        "content_text": "HON. TREASURER'S REPORT FOR 1969\n\nThis year's accounts now before you have been kindly audited by Messrs. Wong, Tan & Co.\n\nThe Income and Expenditure Account shows a surplus of $5,691 compared with $6,970 in the previous year. However, this seemingly satisfactory position should be treated with reserve. Firstly, as in previous years, the annual membership fees ($10,559) do not cover the total expenditure on Journal expenses, purchase of library books, and sundry expenses, the shortfall being covered by bank interest, income from investments, and the sale of publications. Secondly, there is a drop in the annual membership fees for the first time for many years. Thirdly, the surplus would have been considerably less if the Society had to meet the expenses of re-printing Volume I of the Journal as forecasted last year. The drop in the Sale of Publications from $6,118 to $3,728 was forecasted in my report last year since the 1968 figure reflected the sales of two Journals (1967 and 1968).\n\nAt the beginning of the year, the Society re-invested the proceeds of sale of the 125 shares in the Hong Kong and Shanghai Banking Corporation (London Register) in 400 Hong Kong Electric and 400 Lane Crawford; these continue to show a gratifying increase in market value, with the former recently issuing a one for one and the latter a rights issue of 50 shares in April 1969.\n\nUnless there is an increase in numbers, thereby producing more annual membership fees, the Society is very unlikely to continue to show a surplus in the current year. Besides the cost of re-printing Volume I ($4,000), now expected by the end of June, the Society will need to meet expenditure on printing this year's Journal and off-prints ($9,000), and the proceedings of the week-end symposium \"The Changing Face of Hong Kong\" ($3,800); in addition, the Society has recently sponsored a lecture and performance of Peking Opera costing $2,400. It is anticipated, therefore, the Society will show a deficit for the current year, and members are urged to encourage their friends to become members in order to increase annual fees and help to offset the deficit.\n\n13 May 1970.\n\nD.         "content_text": "THE COLONY OF HONG KONG\n\n177\n\nIt ought always to be considerably lower than that, seeing the majority of our population consists of people in the prime of life, and we have hardly any of the deaths of the very old, and not so many of the deaths of children, which are the principal elements in the mortality at home. My belief, however, is that for young people coming out here, who will live regularly, and somewhat abstemiously rather than the contrary, the chances of their living out, and being uninjured by, the years of their sojourn, are quite as good as they would be in London.\n\nReturning from this digression on the health of the Colony, I may observe that before the end of 1843, I moved from the Morrison Hill to a house in D'Aguilar Street, that now forming the offices of Lapraik & Co. It was then a very different house from the present, and hardly half the size, but I had to pay $130 a month for it. Those were good days for parties who had houses to let. In the following year I moved to a house in Hollywood Road, which I had built, and which was subsequently for many years the Printing office of the London Missionary Society.\n\nFrom these two houses I used to walk to the Post Office which I have mentioned, when there was any arrival in the harbour by which I might expect letters. If there were any letters for me I got them; and then the postmaster would say, \"Here are letters also for so and so, and so and so, and so and so, in your neighbourhood. Please oblige me by taking them with you, and sending your coolie on with them.\" We used to get our home-letters then from Bombay by fast sailing clippers.\n\nIt was an era when the \"Lady Mary Wood\" came in with the Mail on the 13th August, 1845. She was the first of the P. & O.'s Mail steamers, and her passengers had been, I think, 55 days on the way from London to Hong Kong. And now have we not the same noble Company's steamers coming in twice a month in much shorter time, and the French steamers, and those of the Pacific Mail Company? Above all, have we not the Electric Telegraph, flashing news almost instantaneously from this to home, from home to this, Ariel-like putting its girdle round the earth? Verily the difference is great between that time and this.\n\nIn the early days there was next to no police guardianship; and the consequences were frequent disorders on the streets during the day, and many burglaries on a great scale during the night.",

The northernmost island is a dumb-bell with quite a good harbour, and a fishing village of huts very different from ordinary Chinese dwellings. This island was another settlement of early man. The southern larger isle has two or three villages on its dumb-bell isthmus. There is a shrimp paste factory here which exports to Europe and America. The names Tai and Sai A Chau mean \"Big and Little Forked Island\". A small island to the west of the group is also a dumb-bell; the isthmus here is covered at high tide.