So Hsieh made her his private secretary. At that time, the military governors were practically independent war-lords paying only nominal homage to the crown. A rival governor, T'ien Ch'eng-ssu, was increasing his armed forces and planning to annex Lu-chou. Seeing that Hsüeh was worried about this, Hung Hsien offered to go to the rival governor's city one night to investigate. Brushing aside Hsüeh's misgivings, she pushed her hair back to form a bun, put on a short embroidered jacket and black silk shoes, carried a dagger, and wrote a magic spell on her forehead. In a moment she was gone. Hsüeh waited for her alone, and after a dozen cups of wine, it was already daybreak. Suddenly he heard something falling lightly like a leaf on the ground outside. It was Hung Hsien coming back. She had travelled several hundred miles and gone to the rival governor's headquarters, and, without disturbing the armed guards or waking up the governor, had taken from his bed-side a gold case containing his horoscope. Next morning, Hsieh sent the gold case back to his rival, with a letter saying, “Last night a visitor came and brought this from your bed-side. I dare not keep it and am returning it herewith.\" On receiving this, the rival governor, T'ien, was petrified. He sent Hsüeh rich gifts and a humble letter of apology, saying that he had no aggressive intentions and that he was going to cut down his forces. All was peace and quiet. Two months later, Hung Hsien asked permission to leave. Hsüeh was naturally reluctant to let her go, whereupon she said, \"In my previous incarnation I was a man and a physician, who, by mistake, caused the death of a pregnant woman conceiving twins. As a punishment, I was re-born as a girl and became a serving maid. Now that I have repaid your kindness, I must go.\" Hsieh realized it was no use trying to keep her, so he held a great farewell banquet in her honour. After a tearful goodbye, she disappeared and was never seen again.11\n\nThe above story is written in elegant classical prose. At the same time, chivalric tales also existed in the popular colloquial literature of T'ang times. Among the manuscripts discovered at Tun-huang at the end of the last century are many tales known as pien-wen (#), which may be translated as \"popularized texts\".15 These are for the most part Buddhist legends re-told in a semi-colloquial style, often in a mixture of prose and verse. It would have been helpful if Mr. Endacott had discussed the question more fully. \n\nHowever, the book is useful as a concise account of the history of the exercise of power in Hong Kong. Mr. Endacott writes clearly about the early governors and their administrative problems. But Hong Kong is today so different a place that such background sheds little light on today's problems. Hong Kong has, of course, inherited its constitution from those early days, but this was in any case of the normal colonial type devised by Britain in the nineteenth century. On the post-war history of the Colony, a little more information might have been desirable. Why, for instance, was the opinion of the Legislative Council, as voiced by the Hon. D. F. Landale, so inexorably set against the Young Plan, and why was it that the Government spent two years working out a detailed scheme for its establishment only for it to be thrown suddenly overboard at the last moment? What are these \"wider powers\" which he mentions in his reference to the police? And, while he makes the point that in fact the government does work in most cases harmoniously with the people, could he not have analysed a little more fully than he does the causes of the 1956 riots? \n\nThere are people who think that a chance has been missed by not making Hong Kong into a show window for Western democracy. Mr. Endacott's book makes clear just how difficult such an ideal would be to achieve and how little real opportunity there has been for it. Apathy, factionalism and an appreciation of international realities today virtually rule it out. But a modest progress towards constitutional development is surely to be desired. If the institution of democracy is of any value, it is worth some effort to promote.",

        "content_text": "The Five Great Clans\n\n33\n\ntried to retain and modernise this tradition by building modern schools for their children and teaching a curriculum equal to that in the cities of Victoria and Kowloon. The Tangs of Kam Tin and the Lius operated schools with a modern curriculum at least as early as the 1930s, and have since installed them in modern buildings. Other modern schools may be seen at Ho Sheung Heung, Kam Tsin, Tai Po Tau, and San Tin. Usually, the schools have been built on lineage initiative and money, with the Government meeting a proportion of the cost. Boards of Governors are generally composed of lineage members only, though teaching staff may be drawn from any surnames.\n\nBut far from consolidating the position of the clans, as education did in the old days, the new education has cut off the young men (and the young women) from their lineages by educating them up to a level where they are employable only in the city, where they quickly learn to renounce village values and the lineage way of life. Some of the older men recognise the danger which this constitutes to the lineage system, and they try hard to reconcile the modern education with old values, striving to keep the young people based on the village even if facing towards the city. The Lius have recently initiated the practice of sending all their school-children to take part in the worship of the First Ancestor's grave on the 9th of the 9th month,80 a practice which certainly would not have been permitted in the past.\n\nAncestor worship in its manifestations above the level of the family was and is on a larger scale in the five clans than in smaller clans. The five own large ancestral halls (often as large as three M) for the corporate worship of their founding ancestors, and most of their villages have more than one hall, often as many as three or four, each one serving as the focal point for a branch or sub-branch of the lineage. Comparatively few lineages or clans outside the five have ancestral halls of any size; in many, a converted house does duty as the hall, while perhaps no other lineage is able to boast of more than one hall. Wealth again is the factor which enables the five to build and maintain halls.\n\nAll of these clans observe ancestral rites on a large scale and at great expense. The major ceremony of the year is Chung Yeung, on and around the 9th day of the 9th month, when the grave of the founding ancestor is worshipped. Since these graves",

On Anson's seizure of the Spanish galleon bringing treasure from Acapulco to Manila he writes that \"to the weird, unreal mandarinate of China it appeared horrific\". \"Weird' and 'unreal' to whom? To the English at that time, or to the Chinese people, or to the author alone? There is no evidence on which to base these epithets. They have meaning only in the author's own mind. On the same page he writes of the \"dastardly\" opinion which the Chinese were forming of Anson, But dastardly from whose point of view? Who is justified in calling it dastardly? Next an example of the author's jocular style: \"The failure of the Amherst embassy and we enter the final straight\". Finally an example of the author's oracular style: “A sense that there was no turning back seeped into the till then strangely changeless atmosphere, and in the extraordinary way in which one thing led to another, both in England and China, soon practically nothing was the same.”\n\nIt would be tedious to challenge the author on the many dubious statements and judgments which mar this book - it would also require a very long review. But any reader with an enquiring mind and a regard for historical accuracy will constantly find himself irritated into asking \"Where is the evidence for this statement?\" In some places the author is simply inaccurate. Thus, in one of his rare footnotes, he states: \"Governors usually, but not always, ruled two provinces, in this case Kwangtung and Kwangsi, the Eastern and Western Kwangs; thus the Governor of the Two Kwangs\". In fact there was a Governor-General (tsung-tu) for the two Kwangs and a Governor (hsün-fu) for each province. This is an elementary mistake which a knowledge of the Chinese sources would have corrected. Similarly, a greater familiarity with the Chinese scene would have saved him from writing \"the Summer Palace in the Western Hills near Peking\", when in fact it lies in the plain between Peking and the Western Hills. Also in the brief chapter on Lord Macartney's embassy to China he mentions that Macartney \"presented to the Grand Secretary a short memorandum of the points he was authorized to raise. But which Grand Secretary? There were six members of the Grand Secretariat when Macartney was in Peking in 1793. Clearly he means Ho-shen, the favourite minister of the Emperor Ch'ien-\n\n++",

        "content_text": "28\n\nMARJORIE TOPLEY\n\nThe following short description of how some sects related to territorial units comes mainly from my own investigations and examination of sectarian documents in Singapore and Hong Kong. The groups I studied are off-shoots of a widely ramifying system sometimes called Hsien-t'ien Ta Tao, \"The Great Way of Former Heaven\". It contains many sects going under different names. The sects of this religion were found in many parts of China and copied the State system of territorial administration in dividing up areas for administration with lodges descending to the level of the district. Below the district, however, the groups had other centres for members and based, as in Buddhism and Taoism, on pseudo-kinship organization. Provision was thus made for China-wide organization, although it is doubtful whether any sect extended over the entire country at any time.\n\nThe system appears to have worked as follows: administrative lodges existed usually, and where feasible in the face of campaigns of suppression which were waged from time to time against them, in the chief towns of provinces, counties and districts. The \"capital”, however, was not necessarily the same as the imperial capital but might be the town where the sect developed originally or to which it had been forced to remove its head office because of State activity against it. Until the late '50s of the nineteenth century, sects were headed by a patriarch who ideally resided in the main lodge but sometimes lived in another remoter place to escape attention by the State. In the records of some of the sects, the patriarch is compared to an emperor. It is often claimed he was an incarnate Buddha. Under the patriarch, there were various officers administering the branch lodges. All administrators had to hold degrees known as “lotus degrees\" to be eligible for such posts, although not all \"degree\" holders were administrators. Examinations for these degrees were in religious knowledge and techniques, which included knowledge of their own sutras (sometimes written in code) and Taoist type \"hygiene\" and Ch’an Buddhhist type meditation. Degrees have elaborate titles in many of the sects and are likened in their literature to degrees for State examinations. Administrative posts are sometimes compared to those occupied in the State administration by governors, judges and magistrates.\n\nMany sects are \"vegetarian\", that is to say they require degree-holders to practise permanent vegetarianism and also sexual",

CHENG\n\nWhile he was Legislative Councillor in Hong Kong, Ng Choy was known to oppose the office of the Registrar-General (established 1844), also known as Protector of Chinese and later renamed in 1913 Secretary for Chinese Affairs, on the ground that it was race discrimination to force Chinese and Europeans to deal with the Government through different departments.8 During his term of office, he was a member of a very important Education Commission, appointed by the Governor Sir John Hennessy in August 1880, to study the question of raising the Government Central School into a collegiate institution, giving a higher education in English and Science. What Sir John had in mind was that Hong Kong would render a great service to China by starting a collegiate institution so that young Chinese boys could come to Hong Kong for a higher western education instead of going to distant countries like America and England. However, the Commission as a whole disagreed with the Governor. It dismissed the idea of a Collegiate Institution on the ground of cost, and pointed out that the great need of the majority of the local population was a sound elementary education. Thus it was not the province of the Government to establish, at the cost of the ratepayers, an institution that would be mainly for the advantage of a small number of wealthy members of the community.\n\nNg Choy's achievements as a Legislative Councillor in Hong Kong were by no means great as compared with some of his successors, as he held office for less than three years; but he had the distinction of being the first Chinese to serve on that Council, and since his time both the Colonial Office and the Governors of Hong Kong have agreed on the principle of Chinese membership of the Legislative Council.\n\nWhen Sir George Bowen arrived in April 1883 as Governor, he was in favour of having a Chinese member on the Legislative Council but realized that it would not be easy to find a successor to Ng Choy from \"among those qualified as British subjects, a native gentleman combining in his own person the proper social position, independent means and education\". In conjunction with the question of a permanent Chinese member on the Legislative Council, Sir George Bowen also took the opportunity of re-constituting the Council. The main differences between the old and the new Council were that a Chinese member was appointed and that the Chamber of Commerce was invited to elect a member.",

        "content_text": "31\n\nMILITIA, MARKET AND LINEAGE:\n\nCHINESE RESISTANCE TO THE OCCUPATION OF HONG KONG'S NEW TERRITORIES IN 18991\n\nR. G. GROVES*\n\nIntroduction\n\nViolence, or the very real possibility of violence, was endemic in southeastern China during the nineteenth century. The provinces of Kwangsi, Kwangtung, and Fukien were notorious to imperial official and foreign observer alike for their varieties of armed conflict. Brine, a British naval officer with contemporary experience of the coastal provinces, described the mid-nineteenth century situation as follows: \"the whole history of the period is little else than a continual series of local insurrections, bursting out in all directions. The coast was infested with pirates, who not only caused great injury to the coasting trade, but frequently landed and sacked the villages lying adjacent to the sea. In the two Kwang provinces armed bodies of men moved from town to town, and committed large robberies in open day... the Pekin Gazettes were full of reports from the provincial governors acquainting the emperor with the disorganized state of the country, and complaining of the inadequacy of their troops to quell the interminable revolts.\" To this catalogue of ills may be added the Opium and Arrow Wars, inter-lineage and clan warfare, ethnic conflict, and major and minor rebellions.\n\nThe prevalence of violence was by no means new. Writing of the Hsin-an District of Kwangtung Province, just over a century ago, the German missionary Krone noted: \"Hung-mo the founder of the Ming dynasty (1368-1399 A.D.), found it necessary... to appoint an officer with the title ‘Shou-yu-sho'... Protector of the region, in order to protect the population, which was rapidly increasing, against the bands of robbers and vagabonds which infested the district.\"3 More recently Professor Maurice Freedman, surveying a mass of evidence and arguing that organized violence\n\n* Mr. Groves is a Lecturer in Sociology at the University of East Anglia. He conducted field research in the New Territories between 1963-65. His article \"The Origins of Two Market Towns in the New Territories\" appeared in Aspects of Social Organization in the New Territories (ed. M.         "content_text": "HONG KONG CADETS, 1862-1941\n\nH. J. LETHBRIDGE*\n\nThe British Civil Service contains administrative, executive and clerical classes. The administrative class in Britain and the colonies was an elite generally recruited directly from the universities. The term 'cadet officer' denotes the administrative grade of officer in the Hong Kong Government Service in the period under review. It remained in official use for almost a century, until 1960.\n\nAltogether 85 cadets were appointed in the period 1862-1941. 9 died in office, 12 transferred or were seconded, and four resigned or retired on medical grounds. Three became governors of Hong Kong - Sir Francis Henry May (1912-18), Sir Cecil Clementi (1925-30), and Sir Alexander Grantham (1947-1957); and five became Governors or High Commissioners of other territories - Sir Cecil Clementi Smith (Straits Settlements), Sir James Haldane Stewart Lockhart (Weihaiwei), Sir Reginald Fleming Johnston (Weihaiwei), Sir George Murchison Fletcher (Fiji, Western Pacific, Trinidad) and Sir Alexander Grantham (Fiji, Western Pacific). Two became Chief Justices of Hong Kong - Sir James Russell (1888-92) and Sir Joseph Horsford Kemp (1930-33). Four others attained the rank of Colonial Secretary, Hong Kong before retirement - Norman Lockhart Smith (1936-41), David Mercer MacDougall (1946-49), Claude Bramall Burgess (1958-63) and Edmund Brinsley Teesdale (1963-66).\n\nThe number of cadets on the establishment in any one year was never large: only 7 in 1880, 13 in 1900, 31 in 1920, and 37 in 1941. Even these figures are deceptive: they report the strength on the books but not the strength in the field. We must deduct from such totals the number of 'unpassed' cadets2 (cadets engaged in the full-time study of the Chinese language)\n\n* Mr. Lethbridge is Senior Lecturer in the Department of Sociology, University of Hong Kong.         "content_text": "J\n\nHONG KONG CADETS, 1862 - 1941\n\n45\n\nThe recruitment of cadets changed the nature of administration in early colonial Hong Kong. The cadets were professionals, unlike the earlier officials who were a mixed lot from variegated backgrounds. They spent their working lives—20 to 30 years on average—in one or other of the Eastern colonies, for some of course transferred from, or to, Hong Kong. Since their profession was administration, and the government of Hong Kong was mainly a matter in those days of running a municipality—between 1886 and 1939 only four new departments were established, the District Office New Territories after 1899, the Kowloon-Canton Railway in 1906, and air services and broadcasting in 1929—they soon introduced routines and procedures, organised the files, and set the administrative machine into grooves, along which it ran, on the whole, smoothly and uneventfully for many years. Several governors evinced surprise at the little work they were called upon to do, for ways of doing things had soon become fixed and immutable, and colonial officials were reluctant to change well-tried methods. Sir George Bowen, Governor 1883-1885, declared that the routine and absolutely necessary work of Hong Kong administration \"seemed to me from the first to be much lighter than that of any Crown Colony which I had previously governed\";40 and Sir Frederick Lugard, Governor 1907-1912, of the same opinion, was amused by the bland efficiency and meticulousness of his able Colonial Secretary, Francis May. In Lugard's day, as Margery Perham writes, the officials \"were certainly efficient; the place was small and administration was conducted according to a system which had been seventy years in the making\". Of course, before 1941, most of the problems dealt with by administrators in Hong Kong tended to be workaday ones, and dramatic solutions were hardly called for until the post-1945 period, when massive immigration changed the face of things.\n\nWith regard to administration, then, Sir Hercules Robinson's scheme had worked. It also produced results in another respect, interpretation. Eitel wrote in 1878: \"There are now very few departments where there is not someone who can read a Chinese petition for himself and efficiently check the oral interpretation of the native clerks acting as interpreter. The Coroner's Courts, the Registration Office, and Chinese Protectorate, even the Colonial Secretary's Office, are well provided with a sufficient check on...",

