This at least had the merit of demonstrating that no hazard was likely to result from having a Chinese representative permanently on the Legislative Council. When his six-year term was up in 1890, he asked not to be re-appointed, and a very prominent \"local boy\", Dr. Ho Kai (later Sir Kai Ho Kai) succeeded him.\n\nDr. Ho Kai, born in Hong Kong in 1859, was the fourth son of the Rev. Ho Tsun-shin (alias Ho Fuk-tong) of the London Missionary Society. Having studied Chinese for several years, he was admitted to Class 4 of the Central School in 1870 at the age of 12. He was an extremely clever and hardworking boy for, according to the school record, he was already in Class 1, the top form, in September 1871. He completed his studies at the Central School the following year, and proceeded to Palmer House School, Margate, England. From there he entered St. Thomas' Medical and Surgical College and received the degrees of Bachelor of Medicine and Master of Surgery from the University of Aberdeen in 1879. In the same year, he was admitted as a member of the Royal College of Surgeons of England by examination. He then turned to the study of law and was admitted to Lincoln's Inn in May 1879. He was Senior Equity Scholar, Lincoln's Inn, in 1881 in which year he passed the finals with flying colours and also married a charming English girl, Alice, the eldest daughter of the late John Walkden of Blackheath. On his return to Hong Kong in 1882 with his newly-wedded wife, he first practised medicine but was unsuccessful, because the Chinese at that time were not prepared to avail themselves of western medical treatment unless it was offered free. He then turned to the Bar and since 1882 had practised as a barrister in Hong Kong.\n\nUntil his death in 1914, Dr. Ho Kai rendered his services freely and ungrudgingly to the Hong Kong community. For many years he was a valuable member of many important committees, including the Standing Law Committee, the Public Works Committee, the Examination Board, the Medical Board, the Sanitary Board, the Po Leung Kuk Committee, the Tung Wah Hospital Advisory Committee, the District Watch Force Committee, the Architects' Advisory Board and the Advisory Committee of the Hong Kong Technical Institute.         "content_text": "130\n\nSUNG HOK-P'ANG\n\nSUNG HOK-PANG (宋學鵬) (1880-1962)\n\nA MEMOIR\n\nFifty to sixty years ago, there were in Hong Kong some Chinese scholars who could impart to Westerners knowledge of the Chinese language and culture. Among those who were able to write in both English and Chinese methodical and systematic text-books on the Chinese language, especially on the Cantonese dialect, the name of Sung Hok-pang was prominent. Likewise, fifty to sixty years ago, quite a number of Chinese literary men in Hong Kong depicted the scenery and historic sites there in poetry or prose for pleasure or for commemoration. Among the few who took pains to go and investigate the customs of the people and the historic remains of the New Territories, again Sung Hok-pang was scarcely rivalled in eminence.\n\nFor us who live in Hong Kong and wish to discuss the study and transmission of the Chinese language or the geography and history of Hong Kong, Kowloon and the New Territories, it is essential that we understand Mr. Sung's contributions in these areas.\n\nMr. Sung's original name was Sung Yick-lam (宋錫林). His other name was Sung Pao-lam (宋寶林) but he was generally known as Sung Hok-pang. He was born in 1880 in Fa Yuen of Kwangtung, but from childhood he was reared in Hong Kong. Since he became well versed in both Chinese and English literature and was very enthusiastic about education, he was highly esteemed. In 1905 he was appointed Headmaster of the Belilios Girls' School. Later, in 1911, he also conducted Cantonese classes in the Government Technical Institute for cadet officers and for foreigners comprising merchants, scholars and officers. In 1913, besides being Headmaster, Mr. Sung was also appointed Inspector of Schools in the New Territories. As a result of his inspection and investigation, the Hong Kong Government followed his suggestions, and subsequently many of the schools in the New Territories received subsidy. Also, a new post of Chinese Inspector was established and Mr. Sung was appointed to this. In 1914 he helped organise the Government Evening School of Education and was head of this institution.         "content_text": "# EUROPEAN WORKING CLASS IN 19TH CENTURY\n\n103\n\nThe European lower orders were not, of course, totally neglected by their superiors. The church and the various missionary societies, such as the Mission to Seamen, did their best to elevate the moral tone of the less fortunate. Various institutions were established to cater to their needs—a Sailors' Home at West Point, close to the Seamen's Church, St. Peter's, and a Soldiers and Sailors' Rest at East Point. By the end of the century, there was also a Union Jack Club, a Royal Naval Seamen's Club, a United Services Club, an Institute of Marine Engineers, complete with technical library and librarian, and a branch of the British Mercantile Marine Officers' Association (the last two catered for a merchant navy elite). A Seamen's Hospital had also been opened.