While we were waiting for our examiner, a sudden desire seized Gordon to show his loyalty, after the custom of the country; so he dropped down in front of the portrait, and solemnly knocked his head nine times on the floor, kotowing in proper form. He seemed much inspirited by it, and had a feeling that he was now in some way under the special tutelage of Her Majesty, and could be trusted to floor the paper.\n\nThe impression given by Wilkinson's account is that student life in Peking at that period held much that was enjoyable.\n\nHowever, there was plenty of work for them to do on being sent to their posts. As one observer wrote in 1900 \"Our Legation ... is a bigger establishment than that of any other country, owing to the fact that the British Consular Corps in China has exceptionally large requirements. In the Legation the Student Interpreters, who subsequently become Consular Assistants and Consuls, learn the language of their adopted country and to some extent their future political, judicial and commercial work. After two years at Peking they move on to a Treaty Port and begin to put theory into practice. There are often as many as twenty of them in Peking at a time, besides an efficient staff of older men who act as the Chinese Secretaries.”21\n\nMeanwhile trouble was imminent and another visitor at this same period mentions the marines. Describing the Legation Quarter he wrote: \"The familiar redcoats of British marines drilling on the lawn lent perhaps an extra touch of homeliness to the well-kept grounds. For in view of possible troubles, most of the foreign legations were provided last winter [1895- Ed.] with a special guard drawn from the fleets in the Gulf of Tchih-li. They have since been for the greater part withdrawn. ... As if to heighten the contrast, the Chinese authorities had also assigned to each legation a special guard of their own braves who were encamped along Legation Street.\n\nIn 1900 the marines were to lend a more than homely touch to the scene inside the Legation. WRIGHT\n\nThe issue of Brooke's status revolved around, firstly, the question of whether or not a subject of the Queen could hold the position as a sovereign prince of a foreign state; and, secondly, whether Brooke was in fact an independent ruler or a vassal of the Sultan of Brunei.\n\nThe issue, however, was not a burning one in the ministries of Whitehall. Despite the fact that Borneo was of concern to Britain as the guardian of the eastern flank of the South China Sea route to the China coast, and was to assume, gradually, more strategic value as first France and later Germany began colonial operations in the area, at mid-century Britain possessed a colony and naval station at Labuan and a (“good strong”) consular treaty with Brunei which gave her a certain measure of control, if she chose to indulge it, in Brunei's relations with foreign states. Most of the Colonial and Foreign Secretaries in London, until the 1870s were not very interested in defining precisely Raja Brooke's status,\n\nFor the most part, Whitehall grudgingly approved of Brooke's “civilizing influence\" in Borneo. Lord Palmerston, Foreign Secretary in 1846, offered naval support for the suppression of piracy, and during a later term of office gave standing orders to the Eastern squadron to visit Sarawak at regular intervals. But the Foreign Office generally held to the view that \"it is not the policy of Her Majesty's Government that British subjects should possess territory on the mainland of Borneo\".\n\nLord Clarendon, when Foreign Secretary in the mid-1850s, came close to disavowing Brooke's position in Sarawak. In 1853 the Raja took issue with a Foreign Office statement that seemed to assume that Brooke was a vassal of Brunei. Clarendon minuted,\n\nIt seems to me that the various documents tend to prove how cautiously the government abstained from recognizing his (Brooke's) independence although in various ways the anomalous character of his position has been admitted.\n\nBut Clarendon did not leave it at that. When in 1855 Spencer St. John succeeded Brooke as Consul in Brunei he suggested to the Foreign Office that he also be accredited to Sarawak as an independent state. The Raja agreed and insisted that the new consul must receive his exequatur from him. He consulted the Law Officers and concluded that while it was legally possible for the Queen to permit one of her subjects to assume the sovereignty of a foreign state and to so recognize him, it is to be done only in exceptional circumstances. Brooke could not be recognized. Lord Clarendon wrote to St. John on this occasion,\n\nHer Majesty's Government entirely agree with you in thinking that British interests in Borneo are so closely interwoven with the prosperity of Sarawak that whatever injuriously affects the latter must also be injurious to the former. Therefore Her Majesty's Government hardly believe that Sir James Brooke will place himself in direct antagonism to Her Majesty's Government by refusing to allow you to act within the territory which is subject to his rule, and thereby compel Her Majesty's Government to make known to the natives that no British subject can exercise sovereign authority without the permission of his sovereign, which permission has not been obtained by him, and that consequently he is acting against the law of England; whereas if he avoids insisting upon a recognition of his independent sovereignty which is inconsistent with his position as a British subject, his supreme authority at Sarawak upon whatever basis it may rest, whether upon the grant of the Sultan or the choice of the people, will remain undisturbed and unquestioned.