        "content_text": "Journal of the Royal Asiatic Society Hong Kong Branch\n\nRASHKB and author\n\nVol. 1 (1961)\n\nISSN 1991-7295\n\n101\n\n(1) monastery management, which is further sub-divided into sections in charge of\n\na. finance\n\nb. food\n\nc. entertainment of lay visitors\n\n(2) guests, which not only passes on the qualifications for admission of itinerant monks, but also gives the monastery's own monks the permission they need to leave the premises\n\n(3) the observation of monastic rules\n\n(4) itinerant monks who, after they are admitted, must be provided with food, lodging, and instruction.\n\nAll told, there are 48 positions in the hierarchy—more than the total number of monks in any Hong Kong monastery. Therefore, this elaborate administrative structure exists here only in more or less skeletal form.\n\nHong Kong monasteries are nearly all \"father-to-son\" rather than \"ten directions\". This means that the abbot holds office for life rather than being elected by the monks every three years. Furthermore, he personally has title to the monastery premises. On both counts, there are problems of succession. Normally the abbot chooses his own successor, but some have died without doing so. Since there are often factions among the monks (with the Cantonese, for example, opposing the northerners), this can lead to conflicts that disrupt monastery life. Joint meetings of Buddhists and Taoists have been held to formulate a set of regulations for resolving such disputes. In one monastery, the Po Lin Tsz, there is underway a movement to transfer title of the property to a self-perpetuating committee.\n\nNot all of the difficulties arise because of hot competition for the post of abbot. It is a difficult post to hold. The abbot must keep his monastery operating on funds that are usually inadequate.1 He must maintain his competence as a dharma teacher. Most of the monks who are spiritually qualified for the post would prefer not to have it. In many cases, therefore, the abbot must not only choose his successor, but persuade him to accept. In the process, the abbot often consults the heads of other monasteries as well as the monks of his own. Usually his final choice lights on someone who is a close relative of his by family or religious lineage—hence the term \"father-to-son\".\n\n* Recently the abbot of one of the larger monasteries, having reached an advanced age, appointed his successor and retired. Almost at once the inflow of donations ceased. His successor apparently did not have the \"knack\" of winning lay support. LETHBRIDGE\n\nany interpretation that may be going on'.42 On the other hand, the scarcity of cadets in government caused serious problems at the end of the century. No scheme of localisation, except at the clerical level, had been promoted in Hong Kong; and although Government had been forced, as a result of Sir William Robinson's Retrenchment Committee of 1894, to abolish the post of Clerk of the Councils, one Magistrate and the Superintendent of the Jail, and amalgamate the posts of the Colonial Secretary and the Registrar-General, the number of cadets was still far too small for the efficient administration of even a municipality. Alleyne Ireland, after a visit to Hong Kong at the turn of the century, argued that there was a need for more cadets, and reported that 'no one who has spent four months, as I recently did, in the Colony could fail to be impressed, as I was, with the fact that in the service as well as in the junior ranks of the service there are a few men of the highest ability and usefulness, nor could he fail to notice that such men were few and not many'.43 The reports of the Finance Committee for 1901 showed, moreover, that the attendance included an Acting Attorney-General, an Acting Colonial Treasurer, and an Acting Director of Works. The service of the colony, Ireland adduced, 'has suffered greatly from the evil of acting appointments, and a system should be introduced under which it would not be necessary to transfer so many officials from one department to another whenever a senior official goes on leave'.44 He also pointed out the inadequate size of the Government offices, and 'the employment of a large number of junior clerks, Chinese and Portuguese, at salaries little better than those paid to day labourers'. Ireland, however, did not mention that the incorporation of the New Territories had led to a drain of officials from Hong Kong.\n\nA concatenation of these processes of retrenchment, scarcity of cadets, acting appointments, and ill-paid clerical staff led to a major government scandal which brought to an end in 1895 the career of one cadet, N.G. Mitchell-Innes,45 who had joined the service in 1881, and this scandal led not only to a commission of inquiry but a rebuke from the Secretary of State.\n\nMitchell-Innes' troubles began when Alfred Lister was appointed Treasurer in 1888.         "content_text": "CHINESE ELITE IN HONG KONG\n\n109\n\nWhile abroad he had been baptized and on his return he became a member of the Chinese congregation of the London Missionary Society. One of his benefactors had been Andrew Shortrede, owner and publisher of the China Mail, and for about two years after his return from America he worked for the China Mail. In 1864 mention is made of a Chinese publication known as Assing's Daily General Price Current. This was probably a journalistic venture of Wong Shing. He also served as an interpreter for the Government. In 1853 he was placed in charge of the printing establishment of the Anglo-Chinese College operated by the London Mission. He continued as manager for some ten years, when he left to join the staff of the Chinese Government School being established at Shanghai to teach foreign languages to Chinese students. However, he did not find the work there satisfactory, and after a short time returned to Hong Kong and resumed management of the Mission press. In 1872 he went to Peking to set up a