He seemed much inspirited by it, and had a feeling that he was now in some way under the special tutelage of Her Majesty, and could be trusted to floor the paper.\n\nThe impression given by Wilkinson's account is that student life in Peking at that period held much that was enjoyable.\n\nHowever, there was plenty of work for them to do on being sent to their posts. As one observer wrote in 1900 \"Our Legation ... is a bigger establishment than that of any other country, owing to the fact that the British Consular Corps in China has exceptionally large requirements. In the Legation the Student Interpreters, who subsequently become Consular Assistants and Consuls, learn the language of their adopted country and to some extent their future political, judicial and commercial work. After two years at Peking they move on to a Treaty Port and begin to put theory into practice. There are often as many as twenty of them in Peking at a time, besides an efficient staff of older men who act as the Chinese Secretaries.”21\n\nMeanwhile trouble was imminent and another visitor at this same period mentions the marines. Describing the Legation Quarter he wrote: \"The familiar redcoats of British marines drilling on the lawn lent perhaps an extra touch of homeliness to the well-kept grounds. For in view of possible troubles, most of the foreign legations were provided last winter [1895- Ed.] with a special guard drawn from the fleets in the Gulf of Tchih-li. They have since been for the greater part withdrawn. ... As if to heighten the contrast, the Chinese authorities had also assigned to each legation a special guard of their own braves who were encamped along Legation Street.\n\nIn 1900 the marines were to lend a more than homely touch to the scene inside the Legation. It is needless to say that this news has created universal joy in our prison, tho' she may not after all be able to afford us any protection. We have no certain intelligence from below but many rumors, amongst them that of opium becoming scarce at Chumpee and doubts if there will be enough for some time to make up 20,283 chests. In the evening we heard that a letter dated yesterday had reached town stating that the Colonel Young and Ternate, two east coast vessels, had got in, which is lucky as it will keep the deliveries going till more arrives. The Manl... is also in from the Gulf of Tonquin rather unexpectedly. She reports having been lying at anchor in a bay for one month surrounded by men-of-war junks without the possibility of a boat getting alongside of her. \n\nThursday, 2 May \n\nThis afternoon we had a report in town of the arrival in Macao Roads of the John Adams which gave us great pleasure. There are now outside three vessels of war. It is also said that Commodore Read has sent on shore at Macao 50 barrels of gunpowder. The Commissioner it appears has ordered the place to surrender a quantity of opium within three days, and if not given up threatens to remove all Chinese servants, cooks, etc., and to cut off all supplies of food from the foreigners. It is well known that there is no opium in the place, and consequently we are at a loss to know what measures the Commissioner will adopt after the three days have expired. In the meantime the Governor of Macao46, who is himself a soldier and said to be a brave man, intends should the Chinese commence hostilities against the place to defend it. He has about 400 troops. The forts are in good order and quite capable if well manned to defend the city against any Chinese force. There are about 350 officers in the place, a daring set of fellows who despise the Chinese, and about 800 or 1,000 male inhabitants capable of bearing arms. Between this event and the re-incorporation of Canton's territory into China in +971, by which time the earliest Chinese had already a firm grip on what is now Hong Kong, the Liu76 family gave five emperors to the Nan Han99 Dynasty at Canton. This family was allied by marriage with the Cheng163 and Tuen families which successively at this period ruled the powerful kingdom of Nan Chao;100 with the Ma89 family which ruled the kingdom of Tsu1 and no doubt, if the evidence could be pieced together, with many other peoples. For we are told that the emperor Liu Chang78 had a Persian princess in his harem, and among the many Arab travellers who visited Canton there must be some who left a description of these flamboyant half-Chinese rulers, with their eighty or more palaces, the walls of which were encrusted with pearls, their bloodthirsty exuberance and, what shines even through the disapproving accounts of the Chinese historians, their courage and administrative skill. The name Po On3 revived by the Republic of China as the name for the district of which geographically, Hong Kong is a part, was adopted by the Canton rulers in obvious reference to the pearls for which this district was at that period famous. The statement in the San On Yuen Chi123 that the name comes from the hill called Po Shan north of Nam Tau8 city is the \"cart before the horse\". The pearls were fished in great numbers somewhere near Tolo Channel, probably in Double Haven where the name Chue Tong Wat162 survives as a bay on Kar O Island.