In one case, a District Watch Inspector arrested a member of the Secret Strike Party (the so-called Labour Commission) carrying illegal dispatches to union members, a fact duly noted in the Secretary for Chinese Affairs' report for 1925. \n\nIt is difficult to see how the Hong Kong government could have coped as well as it did with periods of economic recession after 1918, with years of labour unrest, with the rising tide of nationalism emanating from Nationalist China, without the strong support of the Committee, whose members between them sat on most of the ten other official Chinese committees and boards. The members of the District Watch Committee were strongly entrenched in the Chinese Chamber of Commerce and the Chinese Clubs and they played a significant role in the Chinese Manufacturers' Association. They also occupied important positions in district associations, benevolent societies, guilds of employers and business associations. The power and influence of the Committee ramified down through such associations, so that the few were able to exercise political control over the many62. Thus the power of the Committee was diffused through many associations, helping to maintain what no doubt the government would call 'sensible attitudes' among the Hong Kong-born Chinese, the group that formed the vertebra of the Colony. \n\nThe District Watch Committee was re-established after the return of the British administration in 1945, the Committee containing the same names as in 1941. No further nominations were ever made. A hundred and one District Watchmen reported for duty in 1945-6 and carried on with their normal duties: patrolling streets, conducting enquiries in connection with boarding houses, guilds, and the protection of women and girls, and making general investigations on behalf of the Secretariat for Chinese Affairs. In addition, the force assisted the rice controller in checking black marketing in government supplies; they were also put on static guard duties at various premises requisitioned by government. But the pre-war system of soliciting private subscriptions for the upkeep of the force was abandoned in 1945: henceforth it was financed entirely by the government; and government soon decided that the strength of the force should gradually be reduced to about fifty men, which would be sufficient to deal with the special requirements of the Secretariat for Chinese",

In this case, I suspect, the Registrar General bowed to the will of the Committee. \n\n26 There was a marked tendency for the committees of such associations to grow very large in size-so many affluent Chinese wanted their names recorded as committeemen, and to donate money, without of course doing any committee work. Professor Freedman supplies an explanation for this phenomenon in Singapore: 'Since office-holding occupies a strategic position in the formation of social status, it is not surprising that the structure of associations seems adapted to this function. This adaptation is clear in two features: the elaboration of offices, such that many positions are made available, and the institutional arrangements for filling the offices with the well-to-do', Maurice Freedman, Chinese Marriage and Family in Singapore, London, H.M.S.O., 1957, p. 95. \n\n27 In 1903 the proposed scheme of detectives under the control of the Committee was not approved; but permission was given at a later date, apparently during the First World War and probably because of the shortage of European policemen. \n\n28 In 1938 there were 5 Head District Watchmen, 6 Assistant Head District Watchmen, 26 detectives and 103 uniformed men. The position was approximately the same in 1941. \n\n29 In 1902 the rate paid by Chinese shops was increased slightly and in 1924 it was increased by another 1/4 per cent. \n\n30 Butters writes that the figures which appear annually regarding the cost of living in the report of the Secretary for Chinese Affairs are based on information obtained from the District Watch Force. At my request figures were furnished from the same source showing the cost of living of an ordinary labourer': H. R. Butters, Report on Labour and Labour Conditions in Hong Kong, Sessional Papers, No. 3 of 1939, p. 137. Applications from guilds and trade unions to the Secretary for Chinese Affairs for permission to hold 'sing songs' were granted conditionally on a district watchman attending the meeting to see that nothing unlawful transpired. See Butters, p. 126. The watchmen were always regarded as a source of information about the Chinese population. When the commission on chair and jinricksha coolies attempted to discover whether there was a secret union of public transport workers, the first people they contacted for information about the matter were district watchmen. See Report of the Commission on Chair and Jinricksha Coolies, Sessional Papers, No. 47 of 1901, p. 56. \n\n31 The Registrar General in his report for 1868 made this quite clear: 'the chief object of the Chinese paying these watchmen is to drive away thieves, the cardinal evil of a shop-keeping population, And it is thought that the watchmen succeed, not only in arresting actual offenders, but also in keeping away those who live by pilfering'. \n\n32 These constables were recruited mostly from Weihaiwei, a territory leased to Britain on 1 July, 1898. \n\n33 These facts are taken from the reports of the Secretary for Chinese Affairs for the respective years. \n\n34 See above: note 33. \n\n35 The Lok Sin Tong was an association established by officials and village gentry in Kowloon about 1879 to perform charitable works in the surrounding district. There was first police supervision, then official protection under a succession of qualified officers, then representation in the Colony Legislature and on the Commission of the Peace. The colonial executive has wisely left to the Chinese a large measure of a kind of self-government which is more effective than anything that could find its expression in votes of the Legislature. The administration of purely Chinese affairs by native committees, with a firm ruling hand over their proceedings, seems to fulfil every purpose of government.