There was first police supervision, then official protection under a succession of qualified officers, then representation in the Colony Legislature and on the Commission of the Peace. The colonial executive has wisely left to the Chinese a large measure of a kind of self-government which is more effective than anything that could find its expression in votes of the Legislature. The administration of purely Chinese affairs by native committees, with a firm ruling hand over their proceedings, seems to fulfil every purpose of government.\" The Englishman in China during the Victorian Era, Edinburgh and London, William Blackwood, 1900, vol. 1, pp. 280-1.\n\n60 The Labour Advisory Board was established in 1937 and consisted of the Secretary for Chinese Affairs, the Secretary and Cashier of His Majesty's Naval Yard, the Assistant Director of Supply and Transport of the China Command, a representative of the Public Works Department, the Manager of the Taikoo Sugar Refinery, the manager of the Hong Kong Electric Company, and the manager of the Taikoo Dockyard. The members consisted entirely of representatives of large government departments and employers of labour. The board rarely functioned.\n\n61 The Chinese General Chamber of Commerce was founded in 1896 principally by Ho Kai and Wei Yuk. It was called at first the Chinese Merchants Bureau. In 1913, after a period of decline, a new building costing $40,000 was erected in Connaught Road. After 1913 the Chamber became one of the most influential bodies in Hong Kong, and many members of the District Watch Committee served at one time or another on its executive committee. The Chinese Club was founded in 1899 by Sir Robert Ho Tung and modelled on the European Hong Kong Club. A description of the Club's premises is to be found in Mrs. Archibald Little, The Land of the Blue Gown, London, T. Fisher Unwin, 1902, p. 323: \"We were taken by the Committee into an upper room, where European comforts of curtains and cushioned arm-chairs were judiciously intermingled with Cantonese elegances of black carved wood and landscape marble.\" Mrs. Little was a member of the Anti-Footbinding League or Natural Feet Society.\n\n62 See G.         "content_text": "233\n\nHong Kong for several years, Bill Wyllie, was seconded to Hutchison in 1975 by the Hong Kong and Shanghai Bank, as 'company doctor' to put the business house's finances in order. After he had achieved this he left Hutchison's in 1981.\n\nThen in the early 1980s Li Ka-shing, believed to be the richest man in Hong Kong, became the largest shareholder in Hutchison's. His company, Cheung Kong (meaning long river and signifying 'everlasting'), held a 37 per cent stake. With a Chinese Taipan the company was no longer the bastion of British management that it had been in earlier days. However, under Chairman Li Ka-shing there is an English Group Managing Director, Simon Murray.\n\nToday Hutchison-Whampoa is thriving, and its activities range from general trading, including importing and exporting, to property, engineering and building materials. The group also has major interests in such subsidiaries as Hong Kong United Dockyards (in the past Hong Kong and Whampoa Docks), Hong Kong Electric Holdings, and A.S. Watson and Company of which more later. These firms, which in the past were basically British, are thus now largely Chinese controlled.\n\nDockyards\n\nThe first Hong Kong built vessel, the 80-ton Celestial, was launched from a slip at East Point on 7th February 1843, and a Royal Naval Dockyard started in 1854 (this was phased out in the late 1950s). Docks were also built by Douglas Lapraik and J. Lamont at Aberdeen in 1857.\n\nNevertheless, it has been claimed the first 'great firm' to be established in the Colony was really the Hong Kong and Whampoa Dock Company, although the industry had its origins, regionally, in Canton. That is why the word Whampoa (a place in Canton) is included in the above name. The firm is No.1 on the Register of Companies. Austin Coates maintains in his book, Whampoa, Ships on the Shore, that the formation of Union Docks (which was absorbed into the Hong Kong and Whampoa Docks in 1870), in 1863, was\n\nthe most significant commercial and industrial moment in Hong Kong's history.",