\" They were then transported overland along the route marked by a chain of forts over the pass northeast of Tai Po Tau34 village, through Kau Lung Hang, over the present golf course and skirting the Pat Heung2 marshes to the present Ping Shan, and across the creek to the fort of Tuen Mun4 which I mentioned earlier in this paper. The route, I would have you observe, almost at every point passes one of the chief settlements of the Tang44 clan who are, I believe, together with all the old Cantonese-speaking clans of this territory, the descendants of the soldiers stationed here in the Nan Han Dynasty and its successors for the express purpose of guarding these precious pearls. They were as I have said encouraged, when too old to serve with their arms, to settle down",

But Burney failed to get permission for a British Consul to reside at Bangkok. Nor was he able to free British nationals from Siamese law. \n\nNext came the Americans. A merchant, Mr. Edmund Roberts, was commissioned by the President to secure a treaty at least as good as the British one. This was seven years later, in 1833. Although a President seemed to the Siamese a much less august personage than a King and America was both remote and less important, Roberts secured his treaty. It was almost exactly the same as the Burney agreement. \n\nIn the next two decades, especially in the \"forties, trade became more difficult. In fact the treaties with the British and the Americans gradually eroded away, and the old monopolies were taken back by the Court. Imports and exports were farmed to Chinese merchants by the King. Duties were arbitrary and heavy and trade dwindled. Everywhere else the British had greatly expanded their commerce by mid-century. Singapore was growing rapidly, the China trade had increased still further after the Opium War, the northern coast of Borneo was open to British commerce. It seemed only natural and civilised to the bold merchant princes and sea captains of Victorian England that Siam should, willy-nilly, share in the new prosperity, especially now that the first steamships had reached the Gulf of Siam. \n\nSir James Brooke, the White Rajah of Sarawak, was the next British envoy to sail up the Menam to Bangkok. He came in August 1850 on board H.M.S. Sphinx accompanied by a merchant vessel of the Company, the Nemesis, both steamers. Lord Palmerston, the Foreign Secretary, cautioned Sir James to be careful in his quest for better trade. \n\n\"In conducting these negotiations\", he directed, “you must be very careful not to get involved in any disputes or hostile proceedings which would render our position in Siam worse than it now is or which might compel Her Majesty's Government to have recourse to forcible measures in order to obtain redress. It is very important that if your efforts should not succeed they should at least leave things as they are and should not expose us to the alternative of submitting to fresh affront or of undertaking expensive operations to punish insult”.'",

        "content_text": "50\n\nH. J. LETHBRIDGE\n\nSuperintendent of Prisons. In the 1920s a larger number of cadets were recruited—22 in all—but the number dropped to 12 in the 1930s. Three more were appointed in 1941, just before the Japanese occupation.\n\nThis increase, particularly in the 1920s, must be related to a general expansion of services and a growth in the functions undertaken by government, and to the near cessation of recruitment during the war years 1914–18. In 1901, the total number of employees in all grades of the government service was 715; and in 1938 the figure was 2,886.55 Another trend, which was to radically reshape the cadet service after the 1939–45 war and change its composition, was a growing demand for the appointment of local people to more senior posts. In the 1935 budget debate the Acting Colonial Secretary, echoing the views of the Governor, Sir Andrew Caldecott, declared that the ‘Government has fully and frankly accepted the policy of replacing wherever possible European by Asiatic employees’.56 But the pace of localisation was exceedingly slow and the policy was hardly implemented, outside the Medical and Health Department, before the Governorship of Sir Alexander Grantham, 1947–1957.