        "content_text": "HISTORY OF MILITARY VOLUNTEERS IN H.K.\n\n157\n\nstatue now in Victoria Park at Causeway Bay which, up to 1941, stood in Statue Square, beside the Hong Kong Club in the centre of the city.\n\nContinuing with our survey, the period from 1893 up to the outbreak of war with Germany in 1914 was one of great activity for the Hong Kong Volunteers. It was one in which a great many important persons in the local community joined the Corps and when, reading between the lines, it was not only the 'done thing' to join the Volunteers but might be remarked upon if one did not. Pressure came from the Governor himself. When the Volunteer Reserve Ordinance of 1910 was in passage, Sir Frederick Lugard ended his statement by saying \"I think that every young Englishman in this Colony ought to join the Volunteers, and every Englishman who is no longer young ought to join the force which I hope will at once be enrolled when this bill has been read a third time.\"14\n\nThe Volunteer Corps' annual inspection reports for the period are available in Hong Kong. They were printed for tabling at Legislative Council, itself an indication of an important activity. They make interesting reading and show the vitality of the Corps and its impact on Hong Kong European polite society and on the Establishment.15 As stated, the Governors of the time took a keen interest in the Corps and it was Sir Mathew Nathan himself (Governor 1902-07 and formerly an officer of the Royal Engineers) who is credited with inspiring the formation in 1906 of the Mounted Troop—known irreverently as \"Mathew's Mounted Mugs\"16—and the institution of the Volunteer Reserve Association which was eventually embodied by Ordinance in 1910. JAMES LEGGE\n\nI have drawn, you probably think, sufficiently long on your attention and patience already, and yet, that we may get a sufficient view of the growth of the Colony, I must ask you to go back with me to the time at which I had arrived when the unhealthiness of 1843 led me away into all these digressions. I will try, however, to be brief in what I have further to say.\n\nSir Henry Pottinger, I observed, was governor of the Colony when I came to it, and I was surprised to find that he was not by any means popular. He was a good man, people said, to conquer China, and a bad man to rule Hong Kong. The impression which I received from my intercourse with him was of a man condensed, reticent, powerful, who would have his own way, and was able to force it. Mr. Davis, afterwards Sir John Davis, arrived and relieved him in May, 1844; and his coming was hailed with eager expectation. He had been in China before in the East India Company's time, was a Chinese scholar, and had written a book on China, which is still the most readable and entertaining work on the country up to the time to which he was able to bring it down. He, it was thought, was just the man for the place. How it came about, I hardly know; but of all our governors he left his office under the greatest cloud of popular dissatisfaction. In his time, however, the Colony made very considerable advances. The arrival of Judge Hulme was almost contemporaneous with that of Sir John Davis, and a Court of Supreme judicature was constituted. Mr. May, whom we all know, arrived in March, 1843, and the police force began to take shape. Not long after, the tax on house property was proposed, and never was there a greater clamour in the place. It was argued that it was unconstitutional, an imperilling of that palladium of English liberty that taxation must go hand in hand with representation; and the revolt of the American Colonies in the last century was alluded to. It was not my lot, however, to be in Hong Kong during the greater part of Sir John Davis's administration. I was laid down with Hong Kong fever in the autumn of 1844, which returned with other complications in the following year, till I was carried on board ship on the 18th November, to make the passage round the Cape, my friends all supposing that Hong Kong had seen the last of me.\n\nTwo days after I had left, Ke-ying, the Chinese statesman, paid a visit to the Colony, and gave a grand entertainment to",

He was the most learned of our governors, and I had sincerely wished that he might prove himself as mighty in deeds as in words.\n\nSir Hercules Robinson was a different man, as slow to speak as the other was ready, though he could speak well enough when moved. He began his administration under favourable auspices. The treaty of Tëentsin had given a considerable impulse to trade, and soon the concentration in the Colony of the large force for the second expedition to the North produced a great circulation of money, and increased the demand for house accommodation. Building went on rapidly; the value of ground rose immensely; fortunes were realized by many. Most of this, however, was merely a temporary and factitious prosperity, though Sir Hercules seemed to think, as many others did, that it was real, and that tomorrow would be as this day and much more abundant.\n\nMany important measures were carried through in his time. In 1860, the Chinese schools, supported by Government throughout the island, were entirely re-arranged, and I may claim to myself the merit of having pressed on successive governors the adoption of the present system, which Sir Hercules was the first to take up heartily, and give effect to. We were very fortunate in obtaining such a master to inaugurate it, and carry it out with untiring devotion, as Mr. Stewart. He has been doing a great work of education with hundreds of pupils, the benefits of which will be increasingly felt by the Colony and by China itself.\n\nSir Hercules adopted another scheme, which I had in vain recommended to one governor and another. My idea from 1844 was that the administration of the Colony would not be thoroughly satisfactory, till many of the offices in it were filled by men having a practical knowledge of the Chinese language, and a sympathy with the people. To secure the former, I advised the bringing out of young gentlemen as student-cadets, hoping that they would gradually acquire the latter also. I venture to think that the idea was sound; and it has not been fruitless by any means.",

        "content_text": "PRESIDENT'S REPORT FOR 1971\n\nI have very much pleasure this evening in presenting to you my Annual Report of our Society for the calendar year of 1971.\n\nMembership:\n\nThe total number of members on our books for the year has remained remarkably static. Our losses in membership during the year numbered 23, and of these 3 were due to deaths while the remaining 20 were due to resignations tendered because of departure from the Colony on transfer or on retirement. This loss was balanced by the 24 new members who joined during the year, giving us a net gain of 1 for the period, and making our total membership on the 31st December last stand at 525.\n\nTwo other changes in membership call for special mention in this Report. One is that two of our Ordinary Members became Life Members during the year, and the other is that in October last, our Patron, Sir David Trench, left the Colony on retirement and our Society now records its grateful thanks to him for his Patronage during the years of his Governorship of the Colony. His successor, Sir Murray MacLehose, arrived here on the 19th November 1971 and immediately assumed the duties of his high office. He has since honoured our Society by becoming its Patron in succession to Sir David, thus perpetuating the close personal association that has always existed between us and our Governors. This association began with the Colony's second Governor, Sir John Francis Davis, when he became our first President in 1847. This traditional association was revived in 1959 when this branch was resuscitated and the then Governor Sir Robert Black became its Patron. We look with pleasure to welcoming personally our new Patron when he attends as he has expressed the hope of soon being able to do, one of our ordinary meetings.\n\nMeetings:\n\nA.G.M. In recent years reports on the military situation in various areas have been continuous. Foreign affairs involve many subjects. After foreign envoys start residing at the capital if there is no one in sole charge of these matters giving their full attention to handling them then their management will be dilatory, and it will be impossible to co-ordinate policy. We request that a tsung-li ke-kuo shih-wu ya-men [office for the general management of the affairs of the various countries] be established with a minister of princely rank in charge of it. Since the Grand Councillors are responsible for drafting imperial edicts we fear that if they are not concurrently in charge of its affairs there will be discrepancies. We request that they all serve concurrently as officials [of the Tsungli Yamen]. Also we request that an office be provided in order to facilitate the transaction of business, and at the same time for receiving envoys of the various countries. As regards the staff to be established we suggest that eight men should be selected from the Manchu and eight from the Chinese who are presently serving as secretaries of the Grand Secretariat, the Six Boards, the Court of Colonial Affairs and the Grand Council. They should serve in rotation. All matters should be dealt with by the same procedure as in the Grand Council in order to specify responsibilities. As soon as military operations come to an end and affairs concerning the various countries become more simple it will be abolished, and its functions will revert to the Grand Council as before so as to tally with the old system.\n\n2. It is requested that posts for great officials be separately established at the southern and northern ports in order to facilitate the dispatch of business. We note that when trade began during the reign of Tao-kuang there were only the five ports of Canton, Foochow, Amoy, Ningpo, and Shanghai, for which an imperial commissioner was created. Now, according to the newly established treaties, in the north there are Newchwang in Fengtien province, Tientsin in Chihli, Tengchow in Shantung; in the south there are Canton, Ch'aochow and Ch'iungchow in Kwangtung, Foochow, Amoy, Taiwanfu, and Tamsui in Fukien as well as Chenkiang, Kiukiang, and Hankow on the Yangtze river.\n\nThe area [covered by all these ports] is vast stretching from south to north for seven or eight thousand li. Moreover the foreign countries trade at the port of Tientsin which is very close to the capital. If there is no great official residing at Tientsin with whom they can consult and transact affairs we are afraid that inconvenience will arise. We recommend that a superintendent of foreign trade be appointed for Newchwang, Tengchow and Tientsin to reside at Tientsin specifically to regulate affairs at those three ports. In Chihli, which is the vital metropolitan area, the governor-general has to control the entire province and cannot reside at Tientsin alone. Neither can the provincial financial and judicial commissioners, who each have their specific duties, conveniently hold the office of trade superintendent concurrently. So it is proposed that, following the precedent of the two Huai regions, the office of the salt administration of Ch'ang-lu be abolished and its administrative duties be transferred to the governor-general of Chihli. The salary of the salt administration office can then be given to the superintendent of trade entailing no additional establishment in order to economize. Control over the former customs revenue shall be administered concurrently by the superintendent for foreign trade who will make a separate report on it. We also recommend that an official seal without the title \"Imperial Commissioner\" be given to the superintendent in charge of foreign trade in the three ports. He should be allowed to take with him several secretaries to assist him in the administration. Whenever an important matter occurs he should be authorized to act in conjunction with the governors-general, governors and prefects of the three provinces concerned in the hope that matters may be dealt with smoothly.\n\nThe original imperial commissionership in charge of the five ports was held by the governor-general of the Liang-Kuang. In the ninth year of Hsien-feng [3 Feb. 1859-22 Jan. 1860] it was transferred to the control of the governor-general of Kiangsu, Kiangsi and Anhwei. We note that now there are three ports on the Yangtze newly added as well as Ch'aochow and Ch'iungchow in Kwangtung, Taiwan and Tamsui in Fukien, and therefore business will become more extensive. In fact we fear not only that governor-general Tseng Kuo-fan, who concurrently is in charge of the business, will find that 'however long the whip it will not",

