        "content_text": "NOTES AND QUERIES\n\nJARDINE, MATHESON & CO.'S FIRST SITE IN\n\nHONG KONG\n\n149\n\nAlexander Matheson told the House of Commons Select Committee on Commercial Relations with China in 1847 that his firm had, without authorisation, commenced building \"to a certain extent\" before the first Land Sale held by Captain Elliott* on 14 June 1841 in Hong Kong. It is commonly assumed that the site of this building was at what later became known as East Point, in the present Causeway Bay area of Hong Kong, where the firm was to build extensive godowns and residences. One writer, for example, speculates that by the time of those first land sales, Jardine, Matheson & Co. had already selected for themselves a \"spacious area at East Point\" and intimates that it was there that they were building in June, 1841.2 However, even on the rather scanty evidence available, it seems clear that the site of this unauthorised building was not East Point but an area on the present Queen's Way, in the old Admiralty Dockyard.\n\nContemporary evidence, in any event, makes it unlikely that East Point was the site. Pottinger, the first Governor of Hong Kong,† gives us a graphic description of East Point as he saw it, possibly in August 1841 but more likely in mid-1842, when he returned from the military expedition against China. He describes its \"wild and uncouth state being one chaos of immense masses of granite and other rocks, that it was hardly accessible by person or on foot, either on the side of the water or the land, that the firm in question, by the application of science and extraordinary labour and by an expenditure of about £100,000 (sic), have not only made it available for their vast mercantile concerns, but have rendered it a credit and an ornament to the colony.\" The site sounds at that time, to put it mildly, somewhat unattractive though it did stand at the head of the Wongneichung Valley and would be well-placed to dominate any settlement there; there is evidence that the firm conceived a plan in 1842 for building a seawall and\n\n* Administrator of Hong Kong January-August 1841 as well as plenipotentiary for the current negotiations with the Chinese authorities.         "content_text": "CHINESE UNOFFICIAL MEMBERS OF COUNCILS\n\nAs things turned out, Gibb did not return to Hong Kong, and Ng Choy was therefore appointed on a three-year term. This appointment was unfortunately interpreted by some members of the British community as an attempt to create an anti-English party feeling in Hong Kong.\n\nIn May 1880 when one of the magistrates went on leave, the Governor replaced him temporarily by Ng Choy who thus became the first Chinese to hold a senior appointment in the Hong Kong Government. This led to a question in the House of Commons as to why Ng Choy should combine a paid official post with an unofficial seat in the Legislative Council; but by the time these explanations were required the original holder of the post had returned to the Colony.\n\nThe attitude of the British community towards him and the Governor as a result of his appointment to the Legislative Council as well as this parliamentary question must have embarrassed Ng Choy very much. During this time, China having suffered repeated defeats from the hands of foreign powers, there was a movement in China to promote western technology and to modernize China, and any Chinese who had been trained or educated abroad would be welcome back to China. Thus when an invitation came from China for him to serve China, Ng Choy accepted it gladly. He left Hong Kong in 1882 before the expiry of the 3-year term in the Legislative Council, and later sent in his resignation from Tientsin.\n\nNg Choy became Secretary and Legal Adviser to Viceroy Li Hung-chang, one of the most important Chinese political figures of the time. Now known as Wu Ting-fang, he soon rose to become Chief Director of Railways and later Ambassador to the U.S.A. After the founding of the Chinese Republic in 1911, he held important appointments respectively as Minister of Judicial Affairs, Minister of Foreign Affairs and Minister of Financial Affairs. In 1917, when China entered the First World War, he was for a short time nominated as Premier. In 1922 he became Governor of Kwangtung and died the same year in office, soon after General Chan Kwing-ming's revolt in Canton.*\n\n* In his The Chinese (Indianapolis, The Bobbs-Merrill Company, 1909) p. 196, John Stuart Thomson praises Wu and styles him \"the Chesterfield of China in all the graces of speech and manners.\" Ed.\n\nPage 15\n\nPage 16",

