        "content_text": "152\n\nJAMES HAYES\n\nin 1859 and spread outwards through the self-governing and other territories of what became the Commonwealth and Empire. It extended to Britain's Eastern Colonies and to the foreign communities of the treaty ports of China and Japan where, from time to time, various alarms and excursions added self-preservation to the list of factors motivating the continuance or periodic resuscitation of volunteer corps.\n\nIn Hong Kong the Laws of the Colony early provided for their existence as a constitutional force. A succession of Ordinances established volunteers on a proper basis. The earliest of these was No. 2 of 1862, which was repeated with slight variation in No. 18 of 1882. An important re-modelling was carried out by No. 6 of 1893. This was followed by a Volunteer Reserve Ordinance No. 25 of 1910. Both these Ordinances were replaced by a further Volunteer Ordinance No. 2 of 1920, still modelled largely on the important 1893 Ordinance.\n\nVolunteer forces were the rule in the various foreign concessions in China, though save in the larger ones local volunteer forces tended to be formed and reformed whenever events seemed to warrant it. For example, the Shameen Defence Corps was formed after a serious riot in 1884 and was reformed from time to time, e.g. in May 1911 due to the unsettled state of affairs in Canton (see Diary of Events and the Progress on Shameen 1859-1938 compiled by H.S.S. and privately printed about 1938, pp. 19-26).\n\nThe largest of the China volunteer units was, in time, the Shanghai Volunteer Corps. This originated at two public meetings held in April 1853 and its early doings are described in Chapter XXXV of Lanning and Couling's The History of Shanghai, Part I (Shanghai, Kelly & Walsh, 1921).\n\nInteresting details of its development are given here and there in Brigadier J. V. Davidson-Houston's Yellow Creek, The Story of Shanghai (London, Putnam, 1962). As in Hong Kong, the passing of the first emergency resulted in the demise of the Corps. \"Enthusiasm for the Volunteer Corps sank to a low ebb, members neglected to turn up for training and it was soon practically defunct\" (p. 58). The Corps was again raised in August 1860 with the onset of the Taiping rebels, when 107 volunteers came forward for enrolment (p. 65). However, after the successful operations against the rebels the Corps \"wilted and died\" and was wound up in 1867 to \"pay for its debtor's balance by selling its rifles\" although the rifle club continued to function (p. 90). The Corps was again formed in 1870 following the Tientsin massacre and continued in being thereafter, its numbers fluctuating between 250-350 for the rest of the 19th century (pp. 92-93). It then continued to grow in size, like the Hong Kong Volunteer Defence Corps, to meet the difficulties of the troubled 1920s and the war with Japan.\n\nThe number of foreign residents in China is relevant to the size and location of Volunteer Corps. Some figures are given at pp. 292-295 of J. Dyer Ball's Things Chinese or Notes Connected with China, 4th edition, Hongkong, Kelly and Walsh 1903. There were, for instance, 4,424 foreigners in Shanghai (exclusive of those living in the French Settlement) in 1895 and 6774 in 1900. The Hong Kong Census of 1891 listed 10,446 British and foreign residents.",

HAAN\n\nprinciple of mutual responsibility found its way into article XII, On the other hand some articles were clearly instigated by consul Balfour, e.g. those stipulating self-government by the foreign merchants.5\n\nThe 1854 Land Regulations\n\nAfter some years it was deemed necessary to alter the 1845 Land Regulations. It has never been made clear why, the only contemporary comment being a note in the North China Herald that \"the necessity of some thorough revision of the Land Regulations and their better adaptation to existing circumstances (has) long been very generally felt”.\n\nHowever, in foreign, and especially British, circles a certain resentment was felt about Chinese obstruction in the execution of some of the treaty provisions and it is not impossible that such sentiments contributed to the decision to alter the Land Regulations. At all events, in May 1853 Rutherford Alcock, the British consul, laid a draft of new Land Regulations before the American and later the French authorities. Apart from a simplification (the number of articles was reduced to 15 in the draft and 14 in the final version), it was also suggested that there be an amalgamation of the British and French concessions. This provision, however, was never acted upon and the French concession retained its independence.\n\nIn contrast to the 1845 Land Regulations the Chinese authorities had had no say in the drafting of the new ones. Nevertheless a number of articles about the protection of Chinese feelings were incorporated. These had their origin, as I have shown elsewhere, in the New Park affair - a clash between Chinese and foreigners over Chinese graves during the construction of a new racecourse. Moreover, the draft contained a number of clauses which stipulated that the taotai had to agree before certain measures could be taken by the foreigners. In the discussions about this draft among the foreign authorities, chiefly the British consul Alcock and the American commissioner Marshall, however, these clauses went overboard so that the Chinese official position was weakened.\n\nThe final version of these Land Regulations was discussed at a Public Meeting on July 11, 1854 and passed by the land-renters.",