\n\nThe military authorities, in turn, strongly backed the work of the Army Temperance Association and the Independent Order of Good Templars, a society of abstainers formed in America in 1851, which had ramified over the Anglo-Saxon world. No doubt all these associations, societies, and clubs did sterling work and restrained some servicemen from seeking the scabrous temptations offered by Tai Ping Shan or Wan Chai; but they did not offer enough to the average soldier or sailor, only tea and buns, prayers and uplift, draughts and dominoes, and the ministrations of lay missioners, missionary ladies, and army and naval chaplains.\n\nIn 1889, the Hong Kong Ladies' Benevolent Society was founded 'for the purpose of rendering assistance in cases of sickness, want, poverty, or distress arising from time to time amongst persons other than members of the Portuguese or Chinese communities'. The society helped defray the passage home of destitute Europeans and educated orphaned European children; in some cases, it paid the rents of the hard-up and obtained employment for those stranded in the colony.\n\nWhat the government felt about poor whites is mirrored in the report prepared by Dr. Eitel in 1880 on the treatment of paupers in Hong Kong:\n\nIn the case of British destitutes, anything done by the Government over and above what is now being done in furnishing such destitutes with board and lodgings in the Gaol, would tend to make the condition of a 'beach comber' or destitute here more eligible than the lot of the hardworking seaman or stoker, and consequently put a premium on loafing and idleness...         "content_text": "59\n\n30\n\nPope Hennessy. This was the Normal School, which was opened in Queen's Road East, Wanchai, on 12th September, 1881, under the headmastership of A.J. May, previously Acting Third Master at the Central School. Partly because Hennessy had not taken the precaution of gaining the prior approval of the Colonial Office in London, and partly because several members of the Education Commission then sitting to consider the elevation of the Central School to collegiate status were unconvinced of the necessity for separate provision of teacher education, the scheme failed. On the recommendation of Dr. George Bateson Wright, the Acting Inspector of Schools who, as Headmaster of the Central School, was normally in a state of dispute with the substantive Inspector, E.J. Eitel, the Wanchai Normal School was closed in October 1883. A.J. May returned to his ordinary teaching duties at the Central School, at first as merely an “extra-master” and, according to Gwenneth Stokes, “always very much on his dignity.”\n\n31\n\nAnd of the original 1881 intake of ten students, only two eventually became teachers. Meanwhile, the failure of the Normal School project led to a resumption of the pupil teacher scheme at the Central School. To avoid the problems faced earlier, first by Stewart and then by May, the revised pupil-teacher scheme gained additional stability by the requirement that each pupil-teacher articled had to deposit $100 with the Government Treasury. Further progress in the field of teacher education in Hong Kong was slow, the next major step being the establishment of “evening extension courses” in 1906, the formalization of these under the aegis of the newly established Technical Institute in 1907, the running of teacher education courses as a part of the Arts Faculty curriculum at the University of Hong Kong from 1916 onwards, and, finally, the establishment of the first permanent training college for teachers in Hong Kong in 1939.\n\n32\n\nAlthough the Normal School was shortlived and made only a minimal contribution to the teaching supply of Hong Kong schools, it was an interesting experiment. Comparable British colonies in Asia, the Straits Settlements and the Federated Malay States launched no such experiment to supply teachers capable of using English as the medium of instruction. Numbers later reached thirty. Classes were held in a Chinese building, under a Father Raimondi, not far from the Mission House in Wellington Street. \n\nAlso, in the late 1870s, up to 100 boys, in addition to their native language, were taught carpentry, shoemaking and printing by brothers at the Roman Catholic reformatory at West Point. The destitute children, some of whom were Portuguese and came from Macau, learned gardening and played games after school. \n\nThe first annual prize distribution of the Li Shing Scientific and Industrial College (*) was held in January 1905. Over seventy students had enrolled but by examination time only thirty-five remained. The founders felt the purpose of the establishment was to help raise China from her low industrial condition' and to educate her sons in modern science and industry and train them to use their hands as well as their brains. \n\n'We hope to train dependent workers and not mere \"hands\" \n\nto be always under the direction of foreigners.' \n\nThe aim of most schools in Hong Kong was to train clerks and compradores. \n\nDuring the Governorship of Sir Matthew Nathan (1904 to 1907) the Government began to show interest in elementary technical education. This culminated in the founding of the Technical Institute in 1907. This establishment was different to the eight technical institutes run by the Vocational Training Council we know today. In 1913, the Technical Institute entered [6] candidates for local examinations of whom 116 passed. Subjects included shorthand, sanitation, building construction and field surveying.