The remaining contributor in this particular group was a government servant, the overseer of the coolie gangs of the Surveyor General's Department.\n\n(5) In April, 1861, The Friend of China published a list entitled, \"A Public Declaration of the Shop Keepers of Hong Kong, stating that when Mr. Caldwell managed the Proprietorship of the Chinese here, the people of Hong Kong were at rest, but he resigned his office. They now present their petition to the Governor asking him to retain Mr. Caldwell\". It has sixteen names of firms as the chief petitioners. Beside seven of them are given the names of the head of the firm. Five of these are found on the 1859 list.\n\n(6) In January, 1868, The Hong Kong Daily Press published forty-two names of individuals and firms who submitted a petition to the House of Commons against the imposition of a Military Contribution upon Hong Kong.\n\n(7) In 1872, The Chinese Chronicle and Directory gives the names of the eleven members of the Kai Fong or \"Joss House Committee, as well as the thirteen members of the Tung Wah Hospital Committee. This was the organizing committee of 1869 which remained in office until the Hospital was formally opened in 1872, when a new committee was elected. The Directory also lists a General Committee for the Hospital. This too had thirteen members.\n\n(8) On 1 April, 1871, a memorial presented to Henry Charles Caldwell upon his departure from the Colony by the Chinese community, which was published in the Chinese section of The China Mail and signed by thirty-two of the most prominent Chinese, serves as a check against the Tung Wah and Kai Fong Directors.\n\n(9) In May, 1872, The China Mail contains the names of thirty Chinese who called upon the Governor on behalf of the Chinese community. This delegation was composed of seven compradores, fourteen merchants, two journalists, one contractor and two government servants.",

        "content_text": "SIR JAMES HALDANE STEWART LOCKHART\n\n59\n\nent Chinese he was largely instrumental in reorganizing the District Watchmen Force (a body of watchmen paid for by voluntary subscriptions from the Chinese community) and he obtained the appointment of twelve leading Chinese gentlemen as a supervising committee; he remodelled the Po Leung Kuk (a voluntary association concerned with the welfare of girls and young women); and he helped in the reformation of the Tung Wah Hospital and strengthened its committee of management.11 He was active, then, in setting up a number of official Chinese committees, linked to government through their special relationship with the Registrar General's Department, of which he was head. The Registrar General in all cases was ex officio chairman of the committees.\n\nLockhart's views on the importance of the Chinese element in the population are to be found in a trenchant report he submitted in 1894 to the Governor, Sir William Robinson, 'on the subject of a petition addressed to the House of Commons praying for an amendment of the Constitution of the Crown Colony of Hong Kong.' This petition from Hong Kong taxpayers to the House of Commons owed its origin principally to the imposition upon the taxpayers in 1891 of an additional military contribution of £20,000 a year, a decision that irritated and excited particularly the European business community. In 1894 T.H. Whitehead,13 Unofficial Member of the Legislative Council and leader of the business faction, was granted six months' leave of absence from the Council and he took with him to England a petition signed by 363 members of the community — (in Lockhart's words) ‘284 British, 10 Anglo-Chinese, 3 American, 4 Portuguese, and 47 British Indians.' The petitioners sought the election of representatives of British nationality in the Legislative Council; freedom of debate for the Official members with power to vote as they desired; complete control in the Council over local expenditure; the management of local affairs; and a consultative voice in questions of an Imperial character.\n\nWith great dialectical skill Lockhart took the petition to bits and exposed the vacuity of its arguments. In his memorandum to the Governor he averred: 'Most of the taxes fall almost entirely on the Chinese. The only tax to which the British and other residents as a whole are subject in the same manner as the Chinese is the tax of 13 per cent levied on the rateable value of house",

Also he was to find out what facilities, if any, would be available to British merchants along the coast of China for buying and lading teas, silks and other products of China. He took with him as interpreter the well-qualified explorer-missionary, the Rev. Charles Gutzlaff. Lindsay left Canton at the beginning of March, sailing to Amoy, Foochow, Ningpo and Shanghai as well as Korea and the Liuchiu islands, returning at the beginning of September 1832. For further details see Papers relating to the Ship Amherst, printed by order of the House of Commons, June 1833; Report of Proceedings on a Voyage to the Northern Ports of China in the Ship Lord Amherst, London, 1834.