S. Addis, Willard Straight, G. E. Morrison, (The Times correspondent), and Sir John Jordan, as well as letters from various scholars of Chinese history and culture such as H. B. Morse, Henri Cordier, Percival Yetts, Edmund Backhouse and Arthur Waley. This group also contains letters from a variety of literary and political figures, important in their own time, but not specifically connected with China.\n\n7. Nine volumes of pamphlets on China, formerly belonging to Dr. George Jamieson, mainly dating from the period 1836-1898.         "content_text": "THE TAIPINGS AT NINGPO\n\n23\n\nas a creed, or ethics, that the world ever witnessed.\" Warming to his task, Harvey declared: \"The first impression of a sensible and reasoning Englishman, on coming into contact with Taepingdom is one of horror, then of amazement, with contempt and disgust following each other in succession. Taepingdom is a huge mass of 'nothingness'... It is a gigantic bubble, that collapses on being touched, but leaves a mark of blood on the finger.” In such light, Harvey's advice was simple: \"Your Excellency may rest assured that we shall only arrive at a correct appreciation of this movement, and do it thorough justice, when it is treated by us as land piracy on an extensive scale — piracy odious in the eyes of all men — and, as such, to be swept off the face of the earth by every means within the power of the Christian and civilized nations trading with this vast Empire.\"\n\nIn his dispatch to London of April 10, 1862, British Minister Frederick Bruce enclosed Harvey's \"very able report” and added: \"No commerce can co-exist with their presence, and no specific relations are possible with a horde of pirates and brigands, who are allowed to commit every excess, while professing a nominal allegiance to an ignorant and ferocious fanatic.\" In another dispatch eight days later Bruce emphasized this theme saying that the presence of the Taipings in any district is \"accompanied by the utter destruction of the materials of trade.\"19 Thus all evidence to the contrary from Ningpo and elsewhere of Taiping efforts to encourage trade were totally ignored, to be drowned out as a matter of fact, by such sustained propaganda, so that the impression has remained ever since that the Taipings were somehow anathema to commerce.\n\nThus the stage was carefully being set for the climax. The British, with the French, awaited the opportune moment, or more precisely, an opportune pretext. This came on April 22, 1862. The occasion was the triumphant return to Ningpo of General Fan who had been away at Nanking. During a cannon salute, unfortunately aimed in the direction of the foreign settlement, some shots reportedly killed one or two Chinese within the settlement, although the report itself seems questionable. On the same day, some Taiping soldiers fired musket shots toward the H.M.S. Ringdove. The ship's Captain immediately protested, and the very responsive Taiping General Huang replied apologetically, on the very same day, promising punishment for the offenders.",

This enterprise also failed, so the disillusioned Marquis, who had lost a large part of his private fortune, returned home to France in 1886. \n\nMorès' father, the Duke of Vallombrosa, advised his despondent son to take a long vacation and suggested a journey to India, a land the Duke had visited in his younger days. In November, 1887, therefore, Morès and his wife embarked at Marseilles for the journey out to Bombay. \n\nFrom Bombay Morès and his wife went by train to Calcutta, where they stayed with the Viceroy, Lord Dufferin, and where they met Prince Henry of Orléans. The Marquis and the Prince and a few friends at once organised an expedition into the interior to shoot game. Another expedition, to Nepal, was organised soon after they returned from their first chase, this time with Medora as participant. After five weeks the party returned with the skins of many wild beasts, including that of a tiger which the redoubtable Marquise had herself shot. In the spring of 1888, Morès and his wife returned to Europe. \n\nThe ship that took Morès and his wife back to France was also carrying a number of his old comrades, former Saint-Cyriens, returning from the campaign in Tonkin. Morès had long conversations with these French colonial army officers and learned much about conditions in Indo-China. On the voyage back he thus became deeply interested in the commercial prospects of this new French colonial possession. But to open up and develop the territory necessitated the construction of a railway system: Morès decided to pioneer such an enterprise. As soon as he reached Paris he hurried to see the Minister for Foreign Affairs and presented a plan for building without government aid a railway line from Hanoi to the Chinese border. He was given official permission to prospect the region of Tonkin. On 21 October 1888, as noted, Morès left Marseilles together with William Van Driesche and an engineer, M. Thorel.         "content_text": "NOTES AND QUERIES \n\n313 \n\nCheung could say nothing against the decision, but as far as the demarcation line was concerned, it is said that he had secretly petitioned the Imperial Government to be very careful in dealing with its (English) counterpart in fixing the Sino-British boundary. It is also believed that the boundary was finalised upon his personal recommendation.* As a matter of fact, the boundary ranged from the eastern part of the Kowloon Walled City (now the eastern side of Kai Tak Airport) to the western waterfront of Shamshuipo. From the physical point of view, the terrain to the south of the boundary is all flat and to the north all mountainous, so in terms of national defence it is absolutely a strategic advantage to hold the mountainous area. The demarcation then follows the present Boundary Street. It was completely beyond the General's anticipation that in later days the whole region of Kowloon was leased to Britain at the 24th year of Kuang Hsü (***) (1898) and the boundary extended from the Boundary Street to Shum Chun (M). [Actually to the Sham Chun river, south of the town]. \n\nGen Cheung once acted as the Commander-in-chief of naval forces in Kwangtung Province, and it was under his care that the Bocco Tigris forts (1) were repaired. Among the relics in connection with General Cheung's administration which still remain nowadays, there is a plaque inside the Hau Wong Temple (1£ §) at Kowloon City. On the plaque there is an inscription of four large Chinese characters which literally mean \"a good administration under your Highness' Protection”.† As quoted from the accompanying inscription, the general said, “As time elapses it has already been 13 years since I was appointed as the Commander at Kowloon in the 4th year of Hsien Feng reign () (1853).\" He also said: \"It is all due to your Highness' grace and instructions that security and peace prevail in the whole domain for which I feel greatly obliged. Now I have already reached the age of 70 so the time is ripe for me to retire from a long term of service.\" Judging from the two quotations above, we realize how humble and modest he was because he attributed all his achievements and merits to His Highness the Marquis Yeung.         "content_text": "166 \n\nA. D. BLUE \n\nIn 1868 T. T. Cooper, a British merchant in Burma, came to Shanghai and attempted to improve on Blakiston's feat. His venture was partly financed by the Shanghai Chamber of Commerce. Cooper went up the Yangtze to Chungking, and then overland to Chengtu, the capital of Szechwan. Here he received permission from the Governor General to travel on through Szechwan and Tibet to India; but he met such determined opposition and hostility from the lamas on the Tibetan border, where he was imprisoned for five weeks, that he was forced to turn back. \n\nIn the following year, Sir Rutherford Alcock, British Minister at Peking, sent Robert Swinhoe of the China Consular Service to investigate trade prospects on the Upper Yangtze. Vice-Admiral Keppel, R.N. was making a survey of the river, and Swinhoe's party, which included Alexander Michie and Robert Francis of the Shanghai Chamber of Commerce and two naval surveyors, travelled to Ichang on H.M.S. Opussum. This was the first time a steamship had reached Ichang, and the Chinese pilot refused to go any further. A junk was hired for the passage through the Gorges to Chungking, and soundings and surveys taken en route. The surveyors, however, gave an unfavourable report on the feasibility of steam navigation on the Upper Yangtze. They particularly commented on the force of the current, lack of suitable anchorages, intricacy of navigation because of the changeable channel, and so on. They also thought descent would be even more difficult than ascent. The chief engineer of Opossum described a sample of coal obtained half way between Ichang and Chungking as resembling good anthracite in appearance, but requiring large furnaces and a long time for combustion. \n\nThis was the most thorough navigational survey of the Upper Yangtze, and many of the factors militating against steam navigation between Ichang and Chungking were investigated and made known. The bed of the river falls 470 feet in the 360 miles between the two places, and this fall of one and a third feet per mile is the cause of the strong currents and rapids in this section of the river. The most difficult stretch is the first half of the Upper River between Ichang and Wanhsien, where the most difficult rapids and gorges are encountered. The Ichang Gorge begins five miles above Ichang, and then come the Ox Liver and Horse's Lung Gorges, and the Hsintan Rapid immediately after the latter. The most spectacular",

