        "content_text": "CHINESE UNOFFICIAL MEMBERS OF COUNCILS\n\n19\n\nan outstanding job in these difficult times in enlightening the Chinese masses and in explaining to them the purpose of the Government measures. For these invaluable services he was later presented with a gold medal and a letter of thanks from the general public of Hong Kong.\n\nWei Yuk was also a far-sighted person, for it was he who first seriously pursued the idea of constructing a railway from Kowloon to Canton and thence to Peking. He spent large sums in furtherance of the scheme which failed, however, owing to the obstacles placed in its way by officials in China.21\n\nWei Yuk served on many Government and public committees. While not being noted for long speeches, he was always clear and precise in expressing his views and advice. He retired from public service in 1917 at the age of 68. For his invaluable services to the Colony, he was awarded the C.M.G. in 1908 and knighted in 1919. He died in 1922.\n\nWhen Sir Kai Ho Kai retired in February 1914, his place in the Legislative Council was filled by Lau Chu-pak, who was born in Hong Kong in 1866. He was a brilliant scholar at the Central School and in 1885 was the first boy to be awarded the Stewart Scholarship.22 After leaving the Central School, he was for a time chief clerk at the Hong Kong Observatory. Later he became a tea merchant and amassed a fortune. He was a generous benefactor of education and helped financially many poor children to complete their schooling. With Ho Fook, he was co-founder, in 1900, of the Chinese Merchants Bureau which was renamed in 1913 the Chinese Chamber of Commerce. Before he was appointed to the Legislative Council, he was for many years an active member of the District Watch Force Committee, the Sanitary Board, the Board of Education and the Council of the University of Hong Kong. He was Chairman of the Po Leung Kuk in 1903, a founder-director of the Kwong Wah Hospital in 1907 and Chairman of Tung Wah Hospital in 1909/1910. In January 1909 when a powerful committee was nominated, with the Governor Sir Frederick Lugard as Chairman, to raise funds to start the University of Hong Kong, Lau, Dr. Ho Kai and Wei Yuk were all members of the Committee.\n\nLau Chu-pak's concern in education was demonstrated in 1916 when he suggested, in a Legislative Council meeting, that the",

        "content_text": "HONG KONG CADETS, 1862 - 1941\n\n49\n\nThe staffing situation improved between 1897 and 1901 and 12 more cadets were recruited from England, the Straits Settlements and the Federated Malay States including Reginald Fleming Johnston, Cecil Clementi, A. G. M. Fletcher,50 and Geoffrey Norman Orme. The incorporation of the New Territories into the Colony meant that more recruits would be needed for district administration and as members of the Land Court set up to determine thorny problems of land ownership and tenancy.52 However, 17 cadets were recruited between 1901 and the end of 1914. There were losses of course: notably the gifted Stewart Lockhart who was transferred in 1902 to Wei-hai-wei as H.M.'s Commissioner, and the equally gifted R. F. Johnston who was also transferred to Wei-hai-wei as District Officer in 1904.\n\nA posting in the New Territories provided for some younger cadets an escape-hatch that removed them from office life in the Colonial Secretariat and other departments in the Central District. Service in the New Territories, a mainly agricultural area dotted with small village communities and small market towns, had more in common with colonial service in Africa and South-East Asia, and the cadet was left comparatively free to go his own way, lead an open-air life and exercise judicious authority. The job demanded initiative, stamina, and magisterial skills; and, if one is to believe Mr. Austin Coates,54 a cadet at a much later date, it was a deeply rewarding life which allowed a cadet to become involved in the lives of simple people, farmers and fishermen, small shopkeepers and craftsmen. Certainly, the report of the District Officers for the New Territories, such as those written by Stewart Carne Ross, have a little more colour than the stilted administrative reports presented annually by heads of departments.\n\nBy the 1920s cadets had become entrenched in most government departments and they filled all the senior posts in the Colonial Secretariat, the directing and co-ordinating agency of government. The exceptions were some departments, such as the Medical and Sanitary Services, Public Works, the Royal Observatory, and Marine Department, which necessitated at the top someone with specialist knowledge.         "content_text": "FATHER ERNESTO GHERZI, S.J., 1886 - 1973 AN APPRECIATION\n\nG. J. BELL*\n\nIn the Bulletin de Geophysique No. 34 from the College Jean-de-Brebeuf, Montreal there was enclosed a notice of the death of Father Ernesto Gherzi, S.J. at Saint-Jerome, Quebec. He died on 6 December 1973 at the age of 87 years and 4 months. Fr Gherzi was a very well known and popular figure on the China coast between the years 1910 and 1954. He made notable contributions to the science and practice of seismology and meteorology while at Zikawei Observatory, Shanghai from where he operated an efficient typhoon warning service. He was a colourful character who made a great impression on all those who met him and he is remembered with affection by very many mariners and aviators—both military and civil—who served in the Far East in the thirty years prior to 1954.\n\nEARLY YEARS\n\nFr Gherzi was born in San Remo, Italy on 8 August 1886. In October 1903 he joined the Society of Jesus, an order whose members had made great contributions to geophysics and meteorology at their Observatories at Zikawei and Manila. He was posted to Zikawei for the period 1910-13 after which he went to England to work with Appleton on ionospheric studies for the Admiralty, London. He was ordained in England in June 1916 and returned to China in October 1920 to start his long scientific career in the famous meteorological, seismological and magnetic observatory at Zikawei.\n\nThe Zikawei Observatory was supported by grants from the Chinese Customs, the Shanghai General Chamber of Commerce, the Shanghai municipality and the telegraph companies; in return it provided time signals, weather forecasts and magnetic data for shipping. Fr Gherzi produced annual summaries of typhoon tracks for 1926 and for the years 1928 to 1940; they were addressed to the\n\n* Mr. Bell has been Director of the Royal Observatory, Hong Kong, since 1965. BELL\n\nhis death also carried his last paper on this subject (and one on atmospheric electricity).\n\nWhen receiving weather reports by radio from ships near the central regions of typhoons he noticed (1925) that radio communication was relatively undisturbed by atmospherics—the crackles and bangs due to lightning discharges. This point was not really appreciated by others until the post-war years when it was found that tropical cyclones could not be reliably tracked with equipment designed to locate lightning flashes (sferics equipment). Some typhoons do contain thunderstorms—they can be almost continuous in the eye wall—but others have none. The reasons for this variable behaviour have not yet been adequately explained.\n\nDuring the war years Fr Gherzi noticed coincidences between certain characteristics of the ionosphere and the air mass prevailing around the sounding station. He considered that the events were not unrelated and went on to use the association as an aid to weather forecasting (1946, 1950). Unfortunately, the matter has proved more complicated than Fr Gherzi implies in his papers and the method has not been adopted for general use.\n\nINTERNATIONAL METEOROLOGICAL INTERESTS\n\nIn the Annual Report of the Director, Royal Observatory, Hong Kong for 1927, Mr Claxton wrote: 'Father Gherzi of the Zikawei Observatory, after patient experiments and with the utmost goodwill, has recently inaugurated a short-wave broadcast service by which we obtained at 9 hr 45 min the 6 hr observations from seven stations from the Yangsi and North China. The thanks of all concerned are due to Fr Gherzi for these valuable observations'. By personally receiving the Morse signals from ships and other countries Fr Gherzi helped to maintain good communication standards in the region; he would send terse, admonitory notes to wireless operators or meteorological services who did not follow good practices or keep to schedules. His Observatory was represented at the very first regional meeting of Directors of weather services which was held at Hong Kong in 1930 to decide on codes for signalling tropical cyclones and transmitting weather reports. Subsequently, in April 1934, Fr Gherzi and Mr Jeffries, Director of the Royal Observatory, Hong Kong travelled to Manila together to decide, with the Director of the Manila Observatory Fr M. ERNESTO GHERZI, S.J.\n\n89\n\nfirst meeting of the International Meteorological Organization's Regional Association II which was held at Hong Kong in January 1937.*\n\nIn May 1949 he attended the Conference on Storm Warning Procedures at Manila, which established relevant definitions, standards and procedures for the World Meteorological Organization. However, the revolution in China and its associated nationalism had overtaken Zikawei (1947) and he was refused permission to return to China. The then Director of the Royal Observatory Hong Kong, Mr Heywood, found a place for Fr Gherzi on the staff and he worked there until asked by the Portuguese authorities to help reorganise and equip the Macau Observatory.