\n\nThese incidents involving the Lindsays, father and son, were by no means unique. Other supercargoes such as James Flint in 1759, Sir George Thomas Staunton on several occasions, and others, as well as several ship's commanders, went to protest to the Chinese authorities on behalf of their colleagues. In fact the chapter titles in the five volumes of Morse's Chronicles carry the words \"Dispute with Chinese Authorities\" or \"Dispute between Committee and Authorities\" more than any other chapter headings. The impression is of a continual struggle between the Chinese and East India Company officials carried out by orders, protests, threats and bluff. In the end it comes as a pleasant surprise to read a different chapter heading such as \"Improved Relations with Officials\" (1827) or \"Burning of the Foreign Factories, 1822\". It was a tedious business for the Chinese officials in Canton having to deal with the unpredictable barbarians from the Western Ocean, but it was also a lucrative one. The same can be said, mutatis mutandis, of the East India Company's representatives trading at Canton.",

        "content_text": "THE CHINESE CHURCH, LABOUR AND ELITES AND THE MUI TSAI QUESTION IN THE 1920'S 95\n\ndiscussion as to whether the mui tsai system was a form of slavery.\n\nThe case awakened the conscience of several expatriates. Among these were Colonel John Ward and Lieutenant Commander Haselwood and his wife. Col. Ward on his return to England was elected a Member of Parliament. He used his position to bring the question before the House of Commons. The matter roused the interest of liberal groups in England. Not satisfied with the answer given by the Government spokesman that there was no slavery in Hong Kong, the question continued to be raised in 1920 and 1921.\n\nParliamentary Questions and Answers\n\nIn November 1920, Sir Alfred Yeo and Mr. Myers raised the question in the House of Commons. In reply, Col. Amery, the Under Secretary of State for the Colonies stated,\n\nSlavery does not exist in Hong Kong. The Colony's law does not recognise the custom whereby girls are transferred on payment from parents and guardians to another household, usually for purposes of domestic service, as conferring any right or title on the employer against the girl. There was evidence that girls were frequently ill-treated, in which event, they would be protected by the law in the same way as children living with their parents.\n\nHe said he thought it best to aim at gradual reform in cooperation with enlightened Chinese. It was suggested that the Hong Kong Governor \"should persuade prominent Chinese to form a Society for the protection and improvement of the condition of these girl domestics\". This was considered a much better way to deal with the problem than introducing a system of compulsory registration. The Hong Kong Government had advised the Colonial Office that it regarded registration as impracticable.2\n\nIn January 1921 a question was again raised regarding \"this nefarious traffic in human beings\". The questioner was referred to the answer given in the previous discussion in November that \"there is no slavery in Hong Kong\". Another Member then asked, \"Is the honourable Government aware that answer given on November 4th was very unsatisfactory to those people who have information on this matter, and would he make inquiry into the allegation that slavery is carried on under British rule?”\n\nThe Under Secretary was adamant, \"I have made full inquiry.",

        "content_text": "102\n\nCARL T SMITH\n\nlittle girls of tender age living amongst strangers and in where to them is a strange country, no denial of succour is possible without outraging our feelings of humanity.\"\n\nInstructions from Colonial Office to Hong Kong Government\n\nIn March 1922 it was announced in the House of Commons by Mr. Winston Churchill, Secretary of State for the Colonies, that the Government of Hong Kong had been instructed by the Colonial Office to consult with both the Prevention Society and the Anti Mui Tsai Society in order to draw up a scheme for abolition.\n\nAlready the Secretary for Chinese Affairs in Hong Kong had been in consultation with the Secretaries of the two societies and both groups were in the process of selecting seven of their members to consult with him.\n\nCanton had forged ahead of Hong Kong, for the same issue of the paper which carried Mr. Churchill's remarks reported an item from the Canton Times that the President of the Southern Government had issued a proclamation abolishing the mui tsai system. The Women's Union of Kwangtung were ready to establish an industrial institution to train them.\n\nNews of progress toward abolition both in Hong Kong and Canton produced an air of elation at the first annual general meeting of the Anti Mui tsai Society held on March 26, 1922, at the Chinese YMCA. Mr. J. M. (Joseph Mau-lam) Wong, an Anglican and compradore of Messrs A. S. Watson and Co., presided. On the platform were members of the Executive Committee. These included Mrs. Ma Ying-piu (1872-1957), wife of the founder of the Sincere Co., member of St. Stephen's Anglican Church and a founder of the YWCA.