This commenced the modern or more correctly the European history of the river. \n\nBy the terms of the Treaty of Tientsin three ports on the river were opened to foreign shipping and trade - Chinkiang, Kiukiang, and Hankow, Hankow, by far the largest and most important of the three, was six hundred miles from the mouth of the river. The Franco-Chinese Treaty, signed at the same time, provided for the opening of Nanking. At that time, however, and for a further six years, Nanking was occupied by the Taiping rebels, and no attempt was made to trade there, and it was not until 1899 that the Chinese Maritime Customs opened a station there. \n\nWhen the Treaty of Tientsin was signed in 1858 most of the Lower Yangtse was in a disturbed state because of the Taiping Rebellion, and a great part of the river was under rebel control. In these circumstances, therefore, it was not expected that the river would be opened to foreign trade until the restoration of Imperial authority. Lord Elgin, the British Plenipotentiary, however, was unwilling to wait for this, and persuaded the Chinese authorities to allow him to make a voyage up the river. His expedition consisted of the frigates Retribution and Furious, and three small gunboats, Cruiser, Lee, and Dove. After being fired on by the rebels at two places, Hankow was reached on 6th December 1858, the first time it had been visited by a foreign ship. \n\nLord Elgin went ashore at several places on the river, and made short excursions into the country. He found the people to have no sympathy with the rebels, and thought they welcomed the prospect of foreign trade. He also thought them reasonably prosperous and contented, and not too heavily taxed. At Hankow he found coal and iron, the latter in abundance, also considerable quantities of imported cotton and woollen goods; but he formed the opinion that British manufacturers would have to exert themselves to supplant native goods. It was a pleasing fallacy, he wrote, to imagine that it was only the malign influence of intriguing mandarins which caused the Chinese to prefer native to foreign goods. James Matheson, one of the founders of Jardine, Matheson and Company, frankly admitted on several occasions the superiority of Chinese nankeens over Manchester cotton goods.",

        "content_text": "NAVIGATION ON THE YANGTSE\n\n109\n\nThe Imperial forces had very little success against the Taipings in the next two years, and although it had been stipulated that the three ports on the river were not to be opened until they were defeated, a second naval expedition left Shanghai early in 1861 to establish consular posts at Chinkiang, Kiukiang, and Hankow. This expedition went up 158 miles beyond Hankow before turning back. Shortly after the return of this expedition the river was opened to foreign trade.\n\nThere is some ambiguity about Western policy during the Taiping Rebellion. It seems to have been regarded with sympathy in the early stages, when it was looked on as a reforming movement with Christian affiliations; and many foreigners welcomed the prospect of a change from the corrupt and reactionary Manchu régime. The British, American, and French governments, therefore, adopted a policy of neutrality in the early stages of the conflict. Later on, however, a marked change took place, which was not entirely due to the excesses committed by the rebels. Commercial considerations undoubtedly played some part. The Treaty of Tientsin had legalised the opium trade, but the Taipings were against opium and alcohol, and banned this trade in the territory under their control. They also made it clear that under their rule foreign trade would not be carried on in the one-sided manner so favourable to the foreign merchants. The Treaty of Tientsin again had stipulated that foreign ships could not navigate the Yangtse until peace was restored. Because of these and other reasons, the Western Powers abandoned their policy of neutrality. The rebels were looked on and referred to as firebrands and extremists, and the Manchu government as a peaceful and stabilising element, and steps were taken to help the latter. These included supplying the government forces with arms and ammunition — including the new Lee Enfield rifle, not yet used in Europe — allowing foreign steamers to transport government troops, and supplying officers to train and lead them.* As a result Nanking was captured in 1864, and the last vestiges of the rebellion were stamped out by 1866.\n\nIn 1862 the Scotland, a steamer belonging to Lindsay and Company of Shanghai was the first ocean-going merchant ship to go to Hankow, and thus opened the interior of China to direct\n\n* Gordon was the most famous of these officers.",

