        "content_text": "MERCHANT ORGANISATIONS IN IMPERIAL CHINA\n\n29\n\nsponsored Western-modelled chambers of commerce (shang-wu hui), merchant leaders accepted them readily, and by 1911 established some eight hundred major and minor chambers throughout China. Clearly a number of changes had taken place to span the chasm which once divided the traditional guilds from the quite modern chambers.\n\nBroadly speaking, three types of guilds existed in traditional China: those organised by craft, by common geographical origin and by trade. I shall here deal in detail with the last two, since the first, such as the carpenters' guilds, was not affected by the kinds of institutional changes which we shall discuss. Indeed, since the chambers of commerce did not take them in, the craft guilds were left relatively unchanged until the 1920's. In earlier times, however, the craft and the trade guilds were similar in many ways. Both began during the Sui Dynasty (A.D. 581-618), and they had comparable rules and rituals. The lack of substantial change in the craft guilds during the nineteenth and early twentieth centuries is a reflection of the similar lack of change in status and function of the Chinese artisan.\n\nLandsmannschaften (Hui-kuan)\n\nThe second type—commercial associations based on common geographical origin—had a more recent origin than either craft or trade guilds. To trace their beginnings, we must go back to the early part of the fifteenth century when similar associations were formed by officials in Peking in order to cater to the needs of travelling gentry, official members and scholars who had gone there from their home area on official business or for taking state examinations. Known in Chinese as hui-kuan or \"provincial clubs,\" they resembled the Landsmannschaften of medieval Europe. As they proved their usefulness, they spread to provincial capitals and other major cities. Gradually, merchant sojourners in these cities were accepted as associate members.\n\nIn Peking, the original Landsmannschaften remained strictly official and gentry dominated. Although contributions were accepted from merchants, the latter shared little of the benefits as late as the 1800's. For example, the big tea merchant members of the Hsi-hsien Landsmannschaft in Peking made regular and sizeable contributions toward its upkeep from at least 1741 when the Landsmann",

But up to 1805, one recurrent regulation specifically prohibited merchants from making use of its rooming and other facilities. It remained an exclusive clubhouse for the scholars and officials of Hsi-hsien. By 1814, this rule was apparently less strictly enforced, for the regulations re-issued in that year complained that the rule had been relaxed. The regulations reprinted in 1830 omitted this prohibition entirely.4 \n\nOutside of Peking, especially in the commercially active lower Yangtze Valley and in the Southwest, merchant sojourners borrowed the same institutional format. By the sixteenth century, they launched their own Landsmannschaften. The facilities of these merchant-run organisations were, however, opened to travelling officials and students who had come from their home areas. \n\n5 \n\nThis less exclusive type of hui-kuan allowed merchants from the different trades as well as officials to meet and share organisational duties among themselves. To take a hypothetical case, a tea merchant, a silk merchant and an expectant prefect became friends through common membership in the Kwangtung Landsmannschaft in Soochow. They had all come from the Canton area. The two merchants had done business in Soochow for a number of years and had become prominent in that city. As for the official, he had been assigned to the Kiangsu governor's private staff in Soochow while awaiting his next official assignment. Since his posting might never come, he prolonged his stay indefinitely. As established sojourners in Soochow, they sat on the same committee of the Kwangtung Landsmannschaft which provided local social services. \n\nSocial services and works of philanthropy blended in easily with an organisation like the Landsmannschaft which had begun as a mutual aid society for the protection of its own members of the various classes. They ranged from eminent officials and wealthy merchants to paupers who for one reason or another had become stranded in alien places. They quickly acquired the experience and the organisational know-how to provide relief and other social services, and ultimately extended them to the rest of the local communities. \n\nOur hypothetical silk and tea merchants could also become go-betweens when differences arose between members of their respective local trade guilds.         "content_text": "MERCHANT ORGANISATIONS IN IMPERIAL CHINA\n\n31\n\ntrades and geographical origins became acquaintances and friends as they shared power and worked with the political process in Soochow. When these two merchants returned to Canton to open up their separate lines of business there, their joint social ventures while as sojourners in Soochow would help them toward similar across-guild collaboration in Canton.