\n\nColonial officials have been caricatured as stiff, arrogant and snobbish, bemused by questions of precedence and protocol.57 They have been accused by Americans in particular of ‘spirited amateurism towards administration and technological illiteracy in relation to the problems of economic development’.58 But these characteristics in a milder form are a reflection of the values held by the English upper middle class, from whom the cadets were recruited. The cadets did not suffer a sea change on their way out by P. and O. to Hong Kong. They were gentlemen trained in the ideology of the pre-war English public schools and older residential universities. In Hong Kong they went on launch picnics; they swam, played polo, golf and tennis, walked in the New Territories, and played bridge in the evenings. A substantial number, however, did not allow their curiosity and intelligence to slumber in a sub-tropical climate: they wrote books and scholarly articles about the East. And one cadet—Geoffrey Sayer, an historian of early Hong Kong—claims that the bridge between East and West has been bridged ‘in so far as it has been bridged, by \"linguist\", \"comprador\", \"missionary\", \"interpreter\", and \"cadet\"’.59",

These Chinese expeditions sailed as far afield as the coast of East Africa, the Maldive Islands, Mogadishu, the Persian Gulf, Aden and Mecca, Siam, Champa, Java, Sumatra and Malacca, visiting more than thirty countries in South East Asia, the Indian Archipelago and the Indian Ocean.\n\nCheng Ho\n\nThe most famous of the admirals to command these expeditions was Ma Cheng-ho, a eunuch from the Imperial Palace and the son of a Chinese Moslem Hadji from Yunnan. The Admiral is remembered either as Cheng Ho or by his title, San Po Kung (2) and not by his family name which was the common Chinese Moslem name Ma ( ). The full title by which he was known after his death was San Pao T'ai Chien (2), the Three Jewelled Eunuch, but this in South East Asia has been shortened to San Pao Kung (ET). Cheng Ho's last expedition in 1430 visited seventeen countries from which tribute had ceased to be received, but after he died in about 1431 all official intercourse between these countries and China ceased.*\n\nWhere or when he was deified is not known. However, amongst the overseas Chinese communities which are mentioned below Cheng Ho is still prayed to for protection, both in everyday life and on short journeys. In the earlier days of the Chinese migrations to South East Asia, he was prayed to by the junk crews of the southern maritime provinces of China and the South Seas. Cheng Ho himself on his voyages is said to have prayed to Tien Fei, the Heavenly Consort (kt), the Chinese seafarers' goddess, who is now normally called Ma Tsu or Tien Hou. What a good example of Chinese toleration Cheng Ho was: or perhaps a good example of the prudent Chinese who takes the opportunity not to offend, and also backs all horses. Chinese fleets commanded the eastern seas, and foreign potentates as far west as Egypt acknowledged the suzerainty of the Emperor. Between 1405 and 1433 a remarkable eunuch, Cheng Ho, as outstanding a seaman adventurer as any produced by Elizabethan England, commanded seven overseas expeditions, and visited over thirty countries. Chinese naval, and consequently trading, hegemony extended from Japan to the east coast of Africa.\n\nThe expeditions usually extended over two years. Setting out from the neighbourhood of Nanking in the autumn, powerful fleets, including sixty or more 'treasure-ships', and twenty-eight to thirty thousand men, moved down the Yangtze to the mouth of Liu creek (near Shanghai), where organisation was completed; thence to an anchorage near the mouth of the Min river in Fukien province where the ships waited for the favourable north-east monsoon. Java, Palembang, Malacca, Ceylon, Calicut, and Hormuz in the Persian Gulf, were regularly visited. On some occasions, detachments from the main force called at Arabian and at East African ports, sailing southward as far as Malindi. On the fourth expedition (1413-15), Cheng Ho was accompanied by a young Chinese interpreter Ma Huan who, on the basis of observations in the course of succeeding voyages with the 'grand eunuch', contributed perhaps the most important record of life and manners in south Asia by any traveller before the arrival of the Portuguese.