BLUE\n\nThere was intense rivalry between John Swire's China Navigation Company and Russell's Shanghai Steam Navigation Company in the years before the latter's ships were sold to the China Merchants Steam Navigation Company. John Swire seems to have adopted and improved on Russell's methods of soliciting business from Chinese merchants, and making his shipping services and godown facilities as attractive to them as possible. This was a policy which the \"Princely Hong\" were much slower in adopting in their shipping services. It is amusing to read F. B. Forbes's exasperated comments on a dinner party which Swire's compradores gave for their Chinese freight brokers, and at which their European clerks were present and assisted in the hostly duties.12 Forbes thought this undignified, but one imagines his real grievance was that he had not thought of this himself.\n\nThe Chefoo Convention between Britain and China was signed in 1876, following the murder of A. R. Margary, a British consular officer, on the border between Burma and China. The connection between the two events may appear remote, but at this time the murder of a foreigner, or any untoward outburst of xenophobia on the part of the Chinese, was often followed by China being compelled to surrender some of her territory or sovereignty to the foreign power concerned. In this instance the Chefoo Convention provided for the opening to foreign trade of several more ports on the coast, and a further 340 miles on the Yangtse, the section between Hankow and Ichang known as the Middle River. Ichang, at the upper end of the Middle River, became a treaty port, and also Wuhu, a port between Nanking and Kiukiang. At the same time, Anking, Hichow, Luhchow, Tatung, and Wusueh, were opened to foreign trade as ports of call. These were ports where passengers and cargo could be loaded and discharged, but where foreigners had no rights of residence. All these ports of call, except Luhchow, were below Hankow; Luhchow being on the Middle River 70 miles above Hankow.\n\nF. B. Forbes was a nephew of P. S. Forbes, a former head of Russell and Company in America. He was a director of the Shanghai Steam Navigation Company from 1863 to 1866, and from 1868 to 1872, and president from 1872 to 1874.",

BLUE\n\nthe Yangtse was now open to foreign trade and navigation for almost 1,400 miles from the sea, and access had been gained to the rich and populous province of Szechuen, of which Chungking was the chief port.\n\nThe section of the river between Ichang and Chungking was known as the Upper River, and the first steamer to navigate this section belonged to Archibald Little, whose Y-Ling had been the first steamer to navigate the Middle River. Little was a member of a well-known Shanghai family, and he was the real pioneer of steam navigation on the Upper Yangtse. He had commenced his career as a tea taster for a German firm in Kiukiang in 1859, but soon went into business on his own and was one of the first to appreciate the possibility of trade in Szechuen Province and beyond in Tibet. He settled in Chungking soon after it became a treaty port, and started up several industries connected with wool, bristles, and coal—to mention some of the more prominent, and also engaged in marine insurance, specialising in covering cargoes on the Upper Yangtse.1 The Shanghai Chamber of Commerce had sent two prominent British merchants—Alexander Michie and Robert Francis—up the Yangtse to Chungking as early as 1869, to investigate trade prospects there, but no important developments followed. In 1887 Little made a much more intensive trip from Ichang to Chungking by junk, and formed the opinion that there were great possibilities for trade in Szechuen Province and beyond. The following year he attempted to run a steamer service between Ichang and Chungking with a stern wheeler specially built on the Clyde called the Kuling. Because of a clause in the Chefoo Convention stipulating that foreign steamers could only go to Chungking after Chinese steamers had gone there, the Kuling was not allowed to go beyond Ichang. Little then sold her to the China Merchants Steam Navigation Company, who employed her on the Hankow-Ichang service.\n\nOne of his brothers was a famous editor of the North China Daily News, and another a well-known doctor in Shanghai.\n\n[Robert Swinhoe, British Consul at Amoy was sent up the Yangtse by Sir Rutherford Alcock, British Minister at Peking, in March 1869 to enquire into the trade of the Upper River. He reached Chungking in May of the same year. His account of this journey was published in the Journal of the Royal Geographical Society Vol. XL (1870), pp. 268-85. It is accompanied by a folding map of the Upper River from the Tungting Lake to Chungking compiled from the charts made by two survey officers specially sent up the Yangtse for this purpose. Ed.]",

        "content_text": "78\n\nHOLMES WELCH\n\nFor the next ten years Buddhist exchanges happily continued between the two countries. Japanese scholars toured China to collect material on Buddhist history and art, while Chinese went to Japan to study.13 Probably in 1936 (and at any rate before the Japanese invasion) the Sino-Japanese Buddhist Association was formed.14 It would not be too cynical to suppose that the Japanese viewed it as an instrument for political penetration, while the Chinese hoped to use it to mobilize Buddhist opinion in Japan against that country's aggressive policy.\n\nWhile the invasion of central China in 1937 put an end to voluntary cooperation with Chinese Buddhists, it increased Japanese opportunities to get cooperation under pressure and enlarged the scope of their missionary activity. As one Japanese source puts it, \"where the Japanese army went, Japanese religion went too.\"15\n\nWhile in the preceding sixty years about a dozen permanent temples had been established, nearly all in Shanghai, no less than thirty-five were opened between 1937 and 1942, not only in Shanghai, but in Nanking (six temples), Hankow (four), Hangchow (three), Soochow (two), Wuhu (two), Wusih (two), Chen-chiang, Kiukiang, Yangchow, Changchow, and many smaller cities. Most of the parishioners were Japanese — in three cases entirely so17 — but at four temples out of five there were at least a few Chinese parishioners and at one out of six the Chinese were in a majority; in other words, these were really missions.