On the principle that, while 100 horse-power would drive a steamship ten knots an hour, it would require 1,000 horse-power to propel her at the rate of twenty knots (all other conditions being in proportion), it will be seen that Mr. Macgregor's grounds and conditions for accelerated speed are not only reasonable but indispensable: the few last knots always the most expensive, and apparently almost prohibitive.\n\n\"Indeed, the present tendency seems to be towards a falling-off in the inclination to pay for such acceleration, so far as Tea freights are concerned: but time will show. Last year [1881] the slowing down of the three Glens was positive proof that the desire for fast passages had declined; and the projected telegraph to Hankow may possibly materially interfere with high freights for the future. In face of these facts, it appears clear that the large capacity of the Glenogle is a decided advantage. Hulme, Chief Justice, both of whom were members) and the Hong Kong Branch, which has yet to solve it.\n\nSince it was on condition that the books and apparatus of the Medico-Chirurgical Society should be handed over to \"the Asiatic Society of China” (the original name of the R.A.S, China Branch) that the members of the former were to be admitted to the latter without ballot or entrance fee (17), the list of the library of the Medico-Chirurgical Society (Transactions, p. 78-9) is of particular interest to the present writer. The list is, however, by no means systematic, and has therefore been rearranged and rewritten as an appendix to this article. It cannot claim to be the first library catalogue to have been published in Hong Kong, since that of the Morrison Education Society was issued in the previous year (18). How far the Medico-Chirurgical Society succeeded in its second objective, \"the formation of a Library\" is difficult to judge, since the books and periodicals as recorded in the appendix to the present article were acquired over a relatively short period, and the problems of acquisition must have then been immeasurably greater than those about which present-day librarians (and their clients) in Hong Kong grumble.\n\nProbably most of the books were gifts from members, as also were some of the periodicals, since there is some overlap in the recorded holdings of the Lancet, presumably received from different donors. Nevertheless, the Transactions include references to orders placed for various publications, e.g. (p. 57) on November 4th, 1845, five periodicals and one book (W.L. MacGregor's \"Practical observations on diseases of European and native soldiers in the N.W. provinces of India,\" not recorded in the catalogue, and so presumably not received).\n\nIt has not been possible to trace the ultimate fate of any of these volumes. The Library of the China Branch of the Royal Asiatic Society, into which they were incorporated as already mentioned, was eventually donated to the old City Hall Library in 1869 (19). Unfortunately, however, only the Morrison Library was catalogued after this date (20), and none of the volumes listed in the appendix to the article appear to have migrated to that collection. If anyone has anything to put forward let it be put in a formal shape in writing and get it finally proposed and seconded.”\n\nHe then spoke about his own pet scheme, the Colonial Institute in London. He admitted that it was practically a lost cause, but this did not deter him. As he had not been able before the meeting to secure a seconder, he asked: \"Will any gentleman do me the favour to second it.\" None did.\n\nInstead Mr. Fraser-Smith, the editor of the Hongkong Telegraph, asked the chairman to instruct the meeting as to whether the resolutions passed at the previous meeting, with the exception of the one for the park, were still in force. After a lengthy discussion, it was decided the proper procedure was to start with an entirely clean slate.\n\nThe first resolution of the previous meeting was proposed, seconded and adopted expeditiously. The Honourable A. P. MacEwen proposed the second resolution: \"That the celebration take the form of a permanent institution of some description to be called by Her Majesty's name, and of a fete and general rejoicings.\" Before it could be seconded, Mr. J. Macgregor asked if the memorial was confined to the Colony.\n\nThe chairman immediately replied that it was. Then when he proceeded to read the resolution, he realised it was not, and exclaimed, “Well, it does not say so.\" The admission provoked a peal of laughter. But the curious thing about it is that, instead of a man acting as the proxy, a cock does duty for the latter to the marriage ceremonies, though it is not even necessary that he should be sent by the bridegroom. This fowl is sent by the bridegroom, the presence of the fowl at the wedding being sufficient.\"10\n\nOn 1st July 1940 an action was brought before Sir Atholl MacGregor C.J. for the purpose of obtaining letters of administration. The plaintiff claimed that she was the lawful widow of a man whom she married by proxy in China in 1922 and who was presumed to have died in City Island, New York, in 1930 without having consummated the marriage. She gave evidence that at the ceremony carried out in the deceased's village while the deceased was in New York, he was represented by a cock decorated with golden flowers and draped in red. At the time of that marriage ceremony the plaintiff was a widow of a previous marriage to another and had three children.\n\nAs is usual in cases involving Chinese customary law, there was a battle of the experts: one gave evidence that after the cock draped in red had been taken together with the bride to the ancestral hall and had entered the bridal chamber, the marriage was regarded as valid and complete as if the bridegroom and the bride were present and even though there was no subsequent consummation; the other expert gave evidence that according to the Ching Code, the most essential point for a valid marriage was a betrothal, for the validity of which there must be a marriage contract or marriage presents exchanged between the two families. Where there was a valid betrothal there must be some kind of public ceremony in order to complete the marriage. A marriage without a valid betrothal in the first instance and without a formal ceremony to complete it, could not, the second expert stated, have any legal effect. In 1885 Little planned to set up a company to build a couple of steamers after his own design to sail up to Chongqing to open up the vast and fertile province of Sichuan. This led him first to spend six months in one of the ordinary boats of the river learning all he could about the rapids, swirls, currents, depth and other details of the upper waters of the river.\n\nHe went back to London where he soon formed a company, and an experimental steamer of five hundred tons burden was put on the stocks in Glasgow from designs drawn by Mr. J McGregor, the chairman of the company, conforming to the designs furnished by Archibald Little. The steamer was completed during the summer of 1887, and shipped in sections to Shanghai, where she was put together by one of the local ship-builders and launched towards the end of 1887.\n\nShe was christened the Kuling, and was about five hundred tons burden, one hundred and seventy-five feet long and twenty-eight broad. She was eight feet deep, perfectly flat-bottomed and drew only two feet four inches of water empty, a mere trifle over four feet with a full cargo, and was especially adapted for navigating rocky and dangerous rapids. The boilers and engines were amidships. She was driven by two sets of compound engines, with a stroke of five feet, and worked with a pressure of one hundred and sixty pounds of steam. She had two stern wheels and a balanced rudder astern of the wheels.\n\nThe Kuling reached Yichang at the end of February 1889 and all was ready for the passage through the Gorges, when Mr Gregory, the British consul, backed by the Chinese authorities, refused to allow the steamer to proceed, as no permit had been received from either the Zongli Yamen [Chinese Department of Foreign Affairs], or Sir John Walsham, the British Minister at Peking.\n\nThe rest of the story was so characteristic of Chinese procrastination and delay.