The acting imperial commissioner and governor Hsueh Huan, ought to continue to be responsible for managing affairs properly. As regards Tientsin and Shanghai, whoever manages all the business ought to copy the practice of the provinces in sending separate reports, and through these great officials keep the Tsungli Yamen regularly informed in order to avoid discrepancies. As regards Kirin and Heilungkiang, Russians have in the past crossed our boundaries and occupied our territory. Successive military governors have concealed this information and not reported it with the result that after a lapse of time we can no longer prevent it. We wish to request that instructions be sent to these military governors truthfully to report on the situation along the frontiers and not allow them to gloss over the facts in the slightest.\n\nFor matters involving China and foreign countries everything must be reported monthly to the Tsungli office for examination. Furthermore, in the particular port of Tientsin, in future trade will only be in the import of goods and there will be no large-scale export of goods. If, after a certain length of time, trade does not prosper the foreigners will decide to leave in disappointment. We propose that when the right time comes the situation should be reviewed in case we can abolish the trade superintendency and so discharge redundant officials.\n\n3. As regards the customs revenue of the newly added ports, we request that separate instructions be sent to the provinces that they choose upright and honest local officials and put them in charge in order to increase the revenue. We observe that hitherto in levying duties on foreign commodities the practice was that the full amount should be remitted to the capital. The customs officials looked on this as a source of self-enrichment. Embezzlement and smuggling and a hundred malpractices flourished, and were a great hindrance in the collection of customs revenue. Now, since twenty per cent of the duty on foreign commodities is to be withheld it is all the more necessary to clear off the account as soon as possible so as to avoid complications arising.\n\n[Note: The rest of point 3 is concerned with detailed regulations about the administration of the new ports opened to foreign trade. For instance, it states that at Newchwang, the staple trade commodity is soya-bean cakes, but that this trade is not open to foreign ships. Details of the suggested method of collecting and reporting the customs revenues of this port are then given. At Tengchow, the memorialists state, an illicit foreign trade has been going on for a number of years, unbeknown to the Court. Now that it has officially become a treaty port, officials must be appointed to administer foreign trade there. As regards the five original treaty ports of Canton, Foochow, Amoy, Ningpo, and Shanghai, no changes in the regulations need be made. As regards the newly opened ports of Ch'iungchow, Swatow, Taiwan, and Tamsui, as well as Chenkiang, Kiukiang, and Hankow on the Yangtze, the governors-general and governors in whose jurisdiction these ports lie should jointly memorialize with the imperial commissioner at Shanghai concerning officials to be appointed to take charge of these places. Monthly reports on the volume of foreign trade at these ports are to be sent to the Tsungli Yamen and the Board of Revenue.\n\nSuggestions are also made for arrangements to be made for trade with Russia at the newly opened trading places of Urga, Kashgar, and Kalgan.\n\nAccording to the treaties, twenty percent of the duties on foreign trade are to be held for the payment of the indemnity. A counterfoil will be provided so that the total amount of revenue collected can be checked against the amount withheld.\n\nThe memorialists then return to the point they were making near the beginning of point 3 [as translated above].\n\nThus, the amount of foreign duty collected each year being clearly shown, the officials through whose hands it passes will be unable to enrich themselves through peculation. Not only will they be deprived of the means of living, they will secretly resort to other malpractices. It is further feared that wily clerks, when they see there is no money to be made, may provoke trouble, thus endangering the public interest. If we do not clearly lay down regulations providing them with expenses for transacting official business, we very much fear that unforeseen malpractices will arise. In each province where foreign affairs are dealt with your servants recommend instructions be sent to the Manchu garrison commanders, the governors-general and governors that they should keep each other informed in order to avoid discrepancies. We note that hitherto, in the management of affairs involving foreign countries, because the Grand Council has not issued copies of memorials submitted and edicts respectfully received, the governors-general and governors have also not communicated with each other. Originally this was in order to maintain secrecy and to prevent leakage of information. Now, however, since instructions have been sent to the provinces, to the superintendent of trade and to the imperial commissioner that they should regularly report to the Tsungli Yamen at the capital, the Manchu garrison commanders, the prefect of Peking, and the governors-general and governors should regularly inform each other of whatever they ought to do, and only then will there be no discrepancies at all. Moreover, when one province manages affairs satisfactorily another province can copy it, when this province manages affairs unsatisfactorily that province can be on its guard against it. We note that in the second month of the ninth year of Hsien-feng, Ho Kuei-ch'ing, the former governor-general of Liang-Chiang memorialized that:\n\nhitherto all matters have been memorialized secretly, and that the authorities do not keep each other informed, and that there are no files which can be consulted. It has reached such a point that colleagues in the same office are not fully informed. As a result numerous discrepancies and complications have arisen. This certainly is a great source of abuses. Your servant requests that instructions be issued that those concerned should notify each other so that there is uniformity in this matter.",

In future the superintendent of trade at Tientsin, the imperial commissioner at Shanghai and the provincial authorities should all be instructed regularly to send copies to each other of their memorials and the imperial edicts which they receive on these matters, quite apart from the reports which they submit to the Tsungli Yamen. When an official is relieved of his post he must specially hand over the files to his successor, so that the new appointee can examine them and the situation will not be entirely obscure to him. However, it is right that such affairs be secret. We should continue to instruct the provinces to depute trustworthy men to copy and know these documents but not allow them to pass through the hands of clerks in order to take special precautions to prevent a leakage of information.\n\n5. Your servants request that instructions be sent to Canton and Shanghai each to send two persons who understand written and spoken foreign languages to come to the capital on official service to be ready for consulting. It should be noted that in matters arising out of relations with foreign countries one must first know their natures. At present as we do not understand their spoken and written languages so there is a complete lack of understanding. How can we expect things to be managed properly? Previously as regards the Russian language a school was established for the study of the language; this was of significance. Now, after a long time, it is regarded as a mere formality and no one can understand Russian. It seems that we ought to offer some encouragement in order to stimulate them. We have heard that there are merchants in Canton and Shanghai who have specialized in learning the English, French and American languages. We request that instructions be sent to the governors-general and the governors of those provinces to select two honest and reliable men to be sent from each province, a total of four, to come to the capital bringing with them books of those countries. Let four or five boys of good natural ability under thirteen or fourteen years old be selected from each of the Eight Banners in order to study under them. The men sent [from Canton and Shanghai] should be given an adequate salary following the precedent of the Russian bureau. After two years the hard working should be distinguished from the idle ones.",

We note that the main concern of the newly concluded treaties with foreign countries is with trade; therefore whether trade conditions are peaceful or not is of vital importance to each locality. In the future, lest any information on whether or not Chinese and foreign trade is flowing smoothly in the old and new ports should escape the notice of the imperial commissioner, instructions should be sent to the Manchu garrison commanders, the prefect of Peking, governors-general and governors that they should memorialize monthly according to the facts, and at the same time notify the imperial commissioner and the superintendent of trade. This should not be regarded as a mere formality and the information should not in the slightest border on the fictitious. In handling foreign affairs it is all the more necessary to have full knowledge of the true situation, and only then can one succeed in vital matters.\n\nIn recent years, at times of crisis, spies (ch'en-t'an) have been used, but what was obtained was often nothing more than rumours and we failed to get detailed and accurate information. In managing matters in this manner it was impossible to act effectively. Although foreign countries' newspapers are not necessarily entirely trustworthy nevertheless by sifting the information one can obtain a general idea of what is happening. CRANMER-BYNG \n\ngeneral and governors to send monthly to the Tsungli Yamen foreign newspapers, both those printed in Chinese and in foreign languages, so that we can have at our finger-tips knowledge of the situation between China and foreign countries, and so that we can become more fully acquainted with the way to reform abuses and put right our failings. \n\nA memorial from Prince Hui and others in reply was received at the travelling headquarters on 20 January 1861, and an edict was issued on the same day. As no English version of this edict appears to have been made, a translation of it follows.17 \n\nToday we have received a memorial from Prince Hui and others to the effect that they have deliberated on the memorial of I-hsin Prince Kung, and others on restoring normal conditions and on regulations for trade. According to what they said all the items recommended by Prince Kung and others have a close bearing on the circumstances and that this really is the situation. They request that we should act according to the original proposals. \n\nWe have already issued an edict appointing Prince Kung, Grand Secretary Kuei-liang, and Senior Vice-President of the Board of Revenue Wen-hsiang to be in general charge of trade with the various countries. We have also appointed Ch'ung-hou to be superintendent of trade for the three ports [Tientsin; Newchang; Chefoo]. Let Hsueh Huan continue to control trading arrangements at the five old ports as well as at the newly added ones. In their memorandum Prince Kung and others recommend that Canton and Shanghai should each send two men who understand spoken and written foreign languages to come to the capital on official service. Also that the superintendents of trade as well as the Manchu garrison commanders, the governors-general and governors, and the prefect of Peking ought to report monthly on native and foreign trade conditions at those ports and send the foreign newspapers of the various countries and should communicate [this information and newspapers] to the Board of Rites which will transmit it to the Tsungli Yamen. Let the princes and ministers instruct the Board of Rites to this effect and let the Board communicate these instructions. His official rank corresponded with that of a Lieutenant-Governor, so that he received a salute of only fifteen guns compared with the seventeen of first-class Crown-Colony Governors, such as that of Hong Kong. But, as R.F. Johnston pointed out: 'his actual powers, though exercised in a more limited sphere, are greater than those of most Crown-Colony Governors, for he is not controlled by a (Legislative) Council.'33 Lockhart's official duties, which of course kept him extremely busy, were nevertheless limited in nature, and the tempo of life in the Territory did not change dramatically during his tenure of office, for after the lease was signed, little was done with the Territory. At first, it was thought that the port could be transformed into a fortified naval base like Hong Kong, but to do so would have been extremely costly and would have involved the construction of a long breakwater and extensive dredging work in the harbour. In fact, the port was never utilised as a strategic naval base; it became merely a naval rest centre and a place where the British China Squadron lay at anchor when it paid its annual summer visit to North China. A few visitors also arrived from time to time and stayed at its European-style hotel, and an English school34 attracted boys from China, Japan, and Hong Kong.\n\nLockhart was administering a mainly agricultural region, equivalent in area to a small-sized Chinese district magistracy (hsien). The leased Territory, with its population composed principally of fairly well-to-do peasant farmers, fishermen, craftsmen, and artisans, was in composition like that of the New Territories which he had left. Lockhart did not feel called upon to alter drastically the life of this old, settled community, nor indeed was it the intention of the Colonial Office that he should. The Order-in-Council under which British rule in Weihaiwei was inaugurated stated: 'In civil cases between natives, the Court should be guided by Chinese or other native law and custom, so far as any such law or custom is not repugnant to justice and morality.'\n\nLockhart attempted, then, to preserve as much of the fabric of Chinese society as was possible. In his report for 1902, he wrote: \"With the policing of the territory at Hong Kong as a guide, it might have been thought that this question (the maintenance of peace and good order) was one easy of solution; but it required no long residence here to reveal that the conditions existing in the new territory of Hong Kong and those of Wei-Hai-Wei are widely different. Heated argument followed and the levels of asperity which they raised in Council proceedings was quite exceptional in terms of today's conventions.*\n\nIt is clear from the records of subsequent meetings of the Council that the unofficials had got the bit between their teeth. Work was shortly, they thought, to begin on the shelter which had been talked about for so long, money was to be spent upon it and when the question of money arose tempers were quick to boil. Various alternative proposals to that which had been agreed by the Government were demanded for further consideration, and the unofficials returned again to the attack which had previously been mounted upon the purchase of a dredger by the Government.\n\nMatters stood thus when disaster struck again on the 17th July, 1908 when a further typhoon struck the Colony. Before opening business at the first Legislative Council meeting held after that date the Governor had yet again to comment on a further disaster, owning that he had been told that the force of the wind in the last typhoon was very much greater than that which had previously been known as the great typhoon of September, 1906. He went on, as had so many Governors before him, to acknowledge the acts of heroism which had been displayed by so many people during the\n\n* The two dredgers in question were called the \"St. Enoch\" and \"Canton River\". In Council, the Honourable Mr. Slade (Marcus Warre Slade, Barrister-at-Law, b. 1865, practised in Hong Kong from 1897) said that he wished to ask for information on one particular point before the motion was put: that was with respect to the vote for $86,500 for the typhoon refuge for small craft, which he understood included the cost of the dredger \"St. Enoch\" at £15,000. He said that he was not at the last meeting and did not therefore hear the explanation given in the Finance Committee but since his return to the Colony, he had seen a statement in a prominent position in one of the morning papers in which it was stated that the purchase of the \"St. Enoch\" for £15,000 had cost the tax-payers $100,000 more than it might have done. He presumed that meant the Government might have bought the dredger \"Canton River\", at a cost of £5,000 which was the difference between the two amounts. He said that he could hardly see how that was possible because he happened to know himself about the cost of \"Canton River\" to the present owners, and could not conceive that they would be willing to part with the vessel at such a price. He said however, that the statement had been given a very prominent position and he thought that an explanation was therefore due to the Council before the report of the Finance Committee was adopted. There were other points he referred to which were raised in that particular article with reference to the comparison and capabilities of the two dredgers.         "content_text": "PERSIANS, ARABS IN T'ANG CHINA\n\n61\n\nwife could inherit the whole of the property on condition that she had at least a son or a daughter, or she could only inherit one-third.\n\nIf any of the above persons mentioned were with the deceased at the time of his death, they could be treated as the legatee accordingly; otherwise, the property had to be put into government custody after paying the necessary funeral expenses awaiting the claims of the parents of the deceased, his first wife, sons or unmarried daughters. Their right to inherit according to T'ang law was a straightforward case if they were in China; otherwise, they had to produce their identification issued by their own governments or authorities and also had to seek a guarantor before they were granted the right of inheritance. If nobody claimed the property of the deceased after three months, the property, again, according to T'ang law, would be confiscated. The three months' period was later extended to an indefinite period by Kung K'uei,1 one of the governors in Kuang-chou.# Kung felt that the deceased's next-of-kin should be given enough time to lodge their claim, for it took nearly six months to travel from Persia or Arabia to China by sea. This was a humanitarian act.14\n\nBased on the above, it is quite obvious that Persians, Arabs and others had a very high social standing in China. Though they were segregated at one stage, they were still allowed to observe their own rites, built their own mosques or temples and enjoyed their own laws, customs and traditions. They were free to take any civil examination sponsored by the Government, and if they passed, they would also be given a title like any T'ang Chinese. Though inter-marriage was not allowed, Chinese mandarins still managed to have one or two Persian or Arabian beauties as their 'entertainers'. Persian or Arabian merchants, on the other hand, were also free to choose beautiful Chinese girls as their life-long companions.15 So there was no racial discrimination and national sentiment. The Chinese were generally not that well-off as the Persians or Arabs, and felt rather humbled by the comparison. Nevertheless, when they realized that these foreigners were but fan-k'o (foreign guests) to China, they immediately took on the airs of a patron and considered they had a duty to do everything to make these foreigners feel at home. The Persians and Arabs, apart from importing foreign goods to China, also became the middlemen of the maritime trade between China and the rest of the world.23 T'ang China realized that certain steps should be taken to govern this trade and the commercial activities of foreigners. The office of the Shih-po-ssu was first established in Canton in A.D. 714. The governor of Kuang-chou concurrently acted as head of this office. The duty of the office was to levy taxes on imported goods. The office also had regulations dealing with exported goods. According to T'ang law, a number of items were prohibited to be exported, like silver, copper, iron and T'ang currency. Naturally some of the governors in Kuang-chou were greedy, dishonest and corrupt. As a result of this, relations between Canton officials and foreigners were not always amiable. The murder of the Kuang-chou governor, Lu Yüan-jui 路元叡 by the K'un-lun was the result of the evil-doings of these corrupt governors in Kuang-chou.24 Tzu-chih t'ung-chien records this incident as follows:\n\n+\n\n+\n\nthe governor of Kuang-chou, Lu Yüan-jui, was killed by the K'un-lun. Yüan-jui was ignorant and weak; his officials were licentious and extortionate. When merchant vessels came, these officials appropriated (the goods for themselves) without stop; foreign merchants, therefore, complained to Yüan-jui. Yüan-jui wanted to punish (the foreign merchants) so he ordered them to be tied up. The group of foreigners were very angry. Then a K'un-lun came straight into the office with a sword hidden in his sleeves and killed Yüan-jui and more than ten other people around him before he escaped. No one dared to get close (to this man). He boarded a ship and entered the sea. The port-officials gave chase, but it was too late.25\n\nLu Yüan-jui's successor, Wang Fang-ching, was described as a reformer who held the post for several years without any exploitation (of the merchants).26\n\nThe opening of the Ta-yü Ling Pass by Chang Ch'iu-ling in A.D. 728 together with a period of comparative honesty and good administration in Kuang-chou, rendered maritime trade again very prosperous.         "content_text": "184 \n\nSUNG HOK-PANG \n\nagain, and the judas tree revived, and soon it was covered with blossoms and looked a beautiful sight. \n\nFrom this story the three Tangs had learnt a lesson, and realizing that any one branch of the family was unable to build a hall alone, they combined together and completed one hall, naming it Mau King T'ong \"The luxuriant judas-tree Hall.” Although there is no record of the year that the hall was completed, the following is what is known of its history. The building was started by Tang Mau Wai, who passed the Tsun Sz degree in the 24th year of Hong Hei, A.D. 1685. The hall was rebuilt by Tang Shiu Chau (RA) who passed Sui Kung A† degree in the 1st year of Kin Lung, A.D. 1736; and was repaired twice, first by Tang Hei Sui (###) who passed Yan Kung Shaang in the 21st year of Ka Hing, A.D. 1816, and secondly by Tang Ming Shiu (*) a Lam Shaang during the To Kwong period (the 1st year of To Kwong was A.D. 1821.) \n\nThe T'in Hau Temple (A) Queen of Heaven Temple, in Shui Mei village, was first built during the Hong Hei period (A.D. 1662-1722) of Ts'ing dynasty and possesses a fine bell of 180 catties in weight which was presented by Tang Ch'un Fooi (**) a Kung Shaang in the 10th year of Kin Lung, A.D. 1745. It is said that the tone of the bell is very clear and can be heard from ten Chinese miles away. The Kam T'in people say that one of the past Governors of Hong Kong heard about it and visited Kam T’in to try the bell, which he agreed was as beautiful as reported. For a long time the temple was in a bad state of repair, and the bell had to be kept in a private house where those wishing to, were allowed to see it. Lately the temple has been repaired and the bell re-instated in it; also an incense burner that was presented by Tang Yiu King (*) and his son Tang Chan Suen (**) in the 11th year of Kin Lung A.D. 1746, \n\nKwong Yue T'ong (***) in Taai Hong village is the ancestral hall of Tang Man Wai, who was the only man to pass the Tsun Sz degree in the New Territories (See H.K.N. IV. p. 106). The building is quite a large one, and the ancestral fund belonging to this hall is a very large sum and is considered the richest in the New Territories. For many years $100 was given each year to each family of Tang Man Wai's descendants for their New Year expenses.",