printing office with moveable type for the Tsung Li Yamen. From there he went to the United States with the second group of students in Yung Wing's Educational Mission scheme. In 1858 his was the first Chinese name to appear on the roll of Jurors in Hong Kong. He was a member of the organizing Committee for Tung Wah Hospital. In 1884 he was the second Chinese to be appointed to the Legislative Council, serving until 1890. He died in 1902. His obituary mentioned his frugality and his lack of parsimony: \"His family was poor and he was taught to be frugal. He could save about $1,000 and bought land in Hong Kong... before Hong Kong business flourished....It increased ten times in value. He had the opportunity to raise rent, but he did not do so. Those who had property and could earn more ridiculed him. He had a family of children, and his expenditures increased, so that his income did not take care of his expenditures, but he still held to his idea.\"48 Realizing the advantages he had derived from a foreign education, he was among the first Chinese to privately finance the education of his children abroad.\n\nWhen the Rev. Elijah Bridgman, a missionary of the American Board of Commissioners for Foreign Missions, moved to Hong Kong from Macao in 1842, he had under his patronage two young men who had been his students. They had also been sponsored by the Morrison Education Society as students at the",

        "content_text": "The District Watch Committee\n\n127\n\ncame from a few clearly defined areas in Kwangtung Province, because the great majority of the Chinese congregated in the urban areas spoke Cantonese4. Lennox Mills compares this situation in Hong Kong, which made government relatively easy, with pre-war Malaya. This homogeneity, he argues, ‘makes it possible to control them through the District Watch Committee. (On the other hand) the Chinese in Malaya are drawn from various provinces and are divided by provincial hostilities of long standing. The wealthy and educated Chinese in some districts come from a different province from the majority of coolies; and, in addition, the interests of the recent immigrants often differ from those of the Straits Chinese who are permanently settled in Malaya. A committee representing the Chinese of Malaya would necessarily reproduce the various schisms which divide them, and the members would in some cases have no influence over the coolies in their districts'4. In Hong Kong, however, the Chinese were not divided to any great extent by dialect or provincial hostilities, only by differences in wealth and status. The members of the District Watch Committee originated from a small number of hsien (counties) in the Canton delta, from districts and towns close to the Pearl River, the main channel of communication between Canton and Hong Kong before the completion of the Kowloon-Canton Railway in 1912. A high percentage of the committeemen were born in, or originated from, Tung Kwun (Tung-kuan hsien) and Heung Shan (Hsiang-shan hsien)42; and the merchants from these areas had their own district associations in Hong Kong.\n\nClearly, the members of the District Watch Committee had much in common: they spoke mostly the same dialect, they came from the same district or closely related districts in China and they were, if not merchants, then involved in some type of commercial pursuit—land speculation, owning and managing property, banking and insurance, finance, compradoring43. All in all, they formed a remarkably homogeneous group, united by many ties; and it would seem, rarely divided for long by political differences. Not surprisingly, some of them were inter-related through ties of blood and kinship44. There were few family dynasties in Hong Kong but a small number had children who served later on the Committee45. In one case, a District Watch Inspector arrested a member of the Secret Strike Party (the so-called Labour Commission) carrying illegal dispatches to union members, a fact duly noted in the Secretary for Chinese Affairs' report for 1925. \n\nIt is difficult to see how the Hong Kong government could have coped as well as it did with periods of economic recession after 1918, with years of labour unrest, with the rising tide of nationalism emanating from Nationalist China, without the strong support of the Committee, whose members between them sat on most of the ten other official Chinese committees and boards. The members of the District Watch Committee were strongly entrenched in the Chinese Chamber of Commerce and the Chinese Clubs and they played a significant role in the Chinese Manufacturers' Association. They also occupied important positions in district associations, benevolent societies, guilds of employers and business associations. The power and influence of the Committee ramified down through such associations, so that the few were able to exercise political control over the many62. Thus the power of the Committee was diffused through many associations, helping to maintain what no doubt the government would call 'sensible attitudes' among the Hong Kong-born Chinese, the group that formed the vertebra of the Colony. \n\nThe District Watch Committee was re-established after the return of the British administration in 1945, the Committee containing the same names as in 1941. No further nominations were ever made. A hundred and one District Watchmen reported for duty in 1945-6 and carried on with their normal duties: patrolling streets, conducting enquiries in connection with boarding houses, guilds, and the protection of women and girls, and making general investigations on behalf of the Secretariat for Chinese Affairs. In addition, the force assisted the rice controller in checking black marketing in government supplies; they were also put on static guard duties at various premises requisitioned by government. But the pre-war system of soliciting private subscriptions for the upkeep of the force was abandoned in 1945: henceforth it was financed entirely by the government; and government soon decided that the strength of the force should gradually be reduced to about fifty men, which would be sufficient to deal with the special requirements of the Secretariat for Chinese",