        "content_text": "118\n\n1 left by steamer for Canton, the great southern Chinese town, which sprawls along the shore of the Pearl River; and spent a few days on the Shameen mud-bank, just off the city, where the small British and French Concessions are. The Concessions were untouched; but, across the narrow creek that separates them from the shore, the city had suffered heavily from bombing, and from the fires which raged furiously in the congested native districts after each raid. One morning I crossed to the South bank and took the branch line to Samshui on the West river, where I caught the steamer for Wuchow in Kwangsi province.\n\nAlthough owned by a Chinese company, the small river steamer flew the British flag. That was a phenomenon common enough on the inland waters of China. The foreign flag protected the ship from being commandeered by the local war lord. Sometimes for months on end steam traffic, on this water-way or that, would be completely disorganised. The Chinese ships would be impressed to carry the troops of the various armies contending for power. It was only under a foreign flag that they could find the security which would justify their remaining in operation at all. The British government did not welcome this use of the British flag, and introduced regulations to control abuse of the privilege. In order to qualify for British registry a ship must at least carry a British captain and a British chief engineer, and must comply with the Board of Trade regulations in regard to safety measures. But even so, the Chinese owners would make every effort to obtain British registry for their ships, thus in one direction taking advantage of the treaties between Britain and China while, in the other, probably contributing to the Kuo Min Tang party funds, which were used to denounce the iniquities of those very same treaties. In order to comply with the letter of the regulations, the particular ship I now found myself on carried three British officers, whose aggregate age exceeded 200 years. They were, of course, mere figure-heads, the actual work being done by the Chinese officers and crew. These river-boats kept communications open and provided a measure of security for travellers - owing to the presence of British gunboats these small ships moving on inland waters were seldom attacked by bandits which otherwise would have been lacking.\n\n―\n\nIn Kwangsi the road system had been extended to connect Wuchow with the other large towns of the province and I left by car for Kweilin, the capital. The capital of Hunan, the province with a long history of anti-foreign fanaticism, is situated on the Siang river, which flows down to the Yangtze above Hankow. In summer the middle-river steamers come up as far as Changsha, but in winter the level over the sand flats where the river passes through the Tung Ting lake, near its mouth, is so shallow that even the specially designed river gunboats cannot pass. One British gunboat generally wintered at Changsha.\n\nThere was no concession, and in the course of time the foreign community had congregated on a long sand bar, which made an island in the river, opposite the city. The few bungalows were grouped round the Club. It was a simple life with tennis and walks for relaxation. Normally Changsha connected with the outer world by ship through Shanghai, but now for over a year that channel had been closed by the war and the number of the foreign community, usually not more than a couple of dozen, was reduced. It did, however, include two British tank officers, loaned to the Chinese army, whom I had last seen in Nanking. They now depended for their supplies on the new railway to Hongkong. I left my car here and went on to Hankow by train.\n\nIt was nearly twenty years since I had last been in Hankow, years crowded with change, not only material but also intellectual. Hither junks from the far north-west of China, in Shensi Province, came down the Han river. From here they could sail a leg up the Yangtze, and proceed along the Siang river, until their mast-tops showed a view towards Kweilin. To the west, through the famous gorges, the small steamers fought the current to Chungking 700 miles distant; and 600 miles downriver, past Kiu Kiang, Wuhu, and Nanking, lay Shanghai and the sea. The railway in normal times ran north-east to Peking and south to Canton and Hongkong. On the opposite bank, a kilometre away, the provincial capital, Wuchang, showed; larger than Hankow and, across the Han, where that river made an angle with the Yangtze, the industrial town of Hanyang belched its smoke. Of the Concessions along the water front, only the French retained its status. The British Concession had been returned at the time of the Chen-O'Malley negotiations ten years previously; the German and Russian Concessions had reverted to China after the Great War, and the Japanese Concession had been evacuated soon after the Lukouchiao (Marco Polo Bridge) incident.",