\n\nWhile in Hong Kong, he finished his two-volume work on the 'Meteorology of China'. Certain sections of the draft manuscript, particularly those on tropical cyclones, were hotly disputed by some staff members and led to much animated discussion. The volumes were eventually published in Macau in 1951 and whilst they suffer, in places, from being out of date and lacking in accuracy—Fr Gherzi's notes remained in China—the books were a good record of the climatology of the Far East and of the experiences of himself and others in typhoons.\n\nIt was during the years that Fr Gherzi spent in Hong Kong and Macau that I was fortunate enough to get to know him quite well. He was a competent organist and after work I would sometimes accompany him to the Rosary Church to listen to his playing—Bach was a favourite—or he would come to my quarters to hear records and take a considerable number of glasses of sherry—his preferred drink. He was game for most activities and his majestic figure often looked out of place in the rudimentary sports car or sailing junk that I used in those days. Over the years, Fr Gherzi developed a technique of using cocktail parties to good advantage; on joining them he would charge his glass with sherry and, whilst stroking his grandee's beard, look for the most senior naval person present. He would then disarmingly engage the poor fellow in typhoon talk and eventually succeed in getting him to donate a radar or other piece of electronic equipment of which the good Father was in need.\n\n*This paragraph records two 'firsts' for Hong Kong in the field of international meteorology. Hong Kong is a member of the World Meteorological Organization in its own right on account of these early developments.",

BELL \n\nInfluential contacts in London and Washington—usually naval officers whom he had first met as young men and who had subsequently attained high rank—would be called upon to ensure that the gifts were promptly regularised and confirmed. By these means he succeeded in getting radars, radios and associated equipment for all three Observatories—Zikawei, Hong Kong and Macau. It is remarkable that although cut off from the mainstream of meteorological research during World War II, yet he taught himself to understand and service new and complex radar sets. \n\nIn 1954, at the age of 68, Fr Gherzi moved to the United States of America, staying briefly in Saint-Louis and New Orleans before moving in 1955 to the Observatory of Geophysics in the College Jean-de-Brébeuf, Montreal. He occupied the post of Director of Research in the Observatory and maintained his interest in the measurement of solar radiation, ionospheric soundings and atmospheric electricity. Although no longer engaged in routine weather forecasting he still went out of his way to communicate with ships' officers and in his last letter to me, in 1969, he enclosed a photograph of himself on the bridge of the Leonardo da Vinci (See plate 51 to this Journal). \n\nFr Gherzi contributed an article to Weather on the 'Derivation of the word \"Typhoon\"' (1953) and he would be delighted to notice that 13 years after his long letter to the Editor on 'Unrealistic Weather Maps over Continents' (1954) the same point should again be made in a paper in Weather (Walker 1967). Fr Gherzi received international recognition for his work in so far as he was honoured by membership of the Pontifical Academy of Science and the Academies of Science in both Lisbon and New York and, of course, he was made welcome in observatories in the Far East and North America. However, nothing gave him more pleasure than to be in contact with, and of help to, mariners and aviators whom he served so well and so long.",

        "content_text": "NOTES AND QUERIES\n\n325\n\nWhile we were anchored in the harbor at Hong Kong a red cone was displayed one morning from the observatory, which indicated that there was a typhoon three hundred miles distant. As soon as it was seen, junks, sampans, lighters, and every other kind of craft began to make for the harbors of refuge, of which there are three in this harbor. There was one near where we were anchored, so we had a good chance to see the sights. In three hours the harbor was full of vessels under sail, all heading past us for the little bay. They kept passing us in this way for three or four hours when the wind ceased and then small tugs were employed. They would make four junks fast on each side, six to eight wide, then others attached behind until they had from fifty to sixty in tow like a great floating island. They kept this up until after dark, and at 10 o'clock that night they were still passing. The next morning the harbor was clear of all small craft, only large steamers remaining at their anchorages. As soon as the signal was hoisted the lighters alongside of our ship quit work at once and scurried away. I think there were about twelve there, and in a couple of hours there was not a thing near us. All this time there was only a light breeze. The approach of a typhoon seems to terrify them, and they have good cause, as during one storm over one thousand boats were wrecked and six thousand people lost their lives. All the families live on board, and, with women and children, they average from six to fifty people to a boat.