\n\nNot all Chinese monks and devotees could follow their government to Szechwan. Those who remained had to cope with the realities of foreign occupation. They had no choice but to welcome the increasing number of Japanese priests who came to work in China, living in Chinese monasteries or in Japanese research institutes, and in return they went to Japan themselves. In 1939, for example, over twenty Chinese monks were selected by competitive examination. As one of them told me in an interview, he was twenty-two at the time and had been serving as a sacristan (i-po) at Chin Shan. He wanted to go partly because he was curious about the state of Japanese Buddhism. Also he believed that if he learned the language, he would be better equipped to cope with the occupation forces on his return. “If I knew Japanese, they would not be able to bully me. In April 1941 the Alliance helped arrange an East Asian Buddhist conference in Nanking, and then tried to reactivate the Chinese Buddhist Association (Shanghai, 1929) — apparently without success. It also sponsored some of the Chinese who went to Japan for study.\n\nJapanese-Chinese Buddhist associations set up by the Alliance were to be found in Nanking, Shanghai, Hangchow, Wusih, Soochow, Chen-chiang, Changshu, Pengpu, Nantung, Wuhu, Hofei, and Kiukiang. They were staffed by three categories of personnel: Chinese monks, Japanese priests, and local Chinese officials. If the head was in one category, his deputies would be in the other two. Among the membership the sangha (mostly Chinese) generally outnumbered the laity. The work of these associations is variously described as relief, arranging lectures, and providing guidance for seminaries and devotees' clubs.22 The real work, of course, was mobilizing China's Buddhists in support of Japanese policy.\n\nAlthough the membership included the Panchen Lama from Tibet and the Living Buddha Chang-chia from Mongolia, only a few well-known Chinese monks appear to have been involved. Among them was Shuang-t'ing, the abbot of Chin Shan, who headed the Japanese-Chinese Buddhist Association in Chen-chiang.23 According to one of his disciples the Japanese authorities told him quite frankly that if he refused this post, there would be \"very serious consequences.\" Shuang-t'ing felt that his first duty was to protect Chin Shan, doubly vulnerable since Nationalist officers had been hidden in a cave there during the Japanese attack. Hence he accepted.\n\nOne reason for his decision was that the parent body, the Great Harmony Alliance, was committed to \"do its best when Chinese monasteries and temples applied for protection.\" According to several informants, it generally succeeded. Well-known Buddhist institutions that cooperated with the Japanese encountered few difficulties. Some of the occupation forces behaved badly (one soldier killed a monk at Chin Shan, for example, \"because of a language difficulty\"), but most of those who visited the immense shrines seem to have treated them with respect or reverence.",

        "content_text": "84 \n\nA. D. BLUE \n\nChina coasters came from all parts of the Commonwealth, but with a preponderance of English, Irish, Scots, and Welshmen. There was never any lack of Welshmen, and no coaster was complete without its Jones or Evans, invariably prefixed by 'Dai' or 'Taffy'. Australians and New Zealanders were not uncommon, and there were also a few Anglo-Indians. In my time, however, I can recall only one Canadian and one South African. One pleasant feature of coast life was the friendship and harmony between deck and engine departments, something still too rare on home ships. The small number of Europeans on the average coaster may have contributed to this, seldom more than three mates and four engineers, with the radio officer often a Hong Kong Chinese.\n\nThe riverboats were a special species of 'China coaster', and many of their officers spent their entire careers on the Yangtse. The Lower Riverboats, which ran between Shanghai and Hankow, operated a fortnightly schedule, of which three days were spent in Shanghai and two in Hankow. During the summer months of high water, however, some Lower Riverboats continued to Ichang, which extended their schedule to three weeks. Jardines, the China Navigation Company, and the China Merchants Steam Navigation Company each had a daily sailing from Shanghai to Hankow, calling at the intermediate ports, of which the most important were Chinkiang, Nanking, Wuhu, Anking, Kiukiang, and Yochow and Shasi on the Middle River between Hankow and Ichang. The China Navigation Company's Lower Riverboats left the French Bund at three o'clock in the morning, so that they could navigate the tricky Lungshan Crossing at the estuary in daylight, and it was not unknown for junior officers to miss their ship. By catching an early morning train from Shanghai, however, they could rejoin at Nanking in the afternoon, an extreme form of pierhead jump.\n\nIf riverboat men were a special species of 'China coaster', the men who sailed on the Upper Yangtse were a distinct sub-species. The Upper Riverboats ran between Ichang and Chungking, the section of the Yangtse which included the famous and spectacular Yangtse Gorges. The men on these ships had some justification for considering themselves the aristocrats of the China coast. The slightest error in navigation, or the slightest engine mishap, would almost certainly have meant a serious casualty. The Gorge boats",

