        "content_text": "PROTESTANT CEMETERY IN MACAO\n\n11\n\nCompany doing in Portuguese territory? Why did the Protestants need a separate cemetery? What is the significance of the date 1814? These are but a sample of the problems that these few words pose.\n\nThe first Europeans to set up permanent maritime contacts with the Chinese were the Portuguese, and by 1557 they had been granted permission to settle on a small peninsula of the delta island of Heung Shan. This peninsula, covering an area of only about five square miles, thus became the first permanent European trading base in China.\n\nLater came the Dutch, the Spanish and the British traders and navigators; the first and the second of these national groups eventually made their oriental headquarters elsewhere, but the British, through their highly organized East India Company, were more persistent and more successful as far as trade with the mainland of China was concerned.\n\nBut the China of those days was, in the eyes of her own people, the centre of the universe, and all those who lived outside the confines of her ancient and well-tested civilization were considered barbarians. They could only be admitted inside the fold as tribute bearers to the Imperial Court to receive the ethical instruction of the Son of Heaven, and were then sent back home. When such admissions were allowed, portals of entry were carefully chosen and rigidly controlled, and in the case of sea-faring people, the port appointed was Canton, situated ninety miles up the river from Macao, and thus the barbarians were kept as far as possible from the sacred heart of the Middle Kingdom.\n\nBut even at Canton there were further restrictions, geographical as well as political. The ships could only get up as far as Whampoa, which was the deep-sea port for Canton, and about eleven miles down river from it. The foreign merchants were allowed to go on to Canton itself but they had to reside in a place set apart outside the city—the Factories; nor could they remain there permanently; the length of residence permitted was determined by the time it took to dispose of the cargo brought in their ships and to load the return cargo of silk or tea. The time of the year at which these operations took place was determined by the monsoon; foreign trade was therefore completely seasonal—from September to March approximately, and as soon",

It mattered not to the Chinese officials that it was a physical impossibility for the foreigners to go to their homes on the other side of the world and be back again in time for the next trading season. When the ships sailed from Whampoa, the Factories at Canton closed, and the merchant staff called Writers, Factors and Supercargoes, all left too. They went as far as Macao, and while the cargo laden ships sailed on to Europe, the merchants waited there for the coming of the next season's ships.\n\nOne other restriction that we must mention is that no European women were allowed to go up river at all, so the annual expulsion of the men from Canton was really not so very hard to bear for most people. It meant reunion with one's wife and family for those married men whose families were in Macao, and the pleasure of European female company for the bachelors. Macao was thus the foreigners' home away from home. They worked strenuously in isolation in Canton while the season lasted, and then between seasons they repaired to the more natural abode of the families in the only equivalent of a health and holiday resort that the Far East then knew. Social life in Macao was strenuous, especially for women folk who were few in number; many of the men were either bachelors or grass widowers and for approximately six months in each year, they had very little official work to do at all; at any rate this was certainly true for the juniors.\n\nAnother significant fact which had important implications was that the Chinese, at the time of which I speak, recognized only one foreign official body other than the Portuguese- namely the British East India Company, and they made all the official contacts with the other nationalities through the controlling body of this Company in Canton -the Select Committee. As may well be imagined, this situation led to difficulties between the British and the various other foreign communities whose trade with China had increased tremendously towards the end of the eighteenth century. This was particularly true of the new maritime power, the United States of America. After their independence, the Americans were naturally no longer willing to depend on the British shipping for their foreign trade; Britain made it particularly difficult for them to retain any of their trade with their former sister colonies in the West Indies, and they were thus forced to",

From the different boats are displayed the various triangular and square flags of different colors of the officers in command. At night the soldiers keep up an incessant blowing of conch shells and beating of gongs while all on guard cry out continually the watch words “K'an-Ch'o” and “Tseaou-Ch'o” which mean \"look sharp\".\"7 The coolies have another word which they cry out at intervals, \"An-Tsou\" which means \"morning\".18\n\nThus is our guard disposed in front. Behind the Factories from one extremity of them to the other, on both sides [of] the street (which runs along the rear) are stationed infantry with matchlocks and cartouch boxes. The Consoo House is turned into quarters for the officers whose horses are picketed in the area inside the building. Our entire guard of all sorts consists of between one thousand and twelve hundred men.\n\nIf it was not for the mysterious and peculiar circumstances under which we are situated we might laugh at the resources the foreigners are driven to, to obtain fresh food, while some are seen carrying bundles of clothes to the end of China Street where they are taken by the linguist who marks them and sends them to be washed and returns them clean in the same manner. Gilman and Spooner contrived yesterday to get into one of the back streets and bought a side of mutton which they brought home on a bamboo.\n\nLast night all the boats remaining in the boat houses were hauled on shore in the middle of the Square. Many received great injury by the rough way in which they were handled. The Chinese have also unshipped the rudders and unbent the sails from four schooners lying in front of the Factories, the Alpha, Sylph, Breeze, Rover.\n\nAt 12 today Houqua's servant came in with two coolies bringing a roasted leg of mutton and some boiled potatoes wrapped up in paper.\n\nWe hear today that a Chinese who was taken yesterday at Ta-Sha-Tow on his way to Macao with a foreign letter found on his person was tortured to death. Finding the foreigners resolute they were allowed to return to their Factories, but were told that the bond must be given on the following day, and no excuse would be given. Yesterday Elliot, Snow, and Van Basil31, sent in written communications to the officers who all came again to the Consoo House stating that they could not give the bond required, but that they would avail of the first vessel sailing for their countries to make known to their sovereigns and governments that this new law relative to opium was now published, and that all who brought any here within a certain time must suffer the penalties. Elliot's and Van Basil's Chops were to this effect, but Snow said that if they insisted up his signing the bond for himself and countrymen he could not do it but must ask for permission to leave the country. This was unsatisfactory and his letter was returned as well as Van Basil's.\n\nToday we heard nothing further of the matter, but this morning the Commissioner, the Viceroy32 and the Hoppo33 left Canton for the Bogue, which looks a little as if they did not mean to enforce it.\n\nWe are all quiet, provisions supplied us but no stranger allowed to be in the Factories.