        "content_text": "Journal of the Royal Asiatic Society Hong Kong Branch\n\nORASHKB and author\n\n110\n\nVol. 1 (1961)\n\nISSN 1991-7295\n\nThe Association's clinic at 117 Wanchai Road is a small-scale operation which dispenses Western medical treatment on the school premises every Sunday to 120-150 patients. No charge is made, drugs and injections being completely free. The Association now has in view a much larger project in the field of medicine, namely a HK$3,000,000 hospital to be constructed, it is hoped, at the end of Cheung Sha Wan Road (off Castle Peak Road), Kowloon. Half a million dollars has already been pledged; a government subsidy of another half a million dollars, plus a free grant of the necessary land, is under negotiation; and, once plans have been firmed up, the Association expects little difficulty in raising the remaining million and a half dollars from Buddhist laymen. It is to be a public hospital of 150 beds, of which 30 will be entirely free, with priority for refugees. There will also be an out-patient department for treatment of the poor families of this heavily industrialized area. The Medical and Health Department of the Hong Kong Government will control the standards in the same way as for other private hospitals, but the actual management will be the responsibility of the Buddhist Association. The plan is to incorporate a nursing school, where graduates of the various Buddhist primary and secondary schools can be placed for nurses' training. The medical staff will be recruited from among locally qualified physicians, e.g., graduates of the Hong Kong University Medical School. The physicians now acting as advisers on this project are prominent in the profession in Hong Kong: Drs. F. I. Tseung, Renald Ching, Peter Fok, T. Y. Li, David Wong, and Sir S. N. Chau. Three of them are Buddhists.\n\n2. HONG KONG AND MACAU REGIONAL CENTRE OF THE WORLD FELLOWSHIP OF BUDDHISTS 世界佛教聯誼會港澳分會\n\nThis acts as the \"foreign relations\" arm of the Hong Kong Buddhist Association (with which it has an interlocking directorate rather than a formal connection). It was established in June 1951 to discharge four specific functions:\n\n(1) to organize delegations to represent Hong Kong and Macau at future World Buddhist Fellowship Conferences (the first Conference had been held in Ceylon, June 1950)\n\n(2) to assist and entertain foreign Buddhists visiting Hong Kong and Macau\n\n(3) to answer inquiries from abroad about Buddhist activities in Hong Kong and Macau\n\nMacau has one large Buddhist monastery, the Po Chai Chi, which is classified as Ch'an and has about 20 monks (this is a monastery often visited by tourists, since the first commercial treaty between China and the United States was signed there in 1844). There are also a number of hermitages (perhaps a dozen), most of which are said to be chai tong. One, however, the Kung Tak Lam, serves as a study centre, where lectures are given by well-known dharma masters. The Macau Po Kok Buddhist Association, founded in 1949, also fosters Buddhist studies. At least one primary school is operated by a Buddhist nun with the support of devout laymen.\n\nBuddhism does not seem as vigorous in Macau as it is in Hong Kong, the most obvious reasons being its small size, limited wealth, and extreme exposure to political pressure. Furthermore, the influence of the Catholic Church has been paramount there for four hundred years. This has necessarily reduced the potential strength of the lay Buddhist movement.",

        "content_text": "36\n\nCHIU LING-YEONG\n\nAfter giving his reader a vivid picture of China in her sleep, Tseng then urged the public to watch closely for China in her awakening. The awakened China, he said, would not be aggressive or dangerous to any of her neighbouring countries. China, after all, was not a land-hungry nation. Hungering for land was only the affair of the European powers. China was under no necessity of finding in other lands outlets for her surplus population. A considerable number of Chinese had, at different times, been forced to leave their homes and try their fortunes in Cuba, Peru, the United States and the British colonies, on account of the Taiping Rebellion. The Chinese emigrated to these countries of their own free will, and their movement and activities had nothing to do with the Chinese Government. The Chinese in these countries, however, unlike the Europeans who had settled in the East, had no political nor territorial ambitions.\n\nReturning to the internal affairs of the awakened China, Tseng stressed:\n\n• Great efforts are being made to fortify her coast and create a strong and efficient navy. China will proceed with her coast defences and the organisation and development of her army and navy, without, for the present, directing her attention whether to the introduction of railways or to any of the subjects of internal economy; the changes which may have to be made when China comes to set her house in order can only profitably be discussed when she feels she has thoroughly overhauled and can rely on the bolts and bars she is now applying to her doors. The general line of China's foreign Policy will be directed to extending and improving her relations with the Treaty Powers, to the amelioration of the condition of her subjects residing in foreign parts, to the placing on a less equivocal footing of the position of her feudatories, as regards the suzerain power, to the revision of the treaties, in a sense more in accordance with the place which China holds as a great Asiatic power\" \"China has decided on exercising a more effective supervision on the acts of her vassal princes and of accepting a hostile movement against these countries or any interference with their affairs will be viewed at Peking as a declaration",

