        "content_text": "CHINESE UNOFFICIAL MEMBERS OF COUNCILS\n\n13\n\nLegislative Council. He was awarded the C.M.G. in 1892 and created a knight bachelor in 1912. His achievements were many and varied.\n\nHo Kai's first and foremost contribution to Hong Kong was the promotion of western treatment and western medical education among the Chinese, despite the fact that he himself ceased practising western medicine soon after his return to Hong Kong. In the year 1884, when his wife died, he offered to provide the cost of building a hospital as a memorial to her. Thus the Alice Memorial Hospital, under the control of the London Missionary Society, was first opened in Hollywood Road in February 1887.12\n\nThe formation of a medical school in Hong Kong had been discussed by Dr. Ho Kai, Dr. (later Sir) James Cantlie and Dr. (later Sir) Patrick Manson who is often referred to as the \"father of tropical medicine\". With the opening of the Alice Memorial Hospital, the opportunity was therefore taken to start a medical school. Dr. Manson happened to be Chairman of both the Hospital's management committee as well as of the newly-founded Hong Kong Medical Society, and so was able to enlist the support of the profession. With Dr. Manson as its dean, the Hong Kong College of Medicine was formally inaugurated on 1st October 1887 and Li Hung-chang, Viceroy of Kwangtung, was Patron of the College until 1901. Dr. Ho Kai was the Rector's Assessor of the College as well as professor of medical jurisprudence. He held the latter post for nearly 20 years. This College had the distinction of having Dr. Sun Yat-sen, the founder of the Chinese Republic, as one of its first two graduates in 1892. In 1912 when the University of Hong Kong was founded, the College merged with it to form the Faculty of Medicine of the new university. Dr. Ho Kai also played an important part in the founding of the University of Hong Kong and was a member of the University Council. When the University was formally opened on 11th March 1912 by the Governor Sir Frederick (later Lord) Lugard, the occasion was also marked by the grant of a knighthood to Dr. Ho Kai.\n\nThe work of the Alice Memorial Hospital grew and it was not long before an extension was necessary. There was no land available adjoining the hospital in Hollywood Road, so the London Missionary Society gave a site on Bonham Road for the purpose,",

        "content_text": "REVIEW OF HOUSING CONDITIONS IN HONG KONG\n\n99\n\nby the reduction of available accommodation, that privies for common use were contrary to Chinese social habits and that no compensation was offered to property owners.7 The unofficial (appointed) members of the Legislative Council were most vociferous in their objections to the proposed measures and were successful in obtaining numerous amendments which made the Ordinance of very limited use. However, the restriction over the amount of internal living space was retained but only after heated debate and the use of the official majority vote.\n\nTwo years elapsed before the government again attempted to introduce new provisions in the form of a Building Ordinance. The matter of rear yards was included in the Bill but this was once more forced out by the unofficial Legislative Council members and had to be included in the Crown Lands Resumption Ordinance. A clause was proposed whereby mezzanine floors could only be constructed if provision were made for a vertical clearance of 9 ft. above and below. This was modified at the insistence of the unofficial members so that it would apply only in cases where the mezzanine extended over more than two-thirds of a room; otherwise a clearance of 6 ft. was permitted. Another clause relating to the provision of sufficient windows was eliminated whilst the installation of privies was made optional.\n\nStiff resistance continued from property owners against further proposals put forward by the government to help improve the sanitary condition of the Colony which daily became the cause of greater concern. Nevertheless, the administration did achieve a number of major improvements recommended by Chadwick in 1882. Between 1883 and 1900, for example, over HK$2 million was spent on improving water supplies through the completion of a reservoir at Tytam; another HK$1 million was allocated for the reprovisioning of the sewerage system and the redraining of 9,957 houses; a further HK$660,000 was used for the construction of new markets, animal depots, slaughterhouses, latrines, laundries and other miscellaneous works.\n\n7Letter of 18th July 1901 to the Hon.         "content_text": "# REVIEW OF HOUSING CONDITIONS IN HONG KONG\n\n101\n\npopulated areas which were used for portable purposes should be closed, that all private lanes and streets should be brought under government control and that back-to-back houses should be demolished as soon as possible.