\n\nIt is generally assumed that the presence of Landsmannschaften suggested strong localism among merchant groups which, in turn, inhibited China's social and economic integration. In fact, one can just as well argue that the reverse is true. Landsmannschaften facilitated the communication among merchants in the various trade guilds on one level, and between merchants and officials on another. They provided outsiders an organisation with which they could participate in the political processes of the local power structure. More broadly, by promoting regional emigration, they upgraded the cosmopolitan tradition of their host provinces.\n\nLandsmann Guilds (Kung-so or Pang)\n\nBy early Ch'ing times, many of these merchant-run Landsmannschaften had given birth to a more specialised organisation, as merchants with the same geographical origins organised independent Landsmann guilds in the large commercial centers. This was conveniently carried out since in many towns, the trade of any one commodity was often controlled by merchant sojourners from one area. In cases where the given trade was not so monopolised, it was likely to find several guilds of the same trade in the same city, each guild attracting its members on the basis of common geographical origin. Meanwhile, the individual Landsmannschaft had many subdivisions formed by its members in the different trades. In Hankow, the Landsmannschaft of Szechwan organised separate pang or kung-so for the dealers in herb medicine and boatmen. From the outside looking in, however, these two subdivisions which gradually assumed independent status were collectively known as the Szechwan pang.8\n\nBy the late nineteenth century, a number of Landsmann guilds assumed very dominant positions. In Shanghai, the most important of these were the Ssu-ming kung-so, a conglomerate of Ningpo merchants in the various trades in Shanghai, and the Kuang-ch'ao kung-so, a similar organisation for the two neighbouring prefectures in the Canton area. CHAN\n\nShanghai during the 1900's is shown by the fact that out of the fourteen largest merchant organisations, seven of them were Landsmann guilds. Canton was unlike Shanghai in that commerce there was dominated by the local Cantonese. But even Canton had at least one fairly large Landsmann guild—the Chü-ho t'ang. It was founded in 1860 as an offshoot of the Ch'ao-chou (i.e. Swatow) Landsmannschaft (Pa-i hui-kuan) through the help of the naval garrison commander in Canton, who came from Ch'ao-chou.10\n\nThe functions of these Landsmann guilds resembled their parent Landsmannschaften. Chü-ho t'ang in Canton, Ssu-ming kung-so and Kuang-ch'ao kung-so in Shanghai all owned land for relief work and cemeteries for those who were waiting for permanent burial at their ancestral homes. Social values of this sort loomed large in the thinking of the Landsmann guilds, just as they did for the Landsmannschaften. The well-publicised struggle between the Ssu-ming kung-so and the French Consulate in Shanghai for half a century (1849-1898) was not over some commercial interest, but over the Ningpo merchants' insistence to maintain their cemetery grounds and the French desires to level that area. Ultimately, the French had to back down.11\n\nThe Ssu-ming kung-so's preoccupation with the cemetery shows at once its strength and weakness as an institution which contributed to social and economic integration. The traditional trade guilds were primarily concerned with avoiding competition from among its own members. Their regulations were cast in the \"thou-shalt-not\" vein. Their vigorous growth during the late nineteenth century helped to curb intra-trade competition.12 In contrast, the concern of the Landsmann guilds went beyond class lines and the economic self-interest of their members. They thus had broader orientations. Their aim was not to restrict or to negate, but to assert positively the rights of their entire group. Their weakness was, however, also obvious. They seldom considered the interest of the whole community. Collaboration of this sort gave these merchant leaders a greater voice over taxation and other local public affairs.23 The same guild leaders joined charitable organisations because their larger numbers offered them a wider base of support.\n\nAs the merchants assumed a leadership role in providing social services and welfare, they gradually took over responsibilities and privileges which went along with their work. Because permanent charitable organisations could cut across guilds and sometimes Landsmannschaften, they claimed that their leadership was based on community-wide support. And since they were merchants, they should be identified as merchant leaders to whom matters affecting the merchants would be referred. Moreover, these merchants were elites in their own communities, and were regularly referred to as \"titled merchants” (shen-shang). Even as individuals, they had some political influence with the local officials. But unless they had begun as gentry or officials, such influence rested on no legitimate basis. When they organised themselves in institutions which had a communal purpose, they quickly used them to claim legitimate leadership.