\n\nYing-yai Sheng-lan, introduced in two parts, the first describing the expeditions under Cheng Ho, and the second discussing Ma Huan and his book, may have been first published in 1451.         "content_text": "# EUROPEAN WORKING CLASS IN 19TH CENTURY\n\n111\n\nIt is exceedingly difficult to assess the cultural impact of working-class Europeans on the Chinese population; there were strong, but not completely impenetrable, barriers between the two; each despised the other, the underdog European particularly so. Although the latter usually lived in Chinese quarters of the town, spoke pidgin English or a little Cantonese, and often lived with a Chinese woman, this did not make him necessarily feel less British. He was, it can be inferred, as jingoistic as his counterpart in Liverpool or London, buoyed up at times by a sense of racial and national superiority. He did not belong to Chinese society and, it can be surmised, never wished to. He was more at ease with Portuguese and Eurasians; but his social contacts with them were often touchy, prickly, and patronising; for even the déclassé European knew he was a member of a dominant race.\n\nAt the end of the century, Taipan and pong-paân were residentially segregated. MICHALK\n\nernment looked to Hainan to rapidly expand production of rubber, coffee and tropical fruit as these were in short supply and could only be grown in small quantities in parts of Yunnan Province. However, in spite of this encouragement and efforts by the Hainanese, only 20 per cent of the Island's arable land was under production in 1965 (Kirk, 1965).\n\nAlthough significant achievement was made in the agricultural sector, this was overshadowed by advances made in industry. Only a few, poorly equipped machine repair shops were operative at the time of Liberation, but by 1965 more than 20 farming and other machinery plants were producing 73 kinds of new products, 38 of which were in serial production (Kirk, 1965). Among the latter were peanut planters, water turbine pumps, threshers, husking mills, coconut processing machines and fluorescent lamps for deep-sea fishing. Processing factories including food canneries, sugar refineries, textile mills and rubber footwear plants not only increased in variety, but also in product quality and economic efficiency (Kirk, 1965).\n\nDuring this period, Hainan assumed greater military importance: first in response to the conflict involving French and American forces in Vietnam, and more recently to the Soviet-backed military and political takeover of Laos and Cambodia by Vietnam. This importance was further enhanced by the 1979 Sino-Vietnamese war and the discovery of oil and natural gas by American and French joint-ventures in the Gulf of Tonkin and the South China Sea. As a first line of defence, China maintains constant surveillance from the air supported by a formidable naval force of 300,000 stationed in Hainan and the Leizhou Peninsula plus strategically placed missile bases (Hollingworth, 1982). Initially, military personnel were engaged in road construction, installation of communication networks and improvement of defence positions, but in these more settled times, they have played a key role in the agricultural and industrial development of Hainan (China Daily, August 11, 1983).\n\nIn spite of these efforts, however, development of Hainan's resources proceeded too slowly to raise the living standard to keep pace with the national average (Wu and Zhi, 1981). It was known that a proportion of the workers in the Royal Naval Dockyard were Japanese, passing themselves off as Chinese. Even the Chinese could not distinguish between one of their own countrymen and a Japanese after he had lived amongst them sufficiently long to speak the language fluently. There was a police regulation under which all persons entering the Colony of nationality other than British or Chinese must register. But Koreans were classed as Chinese, and so Japanese, who wished to avoid observation, described themselves as Koreans. To overcome the difficulty it would have been necessary to make registration of Chinese compulsory, and that was a task beyond the capacity of the existing police personnel; moreover, the Chinese might have resented such a regulation as a slight on their dignity.