Bayard, was very pleased with Tseng's friendly attitude to the United States in his article. Cf. Foreign Relations of the United States, 1887, No. 168, Bayard to Denby, May 7, 1887.\n\n* Ho Kai (Ho Ch'i) was born on 12 March, 1859, the fifth son of the Rev. Ho Jun-yang. Ho Kai obtained his Bachelor of Medicine and Master of Surgery degrees from the University of Aberdeen in Scotland, 1879, and was admitted to Lincoln's Inn on 29 April, 1879. He was called to the Bar on 25 January 1882. Ho Kai was admitted to practice as a barrister in the Supreme Court on 29 March, 1882 after he returned to Hong Kong. From 1882 onward, Ho Kai appeared to be an educationalist, reformist, revolutionary etc. Ho died in September 1914. At the time of his death he was a Member of the Legislative Council of Hong Kong and had been knighted for his public services in 1912. See the account given at pp. 12-16 of T. C. Cheng's \"Chinese Unofficial Members of the Legislative and Executive Council in Hong Kong up to 1941” in JHKBRAS Vol. 9 (1969).         "content_text": "THE COLONY OF HONG KONG\n\n191\n\nbut the area of those in China, so far as already ascertained, amounts, it has been said, to 400,000 square miles. All that will yet come in for the benefit of the world at large, and I hope in the first place for the benefit of the nation itself. If the movement of its Government seems to be thus far mainly in the way of military preparation, can we blame it? It would all be found but a very feeble affair in another struggle with ourselves; but I like to see the manifestation of a purpose in China to try and hold its own:-she is the gnarled oak, the growth of four millenniums, which will not bend to us as the sapling of Japan is doing.\n\nAnd we have given the Japanese little reason to do anything but love us, while we have given China much reason to fear us and hate us. I am not here to-night to express my views on the opium traffic, but I may surely ask, without giving offence to any one, whether, if we had forced that traffic on Japan as we have done on China, the relations between Japan and foreign nations would be what they are to-day. If there be a man here who thinks that there does not glow in me as true a British patriotism as in himself, I only say he does not know me; but I thank God that the United States preceded us in the opening of the Japanese Empire. Their treaty of the 29th July, 1858, recognizes the prohibition of the importation of opium, and that made by Lord Elgin, on the 27th of the following month, does the same, and with a very stringent addition. Thus one thing which has embittered and fettered our intercourse with China, and will continue to do so, so long as it exists, has had no place in our intercourse with Japan; and the result has been accordingly. It is in the evidence of Sir Rutherford Alcock before a parliamentary commission, that again and again Prince Kung declared to him that take away opium and Christian Missions, and there was no concession which the Government was not prepared to make to further the extension of legitimate commerce. We are suffering at this day in Hongkong from the opium traffic, as from nothing else. The Custom houses at the two entrances to our harbour do the greatest injury, I am persuaded, to the development of a healthy and extensive trade with all the seaboard of the south. They were founded on the ground of the smuggling of opium from the Colony. Take that away, and there is no locus standi left for their continuance.",

        "content_text": "PRESIDENT'S REPORT FOR 1977\n\n(Covering the period April 1, 1976 — March 31, 1977)\n\nDuring the past year your Council has endeavoured to arrange a full and varied programme of events and we hope that everybody has found something to interest and enjoy. Altogether there have been 14 lectures, three local excursions and two foreign tours, all events being well attended, although not always by the same people. Let me briefly summarise these events.\n\nIn May 1976 Professor John Fairbank, a leading authority on modern Chinese history and Asia's relations with the West, visiting from Harvard, came to talk to us about contemporary China studies. He also asked us about studies of Hong Kong and China being conducted from here at that time, and was pleased to find many of our own members active in this field. In June, Dr. James McGough, an anthropologist, at that time with the University of Hong Kong, talked about his own research on Chinese marriage carried out in Taiwan, and in July Professor Robert Bruce, an old friend and former member of the Council, discussed relations between the United States and East Asia. In August Mr. Brian Peacock, Curator of Hong Kong's Museum of History and also a Council member, talked on Hindu-Buddhist Settlement and Trade in Ancient Kedah, Malaya; and in October members visited the Tung Wah Group of Hospitals' museum, under the able guidance of Carl Smith and James Hayes. Carl Smith also provided very comprehensive notes on the Hospital which will be published in a later issue of the Journal. Also in October Dr. Peter Wesley-Smith gave a very thought-provoking talk on the convention for the lease of the New Territories. This stimulated much discussion. In November, in preparation for the Sri Lanka tour, Ms. Minette de Silva gave an introductory talk, illustrated with slides, of the various places tour members would be visiting and things they would be seeing on the tour. Also in November Professor Cheng Te-k'un returned to us again to lecture, this time on Chinese Nature Painting, and in December Dr. Leigh Wright, a member of your Council, gave a lecture in preparation for the other foreign tour, to Borneo, which he led in February.