\n\nThe Society had invited Mr. Hui Chien, the President of the Supreme Court of Canton and a member of the Society, to address the meeting. At the last minute he was unable to attend but sent to represent him two associates from Canton. One of them read the remarks he had intended to give to the meeting. In these he observed that the Southern Government at Canton had taken steps to abolish the system, but it would find it much easier to do so if Hong Kong also moved in this direction.\n\nSince its formation the Society had vigorously promoted its cause both in Hong Kong, China and in Great Britain.         "content_text": "# THE STRIKE AND RIOT OF 1884\n\n# A HONG KONG PERSPECTIVE\n\nELIZABETH SINN*\n\nIn the autumn of 1884, Chinese dock workers in Hong Kong staged a strike against French ships. The strike spread, bringing trade to a standstill and creating much animosity. After a few days, a riot broke out in the Central and Western districts. This caused great excitement; the military was called out, the fleet was put on the alert, and the government passed new legislation for preserving the peace. The local press became almost hysterical. It became a diplomatic issue between Peking and London, and questions about it were raised in the House of Commons.\n\nYet, despite the uproar these events created, relatively few historians, including historians of Hong Kong, have paid attention to them. This paper is an attempt to reconstruct this dramatic episode, and to examine its significance.\n\nIn 1884, the war between China and France over Annam dominated the horizon of East and Southeast Asia. The year before, the Chinese had despatched regular troops quietly into Tongking. As negotiations broke off, the Chinese court feared a French attack on China itself, and important officials were sent south to consolidate the front. P'eng Yu-lin,** a president of the Board of War was appointed Commissioner for the Coastal Defence of Kwangtung, and in the following year, 1884, the conspicuously pro-war Chang Chih-tung became Governor-General of Kwangtung and Kwangsi. Officials and people both of Canton and the surrounding region responded excitedly to every move the French made.\n\nOn 5th August, 1884, French warships bombarded Keelung,\n\n* Miss Sinn is a Ph.D. candidate of the University of Hong Kong, currently working as Resources Officer in the History Department of that University.\n\n** All Chinese names/words will be Romanized according to the Wade-Giles system except where there are other transliterated forms in common usage.",

        "content_text": "78\n\nELIZABETH SINN\n\nThere can be no doubt that there were anti-French feelings among local Chinese of many different classes, feelings which existed independently of any initiative from Canton, but which were likely to rally to any call for patriotism from China.\n\nThe choice of the La Galissonière as the first target to boycott is significant. It had taken part in the storming of Keelung and at the attack on the Foochow fleet, and it had carried Admiral Courbet, the man in charge of these operations. It was a symbol of French aggression and a natural focus of Chinese hatred.\n\nPatriotism was recognized as an important factor in the initial strike not only by the Chinese. The Foreign Office in London sympathized with Chinese workers who refused to do work which would further French war efforts, and it implicitly raised the question of whether it was morally right for the Hong Kong Government to fine them for that.55 Questions raised in the House of Commons over the riots in Hong Kong reflected similar views, and the suggestion was made in the House that directions be sent to authorities in Hong Kong and Singapore to refrain from forcing to work Chinese who refused to do so for patriotic reasons.56 When the strike was over, Governor George Bowen identified the feelings behind it as a \"common national spirit\", and saw its rise as an important turning point of modern Chinese history.57\n\nOf course, the ties between the Canton authorities and local Chinese were not confined to the noble feelings of patriotism. The other forces at work included an assortment of interests. Many local Chinese had business and family ties in China which were vulnerable to retaliation. There was also the incentive of winning rewards from the Chinese Government which could greatly enhance status in Hong Kong. The Canton authorities exerted, therefore, by use of this carrot and stick approach, great influence on the Chinese in Hong Kong who while living and working there, still had their social, political and cultural frame of reference in China.