\n\nThe development of technical education was slow. However, in 1926 the Salesian Fathers commenced classes in shoemaking, carpentry, tailoring, and printing; at about the same time, Taikoo Dockyard, situated at Quarry Bay, opened evening classes for their apprentices.\n\nIn 1903, a positive step was taken by the Government towards the development of technical education when a committee was formed to report on the possibility of introducing a system of practical education. This Committee, under the chairmanship of Sir William Hornell, made three main recommendations. These were the establishment of a junior technical school; the provision of evening classes for apprentices; and the commencement of full-time courses at a later date.\n\nAs a result, in 1932 the Junior Technical School was established, which was Government's first venture into full-time technical education. This secondary school provided a comparatively narrow four-year course designed mainly as pre-apprentice training for the engineering trades. In 1957, 'JTS', as it was usually known, moved from its accommodation in Queen's Road East (from 1974 to the time of writing this has been occupied by the Technical Teachers College) to the three-storey building in Wood Road vacated by the then Technical College. At the same time, the name (JTS) was changed to Victoria Technical School (VTS), and a phased conversion from a trade to a secondary school, albeit with some emphasis on non-vocational technical subjects, took place.\n\nFurther progress was made in 1935 when the Catholic Salesian Society founded the Aberdeen Trade School. This provided a general education, together with training considered comparable to an apprenticeship within an institution. The School was converted into a secondary technical school in the late 1950s. The author first visited this establishment in January 1955 and recalls the high standard of projects on display.",

        "content_text": "Meanwhile the Far East Flying Training School (the original name) commenced training pilots and engineers for civil aviation in 1934.10 The Far East Flying and Technical School Limited, as it was later named, was a private institution. It closed in 1983.\n\nThe first Government post-secondary technical institution was the Trade School which opened in Wood Road, on Hong Kong Island, in 1937, on a site adjacent to that on which Morrison Hill Technical Institute now stands. At the time of opening, under Principal George White, it ran courses in building, mechanical engineering, and marine-wireless operating. The college also took over the evening practice courses previously run by Taikoo Dockyard. The new, then two-storey (an additional floor was completed in 1953), Trade School building in Wanchai, was well constructed and was one of the few examples of good face-brick-work in the Colony. (It was demolished in 1988, seven years after becoming an annexe of the Morrison Hill Technical Institute.)*\n\nThus, when the Pacific War broke out in 1941, technical education was being provided at secondary, trade-school, and post-secondary levels, but not on a large scale. For example, there were about 200 full-time students attending post-secondary courses at the Trade School. This did not receive a great deal of support from employers except from the dockyards and the members of the Building Contractors' Association.\n\nDuring the Japanese occupation (December 1941 to August 1945) oral history has it that the equipment was moved away and the Trade School building was used for a period as an opium factory.\n\nIn 1947, after World War II the Trade School (renamed Technical College in 1947), the Junior Technical School, the Aberdeen Trade School, and a number of centres running evening classes in technical subjects, reopened and were soon working at pre-war capacity. To this group was added the Tang King-po Secondary School, in Kowloon, in 1953. For many years this had a trade school section which organised classes in printing, shoemaking and tailoring.11 This section was phased out in the late 1970s.\n\n*Please see Plate 1.",

        "content_text": "13\n\nAn increasing population and rising standards of prosperity gave impetus to the growth of technical education. In 1953, the Technical Education Investigating Committee (the Burt Report) concluded that a technical college in Kowloon was essential.1 The Chinese Manufacturers' Association offered to donate one million dollars towards a new college if Government would provide a similar sum and a site. The Administration accepted the offer and the College commenced classes on its Hung Hom campus in November 1957.16\n\nIn the 1947/48 academic year there were 25 full-time and 599 part-time students on the roll of the Technical College. By the time the College moved to Kowloon in November 1957, these figures had increased to 345 full-time and 5,532 part-time students.7 With the help of donations the Technical College expanded rapidly. New buildings were added which included an all-purpose hall, a dyeing and finishing block, a new electrical laboratory, another workshop block (for construction as well as electrical and mechanical trades), and a heavy-current workshop as well as a library, a textile workshop block, and a new classroom wing. It was estimated in 1967 that, of the total building costs of approximately $7.5 million, some $4.8 million (64 per cent) had been donated. Similarly $2.4 million (40 per cent) had been given towards the cost, or was the estimated value, of the donated equipment out of a total value of $6 million.