\n\nA visit to the Tang family graves was organised by David Liu and James Hayes in December. Li Hung-chang himself had such fears, but they might easily have been overcome had the throne given wholehearted support to military reform through financial assistance and other forms of official encouragement, including adequate institutional rewards for the acquisition of new military skills.122 It is true, of course, that state revenues were extremely meager, and that Peking's fears over the threat of foreign interference in Chinese military affairs were not wholly unwarranted.123 But it is also evident that the Manchus, as alien rulers, had no desire to establish a systematic, centralized program of modern military education in China-particularly when it became apparent that Western arms and training could not be confined to the traditional Banner and Green Standard forces.\n\nIronically, had the Manchus undertaken meaningful, centralized reform during the late 1860's and early 1870's, when anti-Manchu sentiment was no longer a political problem and imperialist pressure was minimal, the dynasty might have been able to build a Meiji-style system of military education and dispense with foreign instructors by the early-1890's, as did Japan.124 Instead, the Ch'ing government by stages alienated patriotic Chinese and disappointed the foreign powers by its failure to build a modern, Western-style military force capable of doing more than simply keeping a lid on internal rebellion. Most ironic of all, in seeking foreign talent after the Sino-Japanese War, the Chinese turned to the one-time \"dwarf bandits\" of Japan, who now began training large numbers of Chinese soldiers in modern military methods both at home and abroad.         "content_text": "CHAN KIT-CHENG\n\nOstensibly for medical reasons, at the end of 1942 and early in 1943, to pass unutilized. No effort was spared to make the visitor feel welcomed and cherished. She was a guest at the White House and at President Roosevelt's home at Hyde Park. She was invited to address the Senate and the House, and was welcomed by huge gatherings at all the stops she made from the east to the west coasts.13 A further and significant gesture of American friendliness was embodied in the United States' renunciation early in 1943 of her extraterritorial rights in China,14 a subject to be further dealt with later. One last example of the American compensatory effort during the first two years of the Pacific War was the passing of an act in December 1943, by large majorities of both Houses of Congress, repealing the longstanding Chinese exclusion laws, establishing an annual Chinese immigration quota, and making legally admitted Chinese eligible for naturalization as American citizens.15\n\nIt is imperative to spell out in some detail the general American attitude vis-a-vis China, not only to serve as background to the subject under discussion, but also because such attitude unavoidably influenced Britain in her dealings with China, including those over the question of Hong Kong. Ever since Pearl Harbour, China had made no secret of her resentment of Britain for having rejected China's offer of assistance in the defence of Hong Kong and Burma, for having been so catastrophically defeated by Japan in such a short time, and for, according to Chou En-lai who was then representative of the Chinese Communist Party at Chungking, having “discriminated against and treated as inferiors the Chinese who fought with the British at Hong Kong and in Malaya.”16 Britain, on her part, was anxious to improve relations with China and to collaborate closely with the United States in relation to their Far Eastern ally. She was, not unlike the United States, \"obsessed” for the greater part of 1942 with the fear that China might \"throw up her hands.\" The Foreign Office decided that all that Britain could do was to \"adopt an apologetic and ingratiating attitude towards the Chinese.\" However, the United States, much to Britain's annoyance, stole the limelight from all the major British attempts at appeasing China. Britain's offer of a loan of £50,000,000, with stringent regulations regarding expenditure to maintain equilibrium in her post-war balance of payments, was a clear anti-climax to the Chinese after the unconditional American loan.18 Although Britain renounced her extraterritorial rights in China simultaneously",