\n\nIn many instances, local Chinese were eager to carry out official Chinese instructions. MINERS\n\nnior officials at the Colonial Office, including the Permanent Under-Secretary, favoured a return to the old system of control.20 But because of the pressure of public opinion in Britain and the attitude of the House of Commons the Secretary of State, Joseph Chamberlain, decided that it was politically impossible to sanction the re-enactment of the contagious diseases legislation in any form. He was, however, prepared to allow the introduction of amending legislation which would make it an offence for the keeper of a brothel to permit any woman suffering from venereal disease to remain on the premises; and also an amendment empowering a magistrate to close down any brothel if an application was made by the Captain Superintendent of Police or the Registrar General.21 This change was designed to meet the complaints voiced by the Chinese unofficials about the number of brothels being opened in hitherto respectable areas of the city. The minutes written on the Colonial Office file make it clear that it was foreseen in London that this discretionary power to close down any brothel would in effect allow the Hong Kong government to reintroduce the zoning of certain parts of the city as areas where brothels were tolerated, but this implication was not spelled out in the despatch since it was later to be published in a paper laid before the House of Commons.22\n\nThe Governor accepted these proposals with alacrity and informed the Colonial Office that they ought to give the government complete power to deal with the question. This was a remarkable statement in view of the Governor's previous contention that a full return to regulation and compulsory inspection was necessary. Even more surprisingly the subject of brothels and venereal disease then disappeared completely from the correspondence between Hong Kong and London for the next twenty years. The Colonial Office made no attempt to enquire exactly what the Hong Kong government was doing; ministers and officials were evidently only too glad that this politically embarrassing issue had disappeared from view and had also ceased to be raised in the House of Commons. But someone in the Hong Kong administration had realised that the discretionary power at the disposal of the government to order the closure of a brothel or to tolerate its continued existence could be used to reintroduce extra-legally the whole system of statutory control which had been dismantled by",

MINERS\n\n28\n\nThis report was sent to Hong Kong for comment; a committee was appointed by the Governor which naturally refuted the more extreme of Mrs. Neville-Rolfe's strictures, and disagreed with her recommendations. Correspondence between the Governor and the Colonial Office on the matter continued for several years. Stubbs strongly supported the established system of regulation and the only suggestion that he was prepared to implement was the provision of free outpatient treatment for venereal diseases at the government hospital. Meanwhile in London the National Council for Combating Venereal Disease and other women's organizations continued to badger the Colonial Office to put pressure on Hong Kong, and the report by Mrs. Neville-Rolfe and Dr. Hallam provided a fine source of material for questions in the House of Commons, particularly from a small group of newly elected women M.P.s, led by Viscountess Astor.\n\nThe main focus of parliamentary attention, however, was not on Hong Kong but Singapore. The government of the Straits Settlements had repealed its contagious diseases legislation in 1894 at the same time as Hong Kong and had set up a similar extra-legal system of tolerated houses. As in Hong Kong, newly arrived prostitutes were interviewed by the staff of the Chinese Protectorate, lists of known brothels and their inmates were maintained and brothel mistresses arranged for their girls to be inspected by private doctors under the implicit threat of the closure of their premises. But this system of control had become less effective and comprehensive by the 1920s. All European prostitutes had been deported in 1916 as a wartime measure, and the Japanese brothels had been closed and their inmates repatriated to Japan at the instance of the Japanese consul-general in 1919. Their clientele then turned to the growing number of sly brothels staffed by Chinese and Malay women who were not subject to any form of control and who were, it was alleged, normally infected with disease. This led to a rapid increase in venereal disease among both the European and Chinese population. Exact figures were not available but various doctors estimated the incidence at between 50 and 75 per cent among the local Chinese and possibly at as high a ratio among the Europeans.         "content_text": "153\n\nunanimously recommended the re-enactment of the contagious diseases legislation in its entirety including the registration of all brothels, the licensing of their inmates and the compulsory medical examination of all prostitutes whether working in brothels or independently. The Governor quickly accepted the conclusions of the report; a bill was drafted to implement them without delay; and both were sent home for the approval of the Secretary of State.