\n\nAlthough the signals were still up the next day no typhoon came, but every one was watching for it. I went ashore to the Typhoon Bay, as it was called, to see how so many boats would look. I found it landlocked on three sides and perfectly sheltered, something over eighty acres in extent. The boats had been put in the bay in perfect order, all in rows and as tight as they could be packed, the end rows made fast to the shore and the others all tied to them. The whole bay was packed so full there was not room for another. It would be impossible to tell how many boats there were but I estimated that there were over two thousand, which, averaging ten people to a boat, would make twenty thousand souls. This seems incredible, but I am sure I am under the mark. Peddlers were busy on shore and on the boats and were doing a lively business, and so they might, when one thinks of a town of twenty thousand people and no store in it. THROWER, Department of Biology, The Chinese University of Hong Kong.\n\nTai Mo Shan (A), the highest mountain in Hong Kong, is only 958 metres high, yet it dominates the New Territories to a remarkable degree. This is partly because its total height is attained from sea level in a horizontal distance of only about 4.5 km, so that its full effect is obvious. The mountain itself and the hills around it, which might be called the Tai Mo Shan complex, amply reward either a short visit or exploration of longer duration. These notes are an expansion of a brief field guide that was prepared for the Society's visit in April 1976, and may serve as both an introduction to the area and as a statement of its condition in 1976-77.\n\nA sketch map of the Tai Mo Shan complex is given as Figure 1. In April 1976 the route was from Tsuen Wan to the junction of Route Twisk* and Tai Mo Shan Road (Stop A), and then to the upper car park (Stop B).\n\nClimate and Weather:\n\nMeasurements are available for a site near the present Youth Hostels Association premises, close to Stop B. The rainfall is much higher. The temperatures (both maximum and minimum) are lower than at Shek Kong, but the diurnal and annual range is narrower; occasionally temperatures below freezing point are recorded at Tai Mo Shan. The diurnal range of relative humidity is also narrower. However, the windspeed is higher at Tai Mo Shan and winds are more sustained on the day of measurement there was a comparatively light wind.\n\nGeology and Soils:\n\nAccording to the older accounts, the mountain is composed of a rock named Tai Mo Shan porphyry (Davis, 1952). A porphyry is an igneous rock which has solidified from the molten mass at moderate depth and rate so that the crystals composing it are of medium size (about 1.5 mm diameter). However, the most recent treatment of the geology of Hong Kong (Allen and Stephens, 1971) states that the mountain is made up entirely of volcanic rocks, i.e.",

This method for rotating lights by floating the apparatus on a bath of mercury, which eliminated friction and permitted revolutions as frequent as every 15 seconds, was invented in 1890. The technique led to a system of identifying lighthouses by the pattern of intervals of light and darkness. Waglan Light was one of only two such modern pieces of equipment introduced and installed in Asian waters at that time. The other one was installed on the Lao-t'ich-shan Light at Dairen. The British, after taking Waglan over, installed a diaphone fog signal. During its eight-year history as a Chinese light, no fewer than 222 fog-signal guns were fired during the month of April 1894. The fury of the sea at this spot during typhoons is notorious. In 1896, waves flooded the fresh water tanks and completely carried away the derrick used for landing stores, while the spray reached the lantern, 225 feet above high water, pitting the panes with sand and gravel.