\n\nThis was what happened by the late nineteenth century. In Hong Kong, the board of directors of the Tung Wah Hospital quickly gained the right to present petitions to the Hong Kong government on all matters related to the Chinese community. Institutionally, the hospital was put under the jurisdiction of the Registrar General, after 1913 styled the Secretary for Chinese Affairs, who also served as its patron. By the early 1880's, the board opened up another channel when the Governor-general's Office in Canton began to correspond with it. There is some indication that the directors acted as a kind of information centre and advisory board for the Governor-general on matters involving the overseas Chinese.24 To this day, a seat on the board of directors of either the Tung Wah Hospital or the Po Leung Kuk still represents the government's recognition of each occupier's leadership status.\n\nIn Canton, charitable organisations, too, quickly became a regular channel of communication between the government and the merchants. CHAN \n\nand the Tung Wah Hospital asking them to discourage the populace from rash and violent reactions.25 The merchants themselves also looked to them to provide leadership. In the same episode, the large Chinese Landsmannschaft (Chung-hua hui-kuan) in San Francisco sent an account of the riots to these two organisations and asked them to petition the Chinese government on its behalf.26 Contemporary newspapers reported many instances in which merchants and officials referred cases to them for arbitration.27 In 1901, the Hong Kong newspaper, the Hua-tzu jih-pao, summed up the development of the charitable halls in Canton in this way: The charitable halls had begun with the aim of offering private social welfare, but they had since assumed a number of political roles. They were consulted by the officials on various occasions; as when surtaxes were needed, when commercial policies were decided upon, and when social disturbances in the community arose. The government regarded them as an organ where \"titled merchants\" (shen-shang and shen-tung) expressed the opinions of the merchant community. When the government sought their opinion, they deliberated with representatives of the various guilds, assessed their views, and then passed their judgements on to the government.28 \n\nTowards Community-wide Organisations \n\nBesides the charitable halls, there were other types of merchant organisations which sought to embrace community-wide concerns. Mark Elvin's recent study on Shanghai shows the rise of specialised agencies in which gentry and merchants joined efforts in providing municipal services from the mid-nineteenth century on. In 1905, their activities culminated in the formation of the City Council of Shanghai.29 In Newchuang and in Swatow, the guilds in each of these localities got together and formed permanent assemblies. The Newchuang Grand Assembly (ta-hui) was composed of principal Chinese merchants and financiers of the city. It had two areas of responsibilities. First, as a combination of merchant guilds it was concerned with the laying down and the enforcement of trading rules between guilds. Second, it provided unofficial municipal services supplementing what the local government did. They included maintaining the streets, a public water supply and some social welfare.30 In Swatow, the Wen-nien-feng Assembly was concerned with regulating differences between the guilds. It also dominated the Swatow Landsmann guilds in the various cities, so",

        "content_text": "MERCHANT ORGANISATIONS IN IMPERIAL CHINA\n\n37\n\nthat it became a coordinator of commercial activities between Swatow merchants living at home and elsewhere.31\n\nBut neither of them became fully community-wide organisations. In Newchuang, the city was divided into two parts, east and west, and each elected one president and one vice-president on an annual basis. These four officers then formed a governing committee with all the business transacted in their names. In Swatow, the assembly was divided territorially into two divisions, each electing annually twenty-four leading firms as representatives. From them officers were selected and again paired to assure each division equal representation.