It was supported by the Municipal Councils of the International Settlement and of the French Concession with liberal grants. In Hong Kong, however, no philanthropist has yet appeared to help the Society and the Government gives us only $200 a year in return for which it receives free copies of the Society's publications.\n\nOur library is increasing and now consists of about 500 books but can be much enlarged by the purchase of books and by donations. One section of the library, the rarest volumes and our exchange journals as well as a stock of our own journals, is kept in the University, while the other section is kept in the rooms of the British Council which is already hard pressed to house its own library. We are grateful to the University and the British Council for these facilities and the services of their staff but the time has come when the Society will have to appeal for funds to house our library and make it more easily available.\n\nWe have to acknowledge with gratitude the gifts of books made during the year, including contributions from the Hong Kong University and from the South China Morning Post. A most valuable gift was the presentation on behalf of the Diocesan Girls' School of the classic and rare book, Bentham's Flora Hongkongensis, published in 1861. Bentham was a member of the Society but published his great work two years after the Society's collapse. In this connection I want to add that it has been my great wish, so far not achieved, to see Bentham's book succeeded by a new and colour edition of the Flora of Hong Kong based on the 500 admirable slides from the photographs taken by Mr. F. A. Nixon. With some Government encouragement and some philanthropic help, such as was given by Jardines and Dents in 1859, such an aim could be achieved and would serve as a permanent contribution by the Royal Asiatic Society to the natural history of Hong Kong.\n\nAs you will see from the Hon. Consequently it was part of American policy, especially from 1944 onwards, to re-create a united front against Japan and promote agreement on a form of Constitutional Government for China which would include the Communist Party. To this end Chairman Mao Tse Tung was escorted to Chungking in August 1945 by the US Ambassador Patrick J. Hurley. No real agreement was reached in some 41 days of talks and Chairman Mao returned to Yenan in October. Hurley resigned and in November the United States appointed General George Marshall as special negotiator, a truce was signed on January 10, 1946 and all-party Peoples Consultative Conference began*.\n\nHaving set the scene we may consider what this meant on the ground; specifically in terms of medical supplies to the Liberated Areas. These contained between 80-100 million people and perhaps 350,000 men under arms. Apart from supplies purchased and smuggled in from the Japanese occupied areas or captured, no UNRRA, International Red Cross, or other supplies had been allowed through from Chungking since the beginning of 1941, and the medical services were dependent on traditional medicines and drugs derived from available herbs. The situation was therefore very serious.\n\nThe UNRRA charter required that supplies be distributed to those in need regardless of race, religion, and party and UNRRA therefore applied pressure to the Chinese Government, via CNRRA, to allow supplies to go to the Liberated Areas. This pressure finally succeeded in January 1946 at the time of signing the truce and a permit for a total quantity of about eight tons of medical supplies was granted.\n\nDuring the period from the end of 1941 to 1946, the Friends Ambulance Unit, China Convoy, had been responsible for the transport of most of the civilian medical and relief supplies in the\n\n* For those desiring more detail of this period the following give different approaches:\n\nKenneth S. HAAN \n\nIn practice this meant that only the big commercial houses and other business interests came to be represented on the Municipal Council as virtually no private person paid enough taxes to qualify for membership: if only ten percent were qualified to vote, it may be imagined that the percentage qualified for membership of the Council was even smaller. \n\nIn the period up to 1865 only one instance has been found of a Municipal Council member who did not originate from a commercial firm, namely Dr. Medhurst of the London Missionary Society, who was on the Council for 1854-55. Otherwise all members belonged to some China house, and it is remarkable that the American firm of Russell & Co. was at the top of the list, being represented seven times during the period 1849-1866, whereas the renowned British firm Jardine, Matheson & Co., very early established in Shanghai, had only one member on the Council and that as late as 1865-66. Later there would hardly be a Municipal Council without Jardines. \n\n40 \n\nAs befitted an International Settlement, the composition of the Municipal Council was mixed according to nationality. The number of members fluctuated rather wildly in the early years (2 in 1849-50; 3 in 1850-54; then it jumped to 7 for the Municipal Council of 1854-55, to be reduced to 5 the next year and to 3 as from 1856-57; it was increased again to 5 in 1862-63 and to 7 the following year). These changes and enlargements were principally caused by the numerous problems which the Settlement faced at one time or another. \n\nIn the 1869 Land Regulations it was provided that the Municipal Council would consist of 9 members. They find a middle ground on which the parties to the quarrel may meet, The law-suit is avoided: the ill-feeling is removed, the principals and their relatives are reconciled, and the whole village participates in the feast with which the event is celebrated. Of the complainant is decorated with red hangings, and the neighbor against whom complaint was made brings great bunches of fire-crackers attached to a pole and sets them off in the gateway. Thus full atonement is made for the alleged injury or affront and everybody is happy.