Hitherto they have squatted in Macao and have coveted Ta Yu Shan.1 Towards the end of this memorandum he wrote: \"Moreover your minister has dispatched three hundred picked troops from [his] Regiment and appointed the tu-ssu2 (? 'Captain') Hung Fa-k'e to go to Macao to reinforce the garrison. As to the fort[s] on Ta Yü Shan we have sent an officer there to take measures for defence and secretly to make dispositions at every place, without arousing suspicion. As soon as it is ascertained that the barbarians are peaceful we will withdraw them.\"\n\nThese precautions were confirmed by an edict issued to the members of the Grand Council dated the 28th day of the 8th month of the 14th year of Tao-kuang's reign (30 September 1834) which contained the following words: \"Junior officers and men must be dispatched to the places both inside and outside the provincial capital and to the neighbourhood of Macao and to the forts of Ta Yü Shan, and patrolling must be increased without arousing suspicion, and precautions taken unostentatiously.\n\nInside the walls of the old fort there is now a flourishing Government-subsidised school and it all looks very neat and peaceful; very different from the time when active preparations were made there to repel a possible attack from the British.\n\nIt would be interesting to know more about this fort and also the one at Fan Lau.         "content_text": "CHINESE UNOFFICIAL MEMBERS OF COUNCILS\n\n21\n\nOn Ho Fook's retirement from the Legislative Council in 1921, he was succeeded by Chow Shou-son (later Sir Shouson Chow) who, together with Sir Robert Hotung, were often referred to as the two grand old men of Hong Kong in the 1940's and 1950's.\n\nChow was born in 1862.* In 1874, he was sent, together with 29 other Chinese boys, by the Manchu Government to the United States to pursue higher western studies. This was the third of four batches of young Chinese scholars who, through the efforts of Yung Wing, were sent to America by the Manchu Government in the years 1872 to 1875.25 Young Chow was eventually admitted to Columbia University where he remained until 1881 when the Chinese Educational Mission in the United States was disbanded and all the boys were brought back to China.\n\nWhile in North America the Chinese boys, totalling 120, were under the supervision of some ignorant and stupid Manchu officials who did not understand what the boys were learning and who were not in sympathy with their activities. These officials sent back to China reports saying that instead of concentrating on their academic studies, the boys were taking part in all sorts of barbarian games and athletic activities. Worst of all, some of the boys were going out with American girls and were being converted into Christians. A report ended by a recommendation that they must be returned to China immediately, otherwise they would lose all interest and patriotic feelings towards China. This recommendation was readily accepted and the boys were back in China in 1881. Many of the boys made good use of the knowledge they acquired and turned out later to be leading engineers, railway builders, diplomats and admirals in China.\n\nChow Shou-son was at first assigned to the Chinese Customs but later became, at various times, Manager of the China Merchant Steamship Navigation Company in Tientsin and Managing Director of the Peking-Mukden Railway. He also held appointments in the Foreign Ministry and was at one time a Chinese consul in Korea. After the founding of the Chinese Republic in 1911, he came to Hong Kong to engage in business and later became Chairman of the Boards of Directors of the Bank of East Asia, the China Entertainment and Land Development Company and the China Emporium.\n\nHis family had been settled in one of the Hong Kong villages for nearly two hundred years.         "content_text": "BOOK REVIEWS \n\n213 \n\nwe find, when he writes about family law, an attempt to describe the law in terms of formal (rather static) relationships. The dynamic element, how the law responds in practice to the needs and expectations of the people subject to it, is missing. Surprisingly, this element is also missing where one would most expect to find it in his consideration of commercial law as it was developed in the Mixed Court at Shanghai. Much of the book is concerned with Family Law and as such is still of interest though, consisting as it does largely of statement without exposition, it is of diminishing value in the light of modern anthropological techniques. But it is to the chapter on Commercial Law and to the Appendix of Mixed Court cases (at p. 142) that the reader will look forward most eagerly. \n\nThe Mixed Court at Shanghai developed over the years its own distinctive brand of law, not consciously but in consequence of the cultural and commercial interplay which was the hallmark of Shanghai. Though the law administered between Chinese parties may be Chinese, the context within which the disputes arose could not