The Far Eastern division in the department believed that \"the sympathy of the American public would lie almost entirely with China and would be strongly critical of this Government,”32 The American government was fortunately spared the embarrassment of having to reject the British request in that the Chinese, for some still unknown reasons, agreed on 31 December not to raise the question of the New Territories in connexion with the extraterritoriality treaty.33 Under the changed circumstance, Lord Halifax, British ambassador to Washington, was given to understand that the American government would have been prepared to indicate its displeasure had China been obstinate over the inclusion of the New Territories in the treaty.34 The interesting question remains as to what attitude the United States would have adopted had China requested her support.\n\nMeanwhile, the Institute of Pacific Relations was actively preparing for a conference to be held at Mont Tremblent in the United States at the beginning of December. The conference attracted the serious attention of all those countries concerned with Pacific affairs because of the increasingly wide publicity enjoyed by the Institute since Pearl Harbour through its large publishing programme of books, pamphlets, and periodicals. From late spring onwards, earnest preparations for attending the conference were made by Chatham House, the British national council of the Institute of Pacific Relations, together with the Foreign Office which, despite its earlier apprehension of \"the risk of a lot of washing of dirty linen in public' ”, had now decided to make full use of the conference as a platform from which Britain could educate the American opinion about the British empire. From the beginning the Foreign Office was alive to the danger that the question of Hong Kong would arouse great attention at the conference. However, it was decided that the British delegation would not be briefed on Hong Kong because it was feared that the idea of returning Hong Kong on terms after the war, a point the British government had conceded after much painful inter-departmental consultation and deliberation, would be badly received by the Americans and Chinese who would denounce anything short of an outright retrocession,35\n\nThe Chinese delegation was equally well prepared. To this suggestion Eden, who had originally objected to agreeing to the return of the New Territories on terms after the war in connection with the extraterritoriality negotiations with China but eventually bowed to the majority opinion of the Foreign Office, returned a cold shoulder.41\n\nBritain's attitude regarding Hong Kong steadily stiffened in the course of 1943. She talked less and less about returning the colony on terms. It was partly because pressure from China decreased markedly since the beginning of the year, presumably because she assumed the retrocession of Hong Kong as a matter of course judging from Britain's behaviour in the extraterritoriality negotiations and at the Institute of Pacific Relations' Conference. More significantly, perhaps, Britain became increasingly confident in her relations with the United States and China with the improvement in the European war situation. By the end of the year a final Allied victory in Europe was no longer seriously in doubt.42\n\nIt was under such circumstances that Stanley Hornbeck's visit to London, as a return gesture to Ashley Clarke's visit to Washington the previous year, took place in November 1943. Hornbeck spent much of his time in London on consultation with the Foreign Office and other offices concerned with Far Eastern affairs. At the final conference at which most interested British officials were present, Hornbeck, “entirely on his own responsibility”,43 remarked as follows: \"I felt that we had covered much ground and had explored a good many subjects, [but] there was one additional matter to which we perhaps might need, not at the moment but as the situation unfolded, to give thought. That matter was ... the future of Hong Kong.\" \"The effect was electrifying\", observed Hornbeck. He immediately regretted it: \"I had had no thought of injecting a discordant note. I felt at once that discretion in that context would be the better part of valour.”44\n\nHornbeck's regret came too late. It made for loyalties on a personal as opposed to a national scale.\n\nThe Customs service, under foreign supervision, was the first to produce a cadre of permanent officials, and other government departments now set out to follow that example. Yet it should be remembered that relationships in China are still almost exclusively on a personal basis. If I have some business to transact, and if I know the right man, it will probably be easy to arrange; but if I do not know the right man, or have not got friends who can give me the proper introductions, then my business will almost certainly languish indefinitely. Personal relations are important anywhere in the world; in China they are more important than anywhere else.\n\nIt was, however, in communications that the greatest advances had been made by the new government. Railways were in course of construction under capable Chinese engineers, trained for the most part in the United States; and a network of roads began to spread in all directions, linking remote and backward country towns with the progressive markets on the coast. The telegraph achieved popularity, and the long-distance telephone. Broadcasting stations were erected at a number of places; over these news and views went out in a common dialect, which was compulsorily taught in the schools, and concurrently the simplification of the written style in the newspapers led to the spread of a language understood throughout the country. So in many directions the new developments worked to break down the old partitions.