        "content_text": "288\n\nNOTES AND QUERIES\n\nThe reply from the Secretary of State, Lord Salisbury, was, “I approve your proceedings\" (F.O.228, v.605, p.237, dated Dec. 9, 1878).\n\nThe letter from the Foreign Office to Mr. Herton which he referred to in his letter to Mr. Keswick has not been traced in F.O.228. Perhaps he would have been less pleased with Foreign Office action if he had been aware of the above exchange.\n\nNothing further appears to have happened until 24th July 1879, when Sir Thomas Wade, who as H.M. Minister in Peking had meanwhile taken over from Chargé d'Affaires Fraser, wrote to Mr. Scott enclosing a memorandum on the Herton claim (F.O.228, v.630, p.101-2), and instructing him to inform the Superintendent of Customs at Kiungchow that the firm's claim for $909.57 was supported, and that the attention of the Chinese authorities in Canton had been directed to the case. It is not entirely clear whether this was before or after Scott's letter of 3rd July, enclosing one from Herton of 2nd July to Sir Thomas Wade (F.O.228, v.630, p.134-6), had reached Peking, though the latter are filed later. Herton claimed that, because of his \"unfair treatment at the hands of the Authorities\" his business had been \"entirely crippled\", and he was \"now in most pressing need of the money,\"\n\nIn accordance with Sir Thomas Wade's instructions, Scott wrote on 22nd August 1879 to the Customs, claiming $909.57, and rehearsing the whole affair on the lines of Wade's memorandum (F.O.228, v.630, p.165-7). No reply of substance was received until November, when, on the instructions of the Governor General of the two Kwangs, the old argument was reiterated, that no instructions for issue of transit passes were drawn up until January 1879 and as Herton had made his journeys in 1877 the duties paid were legally charged (F.O.228, v.630, p.174-5). In reply, Scott referred Acting Taotai Liu to the Treaty of Tientsin, art. XXVIII (see note 3 below), and pointed out that transit passes had been obtainable at Shanghai and other open ports for many years. Its conclusions were considered not acceptable and its tone would have aggravated differences between China and Britain.\n\nIn December 1873, the Governor of Hongkong had appointed a three-man commission to investigate the alleged interference by China with the trade of Hongkong. Its members were Phineas Ryrie, a businessman and chairman of the Chamber of Commerce, H. G. Thomsett, the harbour master, and M. S. Tonnochy, his assistant. They submitted their report in April 1874.\n\nThe General Chamber of Commerce requested a copy, but it was told that as the Colonial and Foreign Offices were still considering the report, it could not be released to the public.\n\nThe merchants felt that the Government was deliberately withholding the findings of the commission. To draw attention to their views, which were similar to those expressed by the commission, the merchants encouraged a group of aggrieved Chinese to petition Her Majesty. They then followed this up with their own public meeting.\n\nThe commission had taken the position that the method China was using to enforce its revenue collection was seriously hurting Hongkong trade. The main premise of the report, that China had encroached on Hongkong's sovereignty, was rejected by the representatives of the British Government at Canton and Peking.\n\nAlthough the Foreign Office in London, Sir Thomas Wade, the British Minister in Peking, and Sir Brooke Robertson, Her Majesty's Consul at Canton, were not in complete agreement about the various points raised by the commission, they all agreed that the commission had greatly overstated the case.\n\nIt was conceded that the employment of a low type of foreigner by the Chinese was objectionable, that in the nature of the case there must have been some violation of Hongkong waters when a junk was being chased by cruisers, and that no doubt there had been instances of squeezing.\n\nIn commenting on the report of the commission, Sir Brooke",