be called wholly Chinese and the Court's decisions themselves display a 'mixed' character. Shortly after the publication of Jamieson's book, A. M. Kotenev's much more considerable work, Shanghai: its Mixed Court and Council, was published1 and from it we may learn considerably more about the operations of that court. But, even so, many of the questions which arise in our minds are left unanswered and we are given, for example, little elucidation on the true legal position of the compradore, on his rights and his liabilities. Perhaps Jamieson was too close to events to be able to consider these wider conceptual (though, at the same time, essentially practical) matters but, nevertheless, he fails to point out the basic principles behind the decisions to which he refers and the reader is left unenlightened. He confines himself to description and, in so doing, wrote a less valuable book than he might otherwise have done. \n\n3 \n\nLooking at this book through the eyes of the nineteen-seventies, it appears disappointing. But, though it does not really live up to the enthusiasm of its re-publishers, at a time when interest in the formal study of Chinese Law is waxing fast, it is most valuable to have available once more a work which is part of the history of the development of Chinese law from its earlier ‘feudal' stage",

CRANMER-BYNG \n\nHaving signed treaties with these countries the best policy is for China to keep the barbarians very strictly to the clauses of these treaties so that outwardly Chinese officials show \"sincerity and friendship\" while covertly carrying out a \"loose rein\" (chi-mi) policy. Six regulations are attached for deliberation. These are: 1) Regulations for establishing the Tsungli Yamen. It is envisaged as a temporary body. \"As soon as military operations come to an end and affairs concerning the various countries become more simple it will be abolished, and its functions will revert to the Grand Council as before so as to tally with the old system.\" 2) Separate posts for superintendents of trade for the southern and northern ports be established. 3) Regulations for the collection of revenue at all the newly opened treaty ports. 4) Instructions to be sent to the great officials in each province where foreign affairs are dealt with that they should keep each other informed of what they are doing, so as to produce uniformity of action. 5) The authorities at Canton and Shanghai respectively are to send two persons who understand written and spoken foreign languages to the capital for translation purposes. 6) Monthly reports are to be sent to the Tsungli Yamen on Chinese and foreign trade as well as copies of foreign newspapers, so that the Yamen shall be kept properly informed on matters of trade, and China's situation vis-a-vis the foreign countries. The memorial received the emperor's vermillion endorsement to the effect that Prince Hui and others were to deliberate on it and memorialize. Here follows the memorial and memorandum.\n\nWe venture to observe that the imperiousness of the barbarian nature burst forth during the reign of Chia-ch'ing. By the time the Treaty of Nanking was exchanged they were acting more arrogantly and in the present year they penetrated right into the capital and acted with outrageous and compelling force, and the barbarian scourge reached its violent climax. Critics citing barbarian calamities in former dynasties as a warning advocate the use of force alone. From of old there has certainly been no other plan than this for warding off the barbarians.\n\nHowever, your servants, in the light of all the circumstances, consider that of the various barbarians the English are tenacious and arrogant, the Russians are treacherous and the French and Americans secretly adhere to them. In recent years reports on the military situation in various areas have been continuous. Foreign affairs involve many subjects. After foreign envoys start residing at the capital if there is no one in sole charge of these matters giving their full attention to handling them then their management will be dilatory, and it will be impossible to co-ordinate policy. We request that a tsung-li ke-kuo shih-wu ya-men [office for the general management of the affairs of the various countries] be established with a minister of princely rank in charge of it. Since the Grand Councillors are responsible for drafting imperial edicts we fear that if they are not concurrently in charge of its affairs there will be discrepancies. We request that they all serve concurrently as officials [of the Tsungli Yamen]. Also we request that an office be provided in order to facilitate the transaction of business, and at the same time for receiving envoys of the various countries. As regards the staff to be established we suggest that eight men should be selected from the Manchu and eight from the Chinese who are presently serving as secretaries of the Grand Secretariat, the Six Boards, the Court of Colonial Affairs and the Grand Council. They should serve in rotation. All matters should be dealt with by the same procedure as in the Grand Council in order to specify responsibilities. As soon as military operations come to an end and affairs concerning the various countries become more simple it will be abolished, and its functions will revert to the Grand Council as before so as to tally with the old system.