\n\nUnder such desperate circumstances, the government was obliged to take strong action and in the same year as the plague struck it passed, on an emergency basis, the Tai Ping Shan Resumption Ordinance. Under this statute the inhabitants from 8.5 acres of land in the worst affected area were evicted, their properties were resumed and demolished, and the area was laid out anew. The various works were completed by 1899 at a total cost of over HK$944,000. Two smaller schemes in the same locality were carried out in 1902 and 1903 at a cost of some HK$271,000; the total area involved in these schemes was about 0.7 acre.\n\nOther measures were introduced in 1894 in the Closed Houses and Insanitary Dwellings Ordinance under which the height of buildings was limited to between 25 ft. and 76 ft. depending on the length and width of the street. The Ordinance also gave powers of inspection to the Sanitary Board to ascertain breaches of the law against overcrowding, the standard of measurement being 30 sq. ft. of floor area and 400 cu. ft. of air space per occupant. Despite the apparent necessity for such measures the unofficial members of Legislative Council pressed for less restrictive clauses.\n\nIn 1895 there was a respite from the plague with only 44 reported cases, but in the following year over 1,200 persons were afflicted. Thereafter, the plague became an annual visitation, mainly in the torrid summer months, and persisted until 1907. Altogether, there were some 13,000 victims between 1894 and 1906 giving an average of over 1,000 a year.\n\nThe continued concern of the government over the insanitary condition of the Colony led to the appointment of a commission to look further into the matter and a report12 was duly submitted in 1898, the year in which the New Territories were leased from China.         "content_text": "REVIEW OF HOUSING CONDITIONS IN HONG KONG\n\n103\n\ncondition of Hong Kong and to appoint an independent expert to advise the commission.\n\nAs a result, Chadwick, who so competently advised the government on the sanitary needs of Hong Kong in 1882, was given the task of reappraising the situation from an engineering point-of-view, and in 1902 he submitted his report. He concluded that the sewerage system had been constructed in accordance with the principles laid down in 1882 and that, on the whole, the system was working well. He also found that scavenging was efficiently carried out but that the storm water drainage system needed reprovisioning. As for insanitary buildings, he stated that the situation was worse than 20 years previous and recommended that extensive resumption and reconstruction be undertaken.\n\nIn his report Chadwick noted that:\n\n+ recommendations made from time to time during the past 20 years by the professional advisers of government have been practically set aside. The reason for this is simple. If the number of people which can be packed on a given plot of ground is reduced by limiting height and by reserving open spaces, obviously the value of that plot is reduced also. Now land is costly in Hong Kong, either it has to be excavated in the hillside or reclaimed from the sea. Naturally, the land owner desires to get the best rental for his land by crowding as many tenants upon it as possible. Consequently, during the past 20 years, numerous Buildings Ordinances have been brought before the Legislative Council, but in each case, many salutary provisions have been withdrawn or emasculated at the request of the unofficial members representing the landed interests.17\n\nThe principal legislative measure introduced after the submission of Chadwick's report was the consolidation and introduction of new building and health regulations in the form of the Public Health and Building Ordinance of 1903. PRYOR\n\nbuilders, the development of low-cost housing schemes by Government, the imposition of penalties on unused private land, the conversion of godowns (warehouses) into tenements by adding on further storeys, the publication of standard house designs, the use of labour-saving machinery, the provision of large supply depots at convenient locations for building materials, the setting up of local industries in the New Territories for the manufacture of building materials, the establishment of bamboo and fir tree plantations for scaffolding and the continuation of rent controls.\n\nWhilst development in the Kowloon Peninsula gathered momentum, little became of the recommendations made by the Housing Commission and with the further growth of the population to almost 841,000 persons by 1931, of whom 79% lived in the urban areas, the housing situation reached serious proportions. Some indication of the congested living conditions is given by the densities which prevailed in the Western district where, on average, there were 917 persons per acre.20\n\nThe economic \"depression\" of the 1930s greatly reduced the prospects for effective action to help meet the Colony's pressing housing requirements. The situation was further aggravated by the continued arrival of people from China, which resulted in an increase of the population from 841,000 in 1931 to 988,000 by 1936.