\n\nThursday, 11th April, 1839\n\nWe anxiously expected news today from the Bogue but none came and we are surprised that the Chinese have received no letters. The uncertainty of what will be the termination of all this business give us great uneasiness. It appears evident that the English will all leave the place the first opportunity that offers and their doing so may give rise to some serious confusion. Captain Elliot it appears intends the moment he gets without the Bogue to communicate to the Commissioner his sentiments on this piratical act he has perpetrated, of [the] seizure of the opium or causing it to be delivered by seizing our persons and keeping us in prison. The Yum Chae34 may be enraged at that and God knows what he may do with those foreigners who happen to be in Canton when he hears from Captain Elliot that retaliation will be visited upon the Chinese for seizing this property. He was from Pekin. has been here three years on service and has served in various parts of the Empire. He was very tall and thin, thick heavy moustache, red nose and altogether a very forbidding aspect. Vain and ignorant he behaved with a deal of hauteur and stiffness, all of which was entirely thrown away so far as I was concerned. but it looked well probably to his servants who crowded into the room where we were sitting. The other Kiang Tsung-Yay was a northerner also, but quite a different man from his friend. He wore an opaque white button, a rank lower than Chang Ta-Laou-Yay, [was] talkative, cheerful, and of an exceedingly good address, no pretensions, though apparently far better informed than the crystal button man.\n\nThey both came on horseback attended by a large quantity of lantern bearers, and servants, sword bearers, pipe carriers etc. etc. It was their night on guard at the Consoo House behind the Factories but were on a social visit to Hwang Ta-Yay, the Custom-House officer, for a few hours.\n\nWe talked about a great many things relative to China, America, England and so on and parted the best of friends.\n\nSunday, 14 April, 1839\n\nIt is twenty-four days since all communication with Whampoa, Macao and the shipping outside was cut off. Three weeks ago over 400 Chinese compradores, servants, coolies, cooks, porters and others were driven from the foreign Factories, and all our intercourse with the natives no matter in what business has entirely ceased since that time. We are allowed to communicate what we want to the linguists39 who are all viz Old Tom, Young Tom, Ahtore, Alanci and Ahi, stationed on board a large boat opposite the Factories and alongside the small Hoppo House from where foreigners go, passing through the Hoppo House to see and make known to them their wants.\n\nIt is quite laughable to sit there a few hours daily as I do to observe the scenes that pass between the Fan Kwais40 and interpreters. They come to them in all and every business.         "content_text": "116\n\nNOTES AND QUERIES\n\nAdditional Note on Article “JOURNAL OF OCCURRENCES AT CANTON IN 1839 BY WILLIAM HUNTER”\n\nReaders of Volume 4 of the Journal of the Hong Kong Branch of the Royal Asiatic Society will be grateful to the Editorial Committee for deciding to print the full text of William C. Hunter's manuscript journal preserved in the Boston Athenaeum. It is a happy coincidence that his journal should have been made available in print to scholars of modern Chinese history at the very time when Hunter's manuscript has been drawn on extensively in a recently published account of the causes and events which led to the Opium War. The late Dr. Hsin-pao Chang, in his scholarly book Commissioner Lin and the Opium War (Harvard University Press, 1964), relates in some detail the story of the detention of the foreign merchants in their factories from 24th March until 5th May by orders of Imperial Commissioner Lin Tse-hsü (pp. 151-159). In describing this episode Dr. Chang has used various sources but has taken most of his details from Hunter's manuscript journal.\n\nAfter reading Dr. Chang's book I have discovered answers to a few problems which puzzled me while writing some of the footnotes to Hunter's journal as published in Volume 4 of this journal. May I, therefore, make a few additions and corrections to the text. Firstly, the sketch map of the Canton estuary on page 59 of Commissioner Lin and the Opium War marks most of the places mentioned by Hunter which were not shown on the sketch map on page 27 of Volume 4 of this journal, or left unidentified in the notes to the text. Thus the positions of Lankeet, Chuenpee, Shakok and Chunhow are clearly shown on the map in Dr. Chang's book. Hunter's use of the name Chinn-up under entry for 13th April is still inexplicable but in fact the opium was being unloaded at that date at Sha-chiao ('Sandy Head') which presumably was the Shakok of Western accounts, lying across the estuary from Lankeet. Secondly, some minor corrections. On p. 16, line 1, the word 'songs' should read 'gongs'; on p. 14, lines 9-10, it would be more accurate to say",

        "content_text": "REGIONAL APPROACH TO CHINESE HISTORY\n\n19\n\nBetween 1842 and 1849, Canton and its environs seemed to have been rocked by a series of violent anti-foreign disturbances. Three of these were full-scale riots in which the foreign factories were either directly attacked or seriously threatened. In one case six young Englishmen were murdered while strolling in the countryside. Throughout the period foreigners, either singly or in groups, were subjected to attacks and insults. In 1849 a massive demonstration succeeded in forcing Great Britain to abandon its demand that British subjects be permitted direct access to the city.27\n\nThe 1849 demonstrations were particularly impressive. Organized by members of the upper levels of the gentry class and aided and abetted, if not actually inspired by, the local authorities, they served to convince Sir George Bonham, then Governor of Hong Kong, that should he seek to force an entrance into the city, which Britain had always claimed as her right according to the terms of the Treaty of Nanking, his troops would be met by massive resistance on the part of the populace.\n\nNow, no one would deny that all this reflected a certain degree of anti-foreign spirit on the part of the people of Canton and its environs. After all, foreigners were attacked and their property was stolen or destroyed.\n\nBut what happens when these incidents are examined more closely?\n\nIn the cases of attacks upon the foreign factories, each episode was provoked by an ill-considered act of the foreigners themselves. In perhaps half, or more, of the attacks on individuals or groups of foreigners, robbery was the primary motive. Some \"attacks\" were not really \"attacks\" at all. One involved some small boys who threw stones at a group of passing barbarians (and were severely reprimanded by their parents for doing so).28 Yet Sir John Davis made this an occasion for a formal protest to the Chinese high authorities. Another \"incident\" concerned the looting of the house of the Reverend I. J. Roberts by a \"ruthless gang of Chinese\". Investigation shows that the ruthless gang was really Roberts' own congregation, who fell to fighting among themselves over the distribution of coins which the Reverend used to reward them for attending his services.29 As to the murder",

This was the backbone of a nation's foundation of strength. Unfortunately, in the eyes of the Europeans who resided in China she was not a stable and righteous country.\n\nHo Kai cited an example to support his argument:\n\nWhat makes the several Foreign Powers insist upon the violation of the Sovereign rights of China to bring every foreign resident within her territory, except the various Ambassadors, and their suits, under their law, and to try such offenders in their own courts and mete out punishment in their own way? The Marquis Tseng would say that it is because China had not a formidable army and navy; but I would rather suggest that it was owing to the distrust with which Europeans universally regard the Chinese system of law and especially its administration. They hate the very idea of extorting evidence from prisoners and witnesses by infliction of corporal pain; they detest bribery and unfair dealings; they abhor the filthy prisons in which the condemned or even remanded are kept; they shudder at the sound of ling-chi and almost faint at the various tortures usually resorted to in a Chinese Court. Does anyone think that any Foreign, especially European Government will be insane and submissive enough to place their subjects at the mercy of China's Mandarins where such things exist? Never, were China twenty times as strong as she is or stronger. If China wishes to have diplomatic relations with other countries upon an equal footing, and desires foreign powers to respect her sovereignty and rights, she must do a great deal more than simply get strong.\n\nIn addition to the above criticism, Ho Kai questioned where China was to find funds to pay for increased armaments, to work her mines, to run the railways and to establish and maintain her factories. Ho Kai thought that China's credit was good on the foreign market, but that there was a limit and that limit would soon be reached.         "content_text": "EARLY STEAMSHIPS IN CHINA\n\n53\n\nHong Kong on 30th August 1849, just six months after the arrival of the P. and O's Canton. The second ship, the Hong Kong, arrived barely a month later. They went into service soon after their arrival, but not until modifications to the Canton's engines in early 1850, could they be said to be operating a regular service. They then commenced a regular schedule, leaving Hong Kong and Canton every Monday, Wednesday, and Friday at 8.00 a.m., and calling at Macao and Cumsingmoon as inducement offered. Saloon passenger rates were $8.00 between Hong Kong and Canton; $5.00 between Hong Kong and Macao; and $1.00 for Chinese passengers between any two ports. Although the two Cantons and the Hong Kong were a great improvement on earlier steamships, they were still liable to frequent accidents and breakdowns, and still often withdrawn for the more lucrative towing and salvage work.\n\nOn 21st December 1854 the China Mail wrote:\n\nWe are now pretty well supplied with river steamers, having no fewer than seven (Hong Kong and Canton of the Hong Kong and Canton Steam Packet Company; Canton, Sir Charles Forbes and Tartar of P. and O; and Spark and Ann of Russell and Company). The River Bird is on its way out (from America) and other three (Rose, Thistle, and Shamrock) are being assembled in Hong Kong. There is plenty of room for all of them, however, for every day seems to raise river steamer traffic higher in the estimation of the natives, and a very short time will elapse before Chinese merchants become steamboat proprietors.\n\nThe Hong Kong and Canton Steam Packet Company, however, was not proving profitable, and the prospect of still more competition decided the company to wind up its affairs and offer its ships for sale. Shortly after this optimistic forecast by the China Mail, river traffic was almost completely disrupted—first by the continuing Taiping Rebellion and then by the Second China War.\n\nThe fortunes of steamships as a whole, however, were very little affected by these events. LETHBRIDGE\n\nrecommend that the remedy for Hong Kong destitution be left in the main to private charity and to private effort, but that the Government should do everything in its power to organize by law private charity which may then be supplemented by State aid.25\n\nThe government's main contribution was the burial of defunct paupers and the shipping home of destitute British seamen. As Dr. Eitel concluded in 1880, all that the law offered European destitutes was 'fine or imprisonment, with or without hard labour'.26\n\nThe Europeans who worked as overseers in the dockyards, factories and other industrial enterprises, the ships' captains, mates and engineers, all led more circumspect lives in their Kowloon terraced homes than the soldiers, sailors, and merchant seamen. They looked down on the destitute, improvident, or wandering portion of the European community with all the fierce contempt of the British lower middle classes. Their values were those of the skilled mechanics and clerks of Greenwich, Woolwich, Portsmouth, and Plymouth. Their wives entertained other wives and their families to high tea, the table set with fish-paste sandwiches, jellies, custards and cakes; they attended religious services regularly, though usually at a nonconformist chapel, and if Scots, at the Presbyterian Union Church. Their children went to the Kowloon British School (for foreign children only).27 They looked forward to retirement, a pension, and return to the homeland, having bettered themselves in the colonies. They formed the elite of the European lower classes in Hong Kong; but they were excluded, nonetheless, from the grander world of Taipan, administrator, and professional man.\n\nThe question why lower class Europeans came to, or remained in, Hong Kong is not difficult to answer. Some, such as beachcombers, were at the end of the line, at the end of their tether; they were trapped there (temporarily at least) by poverty, circumstance, and character. Soldiers, sailors and merchant seamen were transients or temporary sojourners; and the decision to come to Hong Kong was made not by them but by their superiors. Inspectors, supervisors and overseers stayed in Hong Kong primarily because most experienced a degree of upward mobility. Should not China plan for herself?\"5\n\n6\n\nThe outcome of the Sino-Japanese War perhaps causes us to cast the \"success\" of Japan and the \"failure\" of China in too sharp relief. But Cohen's protests to the contrary, modernization is a horserace. It involves the notion of catching up, or at least maintaining competitive presence. And nowhere is the race more evident than in military affairs. Yet curiously, very little attention has been given to the military as a perspective from which to view the comparative modernization of China and Japan. This is especially surprising in light of the importance attached to military reform by modernizers in both countries, the common threat posed to each by Western imperialism, and the same basic access to foreign military technology and assistance in the nineteenth century. This research note, based on my own preliminary investigations, suggests two tentative conclusions: First, that Japan's modernizing advantages in the military sphere on the eve of the Western encounter do not explain her military \"success\" in the Meiji period;7 and second, that the modernizing implications of Japan's successful military reforms, and the relative \"failure\" of China's, extend well beyond the sphere of military affairs.\n\nFour main stages have been identified with the responses of China and Japan to the Western \"impact”: (1) Recognition of Western military superiority; (2) recognition of Western scientific technology as the basis of military superiority; (3) recognition of the need to train native personnel in Western military technology; and (4) recognition that scientific technology in the military sphere is merely part of Western science and technology in general, and that in order to develop it, the pure science and general learning of the West also had to be introduced. These phases unfolded relatively slowly in China, while in Japan they occurred almost simultaneously.\n\nA common feature of the effort to achieve national strength and self-sufficiency in both China and Japan was the employment of foreigners in military affairs. DOWNS\n\nevery foreign enemy building, whether public or private property, and those which have escaped confiscation have not escaped the looting by Chinese. Curiously enough, there was an almost total absence of English signs on streets and over buildings and stores, the Japanese having taken all these down, and in many instances, replacing them with Japanese signs. In the lobbies of office buildings all the tenants' names were in Chinese or Japanese, and it was often very difficult to find one's own family doctor, unless one happened to be familiar with his Chinese name. It seemed that everything reminiscent of the hated foreigner had to be effaced. Placarded all around the town, too, were flaming posters depicting the New Order in the Far East, showing smoking chimneys of busy factories, smiling Chinese gathering grain in the fields, and other indications of what Japan expected to do for the downtrodden Chinese. At various conspicuous places were also huge maps showing the conquests in East Asia of the Imperial Japanese Army and Navy. The streets were fairly clean, though here and there might be seen some piles of rubbish, and I understand that in the beginning, the Japanese kept in office some of the officials of the Sanitary Squad, that is, British officials. Just to show the effect of Japanese progress, now some of the streets in the downtown sector were actually being washed daily!\n\nHowever, along the side streets, one could find more sordid scenes--emaciated and dying beggars lying on the pavement, and others looking pretty thin and hungry. Before we left Hong Kong, most of these beggars had disappeared and I suppose it is not hard to imagine what became of them, for the Japanese are not very often moved to pity. There are many tales of cruelty inflicted on the Chinese, and one significant fact is that the huge Prison at Stanley is practically empty. It is said that often offenders against the laws were thrown off the bund into the sea; others were tied up and left standing in the broiling sun until they died, and some of us have seen the police dogs which the Japanese have trained to hunt down Chinese who cut wood on the mountain sides. A friend of mine was an actual eye-witness of a Chinese woman whose flesh was literally torn by these dogs and who ran screaming down the mountain.         "content_text": "# JUAN YÜAN'S MANAGEMENT OF SINO-BRITISH RELATIONS IN CANTON\n\n## 1817-1826\n\n## WEI PEH T'I\n\nIn November 1817, Juan Yuan (1764-1849) was appointed Governor-General of Kwangtung and Kwangsi. He had formerly served as Governor of Chekiang and of Kiangsi. The Governor-General at Canton was the highest Chinese authority dealing with foreign trade and relations in China on a day-to-day basis and on specific issues. During his tenure at Canton, for almost a decade, with the Governor of Kwangtung and the Superintendent of Canton Customs, he handled foreigners in accordance with rules set out under the Canton system.\n\nAt the end of 1817, there were several potentially explosive problems involving Sino-British relations and trade. The failure of the Amherst mission the year before had left certain controversies unresolved. The fact that the five ships carrying the mission to Taku had managed to evade Chinese surveillance after being provisioned, and had surveyed the China coast from Taku to Canton, had left the Chia-ch'ing Emperor and the court more sensitive than ever to the issue of British naval presence in Chinese waters. Jurisdiction over foreign nationals in port was also a source of serious disagreement between the Chinese authorities and foreigners in Canton. The importation of opium and exportation of sycee silver, both prohibited by imperial decree, were to become a major area of controversy in time. Diplomacy as an art of managing foreign relations was outside the Chinese experience. As Westerners at Canton were neither tribute bearers nor alien conquerors, Juan Yüan chose to manage his dealings with foreigners as a matter of security and control.\n\nThe Canton system governed all foreign (except Russian and tributary) trade in China, which had been confined to this port since 1760. Essentially, under this system, foreigners carried on their buying and selling through franchised hong merchants. As time went on, these hong merchants performed an increasing number of functions. By the time Juan Yuan came to Canton, they \"not only settled prices, sold goods, guaranteed duties, restrained the foreigners, negotiated with them, controlled smuggling, and leased the factories to them, they also had to manage all the aspects of a banking business, act as interpreting agencies, ...",

Sailors from foreign vessels, both merchant ships and war ships, therefore, were the chief offenders in these instances. \"The most undesirable consequences may result from the rash and improper conduct of seamen\",21 the Chinese Repository was to pronounce more than a decade later. Since the 1810's, there had been a standing order from the British that \"no boat's crew are to stop overnight at Canton\".22 thus cutting down the number of such incidents considerably. A spokesman for the British East India Company at Canton had implied that by bribing Chinese officials at the scene, matters could be silenced at the onset, but, once higher authorities in Canton became aware of the situation, there would be serious consequences, especially when loss of life was involved.23 Perhaps this explains why only a handful of such cases were recorded in history. When a case involving foreigners did occur, the Governor-General, the Governor of Kwangtung, the security merchant, the supercargo (headman) of the particular country whose national had committed the crime, and the Select Committee, as spokesmen for the foreign community, would all become embroiled in the crisis.\n\nBefore the Treaty of Nanking (1842) established the practice of extraterritoriality in China, and in the absence of any consular agreement, the Chinese policy had been that foreigners who committed crimes in China or Chinese waters were to be handed over to Chinese authorities and punished in accordance with the Chinese concept of law and justice. This would have been a universally accepted policy except for the fact that the Chinese concept of justice was quite alien, and therefore, absolutely unacceptable to those of the Anglo-American tradition. The traditional Chinese doctrine of responsibility made the governor-general in the province answerable to the Emperor for all activities, including crimes within his jurisdiction. There was also the doctrine of collective responsibility upon which the pao-chia system was based. If the lawbreaker had managed to evade justice before he could be apprehended, another person of his pao-chia unit could take the punishment in his place. Although it is doubtful that temporary foreign residents in their factories at Canton or on their vessels moored offshore had been incorporated into a pao-chia system of their own, the doctrine of collective responsibility would still apply. On the other hand, in theory at least, in the tradition of Anglo-American law and justice, punishment could be meted out only to the actual offender in person, and only after his guilt had been established by a jury of his peers in open trial at a court of law. In the midst of the Topaze crisis, there was the famous fire of Canton. On 1 November, the fire began in a cake shop outside the city wall, when the baker was careless with the pieces of brushwood he was using as fuel for melting sugar. \"The streets were narrow and the houses crowded together\", wrote Juan Yuan to the Emperor. \"Fanned by strong north winds, despite concerted efforts by soldiers and civilians, the fire could not be contained.\" It burned through the night and all of the next day, destroying \"more than 2,423 shops and extended to the foreign factories.\"64 A number of warehouses belonging to the hong merchants were destroyed. Puiqua and Mowqua especially suffered great losses. Sailors from the foreign ships managed to salvage some of the cargo in storage at the factories, but the factory buildings were burned. In the stampede of refugees from the fire and the looters, twenty-two people died. Puiqua petitioned to Juan Yüan on behalf of the hong merchants and foreign traders for remission of taxes owed. 140,243 taels of taxes due to the Canton Customs by the foreign traders were completely remitted. The hong merchants were excused from half of their taxes of 524,156 taels. They did not have to pay anything in 1823. In 1824, however, the other half of the taxes owed had to be paid, with each hong merchant's burden in proportion to the damages he had sustained. Chinese local shopkeepers who considered themselves well-to-do refused compensation from the government, but small shopkeepers as well as the Tanka boat people accepted money from welfare funds released by the province. The foreigners considered these measures fair play indeed.\n\n65\n\nWith the removal of British naval vessels from Chinese waters, threats to the Canton system were relaxed. Opium smuggling remained a major problem, but by 1823 the network of smugglers was well established, trans-shipping the contraband from foreign ships onto small local crafts outside the Bogue, so it was no longer a source of conflict between the foreign traders and Chinese authorities at Canton. Illegal payment in silver to the suppliers meant its exportation, which was forbidden by imperial decree. By the time Juan Yüan left Canton in the summer of 1826, the shortage of silver was already becoming evident. His successor became a part of the opium smuggling network as each patrol boat was paid a bribe of 36,000 taels a month to overlook the illicit trade.97\n\n64\n\nIn the summer of 1826 Juan Yüan was transferred to the post of",