\n\n2. It is requested that posts for great officials be separately established at the southern and northern ports in order to facilitate the dispatch of business. We note that when trade began during the reign of Tao-kuang there were only the five ports of Canton, Foochow, Amoy, Ningpo, and Shanghai, for which an imperial commissioner was created. In each province where foreign affairs are dealt with your servants recommend instructions be sent to the Manchu garrison commanders, the governors-general and governors that they should keep each other informed in order to avoid discrepancies. We note that hitherto, in the management of affairs involving foreign countries, because the Grand Council has not issued copies of memorials submitted and edicts respectfully received, the governors-general and governors have also not communicated with each other. Originally this was in order to maintain secrecy and to prevent leakage of information. Now, however, since instructions have been sent to the provinces, to the superintendent of trade and to the imperial commissioner that they should regularly report to the Tsungli Yamen at the capital, the Manchu garrison commanders, the prefect of Peking, and the governors-general and governors should regularly inform each other of whatever they ought to do, and only then will there be no discrepancies at all. Moreover, when one province manages affairs satisfactorily another province can copy it, when this province manages affairs unsatisfactorily that province can be on its guard against it. We note that in the second month of the ninth year of Hsien-feng, Ho Kuei-ch'ing, the former governor-general of Liang-Chiang memorialized that:\n\nhitherto all matters have been memorialized secretly, and that the authorities do not keep each other informed, and that there are no files which can be consulted. It has reached such a point that colleagues in the same office are not fully informed. As a result numerous discrepancies and complications have arisen. This certainly is a great source of abuses. Your servant requests that instructions be issued that those concerned should notify each other so that there is uniformity in this matter.",

CHAN \n\nand the Tung Wah Hospital asking them to discourage the populace from rash and violent reactions.25 The merchants themselves also looked to them to provide leadership. In the same episode, the large Chinese Landsmannschaft (Chung-hua hui-kuan) in San Francisco sent an account of the riots to these two organisations and asked them to petition the Chinese government on its behalf.26 Contemporary newspapers reported many instances in which merchants and officials referred cases to them for arbitration.27 In 1901, the Hong Kong newspaper, the Hua-tzu jih-pao, summed up the development of the charitable halls in Canton in this way: The charitable halls had begun with the aim of offering private social welfare, but they had since assumed a number of political roles. They were consulted by the officials on various occasions; as when surtaxes were needed, when commercial policies were decided upon, and when social disturbances in the community arose. The government regarded them as an organ where \"titled merchants\" (shen-shang and shen-tung) expressed the opinions of the merchant community. When the government sought their opinion, they deliberated with representatives of the various guilds, assessed their views, and then passed their judgements on to the government.28 \n\nTowards Community-wide Organisations \n\nBesides the charitable halls, there were other types of merchant organisations which sought to embrace community-wide concerns. Mark Elvin's recent study on Shanghai shows the rise of specialised agencies in which gentry and merchants joined efforts in providing municipal services from the mid-nineteenth century on. In 1905, their activities culminated in the formation of the City Council of Shanghai.29 In Newchuang and in Swatow, the guilds in each of these localities got together and formed permanent assemblies. The Newchuang Grand Assembly (ta-hui) was composed of principal Chinese merchants and financiers of the city. It had two areas of responsibilities. First, as a combination of merchant guilds it was concerned with the laying down and the enforcement of trading rules between guilds. Second, it provided unofficial municipal services supplementing what the local government did. They included maintaining the streets, a public water supply and some social welfare.30 In Swatow, the Wen-nien-feng Assembly was concerned with regulating differences between the guilds. It also dominated the Swatow Landsmann guilds in the various cities, so",