\n\nHowever, in 1935 new legislation was introduced whereby the Public Health and Buildings Ordinance of 1903 was split into a separate Buildings Ordinance and a series of Public Health Ordinances. One of the changes brought about by the new Building Ordinance was that the maximum depth of domestic buildings was reduced from 40 ft. to 35 ft. although this could be exceeded if every storey were provided with windows to ensure that the whole storey was adequately lit. The provisions of the 1903 Ordinance regarding the height of buildings were also modified, but differential controls continued to apply in favour of property owners who had leased land before 1903.         "content_text": "NOTES AND QUERIES\n\n213\n\nDealings in land and property were a major enterprise in early Hong Kong. An insight into the hazards of real estate speculation is given by George Duddell's testimony before the Land Committee in 1849. He speaks about his purchase of a lot at the south-west corner of Queen's Road West and Possession Street. As we walk along Fat Hing Street we shall be passing the south side of the lot. Duddell states regarding the purchase of the lots in 1844:\n\nThe lot was bought after unprecedented bidding for two hundred per cent on the original upset rental. The circumstances in palliation of my buying it at such a price are, the lot was airy and perfectly level with one rock only to clear it off before building could be commenced, combined with a great demand for houses, and the facility the lot offered to speedily erect them, with the fact I was outbid on all other lots the same day. The buildings were built and tenanted, but within a year they had left for other houses. These houses were void, vagrants plundering even from doors and glass from windows, every grate was stolen. I must hire a private watchman to protect useless property\n\nThe buildings were much damaged by the typhoon of 1848. In November of 1848, I surrendered them to Government. In consequence of requiring a Sailor's Home, I have by petition obtained back the lot, repaired the buildings and put my seamen into it.\n\nThe premises were known as the Circular Buildings. Duddell again surrendered them to the Government in 1850. Not long after, the land was resold to Quoke Acheong, the Compradore of the P. & O. Steam Navigation Company. He was a large land owner in this area. On this property and a section he had purchased across Queen's Road, he developed his own business enterprises under the firm name of Fat Hing. The firm gave its name to the lane south of Queen's Road off Possession Street.\n\nUpon the elevated promontory called West Point, Joseph Frost Edgar built a bungalow. In March, 1843, he was admitted as the resident partner of the firm Jamieson, How and Company. He was one of the first two unofficial members of the Legislative Council, serving from 1850 to 1857. An advertisement for the rent or sale of the West Point Bungalow, dated July 19, 1845 (Friend of China), provides a description of one of the early residences in Hong Kong:\n\nA substantial house consisting of two sitting rooms each 30 by 20 feet and in height 17 feet, separated by folding doors, five",

By 1908 eight such schools attached to temples were managed by the Hospital Committee. When in that year the Ordinance was passed by the Legislative Council vesting the property of the Man Mo Temple in the Tung Wah Hospital, the schools became a legally recognized part of the Hospital's activity and responsibility. \n\nAfter the establishment of Kwong Wah Hospital it likewise assumed charge of the school attached to the Tin Hau Temple on the Public Square at Yau Ma Tei, Kowloon. \n\nAll of these schools were free schools for the poor. They provided a traditional Chinese basic primary education. With the gradual introduction of modern educational methods and text books into China, the schools operated by Tung Wah also changed, and eventually middle school education was offered. Tung Wah's contribution to education merits detailed study since it will shed useful light on the general history of education in Hong Kong. \n\nReligious aspects of Tung Wah \n\nFrom its foundation Tung Wah explicitly stated that it was not a religious institution, but on the other hand it had its religious aspect. This is in keeping with the fact that most areas of Chinese life are reinforced by some kind of transcendent authority. Or as it is expressed in the General Rules of the Hospital, \"Chinese in their custom generally respect spirits\". The Rules then proceed to state that patients expect the protection of spirits, and that hospital servants are made dutiful through fear of the spirits. \n\nMost trade and business guilds have a patron deity. As a medical institution Tung Wah gave place of honour to the patron of medicine. To honour him the Regulations of the Hospital contained the following provision: \n\n+ \n\nNo image \n\nAll members of all ranks in the Hospital shall be present in the Grand Hall between 5 a.m. and 7 a.m. on the 1st and 15th day of each month to worship the Patron Saint (Shen Nung), so as to show that they are pure, upright and honest. An image of him will be kept, and we shall only write and post up his title to show that we respect him as if he were there.* The meeting Hall of the Hospital was built along the traditional lines of a Chinese Temple, as witness the building we are visiting today. There was a central hall containing an altar table with \n\n* One Hundred Years of the Tung Wah Group of Hospitals 1870-1970, Vol. 1, p.12, Rules 11 and 12.",