\n\nAlthough on this occasion Lord Clarendon had his way, it is interesting to note that the Prime Minister, Lord Palmerston did not agree. He wrote later,\n\n9\n\nThe question seems to be rather between the sultan of Borneo and the raja of Sarawak than between the latter and the sovereign of England.         "content_text": "THE ESTABLISHMENT OF THE TSUNGLI YAMEN\n\n45\n\nconcerning foreign countries were reported by the governors-general and governors of provinces and were collected in the Grand Council. In recent years reports on the military situation in various areas have been continuous. Foreign affairs involve many subjects. After foreign envoys start residing at the capital if there is no one in sole charge of these matters giving their full attention to handling them then their management will be dilatory, and it will be impossible to co-ordinate policy. We request that a tsung-li ke-kuo shih-wu ya-men [office for the general management of the affairs of the various countries] be established with a minister of princely rank in charge of it. Since the Grand Councillors are responsible for drafting imperial edicts we fear that if they are not concurrently in charge of its affairs there will be discrepancies. We request that they all serve concurrently as officials [of the Tsungli Yamen]. Also we request that an office be provided in order to facilitate the transaction of business, and at the same time for receiving envoys of the various countries. As regards the staff to be established we suggest that eight men should be selected from the Manchu and eight from the Chinese who are presently serving as secretaries of the Grand Secretariat, the Six Boards, the Court of Colonial Affairs and the Grand Council. They should serve in rotation. All matters should be dealt with by the same procedure as in the Grand Council in order to specify responsibilities. As soon as military operations come to an end and affairs concerning the various countries become more simple it will be abolished, and its functions will revert to the Grand Council as before so as to tally with the old system.\n\n2. It is requested that posts for great officials be separately established at the southern and northern ports in order to facilitate the dispatch of business. We note that when trade began during the reign of Tao-kuang there were only the five ports of Canton, Foochow, Amoy, Ningpo, and Shanghai, for which an imperial commissioner was created. Now, according to the newly established treaties, in the north there are Newchwang in Fengtien province, Tientsin in Chihli, Tengchow in Shantung; in the south there are Canton, Ch'aochow and Ch'iungchow in Kwangtung, Foochow, Amoy, Taiwanfu, and Tamsui in Fukien as well as Chenkiang, Kiukiang, and Hankow on the Yangtze river.\n\nThe area [covered by all these ports] is vast stretching from south to north for seven or eight thousand li. CRANMER-BYNG\n\nwere still to be administered by the imperial commissioner of the five ports not only would he be unable to look after them all effectively also the foreign countries might not agree to it. Moreover the foreign countries trade at the port of Tientsin which is very close to the capital. If there is no great official residing at Tientsin with whom they can consult and transact affairs we are afraid that inconvenience will arise. We recommend that a superintendent of foreign trade be appointed for Newchwang, Tengchow and Tientsin to reside at Tientsin specifically to regulate affairs at those three ports. In Chihli, which is the vital metropolitan area, the governor-general has to control the entire province and cannot reside at Tientsin alone. Neither can the provincial financial and judicial commissioners, who each have their specific duties, conveniently hold the office of trade superintendent concurrently. So it is proposed that, following the precedent of the two Huai regions, the office of the salt administration of Ch'ang-lu be abolished and its administrative duties be transferred to the governor-general of Chihli. The salary of the salt administration office can then be given to the superintendent of trade entailing no additional establishment in order to economize. Control over the former customs revenue shall be administered concurrently by the superintendent for foreign trade who will make a separate report on it. We also recommend that an official seal without the title \"Imperial Commissioner\" be given to the superintendent in charge of foreign trade in the three ports. He should be allowed to take with him several secretaries to assist him in the administration. Whenever an important matter occurs he should be authorized to act in conjunction with the governors-general, governors and prefects of the three provinces concerned in the hope that matters may be dealt with smoothly.\n\nThe original imperial commissionership in charge of the five ports was held by the governor-general of the Liang-Kuang. In the ninth year of Hsien-feng [3 Feb. 1859-22 Jan. 1860] it was transferred to the control of the governor-general of Kiangsu, Kiangsi and Anhwei. We note that now there are three ports on the Yangtze newly added as well as Ch'aochow and Ch'iungchow in Kwangtung, Taiwan and Tamsui in Fukien, and therefore business will become more extensive. In fact we fear not only that governor-general Tseng Kuo-fan, who concurrently is in charge of the business, will find that 'however long the whip it will not",