\n\n24\n\nThe cast iron tower is 52 feet high in the shape of a cone. It is painted white with a red upper portion. During the Second World War Waglan Lighthouse was extensively damaged by bombing. Repairs took place after 1945. It has been unmanned since August 1989. Waglan Lighthouse acts not only as a navigation aid but also as an outpost where weather information on the eastern corner of the territory is collected and fed to the Hong Kong Observatory,\n\nTang Lung Chau Lighthouse\n\nSituated on Tang Lung Chau, a small island to the west of Hong Kong Island, Tang Lung Chau Lighthouse is also commonly known as Kap Sing Lighthouse. It was put into service on 29th April 1912. It has a skeletal steel tower, 11.8 metres high, with a white lantern on top. The steel tower and light apparatus were obtained from England. Skeleton structures are normally used for supporting lights on soft or insecure bottoms - such as on sandbanks, coral reefs and shoals. The brick building which was the light keeper's house has a bedroom, a kitchen, a latrine and a storeroom. Rainwater was collected from the roof and diverted into an underground tank as there was no spring or fresh water supply on the island. The lighthouse is now unmanned and automated. Together with Waglan, this lighthouse was declared a historical structure on 29th December 2000.",

With extremely bad weather it could mean, with supplies running low, men having to stay on the island for an extra couple of days or so before they could be relieved.30\n\nBut lighthouses are constructed in exposed positions because of their role and for much of the time out there in the South China Sea life can be anything but enviable. One can even be swept away by hurricane force winds and huge waves in mountainous seas (Jones; 1985, 387). One only has to live in Hong Kong for a relatively short period to realize what the weather can be like (Dyson; 1983). For example, the typhoon which struck the colony on 2nd September 1937 was said to have been the worst natural disaster in Hong Kong's recorded history. Estimates of the final toll range up to 11,000 dead.\n\nBy comparison the Battle of Hong Kong, which lasted from 8th to 25th December 1941, saw some 2,250 Allied servicemen killed, an estimated 4,500 Japanese deaths, plus unknown but significant civilian casualties (Dyson; 1983, 62). Since World War Two, death tolls from typhoons have been lower because of today's more efficient weather forecasting and warning systems.\n\nThe maximum recorded gust in Hong Kong was 259 kilometres an hour at the Royal Observatory during the passage of Typhoon Wanda, on 1st September 1962 (Hong Kong Observatory; 1999). On that occasion Waglan recorded a gust of 216 kilometres an hour. The maximum gust ever recorded at Waglan was 230 kilometres per hour. This was during the passage of Typhoon Ruby on 5th September 1964.\n\nTry to imagine being cooped up in the cylindrical prism of Waglan Lighthouse, with windows that do not open and no air-conditioning, after the Number Ten Typhoon Signal had been hoisted.31 This signal indicates a probable direct hit. It was not until the 1970s that the lighthouse watch tower was air-conditioned.\n\nIt is recorded that, in 1893, a severe typhoon passed over Gap Rock (which can be seen by telescope from Waglan).32 This caused extensive damage to the lighthouse which extinguished the light for several days (Hong Kong; 1962, 14).         "content_text": "294\n\nwere smashed by the mass of water being blown against them.\n\nThe Royal Observatory reported:\n\nGap Rock is lying very near the track of the worst typhoons that have been felt in the Colony, in an exposed position, and the conformation of the sea bottom, as well as the shape of the rocks causes the sea to be much worse than in other places (Bruce; 1990, 3).\n\nIt was reported in 1984, that the Royal Observatory and the Guangdong Meteorological Bureau had signed an agreement to set up a joint venture automatic weather station on Huang Mao Zhou, about two kilometres from Gap Rock so, presumably, the weather is as interesting today as it was in the 1890s (Bruce; 1990; 3).\n\nIt is obvious that lighthouses have to withstand immense force during bad typhoons. Consequently, they are designed circular on plan so as to offer the least resistance to both wind and sea. Lighthouses are expensive to construct. Nevertheless, like the cast-iron tower at Waglan, they can be reasonably pleasing in appearance.\n\nBefore December 1952, and from 1964 onwards, weather observations on Waglan were taken by Marine Department lighthouse keepers and transmitted by radio (Hong Kong Observatory; 1999). 33 The Observatory staff started taking weather observations on Waglan in 1952 and withdrew from the Island to the meteorological station at Cape Collinson Lighthouse in 1964.\n\nAs Waglan was no longer manned after 1989, the observatory constructed an automated weather station on the Island. The old weather recording station and a small store where equipment was housed were still there when the author visited in 1999, although the latter is no longer used. But the typhoon mast, where signals used to be hoisted, has been taken down.\n\nWater supply\n\nWaglan has no wells or springs. Keepers depended on rainfall for their water supply.