        "content_text": "9\n\nany newly-opened port for them to be snatched up and at almost any price by Chinese merchants..... until the Chinese purchaser came to close quarters with the English importer, eliminating middlemen at small ports and to transferring operations chiefly to the great emporiums of Hong Kong and Shanghai.'\n\nHankow was the other city in which, on and off, Mesny spent a dozen or so years and where eventually he died, a city on the north bank of the Yangtze, part of the three-city metropolis now known as Wuhan. It was the major commercial port in central China during the second half of the 19th century, containing British, German, Russian, Japanese and French settlements, known as Concessions. Hankow was opened as a treaty port in 1861, a year before Mesny arrived there and became famous abroad as the start of the annual tea-clipper race back to England.\n\nThe province of Kueichou in south-west China, where Mesny also spent a number of years was one of the most backward areas of China. It had been under Chinese rule since the Han at about the time of Christ, but only became a separate province during the Ming, in AD 1413. Waves of Chinese immigration, mainly from neighbouring Szechuan and Hunan provinces, forced the non-Chinese minority tribesmen out of the fertile valleys leading eventually to discontent and finally rebellion. Mesny's story is illuminating in a number of respects. There were always foreigners who took up minor posts with the Chinese bureaucracy, particularly during the modernisation campaigns which took place during the late 19th and early 20th centuries. Old photographs exist showing foreigners in, for example, a Chinese arsenal beside foreign machinery or weapons, both as advisers and trainers, but few ever wrote of their experiences. The most interesting part of Mesny's life, however, standing out as a unique experience, was the short period of some five to six years when he served with two provincial forces of the Chinese Imperial Army on active service helping suppress a rising of the Miao, a subjugated minority race in a remote part of southern China. [See Appendix C for a summary of the first campaign against the Miao in which Mesny took part]. Probably the most interesting part of these narratives is the reasonably detailed description of Chinese soldiering during this relatively minor campaign. It is full of anecdotal descriptions of campaigning in central south China against a redoubtable foe, the Miao people, though regrettably Mesny fails to go into detail about such interesting subjects as how he was paid, how patronage worked up to him personally, etc. He does, however, cover a number of themes in his Notes on the",

        "content_text": "23\n\nsuperpowers of that time, incessantly challenging one another, and by the Belgian, German and other colonial regimes soon following exactly in the pioneers' footsteps. All of them were hypnotised by China's reported wealth, by the trade of Central Asia and Tibet, and Szechuan was the key to Tibet. All were active in corrupting the declining Manchu regime, thus receiving multiple concessions as a reward, one of them being the privileges for Christian missionaries to preach their faith all over China. French endeavours made Szechuan into the main bastion of Roman Catholicism and the reservoir of missionaries to convert further regions of Central Asia, Tibet, and Mongolia. These events, which resulted in a series of anti-European and anti-Christian riots and culminated in the Boxer Rebellion (1900), are well described in Chapter Five of The Crippled Tree (volume one of the aforementioned epic cycle):\n\nTheir [i.e. the French priests'] courage and ability to endure hardship might have been praiseworthy had it not been only too clear that the religious garb covered most unreligious actions. Catholic priests and bishops bought up whole villages in times of flood and famine, demanded and obtained on threat of military action the best land in cities for their churches, after evicting the inhabitants and paying no compensation. Catholic priests formed militia bands of their own, and claimed to rank higher than our own magistrates. Bishops were invested with the pomp and power of governor-generals. They used sedan chairs with eight carriers, a drummer going in front, and everyone in the street where they passed had to stop work, stand up, and unroll their headbands in obeisance to the Catholic bishop, on pain of being beaten with the heavy bamboo.\n\nThe Boxer Rebellion marked the end of the feudal epoch and announced an approach of an unpredictable Great Change. In the Boxer Protocol of 1901, imposed after the defeat, China had to pay an enormous indemnity sum of five hundred million dollars, open more ports and cities, accept a permanent garrison of soldiers in Peking and other towns and along the existing railways. Moreover, the Boxer Protocol abolished the Imperial Examinations, an inevitable part of recruiting imperial administration and training classical Chinese scholars.