        "content_text": "46\n\nT. J. LINDSAY\n\nThe first leg of the race from Hankow to the Red Buoy at Woosung caused a number of upsets as ships went aground. The trip down could take as little as about 36 to 38 hours, e.g. Glenartney, in 1879, while, by contrast, Loudon Castle was hard aground near Wuhu during the night and had to unload most of her cargo and be dug out of the bank,\n\nFrom Woosung the next stage was to Singapore. In 1877 the two first ships, Loudon Castle and Gleneagles, arrived in Singapore within one hour and 40 minutes of each other after passing Woosung together. Bunkering speed made all the difference in time spent in port as Gleneagles lost six hours on her rival, although bearing heating may also have held her up for repairs. The Loudon Castle left Singapore at 11 p.m. on 2nd June and docked in London at 6 a.m. on 3rd July, while Gleneagles, leaving Singapore at 5 a.m. on 3rd June, docked at 9 p.m. on 4th July.\n\nThe 1878 race, which should have been between the same two steamers as in the previous year, was robbed of its interest when Loudon Castle went aground temporarily below Kiukiang and so lost her chance of competing, arriving in London 5 days after Gleneagles, which only spent 6 hours bunkering in Singapore.\n\nIn 1879 Glencoe, a new steamer, had a clear start, spent 84 hours in Singapore loading 950 tons of coal, and arrived in London in 40 days from Hankow. In 1880 she took 39 hours from Hankow to Woosung, after loading 4,100 tons of tea and earned £26,520 in freight. She took 37 days, 22 hours from Woosung to Gravesend, but only did slightly better than the previous year. She was, however, well clear of the other vessels who did not complete loading until several days after she left Hankow. In 1881 she left Hankow at 2 p.m. on 22nd May and arrived in London in 38 days, 15 hours.\n\n1882 was the year of the Sterling Castle, which was built purely for speed. Her dimensions were 436 ft. length, 50 ft. beam and 33 ft. depth. She was about 4,500 tons gross registry and had engines of 6,000 H.P. (although another account gives 8,000 H.P.) with steam pressure of 100 lbs per square inch. The crew numbered over 100 and a double crew was shipped in Shanghai for the voyage home. She carried a doctor, but no stewardess or milking cow. On trials, Sterling Castle did 18 knots and was claimed as the fastest steamer in the world at that time, but she burned 150 tons of coal a day. Sterling Castle loaded some 4,000 tons of tea",

        "content_text": "THE ESTABLISHMENT OF THE TSUNGLI YAMEN\n\n45\n\nconcerning foreign countries were reported by the governors-general and governors of provinces and were collected in the Grand Council. In recent years reports on the military situation in various areas have been continuous. Foreign affairs involve many subjects. After foreign envoys start residing at the capital if there is no one in sole charge of these matters giving their full attention to handling them then their management will be dilatory, and it will be impossible to co-ordinate policy. We request that a tsung-li ke-kuo shih-wu ya-men [office for the general management of the affairs of the various countries] be established with a minister of princely rank in charge of it. Since the Grand Councillors are responsible for drafting imperial edicts we fear that if they are not concurrently in charge of its affairs there will be discrepancies. We request that they all serve concurrently as officials [of the Tsungli Yamen]. Also we request that an office be provided in order to facilitate the transaction of business, and at the same time for receiving envoys of the various countries. As regards the staff to be established we suggest that eight men should be selected from the Manchu and eight from the Chinese who are presently serving as secretaries of the Grand Secretariat, the Six Boards, the Court of Colonial Affairs and the Grand Council. They should serve in rotation. All matters should be dealt with by the same procedure as in the Grand Council in order to specify responsibilities. As soon as military operations come to an end and affairs concerning the various countries become more simple it will be abolished, and its functions will revert to the Grand Council as before so as to tally with the old system.\n\n2. It is requested that posts for great officials be separately established at the southern and northern ports in order to facilitate the dispatch of business. We note that when trade began during the reign of Tao-kuang there were only the five ports of Canton, Foochow, Amoy, Ningpo, and Shanghai, for which an imperial commissioner was created. Now, according to the newly established treaties, in the north there are Newchwang in Fengtien province, Tientsin in Chihli, Tengchow in Shantung; in the south there are Canton, Ch'aochow and Ch'iungchow in Kwangtung, Foochow, Amoy, Taiwanfu, and Tamsui in Fukien as well as Chenkiang, Kiukiang, and Hankow on the Yangtze river.