\" The Englishman in China during the Victorian Era, Edinburgh and London, William Blackwood, 1900, vol. 1, pp. 280-1.\n\n60 The Labour Advisory Board was established in 1937 and consisted of the Secretary for Chinese Affairs, the Secretary and Cashier of His Majesty's Naval Yard, the Assistant Director of Supply and Transport of the China Command, a representative of the Public Works Department, the Manager of the Taikoo Sugar Refinery, the manager of the Hong Kong Electric Company, and the manager of the Taikoo Dockyard. The members consisted entirely of representatives of large government departments and employers of labour. The board rarely functioned.\n\n61 The Chinese General Chamber of Commerce was founded in 1896 principally by Ho Kai and Wei Yuk. It was called at first the Chinese Merchants Bureau. In 1913, after a period of decline, a new building costing $40,000 was erected in Connaught Road. After 1913 the Chamber became one of the most influential bodies in Hong Kong, and many members of the District Watch Committee served at one time or another on its executive committee. The Chinese Club was founded in 1899 by Sir Robert Ho Tung and modelled on the European Hong Kong Club. A description of the Club's premises is to be found in Mrs. Archibald Little, The Land of the Blue Gown, London, T. Fisher Unwin, 1902, p. 323: \"We were taken by the Committee into an upper room, where European comforts of curtains and cushioned arm-chairs were judiciously intermingled with Cantonese elegances of black carved wood and landscape marble.\" Mrs. Little was a member of the Anti-Footbinding League or Natural Feet Society.\n\n62 See G. PRYOR\n\nbuilders, the development of low-cost housing schemes by Government, the imposition of penalties on unused private land, the conversion of godowns (warehouses) into tenements by adding on further storeys, the publication of standard house designs, the use of labour-saving machinery, the provision of large supply depots at convenient locations for building materials, the setting up of local industries in the New Territories for the manufacture of building materials, the establishment of bamboo and fir tree plantations for scaffolding and the continuation of rent controls.\n\nWhilst development in the Kowloon Peninsula gathered momentum, little became of the recommendations made by the Housing Commission and with the further growth of the population to almost 841,000 persons by 1931, of whom 79% lived in the urban areas, the housing situation reached serious proportions. Some indication of the congested living conditions is given by the densities which prevailed in the Western district where, on average, there were 917 persons per acre.20\n\nThe economic \"depression\" of the 1930s greatly reduced the prospects for effective action to help meet the Colony's pressing housing requirements. The situation was further aggravated by the continued arrival of people from China, which resulted in an increase of the population from 841,000 in 1931 to 988,000 by 1936.\n\nHowever, in 1935 new legislation was introduced whereby the Public Health and Buildings Ordinance of 1903 was split into a separate Buildings Ordinance and a series of Public Health Ordinances. One of the changes brought about by the new Building Ordinance was that the maximum depth of domestic buildings was reduced from 40 ft. to 35 ft. although this could be exceeded if every storey were provided with windows to ensure that the whole storey was adequately lit. The provisions of the 1903 Ordinance regarding the height of buildings were also modified, but differential controls continued to apply in favour of property owners who had leased land before 1903. In short, the height of buildings was still governed by the width of the street but, within this limitation, buildings could not exceed 3 storeys unless built of fire-resistant materials; in order to exceed 5 storeys the consent of the Governor-in-Council was required.\n\n20 Commissioner of Census, \"Report on the Census for the Colony for 1931\" Sessional Papers. It benefited the parent of the child by providing him with money so he could sustain the other members of his family. The manifesto claimed, however, that this was not charity, because \"in charity the dispenser must show sacrifice and the character of the recipient must be preserved\". The parent who sells his daughter is devoid of charity, and anyone who buys is helping to destroy one of the most sacred of human bonds. To call the system charity is in the opinion of the manifesto \"hypocritical and absurd”.\n\nThe proponents of abolition were very sceptical that propaganda would convince owners of the girls to improve their situation, \"To promote a society of mui tsai owners for prevention of cruelty without assisting those liable to ill treatment to liberate themselves is like formation of a league of cats in the interest of the mouse\". The Anti's, as we shall see, had no hesitation, however, about using a barrage of propaganda to promote their own cause.