        "content_text": "212\n\nSave for a small number of persons whose families had been associated with the China Trade, and others who derived their knowledge indirectly from their service in British India, very few individuals in the government in London possessed direct knowledge of the country, its officials and its people.\n\nWorse still, for prospects of a better comprehension, for most Britons, as for most Europeans, China was a country yet steeped in fantasy. The 18th century craze for \"Chinoiserie\" had left them with a vision of Cathay, rather than knowledge of the real China. The willow pattern provided exotic vistas, and a romantic tale to accompany them, but there was a hotchpotch of other impressions in the popular mind. One of the early Protestant missionaries to China, William C. Milne, told his readers that when he went there in 1839, he carried with him the following notions:\n\nOf ideas that most people in the West entertain about the Chinese, some of the elements may be said to be, odd manners, “pig-tails\", cramped feet, long nails, fans, paintings, rice-paper drawings, processions, concentric balls, lanterns, chopsticks, eating rats, mice, and bird's nest soup, popular infanticide, and an utter want of benevolence.2\n\nThis admission is apt, but it is surprising that there was anything at all. At the time the War began, there were few books readily available on China. Saving a few works by missionaries working there, or in Chinese communities in Southeast Asia, the first up to date accurate account of the Chinese Empire in English had only just been published (1836).\n\nIts author was John Francis Davis - later Sir John, and a future Governor of Hong Kong)3. His contribution to the wider knowledge of China is handsomely acknowledged in the Dedication of Sir Rutherford Alcock's celebrated book, The Capital of the Tycoon: A Narrative of Three Years' Residence in Japan, published in London in 1863. An eminent early Victorian China Consul and later H.B.M.'s Minister-Plenipotentiary in Japan, Alcock described Davis as \"the author of the best and only popular work we possess on the Chinese Empire; and the first who succeeded in making the subject familiar to [British] readers in general.\"",

        "content_text": "324\n\nJapanese were able to demand the formal opening of Chongqing to steamers, and a clause to this effect was embodied in the Treaty of Shiminoseki. By this treaty, under the favoured nation clause, the Chongqing and the Upper Yangzi became open to the world and Little immediately applied to the then British Minister, Sir Claude Macdonald [of the later Boxer Siege fame], who encouraged Little to proceed and promised energetic support. Little ordered a twin-screw steamer to be built in Shanghai, fifty-five feet long and ten feet beam. It steamed at nine knots, and though he would have preferred a larger and more powerful vessel he had to cut his coat according to his cloth. This was the Leechuen.\n\nHe left Yichang on 15th February 1898 for the 500-mile voyage through the Gorges, ascending some 500 feet during the journey to Chongqing. The story, told by Archibald Little in his Through the Yangtse Gorges,2 describes the most frightening moment when at dusk in the Scissors Gorge, making about six knots they bumped over a sharp rock that cut through the inch planking, broke two hardwood frames and sent water spouting up over the saloon floor. Fortunately they soon spotted a steep patch of sand on to which they ran the boat. Then, overnight, they stuffed cotton, white lead and tallow into the cracks; nailed blankets down with planks all over and by dawn had stopped the leak sufficiently to be able to get under way again. The rock had only newly fallen from the cliff above and had been unknown to the pilot. They reached Chongqing eleven days up from Yichang and the only photograph I have seen of the Leechuen during her epic journey is a very fuzzy snap of high cliffs with the Leechuen amidstream, a not so large speck, her billowing smoke being almost twice her size.3\n\nTwo British gunboats, H.M.S. Woodcock and H.M.S. Woodlark, made the same journey fifteen months later in May 1899, and then, in June, the first merchant steamer, Pioneer, followed them up to Chongqing.\n\nWe now turn to William Mesny. In 1878 and 1879 he travelled across south-west and central China calling on the most powerful and influential officials and gentry, advising them to adopt modern means for developing the riches of the country and bettering their conditions.* Mesny was a Jerseyman who spent most of his life, from first setting foot in China in 1861 until his death in Hankou in 1919 endeavouring to make his fortune. A more thorough study of He Jinshan's contribution to Chinese Christian history by Lauren Pfister is an essay entitled \"A Transmitter but not a Creator: The Creative Transmission of Protestant Biblical Traditions by Ho Tsun-Sheen (1817-1871)” in Irene Eber, et. al., eds., Bible in Modern China: The Literary and Intellectual Impact (Nettetal: Steyler Verlag, 1999), pp. 165-197.