\n\nThe area [covered by all these ports] is vast stretching from south to north for seven or eight thousand li. CRANMER-BYNG\n\ntendent of Trade for the Northern Ports and Superintendent of Trade for the Southern Ports would find some material of use in this section of the six-point memorandum. For instance, it states that at Newchwang, the staple trade commodity is soya-bean cakes, but that this trade is not open to foreign ships. Details of the suggested method of collecting and reporting the customs revenues of this port are then given. At Tengchow, the memorialists state, an illicit foreign trade has been going on for a number of years, unbeknown to the Court. Now that it has officially become a treaty port, officials must be appointed to administer foreign trade there. As regards the five original treaty ports of Canton, Foochow, Amoy, Ningpo, and Shanghai, no changes in the regulations need be made. As regards the newly opened ports of Ch'iungchow, Swatow, Taiwan, and Tamsui, as well as Chenkiang, Kiukiang, and Hankow on the Yangtze, the governors-general and governors in whose jurisdiction these ports lie should jointly memorialize with the imperial commissioner at Shanghai concerning officials to be appointed to take charge of these places. Monthly reports on the volume of foreign trade at these ports are to be sent to the Tsungli Yamen and the Board of Revenue.\n\nSuggestions are also made for arrangements to be made for trade with Russia at the newly opened trading places of Urga, Kashgar, and Kalgan.\n\nAccording to the treaties, twenty percent of the duties on foreign trade are to be held for the payment of the indemnity. Other exports were amber, ivory, precious stones, betel nuts, and edible birds' nests; while in return Burma got raw and wrought silk, velvet, gold leaf, preserves, and chinaware. Similar reports came from other sources. By 1850, the possibility of extending trade from Yunnan into Szechwan was envisaged, and the glowing prospect of an extensive market for British goods in West China became an obsession among many British officials and merchants in Burma and India.\n\nCaptain McLeod's mission of 1836 is the first official British attempt to find an overland route to China. McLeod went from Moulmein, the port in the newly acquired province of Tenasserim, via Kungtang to Kenghang, a Shan state on the border of China. Here he failed to get permission to enter Yunnan, being told that if the British wanted to trade with China they should go to Canton, and that if he still persisted in wanting to enter Yunnan he would require official permission from Peking. McLeod had to admit defeat, and turned back.\n\nAfter this came a succession of other ventures from Assam and Burma, all—for one reason or another—failures. These culminated in the famous and ill-fated Dual Mission of 1874-75, which led to the Margary Affair.* This was a joint attempt to explore West China from the Burmese and Chinese sides. Previous to this the only important attempts to find a route between Burma and China from the eastern side had been Captain Blakiston's in 1861 and T. T. Cooper's in 1868.\n\nThe Royal Navy's expedition of 1861 which went up the Yangtze to establish the first treaty ports on the great river—Chinkiang, Kiukiang, and Hankow—continued 153 miles beyond Hankow to Yochow. Here they transferred Blakiston's party to junks in which they continued for another 1050 miles to Pingshan, nearly 1800 miles from the sea and 400 miles above Chungking. It had been intended to follow the Yangtze to its source in Tibet, and then cross the Himalayas into India. Because of unsettled political conditions at Pingshan and beyond, however, they were forced to turn back; but they had obtained valuable information about the Middle and Upper Yangtze.\n\nSee pp. 169-170 below.\n\nPage 180\n\nPage 181",

BLUE \n\ndays later rumours of an ambush by Chinese and Shan tribesmen led to Margary deciding to go in advance as scout, and he left the main party on 19th February with five Chinese companions. Three days later word came back that he had been murdered at Manwyne, with rumours that 4,000 Chinese troops were on their way to annihilate the whole expedition. Before Browne had time to recover from this blow, the camp was attacked by an advance guard of the Chinese force, but was beaten off by the Sikh and Burmese soldiers. Next day confirmation of Margary's murder came from the King of Burma's commercial agent at Bhamo, and on 20th February Browne's whole expedition retraced its steps to Mandalay and Rangoon.\n\nMargary's murder, and deteriorating relations between the British and the King of Burma, prevented further expeditions from Burma; but ironically led to further progress on the Yangtze,\n\nSir Thomas Wade, British Minister at Peking, took advantage of the Chinese government's failure to protect Margary to press for further trade relaxations, and the result was the Chefoo Convention of 1876 between Wade and Viceroy Li Hung-chang. This provided for the opening of five more ports to foreign trade, and of the 400 miles of the Middle Yangtze to foreign shipping. Among the new treaty ports was Ichang, located at the upper end of the Middle Yangtze and 400 miles below Chungking, the main port of Szechwan. When the Convention was ratified in 1885, a supplementary clause provided for Chungking to become a treaty port; but not for free navigation on the 400 miles of the Upper Yangtze between Ichang and Chungking. This was granted after the Treaty of Shimonoseki between China and Japan on the conclusion of the Sino-Japanese War of 1894-95.