        "content_text": "The Chinese University of Hong Kong\n\n89\n\nUnder the Grant Regulations all the approved Post-Secondary Colleges were to select students for admission to first-year courses from among those attaining an approved standard at a Joint Entry Examination, and to participate in a Joint Diploma Examination. These Examinations were controlled by standing committees composed of members nominated by the approved Post-Secondary Colleges on the Grant List and members nominated by the Director of Education. The Colleges were also required to participate in the formation of a Joint Establishment Board for selection of staff.\n\nAs proposed in the declaration of June 1959, a number of experts in university education were invited to the Colony and they gave valuable and encouraging advice both to Government and to the Colleges on their development. Mr. J. S. Fulton, Vice-Chancellor of the University of Sussex, visited the Colony in October 1959 and provided an extremely useful report.\n\nThe proposals in the Report for the development of the Colleges towards university status underwent serious study by the Colleges. One of the matters which received very close attention was that of reframing the courses and syllabuses of the individual colleges, both to make them more suitable for colleges of university standing within a federal set-up, and to ensure that they would meet the needs of Hong Kong. The Government, acting upon the Colleges' suggestion, invited three eminent scholars, Sir James Duff, Dr. Kenneth Mellanby, and Professor F. E. Folts, to Hong Kong to study the problems in the spring of 1961. Then early in 1962 Mr. J. D. Pearson, Librarian of the School of Oriental and African Studies in the University of London, also visited the Colony and gave a useful report on library development in the Colleges. The expert advice of these men played a very significant part in the development of the three Grant Colleges toward university status.\n\nFollowing the 1959 announcement, the Chinese College Joint Council acted as the unofficial agent of the Colleges in raising standards and bringing about uniformity in matters such as examinations and qualifications for teaching staff. To meet these needs three official boards were established: the Joint Entry Examination Syndicate, the Joint Diploma Board and the Joint Establishment Board.",

        "content_text": "PRESIDENT'S REPORT, 17 March 1989\n\nThe year has seen a continued great increase in membership, a fuller and more varied programme of activities, more sales of our stock of publications, an improved (but still not satisfactory) financial situation, and a start to the work of the several new committees set up following acceptance at last year's AGM of recommendations stemming from the Symposium Report on the Future of the Society. Thanks to Phillip Bruce, I am also happy to table the Society's new brochure.\n\nI have fought unsuccessfully my tendency to be long-winded: but truly there is much to report, and I believe it will be of interest to those present tonight and to the wider audience reached through the Journal.\n\nMembership\n\nOur Assistant Secretary, Mrs. Bruce, reports that there are currently around 700 Local Members, plus 116 Overseas Members and 5 Institutional Members. There has thus been another big increase in the past year, with 41 since 1st January 1989 alone. The gains obviously greatly offset the losses, but there have been about 50-60 deletions owing to departures and longstanding non-payment of annual fees. The local \"Ordinary\" membership includes 129 Joint Members (258 persons), as well as 104 Life Members and 10 Student Members. Approximately three-quarters of the local membership lives on Hong Kong Island.\n\nProgramme\n\nDuring the year, the Activities Committee, continuing under Dr. Elizabeth Sinn's energetic and imaginative leadership gave us a record-breaking 11 talks, 8 local visits, one outside tour to Foshan, Guangdong, and a Chinese Dinner at City Hall and a Cocktail Party besides the Annual Dinner after the AGM.         "content_text": "86\n\nwas to promote the responsibility of District Committees, by requiring their 'joint charge and control over the whole range of the labours carried on by their individual members.' The medical mission work in China was already distinguished by local financial support and greater reliance was being placed on the local committee for hospital management and administration. Given these factors, the reply of the LMS Board of Directors is understandable.\n\nThe Chinese subscribers, 21 of the richest men in Hong Kong, therefore guaranteed a sum of $2,000 per annum for the lady doctor's salary, but added a condition: that she be available to treat the women of the subscribers' families in their own homes. As well, she would be required to spend her first year learning Cantonese in Hong Kong (rather than in Canton, where LMS language training was established), so that she could mix socially with the Chinese ladies and introduce to them Western hygiene and health care. Negotiations took several months, agreement reached in February, 1903, the delays attributed by the LMS Hong Kong Secretary, Mr. Pearce, to the inability of Dr. Ho to arrange a meeting of the subscribers. More likely, since the subscribers' money was essential, the delay was tactical, Dr. Ho certainly having been able to arrange their support very quickly initially.\n\nFor Dr. Gibson, pursuit of the project was important, because he feared that the Tung Wah Hospital, having introduced some Western medicine and by now handling obstetric cases, would threaten the viability of the Alice Hospital and thereby, the mission enterprise in Hong Kong, saying:\n\n·\n\n+\n\nI feel confident that the Directors of the LMS do not wish that our Missionary Institution should be behind a purely heathen Institution in making provision for the relief of suffering.\n\n18\n\nHis vision was at all times expansionary, having set up a clinic in Kowloon in 1901, in order to bring Western medicine to a wider public. In the event, he was obliged to accept a lady doctor on terms other than he would have wished. The repercussions of this were to affect the development of the service offered by the new AMMH and lead to the resignation of the lady doctor in 1909. From that point, supervision was fragmented until 1925, when Dr. Annie Sydenham took over the maternity hospital.",

        "content_text": "In the developed areas the working party had its own preferences, but diplomatically decided to let higher authority decide on detail. The general intention was to set up what would be known in the conurbations as Municipal Councils or (minor) Urban District Councils (UDC), and elsewhere as District (or Local) Councils. This might, as the Governor-in-Council chose to decide, produce a Municipal Council for Hong Kong Island and a District Council for the non-urban area, with Aberdeen joining either or becoming a separate UDC; one or two Municipal Councils for Kowloon and New Kowloon; a UDC for Tsuen Wan; and no other change for the NT (but possibly three District Councils one day, where currently the DOS Tai Po, Yuen Long and South held sway.) All would be elected from geographical wards, and not from area-wide rating or electoral rolls; and by preference from single-member wards, with one-third retiring by annual rotation. All these Councils could form Joint Committees with each other, and perhaps have a Joint Consultative Council to co-ordinate their relations with Central Government. It was all deliberately tentative: junior officers must not seem to be handing up tablets of stone.\n\nThe possibility of public apathy (already much noticed in relation to the existing Urban Council), and the dangers of encouraging the involvement of external party politics, led to cautious suggestions that in the first instance whatever overseeing body the Government would assign to this field (doubtless a new branch of the secretariat, if not an amalgamation of the SCA and the NTA) might nominate members to leaven the elected majority; a proportion of 1:3, or in the last resort 2:3, was proposed. For the franchise, while considering adult suffrage as a distinct possibility, the prudent recommendation was for all men and women and their spouses over 21 to enjoy the vote who owned, occupied or tenanted property on which rates were paid or of which the rent might be deemed to include a rating element; provided that they had three years' residence, and therefore a stake in the colony, British citizenship would not be required. Councillors should not be paid, to avoid the growth of a profession of politicians, but should be entitled to attendance allowances within a statutory limit to compensate for any loss of earnings; and they should appoint their own chairmen from any quarter.\n\nThe new Councils' potential powers and functions received close examination.