\n\nThe house\n\nexcept, as I have said above, the losing party! And forty years before Williams' book was published, the prefect of Canton, intervening in a three-cornered dispute between merchants, scholars and his subordinate officials, playing the role of mediator, \"soothed the anger of the scholars with fireworks, i.e. shooting firecrackers, a customary way of giving loud apology to a party whose sentiments or honor were wronged\". On 8 December, 33 members took part in a memorable visit to Maryknoll Fathers' House, Stanley, where one of our founder members, Father Michael McKeirnan M.M., spoke to us in his own inimitable way on his experiences during the brief defence of Hong Kong in December 1941, when he had been in the house as a language student. The advantage to international association was priceless.\n\nThe members of a large German military mission lived in Nanking, helping to train and equip the Chinese armies. Their departure from Europe had pre-dated the extreme Nazi phase, and they were not averse to mixing with the other foreigners. General von Falkenhausen, who commanded the mission, was later to be appointed by Hitler as Governor of occupied Holland. The mission did much to improve the quality of the Chinese troops, though it was often thwarted by the sort of obstruction to which one grows so accustomed in China.\n\nThe German mission, which under Japanese pressure was ordered out of China by Hitler in the autumn of 1938, left an excellent impression. Some officers of the mission were with the Chinese troops who fought against the Japanese at Shanghai, and the later Chinese success at Taierchwang is generally attributed to German advice. Among a number of measures, he lifted restrictions against Americans wanting to travel to China as a gesture for and, therefore, a step to reconciliation. Nixon approved the visit of the American table tennis team to China. At the White House, the president chatted with members of a table tennis team which was the first Chinese sports delegation that ever toured the United States since the founding of the People's Republic. On 13 January, 1973, he interviewed the Shenyang Acrobatic Troupe. Such meetings were conducted as part of the administration's policy of strengthening the U.S.-China general relationship. Even at a time when the administration could only place cultural exchanges low on its priority list, they still enjoyed the attention and support of the president.\n\nAt this stage, Sino-American ties in culture were far from sufficient. This does not mean that either party failed to see the importance of such exchanges. Thus, the Nixon Administration repeatedly expressed its recognition of the importance of cultural relations in the Shanghai Communique and the communique on 22 February, 1973 which actually announced a programme to expand cultural relations. The president's meetings with visiting Chinese artists were also expressions of this concern. However, in the two years after Nixon's visit, the administration could not find the time to handle matters other than strategic concerns. Furthermore, the president was bogged down in the domestic political difficulties which eventually led to his resignation. The Ford Administration, afraid of irritating the Soviet Union and the right wing at home, could only maintain the status quo and even sacrificed arts exchanges with China. By doing so it accelerated a general deterioration in Sino-American relations.\n\nThe Carter Administration made no improvement in either the general relationship or cultural relations with China in its first eighteen months in office. When a new China policy began to take shape in the middle of 1977, the general relationship improved. In May, the State Department prepared a memo for the president which pointed out that unless diplomatic relations were established, the existing cultural and economic relations would possibly stagnate or even be weakened. It also pointed out that Sino-Soviet relations would get closer if the United States failed to have a formal relationship with China. But what played a decisive role in the American efforts to establish diplomatic relations was the soaring influence of the Soviet Union in international affairs, a situation Nixon faced before the Sino-American rapprochement. Despite the important role a number of these Jewish residents played in Shanghai as well as in international commerce at that time and for a century to follow, scholars are just beginning to focus their attention on this community. David Kranzler's dissertation at Yeshiva University in New York on the Jewish refugees from Europe who arrived at Shanghai after 1938, Japanese, Nazis and Jews: the Jewish Refugee Community at Shanghai, is the only generally known work that has been published in English.1 Vilhelm Meyer was a Danish Jew who started a small trading house in Shanghai importing goods from his native Denmark at the beginning of the century, and who eventually sold the company, by then a commercial and industrial conglomerate of 1,800 employees, to General Electric in 1935. His life and work is being researched by his grandson, Christopher Bo Bramsen.2 Bramsen, however, is writing a personal biography of his grandfather, emphasizing his work in Shanghai as a Dane, not a treatise on a Jewish individual in Shanghai. On the other hand, two doctoral dissertations on the Sephardic community are being undertaken at this time, one at the London School of Economics, and one at the University of London.\n\n*The suggestion for a paper on the Jewish community in Shanghai was first made in 1987 by Dr Jewish Diestel and Mrs Paula Sandfelder when the Jewish Historical Society and the Jewish Recreation Club of Hong Kong invited me to give the first Ezekiel Abraham Memorial Lecture. They were among the first foreign traders in the metropolis, bearing names that included Sassoon, Kadoorie, Ezra, Abraham, Solomon, Rahmin, Moses, and Gubby, families still active in Hong Kong today, and were a part of the international mercantile community in the Far East at that time, enjoying business and personal links with the close-knit Jewish communities in Hong Kong and Bombay. At first they traded in raw cotton and general goods, then took over the opium trade. In time, in Shanghai as well as in Hong Kong and Bombay, they branched out into real estate, banking, shipping, warehousing, insurance, hotels, utilities, and other industries, gaining power and influence locally as well as in international commerce. The names of 38 prominent Sephardic Jews were found among the 1932 list of 99 members of the Shanghai Stock Exchange.