\n\nThey were firmly convinced that the only way to prevent ill-treatment of mui tsai was by the abolition of the system, not through a society for their protection. They set forth several proposals to bring this about. All documents of sale should be cancelled. The purchase price previously paid would be regarded as an advance to the parents of the girl and she should continue to work for a period to be determined by a commission appointed by Government.\n\nA temporary industrial home should be established to train the girls in self-support. Into this home could be admitted young children whose former owners may have found them troublesome to keep or difficult to manage. It would also be a home for those self-supporting girls who were temporarily out of work. Gradually former mui tsais would become hired servants or factory workers. To aid them in finding suitable jobs an employment agency should be established.\n\nWhen the documents of sale are cancelled the mui tsai should be informed they are now \"yung mui”, that is servant girls. Until the girls had served out the time determined by the commission they should be under the supervision of inspectors, \"preferably of the gentler sex\".\n\nIn conclusion the manifesto made an appeal to the better nature of its readers,\n\nIt is the duty of a civilized community to raise its fellow citizens out of a state of degradation and oppression. MINERS\n\nMeanwhile, at the Colonial Office, Dr. Drummond Shiels, the Parliamentary Under-Secretary to Lord Passfield, had decided that action must be taken by the Hong Kong authorities before the League of Nations commission reported. Having consulted the Colonial Office Medical Adviser, and being assured that the balance of evidence was that the existence of tolerated houses did not keep down the incidence of venereal disease, and that this had been confirmed in the case of Malaya, he proposed that Hong Kong should follow the example of the Straits Settlements and close down all its brothels, beginning with those served by European prostitutes, and the brothels with Chinese prostitutes used by British servicemen. Passfield approved this suggestion and a dispatch on these lines was in course of preparation when the Labour government fell from power in August 1931. The arrival of the Chief Justice's memorandum scarcely modified the draft: the possibility of strong local opposition to the closure of Chinese brothels catering for Chinese clients was noted by officials, but it was pointed out that similar warnings of Chinese resentment had not materialized when the mui tsai system had been abolished. The Governor was advised to proceed cautiously and to attempt ‘to elicit the support of more enlightened Chinese opinion', but it was emphasized that it was the aim of the British government to bring about the suppression of all brothels in Hong Kong. This draft was presented by officials to the newly appointed minister of the National government, Sir Robert Hamilton, who authorized its dispatch.\n\n38\n\nThis directive reached Hong Kong in November 1931. The Governor had been hoping that his pleas for an indefinite delay would be successful and he had just told the Legislative Council that any action would be deferred until after the League of Nations commission had reported.\" But this was not to be, and the Executive Council reluctantly agreed that further registration of new prostitutes should not be allowed and that six months' notice should be given to Chinese and Japanese brothels catering for Europeans. The completion of this stage was notified to London in July 1932. The closure of Chinese brothels catering for Chinese was undertaken much more slowly, and the last of the remaining houses was not closed down until June 1935. Henceforth it was to be a government-sponsored operation supervised by the commission itself.\n\nIn October a prospectus was distributed advertising the new policy. It made specific efforts to differentiate the new programme from the previous illegal trade. According to the prospectus, the trade was to provide labour for the West Indies and work for the poor of China. It was not to be considered slavery. The rights of those recruited would be guaranteed by the British government and families were welcome to come along. In fact, in addition to promising education for dependents, the flyer outlined contracts of five years with pay set at four dollars a month. The contract could be broken after a year though four-fifths of the price of passage had to be repaid. As an additional incentive a twenty dollar advance was offered. Happily for those interested in recruiting coolies, Lao Ch'ung-kuang, the acting Governor-General who had replaced Po-Kuei, agreed to endorse the plan and to supply a mandarin to work with John Austin, the British recruitment official. By the late autumn the French had made similar arrangements.\n\n63\n\nEvery effort was made to disassociate the now official coolie recruitment from the previous illegal trade. Because the coolie ships had often sat off the coast near Whampoa full of men usually presumed to be prisoners, the new system established land-based recruitment houses in Canton. Parkes, the dominant commissioner, also worked with the local gentry and elders to gain their co-operation. And, as mentioned above, with the co-operation of the provincial officials, each emigration office, French and British, had Chinese officials assigned to work with it.\n\nThe allied commissioners were taking no chances with a potential uprising stemming from \"misunderstandings associated with the trade. Coolie inspectors were assigned to interview the recruited labourers. The inspectors had the right to interview the men at any time and, if necessary to close down the offending establishment. No corporal punishment was to be allowed. The inspectors were to be present whenever contracts were signed and inspection officers were required to visit the emigration houses daily.\n\n67",