\n\nA proportion of the national revenue had been spent in improving the amenities of the capital: wide thoroughfares were cut through the old native city: magnificent government offices rose here and there, topping happily the concrete styles of New York with the curved roofs of Cathay: the electricity supply was good: water was laid on. In 1980, five performing arts groups visited the United States and two art exhibitions were launched. After a slight decline in activity in 1981, the number rose to eight events in both 1982 and 1983, taking performing arts and art exhibitions together. In the following two years, the numbers of Chinese cultural events continued to rise, though not drastically.\n\nLooking at these statistics, though not complete it is easy to see that there have been up and downs in the 15 years of Sino-American arts exchanges between 1972 and 1986, reflecting domestic political developments in both countries. In China, the years 1972-1978 were politically uncertain. The death of Zhou Enlai and Mao Zedong in 1976 and the dismissal of Deng Xiaoping led to new political disorder. After the fall of the Gang of Four in 1976, the country began to concentrate on modernization. Eventually this programme led to a loosening of the controls of Chinese political life.\n\nThe relaxation of political control started in late 1978, which was regarded both by the leadership and by a national consensus as a prerequisite to modernization, was followed by the appearance of many posters, unauthorized journals, mimeographed sheets and demonstrations, some of which expressed demands for radical changes and some of which even questioned the authority of the party leadership. This soon caused a political reassessment. Between 1978 and 1988 there were three swings from loosening political control back to more restricted policies, which were marked by reassessments beginning respectively in 1981, 1983 and 1986. Though these reassessments were politically oriented, some of them did centre on cultural issues and all of them affected China's cultural life.\n\nMeanwhile, the Sino-American intimacy of 1979 was cooled by Ronald Reagan's campaign promises to re-establish diplomatic relations with Taiwan. A strong anti-Communist, Reagan introduced into his foreign policy deep ideological prejudices in his initial years in office.\n\nBy the second half of 1983, the atmosphere of Sino-American relations began to improve, leading to Premier Zhao Ziyang's visit to the United States in January and President Reagan's tour to China in April of 1984. To meet that end, I will analyse the stimulus for arts exchanges between the People's Republic of China and the United States of America and examine the consequences of these exchanges. I maintain that arts exchanges, the product of foreign and cultural policies, are generated by political and international developments. They are affected by these developments, though there may be some time lag between major policy changes and a consequent development in the area of arts exchanges. On the other hand, the two governments, consciously and sometimes directly, were involved in this enterprise, aiming at creating a cultural imagery in order to promote what they consider their respective national interests. Nevertheless, I hold that arts exchanges are not passive. Rather, they have their own impact on affairs in domestic cultural and political life as well as in bilateral relations. In certain cases, this impact generates a new political international environment.\n\nArts exchanges in Sino-American relations are seldom mentioned by political leaders, nor are they sufficiently explored in academic writings. This is because arts exchanges hold a very low position in the two countries' foreign policy priorities. There are always more urgent and apparently bigger issues to handle. However, arts exchanges as part of cultural relations stand for a major facet of the Sino-American general relationship and they often serve as a barometer of the development, and more importantly, the nature of such a relationship. In the period between 1949 and 1972, arts exchanges were non-existent. Artists in the United States were biased against a communist China or hindered by the U.S. government from visiting China. Simultaneously, China made few efforts to send performing groups or arts exhibitions to the United States. In a like manner, there were no exchanges of movies.\n\nBefore 1972, the United States regarded China as a major antagonist. Anti-Communism and hostility to China had characterized every president's foreign policy since Truman. In American domestic politics, anti-Communism had been a constant theme, especially dominating politics in the early fifties when McCarthyism was strong. When writing later on his experience in this period, John King Fairbank reflected: \"It became second nature to indicate that one was safely anti-Communist.\" McCarthyism did not last long, but it left a shadow over the succeeding decades.\n\n114",