\n\nPatung or Shek Kwu Chau (“Stone Drum Island\") is rocky and barren, but with one small valley where cultivation is possible. It was once proposed to lease the island as a rabbit farm, but the proposers never went on with it.20\n\nits English name\n\nTo the south-east of Lantau are a number of more important islands. Of these the most prosperous is Cheung Chau (“Long Island\"). Cheung Chau is the best example of a dumb-bell island in these waters. The northern end contains a small hamlet and cultivation, the southern end contains the \"Peak\", or European reservation. It started there through missionaries building holiday bungalows on the hills: they began doing so in 1906, attracted by the beaches, the easy marketing and the village ferry to Hong Kong. This was run in the interest of the fish trade, but was taken over some 10 years ago by the Western Ferries Co., a Hong Kong concern,\n\nBetween the fish trade and the market gardens, Cheung Chau breeds more flies per square yard than any other place in the Colony. It has a street cleaning squad, but of course this cannot touch the masses of filth on private property. There is a fire engine, a Government school, a hospital, and a big temple to Pak Tai, god of the Pole Star, the finances of which were inextricably mixed with those of the market, the ferry, and the electric light station. There are plays annually performed in May for the pleasure of Pak Tai, and incidentally for his worshippers, in a huge decorated matshed put up in front of the temple.         "content_text": "73\n\nassistant, Mr. S.T. Dunn, who was in turn succeeded by his assistant, Mr. W.T. Tutcher in 1910. Both Dunn and Tutcher carried out extensive botanical work and were co-authors of \"The Flora of Kwangtung and Hong Kong\". Tutcher wrote \"Gardening for Hong Kong\" which served as a useful manual for horticulturists unfamiliar with the peculiar seasonal conditions of Hong Kong. They also organized repair and maintenance work to the buildings of the Botanic Gardens and Tutcher introduced electric lighting into the Gardens in 1913 for evening functions.\n\nMr. H. Green succeeded Mr. Tutcher in 1919. He arranged the layout of some of the flower-beds and relaid the old paths and channels with cement granite. A granite memorial in the shape of a 'Pai Lau' was erected in 1928 at the top of the main entrance steps on the old Garden in memory of the Chinese in the service of the British Government who died during the Great War 1914-1918. Then in 1931 the lower portion of the Gardens was taken over by the Public Works Department for the construction of a service reservoir. Work was completed in 1933 and the area was recovered with black soil, turfed and reopened to the public.\n\nMr. Green retired in 1937 and the vacant post was taken up by Mr. F. Flippance after a series of quick changes of appointments. By this time the activities of the Department had expanded so much that forestry in fact accounted for 65 to 70% of its work, the rest being botanical, gardening, and agricultural. In fact, afforestation work on the hills was carried out by the Gardens Department as early as 1876 but it was not until 1880 that planting on any large scale was undertaken and the Department had since been renamed the Botanic and Afforestation Department. The Botanic Gardens remained in good condition until the Second World War broke out.\n\nDuring the Second World War the Japanese occupation of Hong Kong resulted in extensive structural damage to the Botanic Gardens the site of which was badly cut up to provide earthworks for gun emplacements and defensive trenches. Much of the shrubbery was destroyed as were a number of the larger trees; additionally the surrounding railings and gates were removed to provide ease of access to military personnel and equipment. CO852/16/13, The inventor approached the Colonial Office directly and officials referred the project to the governor of Trinidad. The governor appointed a committee which doubted if the project was feasible. The Colonial Office received a number of similar proposals in the 1930s. Often the entrepreneur was eager to set up a factory provided that he was granted a high protective tariff, an exclusive license, part of the capital costs, subsidised freight rates and other financial privileges. In effect the businessman was asking the colonial government to bear all the risks while he would enjoy the profits if the project was successful. See for example CO852/16/9, a proposal to set up a factory in Nyasaland to process sisal into binder twine. Luckily he was able to find pre-war newsprint in a disused godown and a working electric generator, which he transported to Wyndham Street. He had been appointed by the Royal Navy Commander in Chief of the liberation fleet as Press Liaison Officer and Controller of Government Printing, pending the return to civil administration.\n\nAs a result, Hong Kong's first post-war newspaper came out on 30th August 1945. It was a single column sheet, nine inches by five, and in bold type under a big heading read: 'Fleet Entering.' Twenty thousand copies were run off and it was circulated free of charge. The same evening it was changing hands for one dollar. The following morning it was worth five dollars.\n\nFrederick Franklin died in 1955 and was buried in the Colonial (now Hong Kong) Cemetery in Happy Valley. His son, Douglas, returned to England after war service with the Royal Australian Navy. He qualified at Cirencester, in England, and joined the Colonial Agricultural Service and was posted to Nigeria. After that country was granted independence in 1960 Douglas returned with his family to Australia. With his experience of tropical agriculture he joined the Agricultural Department in Papua New Guinea. His story and that of his family is fairly typical of many Britons and their relatives who enjoyed a peripatetic existence in the days of Empire.\n\nItems donated by Douglas Franklin to our Branch comprise the following:\n\n1. Presentation specimen (1 5/8 inches high by 2 inches diameter) of the first telephone cable connecting Canton (now Guangzhou) and Hong Kong, dated 1 September 1931. This was presented to Mr Franklin senior. His son today confirms that, in those days, there was splendid co-operation between the two cities.\n\n2. This consists of an ivory canister, about 3 inches high, which contains 30 \"fortune sticks\" inscribed on both sides. They are similar to the larger bamboo version frequently found on altars in Chinese temples in Hong Kong. After shaking the canister, if done correctly, one fortune stick \"worms\" its way up and drops out. One then reads the",