SMITH\n\nWhen Ward's employment was first reported to the throne in early 1862, the governor of Kiangsu, Hsueh Huan, took special pains to point out that Ward, in addition to being a courageous and seemingly invincible warrior, was also a loyal servant of the throne, who had petitioned to become a Chinese subject and to change to Chinese ways. Although Ward's petition had in fact been submitted almost a year earlier in a successful attempt to avoid prosecution (this was, of course, unmentioned in the memorial), Hsueh argued that it would be \"inconvenient to repress the sincerity\" of his \"wholehearted turning toward [Chinese] civilization\" (hsiang-hua). Hsüeh suggested that Ward should be granted the fourth rank button and peacock feather in order to encourage him to \"admire right behavior and establish merit” (mu-i li-kung). In response, the throne issued an edict conferring the honors, satisfied that the foreigner had indeed \"turned out of admiration toward Chinese customs\" (hsiang-mu Hua-feng). He was, in Peking's eyes, sincere, helpful and obedient, \"surely worthy of admiration and esteem.”67\n\nIn subsequent months, Ward received additional rewards: the third rank button, brevet rank as colonel, and finally \"expectant\" colonel status. By all accounts he was a brave and singularly effective commander. At the same time, however, he was a brash individual, whose independent spirit and flamboyant style offended, and occasionally alarmed, the Chinese. As Ward's prestige and self-confidence grew, criticisms of his behavior began to appear in memorials to the throne. Hsieh Huan, for one, began to complain of his arrogance and unmanageability. Prince Kung, a leading figure in both the Grand Council and the Tsungli Yamen, found Ward to be proud, boastful, and overly independent. The throne, for its part, expressed special concern over Ward's failure to shave his head and change to Chinese clothing. (Particularly damaging was Hsüeh's report that the barbarian commander had failed to conform to Chinese customs because he feared the ridicule of foreigners!) From Peking's vantage point, the acceptance of Chinese culture was the principal means of gauging the foreigner's receptiveness to imperial control. When Ward failed to conform to the dictates of propriety, his actions cast doubt on his sincerity, and perhaps more importantly, on the efficacy of traditional restraints.68\n\nAll Chinese did not view Ward's indiscretions as matters of great concern, however. By 1908 eight such schools attached to temples were managed by the Hospital Committee. When in that year the Ordinance was passed by the Legislative Council vesting the property of the Man Mo Temple in the Tung Wah Hospital, the schools became a legally recognized part of the Hospital's activity and responsibility. \n\nAfter the establishment of Kwong Wah Hospital it likewise assumed charge of the school attached to the Tin Hau Temple on the Public Square at Yau Ma Tei, Kowloon. \n\nAll of these schools were free schools for the poor. They provided a traditional Chinese basic primary education. With the gradual introduction of modern educational methods and text books into China, the schools operated by Tung Wah also changed, and eventually middle school education was offered. Tung Wah's contribution to education merits detailed study since it will shed useful light on the general history of education in Hong Kong. \n\nReligious aspects of Tung Wah \n\nFrom its foundation Tung Wah explicitly stated that it was not a religious institution, but on the other hand it had its religious aspect. This is in keeping with the fact that most areas of Chinese life are reinforced by some kind of transcendent authority. Or as it is expressed in the General Rules of the Hospital, \"Chinese in their custom generally respect spirits\". The Rules then proceed to state that patients expect the protection of spirits, and that hospital servants are made dutiful through fear of the spirits. \n\nMost trade and business guilds have a patron deity. As a medical institution Tung Wah gave place of honour to the patron of medicine. To honour him the Regulations of the Hospital contained the following provision: \n\n+ \n\nNo image \n\nAll members of all ranks in the Hospital shall be present in the Grand Hall between 5 a.m. and 7 a.m. on the 1st and 15th day of each month to worship the Patron Saint (Shen Nung), so as to show that they are pure, upright and honest. An image of him will be kept, and we shall only write and post up his title to show that we respect him as if he were there.* The meeting Hall of the Hospital was built along the traditional lines of a Chinese Temple, as witness the building we are visiting today. There was a central hall containing an altar table with \n\n* One Hundred Years of the Tung Wah Group of Hospitals 1870-1970, Vol. 1, p.12, Rules 11 and 12.",