        "content_text": "250\n\ngenerating their own supplies, switched to Hong Kong Electric.\n\nIn 1924 there were 1,369 gas street lights, compared to 469 electric. By 1936, few gas lights remained.\n\nDuring the invasion, in December 1941, a small group of Hong Kong Electric engineers and other staff, a few of whom were veterans of Britain's past wars, held the Japanese at bay in the epic defence of the North Point Power Station. Casualties were heavy. Of these, Vincent Sorby, the general manager, later died of wounds in prison camp.\n\nExcept for early days and the war years, blackouts have totalled only two hours 50 minutes. One was caused by a fire at North Point Power Station in 1930, and another when a shoal of fish was sucked into the cooling system in the same year.\n\nChina Light and Power\n\nChina Light and Power is younger than Hong Kong Electric, and until it was established, apart from a few lamps, the streets of Kowloon went lightless at night. Robert George Shewan registered the company in 1900 (some records say 1901). His main business was as a partner in Shewan, Tomes and Company. Its predecessor was Samuel Russell and Company (liquidated in 1879), which started business in Canton in 1818, an American trading firm originating in Boston which merged with Perkins and Company, another American company, in 1842.\n\nLawrence (now Lord) Kadoorie, Hong Kong's first peer, was born in Hong Kong and raised in China. His father, who became Sir Elly Kadoorie, arrived in Hong Kong, via Bombay, in 1880 from Baghdad where his was one of the leading Jewish families. Lawrence Kadoorie joined the board of China Light and Power in 1930. Since then, he has been one of the driving forces in the company.\n\nChina Light and Power commissioned its first power station, at Hung Hom, in 1903. In 1989, the company supplied electricity to nearly 1,400,000 customers in Kowloon, the New Territories, Lantau, and some outlying islands.         "content_text": "149\n\nA PEEK BACKWARDS INTO\n\nTHE JEWISH COMMUNITY OF SHANGHAI*\n\n(This paper is dedicated to the memory of the late Mr Hans Diestel)\n\nWEI PEH TI\n\nIntroduction\n\nJewish traders were among the first foreigners to come to work and live in Shanghai when the port was first opened to foreign trade in November 1843. Despite the important role a number of these Jewish residents played in Shanghai as well as in international commerce at that time and for a century to follow, scholars are just beginning to focus their attention on this community. David Kranzler's dissertation at Yeshiva University in New York on the Jewish refugees from Europe who arrived at Shanghai after 1938, Japanese, Nazis and Jews: the Jewish Refugee Community at Shanghai, is the only generally known work that has been published in English.1 Vilhelm Meyer was a Danish Jew who started a small trading house in Shanghai importing goods from his native Denmark at the beginning of the century, and who eventually sold the company, by then a commercial and industrial conglomerate of 1,800 employees, to General Electric in 1935. His life and work is being researched by his grandson, Christopher Bo Bramsen.2 Bramsen, however, is writing a personal biography of his grandfather, emphasizing his work in Shanghai as a Dane, not a treatise on a Jewish individual in Shanghai. On the other hand, two doctoral dissertations on the Sephardic community are being undertaken at this time, one at the London School of Economics, and one at the University of London.\n\n*The suggestion for a paper on the Jewish community in Shanghai was first made in 1987 by Dr Jewish Diestel and Mrs Paula Sandfelder when the Jewish Historical Society and the Jewish Recreation Club of Hong Kong invited me to give the first Ezekiel Abraham Memorial Lecture. Subsequently, I have given similar talks to the student body of the Chapin School and at Temple Emmanuel in New York City, as well as to Jewish groups on Long Island. I am grateful to my many friends for showing interest in the subject, and am especially flattered to be consulted by otherwise intelligent scholars who wish to work on the subject of the Shanghai Jews seriously.         "content_text": "197\n\nA WALK ALONG HARLECH AND LUGARD ROADS, THE PEAK, AUGUST, 201\n\nBARBARA PARK\n\nThe Hindustan Gentians, Bottlebrush Ginger and Buttercup Orchids are in flower near Lugard Road as I write. They hide in the shadows, avoiding discovery by all but the eagle-eyed (including the author). What a delight is this road, providing shade, flora, fauna and views to please all but the truly jaded!\n\nThe road was completed in 1924, and the photographs below provided by Mr. Doug Franklin, are much appreciated. Doug lived at No. 34 Lugard Road, during the time his father was Editor of the South China Morning Post, which I believe was in the 1950s.