The questioner did not realise that the proposal had never come before the Legislative Council but had only been under consideration in the Executive Council.\n\nIn reply to the question the Government spokesman said the matter had been under consideration by the Colonial Government and the Governor was to be asked what measures, if any, were contemplated.\n\nA comment for the information of the Under-Secretary minuted on a Colonial Office Despatch contained the following history of the progress of the Sanitary Board's recommendation through the Executive Council. In June 1919 the Executive Council in Hong Kong had considered the proposals of the Sanitary Board but had postponed the matter. The next week it asked the Sanitary Board to supply statistics relating to the classes of work in which children were employed and the hours of work. This report was considered on 24 July, but the Colonial Secretary had concluded that if the education problem were solved, then the child labour problem would solve itself. Though the Executive Council side-stepped the problem, pressure for action was continued by interested groups. At the end of December the Council proposed appointing a Commission to enquire into the conditions of the industrial employment of children and to advise as to the desirability and feasibility of legislation. But as the agitation died down the Executive Council in March 1920 decided to postpone the appointment of the Commission.\n\nProposals passed at a Church of England Men's Society Meeting February 1921\n\nThe example Hong Kong could set for China was a theme which ran through the discussions on child labour laws. When Mr. Bowley again addressed the Church of England Men's Society on the subject in February 1921, he took up the theme. “Our Colony is in a unique position as an outpost of Western civilization on the fringe of one of the oldest civilizations of the world, and, if we are to justify our boast that Western civilization is the better, it behooves us to look carefully at the conditions of our own community.' \n\nIt must be noted, however, that he had preceded this by a reference",

        "content_text": "61\n\nHe testified that he, himself, had been in the Colony for twenty-eight years and had come into contact with Chinese of all grades and occupations. His admiration for them increased daily. The object of his efforts was “to encourage Europeans and Chinese to work together until this became an ideal Colony, and an example to the rest of the world”. This statement was greeted with applause from most present. The resolution was then put to the meeting and was passed, though there were a few dissenting votes.\n\nAppointment of commission\n\nWith increasing pressure both in Hong Kong and Britain, the Government appointed a Commission of Inquiry on Child Labour in March 1921. The Chairman was the Honourable S. B. C. Ross. Two Chinese were appointed, the Honourable Mr. Chow Shouson, a member of the Legislative Council, Hong Kong-born but a retired Chinese Government official who had extensive business interests in Hong Kong, and Mr. Li Ping, a wealthy Hakka contractor who had extensive property interests, especially in Sham Shui Po. Two missionaries of long experience were named to the Committee, Miss A. M. Pitts of the Church Missionary Society and the Rev. R. H. Wells of the London Missionary Society. The remaining member was a medical doctor, C. W. McKenny.\n\nMiss Pitts' speech 27 October 1921\n\nMiss Pitts gave a talk on the topic at the Helena May Institute on 27 October 1921. She had expected the report of the commission would have been published at the time of her lecture, for she planned to discuss the whole of it. She realized that “the people one is trying most to help are the ones who will most rebel against it'. \n\nMiss Pitts appealed to Christian principles and the influence she believed they exerted. “I do think we should have a very strong Christian conscience on this matter. What is being done by young Chinese, by students and the younger leaders of the day, is really all the results of Christianity. It is Christianity that makes them see that women and children ought not to be oppressed and that money made at the expense of exploiting human strength is not money one would like exactly to possess.