Starting in 1982, stress was laid on building up a socialist spiritual and cultural civilization, alongside the building of a socialist material civilization. This move was intended to a large extent to resist what was perceived as incoming “unhealthy influences”. The term \"unhealthy influences\" has never been precisely defined, but it roughly refers to the Western socio-political values which ran counter to the party leadership and socialist system in China. This new approach did show a shift from the notion of partial modernization to an overall modernization.\n\nChina's open-door policy, inaugurated in 1979, was intended to promote the material modernization program. This policy could be traced back to 1972 when trade relations with industrialized countries were restored. In the following few years, China further expanded her international trade relations gradually. During the period 1978-1980, these trade relations were expanded to other areas of economic relations at an astonishing pace. However, the massive expansion of foreign trade and economic cooperation did not lead to any extension of the open-door policy towards large-scale cultural exchanges, not even to the present. Rather, the political report at the 12th Party Congress only emphasised the importance of \"spiritual civilization”, in the building of \"socialist modernization\", but cultural exchanges were not referred to, as foreign economic relations were, as a positive contributor to the process.\n\nDespite the notion that cultural exchanges were not to carry as much weight as foreign economic relations in the building of socialist modernization, arts exchanges with foreign countries experienced a rapid and large-scale increase in the years between 1979 and 1981. In those years, there was a large presence in China of foreign culture, particularly Western culture, including that of the United States.\n\nAs has been pointed out, high culture was a part of the “spiritual civilization”, as affirmed at the 12th Party Congress, but international arts exchanges were not emphasised. In fact, a culturally open policy had never been wholly adopted as a general policy. This contradiction shows a tentative balance between policy preferences. These were sufficient reasons to promote international arts exchanges and there were considerations to limit them; both may be put forward in the national interest.",

        "content_text": "80\n\nstage, the possibility was raised that the campaign would be expanded to other spheres and made nationwide, which would affect the economic reform and the open-door policy, the campaign was gradually brought to an end in early 1984.24 In the meantime, \"modernism\" in art was discouraged after an intense debate.\n\nFollowing a period of uncertainty, an air of relaxation emerged again and this air developed into a new policy to encourage freedom of artistic and literary creation. At the Fourth Congress of Writers held in early 1985, Hu Qili, a Politburo member and member of the secretariat, addressed the congress on behalf of the party central committee and called on the writers to write freely. In his speech, he claimed that **(artistic and literary) creation must be free.**\n\nThis policy of greater freedom was soon echoed in major literary journals. In 1986, this optimism even blossomed into talks of making strategies for cultural development. In an article in the Red Flag, Shanghai party secretary Rui Xingwen elaborated that socialist modernization should not be interpreted as being merely economic modernization: economic development must be accompanied by development in culture. He also advocated a more liberal approach to international arts exchanges.25 The position of Rui largely conformed with the efforts of artists and writers made before and the publication of this article showed that a new atmosphere of relaxation over cultural activities, started by Hu's speech, was still in place.\n\nAmerican attitudes\n\nI\n\nIn contrast with the situation in China, the government of the United States has much weaker control over political and cultural developments. An administration cannot influence domestic cultural development by direct or political means. Nevertheless, the U.S. government does exercise some control over its external cultural relations, through its handling of bilateral relationships with specific countries and through the USIA, an agency of the executive branch of the U.S. government which shoulders the responsibility for promoting American interests by cultural, educational, and informational exchanges. The administration saw clearly that cultural exchanges were a means towards a closer relationship. In the period 1979-1981, bilateral arts exchanges were numerous, showing the strong support of the administration for such projects. Carter personally, like Nixon, granted interviews with visiting Chinese artists and to China-bound American artists.\n\nThe framework of arts exchanges established by the Carter Administration had a far-reaching impact on the coming years. The impact was so strong that a substantial number of exchanges were still carried out when Sino-American relations were at a low ebb in the initial years of the Reagan Administration.\n\nIn the Reagan Administration, cultural relations with China were handled at a lower level of management, as compared with the Carter Administration. Furthermore, the \"spirit of U.S. generosity, high expectations, and mutual understanding\" that had informed relations during the Carter administration had yielded to narrow calculations of interest, revived ideological enmity, and mutual suspicion. Nevertheless, the function of cultural exchanges as a foreign policy instrument was essentially the same - supporting general policy objectives. As the anti-Soviet strategic theme in Sino-American relations became less urgent, the United States began to pursue long-term American interests more vigorously and arts exchanges with China became even more politicized than in the previous three administrations.