\n\nMore than ten years before this, however, the remarkable Archibald Little had appeared on the Yangtze scene. Little began his career as a tea taster in Kiukiang in 1859, but soon started up business on his own. He was attracted to the possibilities of trade in Szechwan and West China, and fascinated by the problems posed by steam navigation through the famous gorges of the Upper Yangtze. He made a trip by junk from Ichang to Chungking in 1883 to investigate trade and navigational prospects, and in 1887 attempted to run a steamer service between Ichang and Chungking, by the Kuling. This meant that each person was given more votes according to the acreage of land he possessed or the amount of taxes he paid. In several other foreign concessions in China, plural voting was part and parcel of the established administrative structure; as, for instance, in the British concessions at Hankow, Kiukiang, Canton, and Tientsin, as well as in the Russian and German concessions at Tientsin.31\n\nIn Shanghai, however, it was never practised, and in article XIX of the Land Regulations 1869, it was explicitly stated that no one should have more than one vote (apart from proxies).\n\nEarlier, it had already been rejected at a Public Meeting of May 25, 1852, but ten years later, an attempt was made to introduce it. At the Public Meeting of November 30, 1863, Mr. E. M. Smith moved a resolution which would have allowed plural voting.32\n\nThe text of the motion was published in the North China Herald of November 21, and the following week, a fiery letter to the editor from “Civis” appeared in the columns of the paper, in the following terms: “Just, however, as the slave-holding planters of the Cotton states of America felt the necessity of dominant power in the Federal Government, so the principal landholders in this settlement, true to the instincts of a monopolising class, are convinced that their influence to be secure must be paramount, and relying upon the specious boldness of a few and the moral apathy of the many, they propose a revision of the constitution which will place the Municipal power in the hands of a plurality of votes according to extent of Mowage or direct taxation\n\nand it was his opinion that “in the guise of much-needed reform, a coup d'état of no ordinary boldness is in contemplation.”3\n\nMaybe this sharp opposition contributed to the defeat of Mr. Smith's proposal, for at the meeting of November 30, the motion was not even seconded and therefore could not be voted upon.\n\nWith these details about voting qualifications in mind, we might well ask: how did they work out in practice; in other",

        "content_text": "61\n\nTHE KIUKIANG INCIDENT OF 1927\n\nP. H. MUNRO-Faure\n\nThe turgid waters of the Yangtze rolled by to the sea, four hundred and eighty miles away. They swirled past the two hulks, alongside which river steamers came to discharge the cargoes of cotton material, hardware, salt, and those edible sea-products so dear to the heart of the Chinese gourmet; loading in return tea, porcelain, grass-cloth, and camphor.\n\nInshore small wavelets glistened in the wintry sun, and lapped along the edge of the dark mud, which sloped down to the water in front of\n\n* Editor's Note. Paul Hector Munro-Faure was born in 1894 of Swiss/Scottish parentage. Educated in England, he entered the Supplementary Army Reserve in 1912, and volunteered on the outbreak of War, being commissioned in the Sherwood Foresters. He was wounded on the Somme in 1916, and, on his recovery, was attached to the King's African Rifles, with whom he saw action in Tanganyika. By the end of the War he had risen to the rank of Captain. He was Mentioned in a Despatch for distinguished services in the field, and was commended in writing by the Secretary of State for War.\n\nAfter the War, he joined the Asiatic Petroleum Company, and remained in their service until the outbreak of the Second World War, as Manager of one or other of their offices in China. In 1937 he established a Chinese Refugee Safety Centre in Shanghai, and was later decorated for this by the Chinese Government with the Brilliant Star with Ribbon. In 1938 he was connected with the International Relief Committee in Nanking, by whose Chairman he was commended for his work for the displaced. He was also commended at this date by the Secretary of the Admiralty for his work in evacuating from that city civilians at risk.\n\nOn the outbreak of the Second World War he was commissioned as Major (shortly afterwards Lieutenant-Colonel) in the Special Operations Executive. He worked at first in the Bush Warfare School at Maymyo, Burma, which trained Chinese guerillas for behind-the-lines work. (For this school, see \"Prisoners of Hope\", Michael Calvert, (London, 1951), where Lt. Col. Munro-Faure is mentioned at p. 11). He then opened a similar school near the front lines in the Hangchow-Nanking area. For this he was awarded an OBE in 1943. Later still he worked between the front lines on the north-east frontier of Burma, attempting to ensure the continuing support for the British of the native princes of the region, in the face of Japanese, and particularly Chinese, attempts to replace the British as the dominant local power. He was commended for this work by his Commanding Officer. In 1944, he was recalled to England. After the War he was seconded as Oil Attache to the British Embassy in Romania. He retired in 1949, and died in 1956.\n\nLt. Col. Munro-Faure wrote a book of Memoirs in 1944-1945, in 11 chapters, covering his experiences in the Kiu Kiang Incident (1927), and between 1937 and 1944, together with an exposition of his views on the proper role of foreigners in China. The text is in the Imperial War Museum, London,\n\nBecause of the immensely valuable picture these Memoirs paint of the Kiu Kiang Incident (in which the writer was closely involved), of China during the early War years, and of the border areas of Burma during the period when the present troubles in the area were first developing, it is proposed to print them as a series in this and the next several issues of the Journal.",