\n\nThe Hongkong weekend continued much as usual. You could run your car onto the vehicular ferry, take it over to Kowloon, and drive the 17 miles to the border of the New Territory, either by the road which wound in and out amongst the bays along the coast, or by the road which followed the railway gap through the Kowloon hills; and play golf at the Royal Fanling Golf Club where there were two eighteen hole, and one nine hole, courses. Or you could bathe from one of the numerous beaches, or go on a launch picnic. These last were popular. On Sunday morning the time would be spent taking turns on a surfboard towed behind the launch, or sunbathing on top of the awning; in the afternoon a heavy lunch would offer the lazy an excuse to sleep.\n\nThe Japanese were bombing the railway line between Hongkong and Hankow. In those days the confidence of air enthusiasts in regard to the results which could be achieved by desultory bombing had not yet been discounted by the hard test of experience. Moreover, we were yet to learn of the devotion and sacrifice, the skill and efficiency, of the Chinese railway repair gangs. With a minimum of equipment they performed wonders, and through traffic was seldom interrupted for more than a few hours. I was instructed to reconnoitre an alternative route for the despatch of supplies from Hongkong to Central China against the time when the railway might be finally disrupted. It was a thankless task because opinion in Shanghai continued to assume that the Chinese government would soon collapse under Japanese pressure.",

        "content_text": "315\n\nDespite their conflict in the Crimea in 1855 the British and the Russians never turned the Great Game into all-out war: There the risks and horrors were in the local tribal scene — agents unmasked and beheaded or just disappearing, and mobs lynching unwelcome interlopers. A dreadful interlude was the British penetration of Tibet in order to check the rival influence, causing the slaughter with modern weapons of hundreds of ill-armed monks.\n\nHow did the Great Game end? Officially, when both sides were tired of it, by an Anglo-Russian Convention of 1907. Britain was by then seeing Germany as a more immediate potential enemy, and Great Power attentions were focused more sharply on Europe and less on any Russian ambitions in the East. Today there are no Great Games but rather a series of smaller games in Bosnia, the Gulf, Cambodia by smaller men unaware of any code or rules. Strange to recall far-off days when Russian and British officers, meeting inadvertently somewhere in the wild Pamirs, would ask each other to dinner and apologise for their governments' cussedness.\n\n—\n\nThe Great Game is a long, intricate and absorbing tale and Hopkirk tells it with unflagging enthusiasm, reflected in his lively writing-style. His is not a book garnished with footnotes for the historian (though it has a good index) but for the general reader it provides an excellent introduction to the amazing and still largely unknown and unreported world of Central Asia.\n\nANTHONY LAWRENCE\n\nAleko E. I Sailed with Chinese Pirates (Hong Kong Oxford University Press reprint 1991) 245 pp illus.\n\nAs this is a re-print of a book first published in 1930 its relevance to present-day events is necessarily limited. The author, a United States citizen of Finnish origin, reveals himself as a journalist of extraordinary drive, pertinacity and courage but he is very much a creature of a pre-World War II colonial era when Western attitudes towards Chinese (even dangerous-looking pirates) were condescending and patronising in a way which reads quaintly today.         "content_text": "Maymyo 1941 \n\nGUERILLA TRAINING* \n\nP. H. MUNRO-FAURE \n\n135 \n\nThe shortage of British shipping along the China coast became more marked during 1940 and 1941. The vessels built for this traffic, generally between three and four thousand tons in measurement, with comparatively shallow draft, were particularly suitable for use in the Persian Gulf and along the shores of North Africa. Many had been taken to serve as transports in those seas. Moreover, the Admiralty, sensitive to the dangers threatening the peace of the Far East, had directed such larger ocean-going vessels as still were available not to proceed west of Singapore. Consequently there was pressure on the remaining cabin space, and I was fortunate to obtain a berth in a small coaster, which took seven days to reach Hongkong from Shanghai, as against the usual four.