        "content_text": "MERCHANT ORGANISATIONS IN IMPERIAL CHINA\n\n39\n\nother geographical groups. However, the Chinese chambers of commerce, with their foreign influence and official sponsorship, were a “modern” kind of merchant organisation, and their story properly belongs elsewhere.38\n\nIn the area of increased political leadership—the third area of merchant aspirations—the merchants' success was mixed and in one sense limited. As a social class, the merchants did not have an overall strategy to enhance their status and influence. Rationalisation of their political roles varied from place to place. In Canton, the merchant leadership remained with the directors and officers of the charitable halls, and they remained conservative. In Shanghai, merchants participated not only in charitable halls but also in municipal organisations with clear political aims. By the first decade of the twentieth century, merchant study groups, in imitation of others formed by students and scholar-gentry, were established to examine the questions of local government and constitutionalism. Eventually these activities led merchants to agitate for political representations in the Municipal Council of the International Settlement, and to set up a city council for the Chinese-controlled section of Shanghai.39 Others participated in direct action, as in the case of the 1905-06 boycott against American goods over that country's discriminatory immigration policy.40\n\nFew merchant organisations, however, became schools for political confrontations or other forms of patriotic outbursts. Most of them were run by establishment-oriented merchants who sought to use their institutions as a means to promote symbiotic arrangements with officialdom. Although these efforts varied by time and place, one common element stood out—the Chinese merchants in late imperial China were by and large interested in making their political links only at the local and provincial levels. Their interaction with the political order took place at these levels, for governmental sanctions and supports came from the provincial Governors-general and their lieutenants. The merchants realised that the central authority at the time was weak and far away. As practical men, they therefore limited their ties of mutual benefit to where they were counted most. Yet this went against their long-term interests. For to achieve economic development, China needed efforts at the national level. Sir John ranks high among the Colonial Governors of England.\" And a Grand Cross of Kalakaua was later conferred on him.\n\nHong Kong Chinese merchants who traded with the people in Hawaii came to call on the King, and told him that their countrymen in his Kingdom appreciated the opportunities in the islands and were loyal to the Hawaiian government.\n\nAt the last State banquet in Hong Kong, as Armstrong reported, \"the lifeless air and heavy food made the King drowsy. The numerous receptions and late hours had deprived the King of sleep. His eyelids dropped . . . The Governor's wife was seated on the King's right, and I was seated next to her. I feared a nasal explosion if the King's doze should deepen, and devised ways of preventing it. It was a case of emergency. I whispered to the Governor's wife what my fears were, and asked her aid in preventing a loss of royal dignity. The clever wife of the Governor whispered to me, 'Will any special piece of music waken him up?' . . . She quietly called the majordomo, and in a minute the military band in the balcony filled the air with the music of 'Hawai'i Pono'i' (the Hawaiian National Anthem).\" The King woke up and the banquet ended.\n\nPage 100\n\nOn April 21, 1881, the Royal group left Hong Kong on the ship Killarney for Bangkok. Acting Consul General F. Bulkeley Johnson sent his report to W. L. Green, \"His Majesty the King and suite arrived here on the 12th [April] and left on the 21st April for Bangkok on a visit to the King of Siam.\"\n\nAnd the King and his party travelled to Singapore, Penang, Calcutta, Suez, Cairo, Rome, London, Brussels, Vienna, Paris, Madrid and Lisbon. King Kalakaua, in his July 12, 1881 letter from London, wrote of his meeting with Queen Victoria, “She came up to me and took my hand and then sat on a sofa asking me to sit down on a chair facing the sofa near her. She said that I was making a very long tour. A public meeting was held at their Hall in November, 1875 to discuss allegations against the Hospital occasioned by the Committee's interest and concern regarding a plan by the Dutch Government to recruit labour for Sumatra.\n\nThe Editor of the China Mail had pointed out that there was \"a vast difference between a reasonable recognition of native merchants and permitting them to interfere with and almost override the action of duly qualified officials\". It was charged that the Governors in their relations to the Committee had failed to preserve the proper reserve toward representatives of the Chinese community which had led them \"to regard itself (the Committee) as fully competent to regulate all affairs of Church and State\". In receiving deputations from the Committee and in consulting them directly for advice, the Governor was by-passing the channels previously created for communication between officialdom and the Chinese community, namely the Registrar General or Protector of the Chinese. The result was that there had arisen an imperium in imperio which threatened the whole structure of colonial administration in Hong Kong.\n\nThe meeting of the Chinese to consider these criticisms was attended by some 300. Eight propositions were presented for discussion and decision. The particularly relevant ones were:\n\n(2) Should the Hospital Committee in the future participate in anything which affected the interest of the Chinese Community at large.\n\n(3) Whether the Committee should cooperate with Government in suppression of gambling, kidnapping and transmission of women abroad for immoral purposes.\n\n(4) Had the Committee usurped the authority of local officials.\n\n(5) Was the Hospital a guild detrimental to the interest of the Community.\n\nThe decision was \"yes\" to the first two and \"No\" to the last two.         "content_text": "280\n\nNOTES AND QUERIES\n\nThe attempt to check emigration once more brings the Committee of Tung Wah prominently and unpleasantly to the fore as busy mischief-mongers. We have, time after time, exposed the pretensions of this body and have endeavoured to impress upon the Government the impolicy of recognizing the members of the Hospital Committee as such in any matters unconnected with the institution. Here we have an irresponsible body arrogating to itself all sorts of functions through the exercise of which it can render itself formidable alike to foreigners and natives. The latter, indeed, are almost completely under its thumb, and few of them would dream of resisting its mandates. If the members of this Committee are allowed much longer to continue their aggressive career, no merchant, foreign or native, will be safe from interference. It is high time steps were taken to crush the pretensions of that Committee, and we trust the Governor will adopt decisive measures in that direction. If his predecessors had uniformly declined to discuss any matters not connected with the Hospital with this meddlesome Committee, the evil would not have grown to its present height.\n\nIt was easy to criticize and fulminate; it was not so easy to formulate the bridge of communication between two alien communities. Successive Governors recognized the Tung Wah Committee for what it was—a body of responsible men who had a financial stake in the welfare of Hong Kong and were the recognized leaders of the Chinese community. Hence, until other bodies were officially created by Government, the Tung Wah was a useful power structure to relate to the Chinese. And in spite of popular criticism, Government's trust in the institution and its Directors was not misplaced.\n\nTung Wah Hospital played a significant part in the history of the changing relationship between the foreign and Chinese community in Hong Kong. Social, political, economic, and ideational factors were all important in this inter-relationship. No adequate study has yet been published of this important aspect of Hong Kong history.         "content_text": "RELIGIOUS LIFE IN PRESENT-DAY TAIWAN \n\n187 \n\nThis may at first appear as a tautology: all religions are naturally human. However, in contrast again with the Judaeo-Christian and Islamic traditions, in which God is seen as the Absolutely Holy and Transcendent One, the Chinese worshippers in the folk-religion conceive of their deities and relate to them in very human or humanistic terms. This can be explained in many different ways. One aspect is the magico-religious treatment of the gods, just mentioned, but there are several other angles to look at this complex phenomenon. The Chinese deities are often man-made: created by the people, and sometimes in the past appointed by the imperial government. Many gods and goddesses are actually apotheosized historical figures of special reputation or virtue who after their death proved to possess spiritual powers to assist the suffering people. There exists even the conception that the whole Chinese pantheon (not including the Buddhas-bodhisattvas) is modelled after the imperial government: they present a mirror-image of this world with the emperor — the Jade Emperor at the top. Underneath him are the various boards or ministries, the provincial governors, district and city officials down to the lowest rank of neighborhood inspectors. The humble Tu-ti-kung or Earth-spirits are thus the lowliest rank in the divine hierarchy. Gods and goddesses can be promoted or fired just like humans; in cases of mismanagement or misconduct they are sent into exile or otherwise punished. Man's imagination sees this whole spiritual world as operating by virtue of rules and relationships characteristic of his own this-worldly society. Perhaps the most striking manner to illustrate the humanity of the Chinese religion is that it is so evidently utilitarian. The gods and goddesses are worshipped by the people mainly and perhaps exclusively to obtain divine assistance in various difficult or important circumstances. These may be of individual significance or may relate to social concerns: family and community. But most often the blessings requested belong to the sphere of this life: health and wealth, fertility and progeny, position, success in business, cures of diseases (often in the past: epidemics) and overall protection against evil forces, evil spirits who threaten to destroy human happiness. Concern with the after-life may also be a motivation of religion, but then life after death is seen as a continuation of life on earth. The deceased are imagined to have the same needs as in this world: food, shelter and clothing are their most important concerns. As in so many cases of this sort, closer examination of the events leads to the conclusion that it may have been both. \n\nWhat little evidence is available at this distance points to a popular nationalistic outbreak against the French, encouraged by the activities of the Imperial authorities at Canton. There is also reason to believe that the old anti-foreignism so frequently pointed to among the coastal Chinese also had some role in the affair. Some local Chinese leadership groups, like the Tung Wah, may also have tried to make use of the incident to enhance their own position vis-à-vis the colonial administration. \n\nThe troubles of September and October 1884 were set off by two events in other parts of the China Coast. China and France had been very close to an open break over the suzerainty of Annam and the occupation of Tongking since early in 1883. When the Chinese appeared to have violated a May 1884 agreement between Li Hung-chang and Captain Ernest Fournier of the French Navy, France presented China with a series of ultimatums in June and July demanding compensation for French deaths incurred in the incident. Since the Chinese believed that it was the French who had violated the agreement they naturally were not inclined to sub-mit to the French demands.9 \n\nFrance, determined to enforce what she considered her just demands, issued one last ultimatum in August. When Peking refused to give in, the French Asiatic Squadron under Admiral Courbet, which was anchored at Foochow opposite a Chinese fleet and the shipyard, opened fire on August 22. The Chinese Foochow Fleet was utterly destroyed with much loss of life. The Shipyard was severely damaged, and the forts along the Min River were taken and destroyed as the French went back downstream. \n\nIn the competition among the governors and viceroys of the coastal provinces to demonstrate their patriotism in the furor that followed the Foochow incident, Chang Chih-tung, newly appointed Viceroy of the Two Kwangs; Peng Yü-lin, Imperial Commissioner for the Coastal Defenses of Kwangtung; and Ni Wan-yuh, Governor of Kwangtung, issued a proclamation calling on Chinese in Singapore, Penang and Vietnam (interestingly enough they did not mention Hong Kong) to sink French ships, or sell them tainted provisions. \n\nPage 90\n\nPage 91",