The early part of the year 1911 was fairly peaceful2 in spite of the abortive uprising in Canton in April and the assassination of the Manchu general there in August. But the outbreak of the revolution in central China in October soon spread to Canton and the Manchu governor was forced to flee to Hong Kong in early November. These successes were wildly celebrated by the Hong Kong population with demonstrations and firecrackers. But rejoicing soon gave way to hooliganism and violence as the feeling grew that the overthrow of the foreign Manchu government in China ought soon to be followed by the ousting of the British from Hong Kong. Shops were looted in broad daylight, the police were stoned, Europeans were threatened and attacked on the streets, bomb-making factories were discovered, and laws were openly defied. When police made arrests they were liable to be attacked by mobs attempting to release the prisoner. There was a rush by Europeans to buy firearms for self-defence.3\n\nLugard took strong measures to deal with this situation. There were daily route marches through the streets of the city by soldiers with fixed bayonets. On 30th November emergency powers under the Peace Preservation Ordinance were invoked by proclamation, giving the police wide powers to disperse crowds, enter houses and make arrests, and the same day an amending bill was rushed through the Legislative Council in one meeting to give magistrates the power to impose the penalty of up to 24 lashes with a cat o' nine tails for a wide range of offences, in addition to any other penalty prescribed by law. In the three months from December 1911 to February 1912 fifty-one prisoners were flogged with the cat o' nine tails for such offences as theft, assaults on the police and resisting arrest. At the same time the garrison was reinforced with two battalions of infantry and a battery of artillery sent from India,\n\nThese strong measures had their effect and before Lugard departed in March 1912 he felt sufficiently confident that the",

Distilleries for making spirits, generally from molasses, sometimes from rice, are found in the towns, also soy and preserved vegetable factories. Mining of wolframite is done only in North Lantau. There are two or three small granite quarries on Cheung Chau and Lamma.\n\nA good deal of these various products are sold outside the islands and bring in cash and foreign goods of all kinds. Some remote valleys are still, however, living what is essentially a \"subsistence economy\" life, in which the village grows nearly all it needs, and has very little left over to sell. Much rice is exported, and rice imported from Annam to replace it; rice from Annam is cheaper and a profit is made on the difference.\n\nCheung Chau is the biggest business centre of the islands, thanks to its excellent harbour, the ferry service, its big fishing business, and its flat land suitable for building. It does all the business of South and East Lantau and the smaller islands nearby; it supplies a small European settlement; has several factories, numerous shops, and does a very big fish and shrimp paste business; it has distilleries, and boat and junk builders' yards. Its chief drawback is water shortage; water boats bring supplies from Lantau, but the problem is a very serious one for the growing population.\n\nTai O is a port which has grown up to supply the needs of the fishermen in the shallow waters of the Delta, the best fishing ground on this part of the coast. Its harbour is poor and rather silted up, and the deeper part is very exposed. It has not much industry beyond its saltpans.\n\nPingchau is a business centre for North Lantau, many of whose inhabitants cut grass to feed its limekilns; the lime is got entirely from coral and shell, and as the sea near it is almost worked out, coral fishermen have to go far afield.\n\nMa Wan is a village which seems to have grown up round the old Customs yamen, now the school. It has little business and few shops.",

For mirth, that taking all things for the best\n\nMade even a blunder seem a clever jest'.\"*\n\nThus an epilogue to an evening of theatrical entertainment in 1852 that was given for the foreign community of Shanghai, and it sums up nicely the attitude with which generally speaking the efforts of the local amateurs were greeted. What happened on the stage in this outpost of Western civilisation may not have been very exciting or very daring but still it seems interesting enough to go into in more detail than has been done before now.2\n\n1. Some notes on foreign life in Shanghai\n\nUntil the first Anglo-Chinese War of 1839-1842, foreigners were severely limited in China. In fact only one port, Canton, was open for external trade and merchants had to reside part of the year in the so-called foreign factories. After the war several treaties were concluded with Western nations (England, France, United States) in which the right of foreigners to settle themselves in a number of cities on the China Coast was granted.\n\nAmong these cities was Shanghai, and it was not long before a predominantly British community came into being. A Foreign Settlement was delimited, Land Regulations (a kind of constitution) were issued in 1845 and 1854, a Municipal Council of foreign merchants was formed as early as 1846,3 houses in colonial style were built, roads and a race course laid out, a drainage scheme begun and a home-like church erected. To the south of the Settlement the French had their own Concession, while to the north an American settlement gradually developed.         "content_text": "As a chartered monopoly the East India Company had the right to exclude British subjects who were not members of the company from residing permanently in China. Their presence was tolerated for only the few months of the trading season. Consuls representing a foreign country could claim exemption from this rule. In 1783, John Reed was commissioned as head of the Austrian Imperial Factory at Canton - the trading establishments were called factories. He had been born in Britain but subsequently became a naturalised subject of the Austrian Emperor. Another Englishman, a subject of Austria, arrived in Canton in 1787, carrying a certificate of naturalisation from Austria. There was, however, a dispute about the national status of Edward Watts and the British East India Company demanded he leave at the end of the trading season, but he stayed on for several more years ignoring the attempt to get rid of him.\n\nDaniel Beale, a British subject who had been in the employ of the East India Company, in 1787 was appointed the Prussian Consul at Canton. This post was held by subsequent partners of the firm of which Beale was a member. The firm eventually became Jardine, Matheson and Co. The present Rua Pedro Nolasco da Silva in Macao is called by Chinese Bak Ma Lo, or in translation White Horse Road. Father Manuel Teixeira, the Macao historian, states that the white horse was on the Prussian flag which flew over what was then No. 1 Rua Hospital, a building occupied by Jardines for some years.\n\nIn the lists of residents on the China coast published in the Chinese Repository and the Anglo-Chinese Commercial Directory, the first name I have identified as German is Edmund Mueller in 1835. He was from Hamburg but arrived at Canton from Manila. He became the editor of the Canton Press, holding this position from 1836 to 1844. In the latter year he went into trade at Macao. He appears to have left China by 1847.\n\nGustav Christian Schwabe is listed as a German residing at Canton in 1837. He had arrived from Calcutta in November 1836 and sailed for Manila in October 1837. The firm of Sykes, Schwabe and Co, which later became Boustead and Co., had its head office at Liverpool with overseas branches at Singapore, Manila and Canton. Mr. Schwabe was manager of the Liverpool office from 1845 to 1853. He then returned to China to head the firm of G.C. Schwabe and Co. at Shanghai. This firm was dissolved by lapse of time in 1859 and was succeeded by Bower, Hanbury and Co, Shanghai.",

Women were not permitted, but Chinese servants and supporting staff were allowed to work at the factories. Of the 1760 rules, a significant one for our purposes was that the teaching of the Chinese language to foreigners was prohibited on pain of death by decapitation.\n\nWith a large volume of trade to be carried out between people with no common language, one party of whom were only permitted to remain for a few months each year, and the other party of whom faced the death penalty if they taught their own language to foreigners, clearly a certain compromise was required.\n\nI believe that Pidgin English was developed over a fairly short period of time by the young Chinese men who obtained work in the Factories. Hence the superficial similarity of Pidgin speech and baby talk.\" I do not believe in this theory.\n\nThe point is, the young makee-larn had to learn quickly. Any note-taking was confined by necessity to Chinese characters. The sounds had to fit the writing system available as best they could, and there was simply no time for the extreme complexities of English morphology, much of which was rooted in phonetic differences that Chinese people could in any case not hear, or only reproduce with great difficulty.