\n\n12. The name of Ch'ëa Kam-Kwong is constituted by particular Chinese characters Legge described as the \"Golden Light Chariot,\" a way of expressing in English what the common meaning of each character is. Unfortunately, two misspellings have predominated in other literature, one in English and one in Chinese. In English, we surmise that Helen Edith Legge put together the typescript entitled \"Che'a Kin-KWáng,\" horribly mixing up the transliteration with something like the proper name in Hoklo dialect, but the given name in Mandarin. Legge never uses these transliterations in his own writings. In Chinese, Wáng Tão wrote the wrong characters for the name in his personal diary for 1862 when he had first come to Hong Kong, showing also his struggle in understanding Cantonese pronunciations, making his given name \"Embroidered River\" (M. Jinjiang, C. Gam-gong) presumably by guessing from the sounds he heard from other Hong Kong Chinese Christians who referred to him. Consult Fang Xing and Tăng Zhijūn, eds., Wáng Tão rìjì (Wáng Tāo ’s Diary) (Beijing: Zhōnghuá Book Store, 1987), pp. 196-197, record for the date of the 10th month and 15th day of the lunar calendar (or a day in September, 1862).\n\n13. There is no study of Ch'ea Kam-Kwong in Chinese language sources as far as I know, and very little published about him in English after the 1860s. Part of the reason, as will be argued below, is that his murder became an embarrassment to both the British embassy and the Qing dynasty at the time.\n\n14. Legge wrote memorials for his elder brother, an important Congregational minister in Great Britain, George Legge (1802-1860), and his co-pastor, Hé Jinshan, published in 1863 and 1872 respectively. I was requested to send an answer to someone in Zhenjiang. I gave the letter to Consul Mowat.35\n\nAs I did not answer Mason's letter he called early one morning and I asked who he was and what he wanted. He replied that he was the United States consular marshal at Hankou and had come down to see the machine gun I had offered to sell to the Municipal Council at Hankou and wished to know if my machine was a single action or double action gun. I showed him the gun and how to work it, and he decided to buy it. He then wished me to send it somewhere on the Yangzi, I said I could not let it go out of my house until it was paid for, and would not deliver anywhere outside the limits of a treaty port unless provided with a special passport or huzhao. Mason then said that he was going to Ningbo and would call for the gun on his return. He did not do so. He went to Hongkong engaged a lot of foreigners, instructed them to come and report themselves to me for duty, etc., etc.\n\nOn Mason's return to Shanghai he brought a lot of firearms he had bought in Hongkong. They were seized, and the men he had engaged were looked after. He himself was introduced by Mr R.E. Bredon, Shanghai Commissioner of the Chinese Imperial Maritime Customs, to the Daotai of Shanghai who invited him to dinner and to witness a theatrical performance as if he, Mason, had been a popular hero.\n\nHe lived in the Central Hotel and was a frequent visitor at the Shanghai Club where he had been introduced by Mr Bredon.\n\nMeanwhile all sorts of tricks were being practised to inveigle me into a trap. Conch shells were blown at all hours of the night about my house under the direction of Mason. A host of extra police officers and detectives were placed on special duty on my property, at the switch-back railway. I suddenly remembered the letter that had been sent me.         "content_text": "108\n\nA total of five officers and thirty men were saved, and eighteen lives were lost.\n\nThe commanding officer of H.M.S/M POSEIDON was found to have been in error by improperly starboarding his helm when he should have maintained his course and speed under Collision Regulations.\n\nBased at Wei-Hai-Wei, through the summer until the latter part of August HERMES exercised regularly with other units of the fleet.\n\nMeanwhile in England the difficult financial situation, largely brought on by the effects of the Great Depression, had deteriorated further. The Labour government of Ramsay MacDonald had been unable to cope with the rapidly rising numbers of unemployed and in August had resigned. From 25th August MacDonald had continued as prime minister, but now as head of a coalition administration consisting of Labour, Conservative and Liberal members.\n\nOne measure of financial stringency which was adopted was to reduce the pay of civil servants and of members of H.M. Forces. Unfortunately in the Royal Navy the matter was badly handled by the Admiralty, and to a lesser extent by senior officers of the Atlantic Fleet. In addition political agitation had occurred, and elements of the press had not been of much assistance in calming the situation, rather the opposite in fact.