The plans even show the proposed alignment of a branch railway to Ngau Tau Kok which is very close to the present-day MTR alignment.\n\nJackman was promoted to Assistant Director of Public Works on 1 June 1921 at a salary of £1,000; he had acted in the post for much of the previous year. His responsibilities included overseeing the planning of the Kowloon urban layouts and their implementation, including negotiation over resumption of private building and agricultural lots and arbitrations over difficult cases. In the mid-twenties, the Kai Tak residential development plan failed and the Government took back the partly-reclaimed area in order to form a commercial aerodrome using material dredged from the Harbour. The aerodrome came into use in 1928, although the flying club occupied a corner (as it does now) from about 1925.\n\nIn 1922, Jackman acted Director of Public Works during the sickness of the substantive incumbent, and from 15 May to 29 August of the following year, he again acted during his superior's leave. As DPW, Jackman also served as vice-president of the Sanitary Board and member of both the Legislative and Executive Councils. He was member of the Court and Council of the University of Hong Kong. The period of the mid-1920's was an unsettled one in Hong Kong, reflecting political events in China. A number of seamen's strikes and general labourers' strikes took place causing much uncertainty in the commercial sector and the Government.\n\nH. T. Jackman acted DPW for most of 1927, but at that time was already suffering from ill health.         "content_text": "and a treadmill was in operation for punishment up until the early 1900s. Prisoners were escorted to Court, so it is believed, by a tunnel. Although the author went to Victoria Prison in the 1970s, on Justice of the Peace visits, he is unable to substantiate this.\n\nA few colonial-style buildings, such as the Helena May Institute (completed 1916) on Garden Road, and the old Supreme Court building (foundations laid 1903, completed 1912) in Central District, are still in use. The latter is now the Legislative Council Chambers, and has been described as \"Lutyens classical revival style adapted for the tropics\".\n\nIn spite of forceful protests by the Heritage Society which was wound up, despondently, in 1983 — and the Conservancy Association, the Repulse Bay Hotel, the previous Hong Kong Club building, and the old Kowloon Railway terminus (except for the tower2) have all succumbed to the wrecker's hammer. The average Hong Kong citizen, it seems, has limited interest in conservation. He or she believes that a building has an economic life span, and, after that, it should go. To be fair, the Government, advised by the Antiquities and Monuments Office and the Antiquities Advisory Board, has declared a number of structures, for instance the Stanley Police Station (1859)13 as Monuments under the Antiquities Ordinance. Other Monuments include the steps and gas lamps in Duddell Street, Central District; rock carvings and inscriptions; old villages, for example Sam Tung Uk in Tsuen Wan; and the District Office, North, building at Tai Po in the New Territories.\n\nThe Territory also possesses a variety of other old structures, such as the fort and battery at Tung Chung and the fort at Tung Lung. There are also ancestral halls and study halls, like Shut Hing Shue Shan, at Ping Shan, and Chou Wong Yi Kung Shue Yuen, in Kam Tin.\n\nAmong other declared historical Monuments are Wan Chai Post Office (1915)1* in Queen's Road East, Western Market in Sheung Wan, and the Pathological Institute,1 in Caine Lane. As of 1990, such Monuments totalled 43. One of the most famous of Hong Kong's old buildings was Murray House (circa 1843).1 It was demolished carefully in 1982, and the parts were labelled, numbered and stored.         "content_text": "From the programme, I would now like to turn to other topics which have exercised the Council's attention over the last year. As I mentioned earlier the Society has appeared twice before the LegCo Panel on Information Policy and this was due primarily to the stand which the Society has taken in respect of the Government's intention to move the Public Records Office to an unsuitable and inaccessible factory building in Tuen Mun, a step that is likely to happen in June. I do not wish to tabulate all the arguments that have been rehearsed many times within Council and the media on this subject, except to say that if it had not been for the Royal Asiatic Society's strong opposition to the removal of the Public Record to Tuen Mun then it is unlikely that we would now be looking at a more favourable situation than seemed possible this time last year. As it is we have been informed that the move is only temporary, the Government is actively looking for a site in Central, and provided funds are available the Government is prepared to build or convert some suitable buildings for public records; meanwhile the more important and the most used public records will be moved into a special room within the Government Secretariat. The position will need, however a great deal of attention and watching to ensure that those responsible for the preservation of Hong Kong's public records do really understand what is meant by the word preservation. Hong Kong's efforts in this direction leave a lot to be desired and compare very unfavourably with other countries including China. For this more optimistic emerging picture we need to thank several people including our past President, Dr. James Hayes, who continually prods the Government in the underbelly from down under and the Reverend Carl Smith who, at the height of the controversy last June, agreed reluctantly to appear in a T.V. documentary on the subject and was actually filmed, going to Tuen Mun, and seen groping through the polluted air and smog amongst the surroundings of the future Hong Kong Public Records Office. In addition I would like to thank Dr. Elizabeth Sinn, Mr. John Wilson, Dr. Lau Yee-cheung, and Dr. Choi Chi-cheung for their valuable inputs into these issues.\n\nThe second time members of the Council appeared before the LegCo Information Panel was fairly recently and also to do with public records but in the context of a possible Access to Information Bill. This is a difficult subject and I am not sure one that the Society should become too involved. The Society is more concerned with public records and an Archives Ordinance, since without this there is little point for legislation on access to information if there is no guarantee that the information in question will be available.         "content_text": "67\n\nStandard Chartered Bank's big brother, the Hong Kong and Shanghai Banking Corporation (surrounded by the Bank of China, Standard Chartered Bank, the Legislative Council building, and others, which act as 'dragon and tiger' guards), also went to considerable lengths to build 'fung shui considerations' into its award-winning headquarters. It was completed in 1985. Sir Norman Foster, the English architect, brought in fung shui masters at various stages throughout the Bank's design and construction. Although it was described as the 'most innovative bank building in the world', symbolising flexibility with no expense spared, nevertheless 'The Bank' (as it is sometimes known locally) went to great pains to lift its two bronze lions into position simultaneously (Lions Return Home, 1985:19). Work commenced on a propitious day, starting at 5.00 am (Guarding the Bank.., 1985:10) (Chung, 1985:10). Senior British Bank officials attended. On the advice of the fung shui practitioner, the two lions, Stitt and Stephen (named after two past Bank managers), act as guardians. They ward off evil. They are often patted by Chinese to bring them good luck, although the two lions do not directly face each other. Their exact positions are important. Heavy objects such as stones or statues (like two-ton, bronze lions symbolising energy) have the power to stabilise a situation. In everyday life, heavy ornaments and the like can affect the ability of a person to hold down a job or to hang on to a wife.\n\nIn addition to placing two lions in position in front of a bank, turning the first sod, foundation stone laying and topping out ceremonies, and house-warming parties are all important in Western society (Groves, 1991:passim). Also, a Christian priest consecrates a new church. In Chinese culture too, although human sacrifices have long disappeared, special building ceremonies are still sometimes conducted, for example, when starting work on the foundations, erecting the main door, or hoisting the ridgepole of a village house. With the last example, items are hung from the ridge. These include 'lucky' objects, such as a small bag of rice (no-one must ever go hungry). All such ceremonies must be carried out on auspicious days.\n\nOne would imagine the Hong Kong Bank is too concerned with profit and loss accounts to bother about what some describe as superstitions. Yet care was taken, when planning the front entrance on Des Voeux Road, that it is lower than the exit on Queen's Road.         "content_text": "205\n\ndifferent parts of China As the Manchu government was drumming up a \"commercial war\" between Chinese and foreign enterprises, overseas Chinese merchants were targeted by Beijing as a source of wealth for new industries.