\n\nA columnist in the Hong Kong Telegraph who regularly provided \"Rambling Thoughts on Current Matters\" took exception to Miss Pitts crediting Christianity with all social advance. It was part of a new spirit, he said, which “in spite of wars and the brutality and bestiality attendant on wars, is steadily and ceaselessly at work\". He, however, commended the general remarks of Miss Pitts. He testified that the blunt manner in which she had dealt with the question of child labour had made him uncomfortable. He saw a hard road ahead of those who were advocating change. Something would be done only if they kept on shouting until they got near to being troublesome, for \"the only way to get things done in a place like Hong Kong is to make yourself almost a nuisance”. \n\nReport of the Commission on Child Labour\n\n15\n\nThe report of the Commission on Child Labour was placed before the Legislative Council on 27 September 1921. The Commission had collected evidence from ten factories. This showed that few children worked less than seventy hours a week. Most were on piece work. In a tobacco factory the children were on a time rate of twelve cents for a nine-hour day. There were no rest halls, eating rooms or wash houses.\n\nMr. Li Ping, a member of the committee, was commended for providing a school for small children whose mothers worked at his factory at Sham Shui Po. On the other hand, conditions were particularly bad at a glass factory where boys worked from 6 a.m. to 11 p.m. for a dollar a month plus their board and lodging.",

To restrict labour would mean cutting down the income of families that already were at subsistence level.\n\nExcept in a very few cases, he did not believe there was sweated labour in Hong Kong. He admitted \"the work is hard... but where it constitutes the alternative to starvation it should be allowed\". The children working in China were mostly worse off than those in Hong Kong and for this reason the Commission did not recommend the total prohibition of work by children.\n\nHe claimed that to institute compulsory education would attract millions from China. Mr. Chow might have been asked why so many children should come to Hong Kong for education if their lot was so much worse in China and their labour was needed to keep the family from starvation. As an alternative to compulsory education, Mr. Chow suggested voluntary attendance at evening or Sunday classes.\n\nAn editorial in the China Mail on the Commission's Report stated that registration, inspection and compulsion would only add to the sufferings of the children, not alleviate them. It took a racial line and recommended that when child labour had been permitted for or on behalf of Europeans a heavier penalty should be imposed than in similar cases among the Chinese. Rather presumptuously he added, \"We at least should get our hands clean first\". The editor's negative critique was concluded with the statement that, \"It is clear the Commission asks for more than the Government is likely to undertake\".\n\n19\n\nThe Hong Kong Telegraph expressed shock at the state of affairs: \"In many respects it is no exaggeration to say that the inquiry revealed conditions nothing less than appalling\". He sounded a cautionary warning, saying that while action was needed, we must attack a problem of this kind very carefully and slowly”, because too much interference with the existing system would cause great hardship.\n\n1\n\nAt the second reading of the bill a week later the Governor stated that the Commission on Child Labour recognised it was inevitable that the regulations on the labour of children would impose hardship on the lowest economic group in Hong Kong, but this was the lesser of two evils, for if nothing were done the harm done to children would continue. He hoped that a general improvement in industry in Hong Kong would assist in alleviating any hardship caused by the new legislation; he noted that already adults were receiving higher wages.\n\nHe assured the Legislature that the Government was committed to expanding educational facilities and was investigating provision of better accommodation for the poor, thus cutting down their housing costs.\n\nHe particularly acknowledged the contribution of Miss Pitts and the Rev. Wells to the Commission's Report. FAWCETT\n\nThis note follows on from that written by Dan Waters.\n\nThere are several cemeteries in Flanders in which members of the Chinese Labour Corps are buried, some containing as few as two or three graves; one of the largish is that of the Indian and Chinese British Cemetery at Ayette, which was a scene of fighting in 1918.\n\nWhilst on a battlefield tour in July, 1998, my wife and I were fortunate to make a very short visit to Ayette Cemetery. This is reached down an unmade dirt-track off the D919 about 16 kilometres south of Arras. It contains the graves of ten soldiers of the Indian Army, forty-two men of the Indian Labour Corps, one German prisoner, twenty-seven men of the British Chinese Labour Corps and six men of the French Chinese Labour Corps.\n\nInstead of the Cross of Sacrifice, there is a pagoda-shaped shelter at the back. A double flight of steps leads to the gravestones, those of the Chinese being on the left and those of the Indians on the right.\n\nUnfortunately during our fleeting visit I was unable to view all the gravestones but noted that, whereas the British Chinese Labour Corps gravestones were engraved with Chinese and English characters, giving the man's number and date of death, with a suitable inscription, those for the French Chinese Labour Corps had a small plate inserted therein giving the man's name, date of death and \"Mort pour La France.” The shape of the gravestones is also different, those for the French being more rounded at the top. I was unable to read the Chinese characters but for anyone interested details of each grave are recorded in the memorial registers which can be found in the cemeteries, or may be obtained, for a fee, from the Commonwealth War Graves Commission.2\n\nAs with all Commonwealth War Graves Commission cemeteries it was in immaculate condition, the grass being cut and the flowers",

