HAYES \n\nDespite the presence of troops, military posts and police of two types in the Territory, besides the assistance of the local kuk, the magistrate's power to prevent crime appears to have been limited. Piracy, in particular, was rampant at different times, and ranged from the anti-dynastic activities of Koxinga in the mid-seventeenth century on behalf of his former masters the Great Ming, (which occasioned the removal from the coast) through the widespread depredations of large pirate bands at the beginning of the nineteenth, to the milder but still disconcerting activities of the period under review. \n\nIt is necessary to emphasise the prevailing unrest, since until quite recently the only striking difference between the New Territory in 1898 and the territory we know to-day was the imposition of the pax britannica. Until the British Government got into the saddle and established its police stations and patrolling launches, the people were subject to piracy, robbery and other forms of violence as from time immemorial. The Governor mentioned specifically in a despatch to the Secretary of State in April 1899 that “the (Tai Po) district is well known in Canton (i.e. to the Viceroy) to be turbulent, that to the N.E. of Mirs Bay being noted for piracy, and so ill-disposed that I am informed no Customs Official dares to land there except with the support of a revenue cruiser”.30 He probably had this from \n\nLockhart, his main source of reliable information at this time. Of course, the local population were sometimes not averse to such efforts themselves, and as a British Consul wrote at the time \"The old free-booting spirit still survives among many who are now apparently peaceful traders and fishermen [of which] we occasionally get startling proofs in some unexpected daring act of piracy on the high seas or along the coast\".31 Smuggling was also common, whether of salt or opium.** \n\nLooking outside the district to the province and its capital city Canton, the political scene, as revealed by the Trade Reports to the Foreign Office of consuls in the several British treaty ports of Canton, Amoy, Samshui and Pakhoi was the reverse of satisfactory. Though written by a succession of men of obviously varying temperament and outlook they reveal a sad state of affairs.         "content_text": "50\n\nH. J. LETHBRIDGE\n\nSuperintendent of Prisons. In the 1920s a larger number of cadets were recruited—22 in all—but the number dropped to 12 in the 1930s. Three more were appointed in 1941, just before the Japanese occupation.\n\nThis increase, particularly in the 1920s, must be related to a general expansion of services and a growth in the functions undertaken by government, and to the near cessation of recruitment during the war years 1914–18. In 1901, the total number of employees in all grades of the government service was 715; and in 1938 the figure was 2,886.55 Another trend, which was to radically reshape the cadet service after the 1939–45 war and change its composition, was a growing demand for the appointment of local people to more senior posts. In the 1935 budget debate the Acting Colonial Secretary, echoing the views of the Governor, Sir Andrew Caldecott, declared that the ‘Government has fully and frankly accepted the policy of replacing wherever possible European by Asiatic employees’.56 But the pace of localisation was exceedingly slow and the policy was hardly implemented, outside the Medical and Health Department, before the Governorship of Sir Alexander Grantham, 1947–1957.\n\nColonial officials have been caricatured as stiff, arrogant and snobbish, bemused by questions of precedence and protocol.57 They have been accused by Americans in particular of ‘spirited amateurism towards administration and technological illiteracy in relation to the problems of economic development’.58 But these characteristics in a milder form are a reflection of the values held by the English upper middle class, from whom the cadets were recruited. The cadets did not suffer a sea change on their way out by P. and O. to Hong Kong. They were gentlemen trained in the ideology of the pre-war English public schools and older residential universities. In Hong Kong they went on launch picnics; they swam, played polo, golf and tennis, walked in the New Territories, and played bridge in the evenings. A substantial number, however, did not allow their curiosity and intelligence to slumber in a sub-tropical climate: they wrote books and scholarly articles about the East. And one cadet—Geoffrey Sayer, an historian of early Hong Kong—claims that the bridge between East and West has been bridged ‘in so far as it has been bridged, by \"linguist\", \"comprador\", \"missionary\", \"interpreter\", and \"cadet\"’.59",