The P.R.O. receives copies of all local official publications and has acquired an extensive microfilm coverage of Colonial Office and other records relating to Hong Kong.\n\nThe scope of the library's holdings has been adjusted mainly to the needs of those engaged in research among primary sources and policy in the matter of acquisition has been influenced by the nearness and adequacy of other local libraries.\n\nThe library includes large collections of photographs, maps and press cuttings as well as files of thirteen local English language newspapers the earliest of which dates from 1842.\n\nThe P.R.O. is equipped at present with an office copying machine, two planetary and two hand-fed rotary microfilm cameras. Two microfilm readers are available for public use. The cameras are employed mainly in the production of security back-up film for government departments, the filming of selected classes of records held by the P.R.O. to enable destruction of the originals and the copying of out-of-print back issues of official publications and other items for the library. However the facility is also available at a fee for the copying of documents on behalf of individual research workers and non-government institutions.\n\nRecords\n\nOfficial records transferred to the P.R.O. at present occupy 17,080 linear feet of shelving and comprise 363 series received from over 100 government offices. The earliest documents held by the P.R.O. date from 1831, but due to the extensive loss of government records resulting from the Japanese invasion and occupation of Hong Kong during the Second World War the bulk of the P.R.O.'s holdings date from the post-war resumption of British administration.\n\nThe loss occasioned by the war has been in some measure redeemed by the acquisition of the wide coverage of pre-war Colonial Office records relating to Hong Kong, already mentioned above. The most important of these record series, CO 129 Original Correspondence, consists of despatches exchanged between the Governors of Hong Kong and the Secretaries of State for the Colonies during the period 1841 -- 1943, together with their enclosures, Colonial Office minutes and memoranda and correspondence between the C.O. and other ministries and private individuals and institutions.",

Like 1982, 1912 saw a change of governors when Sir Frederick Lugard departed and Sir Henry May arrived, but Sir Edward Youde's inauguration in May 1982 was not marred by the violence which greeted Sir Henry May as he was on his way to take the oath of office on 4 July 1912.\n\nSir Henry was not the longest serving governor of Hong Kong: he ruled the colony for six and a half years, a record not surpassed until Sir Alexander Grantham's ten year governorship. But of all our governors he had by far the longest experience in Hong Kong. He first arrived as an administrative cadet in 1881 and rose to become Superintendent of Police in 1893 and then Colonial Secretary in 1902, before he departed in January 1911 to become Governor of Fiji and High Commissioner of the Western Pacific. His stay in Fiji lasted little more than a year. In October 1911 Lugard was offered and accepted the governorship of Nigeria. When Lugard's unexpected departure was announced the unofficial members of the Executive and Legislative Councils petitioned London that May should return to the colony as his successor.         "content_text": "147\n\nThe continued existence of a system of licensed prostitution in Hong Kong soon came to the notice of the moral reform societies in Britain which had succeeded in abolishing such houses at home and were determined to end the system overseas as well. Pressure was brought to bear upon the Colonial Office by written appeals from the societies and by questions and speeches in parliament. So in 1893 a new Secretary of State, Lord Ripon, sent instructions to Hong Kong that the registration of brothels and the periodic examination of their inmates, whether nominally voluntary or not, must cease forthwith. Once again the Governor expostulated, forwarding a petition from the leading Chinese who objected that with the abolition of registration prostitutes would have no opportunity to complain about ill-treatment and that brothels would proliferate in respectable residential areas. The Colonial Surgeon also added his views, claiming that it would be cruel to forbid the women to attend for regular examinations; they were well aware of the need for early diagnosis of venereal disease and came of their own free will. But the Secretary of State, under pressure from moral reformers in Britain, was obdurate, and a bill to repeal the 1890 ordinance and abolish the whole system of control was introduced into the Legislative Council in 1894 and passed by the official majority against the unanimous opposition of the unofficials. Hong Kong's long delaying action to avoid reform was apparently at an end.\n\nThe results of this measure were soon evident: prostitutes ceased to attend for their weekly examinations; a large number of new brothels were opened in areas of the city which had formerly been free of them; and the incidence of venereal disease in the garrison soared. In 1897 half the soldiers in Hong Kong were under treatment for venereal diseases, compared to 15 per cent ten years earlier. In Singapore, which had been given the same directive to abolish registered brothels as Hong Kong, the incidence of venereal disease among troops reached 60 per cent. Faced with this situation the governors of the Straits Settlements and Hong Kong submitted a succession of reports to London and proposed draft legislation which would broadly have had the effect of reintroducing the legal system of control that had existed before 1889. For primary sources Chinese dynastic histories form a large part of his listing; and he includes five Vietnamese language sources (from Saigon, Taipei, and the Toyo Bunko) which this reviewer is unable to assess.\n\nOne interesting theme which emerges from this valuable work is the arrival and acceptance of Buddhism, and the manner in which it incorporates into Vietnamese society along with Taoism and Confucianism. He demonstrates quite convincingly that Vietnamese Buddhism owes much to early missionaries coming directly from India: “... as late as T'ang times, the primary Buddhist influence was by sea from southeast India rather than overland from north India; Buddhist images from the T'ang period excavated in Kuang-si display resemblance to the Javanese style of Borobadur and are very different from the Gandharan-style images found in northwest China”. (p. 83-84) Even that early Buddhism seemed to align itself with village animism and became popular with farmers who saw in it certain advantages for success in the agricultural cycle which governed their lives.\n\nAnother important theme of the book that tends to demonstrate the strength of Vietnamese against the growing sinicization is \"familism”, a term much used by other scholars (see for example Alexander Woodside's several works, especially his Vietnam and the Chinese Model, Cambridge, 1970). Relationships within the family were always stronger than the relationship of subject to emperor. And to a great extent society was ruled and held together by the \"glue\" of family loyalty while the trappings of the imperial court and mandarinate seemed remote, certainly, always, from the village horizons.\n\nFamilism gave a certain strength and vitality to Vietnamese society which enabled it to cope with the periodic changes in the Chinese overlordship, as for example between the end of the Han and the consolidation of the Sui-T'ang control; and in the post-T'ang period when independence came. In these periods of weakened control by China the \"ineffectiveness of court appointed governors in the face of powerful local families” (p. 132) was obvious.",

        "content_text": "Publication Stock\n\nHitherto the Society's stock of publications was kept at the University of Hong Kong and latterly at Bethanie, in a section occupied by the University Press. However, in May 1986 we were asked to remove the stock to make way for a rearrangement of the University's accommodation in the building. The impending crisis was averted by the Law Librarian Mrs. Felicity Shaw's kindness in allowing us to hold stock in the basement pending finding another home. This was achieved in July when the Government Archivist, our council member Dr. Thomas Lau, agreed to hold our stock in the Public Records Office. I am most grateful to Felicity (an RAS member) and Thomas for their timely assistance.\n\nThe Library\n\nAs members will recall, in 1985 the Council decided to place our large and valuable collection of books and periodicals on China and the Far East on permanent loan with the Urban Council Libraries, to be housed in the new Kowloon Central Library at Homantin, Kowloon. Wherever one places the collection it is necessary to advertise its existence, in order to ensure that it will be used. The Chief Librarian, Urban Council Libraries, takes various measures to this end periodically. On our part, we have written to some twenty local tertiary educational institutions whose students would wish to know of our library and its contents, enclosing copies of the library catalogue. This publicity, repeated at intervals, is bound to pay off eventually. In the past year, the Chief Librarian reports 18 enquiries, and that 37 books were consulted.\n\nSir Edward Youde\n\nThe Governors of Hong Kong have always been closely associated with our Society; as Patrons of the Hong Kong Branch re-established in 1959-60, and as Presidents of the first China (Hong Kong) Branch in 1847. Our first President was Sir John Davis, scholar, sinologue and a founder member of the parent society in London in 1823. Guangdong Province, the birth-place of the republican movement, immediately proclaimed itself independent. Sun Yat-sen, the \"Father of the Republic\", was elected generalissimo, and in 1924 the Kuomintang (the People's Party) was formed. Upon the death of Dr. Sun in 1925, Chiang Kai-shek, backed by his modernized army, emerged as the Kuomintang (KMT) leader, and with assistance from Communist factions began campaigns against the north which culminated in the fall of Shanghai in 1927.\n\nChoosing not to expropriate the capitalist bankers in Shanghai as demanded by the Communists, the KMT and Communists became bitter rivals which re-ignited armed struggle in south China. Fuelled by Communist propaganda, there came a genuine uprising of the peasantry against the KMT for failure to deliver promised tax and land reforms throughout the southern provinces. As part of this general uprising, the first group of “freedom fighters\" appeared on Hainan in 1927 and staged guerilla warfare on the island until Liberation, twenty-three years later (Fairfax-Cholmeley, 1963).\n\nAlthough armed conflicts between Peking and southern forces had occurred previously on Hainan such as those which led to the capitulation of General Lung's army in 1918 (Moninger, 1919), fighting was confined to the soldiery. However, the Communist tactics brought the conflict to the common citizens by inciting peasants to take up arms against the oppressive gentry and greedy merchants. Like 1982, 1912 saw a change of governors when Sir Frederick Lugard departed and Sir Henry May arrived, but Sir Edward Youde's inauguration in May 1982 was not marred by the violence which greeted Sir Henry May as he was on his way to take the oath of office on 4 July 1912.\n\nSir Henry was not the longest serving governor of Hong Kong: he ruled the colony for six and a half years, a record not surpassed until Sir Alexander Grantham's ten-year governorship. But of all our governors, he had by far the longest experience in Hong Kong. He first arrived as an administrative cadet in 1881 and rose to become Superintendent of Police in 1893 and then Colonial Secretary in 1902, before he departed in January 1911 to become Governor of Fiji and High Commissioner of the Western Pacific.         "content_text": "We have also considered the bilingual approach to our work. Obviously, this is desirable in regard to tours and visits, and is more easily applied to them than to talks. This would require back-up services, including skilled staff and equipment that, even by occasional hire and through booking suitable premises, would be beyond our financial means. However, the Ad Hoc Committee will continue to review the situation.\n\nAs for the future composition and nature of our Society, it may be that it can do more for Hong Kong after 1997 by staying a predominantly English language institution. This would match Hong Kong's continuing role as a financial and commercial centre for the region, and therefore a place that will continue to attract many expatriates (including many English-speaking Chinese). Our Society can assist them all to a better understanding of the place, and provide means of meeting local people outside their workplace, as it does today.\n\nOur Patron\n\nHer Majesty The Queen and His Royal Highness The Prince of Wales are the Patron and Vice-Patron of the parent body: and since the re-establishment of the Hong Kong Branch in 1959-60, it has been honoured by the patronage of successive Governors of Hong Kong. Talk on publishing a book on Hong Kong Jiao festivals has been going on for years by members of the \"Research Circle of the Regional Society of Southern China''. In 1990, the editorial board of the society set up a schedule to compile a book focusing on the Jiao festival. It is expected that papers on various aspects will be completed by the end of April 1991. (Correspondence from the society dated 28.12.1990)\n\nSchipper, Kristofer M., \"The Written Memorial in Taoist Ceremonies\" in Wolf, Arthur P. (ed.) Religion and Ritual in Chinese Society (Stanford: Stanford University Press, 1974), 324,\n\nFor example, according to Chan Wing-hoi, villagers of Shek O celebrated their 16th Jiao in 1986 (Chan, 78). The Dengs in Kam Tin claimed to have celebrated their Jiao since 1684 (Tanaka, 918).\n\nSee for instance Basel Mission Archives, doct. Al-6, No. 51 (1869), and doct. Al-7, No. 51 (1870) and Der Evangelische Heidenbote, July 1867, in which a missionary describes how he was forced to go to the Magistrate to get his support before he could avoid having to pay his share of the Jiao expenses. All these cases are from Hsin An County. The Sha Tin poem will, it is hoped, shortly be published by Dr. P.H. Hase.\n\nThese two series are part of the 15 series of historical documents collected by Dr. D. Faure and others in the New Territories. Copies of the collections are kept in the libraries of CUHK, Hong Kong University, Sha Tin Regional Council Library, and Institute of Oriental Culture, Tokyo University.\n\n31\n\nTanaka Chugoku no Sozoku to Engeki [Lineage and Theatre in China] (Tokyo Univ. Press 1985), 608. Jiao festivals celebrated by the powerful communities in Hong Kong like Kam Tin, Ha Tsuen, Lung Yeuk Tau etc., were all performed by the Zhengyi Taoist group, led first by the late Master Lin Pei and now by Master Chan Kau. Another Zhengyi Taoist group is led by Master Chan Wah. However, many Taoist priests work for both groups. There are also other Taoist groups who performed for the Jiao festivals, like a Cantonese group which performed for Ho Chung and a Heklo group for Cheung Chau. In 1983, four out of five Jiao festivals were performed by monastery Taoists. It is not clear whether it was because of tradition or out of economic reasons. Also, though this may be a mere coincidence rather than a tactful regard for continuity, they chose a new term which sounded in Chinese very similar to the term previously in use. They chose an intriguing variant of a common Chinese character in order to catch the eye. The man who invented the term 'brilliant teaching' had a rare gift for public relations, and a high degree of sensitivity to Chinese culture.\n\nEnough evidence exists to suggest that the term 'brilliant teaching' was invented and actively promoted, both in the capital Ch'ang-an and elsewhere in China, by Adam, the composer of the Sian tablet inscription. In the following sections it will be argued that Adam invented the term 'brilliant teaching' not long before 781, that he launched the term publicly in the Sian tablet inscription, that he strove to have the term applied consistently in all the dioceses of China of which he was archbishop, and that he ordered old manuscripts to be recopied and 'doctored' so that they reflected the new terminology.\n\nAdam, Nestorian Metropolitan of China in 781\n\n6\n\nVery little is known for certain about Adam, the Nestorian metropolitan of China in the 780s. The name Adam seems to have been very rare in the Nestorian Church, and it is possible that Adam's parents were not Nestorians. All we can confidently conclude from the Sian tablet inscription is his rank. The inscription begins with the Chinese sentence 'Written by Ching-ching, a monk of the Syrian monastery', which is followed by a corresponding sentence in Syriac: Adam qasisa ur apisqupa u papasha de Tzinisthan, “Adam, priest, bishop, and archbishop of China'. We know from the Book of Governors, a ninth-century history of the Nestorian monastery of Beth Abhe in Kurdistan, that the monk David was sent out to China as metropolitan around 800. He may well have been Adam's immediate successor.\n\nFortunately, we can go a little further in building up a picture of the author of the Sian tablet inscription. Adam is also mentioned in a contemporary Chinese work as the recipient of a stinging rebuke from the emperor Te-tsung (779-805) for an inelegant translation of a Buddhist scripture which he had undertaken in collaboration with a Buddhist monk. The story is told in a biography which records the journey of the monk Prajna from northern India to Ch'ang-an in 782.",