\n\nDuring the 1960s the Technical College was mainly preoccupied with technician level work, but it also ran courses for technologists (professional) and a limited number at craft level. Most of this development took place under the direction of S.J.G. Burt, who had joined the Trade School in 1938 and was Principal of the College from 1951 to 1963 when he became a full-time technical education adviser to the World Bank. The late Sydney Burt has frequently been regarded as the \"grandfather\" of technical education in Hong Kong.\n\nThe Principal and staff of the College had long felt an institution was required which would concentrate on craft and technician courses. This is the main reason why the first technical institute (of which the author was the first principal) came into being in 1969. It occupied borrowed premises for one year, at the Technical College at Hung Hom, and moved to its new building, at Morrison Hill, in 1970.",

These were seldom written down or made known to those outside the fraternity. A Chinese apprenticeship implied being almost a slave to one's master. In early years it meant being the master's cook, servant, laundryman and general dogsbody.\n\nIn addition to paying respects and burning joss sticks to patron deities (such as Lu Pan for the building trades), in the first year or two a boy did little more than watch a master craftsman ply his craft as well as 'fetch and carry'. If the lad disobeyed he was scolded or beaten. Life was never intended to be easy.\n\nBut returning to institutional training. The first prize-giving ceremony at the Li Shing Scientific and Industrial College was held in 1905. Over 70 students had enrolled but by examination time, with a high dropout rate, only 35 remained.\n\nSome things never change. In addition, generous building contractors would sometimes donate a load of bricks or sand for use in practical classes. \n\nPost-Second World War \n\nIn 1947, after World War Two was over, the Trade School (in that year \n\nrenamed Technical College), the Junior Technical School, the Aberdeen Trade \n\nSchool and a number of centres running evening classes in technical subjects reopened. They were soon operating at pre-war capacity. To this group were added, in 1953, the Ho Tung Technical School for Girls in Causeway Bay, and Tang King Po Secondary School in Kowloon. Most of the many donations made to technical education in his time were largely due to his determined efforts. He had worked as a radio officer on a ship in earlier life. Every Monday morning he would lead a small retinue of staff around the College on a formal inspection just as a captain does on board ship.\n\nI recall when a newly appointed Hong Kong University member of staff came to see him, about the setting up of a University Extra-Mural Department. Burt told him frankly it was a waste of money. 'The Technical College provides all the evening classes the Colony needs', he insisted.\n\nThe Director of Education wanted Burt to move into the Departmental Headquarters to oversee technical education but he preferred to do this while serving as incumbent Principal at the Technical College. Because of this inherent stubbornness the development of technical education was probably retarded. There was no 'Senior Education Officer (Technical Education)' post in Headquarters until 1967 and no 'Assistant Director (Technical Education)' post until 1972. But Hong Kong owes Sidney Burt a great deal for laying the foundations of technical education.\n\nBut moving on: the Principal and staff of the College had long felt that a second Government institution was needed which, although bolstered by some technician programmes, would concentrate on craft courses. This was why the Morrison Hill Technical Institute came into being in 1969. In fact there was a school of thought which believed that the first technical institute should run craft courses only, but, as things have since developed, it would have been an incorrect move. One of our more advanced pursuits at MHTI, in addition to technician education, was technical teacher training. This was transferred away in 1974 with the establishing of the Technical Teachers College.",