\n\nAs it was, the foreign traders were almost universally impressed by the calibre and honesty of their Chinese domestic and Factory staff. For a business season which lasted a few months a year, no-one was about to quibble over ropey English. The most that was required was to keep the vocabulary of daily life to a moderate base of general and domestic terms, not to make great demands on the use of complicated grammar, and accept whatever Chinesifications became current. How did consistent Chinese forms of English become current? Both Leland and Hunter have quoted the same answer, and it must be presumed to be broadly correct:\n\n—\n\n\"In the Canton Bookshops near the Factories was sold a small pamphlet called \"Devil's Talk\". In it he points out that opium is forbidden in England and therefore the English know its harmful effects. 'As long as you do not take it yourselves but continue to make it and tempt the people of China to buy it, you will be showing yourselves careful of your own lives but careless of the lives of other people....such conduct is repugnant to human feeling and at variance with the Way of Heaven.' He further writes: 'Rather than waste your efforts on a hopeless endeavour, would it not be better to devise some other form of trade?' (author's italics); surely a hint that trade relations without opium could perhaps be established. Unfortunately the letter was never sent. One can only speculate what might have happened if the young Queen, barely two years on the throne, had received this letter.\n\nLin reminded the foreign traders that they were allowed to trade as a favour, because China was completely self-sufficient, while the foreigners, especially the British, could not live without tea and rhubarb. The belief was widely held in China that the English would die of constipation if they were deprived of rhubarb.' Lin later modified his statement omitting rhubarb but leaving tea as an absolute necessity' (author's italics). The existing opium stocks in the factories were surrendered and destroyed (in salt and lime; not burned as sometimes stated), and for a while it seemed as if Commissioner Lin might succeed in his task, but the confrontation led to an armed conflict, known as the First Opium War (1839-1842), in which the Chinese with their antiquated methods of warfare and ineffective weapons were defeated on land and at sea. It was ‘A conflict between ignorant weakness and conscious strength. It ended in the Treaty of Nanjing (Nanking), by which terms China opened to foreigners the five ports of Guangzhou (Canton), Xiamen (Amoy), Fuzhou (Foochow), Ningbo (Ningpo), and Shanghai as Treaty Ports, where they might reside and trade; an indemnity of 21 million dollars was exacted, and the Island of Hong Kong was ceded in perpetuity to Britain. For China the war was a disaster and humiliation, the last vestiges of which were erased only a short time ago when Hong Kong was returned, in 1997, to its homeland. By contrast, Queen Victoria referred to the war in flippant tones. However, knowing Elliot's repugnance of the opium trade, it is possible the two might have joined forces in fighting the infamous trade. It was Lin's methods, in particular laying siege to the foreign factories, that alienated Elliot's respect, not the end he sought to gain by adopting them.\n\n5) If China had suddenly developed a strong interest in British goods? Tin, wool, and cotton were imported from Britain, but not in sufficient quantities to balance the export of tea. A strong public opinion against opium had been building up in Britain. A greater demand for British goods might have shifted the British official position from laissez faire to oppose opium, dealing a serious blow to the opium trade.\n\nNo doubt, many other alternative courses of history can be suggested, but the few above show how the two addictions—to opium and tea—had determined the course of history of that period and region, and how easily that course might have been altered, preventing the conflict, and possibly subsequent imperialist policy of western nations in China.\n\nConclusion\n\nOf all the foods, solid or liquid, tea has had great influence over the centuries around the world. It has played a part in history, medicine, politics, manners and customs. British interests in the 19th century kept the opium supply line open and the manufacture of opium in India solvent in order to pay for China's tea. Britain went to war with China to protect those interests. In this sense the war was also the Tea War.         "content_text": "and batteries, canvas and rubber footwear, rattan furniture, trunks, suitcases, umbrellas and rope. Almost all these exports went to China and the nearby states of the Philippines, Netherlands East Indies, Malaya, Siam, French Indo-China, Burma and India. The only significant exports to Britain were 268 tons of lard valued at £7,000 and £50,000 of preserved ginger.\n\nIn the 1930s exports to China were badly affected by a steep rise in import duties. Under the treaties imposed on China in the nineteenth century tariffs were limited to five per cent, but over the period 1926 to 1933 China achieved full tariff autonomy and soon raised its duties to gain additional revenue, and also to protect its own industries and substitute local manufactures for foreign imports. For example, the duty on rubber-soled shoes remained at five per cent until 1931 when it was raised to 17 per cent and then to 30 per cent in 1933. Similar protectionist moves were made by neighbouring countries in an attempt to combat the world depression of the 1930s. The Philippines raised its tariff on rubber shoes from 25 per cent to 100 per cent in 1933. This escalation in tariff barriers affected Hong Kong's trade and economic prosperity in two ways: the entrepôt trade through Hong Kong was reduced since China was deliberately seeking to curtail foreign imports; and Hong Kong's domestic exports of manufactured goods to China were also affected. A number of factories were forced to close having lost their markets in China. The value of imports and exports passing through the harbour dropped by 40 per cent between 1931 and 1934. Hong Kong's economy was saved from ruin by the amazing growth in its exports of manufactured goods to empire markets. This was an unintended consequence of the decisions taken at Ottawa to erect trade barriers to exclude Japanese exports.\n\nPage 17\n\nII\n\nWhen the colonies of European settlement had advanced to internal self-government it was no longer politically possible for Britain to exercise control over their trade and tariff policies. The dominions wished to protect their infant industries against imported manufactures, including imports from Britain. At imperial conferences the dominion premiers offered to grant a preferential rate of duty to British goods and asked that Britain should reciprocate by granting a tariff preference to empire produce over foreign goods. Britain refused this offer and remained committed to free trade. The dominions then acted unilaterally to make Britain a beneficiary of their tariff policies. Canada was the first to grant tariff preferences to Britain in 1897, followed by South Africa, New Zealand and Australia.         "content_text": "15\n\nmanufactured in foreign countries to factories situated in the empire for the completion of the manufacturing process in order to become eligible for imperial preference. So in 1933 new regulations were issued which required most manufactured goods to show 50 per cent empire content of materials and labour in order to qualify for preference. A circular despatch was sent to all colonies requiring them to do the same and a model ordinance to effect this was enclosed. The 15 torch factories in Hong Kong used foreign brass to make the torch casing since it was cheaper than brass exported from Britain. The British Customs and Excise Department ruled that since brass constituted at least 40 per cent of the value of the finished product, unless British brass was used, torches should be classed as foreign and so be ineligible for admission to Britain free of duty. In 1935 the British Customs imposed a specific duty of 14 pence per pound on flashlight torches. This roughly doubled the cost of Hong Kong torches making it difficult for them to compete in the British market. Protests were made, but the British Customs refused to trust the costings supplied by Hong Kong showing a 50 per cent empire content and suggested that the factories should use empire brass exclusively for certain months of the year; if this was satisfactorily authenticated by an accountant's certificate Customs were prepared to allow Hong Kong torches to enter free of duty. Such arrangements were too complicated and expensive for most of the Chinese workshops involved, so they decided to do without imperial preference. Exports to Britain constituted less than 6 per cent of their total production.