A testimony to this fact is found in the current editions of The Chinese Classics (first prepared in the 1960 edition published in Hong Kong) which include tables locating parallel passages in all other major translations. Legge is the only non-Chinese scholar who has translated all of the major Confucian classics. In some standard Confucian lists, two classics on the rites are included which Legge did not translate: The Rites of Zhou (Zhouli) and The Rites on Etiquette (Yili). This in itself is a feat, but when one recognizes the further achievement of the extensive commentarial apparatus, it is easy to understand why one missionary-scholar referred to Legge in the 1870s as the greatest sinologist in the Western world.\n\n1\n\nJames Legge, “A Fair and Dispassionate Discussion of the Three Doctrines Accepted in China\", sometime in the 1880s (1881?) to an Orientalist Conference. I have seen the published article, but could find no precise reference for it. In addition, Legge published an annotated translation of a Korean recension of a text important for the understanding of Chinese Buddhism. A Record of Buddhistic Kingdoms, being an Account by the Chinese Monk Fa-Hien of his Travels in India and Ceylon (AD 399-414) in Search of the Buddhistic Books of Discipline (Oxford: Clarendon Press, 1886), which included at the end a copy of the Chinese manuscript.\n\n++\n\nGeorge Baker, author, James Legge trans., Graduated Reading, comprising a Circle of Knowledge in 200 Lessons: Gradation 1 (Zhihuan qimeng shuke chubu) (TER224) (Hong Kong: London Missionary Society Press, 1856, second printing, 1864).\n\nThis monthly magazine was entitled Xidi quanzhen (遠邇貫珍) Penetrating Treasures from Far and Near which Legge edited from mid-1855 to mid-1856,\n\nHì\n\nWhile remaining a patriot of Great Britain, and feeling at times that war was a necessary means for promoting international justice in the specific case of relations with Guangdong provincial leaders, Legge questioned the employment of war for the sake of \"stimulating the economy\". For this reason, he challenged the Hong Kong government's militarism in 1856 (the Arrow affair) as well as its questionable motives. In addition, he argued that China had good reason to fear and hate the English because of the evils of opium trade, comparing her response to that of Japan, where opium trade had been made illegal from its very beginnings. Some, like Archibald Colquhoun1 went into great detail describing the wealth of minerals, the scope for modernisation in communications and the economy, all subjects which Mesny too, at the same period if not earlier, had written about at length. Others like Mrs Scidmore2 list 'intrepid travellers to Szechuan3 and the far west,' with names like Richtofen, Pumpelly, Von Kreitner, Hosie, Baber, Blaikiston, Little, Gill, Hart, Parker, and Pratt, Mrs Little and Mrs Bishop, and Dr Morrison, but not one of these authors referred to Mesny whose travels and experiences outweigh most if not all of them. Was it because he was considered to have gone native or been more Chinese than ‘one of us\"? We shall never know but each time yet another book was published it must have been galling for Mesny to find only very rarely he had earned a mention. After his trip with Gill to Tibet and India in 1877 he was scarcely referred to in books on China; this together with his constant and repeated reference to his contacts with and closeness to Chinese friends and acquaintances, mostly in high places, suggests that he was ostracised or perhaps no more than ignored by the western social community in Chinese ports and in Shanghai in particular.\n\nDuring his later years when fortune seemed to elude him, when there was no caste lower than the impoverished European or American, a number of themes and points of view in Mesny's writings place him fairly firmly into a class and category of his time. A plague of self-importance swept late-Victorian Britain and spread through its colonies and dependencies. Mesny suffered a massive dose and never, as far as his Miscellany record, appears to have had his balloon pricked. He must have been seen by foreigners in Shanghai and, in particular by his fellow 'Old China Hands', during the latter years of the nineteenth century and the first decade of this as a vulgar, low-born upstart, too fond of his own ideas, a self-centred braggart and an opinionated man, but let it be stressed that he would not be alone in this category in Shanghai or for that matter in all the other major western communities in the Orient. His own notes reflect the disdain with which he was regarded by people like Sir Thomas Wade and Sir Robert Hart. His name dropping in many of his writings, mostly in his personal relationships with Chinese viceroys, provincial governors and commanders in chief, suggests that he probably also dropped names to the same extent in everyday conversation. However, he knew the importance of patronage, especially in China, as one can see from his obituary of Tso, and his description of the momentary meeting with a Manchu hereditary prince.",

        "content_text": "80 + broken up in 1871 on the change of command, there was scarcely a man left in the Force who did not bear one or more scars about his head or face, and it was customary to designate the men in familiar conversation as 'the decorated ones', tai-hua ti Æ9, on account of their wounds. They all received double pay, and deserved it too. Many soldiers served until they were sixty without getting beyond the step of veteran leader of a squad, not even getting the rank of an NCO. When a private soldier desired to get married he received a sum of money varying from two to four taels, and when he died, a similar sum of money was allowed to his relations to bury him with.\n\nA typical example of one of the number of items on military matters published by Mesny in his Miscellany was the system of recruitment for the Chinese Territorial Army of the Green Standard [Lu-ying]. It was, wrote Mesny, by voluntary enlistment. In every garrison town there were a number of young men styled Yu-ting or novices, on probation as it were, for vacancies in the lowest rank of soldiery. These novices received neither pay nor pension but generally got odd jobs about the garrison for which they were given rations and some pittance as a reward. They did however attend all drills and exhibited their skill in handling weapons in the presence of the drill instructors and drill inspectors and obtained certain marks of approbation if considered deserving of such as an encouragement to perseverance in the prosecution of their exercises. When a vacancy in the lowest rank of the soldiery, second class private soldier, occurred these novices were summoned to pass an examination, and the most expert in his exercises and the manliest in appearance usually got the appointment which was that of a garrison soldier, shou-ping, and entered on the pay and ration roll, and were immediately available for active service in garrison or field force units, and would then receive both pay and rations accordingly.\n\nOther items included descriptions of the secretariat, orderly officers, and quartermasters. In every battalion brigade and division or corps of field troops there were always a few officers known as ch'ai-kuan or orderly officers, most of them men of experience risen from the ranks with ranging from a general down to the lowest, the lieutenant.         "content_text": "81\n\nin an office which bore the same name and in which there was a staff of clerks etc. It corresponded to all intents and purposes with the western orderly room in which was transacted nearly all the business concerning the force of which it formed a part. Before the Taiping rebellion military secretaries and clerks were all military officers but after it civil service men got the appointments owing to the fact that so few military men could read or write sufficiently well to carry on the correspondence of the force. All offenders against military laws, whether soldiers or civilians, were first of all examined by the military secretariat or a delegate appointed by him. Some viceroys had several such secretaries, each attached to some department with the chief of them styled Tsung-lu Ying-wu-ch'u, i.e., Chief Director of the Army Secretariat. Soldiers in attendance wore the name of the office on their uniforms. In provincial Governors' staff brigades, Fu-piao Ying, warrant officers and NCOs were employed as couriers and runners.\n\nStandards and standard bearers were frequently referred to in Mesny's accounts: each standard being displayed to make known the location of the unit or official represented. A number of the petty unit and formation supporting officials had the character for 'flag' [ch'i] within their title. Examples of these were the Quartermaster in charge of ammunition depots and reserves in a Field Force who displayed a red flag and was known as The Red Flag [Hung-ch'i] and the QM in charge of provisions was the Blue Flag [Lan-ch'i]. These officers were subordinate to the Quartermaster [Chün-chuang] who was responsible for all stores and clothing, and who in turn was subordinate to the Headquarters' Commissary Officer [Liang-t'ai].\n\nCoolies were paid three taels of pure silver per month of thirty days [or forty days for An-hui troops], private soldiers four taels two mace, decurions four taels five mace, orderly officers eight taels, vice commanders of companies twelve taels and one servant, commanders of companies eighteen taels and two servants, vice-commander of a battalion received thirty-two taels and three servants, the commander of a battalion received one hundred and eight taels and forty coolies, besides extras, brigadiers got two hundred taels for each battalion in their brigade besides their battalion pay and perquisites. Bonavia, who died in 1988, was a respected journalist on Asia and especially China, first reporting for the London Times, then commenting for the Far Eastern Economic Review. He was the author of several books on China as well, informing and explaining to readers all over the world the events of the turbulent years of the 1960s and 1970s. Always writing in a hard-hitting style but clearly with compassion and understanding of the Chinese, Bonavia completed this manuscript on the Chinese warlords before his death at the age of 48. His widow, Judy, brought out this volume but asserts that all the work had been done by Bonavia. For this work Bonavia looked backwards to the 1920s when the military governors of the provinces, known as the warlords, legacies of the Yuan Shikai era, devastated the country. They were always looked upon as a hungry bloc of blood-thirsty power seekers, but here Bonavia looks at them as individual human beings.\n\nChoy, Philip P, Lorraine Dong, and Marlon K Hom, The Coming Man: 19th Century American Perceptions of the Chinese, Hong Kong: Joint Publishing, 1994.\n\nThis publication comprises a collection of political and editorial cartoons of the Chinese in the United States that had been published in American journals and newspapers during the 19th century. This work is not just for students interested in the Chinese in the United States, it is for all readers to savour the flavour of being a Chinese immigrant in America.         "content_text": "ARTICLES\n\nTHE DICKINSON REPORT: AN ACCOUNT OF THE BACKGROUND TO, AND PREPARATION OF, THE 1966 WORKING GROUP REPORT ON LOCAL ADMINISTRATION\n\nTREVOR CLARK\n\nMuch commentary on Hong Kong's internal affairs before its return to China focused on the alleged anomaly of having delayed the introduction of a wider franchise until the very last years of a century-and-a-half's span of power. There was also dispute over whether the evident split of faith among the indigenous Hong Kong leadership was in reality between those openly \"pro-China\" and those supposedly \"anti-China\"; or whether it was not more truly between those who are \"pro-Hong Kong's people\" and those simply (and more pragmatically) \"pro-business.\" It is in this context that the death of William Vivian Dickinson MBE(Mil) reminded his past colleagues of 'The Dickinson Report', otherwise known as Report of the Working Party on Local Administration'. The recent discussion and controversy over institutional changes make a backward glance at this document and its provenance a matter for poignant reflection.\n\nIt will be remembered that Britain's immediately post-war Labour Secretaries of State for the Colonies had required all Governors to accelerate the long-accepted progress towards dominion status, as independence with full membership of the Commonwealth had been known: pressures from the United States of America and the new institutions of the United Nations had demanded no less.         "content_text": "course, think about The Little Man; it can't think about little men.\" This is not to decry what individual officers could, and usually did, do for personal complainants in specific cases.\n\nSir David Trench had his own ideas; thoughts from on high are less easily smothered than unsolicited disturbances from below. The received wisdom, which equally impressed most of the interlopers, was that since most of the population might want to return home across the border at some time, the electoral roll would be far too fluid to embrace a stable, identifiable and representable society; and that in any event direct elections to Legislative Council (Legco) were unthinkable, because they would be hi-jacked by the Communist Party of China (CPC) and the Kuomintang (KMT) from Taiwan; the fundamental Chinese political battle would then be fought out in the streets and on any hustings of Hong Kong, which the Chinese People's Republic (CPR) would never be willing to stand idly by and watch being conceivably won by Hong Kong Chinese Nationalist sympathisers. However Trench recognised that Legco was not the only possible forum for expression of popular feeling.\n\nTrench had no problems with sharing some of the lifestyle of the taipans and Chinese millionaires who were so noticeable among those traditionally appointed by governors to Exco and Legco, and whose nature he did little to change; despite the familiar jibe that he ranked third, after the taipan of the Hongkong & Shanghai Banking Corporation and the Chairman of the Royal Hong Kong Jockey Club, all knew that in the last resort he recommended the names of Executive Councillors to the Secretary of State. In his earlier days, however, he had preferred the raffish and disrespectful ambience of the multi-racial Foreign Correspondents' Club to that of the Hong Kong Club, Fanling [the Governor's official residence in the New Territories Hon. Editor] and the Jockey Club; while he enjoyed the actual sports of golf and racing for their own sakes; he never lost touch with his humbler post-war acquaintances in the Chinese community, such as his language teacher. He insisted that the introductory review chapter of one year's colonial annual report should spell out the wide sweep and valued authority of the great number of statutory, non-statutory and ad hoc committees which he believed to be a valid response to critics who would not understand why the people had no democratically elected voice in his councils.         "content_text": "89\n\ncarriage roads and by the end of 1915 Pok Fu Lam, Aberdeen and Deep Water Bay were all accessible by car, to be followed by Repulse Bay in 1917, Shek O in 1923 and finally, in 1924, direct vehicle access to the Peak itself. After this date road construction on the Island was usually limited to road improvement, for instance to Kellett Road in 1928 and in the following year to Barker Road.\n\nThe timing of the development of much of the road network can be readily deduced from the names of streets named after Governors, military leaders and other prominent residents, for example on the Island Pottinger Street, Bonham Strand, and Kennedy, Hennessy, Chater, Sassoon and Stubbs Roads, and in Kowloon - Robinson (later renamed Nathan), Mody, Cameron and Ho Tung Roads, Kadoorie Avenue and Braga Circuit.\n\nIn Kowloon by 1887 a fairly comprehensive road system was in place south of Austin Road. The first 850 metres of the 30m-wide Robinson (Nathan) Road from Middle Road, some 1.1 kilometres of MacDonnell Road (later Canton Road), and Des Voeux Road (later Chatham Road) were all started. Many of the intersecting roads, for example Granville and Kimberley Roads, were already built. To the north of Austin Road the road network was concentrated in the southern Yau Ma Tei district with the 15m-wide 1.6km-long Station Road (later Shanghai Street) reaching Mong Kok Tsui. A small independent road system was already constructed in the Hung Hom area near the docks, for example Bulkeley Street and Gillies Avenue.\n\nBy the turn of the century there were some 35 kilometres of roads in Kowloon which included the first two original direct links into the newly-leased New Territories, that is those to Kowloon City and the Tong Mi area. In particular the road network in the new development at Yau Ma Tei was well under way and the Hung Hom road system had been enlarged and connected to the extension of Des Voeux (Chatham) Road. In order to relieve pressure on Victoria's densely built-up areas with their unhealthy conditions and at the same time to provide an easy access to facilitate opening up of the New Territories, the Harbour Master in 1901 proposed the construction of a cross-harbour bridge between Pottinger Street on the Island and Robinson (Nathan) Road, there being no engineering difficulty or \"any practical obstruction or even inconvenience to shipping\", the deck being 12 metres above high",