        "content_text": "VILLAGE GOVERNMENT IN CHINA, 1933\n\n139\n\nvenue. As with the ancestral halls, described above, the village temple usually owns some farm land which is rented out at a profit. Village markets, held in the temple courtyard, form a source of revenue, since all outsiders must rent stalls. Revenue comes into the temple also from small contributions of the superstitious folk, who visit it to seek some benefit from the presiding deity. Much of the village budget is made up, however, of self-imposed taxes (Hui Ch'ien), and voluntary contributions solicited from the wealthy members, usually for some specific civic betterment. In theory, under the Manchu dynasty, certain sums were supposed to be returned to the village from their general government taxes for the purposes of education, as set down in the Ta Ch'ing Hui Tien (...), but these seldom, if ever, did find their way back.\n\nAn annual festival in honor of the patron of the temple is the chief social event in most villages in China. The responsibility for the management of this normally falls upon the temple council. Theatricals, side shows, and feasting mark these occasions. The religious side of the carnival has largely disappeared; usually, it is merely a grand social period, a time of relaxation and merry-making for young and old. Interrupting the normally dull routine of village life, it is of some psychological importance as a social safety valve.\n\nThe duty of properly policing the village is also the charge of the temple council (when it is not handled by the Ti-pao). Every household is expected to supply a man for a certain number of nights a year, but more usually, a contribution of money is given to pay for the service by regularly employed individuals. Civic duties such as lighting dangerous corners and repairing walls, roads, canals, and boat landings, when these are ever done, are the responsibility of the village temple. But I think, Sir, the Government ought to do something of a more permanent character, something more lasting, something that should be a great deal more commemorative in its nature, and which will hereafter be of substantial benefit to the whole Colony.\"\n\nThe precise form this lasting memorial should take was a difficult question as future events painfully proved.         "content_text": "OBITUARY\n\nHUGH GIBB\n\nMr Hugh Gibb, a long-term Member of Council of the Royal Asiatic Society, Hong Kong Branch, died in August 1990. With the permission of The Daily Telegraph, we reproduce here an obituary which appeared in that newspaper on Friday, August 24, 1990.\n\nHUGH GIBB, who has died aged 75, was a maker of sensitive documentary films, chiefly about Asia, which combined artistic distinction, rigorous research and a strong cultural message.\n\nHis much applauded seven-part series, The Borneo Story, made in the mid-1950s, won a Grand Prix award at the Cannes Film Festival. Another seven-parter, Images of the East shot in Cambodia, Laos, Vietnam and Thailand for BBC television during the 1960s gave a unique record of the old Indo-China, particularly of the monuments at Angkor in Cambodia.\n\nGibb was re-working his Angkor films, in the hope that they would widen sympathy for the Cambodian people and perhaps lead to the neutralisation of the site under UNESCO's aegis, when he was struck down by a sudden illness.\n\nA stickler for detail, Gibb was perhaps the last of the \"one-man\" producers: he did the research, wrote the scripts, filmed, edited, wrote and even spoke the commentaries of his films.\n\nHis style on location was exigent, authoritarian and sometimes irascible, and this discouraged many of his would-be collaborators. Gibb's extreme individualism perhaps accounts for the incomplete state of his later work. Several ambitious films about China, particularly its great waterways, were never finished.\n\nA Lloyd's broker's son, Hugh James Gibb was born in London on March 15, 1915, and educated at Rugby and Oriel College, Oxford. Index.\n\nThe Emperors of China were both person and institution. The Chinese bureaucracy was the most highly developed organization of its kind in the pre-modern world, with a complex array of rules and regulations which confined and defined government. The Yongzheng Emperor (r. 1723-35) is traditionally portrayed as the epitome of a ruthless despot, a cunning autocrat who developed a whole new secret police system to solidify his power. The Qianlong Emperor (r. 1736-95) based his rule of more than sixty years on political adeptness, not ceremonial presence. The traditional image of a Confucian official is of a man who served principle, not a ruler, and who dared to criticize those Emperors who strayed from the Middle Way (read \"bureaucratically defined acceptable behavior\").\n\nHow do we reconcile these contradictory views? Did the Emperor terrorize the literati-officials into submission, or was he merely the tool of an ageless bureaucracy? Is Chinese history during the Qing the record of strong or weak monarchs, or did institutions evolve which tempered the influence of the Son of Heaven?