\n\nA variant of these guild assemblies was the Chungking Assembly (Pa-sheng hui-kuan), which was composed of the eight major provincial Landsmannschaften in that city. The assembly operated as a committee made up of the presidents of the Landsmannschaften of Kwangtung, Chekiang, Fukien, Hukuang, Kiangsi, Kiangsu, Shansi and Shensi.32 Its responsibilities were to represent the merchants' interest vis-a-vis the local government. It also performed municipal duties such as running a fire brigade, a police force and a social welfare service.33\n\nWhether an assembly of this sort was composed of Landsmannschaften or trade guilds seems to be determined by whichever group happened to dominate the local scene. In Chungking, the dominant group was the provincial Landsmannschaften. In Canton and Swatow, where commerce was controlled by the native Cantonese and Swatowese, there was no confederation of provincial Landsmannschaften to play a leading role. Hence Swatow's Wen-nien-feng Assembly was based on a number of the large firms from the various trade guilds. In Canton, a somewhat different arrangement took place. Prominent merchants from the community joined the boards of the large charitable halls which then performed roughly the same roles as the guild or Landsmannschaft assemblies.\n\nIn Shanghai, both the Landsmann guilds and the trade guilds were influential. Since there was no prominent group of merchants who were natives of Shanghai, one assumes that practically all the prominent trade guild leaders were leaders in the various Landsmann guilds as well. There was, however, no consolidated assembly in a formal way, although we know that informal consultations between them often took place when decisions had to be made on issues of community-wide interests.34\n\nPage 45\n\nPage 46",

CHAN \n\nCharitable halls in Shanghai did not display the same amount of community leadership even though they should have had a greater community base than the guilds. The reason seems obvious. Charitable halls dominated in communities where the merchants had no problem of collaboration because of differences in dialects or in regional customs. Hence their pre-eminence in places like Canton and Hong Kong. In Shanghai, the cultural gaps between, say, a Cantonese and a Ningpo merchant were often insurmountable. In the final analysis, charitable halls, like the formalised committees of guilds and Landsmannschaften, failed to grow into truly community-wide institutions. \n\nAchievements \n\nMerchant leaders in nineteenth century China were adept at adjusting their organisations to the changing needs of the day. By building up different types of organisations, they hoped to acquire first, broader economic and social interests; second, a large community base; and third, greater political leadership responsibility. As a result, these leaders were singularly successful in the first, especially in providing social welfare and municipal services, but were only partially successful in the second. Thus, in the more homogenous commercial centres such as Canton and Swatow, the charitable halls and the assembly commanded a community base far larger than the traditional guilds, but could not win the allegiance of the entire community. In other places like Shanghai, where the merchant leaders came from several provinces, it was more difficult to set up community-wide organisations. Even the chamber of commerce which followed these organisations and which had explicit aim of involving each entire community was unable to do without sectional interests. \n\nThe Shanghai chamber was dominated by the Ningpo merchants from its inception in 1904 to at least the 1920's.35 The Canton chamber had seven vice-presidents (fu-pan) who were elected by the various guilds from among the chamber directors.36 The most extreme assertion of this form of group separatism was written into the bylaws of the overseas Chinese chamber of commerce in Singapore. CHAN\n\ncommunity in the major commercial centres helped the regional governments to become more independent of, and ultimately even more powerful than, the central government. In this way, merchant organisations helped the growth of political regionalism even as they advanced the cause of social and economic integration.\n\nWe began this study of Chinese merchant organisations on the premise that they reflected not only great resilience as institutions, but also the flexibility of their organisers in adopting changes consistent with changing values and changing times. To synchronise values and the environmental conditions, however, proved to be highly intractable. In late imperial China, as society made fast and momentous changes towards regionalism, warlordism and political illegitimacy, merchant organisations adjusted admirably, but somehow failed to keep pace with the rapidly changing environment. According to the informant, who is one of the directors of the Wai-yeung Merchants Association is a locality association in nature, but not a merchants' guild.\n\n* It is especially true that genealogical seniority played a very important role in the leadership of the Chinese traditional clan associations.