LACK \n\nAt the first intimation of the storm all local craft sought shelter where they could, there was thus a shortage of craft in the harbour available for working ships, and he thought that if ample additional accommodation were provided, preferably on the west side of the harbour, the shipping of the port would be relieved of much of the inconvenience and loss which the present conditions give rise to at such times. \n\nThe official response to this resolution was given by the acting Colonial Secretary who said that the Government was fully aware of the need for new accommodation such as was indicated in the resolution, only lack of funds had been the difficulty hitherto, but steps had now been taken to obtain definite plans for the construction of a harbour of refuge at the west end of the harbour. This was greeted with applause, as was his further statement that the Government had no objection to passing the resolution. \n\nHowever, the subject was not mentioned again in the Legislative Council until the following September, when the Finance Committee was advised it was regretted it had not been possible to include any sum for the construction of a harbour of refuge in the Estimates of Expenditure for the coming year. The matter had received consideration but owing to the large requirements of other works it had not been found possible to include it. \n\nThus 1904 passed without action on the proposed shelter and most of 1905 also, but late in that year things did begin to move. Sir Mathew Nathan*, the Governor at that time, delivered a very long speech to the Legislative Council which gave an estimate of the Colony's probable financial position on 31st December, 1905, in which he listed a large number of projects intended to be embarked upon. Amongst these he referred to the provision of a typhoon shelter for the increasing number of junks which had now prematurely to leave their work to ensure not being shut out of the limited accommodation in Causeway Bay. That reference to the proposed shelter was welcomed by Honourable Members at a subsequent meeting. However, by the early part of 1906 it was clear that the proposed typhoon shelter was likely to remain among the projects to be embarked upon \"only when the financial situation of the Colony allowed it.\" \n\n*1862-1939, Governor of Hong Kong 1904-1907.",

        "content_text": "YAUMATEI TYPHOON SHELTER, HONG KONG\n\n37\n\ntime would have been a much better purchase than that which the Government had decided upon. Heated argument followed and the levels of asperity which they raised in Council proceedings was quite exceptional in terms of today's conventions.*\n\nIt is clear from the records of subsequent meetings of the Council that the unofficials had got the bit between their teeth. Work was shortly, they thought, to begin on the shelter which had been talked about for so long, money was to be spent upon it and when the question of money arose tempers were quick to boil. Various alternative proposals to that which had been agreed by the Government were demanded for further consideration, and the unofficials returned again to the attack which had previously been mounted upon the purchase of a dredger by the Government.\n\nMatters stood thus when disaster struck again on the 17th July, 1908 when a further typhoon struck the Colony. Before opening business at the first Legislative Council meeting held after that date the Governor had yet again to comment on a further disaster, owning that he had been told that the force of the wind in the last typhoon was very much greater than that which had previously been known as the great typhoon of September, 1906. He went on, as had so many Governors before him, to acknowledge the acts of heroism which had been displayed by so many people during the\n\n* The two dredgers in question were called the \"St. Enoch\" and \"Canton River\". In Council, the Honourable Mr. Slade (Marcus Warre Slade, Barrister-at-Law, b. 1865, practised in Hong Kong from 1897) said that he wished to ask for information on one particular point before the motion was put: that was with respect to the vote for $86,500 for the typhoon refuge for small craft, which he understood included the cost of the dredger \"St. Enoch\" at £15,000. He said that he was not at the last meeting and did not therefore hear the explanation given in the Finance Committee but since his return to the Colony, he had seen a statement in a prominent position in one of the morning papers in which it was stated that the purchase of the \"St. Enoch\" for £15,000 had cost the tax-payers $100,000 more than it might have done. He presumed that meant the Government might have bought the dredger \"Canton River\", at a cost of £5,000 which was the difference between the two amounts. He said that he could hardly see how that was possible because he happened to know himself about the cost of \"Canton River\" to the present owners, and could not conceive that they would be willing to part with the vessel at such a price. He said however, that the statement had been given a very prominent position and he thought that an explanation was therefore due to the Council before the report of the Finance Committee was adopted. There were other points he referred to which were raised in that particular article with reference to the comparison and capabilities of the two dredgers. A first charge upon all receipts was to provide what we called \"extras\" for patients in need and only the surplus after this prime need was met was issued for general use. The true value to the hospital of the gifts received is therefore much greater than appears in the records I am able to give here, which reflect only that portion used for general issue.