\n\nBeatrice Bartlett has provided us in Monarchs and Ministers with a ground-breaking work.         "content_text": "318\n\nThe origins of the Grand Council, which served as the highest executive body under the Emperor in the Qing government from the first quarter of the eighteenth century, are clarified for the first time. It was not created one day through act of parliament. Nor was it the accidental survivor of a military planning group as its Chinese name might suggest. Bartlett shows the transformation from direct imperial personal rule (Yongzheng's ad hoc arrangements of the Military Finance Section, the High Officials in Charge of Military Strategy, and the palace memorial system) to joint monarchical conciliar administration (Qianlong's regularization of the Grand Council). The development of an inner court to offset the rigidity and limitations of the outer court is traced, and we are shown how the Qianlong Emperor adapted to the increasingly complex demands of ruling China. The Kangxi Emperor (r. 1662-1722) was brilliant, but could rely on raw Manchu force to rule; Yongzheng and Qianlong had to use more \"Confucian\" means, at the same time surviving the factionalism of the imperial family.\n\nBartlett has not simply used the Qing archives to sketch political events, or to mark the stages of development of the Grand Council. She has used provenance to enlighten us on process, and has gained an understanding of the whole range of communication that passed between Emperor, grand councillors and provincial officials. This system has been researched before, but no one has gone into such detail on the forms of communication and the act of decision making. The grand councillors knew that control of information flow led to control of decisions. As the palace memorial system expanded from a secret, personal channel between the Emperor and a few officials to a broader, prioritized but more impersonal avenue, the councillors and their clerks injected themselves into the process. Before long they perused memorials, drafted summaries and proposed imperial replies (see, for example, pp 98-101).\n\nThe tension between Emperor and officials, and among officials, was conceptualized by Joseph Levenson in his trilogy Confucian China and its Modern Fate. Bartlett brings Levenson's provocative concept down to earth, and shows the conflict and cooperation between emperor and councillor, and inner and outer court officials. (p.6). This was not the case with the inner court in the eighteenth century. It was the creation of the Emperor. But Bartlett argues that by the end of the century the Grand Council straddled the roles of pawn and directorate. The result was a greatly expanded inner-court dominance, but one where both ministers and monarchs could be strong. While the framework for autocracy continued in place, the expansion of inner-court work and the ministerial skill and labor essential to accomplishing it weakened the monarchs' ability fully to oversee and direct the government.\" (p 7).\n\nHere I might take issue with the statement that the Grand Council weakened the monarch's ability to direct government; rather, it permitted him to do more than he could alone. It is at this point within the system that the individual comes into play, and the balance between monarchical power and conciliar power was less a question of institution, and rather varied on the basis of the personal qualities of the incumbent emperor, as well as the qualities of certain officials such as Heshen.\n\nThere is the risk in working with thousands of documents of losing sight of the wood for the trees. The reader is forewarned by the author that Part One covering the Yongzheng reign is very detailed. This reflects the evolution of the Grand Council as the Yongzheng and Qianlong Emperors experimented with the Inner Court before it was enshrined in statute. In Part Two Bartlett soars above the foliage to give us an overview of the mechanism of government.\n\nMonarchs and Ministers is a seminal work, and opens up many avenues of research. We must study the officials who held concurrent titles in both the Inner and Outer Court, and determine if their authority derived from their positions as Grand Councillors or from their incumbency as presidents of various boards (much as we ponder the power of government officials that derive from their party membership in modern China). This book also looks outward from the Inner Court, and we would do well to look inward from the Outer Court. We should not underestimate the value of Bartlett's analysis of the types of documents existing in the archives. There was no guide to the materials; who drafted them, who read them.",