If you do, we will run you off the Pacific.\"\n\nDodwell retired from the East in 1899, the year his firm became a limited company.\n\nIt has continued to prosper. But much of its success in earlier days was due to the personal contribution of Dodwell himself. Profits increased from his shipping department. He also played a prominent part in the shipping world as a whole. G.B. Dodwell, a man of high principles, died in 1925.\n\nGilman's\n\nRichard James Gilman, a tea-taster, who worked for the old established company of Dent's in Canton, set up a partnership, known as Gilman and Bowman, in a Canton factory in 1840. By 1863 the firm was also represented at Kiukiang, Hankow and Tientsin, employing 21 staff. In many ways the firm was similar to Dodwell's, but on a smaller scale, and it was substantially involved in shipments of tea from Shanghai and Foochow in the 1870s.\n\nGilman's was also active in the import-export trade and shipping, and in 1862 it was appointed agents for Lloyd's at Canton, Hankow, Foochow, Hong Kong and Macau. In these ports its reputation in shipping circles was high, especially after the famous tea race of 1866. 'Taeping (sic) Yeung Hong' (KF) (Great Peace Foreign Firm) chartered the 'Taiping' (named after Gilmans) which beat 'Ariel', the rival ship, by 20 minutes over a 99-day voyage from Foochow to London.\n\nGilman's also played an important part in promoting the Hong Kong and Shanghai Bank, when it was established in 1864, and it was represented on its Board in its earlier days.\n\nGilman's failed, however, to heed the warning that there was a growing preference for Indian and Ceylon teas in Britain, and, heavily indebted to its London agent Ashton & Company, it came close to bankruptcy. Gilmans had to abandon its Shanghai and Hankow branches in the 1880s. But, with the huge demand for joss sticks in Southern China, the agency for the Australian Sandalwood Company helped",

In 6 year of Hum Foong (1856) being advanced in age, I handed over all my property to my eldest son Cheng Chuen to manage and sign my name Soong Ke in all business transactions, and he has already managed for several years. In consequence of my having to return home to my native place in the present year to build an ancestor's hall out of my own money, and consequently coming and going I took sick and a large carbuncle broke out on my thigh, getting worse day by day, being now about sixty years of age and my constitution is weak.\n\nHong Kong-Shanghai and Shanghai-Canton-Hong Kong Networks\n\nCantonese compradors were predominant in the nineteenth century. They occupied most of the compradorship in foreign mercantile establishments. They were influential in Hong Kong, enjoying a high status in the business community. Cantonese compradors filled the new posts by personal ties, extending their influence from one place to another. For example, Xu Run was introduced by his uncles Xu Yuting and Xu Rongcun who had been working as compradors to Dent & Co. in Shanghai for many years. Xu was first employed as an assistant comprador and later succeeded his family members as compradors: one of his sons to a German firm; one of his cousins as Dent's Kiukiang (Jiujiang) comprador; and another cousin as Shanghai comprador to Carlowitz & Co.\n\nLikewise, Zheng Guanying was also introduced by his relative in Shanghai to serve the compradorship in Butterfield, Swire & Co. Tang Tingshu was introduced by his Zhongshan colleague called Acum (Lin Qin) to James Whittall, the Jardine's Shanghai manager, then he became a comprador to Jardine, Matheson & Co. Tang later guaranteed his elder brother Tang Maozhi as the firm's Tianjin comprador and this brother later succeeded him as chief comprador in Shanghai when Tang Tingshu was relocated to work at the China Merchants' Steam Navigation Co. in 1873. The post was held by the Tang family for several decades. The last was his grandson Tang Jichang. Those three compradors came from the same Zhongshan prefecture and had an inter-relationship. Zheng was a relative to Tang by marriage and also knew the Xu family for generations.\n\nZheng had guaranteed a Zhongshan townman named Yang Guixuan",

Abraham, as leader of the Jewish community in Shanghai, to tell him that a shipload of Jewish refugees had arrived. 'We cannot let them land,' said the Japanese. 'Why?' Abraham wanted to know. 'There is no place for them to live, and the refugees have no money to feed themselves,' reasoned the Japanese. 'In that case,' said Abraham, thoughtfully, without a smile, 'you will just have to shoot all of them, because there is no other place on earth for them to go.' He arrived in China in 1907 to join Arnhold, Karberg and Co. He was a keen supporter of racing with his brother Harry Arnhold. They ran a stable in Shanghai for many years under the nom-de-guerre of \"Winsome and Hasty\". He was the last Chairman of the Shanghai Race Club before the change of régime in China. At one time he was a member of the Shanghai Municipal Council and Vice Chairman of the British Chamber of Commerce, Shanghai. He came to Hong Kong in 1949 and the head office was then transferred here. He had been interned at the Haiphong Road Internment Camp in Shanghai. He supported the British Orchestra and the Hong Kong Concert Orchestra. He was born in London in 1881.