\n\nIn the Reagan Administration, arts exchanges were made a channel to export to China American ideology and to consciously create a cultural imagery in China. To examine the nature of arts exchanges with China in the Reagan Administration, a good example might be an incident involving a show of modern American paintings from the Boston Museum of Fine Arts.\n\nThe art exhibition from the Boston Museum was an official exchange programme initiated to implement the accord reached in Beijing in 1979. Before the opening of the show, Chinese officials requested that 13 abstract paintings be deleted from the exhibition. Arts exchanges were treated more in terms of their symbolic significance vis-à-vis bilateral relations than as essentially cultural events. This situation has severely jeopardized the Chinese perception of American artistic achievement and contributed to the preconditioned over-rating of American cultural events. At the same time, it undermined the Chinese understanding of the cultural achievements of other countries.\n\nConclusion\n\nIn the 15 years under discussion, there were two tendencies dominating Sino-American arts exchanges: the artists' involvement in arts exchanges for art's sake and the hand of the state, both China and the United States, which at times pulled them back to serve political objectives except where the two goals were compatible. To political leaders, arts exchanges were means rather than ends. They were means to strengthen a relationship between the two countries and they were occasionally even used to alienate the other party. Arts exchanges were also seen as a channel and sometimes directly used by the American government to export American values and in like manner, they were used by the Chinese government for gaining economic cooperation from the United States. Plainly, arts exchanges were employed to serve foreign policy objectives. But what were the foreign policy goals of China in this period and the latter part of this period in particular?\n\nThough the initial stimuli of Sino-American diplomatic normalization and rapprochement was the need to counter Soviet expansionism, the goals Chinese political leaders persistently pursued were the establishment of a peaceful international environment and the fostering of foreign economic cooperation for her modernization programme. These two goals should, so Chinese political leaders expected, serve as a guarantee to China's stability and development.\n\nIn order to meet these two goals, China greatly strengthened relations with the United States in the first few years since 1978, viewing it as a counterweight to the Soviet Union and, as one of the few suppliers of modern capital and technology which could lead to the success of the modernization programme. Meanwhile, the rapid increase in contacts between the two peoples brought to China values which could not be accommodated in a short time or could not be accommodated at all.         "content_text": "98\n\nherself to the outside world after a long and deep isolation and as one of the world's strongest military and economic powers, what the United States said and did about China was often taken too seriously by political leaders as well as average citizens. All these psychological and geo-political considerations have made the United States, whose interests could be incompatible with China's from time to time, an important factor in China's stability and development.\n\nIn culture, the American image among the Chinese people was to some degree disproportionately favourable. The assumption that American cultural products were the best has become a simple truth to many. This lopsided understanding of the United States and its culture had undermined the Chinese vision of other cultures in the world which could also contribute to China's modernization. As China is striving towards making itself an open society, it will need to be even more closely associated with international developments. Therefore, an objective and well-balanced understanding of the world is more than necessary. To meet that end, China's arts exchanges with foreign countries should be balanced, the treatment of other cultures should be objective and sufficient, and above all, arts exchanges should be less frequently requested to serve direct political objectives in external relations. In China's relations with the United States, we have seen that cultural exchanges were inextricably interwoven with political developments in China and in the bilateral relationship. When linked with the right political objectives, this inextricability generated positive effects. However, negative results can also derive from such a political affiliation. If relations between the two countries are solely determined by political developments, then an unstable relationship will be unavoidable, due to the periodic change of administration in the United States and the periodical policy reassessments in China. Furthermore, the separation of external arts exchanges from objectives other than the enrichment of culture will enhance China's open policy, which will in turn benefit China's cultural life. Specifically, the healthy results for China of Sino-American arts exchanges will depend largely on whether these requirements can be fulfilled.",