\n\nThe draft bill immediately evoked a storm of protest. To calm the critics both inside and outside the House of Commons the Secretary of State appointed a new Advisory Committee on Social Hygiene and asked it to consider the bill and the report on which it was based. The committee included the redoubtable Mrs. Neville-Rolfe and Lady Astor. It spent little time in considering the arguments put forward in the Straits Settlements for the state control of prostitution, which it considered to be completely discredited. Its final report asserted that, quite apart from the moral arguments, periodical examinations of prostitutes was medically ineffective in checking the spread of venereal disease; no examination could guarantee that a woman was free of disease, and even if she was she could become infected immediately afterwards or be the carrier of the contagion from one client to the next; such examinations merely gave men a false sense of security and encouraged promiscuity. The committee recommended various measures to improve social conditions, better housing, education and more recreational facilities; more doctors and free diagnosis and treatment. Its main conclusion was that all known brothels should progressively be closed down commencing with those frequented by Europeans, and that all sly brothels should be closed as soon as they were detected. The committee's conclusions were unanimous and the Secretary of State, Leo Amery, had no alternative but to over-rule the Governor and direct that the recommendations of the committee should be carried out. This was done and the closure of brothels in the Straits Settlements commenced in 1927.\n\nThe Social Hygiene Committee had only been asked to consider what was to be done at Singapore, but its conclusions obviously applied equally to Hong Kong and other colonies. It was, doubtless, a highly moral stand, and spared the Secretary from the obloquy of appearing as an advocate of vice in an unsympathetic House of Commons. These capes are cut amply so as to cover the whole of one's accoutrements. They are reasonably long, and as the material is stout, they are wind-proof, and help to retain warmth on a cold day. They are excellent to wrap up in before lying down to sleep. With these two items, one could face most things, even the discomforts of travel in war-torn China.\n\nTianmushan 1942-42\n\nThe officials of the Chungking government had been watching the Shanghai puppet show with close interest. I suppose, at the time of Munich, had one asked the average citizen of Czecho-Slovakia what he thought of the British, he would have replied that he thought they were pro-German. In the same way the Chinese in Chungking, influenced by the Shanghai spectacle, concluded that there was a strong pro-Japanese faction in Britain. That was very unfortunate, because it reinforced Chinese suspicion of British motives, a suspicion rooted in a fallacious interpretation of history and nourished by Kuo Min Tang teaching.\n\nBritain was at war with Germany for one and a half years, alone. Mr. Churchill, quite rightly, in those reports he presents from time to time to the House of Commons, reminds the world of it. China was at war with Japan for four and a half years, alone; and although from about the summer of 1941 the Japanese have concentrated their attention elsewhere, so that the war in China for long periods subsequently was only passive, and did not therefore involve active exertion at the level which throughout has been demanded of the British, yet we can fully appreciate Chinese feeling and the expectation that the extent of China's travail should be recognised.\n\nI was staying at Tennis Court Flats, the name given to a temporary wooden building erected on the Embassy tennis court to accommodate part of the staff, after the British Embassy had been damaged by bombing. I was having breakfast upstairs on the verandah when the first vague reports of the Japanese attack on Pearl Harbour arrived. As further reports came in from Hongkong and Manila the situation became clearer. In the evening I went for a stroll in the streets. The dense population of Chungking, packed between river and hill, had no facilities for sport, the idea of which indeed was unknown to the mass of the people.",

