        "content_text": "40\n\nfirm and Mr. Friedrich Christian Lemke was authorised to sign for the firm (GG 1 Jan. 1885). From 1879 to 1881 Mr. Garrels had been an assistant in Siemssen and Company, but in 1882 transferred to Meyer and Co. He remained a partner of Meyer and Co. until its name was changed in 1908 to Garrels, Bomer and Co.\n\nHeinrich Friedrick Myerink was admitted a partner in Meyer and Co. in 1878 (DP 1 Jan. 1878). He left the firm by 1884. From 1890 he was connected with the firm of William Meyerink and Co. The head office was in Shanghai, and a partner Max Tiefenbach was in Hamburg. Hermann Friedrich Meyerink died at Kobe on 10 September 1908, aged fifty-eight (DP 21 Sept. 1908). William Meyerink died in 1928, aged eighty-two (SCMP 31 Oct. 1928).\n\nAnother partner of Meyer and Co. was O. Grabe, who was authorised to sign for the firm at Tientsin in 1874 (DP 3 Jan. 1874). His interest as a partner ceased in 1879, but he continued to sign until 31 May 1880 (DP 1 Jan. 1880). Gustav Fischer replaced Grabe as a partner. Johann George Ludwig Schroter and Hermann Friedrich George Borner became partners in 1896. The latter had been a former assistant in Siemssen and Co. before joining the staff of Meyer and Co. as an assistant. In 1896 the firm operated in Shanghai under the name of Meyer, Lemke and Co.\n\nThere was a name change in 1908. Meyer and Co. became Garrels, Börner and Co., though there was not a change in partnership at the time. The partners were J. Heinrich Garrels, Herman Borner, Paul Wassendorf, and Carl Schroter. Hartwig Nellmer continued to sign for the firm (SCMP 1 July 1908). The Company was placed under liquidation in 1914.\n\nOne of the three assistants in E. and J. Meyer and Co. in 1866 was Gottfried Carl Friedrich Rodatz. He left in 1868 to open a ship chandlery with Rudolph Freeks. The business continued until 1878 (DP 11 May 1878). Mr. Rodatz was Secretary of Club Germania in 1876.\n\nHeuermann, Herbst and Co.\n\nLeopold Frickel conducted a ship chandlery and sail-making establishment on Queen's Road from 1862.         "content_text": "30\n\nAfter the First World War and the return to China of the Powers, a movement to finance a new westernized Chinese élite began among the Powers. Each country hoped that the Chinese educated by them would naturally favour their country of education; gratitude, ties of friendship, as well as cultural and emotional orientations, would see to that. This also Leopold, the astute King of the Belgians, had foreseen. He had spoken of it urging that young men be sent to Belgium for training. \"Ils seront des nôtres,\" they will be ours.\n\nAbout her own Western studies, she wrote the following equitable lines:\n\nI myself was, in 1935, a recipient of a scholarship derived from the Belgian Boxer indemnity fund; I went to study in Belgium, following in my father's footsteps. But it was, in the end, China's money which was being spent to educate me, it was the Chinese people paying the Boxer Indemnity of 1900 who paid for my years in Belgium. And so my gratitude must go to them, for making me in turn, as they made my father, a privileged person, a returned student from abroad. Later I was to study in England, on a British Council scholarship, and also be grateful to England. But this has not influenced me in the end. For truth is truth and it cannot be bought at any price.\n\nVigilant yet dispassionate, non-compromising yet lacking even the slightest urge for revenge, always eager to unveil painful truths about enslavement of one people by another, Han Suyin is a born defender of human dignity and human rights. In the pages of her autobiographical/historical cycle, multiple shrewd remarks about interference of indigenous Chinese and foreign powers' interests in Old China are a most natural and therefore a matter-of-factly element, masterly interwoven in a vast political and economic panorama of Chinese life in that pre-1949 epoch. After all, the so-called 'gunboat diplomacy' and also the other forms of political blackmail, extensively practised by the white powers to threaten feudal, backward and corrupt society in order to press even more lucrative concessions out of it, had directly affected Han Suyin's and her family clan's existence on an everyday basis.         "content_text": "# ARTICLES\n\n## INDUSTRIAL DEVELOPMENT IN THE COLONIAL EMPIRE AND THE IMPERIAL ECONOMIC CONFERENCE AT OTTAWA 1932\n\n### NORMAN MINERS\n\nIt is generally agreed that the development of manufacturing industry in the colonial empire was very limited. A recent study of colonial development describes progress before independence as derisory.1 Joseph Chamberlain spoke of the colonies as a great underdeveloped estate that must be developed with imperial assistance for the sake of the local population and also for the benefit of the whole world. Similar sentiments were expressed by Lord Lugard, Lord Milner, Leopold Amery and many others. But development was seen primarily as the expanded production of foodstuffs, raw materials and minerals. Colonial governments encouraged the production of cash crops for export and built the roads, railways and harbours to transport produce to markets overseas, but they were unwilling to spend their limited tax revenues to assist the establishment of local industries.\n\nThe attitude of the British government was that the colonies were essentially agricultural and producers of primary commodities in a complementary partnership with the industrialised nations, chiefly the United Kingdom. The artificial encouragement of manufacturing was contrary to the prevailing ideology of free trade and the belief that the state should not intervene to distort the free play of economic forces. Expatriate trading firms were interested in the profits to be made from exports and imports rather than the processing of primary products or manufacturing for the local market. Indigenous businessmen were few and faced formidable obstacles such as the small size of the local market, unskilled and untrained labour, lack of access to long-term credit from foreign banks and competition from established imports from the metropolis.\n\nIt is said that the industrial development of the colonies was deliberately restrained by the British government, which was unduly deferential to commercial interests who objected to local manufacture displacing exports from Britain. A keen glider pilot, he was eager to taste the eastern thermal currents. When he set off in a Chinese glider, towed by a military plane, it was to be for a flight of more than four hours and set an Asian record. After the attack on Pearl Harbor, he managed to flee Hong Kong as the bombs fell, and to reach South Africa. There he joined the RAF and passed his examinations as an aeroplane pilot. Lieutenant de San then went to Congo, where he was based until the end of hostilities and undertook various missions and operations in Oxford and SV4 planes. This is his account of how he set the record in China:\n\nIt was 1940. For a year I had been in Chungking, wartime capital of the Chinese government. There was bombing day and night, crushing heat of more than 40 degrees, tension, loneliness... There were few distractions: one was being a spectator in the virtually hopeless struggle of the Chinese people, at war for two years. I travelled the country and spent hours watching the clouds, birds, weather conditions; I rapidly concluded that the good thermals had to be as numerous as fish in the Yangtse.\n\nI knew every corner of the area around Chungking. The town was a kind of peninsula, surrounded by two mighty rivers, the Yangtse and the Kialing. Thousands of dark roofs, large areas flattened by Japanese bombing, the immediate contrast of great expanses of water, and over it all leaden skies, more oppressive than the strongest sun in Coquilhatville1 or Lake Leopold II in Congo.\n\nWhere great gliding birds untiringly traced their spirals higher, there had to be powerful thermal currents.