\n\nPhotograph No. 3 shows Doug's house, and readers will be astonished to see the barrenness of the slopes thereabouts, which are now very heavily wooded. It appears from this photograph that Mr. Franklin Senior planted the Livistona Chinensis palms which now majestically grace the property.\n\nThe oldest house on the road is No.27, built in 1911, which previously housed the Swire Mess. This is a grand two-storey dwelling, much restored by the late Mr. Bob Lusher, in which the staircase from the old Hong Kong Club stands proudly. Younger are Nos. 28, 32 and 34, all built around the early 1930s. No. 28 was built by Mr. Lennox Godfrey Bird, senior partner of the architectural practice of Palmer and Turner (still a prominent firm to this day) as his own residence. No. 32 (Dragon Lodge) has had very mixed fortunes over the years, and I am assured by a former resident that the ghosts are very much in residence, and have caused her some distress.\n\nNo. 30, the apartment house known as Hirst Mansions, was built by the General Electric Company of the U.K., post-war, to provide accommodation for its senior staff, the last of whom, Mr. Alastair Murray, left Hong Kong during the 1980s.\n\nNo. 25, built as a colonial mansion, and formerly owned by Dr. H. Wen, has been abandoned, and presumably will be demolished, a sad fate for such a beautiful dwelling. The same fate appears about to befall",

        "content_text": "could be nullified only by the use of the crown prerogative of disallowance. The Colonial Office was most reluctant to exercise this power except in extreme circumstances since it might cause the governor public embarrassment. There are only three cases to be found in the files before 1933 where the Colonial Office was consulted about a project and imposed its veto.\n\nThe progress of industrialisation in Hong Kong was completely different from all other British colonies where factories could be established only with the aid of protective tariffs and other government assistance and manufactured goods were sold only in the local market. Hong Kong island was originally occupied because it had the best deep-sea harbour between Shanghai and Indo-China. It served as a base for the British navy and a place where merchants could store their goods and transfer them from ocean-going vessels to smaller ships to trade at ports along the China coast and inland waterways. About 80 per cent of the goods passing through the harbour consisted of re-exports destined for South China from overseas or from North China, or exports from China being transhipped in Hong Kong. Since the principal reason for Hong Kong's existence was to be an entrepôt for trade with China, it has always been a free port with no customs duties on imports or exports. Industries were established early in the colony's history to provide for the needs of the port and to process primary products for local consumption and export to China. Shipbuilding and ship-repairing yards were established soon after Hong Kong island was occupied in 1841, followed by a rope-making factory in 1851, a flour mill in 1859, a sugar refinery in 1870, a distillery in 1871, tobacco and cigarettes in 1880, a cement factory in 1897, and a cotton spinning and weaving company in 1899.\n\nIn 1911 the Hong Kong General Chamber of Commerce carried out a survey of all European, American, and British Indian firms in the colony engaged in import, export, and manufacturing. The survey listed 38 trading companies which had also set up factories. The 1931 census found that about a quarter of the working population (112,133 out of 470,794) were employed in manufacturing industries. The 1930 Blue Book listed 3,164 factories and workshops under 102 categories ranging from 124 boat builders to 116 tin beaters and 14 weaving factories. Most of these establishments were very small, situated in the back streets and tenements of the urban area. In 1932 only 586 were registered under the new Factories and Workshops Ordinance, which regulated firms that employed at least 20 persons. It is difficult to quantify the size of the manufacturing sector in the absence of detailed statistics of local consumption, but it appears that domestic exports of manufactured goods in 1932 totalled at least HK$36 million (about £2,500,000).1 The main items exported were cement, refined sugar, preserved ginger, lard, knitted singlets and hosiery, and electric torches.",