He was elected to the Tsing Chung-hui tong [secret society], pledging to serve Sun Yat-sen, to overthrow the Manchu dynasty and liberate the Chinese people. He joined the Canadian infantry and in 1917 landed in England, later being sent to France. He was seconded to the CLC, though the opinion he gained of the Chinese with whom he served, of a lower class to those he met and had business dealings whilst in Canada, was not very high. He rejoined his own unit in March 1918, was wounded and returned to Canada in February 1919. Later he went to China where he joined Dr Sun Yat-sen and, after his death, his son, Sun Fo.\n\nHe obtained the nick-name \"Two Gun Cohen” after an aide of Dr Sun saw him draw both his guns after a fracas in Canton. Dr Sun first called Cohen 'Colonel', then by his surname and then by the nickname of 'Mah Kun by which houseboys and coolies called him, being the next they could get to \"Morris Cohen.”\n\nBut all this is another story!\n\nObservations and Places Visited\n\nReturning now to our Friend's reconnaissance expedition, the first stop was at the extensive Duisans British Cemetery, Etrun, where one member of the CLC, Yang Feng-yung, 91948, is buried: he died on 4 December 1918. A beautiful American boxwood tree, flowering when we were there, stands behind this lone grave.\n\nAyette Indian and Chinese Cemetery also holds graves of members of the French Chinese Labour Corps. Their members tended to come from southern China and their duties were similar to those of the British CLC. The French graves here are of a similar shape to the British but with only their romanised name and the inscription Mort pour La France [Died for France]. I have not carried out any research concerning the French and their recruitment of Chinese and other nationalities who assisted in their fight for freedom. The 34 British CLC gravestones conformed to the usual Commonwealth War Graves Commission shape with each bearing the service number and/or name in Chinese and romanisation, the date of death and details of their place of birth in Chinese. Chinese government official and financier. Under the Qing government, amongst his financial dealings, he helped found the Bank of Communications (1907). He was President of the Board of Communications (1912), Chief Secretary in the Presidential Office and General Manager of the Bank of Communications, acting Finance Minister (1913-1915); Director-General of the National Revenue Administration and Director-General of the Domestic Loans Office. He was linked with Yuan Shikai and in 1916 fled to Hong Kong. He formed the Wei Min Corporation for the recruitment of Chinese labourers to serve in France, as a proponent of China's entry into the war. Returning to Beijing in 1918, he was made Chairman of the Board of the Bank of Communications; Speaker of the National Assembly; Director of the Domestic Loan Bureau (1920); and Prime Minister (1921-1922). After exile (1922-1925) he again served in the Beijing Government under both Duan Jirui and Zhang Zuolin. He retired to Hong Kong in 1928 after the Northern Expedition reached Beijing.\n\nThis was usually referred to by “real” soldiers as the Crosse and Blackwells, as this British provision company had a very similar crest.\n\nLt Col. Bryan Charles Fairfax, a Yorkshireman, was born on 12th September 1873, the second son of Col. T.F. (or L?) Fairfax of the Grenadier Guards and passed through the Royal Military College, Sandhurst, being commissioned on 8th March 1893 into the Durham Light Infantry (DLI). The long term result was a higher standard of living in Japanese-occupied Manchuria than in China proper, leading to an increase of Chinese migrants from China proper. Many of the gentry and students had had contacts with Japan down the years and saw Japan as an alternative to life under the rapidly decaying Manchu Chinese dynasty in Peking. Sir Robert Hart, the IG of Chinese Maritime Customs, made an interesting comment when he referred to militarism having taken root in China following Japan's victory, particularly with the call on Chinese Princes and Nobles to send their sons and brothers to military schools.\n\nBy October 1905 Hart wrote that the Commission for Army Reorganisation, established in 1903 under the stimulus of the impending Russo-Japanese War, hastened the modernisation of the Chinese Army. 'Chinese military manoeuvres were over. The new troops were pronounced an immense improvement on anything before seen in China - stout men, well paid and well-dressed, strict discipline willingly obeyed, arms in good condition, and officers who are really soldiers and not merely be-buttoned mandarins with fans in their hands instead of swords. Even Yuan (Shikai), the Viceroy, and Tich Liang, the military chief of the War Bureau, got out of their Chinese robes and put on gold-laced trousers and jackets, etc.'\n\nJapan's victory over Russia led to Kaiser Wilhelm repeating the warning against the 'Yellow Peril,' whilst Japanese perception of a 'White Peril' in Asia reflected their concern with European and American penetration of China.\n\nThe Russo-Japanese War opened a new chapter in world history; however, Manchuria remained in Japanese hands until the end of World War II in 1945 when finally it reverted to China.\n\nPostscript\n\nA subject that might justify further research emanates from the inability of seasonal labour from Shandong province to cross over to Manchuria during the hostilities.