        "content_text": "51\n\ndistinguished scholars, Wang Chang (1725-1806) and Sun Xinyen (1753-1818) were invited by Ruan Yuan to serve as senior lecturers at the academy he established in Hangzhou, the Gu jing jing she.\n\nWang Chang, a man-of-letters with expertise in such diverse fields as the Classics, linguistics, Buddhist scripture, border warfare, and copper administration, had attained the jinshi degree in 1754 and had served as a clerk in the Grand Council. After a long career that included serving on the personal staff of Wen-fu (d. 1771), the Manchu President of the Board of Barbarian Affairs during the ten military campaigns of the mid-Qianlong reign, he retired to join Ruan Yuan in Hangzhou. Wang had been one of the three chief compilers of Ping ding liang Jin chuan fang lue [Official history of the Jinchuan war] 136+17 juan, printed 1800, and wrote a dozen or so major works of his own, including Yun nan tung zheng chuan shu [The complete work on copper administration in Yunnan], 50 juan, completed in 1787 (now listed as lost), Qing pu xian zhi [Local gazetteer of Qingpu], 40 juan, 1768, and Tai cang xian zhi [Gazetteer of Tai cang], 65 juan, printed in 1803, Shan sheng lü lie [Statutes and precedents of Shanxi province], 50 juan, c.1786, and many others.\n\nSun Xingen, a leading Classicist, specialist in astronomy, Buddhist scripture, geography and mathematics, never attained the jinshi degree but had passed the provincial examination in 1786. He was a friend of such noted scholars as Yuan Mei (1716-1798), Hong Liangji, Duan Yucai, Sun Zhizu, Gui Fu, Wu Yi and Wang Zhong. He met Ruan Yuan during the latter's tenure as director of studies in Shandong. Before joining the Gu jing jing she, Sun also served as director of the Jishan Academy, Hangzhou (1800) and in 1811 was appointed director of Zhongsan Academy in Nanjing. He participated in the compilation of several local histories but made his reputation as a Classical scholar by meticulously correcting the mistakes made throughout the centuries and publishing new editions of ancient texts. He compiled his own local histories — Lu zhou fu zhi [Gazetteer of Lu zhou in Anhuai], printed in 1803 and Sung jiang fu zhi [Gazetteer of Sungjing, including Shanghai], printed in 1819. His considerable literary works were collected in Sun Yen ru shi wen ji [Poems and essays by Sun Xinyen]. Sun was also a noted calligraphist, specializing in the seal script. His wife, Wang Cai wei (1753-1776), and a daughter, Sun Yi hui (married Xiao), both accomplished in poetry and literature, published poems.",

Next day he would greet his opponents as cheerfully as though nothing had happened to ruffle them and be good friends.\" We know that in Hong Kong, Lockhart and Francis had not responded to him,\n\nIn the end, how should we appraise Lowson and his diary? You will agree with me that he would appear to have been a rather difficult man; otherwise, he would not have clashed with authorities wherever he worked, in Hong Kong, India, and Forfar. You will recall that at the early stage of the Epidemic, he, a relatively junior doctor, offered to take sole charge but was turned down. This shows that he was probably the type who would prefer to give rather than take orders. But he was undoubtedly a forthright and strict character, uncompromising in disputes when he thought he was right and entirely honest in his intentions. I am sure all of us have come across such traits among our friends and colleagues. But neither Lowson nor history should accuse any of the people he criticised of mishandling the situation in any way. There was nothing else they could have done without the means that we now have at our disposal and the knowledge of the disease we now possess. Lowson's diary, though covering only the first phase, is undoubtedly a valuable addition to the literature on the Hong Kong Plague Epidemic now that it has become available.\n\nIn recent years, there has been much talk about Hong Kong's resilience, its capacity to recover quickly from one financial crisis after another, becoming even more prosperous each time. We seem to have forgotten Hong Kong's resilience in having survived the devastations of diseases, such as malarial fever in its infancy, bubonic plague in its adolescence, and occasional outbreaks of cholera, typhoid fever, dysentery, and others all through the years. There was a time when living in Hong Kong was a hazard, for one never knew when life or health would be threatened. The Plague Epidemic of 1894 was a real calamity for Hong Kong, as Sir William Robinson had said. But it can be regarded as a watershed for, after it, Hong Kong became a healthier and cleaner place. To mark its centenary, let us pay tribute to all those who contributed in the long fight against the Epidemic in their various capacities, as administrators, legislators, and medical and health officers, among them our unsung hero, Dr. J. A. Lowson.",