        "content_text": "310\n\nBOOK REVIEWS\n\n\"Behind Barbed Wire\" is a very self-centred account. With Leiper, one senses a greater compassion and a more generous nature. He is unstinting in his praise of the junior bank staff for their courage and determination, right down to the Number One Coolie's ability at organising refugee accommodation. There is the extraordinary loyalty of his domestic servants, one of whom died of starvation, and there is the unhappiness of the Japanese bankers with the brutal treatment meted out by the military. Not all is black or white. Also, where Jean Gittens merely notes the internees' ability to laugh at themselves, Leiper leavens the whole of his account with delightfully humorous anecdotes, which bring the story vividly alive.\n\nAbove all, it is in Leiper's account that the plight of the local population is given due recognition. Perhaps it is because of the greater variety of his experiences and the period spent outside the camp, but the broader impression of conditions in the rest of the colony and the sufferings of the ordinary people of Hong Kong lend to the book a greater balance and perspective: \"Even more distressing than these scenes of brutality was the unforgettable sight which we witnessed daily, of Chinese men, women and children lying on the pavement or huddled in doorways dying gradually of starvation, and looking at passers-by, who were powerless to assist, out of eyes from which all expression had already gone.\" Of the 2,300 interned at Stanley, 130 did not survive, but of Leiper's one hundred Chinese bank staff, fully one fifth could not be accounted for after the war. In the absence of a first-hand account from Chinese sources, Leiper has done much to improve our perspective.\n\nJ. A.         "content_text": "218\n\nTai Sheung Lo Kwan, the notes add, is none other than Taoist Patriarch Lao Tzu.\n\nTHE HONGKONG MILLING COMPANY'S FAILURE*\n\nE. W. WRIGHT\n\nThe suicide of A. H. Rennie, manager of the Hongkong Milling Co., and the subsequent closing down of the big milling plant which Mr. Rennie founded, is still causing much discussion in Pacific coast milling circles. Late particulars of the tragedy and the causes which led up to it, seem to indicate quite clearly that the death of Rennie and the failure of the institution which he established have combined to postpone indefinitely the attempt to build up the milling business in China on anything more than a very moderate scale.\n\nWhether or not it is possible to manufacture flour at a profit at Hongkong, is still a matter of doubt with some Pacific coast millers. They do not regard the failure of Rennie as proof conclusive that the business cannot be conducted with a profit, for Rennie, while a remarkably good flour salesman, knew nothing about the details of manufacturing flour. His failure, however, has made Pacific coast millers sceptical about the future success of milling in China in competition with the product that is shipped across the Pacific.\n\nThe rise and fall of the milling project at Hongkong is so much a part of the remarkable career of Mr. Rennie, who promoted it, that its history can best be told by relating his.\n\nA. H. Rennie was a native of Canada, where he was born in 1857. He became the confidential adviser and secretary of Hon.         "content_text": "29\n\nIn 1888 he was an assistant and in 1905 the manager in Hong Kong. Rudolph Ludwig Ernest Lemke was the head of the company when he died at Shanghai on 10 June 1908 aged forty-four. The company advertised on 1 July 1908 that Wilhelm Helms and Fritz Lieb were admitted as partners and C.A.H. Westerburger was authorised to sign (SCMP 1 July 1908).\n\nIn 1914 the partners were Hany Arnhold and C.H. Arnhold of Shanghai, E. Goetz of London, M. Niclassen of Berlin and F. Lieb of Hong Kong. Though the Hong Kong business of the firm was liquidated in 1914, a limited business continued at offices elsewhere in China.\n\nIn an account of the firm published in Wright's Twentieth Century Impressions of Hong Kong, Shanghai and the Port Cities in 1908 the statement is made that: \"The Teutonic thoroughness which has characterised the firm from the beginning is one of its features\" (Wright, Twentieth Century Impressions, p. 788). In 1917 the two Shanghai partners of the firm, the brothers Harry and C.H. Arnhold, both probably born in London, registered the company in China under the name of Arnhold Brothers and Co (HKT 1 Oct 1917). Five years later they took over the China interests of the old Jewish firm of E.D. Sassoon and Co; the latter is not to be confused with David Sassoon, Sons and Co, which continued its operations in China. When Arnhold Brothers was organised in 1917 the following Danish or British assistants were authorised to sign: J.S.C. Cooper and J.A. Miller at Shanghai, W. Heinesperger and A.C. Cooper at Hankow and F.N. Bell at Canton (HKT 1 October 1917).\n\n―\n\nHarry Edward Arnhold wrote his will at Shanghai in 1949. As his executors he appointed his wife Martha Jean and his brother Charles Herbert (PRC Will File No.141 of 1950/540). Esther Jean must have been a second wife as there is a will dated 1948 by Mary Oldham Arnhold which mentions her “former husband”, Harry Edward Arnhold. The will leaves bequests to Mrs Suzette Cecilia Meyrick, nee Arnhold, wife of Timothy C. Meyrick and to Philip Richard Arnhold.\n\nThe obituary of Charles Herbert Arnhold appeared in the South China Morning Post 21 November 1954: \"Died Mr Charles Herbert Arnhold, aged 75, managing director of Arnhold Trading Co. Ltd, at Matilda Hospital, Nov. 11. He had been a resident 48 years on the China coast. He is survived by his son Philip Arnhold of Hong Kong and daughter...",