\n\nHongkong was very quiet, a state of affairs not to be attributed to an entire absence of females. It was remarkable how many had succeeded in avoiding the order to leave the Colony. I had to wait a whole week for a passage to Singapore, where formerly berths on a dozen different ships would have been offered in the time. This gave me an opportunity to look around. Friends took me out to Deep Water Bay, where we sunbathed on the beach, and drank our tea on the club verandah, looking out over the little golf course. High up on the hill towards Wong Nei Chong Gap I could see the green tiled roof of the house where my wife and I, only three years previously, had been caught in the rain. I wondered whether the lady of the mansion was one of those who had contrived to remain behind. In the evening we drove round to the next bay and bathed from the Lido, a steel and concrete building of pleasing design housing a restaurant, and bathing booths. The hot weather had set in, but here a cool breeze blew down a gully on the hillside into the windows. I had always liked the place because of its informality. You could eat your dinner, and dance and talk, in shorts, and so keep cool, as compared with the stricter etiquette of the Gloucester and Hongkong Hotels, or the Repulse Bay Hotel, or even the Peninsular Hotel across the harbour, where several nights a week you were required to don “black ties”.\n\n*This is the third part of the Memoirs of Col.         "content_text": "140\n\ninhabitants got to know us better; they accepted our lack of dinner jackets, our effect on the drink stock at the Club, our — regrettable — neglect of the traffic signals, and our other little mannerisms, and treated us right royally.\n\nThere were two seasons in Maymyo, the second and briefer one, lasting several weeks, towards the end of the rains in October. The Club, a long rambling creeper-covered building, became gay with visitors. It looked out over a pleasance, cleared from the jungle, and spreading a mile towards the reservoir dam, built by Turkish prisoners in the last war. It goes without saying that a race course and golf links were laid out over the meadowland, very pleasant to behold. But here we were next door to India. The plumbing in the gentlemen's cloak room, consisted of a row of rusty and battered enamel utensils, set out at more or less even intervals on a long low shelf. Without the door, a shadow hovered, poised to dash in the moment he heard the rattle of a utensil returned to the board. No Americans visited Maymyo while I was there. It would have been interesting to hear their first reactions to these Arcadian simplicities.\n\nAfter all Burma was a rich enough country; it was not any lack of money that left it a Victorian remnant. Amongst the Burmese there is no caste, nor is there any desire to work. The house servants everywhere are Indians, of whom there were over a million in the country. Of the annual increase of 5,000,000 in India, a substantial proportion must be of the sweeper caste. Amidst a population with so abnormal a rate of procreation, the border line between a sufficiency and famine is a fine one, easily crossed; and any modernisation of sanitary installations would create serious unemployment: thus in India the vested interest in caste puts the brake, not only on plumbing, but on all progress; and Burma, until recently had been the backwater of India.\n\nI spent six months in Burma, but had little opportunity to learn much of the country. I saw very little of the Burmese, and never met one of those attractive country maids, who wait by the old Moulmein Pagoda, looking out to sea. Of the seventeen million inhabitants, only ten million are Burmans; besides the Indians, there are 300,000 Chinese, and the remainder are tribesmen from the hills.\n\nThe history of Burma is a bloody one; the country had seldom for long been united. No path was built between Castle Peak Bay and Sham Shui Po, or between Tai Po and Fanling in this period.\n\nThis footpath construction programme does not seem to have affected traditional village life significantly, although the District Officer felt the new footpaths had made the work of patrolling and administering the New Territories easier. However, the only specific use the District Office noted for the new footpaths, other than by Government officials, was by cattle drivers sending animals to the City for slaughter. The footpaths were \"justified by administrative and military needs” (the Orme Report, pages 30, 32-33, 36).         "content_text": "course, think about The Little Man; it can't think about little men.\" This is not to decry what individual officers could, and usually did, do for personal complainants in specific cases.