their other complaints against the Canton System, which were listed by Morse as including the heavy taxation/impositions levied on the trade; the monopoly system of the Co-hong; the uncertainty of recovery of debts due from Chinese merchants; the diversion of the Consoo Fund (provided from the trade to cover such debts) to government use and presents to officials; and the prohibition on their making representations to any official save through the Co-hong.\n\nTo all such complaints must be added the descriptions of the general venality of the administration, the Hoppo and other senior officials included, and indeed of the whole Canton System, as described in this paper.",

Even the coolies who unloaded the cargoes into custom-house boats for weighing, and the boatmen who took them in covered and locked boats up to Canton, had a bad reputation, one witness even affirming that 'the Chinese exceed greatly the watermen upon the Thames in filching and chicanery,' which, Parkinson has observed, was of course saying a great deal.57\n\nNaval and military personnel of the Delta\n\nWe come now to another class of involved person, the commanders and personnel of war junks of the provincial navy, and of the many military forts and guard-posts in the Delta and up the rivers. Despite being natives of the province, they were not noted for their good behaviour towards the local land and boat populations. Indeed, the recital of exactions, inducements and \"squeezes\" that we have seen to be routine in the old China Trade is merely a reflection of what passed on the wider scene for much of the time. This culture of corrupt and bad practices is corroborated by recorded local history.\n\nOld persons in Hong Kong's outlying island communities interviewed in the 1960s recalled several instances of the petty corruption practised upon local people by soldiers from the military posts there before 1898. The Peng Chau post made an unlawful levy on boat people at their regular monthly \"burn offs\" of marine growth from the hulls of their craft, whilst their brethren on Cheung Chau extracted cash from vendors at the local market-place.5\n\nMore serious breaches against the boat people are mentioned in surviving commemorative tablets in some of the temples in the Delta area, erected for the public record by the wearied local communities with the consent of the responsible senior officials.\n\nOne such (1834) at a temple on Peng Chau near Hong Kong forbade the practice of commandeering two fishing craft each month and putting soldiers on board them, for cruises to entrap pirates whilst posing as innocuous traders, to the great inconvenience of the family members and temporary loss of their livelihood. Another (1826), placed outside a temple near the Barrier Gate at Macau, prohibited the unlawful charges and exactions being levied by the crews of salt gabelle patrol boats and the personnel of no fewer than 28 military posts along one stretch of\n\n59",

It was still, in its essentials, the working milieu in which the Co-hong, the officials and their minions, both civil and military alike, and the people at large, on land and sea, had been obliged to exist; and with which, and with whom, the Western traders had to contend,\n\nRough treatment by the mandarins\n\nIt was also a milieu in which criminals, and anyone falling foul of officials would have a very bad time. The Chinese personnel of the Old China trade were no exceptions to the general rule, and could be very roughly treated by the mandarins when they chose to enforce the minute and graduated regulations that governed all and sundry throughout the Empire.“\n\n64\n\nA compradore was severely beaten and tortured and thrown into prison in 1816, because the EIC's ships' captains had presented a petition at a city gate over difficulties with obtaining a permit to load, with more beatings ordered for another compradore and two linguists, whilst the Company's head compradore had to leave hurriedly because police runners were looking for him. 65 In 1831, during the Canton Prefect's unannounced visit to the EIC's hall, a linguist was put in chains, taken away, and threatened with decapitation. 66\n\nThe officials, their courts and prisons were justly to be feared. Just how bad they could be was experienced at first hand by Captain Denham, shipwrecked on Formosa with his mixed crew of 55 Europeans, Chinese and Indians, and 2 passengers, in 1842.