\n\nIn Hong Kong, the first groups of Hong Kong Chinese to respond to this reform were a group of newly returned migrants of Siyi and Xiangshan origins. They returned from America and Australia, where exclusion policies against Chinese immigrants had been implemented during the 1890s. Once settled in Hong Kong, they found themselves left outside the established leadership hierarchy in the colony (the Legislative Council-Tung Wah circle). They had to vest their interests in other institutions They looked northward and, immediately, they saw hope in China, where the late Qing reforms offered them ample chances for political and economic advancement. The Governor recalled with contempt the composition of the Siyi Chamber.\n\n[It is] composed of Californian and Australian coolies, artisans who though [they] could often talk fair English, could not write their names in any language\n\nThanks to this rhetoric of \"commercial war\", these overseas returned migrants penetrated into south China. They formed themselves into regional chambers of commerce and through which they raised capital for such large-scale investments as railways, public utilities and land reclamation in Guangdong. Among others, these enterprises included a Siyi Steamship Company, a Sunning (of Siyi) Railway Company and two companies, with respectively 500,000 and 580,000 silver taels in capital, for “port-building” against Portuguese Macao and British Hong Kong. With the approval of the Qing government, these two port-building companies initiated two large-scale port and market development schemes in Siyi and Xiangshan which were intended to recover benefits lost to Hong Kong and Macau. The channel that these merchants went through was the following, the chambers of commerce submitted petitions to the Commissioner of Industrial Promotion and thence to the Bureau of Commerce in Beijing\n\nConservative in design, this late Qing reform led to revolutionary consequences. Woodcock, for donating these to our Society.\n\nOur Branch is always looking for donations and if anybody wishes to find a good home for some interesting and valuable items or artifacts we should be grateful if you would consider donating them to the RASHKB.\n\nThe Public Records Office\n\nAlthough the RASHKB is apolitical and has no wish to be seen as a pressure group, it does make its views known when it has a case. You may remember that our Branch objected when the Hong Kong Government decided to move the Public Records Office from Central District into an industrial building in Tuen Mun. Besides writing letters and taking other action two Branch deputations appeared before the Legislative Council Panel on Information Policy in 1993. The outcome of our efforts was that a new, purpose-built Public Records Office was opened in Kwun Tong, in June 1997, shortly before the Handover. Our Branch played a major role in this achievement.\n\nThe Council\n\nSeveral of the 14 posts which comprise our Council require a special expertise. These include the Treasurer, the Librarian and our Editors. But, in addition to these 14 posts, other persons are co-opted on to the Council. They include the Reverend Carl Smith, our Honorary Vice President, and our Assistant Secretary, Mrs Sarah Parnell. Each Council Member is expected to pull at his or her respective oar and to row in unison. It is a working council.\n\nIn addition to the two co-opted persons named above, namely Carl Smith and Sarah Parnell, as well as the President, the following have sat on the Council during the past year: Doctors Elizabeth Sinn, Michael Lau, Patrick Hase, Joseph Ting, Peter Barker, Choi Chi-cheung and Anthony Siu, together with Robert Nield, Geoffrey Roper, Peter Halliday, Valery Garrett, Julia Chan, and Peter Rull.         "content_text": "It's no doubt advisable to have every plague patient properly isolated but I fail to see how this can be done in practice as the Chinese do not like to part with our sick until there is no hope of saving them, and it is only in extreme cases, especially in the case of husband and wife and mother and child that they should do so. It has been amply known from experience that the Chinese rather conceal their sick until the last moment and dump their dead in cases where their fellow lodgers would be involved in trouble in order to avoid detection than to submit to forcible removal. Would it not therefore be better to give them the option of treating their sick in their own houses or in some places where the relatives can tend their sick or soothe the mind of the sick by being present oftener, thus ensuring the disinfection of every infected building and placing every plague patient under proper surveillance. The bye-law as to isolation has proved to be a failure; it is time that some new scheme should be tried.\n\nIn an early step towards resolving the problem, it was decreed that infant corpses could be brought to dispensaries, no questions asked, and a $1 reward given.