        "content_text": "221\n\nMetratoA LEGGE DAN K\n\n# A Brief History of Technical Education in Hong Kong\n\nAs the first member of staff of a technical institute, I was officially appointed as founding Principal of MHTI in July 1968, more than one year before it opened in borrowed premises. This was the planning period. The initial cost of building the Morrison Hill Technical Institute was around $4.0 million plus $3.0 million for equipment, all donated by the Royal Hong Kong Jockey Club, although there were other, much smaller, donations.\n\nLooking at these and other figures one can see how costs have shot up over the past 30 to 40 years, although technical education has also, agreed, become far more sophisticated. For various reasons the completion of the MHTI building was delayed and, as mentioned at the start of this paper, the Institute did not start classes in its new building until 1970. Earlier on, consideration was given to calling it the 'Wan Chai Technical Institute' but some officials in the Government Education Department Headquarters felt, in those days, this would have given it a 'Suzie Wong' image. Consequently, it was named the Morrison Hill Technical Institute. As you know it was officially opened 30 years ago today, on 12 October 1970, by the then Governor the late Sir David Trench.\n\nI was pleased it was a hot day. After the ceremony Sir John Cowperthwaite, who has gone down in history as a capable Financial Secretary and a law unto himself, came up to me mopping his brow. 'Principal', he said, 'I'll see you get this hall air-conditioned!'. In spite of his promise it was many years and countless memoranda later before it actually was. I am talking of an institute where, in 1970, one of the few air-conditioned rooms was the Principal's office and this was because an overseas advisor had been persuaded to write it into his report. Administrative Officers talked dismally at the time of creating ‘a dangerous precedent with other institutions jumping on the bandwagon'.\n\nLooking around in the vicinity of MHTI: quarry men started blasting away in 1926 at the solid granite hill on which the Morrison Hill Mission Society building originally stood. The Hill was not totally levelled until around 1970",

Although we had wire netting screens to protect the Technical College windows in the 1950s, demolition teams still managed to break a few panes of our glass after they had beaten gongs as warnings and blasted away at 12 noon every weekday.\n\nIt was great getting back to my old stamping ground at MHTI, in 1970. I have always considered the four years I spent setting up and serving as Principal of the Morrison Hill Institute as one of the most satisfying periods of my career. I had splendid staff. Nevertheless, equipment was far more basic then than that used today. TIs were a new venture for Hong Kong. For us, it seemed, at times, almost a spiritual search for the mountain top.\n\nBut moving on. In the latter part of the 1960s, it had become obvious that one technical institute was not going to be sufficient to serve Hong Kong's industry which, before China started opening up in December 1978, was largely fairly basic manufacturing. As a result, the Technical Institute Committee, of the Industrial Training Advisory Committee (ITAC) (on which I sat), endorsed our proposals that five TIs were required with a further three coming on stream later, making a total of eight.\n\nAlthough many were dissatisfied with the pace of development, with Kwun Tong and Kwai Chung Institutes as proposed by the Education Department only coming into being in 1975, the Government Public Works Department wanted to delay the completion of the new buildings. The then new Governor, the late Sir Murray MacLehose, held a meeting in Government House in early 1972. He soon let it be known ‘..... there would be two more technical institutes by 1975'.\n\nAnd there were. Lord MacLehose, as he later became, was a man of action.\n\nCarrying on from there, the Haking Wong and the Lee Wai Lee Institutes came on stream in 1977 and 1979 respectively, although the latter was not entirely completed until 1980. Also, with the introduction of the Apprenticeship Act and the Designated Trades Act, part-time day-release courses built up rapidly.\n\nBut in those days, although useful as guides, there was a tendency to put too much faith in the Government Labour Department manpower surveys. For example, if a survey showed that 129 tool and die makers were required, some planners seemed to believe that this exact number could be trained in a technical institute, and, from then on, it was just a question of slotting them into vacancies when they completed their course. Insufficient thought was often given to broad-based technical education to suit the rapid pace of change. After all, Hong Kong now has little manufacturing.\n\nBut retracing our steps yet again back to the latter half of the 1960s, a proposal was made that the old Technical College should be upgraded to become a Polytechnic. This proposal really emanated from Britain in the wake of the Polytechnic Act which had then been introduced there. Not everyone agreed with the proposal. Some would have preferred that the Technical College in Hong Kong remained as such and a new polytechnic be built on an entirely new campus.\n\nWhat happened is now history. The Technical College was upgraded to Polytechnic status in 1972 and, during the 1970s, in spite of some growing pains, the rate of expansion has been equalled in few parts of the world. Today the Polytechnic University, as it became in 1994, is one of the best examples you can find anywhere of ‘academic drift', starting life as a humble trade school. It has much to be proud of.\n\nFinal Thoughts\n\nIn recent months, especially since the Handover of Hong Kong from Britain to China, education - including technical education - has been under the microscope.