\n\nAshkenazi Jews\n\n6\n\nImmediately following the completion of the trans-Siberian Railroad and the pogrom in Russia in 1905, a number of Russian Jews moved to Manchuria through Siberia, with about 300 filtering down to Shanghai. After the Bolshevik Revolution in 1917, more than 10,000 Jews emigrated to Harbin. Apparently at that time the Chinese government had been contemplating expelling the Jews from Manchuria. In the mid 1920s when White Russians and Japanese interests began to spread in Manchuria, many of the earlier immigrants moved southward to Tianjin and Shanghai, swelling the total Jewish population in Shanghai to just under 2,000.\n\nThe Ashkenazi community of Jews in Shanghai, mostly Russian but by then joined by stragglers from Lithuania as well, increased to more than 1,000 after 1924. They were not exactly embraced by the Sephardic community of Shanghai. The Ashkenazi were not princes of commerce, but small businessmen who engaged in the import and export of such items as wool, bristles, and fur. The Chinese in Shanghai remembered Jewish salesmen going from house to house, carrying rugs for sale. One hundred and fifty years of muddle and injured pride are what permits Peking's leaders to call Chris Patten, whom they perceive as the point-man for an international conspiracy to overthrow the entire Communist system in China, 'a whore.'\n\nWelsh, a former Hong Kong banker, starts his dense but wittily written history in the early nineteenth century, and just manages to include the accession of Mr Patten in 1992. He refers to Hong Kong as 'that natural child of Victorian Britain and Ch'ing China... a source of embarrassment and annoyance to its progenitors since it first appeared on the international scene in 1842.' More than an annoyance: for the Chinese, Hong Kong has been a perpetual symbol of national humiliation. There are many instances of mutual disregard, which Welsh understandably enjoys and quotes copiously. Almost all his nearly 30 years as a member of the Branch in Hong Kong was spent as an office bearer.\n\nIn addition to Dr Hayes the Reverend Carl T. Smith, at present as Honorary Vice-President, an American, is another Branch member with an international reputation. He has made major contributions to local history with many publications to his credit. One of his greatest achievements was working through all the records in the Hong Kong Public Records Office (Smith 1995: 315). As a result the \"Carl Smith Card Index System\" has been microfilmed by the Utah Genealogical Society and a copy of the system is in the Public Records Office where it is known as the \"Smith Collection\",\n\nOther Hong Kong RAS present or past members of note include J. D. Romer, normally known to the Chinese as the “Snake King”. In Cantonese, this expression has a double entendre. Romer was, however, certainly not a lazy person! Worldwide, the Romer Tree Frog (Philautus romeri) is found only on one or two of Hong Kong's islands. It is little bigger than an adult's thumb nail and was first identified by Romer (Dudgeon 1994: 168),\n\nThere is also Keith Stevens, now an overseas member living in England, where his house has a large “god room\". His personal collection, said to be the largest private collection of Chinese gods in the world, consists of about 1,500 images of deities (Stevens 1997).\n\nThe future\n\nA well attended seminar was held in May 1987, the purpose of which was to look at the future of the RASHKB. At the time, a questionnaire was also issued to all members. Along the route we had a brief but stunning view of Gunga Phunsum, at 24,614 feet the highest unclimbed peak in the Himalayas.\n\nAt about 11,150 feet Shingkar village was the highest settlement we visited and the most remote. Even our guide had not been before, but needless to say Brian had. With the assistance of some international aid money, each house had been fitted with a small solar panel, but it was not certain whether or not they were working. However, that was the only hint of modernity. The rest was pure Middle Ages England. The village straddled a stream, which flowed through its middle unchecked, running where it would. The water was only diverted at one point, through a narrow wooden channel into a small stone structure, by which time the water was rushing with quite some force. Was it used to fire a generator, or to turn a mill wheel? The very beginnings of a local industrial revolution? No. Of course, the water was being harnessed to turn a prayer wheel. We wandered along the village's stone and mud paths, between the widely spaced and randomly placed houses. Up here at the back of beyond these people have precious little, but what little they have is precious,\n\nOur itinerant chef, Al Fresco, once again conjured up a good and welcome meal of rice, vegetables, salad and chicken. This time we were watched by a crowd of inquisitive but well-behaved onlookers - a novelty compared to all previous outdoor lunches.\n\nA short distance down the valley was the village of Ura, at about 10,170 feet, special for having its houses huddled more closely together. For warmth? It was not clear. Representing the ministry of finance in Beijing (hu pu) he was dubbed with this title in error by the foreigners. This lucrative office was often filled by a Manchu. The Guangzhou Custom House is shown in Plate 5.\n\nThere were Hoppo in other maritime provinces of China, but the Canton Hoppo was the most important owing to the foreign trade being confined to Canton. His circuit eventually included five sub-stations and some sixty other collection points, the catchment for the coastal and inter-national trade.