[they] thrashed out their differences round the Council table which... they thumped.\"\n\nTo arrange the finance of the new Government, Sun decided to reorganize the province's currency. The new policy was a total abolition of the existing currency and the introduction of a brand new currency under a new government bank. Originally, the new bank was to have had a reserve of $10,000,000, but it turned out that the Canton government could only put up 30% of the original amount. As a government bank, it had the right to issue new currency, to control the treasury and the salt gabelle in Guangdong. The crucial thing it lacked, as shall be seen, was credit worthiness. The merchant's prediction proved correct. In response, the chambers of Commerce wrote a joint letter to Sun, stating that \"to cancel the existing currency (issued by the Bank of China in Canton) was equivalent to an act of sentencing them to the death penalty.\" Ending the letter, the chambers warned the government that \"if the creditability of the Government was shattered [by this incident], the new notes issued by the Provincial Bank of Guangdong may suffer too.\" The brand new currency issued by the new government bank, amounting to $1,500,000, depreciated sharply once it began circulation.\n\nIt was in March 1921 that Chen Jiongming secretly approached \"the leading Chinese merchants in Hong Kong,\" requesting them to form into an advisory council for the Guangdong Government, which was responsible for giving advice on the \"administration of the province in relation to civil and financial matters.\"\n\n**\n\nCoinciding with Chen's move, it was Liu Zhubo who submitted a confidential report to the Governor of Hong Kong on a scheme to finance a new government in Canton - \"the object of the proposed organization was to finance Chen Ch'iung-ming (Chen Jiongming) and enable him to sever [his] connection with Sun Yat-sen.\" According to Liu Zhubo's proposal, this new Canton government was to be modelled \"after the form of government of Hong Kong\" under the supervision of the Cantonese merchants.         "content_text": "Council members also expressed interest in digitizing a collection of old RTHK radio programmes related to the history of Asia and Hong Kong in an effort to preserve the culture and heritage of Asia. These are tapes that RTHK will not be able to digitize due to limited resources. The Hong Kong Central Library has requested a list of these titles and arrangement has been made to digitize 11 of them. RAS will pursue digitization for the remaining 34 titles if rights could be obtained.\n\nFollowing the success of the exhibition of the Society's photo archives on Western District in the University of Hong Kong Libraries in January 2000, a similar exhibition was held in the University Libraries in August 2003. These photographs illustrate domestic, industrial and commercial buildings and interesting street scenes in Sheung Wan and Western District in Hong Kong in the 1960's. Again, it aroused great interest. A Library user spotted a man in a photograph that looked very much like his father and requested a copy of this photograph. The Home Affairs Bureau also requested access to our photo archives to assist them in reviewing their existing policy on heritage preservation. Some of these photos were published in the book: Hong Kong Going and Gone and 14 copies were sold during the exhibition. In response to demonstrated interest, a new Committee has now been formed to compile all other photos in the Society not included in Hong Kong Going and Gone and publish a brand new book on cultural and architectural heritage of the Central and Western district.\n\nConcerning usage of the HKBRAS Collection, as compared to last year, reference enquiries had increased by 29%. He was the only Westerner in the latter half of the nineteenth century to occupy an official post in the metropolitan bureaucracy—a position that allowed him daily access to China's highest officials in the Grand Council and Zongli Yamen. He built the first modern institution in China, the Chinese Imperial Maritime Custom (CIMC), and he also played a crucial role in China's imperial politics, significantly influencing its internal reform and diplomatic policy.\n\nDuring the early period of his life in China (1857-1865) Hart was involved in a sexual relationship with a Chinese girl called Ayaou. The relationship had a significant influence on Hart in that it immersed him deeper in Chinese society. Hart's success in China has been attributed to his good understanding of Chinese tradition. He acquired this capacity in a number of ways, one of which included a long-term intimate relationship with the Chinese girl Ayaou. Hence, Hart's secret domestic life is not simply the personal life of a Western man, who, according to the prevailing custom in the colonial Asia of the 1850s, kept a Chinese girl; it is more significant and, as Bruner, Fairbank, and Smith point out, \"does him credit as a human being\" and \"also shows his capacity for immersion in Chinese society and culture.\" (1986: 232)\n\nThe paper will examine and analyse the recently discovered statutory declarations made by Hart in 1905 and 1911.