The entry reads as follows.\n\nBronze cannon with the arms of Portugal and modern cast bronze plaque from Benin city; given by Sir Ralph Moor, K.C.M.G., H.M. Commissioner and Consul-General, Niger Coast Protectorate.\n\nChristopher Date, through help of colleagues in the Department of Medieval and Later Antiquities, has also kindly supplied to me a number of photocopies of letters, to and from Sir Ralph Moor, on various matters, found in the departmental archives. To Mr Date and his colleagues again I extend my thanks. One of these letters is a copy sent to Sir Ralph by Charles H. Read on the cannon. I quote the part referring to the cannons, roughly the first half of the letter. It is dated 13 June 1899.\n\nThe two bronze and two iron cannon that you have been good to send have duly arrived, and Major Gallwey has called here about them, though I unfortunately missed him. I do not know whether you saw all the guns before they came: but they really form two pairs, those of bronze being quite the same in size and general character while the iron ones have differences which are of interest as ordnance, but less from my point of view. I consulted my friend Lord Dillon, who is one of our Trustees, and also Keeper of the Tower Armoury, and he thought that the bronze guns and one of the iron ones were made in Benin, while one iron gun was made in Europe and ...ted. The next day, on 26 June, President Harry S. Truman ordered American air and naval forces to go to the assistance of South Korea, and Clement Attlee in the House of Commons expressed support for Mr. Truman's actions.\n\nOn 27 June, the United Nations Security Council passed a resolution recommending that all members of the UN furnish such assistance to the Republic of Korea as may be necessary to meet the armed attack.' The Korean War had begun.\n\nThe unexpected outbreak of the Korean War took all newspapers by surprise but The Times had Ian Ernest McLeavy Morrison, a member of its staff, in the Far East at that time. By August of that year he would be dead.\n\nBorn in Beijing on 31 May 1913, he was the son of the famous Australian journalist, Dr. George Ernest Morrison (4 February 1862-29 May 1920) and a New Zealander Jennie Wark Robin (1889 – 20 June 1923), Dr. Morrison's former secretary who he had married in 1912.         "content_text": "In Calcutta's eyes, the main duties of the governor of the Straits Settlements were to 'balance his budget and to insulate the settlements from complications in the hinterland.' This policy, as Turnbull puts it, was doomed to fail;15 instead it provided the background causes for the agitation of the European merchant community for the transfer of the Straits Settlements from the India Office to the Colonial Office in London.\n\nFor example, as the settlements prospered, the European merchants demanded more expensive and sophisticated administration, an efficient judicial system, defence, and security for their property and trade.1 However, due to Raffles' free trade policy, which was extended to all three settlements, and the failure of land and agriculture, there was insufficient revenue to fund these demands.\n\nThe activities of ambitious pioneers, mainly Chinese migrant workers, who were 'lured by the wealth of the interior [of the Malay states],' made it impossible for the Straits government to cut the settlements off from the affairs of the Malay states. Calcutta maintained its policy of non-intervention to the end, but in practice, every would-be final settlement the government of India authorized merely provided the basis for further involvement.18\n\nThe petition of 1857, wherein the grievances of the Straits merchants were cited\n\nIn 1857, the Straits merchants sent a petition to the House of Commons,19 explaining their grievances with regard to the administration of the Straits Settlements under the EIC, and requesting a transfer of control (by means of an Act of Parliament) from the EIC to the Colonial Office. However, some of the issues raised to the House of Commons appear to be questionable (that is, not all the issues were as serious as they were made out to be). This calls for an examination of the validity of these hazy 'problems,'20 in order to assess the necessity of the transfer.\n\nIn the process, I will also highlight the way in which constitutional and legal changes were introduced in the Straits Settlements. These ex-convicts married local wives, and some even rose in prominence.82 The European merchants complained mainly about the high cost of keeping the convicts (for example, as early as 1841, they grumbled about the costly body of troops to be maintained in the Straits Settlements mainly because they were penal stations).83\n\nThere were some disturbing facts about the Indian convicts pertaining to the growth of Indian-type secret societies,85 and to the spread of criminal activities among present and ex-convicts. There are no statistics to prove how far these groups were involved in crime, but there were nevertheless a few notorious incidents.87\n\nOn the whole, the convict \"problem\" was not really a problem. The Indian government did make some attempts to improve the situation. However, this only took place after the petition of 1857 to the House of Commons. Thus, even though most defects of the system were remedied by the time of the transfer to the Colonial Office, little credit can be given to the Indian government in this issue. Taking into account the context in which the convict problem was cited in the 1857 petition,88 it is not difficult to sympathise with the European merchants,8991 and hence, this \"problem\" in my opinion, was a bona fide one.