\n\nSince 1888 a member of the firm of Arnhold, Karberg and Co. had been on the Board of the Hong Kong and Shanghai Bank though, of course, after 1914 German firms were not represented. The firm also represented German financial interests in the negotiation of foreign loans to China. Its \"Teutonic thoroughness\" is shown by the number of offices the firm had in China in 1908 — Hong Kong, Shanghai, Canton, Hankow, Tientsin, Tsingtau, Wuhu, Kiukiang, Newchwang, Chungking, Mukden, Peking, Tsinanfu, Kirin etc. It had buying offices in London, New York and Berlin. Dr. Frank King in his history of the Hong Kong and Shanghai Banking Corporation designates the firm as an \"Anglo-German\" company. Like other large China-based German firms it found it advantageous to establish strong links with Britain. It was about the only German firm able to continue its trade after 1914, principally because the two Shanghai partners were born in England.\n\nBourjau, Hubener and Co.\n\nAdolph Bourjau and Carl Albert Hubener were authorised to sign for L.E. Lebert and Company at Canton in 1858 but by the next year they were in business in Hong Kong under their own name (FC 18 Mar. 1858, 31 May 1859). They are mentioned as emigrant agents in 1866 (DP 1 Nov. 1866). Mr. Bourjau continued as a senior partner until his death on 14 February 1873 (DP 5 Apr. 1873).\n\nArthur Booth was a partner in 1862/3 and Oscar Booth from 1866 to 1869. Ernest Behre was the managing partner at Shanghai in the 1860s.",

Chongqing, the chief commercial port of western China and an important distribution centre, was opened to foreign trade by an Additional Article [1890] to the Chefoo Agreement of 1876. This stretch also includes the River down to Chongqing from its junction with the Min River at Yibin [Suifu].\n\nThe fourth and final stretch, the Upper Yangzi of 1,600 miles, is torrential almost from its source in Eastern Tibet far to the west, down to Yibin. It has several major tributaries.\n\nWe, however, are interested in the Gorges. They have long been regarded by Chinese junkmen and especially foreigners who had travelled through them as passengers on river junks, as one of the most difficult stretches of river navigation on earth, with a current in places running at 13 knots.\n\nOur story concerns two British expatriates in China who, as far as we know, never met as they were of different social circles. One is Archibald Little, a British Shanghai merchant, married to a British lady and William Mesny, a struggling entrepreneur also in Shanghai but married to a Chinese. Paul King wrote that 'One of the foreign tea-tasters who each year visited Kiukiang [Jiujiang] was Archibald Little, who was never very successful in business but found himself in Yichang in the uphill work of establishing as a fact that the rapids in the upper reaches of the Yangtze could be negotiated by steam craft. In my [King] time the Navy was represented in Yichang by H.M.S. Kinsha - the famous pioneer merchant steamer on the Upper Yangtze owned and operated by the late Archibald Little.'\n\nThe first steamer to ascend the upper waters of the Great River, the Yangzi, through the Gorges above Yichang and as far as Chongqing during the low water season in the month of March 1898 was the 9-ton steam launch, Leechuen [Li Chuan], the property of Mr. Archibald Little who travelled aboard the steamer with his wife.\n\nArchibald John Little was born in London in 1838, and arrived in China in 1859 where he remained, apart from short visits back to Britain, until 1907 when he returned there and died the following year. When it got near it would suddenly put the helm over, with the apparent intention of being run down, in a sort of suicide action but with the real object of passing as close as it could under the steamer's bows. The reason for this apparently suicidal manoeuvre, I was told, was this.\n\nEvery junk, every morning, started off on its day's journey with a malevolent devil hanging on to its rudder whose object was to slow it down, and if possible run it onto a sandbank. But if the junk succeeded in passing very close under a steamer's bow the devil would be cut off from its precarious hold and would drown. On days of heavy traffic, when we often saw as many as fifty junks in a mile of river, it became a bit nerve-wracking to see scores of the craft scuttling across our bows like mad, hoping to have their devils cut off.'\"\n\nWith overnight stops on passage our ship spent the night of 3rd September 1931 off Kiukiang, some 493 miles from the Fairway Buoy at the mouth of the River. Here it was noted that the current flowed at from three to four knots, a powerful stream and gigantic mass of water. Debris in the river included the swollen bodies of humans, and of cattle and other animals, tree branches and trunks, pieces of wood, and any other manner of flotsam.\n\nContinuing upstream the following day guns' crews and machine gunners were closed up in case of fire being received from parties of bandits ashore.\n\nAt 1500 hours on Saturday, 5th September HERMES anchored off Hankow, one of the three cities forming Wuhan in Hupeh Province, 636 miles from the Fairway Buoy. Wuhan is the home of the successful revolution of 1911.\n\nConflict ashore between various warlords, groups of mere bandits, and the Nationalists, it sometimes being impossible to tell the difference between such groups, had resulted in there being some danger on the River. This in addition to the high and hazardous waters. It was not only relatively large warships such as HERMES who had to guard against random fire from the river banks.