\n\n58\n\nThese and other moves to limit Hong Kong's manufacturing exports provoked the governor to make a strong plea in unusually forthright terms to the Colonial Office for favourable treatment on the ground of Britain's imperial interests.\n\nWe are a tiny place and have no sufficient home market to support industrialization on any large scale. Between us and China there is a customs barrier and I do not see (with the rising tide of Chinese nationalism) any chance of their lowering the barrier for Hong Kong products. So if there is to be future for industrialization in Hong Kong its market must be a cheap and distant one, a protected market within our colonial empire. From an imperial point of view the question boils down to this. Is Hong Kong to be left just as a fortress port with a dwindling entrepot business or is it to be allowed to make up for what it loses on the entrepot swings by its takings on the industrial roundabout? Hong Kong has (except in the case of rubber) no near or cheap source of empire raw material, and so the empire content of its products will generally not greatly exceed the percentage which the cost of manufacture bears to the cost of material. This is entitled 'Across the River: Honam and Fati,' dealing with the area opposite the City and the Foreign Factories, and separated from them by the main stream of the Pearl River. We read about the warehouses at Honam, occupied by the merchants after the Thirteen Factories were burned in 1856 (and which some among their number continued to occupy for\n\nmany years after land in the new commercial settlement at Shamien was put up for sale in 1861). Included, too, are some glimpses of the temple and the merchant-mandarin residences, and their occupants taken from contemporary accounts of the Macartney and Amherst embassies to China, which had been housed on Honam during brief stays in Canton in 1793 and 1817.\n\nBesides the wonderful quotations from writers of the past, we have Mrs. Garrett's splendidly evocative account of her first visit to Canton in the 1970s (Introduction, xii), and her brief description of the garden at Abu Wangus's tomb (p. 8), making this reviewer wish she had included more of the same at other points of the narrative.\n\nAlthough the book is more of a \"coffee-table\" production than a guide-book, its contents seem to me to require one or more large maps. With the exception at page 178 (Fig. 14.6), the maps included among the illustrations are at best half-page, and most of them date from the past. A specially drawn full-page or even folding one, to complement the text, would assist the reader, especially since, in present-day Canton, besides the changes of street names mentioned by Mrs. Garrett, all street names are now rendered in pinyin romanization, which is vastly different from romanizations of the local Cantonese speech.\n\nSuch a map would give visual indication of the precise whereabouts of the many interesting sites or buildings described by the author, and could have been substituted for the historical and disappointingly unclear historical map of the Canton River which is reproduced on the end",

        "content_text": "426\n\nMade more by way of observation, there is the matter of the restrictions imposed, in their turn, upon the foreign traders at the Thirteen Factories in Canton (see p.97 and the Addendum). Mrs. Garrett has explained how they were increasingly ignored by them, in her chapter 9 (\"Disobedience and Destruction: The China Wars\"). Here, it seems appropriate to note that the laws of China, designed to support the security of the government and the happiness of the people through enforcing the moral ideas and usages which had characterized the nation over two millennia, were (like the 'Regulations' for the foreign merchants) precisely and minutely detailed, so as to be readily available to the authorities as and when required.\n\nNon-compliance with the laws was not confined to outsiders! One notable deviation was noted by Sir George Thomas Staunton (a resident at the Factories 1798-1816) in his part translation of Qing Statute Law, published in London in 1810; that is, how certain ‘religious' activities, prohibited in the penal code, were 'openly practised in every part of the empire,' leading him to surmise that these clauses were 'retained for the purpose of enabling the magistrates to control and keep within bounds these popular superstitions,' when required. (p.175n of the Taiwan reprint by Ch'eng-Wen Publishing Co., Taipei, 1966; with another such on theatrical representations at p.418n). I mention these points in passing, as being relevant for the times.\n\nReturning to Mrs. Garrett's book, the standard of production is high, and typos are few. But (e.g.) since he has been mentioned, Osmond Tiffany, Jr. appears variously in several places, including the index, as 'Oswald' or 'Osmand': Isabella L. Bird (Mrs. Bishop)'s book, The Golden Chersonese has been misspelt: and the Cantonese romanization for the Eighteenth Ward is Shap Pat Po, not ‘Shap Pak Pu.' (pp.144-5).\n\nBut this is to cavil.         "content_text": "32\n\ncould see, and it seemed as if it were one vast garden'.\"\n\nParkinson, Trade in the Eastern Seas (1937) writes: \"When the whole [EIC] China fleet was collected there, twelve or sixteen of the largest merchantmen in the world, together with the country ships, the spectacle must have been magnificent.\" He records that sometimes the Viceroy at Canton would come down to visit the fleet. The ships would be decked to receive the great man, with yards manned and officers in full dress.12\n\nCanton\n\nCanton was, and is, the capital of the Guangdong Province. One of the larger and richer cities of the Chinese Empire, and dating back to pre-Han times, it had long been a major sea port for overseas trade, notably in the Tang Dynasty when it had a significant Arab and Muslim population. During the turmoil which accompanied the change of dynasty from Ming to Qing, it upheld the Ming, endured an eleven-month siege in 1650, and suffered a wholesale massacre of its inhabitants. However, it recovered, and by the mid-nineteenth century was credited with a population of around one million persons. It was renowned for its manufactories, carried on by human industry, without the aid of machinery, particularly in silk and cloth, women and children included, whilst trade - international and regional trade - was described as being 'the great business of life'.13\n\nCanton was a walled city (actually two walled cities in one, the Old and the New) with major suburbs along the Pearl River, and to the West.14 As befitted its status, it contained the yamens (office-residences) of many senior government officials, including those of the governor-general of the two linked provinces of Guangdong and Guangxi, the governor of Guangdong, the Canton prefect, two county magistrates, the Tartar general, the provincial naval commander, and the like, as well as those officials with charge of other, specialised concerns, and (of special status, since he was responsible directly to Beijing) the Hoppo or Superintendent of Maritime Customs, who oversaw the foreign trade and its accruing revenue.\n\nThe Foreign Factories (British, French, Swedish, Spanish, Danish and Dutch) of the river suburb were so-called from their being the",