\n\n## Conclusion\n\nThe transfer was governed by a series of factors. The overall argument has been broached with a revisionist's method of assessment. However, the conclusion is nonetheless an orthodox one in that having clarified the \"problems,\" most would appear to have been bona fide and convincing enough to necessitate a liberation from the Indian government's rule. In this respect, the transfer was a necessary, and hence, a justified move. The act that was eventually passed by Parliament, to change the government of the Straits Settlements from the India Office to the Colonial Office, was the result of a complex variety of causes, which also explains how legal changes were brought about, not in isolation, but in the context of and in accordance with the Straits society's requirements. The regulations of the Straits Settlements were made subject to London's control, and this is a confirmation of the primacy of the English legal system in which was entrenched the rule of law in the Straits Settlements.",

        "content_text": "18\n\nHowever, there were also cases where the British did intervene in the Malay states during the period 1824-73. It is evident that, to a certain extent, the British were inconsistent with their policy of non-intervention, but compared to the period after 1874, when the policy was reversed, these interventions were limited and they only occurred where unavoidable (Ibid. p 179). In this respect, I would argue that the merchants had valid grounds for their petition of complaint to the House of Commons.\n\nThe EIC's non-intervention policy reflected realism and flexibility. They took the stance of non-intervention wherever their commercial interests and political prestige were not threatened, but their policy changed according to the dictates of time, thus in reality, causing them to play dual roles of non-activity and intervention in accordance with the change of times. Whilst the period 1824-73 was not marked by any 'spectacular action or further territorial advances', it can neither be described as being inactive, because as Tan observes, '[c]ases of intervention were...more in evidence than cases of non-intervention' (Tan D E, supra, p 120), and I will highlight some of the more important and interesting ones. From its footholds in the Straits Settlements, the EIC gradually extended its influence over the independent Malay States chiefly through trade and treaties. (Thio E, British Policy in The Malay Peninsular 1880-1910 Vol 1 - Introduction pg xvi-xvii)\n\nThe following examples could be used as evidence to challenge the truth of the merchants' statement of complaint, although in the final analysis, their complaint was a bona fide one.\n\nCases of Intervention\n\nAfter 1826 the Malay states tended to look to the EIC as the arbiter of local politics to whom they reported the ascension of new rulers, and appealed for help in settling internal disputes and quarrels with their neighbours. (Thio, Ibid. p xvi-xvii) For example, the proximity of thriving Singapore to Johore led the British to intervene in the affairs of Johore. When Sultan Hussein died in 1835, Governor Murchison refused to acknowledge Hussein's son, Ali, as the Sultan. It was only in 1852 that Acting-Governor Blundell persuaded the Supreme Government to recognise Ali as the rightful Sultan. Later, compromise was reached when Ali accepted an empty title of Sultan and Temenggong Ibrahim retained control over Johore in 1855. However, these cases of intervention were brought about by individuals such as Governor Cavenagh who deviated from the Government's non-intervention policy. In cases like the Naning War for instance, the Supreme Government did express their unwillingness to extend territory. (Mills, supra, Chap 7 p 127) Thus the Calcutta Government did play an inactive role in these cases which they disapproved of, and from these examples, it could be argued that the merchants had reasonable grounds for their complaint to the House of Commons. Further examples would include the British intervention in Pahang where a civil war had broken out between Wan Ahmad and Wan Mutahir. The Siamese intervened and later it was followed by Trengganu's involvement. This greatly disrupted the trade of British merchants there. Thus, this led to the bombardment of Trengganu by the British in 1862. The motives were partly to protect British trade, but the main reason was to check Siamese aggression. Even then the British bombardment was a violation of the Burney Treaty and the governor's action was highly condemned. (Mills, supra, pp 167 - 173)\n\n55 Thio, supra, p xvi - xvii\n\n56 for example, the disturbance of the Larut wars which continued into the 1870s and was further complicated with the succession disputes there.