Jones, Sir Robert\n\nwrote:\n\n...I feel very honoured to have been admitted to be the first Honorary Member of the Hong Kong Branch of the Society and I should like to take this opportunity of expressing my appreciation for the courtesy of yourself and the Members of the Council in so admitting me\n\nSigned: Sir Robert Black\n\nOther Patrons of the Branch who were later made Honorary Members include past governors Sir Murray (later Lord) Maclehose and Sir Edward Youde.\n\nA great deal of the work in reconstituting the Branch, in 1960, was carried out by Dr Marjorie Topley and Professor Granmer-Byng. In addition to Marjorie Topley who has been mentioned above, Granmer-Byng was also made an Honorary Member. Mr R.E. Lawry, another founder member of the Branch, was also made an Honorary Member.\n\nMost of the above Councillors undertook research and published and some of their work may be read in past editions of the Branch's Journals. In the case of some, such as James Hayes and Marjorie Topley, they published internationally.\n\nOther persons who have in the past been made Honorary Members include Lady Pamela Youde and Mr Lam Yung-fai, an active Member of the Society and printer of the Branch's Journals for many years. Mrs Margaret O'Hara, who at one time worked for the British Council was responsible for a great deal of the RAS's administrative work in earlier years. She too was made an Honorary Member and she still takes part in Branch functions.\n\nIn addition to all the above Honorary Members the Reverend Carl Smith was made an Honorary Vice President, under rule 9 of the Constitution, at the 1997 Annual General Meeting. Carl Smith was elected to the Council in 1975 and still sits on the Council. He was first made a Vice President in 1976.         "content_text": "237\n\nFor the Colony it was virtually export or starve. But there was a wonderful pioneering, 'get-up-and-go' spirit. Yet life for many was hard,\n\nIn the '50s and '60s it was not considered infra dig to use the word 'Colony.' Not until early 1972, at China's behest, was Hong Kong removed from the United Nations list of colonies. The then new Governor, the late Sir (later Lord) Murray MacLehose, gave instructions that government servants would use the word '(Dependent) Territory' instead. 'Colony' was only to be used in an historical context. As a result the Colonial Secretary became the Chief Secretary, the Colonial Secretariat became Central Government Offices, and so on. At least as far as the Hong Kong Government was concerned. Nevertheless some people and bodies - the BBC for example - used the term 'Colony' right up to 1997 - which of course, strictly speaking, it was.\n\nSir Murray, nevertheless, and indeed the two governors after him, on ceremonial occasions, still wore the distinctive sola topi from which sprouted a peculiar crop of egret feathers. Later it became the subject of jokes and snide remarks, not so much from the Chinese who accept one should dress for the part, but more from younger Europeans.\n\nToday, it is fashionable to talk disparagingly of colonial things and ideas in spite of the solid foundations laid for the Territory in a wide variety of fields from law to administration. But of course, mistakes were also made.\n\nWhen writing of the very early 1960s I am of course writing of times when there were no cross-harbour tunnels, no service charges in hotels or restaurants, and no feeding hungry tigers (parking metres). The first flyover was not constructed until 1963. This was outside Saint Teresa's Church in Kowloon. There were few traffic lights then and the job was done efficiently by constables with fancy footwork and arm movements standing on picturesque traffic pagodas. These were originally designed by our old friend, Arthur May, who worked in the PWD. He came to Hong Kong in 1913 as a child. He died in January 2000. It was he who crept up the Peak on 15 August 1945 and raised the Union Jack to tell the people of Hong Kong the Japanese had been defeated. If anyone could describe himself as an Old Hong Kong Hand Arthur could.",

Near the right-hand end of the photograph both Blake Pier and Star Ferry Pier can be seen. The Star Ferry moved to its present piers, on reclaimed land, in late 1957 when a number of people complained about the extra distance to walk!\n\nBehind the two piers can be seen the Queen's Building (where the Mandarin Hotel stands today), the old Hong Kong Club building and Mercury House (Cable and Wireless). Behind is the Royal Naval Dockyard, which was where Admiralty is situated today. Beyond, of course, is Wan Chai, where Gloucester Road at that time formed the Waterfront, and still further on is North Point.\n\nOn the other side of the Harbour the skyline is formed by the Kowloon Foothills and one can pick out such landmarks as Kowloon Peak (Fei Ngo Shan), Lion Rock and Beacon Hill. Passes along the Foothills, from west to east include Kowloon Pass, Sha Tin Pass, Grasscutters' Pass, Customs Pass and Tate's Pass. Further to the north are Heather Pass and Buffalo Pass.\n\nRight over to the west of the photograph is Tai Mo Shan, Hong Kong's highest mountain.\n\nIn those days there was a clear view of the Harbour from Government House and Governors were said to use the number of ships in the Harbour as a barometer of the economy.         "content_text": "# ARTICLES\n\n## INDUSTRIAL DEVELOPMENT IN THE COLONIAL EMPIRE AND THE IMPERIAL ECONOMIC CONFERENCE AT OTTAWA 1932\n\n### NORMAN MINERS\n\nIt is generally agreed that the development of manufacturing industry in the colonial empire was very limited. A recent study of colonial development describes progress before independence as derisory.1 Joseph Chamberlain spoke of the colonies as a great underdeveloped estate that must be developed with imperial assistance for the sake of the local population and also for the benefit of the whole world. Similar sentiments were expressed by Lord Lugard, Lord Milner, Leopold Amery and many others. But development was seen primarily as the expanded production of foodstuffs, raw materials and minerals. Colonial governments encouraged the production of cash crops for export and built the roads, railways and harbours to transport produce to markets overseas, but they were unwilling to spend their limited tax revenues to assist the establishment of local industries.\n\nThe attitude of the British government was that the colonies were essentially agricultural and producers of primary commodities in a complementary partnership with the industrialised nations, chiefly the United Kingdom. The artificial encouragement of manufacturing was contrary to the prevailing ideology of free trade and the belief that the state should not intervene to distort the free play of economic forces. Expatriate trading firms were interested in the profits to be made from exports and imports rather than the processing of primary products or manufacturing for the local market. Indigenous businessmen were few and faced formidable obstacles such as the small size of the local market, unskilled and untrained labour, lack of access to long-term credit from foreign banks and competition from established imports from the metropolis.\n\nIt is said that the industrial development of the colonies was deliberately restrained by the British government, which was unduly deferential to commercial interests who objected to local manufacture displacing exports from Britain.         "content_text": "3\n\nBefore 1932 a number of small factories had been established in the colonies. Cotton ginning factories, sugar cane crushing mills, fibre decorticating plants, tobacco grading and packing factories, saw mills and tin smelters had been constructed to reduce the bulk of primary products and make them more convenient for export. Other industries were started for the purpose of import substitution. In almost all the sugar producing colonies sugar refineries had been set up. Edible oil, lard and soap factories were established using local produce in Nigeria, Ceylon, Nyasaland, Trinidad, Jamaica, British Guiana, British Honduras and Fiji. Breweries had been established in the Gold Coast, Kenya, Cyprus, Malta, Jamaica and the Straits Settlements; match factories in British Guiana, Jamaica and Trinidad; a canned pineapple factory in Malaya. This is by no means an exhaustive list of industrial enterprises in the colonial empire in 1932. All these factories had been set up to serve the local market and had taken advantage of tariffs which had originally been imposed by colonial governments for revenue purposes. In some cases this level of protection was sufficient to make the factory viable. In other cases the company contemplating investment asked the governor for the tariff to be increased so as to exclude competitive imports or asked for a guarantee that no excise duty would be imposed or that any excise duty would be levied at a reduced rate.\n\nColonial governors showed no reluctance to grant these concessions in order to encourage the establishment of local industries in spite of the loss of customs revenue and the increased prices paid by the consumer for goods previously imported. Often governors neglected to seek specific permission from the Colonial Office to make such changes to the schedules of their customs ordinances. In a number of cases the Colonial Office heard of the new protective duties only when British manufacturers complained that they were being excluded from the colonial market. When an industrial project was referred to London governors used various arguments to support the protection of infant industries in their colonies: that the proposal was a legitimate development of local resources; that it would relieve unemployment; that a pledge of protection had already been given by government to the promoters; or that the proposals had the support of the unofficial members of the executive and legislative councils.\n\nNormally the Colonial Office did not refuse to sanction the grant of assistance to the new local enterprise. For example, in 1927 the legislative council of Jamaica passed an ordinance to increase the tariff on biscuits, soap, edible oils, cordage and matches and to remove the excise duty on soap, edible oils and matches in order to protect local industries.         "content_text": "preferences granted to British goods, to increase the margin of preference on a few specific items and to review the level of existing tariffs which protected dominion manufactures against British goods. The dominions approved tariff preferences on specified colonial goods, mostly tropical agricultural products, asphalt, rum and cigars. Each dominion offered a different list of concessions to the colonies and not all were equally generous. South Africa granted preferences only on raw coffee and asphalt. Canada gave little more than the preferences already embodied in the 1920 trade agreement with the West Indian colonies.\" New Zealand was the only dominion which agreed to grant preferences at the same rates as were accorded to Britain to all the colonies and protectorates. The agreements with the dominions provided that the preferences accorded to British goods might be extended to the colonies, protectorates and mandated territories ‘if His Majesty's Government in the United Kingdom so request'. All these preferences were for British manufactured goods. The development of manufacturing industry in the colonies was not anticipated by the governments represented at Ottawa. If it had been foreseen it is probable that the dominion governments would have raised strong objections to admitting goods manufactured under oriental conditions to their markets under a tariff designed to benefit British manufacturers.28\n\nAfter the Ottawa conference a circular despatch was sent to all colonies and dependent territories setting out the tariff preferences which would be granted by the dominions to colonial exports of foodstuffs and raw materials.\" These preferences would give the dependencies a reasonable prospect of replacing foreign imports by imports from empire sources in the dominion markets concerned. In return the dependent territories were 'invited' to grant to the dominions the preferences which the colonial secretary had negotiated at Ottawa. Cunliffe-Lister made clear that it was a matter of the highest importance that the Ottawa settlement should be put into effect as an integral whole.\n\nI should feel that I had been guilty of a breach of faith if the legislature concerned refused to grant the preference in question, unless I could put to the dominion government concerned clear evidence that there were really substantial reasons for not granting the proposed preference. It would not be an adequate ground of objection to say that the desired preference might increase the local cost of living, so long as the increase was only moderate and did not cause hardship to a particularly poor class of the community.\n\nGovernors prepared the necessary legislation for introduction into the colonial legislatures, but a number warned the Colonial Office that they\n\nPage 60\n\nPage 61",