Built and owned by the merchants charged with the conduct of foreign trade, they were let out to the foreign merchant houses, and comprised a series of 13 hongs placed side by side of each other, which formed a terrace fronting the river.15 (Plate 4) Each Hong consisted of a series of buildings placed one behind the other from the river backwards, for a depth of from 550 to 600 feet to the first street running parallel to the river.15\n\nSpread over 21 acres, the factory grounds and buildings were rented from the Chinese merchants charged with the conduct of the foreign trade. They impressed visitors, especially in contrast with their proximity to 'low, dingy Chinese houses on the one hand, and the densely populated river on the other', and as another newcomer put it, 'sparkling like diamonds in a heap of old rubbish'.\" (See Plate).\n\nLike the Old China Trade itself, the Factories are long gone. They did not survive the outbreak of the Second Anglo-Chinese War in 1856 (the so-called \"Arrow War,\" after the vessel which became the casus belli) when they were destroyed by fire on the orders of the Chinese authorities. However, they have been immortalized in the many pictorial representations that have come down to us of the sights and scenes of Old Canton.\n\nThese are known collectively as \"China Trade Pictures\" because they were objects of trade, painted to order for the foreign merchants and ships' crews connected with the trade. The earliest panoramas date from the mid-eighteenth century, and from them we can trace the Factories' architectural history, notably the re-buildings that followed periodic disasters, such as the fires of 1822 and 1842.18\n\n19\n\nA salient fact is that most of these paintings are by Chinese, sometimes associated with a particular school of professional painters and sometimes unidentified. They rarely got a good press from the officials, Manchus or Chinese from other provinces, who were posted to the South.\n\n‘Ungrateful and avaricious,' the Emperor was advised by the Imperial Commissioner in Canton in 1841, who said he wrote in these terms 'after personal observation of the character and disposition of the people of this province,23 Earlier, in 1807, a Viceroy observed that 'not only do the common people desire to obtain money, and do all they can to get it, but the gentry talk of nothing else but money.24 In 1847, the Xinan magistrate commented, 'In Kowloon, the people mingle with foreigners, and the custom of the residents is that they value money and material things and belittle poetry and studies.'25\n\nCantonese also had a reputation for being rude to Westerners. Returning with the Amherst Embassy from Beijing in 1816, the future Sir John Davis recounted that, upon approaching Canton, 'Here for the first time in the course of our travels, my ears were greeted with the sounds so frequent and familiar at Canton, Fankwei and Hoong-maou, \"Foreign devil\" and \"Rufus\" - without having the slightest personal claims to the last distinction, however indisputable my claims to the first.'26\n\nThe Boat People of Canton\n\nThe Canton waterfront was noted for the very large number of boat people whose tiny craft were anchored off and along the whole frontage. These were the Tanka, or indigenous boat people of the Pearl River Delta. They appear in many of the China Trade Pictures, whether lying off the Foreign Factories or at Whampoa, Lintin or Macau.\n\nThe river attracted the intense interest of foreigners because of the numbers and great variety of craft and activity to be seen upon its crowded, animated waters. Their presence was useful to the occupants of the Foreign Factories during periodic conflagrations. For instance, a painting of the Great Fire of 1822 shows residents viewing the fire from these boats, their main refuge in time of such emergencies.28\n\nInterestingly enough, people of this type - perhaps even from the Canton group accustomed to foreigners - were of immense help to the British when they first established themselves in Hong Kong as providers of many essential services.29\n\nOther groups of Tanka constituted the sea fishermen whose craft, large and small, were to be found all over the Delta and the islands outside it; and as we shall see further on in this talk, they provided the 'outside pilots' who assisted foreign merchant vessels to get safely into the Macau Roads.\n\nPersonnel directly connected with the China Trade\n\nWe may now consider seriatim, the various personnel encountered by foreign merchants and ships' officers during their time in China over the trading season of the year.\n\nThe Hoppo30\n\nThe Hoppo was the official at the head of the maritime customs, controlling the revenues accruing from the foreign trade. Representing the ministry of finance in Beijing (hu pu) he was dubbed with this title in error by the foreigners. This lucrative office was often filled by a Manchu. The Guangzhou Custom House is shown in Plate 5.\n\nThere were Hoppo in other maritime provinces of China, but the Canton Hoppo was the most important owing to the foreign trade being confined to Canton. His circuit eventually included five sub-stations and some sixty other collection points, the catchment for the coastal and inter-national trade. International trade was itself divided into Chinese, Asian and European, each taxed at a different rate; the Governor was left with control over internal trade.",

        "content_text": "The Hoppo lived in the City, along with the Viceroy, the Governor of Guangdong, and other high provincial officials. Their relations had for long crystallised into an arrangement that ensured access to private gain from the trade as parts of one administration, in contrast to the competing rivalries of earlier times. This was in part to provide for mutual protection against interference and accusation from Beijing officials.\n\nThe Hoppo's and other officials' treatment of foreign merchants\n\nThe language used by these officials in their communications with the traders and the EIC's Select Committee - as instanced by Dr. Gutzlaff, a most useful contemporary source of information on the times - was invariably haughty and patronising, in keeping with the accepted modes of address towards inferiors of all kinds, and did nothing to ease relationships. Gutzlaff also mentions the 'governmental proclamations, detailing the infamous conduct of barbarians, [which] have been repeatedly posted up at Canton,' imbuing the minds of the people with strong antipathy against such worthless barbarians, and discouraging them from having anything to do with foreigners. \"The writer has often heard the natives rehearse these accusations with self-congratulation at their own superiority.\"\n\nThis sort of thing was an irritant, as were the restrictions on the movement of foreign merchants whilst in residence at the Factories, mentioned above.\n\nFar more vexing were their other complaints against the Canton System, which were listed by Morse as including the heavy taxation/impositions levied on the trade; the monopoly system of the Co-hong; the uncertainty of recovery of debts due from Chinese merchants; the diversion of the Consoo Fund (provided from the trade to cover such debts) to government use and presents to officials; and the prohibition on their making representations to any official save through the Co-hong.\n\nTo all such complaints must be added the descriptions of the general venality of the administration, the Hoppo and other senior officials included, and indeed of the whole Canton System, as described in this paper.",

There was, says Morse 'an ease in their mutual relations' which was the best commentary on the condition of affairs. \"They both had a reputation for commercial honour and integrity such as has not been surpassed in any part of the world or at any time in its history: trading operations were entirely on parole, with never a written contract: and there was much help and sympathy from one to the other.39\n\nThe servants in the factories\n\nEarlier regulations stated that Chinese could not be employed as servants to foreigners, but this rule was normally relaxed, albeit with a restriction on numbers. Many Chinese serviced the Factories in diverse occupations, and most must have been local people, some of them long-serving. The personal servant of one head of the EIC's Select Committee had been with him for 16 years, and there were clearly others of the kind.\n\n40\n\nHowever, this was a dangerous employment. It became more so at times when the high mandarins were in dispute with the EIC Select Committee, and rules were invoked and enforced for a time. Servants would have to quit, or sometimes flee, and they and their families were liable to be 'squeezed' by underlings. A striking instance of the kind was the terror inspired by the Hoppo's and Prefect's unannounced visit and high-handed actions at the British Factory in 1831, when 'every Chinese in our Employ fled from our premises in alarm for his safety.'41\n\nThe wide range of civilians employed under the Co-Hong's auspices\n\nAssociated with the Hong merchants were a large number of other civilians, functionaries licensed by the Chinese authorities, who were required to be secured by the merchants in the performance of their duties.42 These included linguists (otherwise known as \"interpreters\") and compradors ('negotiators of purchases', storekeepers and ship-chandlers43) who, in their turn, were assisted in their work by a variety of persons offering services to the crews and other personnel connected with the trade.