        "content_text": "112\n\nJAMES HAYES\n\nThis recital tells its own story. Hsin-an hsien was not one of the glories of the prefecture. In that useful compendium on the Kwangtung province, the Kuang-tung K’ao-ku Chi-yao of 1893, only the counties of Nan-hai, P'an-yu and Tung-kuan were singled out for mention in the section dealing with the customs and traditions of the Kuang-chou prefecture. These entries speak of the elegant dress and manners of Nan-hai, of its literary and cultured atmosphere, and of how every palace examination brought forth the names of successful local candidates; of the profusion of foreign and local products, and the native and foreign merchants, stationery and itinerant, and the immense shipping of the port.1 Tung-kuan found fame as the ancient examination centre for the province; but no other place is mentioned. In scholars' eyes, the two metropolitan districts of Nan-hai and P'an-yu completely eclipsed the country and coastal districts of the prefecture like Hsin-an and another late creation, Hsin-ning, established in 1498-1499.2 As late as 1745 the district magistrate of Hsin-an when composing an inscription for the repair of the Chau Wong memorial school at Kam Tin, styled it as a place where the Book of Poetry was read as early as sunrise; and culture had spread even to this remote place near the sea.\n\nThe Kuang-tung K’ao-ku Chi-yao, a typical work of Chinese historiography, lovingly compiled, was the work of four Hunanese who had long been employed in the province as huan or officials and mu-fu or private secretaries to senior mandarins. It deals, in 46 chuan, with the wide variety of subjects usually found in district gazetteers and other works on administrative geography. Those chüan dealing with subjects on a geographical basis included material, arranged by prefecture and district. Hsin-an is included whenever, in the opinion of the compilers, there was anything in its records that warranted an entry.4\n\nAs in the chuan on customs and tradition the entries for Hsin-an in other chüan are much fewer than for the older hsien of the\n\n1 KTKKCY 4/1,\n\n2 KTKKCY 1/1 and KCFC 7/4.\n\n3 Tablet dated Ch'ien Lung 10th year, 1st moon, lucky day, inside the building.\n\n4 There is, of course, no shortage of books dealing with Kwangtung and its many localities under similar heads, and in providing their Hsin-an material the compilers did not set out to provide a compendium of all that had ever been included in the successive editions of the standard works on the Kuang-chou prefecture and the hsien of Tung-kuan and Hsin-an, but rather a selection of important material. (These figures do not include several thousand seamen, mostly firemen, stokers and stewards, without permanent domicile). At the beginning of the century, it is claimed, Chinese tended to ‘avoid Scotland and Wales', but were strongly attracted to London, especially Limehouse. With such small numbers present in Britain, it seems certain British judges and lawyers rarely came in contact with Chinese, only very occasionally perhaps in certain Liverpool or London courts; but never, one surmises, in normal social intercourse. In the 1920s, then, the Chinese in Britain were still a mysterious, but minute, social entity, habitually caricatured in the press and by novelists as 'vellee' strange people who spoke a particularly difficult and dissonant language and wrote, as Dr. Johnson noted, a script that was perversely pictorial to alphabet-lovers. Even professors of Chinese, sinologues and sinologists, were regarded at that time with as much wry amusement as were Assyriologists or Egyptologists, seekers after equally rarefied knowledge of no great practical importance.\n\n47\n\nThe first mass movement of Chinese to the outside world occurred in the nineteenth century. It was mostly 'coolie emigration', to use Campbell's descriptive term, the drift of mainly uneducated and relatively unskilled, though hard-working, Chinese to places where opportunities appeared to be brighter than in the homeland (a territory then much wracked by rebellion, foreign wars, famine and other afflictions). Lock Ah Tam, as mentioned above, is representative of the first wave, an emigrant who did well in his adopted country. As China was forced reluctantly into the modern world and into normal diplomatic relations with foreign powers, a different type of Chinese was becoming known abroad — the educated Chinese, a member of the 'Mandarin class', as Europeans were wont to describe him. In 1876 Kuo Sung-tao was appointed as the first Chinese minister in England.18 A Legation was then established in London, in 1877, with a normal complement of officials and secretaries. Chinese diplomatic staff became a common sight in Whitehall although, until the 1911 Revolution, most wore traditional Chinese attire and sported the queue.         "content_text": "143\n\nto retire, as if no war were in progress and no shortage of manpower in prospect.\n\nThe price of rice had risen from 15 dollars per picul in 1939 to 110 dollars per picul, increasing the terrible hardship of the thousands of refugees, and requiring constant adjustment to the pay of Chinese employees. It also affected the finances of the Municipal Council, which found it would again have to advance rates and taxes to cover increased expenses. At the same time the continued pressure of the Japanese, who wished to seize control of the huge Municipal administrative machine, became more urgent. The Council worked out a compromise arrangement, under which it was hoped that the bulk of the foreign interests could be maintained pending conclusion of the Japanese war with China.\n\nA special meeting of the landrenters, to be held at the Race Club, was called for January 26th, 1941. The Norwegian Consul, in the Chair, the members of the Council, and the municipal secretaries, took their seats on a covered platform, erected opposite the racing stands, on which the landrenters were disposed. I had a seat facing the platform, and noticed that the Japanese landrenters were sitting in a crowd, several hundreds strong, at the far right. The British Chairman of the Council put forward the motion for the increased taxes; he was opposed by Mr. Hayashi, the Chairman of the Japanese Residents Association. The other foreign landrenters, by virtue of their much larger holdings of property, of course greatly outvoted the Japanese. When the motion was put to the vote, by a show of hands, the Norwegian Consul declared the motion carried. There was an immediate outcry from the Japanese and Mr. Hayashi approached the platform, as everyone thought to make another speech; but instead of moving to the rostrum on one side, he walked round behind the long table at which the Councillors sat, and suddenly pulled out a pistol. Mr. Okamoto, one of the Japanese Councillors noticed this, realised what was up, and very pluckily tried to grab the gun. He was in time to deflect the aim, but two shots were fired from which the Chairman of the Council received flesh wounds in the arm and side, while one of the bullets passed through Mr. Okamoto's hand. Pandemonium then broke out amongst the Japanese ratepayers; howling like a pack of wolves, they tried to rush the platform, to rescue Mr. Hayashi, who was being led away by the police.         "content_text": "96\n\nThe relations of our medical missionaries Dr. Gibson and Dr. Sibree with each other have been almost from the time of the latter's arrival a cause of grievous distress here, now our relations with them both occasion constant searchings of heart.\n\nDisagreement amongst missionaries was not uncommon, shown in their correspondence with the Foreign Secretaries, who gave pastoral support to each missionary. As Goodall notes, the criticisms missionaries made of colleagues just indicates their human characteristics.68 However, the relationship between Drs. Gibson and Sibree reached its lowest point at an important time for the District Committee. The change to District Committee responsibilities introduced in 1895 was under discussion in Hong Kong in 1909, with a view to devolving its powers to the locally established church of Chinese Christians. As well, the growth of the LMS was making funding of mission work very difficult. Thus, controversy within the District Committee would put at risk the credibility of the LMS and the continuity of local funding.\n\n69\n\nMiss Davies, Principal of an LMS school, and a long-time member of the District Committee, reported that Dr. Sibree, contrary to her claims, had been overworked through 1907-08, and expressed the view that Chinese women would not support her in private practice. Rather, they would support the new lady doctor, presumably because the latter would have the sponsorship of the subscribers and the hospital.70 In correspondence with Mr. Cousins, she wrote:\n\nI wish the Lady Doctor were on her way out. There is no doubt that the right kind of woman will find abundance of work. We all have to make our own work. We all of us have had, in a large measure, to make our own work: certainly the best part of it.71\n\nDr. Mitchell, who felt that she had not made an effort to adapt to the conditions of Hong Kong, continued to support Dr. Gibson in his claim on the Nethersole and the existing male dominance of clinical medicine at the hospital.72\n\nThis contradiction between Dr. Sibree's claims and the perceptions of others, female and male, is puzzling. One explanation is that it was politically motivated, in that to overcome gender perceptions relegating her to midwifery, she needed to win a medical argument about the small",