Except in the case of Ceylon, where the elected unofficials had a majority in the legislature, governors were able to ensure the enactment of the new customs schedules by the votes of the officials and the nominated unofficial members, but they were reluctant to do so against popular opposition. The Colonial Office warned the recalcitrant colonies that if legislation were to be delayed or amended the dominions might refuse to implement the new preferences agreed at Ottawa or withdraw existing preferences; the British parliament might also withdraw the preferences granted to the colony under the 1932 Import Duties Act.\" So the legislation was eventually passed in all the colonies in spite of great popular opposition. In the Leeward Islands there were shouts of 'What happened to Judas?\" at the end of the meeting, and the residence of a nominated unofficial member who voted for the bill was destroyed by fire.\" \n\n... \n\nIn the West Indian colonies opposition focused on the clause in the United Kingdom-Canada agreement which obliged the colonies to impose a duty of one shilling per pair on rubber boots and shoes and rubber-soled canvas boots and shoes in addition to the general preferential ad valorem rate. Hosiery of cotton or artificial silk (rayon) was to be charged an additional duty of sixpence a pair and silk hosiery an additional duty of ninepence a pair. These massive tariff increases were designed to exclude Japanese competition from a market which had been a Canadian monopoly until 1929. The governor of Barbados protested that Japanese shoes were sold at one shilling and eightpence a pair with the result that many were now shod who had previously gone barefooted, reducing the incidence of ankylostomiasis (hookworm infestation); if a specific duty of one shilling were imposed the resultant price would be beyond the reach of the poor, while being still much below the price at which Canada could supply footwear.\" The governor of the Windward Islands protested that stockings from Japan cost only fourpence a pair and would rise threefold to 13 pence a pair if the new tariffs were imposed.\" Other governors of the West Indian colonies made similar complaints, but the Colonial Office was obdurate that the preferences granted to the colonies by the dominions on their exports of primary products were conditional on the full implementation of the Ottawa agreements by the colonies. \n\n13% \n\nIII \n\nThe swingeing increases in duty on Japanese canvas and rubber footwear did not achieve their intended effect of restricting the market to Canadian manufacturers.         "content_text": "creation of protected local industries could be justified only where the colony had natural advantages for the development of an industry and where it was likely eventually to be profitable without protection. However, regard should also be paid to the principle of trusteeship and where the commercial interests of Britain and the general economic well-being of the colony were in conflict, colonial interests should prevail. These ambiguous recommendations gave the Colonial Office a considerable area of discretion to determine whether or not a colony should be allowed to institute a protective tariff or provide other assistance to a proposed new industry.\n\nThese recommendations did not affect the situation in Hong Kong and Singapore, where Chinese entrepreneurs were successfully exporting shoes and other goods manufactured from imported raw materials without the assistance of any protective tariff. Their home market was small compared to their export markets and they could easily undercut any foreign competitors. The committee regarded the invasion of the British and dominion markets by cheap rubber shoes produced by oriental labour as an evil, but it opposed the imposition of import duties on colonial manufactures since the Ottawa agreements had granted entry free of tariffs to all imports from the dominions and India; discrimination against colonial products would undermine the principle of free trade within the empire and call into question the preferences and privileges which the colonies had extended to imports from Britain. Instead of tariffs on colonial manufactures the committee recommended that efforts should be pursued to assimilate conditions of employment and factory and workshop regulations to those in force in Britain by the adoption of the International Labour Conventions by the colonies. The committee also suggested the encouragement of negotiations between manufacturers in Britain and in the colonies to divide the market by the assignment of quotas between them.\n\nCunliffe-Lister welcomed the report in spite of the rejection of his idea of protection for British manufactures against colonial competition. The report was circulated to the cabinet for the information of ministers but objections were unexpectedly raised by the secretary of state for India and the chancellor of the exchequer. The main doubt was whether the report went far enough in recommending the discouragement of new industries in the colonies. So the report was remitted for further consideration by another committee, but nothing was done for three years. In the meantime the Colonial Office proceeded to act on the principles recommended in the report. Instructions were sent to all colonies that any proposal to protect a local industry must be referred to London at the earliest possible stage and no bill to impose or increase a protective tariff should be introduced into the legislative council without prior authorisation by the colonial secretary. To counter this competition the British government in 1934 instructed the colonies to institute a system of quotas for 'piece goods containing 50 per cent or more of cotton or of artificial silk, or of cotton and artificial silk combined'. The annual quota allowed in any colony should be the average imports over the years 1927 to 1931.\" This covered the period before Japanese textiles began to flood into colonial markets. British textiles and empire textiles were excluded from quota, provided that they had 50 per cent imperial content. This measure aroused considerable opposition in many colonies since the poorest customers would be deprived of their only source of cheap clothing for the benefit of the British textile industry. The official majority was used to carry the bill through the colonial legislatures in the face of opposition from the unofficial members. In Ceylon, where elected unofficials had a majority in the legislative council, quotas were imposed by an Order in Council issued by the British government. In spite of its long history as a free port Singapore agreed to impose quotas on imports retained in the colony. Hong Kong refused because of possible damage to its entrepôt trade, much to the annoyance of the colonial secretary, Cunliffe-Lister.52\n\nIn 1936 the Colonial Office asked for reports from all colonies on the effects of the quotas imposed two years earlier. The replies from governors indicated that quotas had been generally successful in excluding Japanese and foreign textiles, but this had had very little effect in increasing the trade of Britain and Canada. As happened when discriminatory duties were imposed on rubber shoes the chief beneficiary was Hong Kong. Imports of shirts, singlets and hosiery from Hong Kong had made their appearance for the first time and were now the dominant supplier at the cheaper end of the market.\" The governor of Jamaica complained that imports of ready-made apparel were driving the local garment industry out of business and suggested specific duties or quotas on Hong Kong textiles on the same lines as the restrictions against Japan.\n\n34\n\nAfter the Ottawa conference other Hong Kong goods besides rubber footwear began to appear in the British market. The Import Duties Act 1932 had allowed free entry into Britain to imports provided that at least 25 per cent of their value was derived from materials grown or produced or from work done within a part of the empire. This provision enabled a number of small manufacturers in Hong Kong who had previously exported their products to China and Asian countries to turn their attention to the British market. Exports of wearing apparel to Britain increased from HK$2,000 in 1932 to HK$498,000 in 1933, and HK$1,169,000 in 1935. Exports of electric torches went up from none in 1932 to HK$30,000 in 1933, HK$128,000 in 1934, and HK$131,000 in 1935.\" The Board of Trade feared that foreign manufacturers such as Japan were shipping goods substantially",

        "content_text": "Though the 1934 interdepartmental committee report had not been officially approved by the cabinet, the Colonial Office regarded it as an authoritative guide to policy. Governors were instructed to refer all proposals for industrial development to London before any changes to tariffs or excise duty were submitted to legislative councils, or any promises of financial or other assistance were made to the promoters of the project. Entrepreneurs also approached the Colonial Office directly with their own schemes for industrial development. Officials examined the proposal to see if it was economically sound. Normally the Board of Trade was consulted for advice as to whether British exports would be adversely affected. Expert advice was sometimes obtained from outside government. If the colony was receiving a grant from Britain to balance its budget, the views of the Treasury were sought. The general attitude of the Colonial Office was an exceedingly cautious one, but if the project appeared to be economically viable, officials did not feel justified in preventing its development.\n\nWhen a proposal was rejected by the Colonial Office, a governor could still protest at the decision, arguing that the special circumstances of his colony should be taken into account. Governors often submitted counterproposals suggesting a lower protective tariff or a different mix of financial incentives to enable the project to go ahead. Governors were insistent on the need for industrial development, and the Colonial Office was always very reluctant to overrule a governor who persisted in pressing his views on what was in the best interests of his colony. In 1936, the colonial secretary wrote to the chancellor of the exchequer suggesting that the cabinet should reconsider the 1934 Report, so that when writing to governors, he could refer to the principles laid down in the report as having the authority of the whole government. The Federation of British Industries had also written to the Treasury complaining about competition from dominion and colonial manufacturers which enjoyed free entry into the British market. Treasury officials believed that the Colonial Office was too ready to sanction the establishment of industries in the colonies which might adversely affect British exports, ignoring the fact that Britain bore the whole cost and responsibility for the Royal Navy and colonial defence.68\n\nA new committee was set up, which, unlike the 1933 committee, included representatives from the Treasury and the Bank of England. It met for the first time in February 1937. The committee tried to formulate general principles, but found that in every case they examined, special considerations could be adduced to justify the new industrial development. For example, a brewery in the Gold Coast which competed with imported British beer was defended by the governor as a means to turn the natives away from gin and neat drinks to (cheaper) beer; the capital investment of £250,000 would be",

        "content_text": "19\n\nvery useful in the depression, and the factory would provide employment for 100 Africans.\" Hong Kong was also seen as a special case where the decline of the entrepôt trade with China justified the policy of fostering industrial development. After much discussion the only specific recommendation made by the committee was that when a protective tariff was granted an excise duty equivalent to the import duty should always be imposed. The final report of the committee was never published and apparently was never considered by the cabinet.\n\nSo the Colonial Office continued to vet proposals for new industries according to the guidelines laid down in the 1934 Report, that manufacturing should not be 'artificially encouraged'. Officials were concerned to safeguard colonial revenues at a time when most colonies were in financial difficulties as a result of the world depression. The Colonial Office insisted that budgets must be balanced, to avoid the need for a grant from the British government and the consequent Treasury control of the colony's finances. The Colonial Office had no money available in its own account to subsidise ingenious schemes, such as a project put forward by an entrepreneur from Trinidad to produce newsprint paper from bagasse and to power the factory with anhydrous alcohol distilled from sugar cane juice.70 Governors could apply for funds from the Colonial Development Advisory Committee which provided £36,500,000 for development assistance from 1929 to 1939. But this fund was originally set up to alleviate unemployment in Britain and no application for industrial development would be entertained which would be likely to compete with British industry.? Officials believed that by discouraging uneconomic industrial development they were acting in the best interests of the native inhabitants. An assistant secretary minuted, 'Manufacturing industry, which can be established in a colony only at the price of a monopoly protected by a high tariff, ends in producing a locally manufactured article which is too expensive for the primary agricultural producers to buy.' Governors were more suspicious of the motives of Colonial Office officials. The governor of Sierra Leone complained that any industrial project was approached from the standpoint that British trade interests must rank first, dominions' interests second and those of the colonies last. Perhaps the fairest summary of Colonial Office policy was made by a junior official: 'Generally speaking we do not want to encourage industrial development in the colonial empire, but we are reluctant to go so far as actually to prohibit it.'\"\n\nWhy then was it that Hong Kong was able to develop a flourishing export-oriented industry without any subsidy or assistance from the colonial government whatsoever when in all the other dependent territories the development of manufacturing industry was derisory, and the few factories that were established were heavily dependent on protective tariffs, special",

        "content_text": "379\n\nTAIPA FORT AND A NINETEENTH CENTURY\n\nTaipa Fort\n\nCANNON\n\nRICHARD J. GARRETT\n\nThroughout Macau's long history, many forts and batteries were built to protect it from aggressors. The fort on Taipa, an island forming part of Macau, is one of the territory's lesser fortifications although, unlike most of the others, it survives largely intact.\n\nTaipa Fort was built in 1847 after the island's population petitioned the governor, Ferreria do Amaral, to station military forces there to provide better protection from pirates. The islanders' main livelihood was fishing and a large fleet anchored there. The governor agreed to the proposal and Pedro Jose da Silva Lourerio was put in charge of constructing a fort. The islanders themselves funded the cost of the building.\n\nThe fort was built to guard the strait between the islands of Taipa and D. João and to protect the fishing fleet that used the inlet between two islands which formed Taipa. (These two islands and another very small one are now joined by reclamation.) Located on the western shore, the fort is built on the side of a slope, and before reclamation, the front walls were washed by the sea. Figure 1 shows a plan of the fort dating from the early twentieth century.\n\nThe main building of the fort is a single-storey brick-built structure, with the arms of Portugal and the date, 1847, on the side. (Figure 2) Sometime before 1900 the fort was adapted to provide a summer residence for the Governors of Macau. A veranda, supported on six columns that sit directly on the front wall of the fort, was added some time after the governor had adopted the fort as a residence. (Figure 3) This extension shows that by then the fort had no military pretensions.\n\nThe plan in Figure 1 shows the other internal buildings and indicates the location of the principal cannon. This same consul was involved during student protests later the same year when the police quarters were set alight and the students rampaged through the town intent on killing foreigners. He and his family were only saved by the timely arrival of Chinese soldiers, and escaped by river down to Shanghai.\n\nToday the Zhenjiang Museum occupies the former British Consulate at 85 Boxian Lu in Boxian Park at the heart of the old town. Amongst the items on display in the grounds is an anchor said to have been from H.M.S. Amethyst, the frigate of the British Yangtze Flotilla, which, after weeks of being blockaded, stuck on a sand bank, escaped downstream despite having been badly damaged by shell fire from the PLA [People's Liberation Army] during their thrust south across the River in 1948 to liberate China from the Nationalists under Chiang Kai-shek. British efforts to seek a diplomatic solution involved Edward Youde, a twenty-four-year-old third secretary at the Embassy, who volunteered to reach the senior PLA military officer at Yangzhou to seek a safe-conduct pass for the Amethyst to sail unmolested downstream back to Shanghai. He first had to obtain passes to permit him to cross the line between the Nationalists and the Communists. After several days of adventures and lengthy cross-country hikes, sometimes under fire, Youde reached the senior PLA officer and his request was forcibly rejected. His mission a failure, he returned, again amidst numerous adventures to report to his Ambassador in Nanjing. He later became better known as Sir Edward Youde, one of the last Governors of Hong Kong.\n\nChristian missionaries\n\nThere were Roman Catholic and Protestant missionaries, Anglicans and the 'faith missions', Baptists, Presbyterians and the Lutherans, and so on, as well as the individual evangelicals, zealous saviours of souls. The most important aspect of this work, though most would not see it in this light, was by setting an example, though this in no way belittled their social, medical and educational work. Medical missionaries, another dedicated breed, were an exception with their professional abilities being widely welcomed not only by Chinese but also by the Europeans within both treaty ports as well as in the remoter parts of China in which they lived and worked.",