\n\nSir David Trench had his own ideas; thoughts from on high are less easily smothered than unsolicited disturbances from below. The received wisdom, which equally impressed most of the interlopers, was that since most of the population might want to return home across the border at some time, the electoral roll would be far too fluid to embrace a stable, identifiable and representable society; and that in any event direct elections to Legislative Council (Legco) were unthinkable, because they would be hi-jacked by the Communist Party of China (CPC) and the Kuomintang (KMT) from Taiwan; the fundamental Chinese political battle would then be fought out in the streets and on any hustings of Hong Kong, which the Chinese People's Republic (CPR) would never be willing to stand idly by and watch being conceivably won by Hong Kong Chinese Nationalist sympathisers. However Trench recognised that Legco was not the only possible forum for expression of popular feeling.\n\nTrench had no problems with sharing some of the lifestyle of the taipans and Chinese millionaires who were so noticeable among those traditionally appointed by governors to Exco and Legco, and whose nature he did little to change; despite the familiar jibe that he ranked third, after the taipan of the Hongkong & Shanghai Banking Corporation and the Chairman of the Royal Hong Kong Jockey Club, all knew that in the last resort he recommended the names of Executive Councillors to the Secretary of State. In his earlier days, however, he had preferred the raffish and disrespectful ambience of the multi-racial Foreign Correspondents' Club to that of the Hong Kong Club, Fanling [the Governor's official residence in the New Territories Hon. Editor] and the Jockey Club; while he enjoyed the actual sports of golf and racing for their own sakes; he never lost touch with his humbler post-war acquaintances in the Chinese community, such as his language teacher. He insisted that the introductory review chapter of one year's colonial annual report should spell out the wide sweep and valued authority of the great number of statutory, non-statutory and ad hoc committees which he believed to be a valid response to critics who would not understand why the people had no democratically elected voice in his councils. GARRETT\n\nOne of the remarkable features of the nineteenth century China wars was the ability of a relatively small force of European soldiers and sailors to overcome a numerically superior Chinese force. Just as in the recent Gulf War, where Saddam Hussein's dream of a 'mother of all wars' was shattered by high tech. weaponry, so one of the factors which made the difference was, undoubtedly, the vast difference in the military technology available to each side. It was not the only factor, but it is necessary to understand it to arrive at a clear picture of the China wars.\n\nIt is worth dismissing any idea that the quality of the fighting men was inferior. There are many instances of troops fighting to the death and refusing to surrender.1 Indeed, to the European mind some of these heroics seemed foolish, just as they could not understand why people committed suicide rather than fall into the hands of the 'barbarians.'2 Captain Loch R.N. remarks that \"I feel persuaded that, if drilled under English officers, they would prove equal, if not superior, to the Sepoys; they have greater physical power, greater obstinacy, and consequently minds that retain impressions with greater tenacity, and would be slow to lose confidence after it was once built upon the foundations of their vanity.\"3 It was not that the officers were cowards, as many of the Mandarins died bravely, but rather there was no conception of the need for the troops to be trained to act together as a whole. Mackenzie, an officer present during the first war, notes: \"As yet, I imagine that no field exercise and evolutions have been compiled for the use of the Chinese Army. Neither do the troops, as far as I observed, move in concert, nor do they make any formation in bodies.\"5 Although the Manchu armies had been an efficient fighting force at the time of the conquest, two centuries later they neglected to maintain rigorous training programmes.\n\nThe European officers, on the other hand, put a lot of effort into exercising their men.         "content_text": "However, in response to a petition by European merchants in 1835 to the EIC against piracy, some action on the part of the Indian government was taken, through the use of steam warships (for example, the Diana and HMS Wolf). These ships were effective in fighting piracy, and according to LA Mills, 'piracy in the Straits greatly decreased for several years... Conditions never became as serious as they were before 1836.'38\n\nHowever, Turnbull says that these measures only gave temporary relief and that, within a few years, the position deteriorated. Moreover, in the 1850s, a new breed of pirates began to haunt the merchants' commerce. They came from China, and the Chinese imperial government was too weak to suppress them. The main theatre of Chinese operations was the Gulf of Siam, although many vessels were captured near Singapore.40\n\nThe Indian government did not pay much attention to the problem as it was involved in the second Anglo-Burmese war at that time, and as Calcutta had passed no laws to detain suspicious vessels, there were no legal means to curb piracy. In 1857, the Indian legislative council had passed an inadequate law which permitted the right of search, but did not solve the problem of proving intent. No improvement was made to the naval force in the Straits Settlements in the last ten years of Indian rule, which consisted of only three gunboats (a 'lilliputian fleet'41).\n\nEventually the Chinese pirates were gradually eliminated from the Straits waters as a result of a series of treaties and agreements between China and other western powers (such as with Prussia 1861, Denmark 1863, the Netherlands 1863, Spain 1864, Belgium 1865, Italy 1866, and Austria-Hungary 186942), the contents of which included co-operative measures to wipe out piracy. The Hong Kong 'Ordinance for the suppression of piracy' was the first real blow delivered against Chinese piracy.4\n\nThe Indian government played a minimal role with regards to the combat of piracy in the Straits.         "content_text": "118\n\nIn addition to her usual cruising on the China coast the ship paid one visit to Nagasaki and, early in 1933, another to the Philippine Islands.\n\nOn 11 June 1933 the carrier EAGLE, Captain L.V. Wells, DSO, arrived at Hong Kong to replace her on the station. Accordingly the next day HERMES slipped for Singapore and after a pleasant passage reached Sheerness on Saturday, 22 July 1933.\n\nAlthough while in the East mention has been made above of the activity of pirates, actual direct involvement with any such deed had been about the only experience she missed between 1930 and 1933. She was to fill that gap during her following commission, also on the China Station when under the command of Captain The Hon. George Fraser.\n\nNOTES\n\n[Hon Ed.] HMS HERMES, a small aircraft carrier of some 10,950 tons, was the first purpose-built such warship in the Royal Navy. On 15th January 1918 she was laid down at the Armstrong Whitworth yard and launched on 11 September 1919. The yard was scheduled to close, and no great post-World War I urgency to complete her was perceived, so she was towed to Devonport for completion. There she was commissioned on 6th August 1923. Several of her pre-World War II commissions were spent on the China Station. At the outbreak of World War II she \"worked up\" in the English Channel, carried out one patrol, and then in October 1939 was ordered to Dakar to work with the French Navy on anti-enemy blockade runner and surface raider patrols. With the ship operating twelve Swordfish aircraft, generally speaking these operations took place out across the Atlantic towards the coast of South America. On 8 July, 1940, with the advent of Vichy then at Dakar, the ship launched a daring night-time attack first using her motor boat immediately followed by Swordfish aircraft torpedoes, crippling the new battleship RICHELIEU which was lying in Dakar Roads. Subsequently, when returning to Freetown, she was damaged in collision with the P & O liner CORFU, then an armed merchant cruiser engaged in convoy protection duties. She was repaired at Simonstown, South Africa. The most amazing of his adventures was watching a formal battle between two warring Arab tribes from a concealed position on a hill overlooking the chosen battleground. It took several hours for the 600 or so mounted warriors to assemble and hurl insults at each other but once the battle proper started, it was over very quickly. One side felt they were losing and left the field at speed leaving their Sheikh and his family to fight on alone. The opposing warriors withdrew to allow the families of the two opposing sheikhs to fight it out - to the death which they did. Only one 14-year-old boy was spared from the losing Sheikh's family.\n\nThe whole area through which the Shushan travelled was under the direct control of the Nizam, an official appointed by the Shah but when he lost favour and another took over, law and order seemed to break down and Plant found himself threatened by gangs of river pirates. Fortunately, he kept on the move and away from trouble but on one occasion, when anchored overnight in a remote spot he and his team were stood to with their hunting rifles at the ready.