\n\n(b) Supplies bought with money, contributed by Officers, Staff and Patients.\n\nI recorded earlier how sometime in 1942 before the departure of our nurses the Japanese began to pay commissioned officers, both staff and patients. In these days members of the Q.A.I.M.N.S., as it was then, were not commissioned and were not paid. I also recorded how Colonel Shackleton started funds from which to finance purchases for the general good. When I succeeded him the funds were reorganised and responsibility for administering them was spread more widely. A Hospital Central Fund was set up and managed by an executive committee of two officer patients and one medical officer with myself as chairman. This received money, still on a voluntary basis, from officers in the hospital and occasionally from those in P.O.W. camps in North Point and in Argyle Street, Kowloon. Disbursements were made to four sub-funds; one to provide extra diets for patients, one to supplement general messing, one to provide necessities and comforts e.g. electric bulbs, cigarettes etc. and lastly a small C.O.'s Fund. The first three were run by sub-committees and I was left to apply the minor resources of the C.O.'s Fund to support any enterprise for the general good.\n\nAs a side light on human nature it is interesting to recall that one or two British officers were reluctant for a time to support the Central Fund. They feared, from past experience no doubt, that the British army's accounting system would seek to recover from their pay at home the value of the military yen they were receiving from the Japanese. They knew that when they became prisoners, marriage and other allowances ceased and they foresaw that their wives and families might be able to draw only upon their basic pay. This view was ridiculed by the majority who held that we were faced with a situation in which immediate action was required and the reluctant ones soon abandoned their position and made their contributions valiantly. Thereby, through uninterrupt-ed intensive work, we hoped to make up part of the lost time.\n\nIn the interim one other incident which showed the strength of village feeling about the fung shui hill occurred in November 1979. In this case, a demolition contract had been let for the houses in the old Chung Mei and Lo Uk villages. The Rural Committee and the village elders had agreed, but unexpectedly there was opposition when the contractor began to move his bulldozer into position to start the work. This time, it came from the young men of the village, and we were informed by the Rural Committee Chairman that they could not be persuaded to agree.\n\nUpon investigation I found that it was not (in the main) the demolition which was being objected to, but rather the route by which the bulldozer was to obtain access to the old village sites. This was over the face of the same fung shui hill that had been causing the prolonged delay, and naturally it was being objected to.\n\nI greatly wished the contract to proceed, on the principle that, when you are dealing with villagers, it is bad to go back on a deci-sion reached with their leaders, besides having to explain to the Finance Branch of the Government Secretariat the claims from the thwarted contractor. However, when I saw how things were, and being mindful of the wisdom of not interfering with the hill, I instructed staff to take the bulldozer by an alternative route. This would still open bare earth on the hillside but it would be out of the sight of the villages, which was what mattered, and it would be on a route to be formed for roadworks at a later stage. In a meet-ing held in my office, the twelve or so young men who had insisted on accompanying the elders, were perfectly agreeable to this solution and the demolition continued.\n\nThe end of the story is quickly told. The residents of the four villages moved into the new public housing accommodation when it was ready for occupation, the Project Manager (P.W.D.) was able to let his contract, and the successful contractor was at last able to carry out uninterrupted major excavation of soil from the hill-sides. There was trouble at the seashore where mariculturists had to be moved to enable a pier to be built and a channel dredged for the barges that would take away the soil to the Tsuen Wan Bay reclamation: but that is another story!\n\nHong Kong, June 1981\n\nJAMES HAYES",

        "content_text": "31\n\nother it is in my fondness for anything connected with the military”.\n\nFrancis was involved with a number of organisations founded for the benefit of the Chinese. In 1878 a number of Chinese, concerned about the traffic in women and girls, petitioned the Governor for permission to form an Anti-kidnapping Association. The Governor appointed a committee of four, including Francis, to investigate the matter. The committee met in 1878 and 1879 and Francis put forward “Suggestions for the organisation of the proposed Chinese Society for the Protection of Women and Children\". He proposed that a company limited by guarantee be formed with a management committee of seven, two to retire annually and their successors to be elected by the shareholders, the Governor having a right of veto. The objects were to be the protection of women and children by detecting and suppressing kidnapping, the restoration of women and children to their homes (if that were not possible making provision for their future), providing temporary accommodation and a refuge for the homeless and raising funds. He also proposed that the Society should employ detectives to be sworn in as special constables with powers to act against kidnappers. (The activities of these detectives led to a number of cases in the courts in some of which Francis was engaged). In the result the Po Leung Kuk, or Society for the Protection of the Innocent, was formed in 1880. Francis drafted rules and regulations for the running of the Society. They stood the test of time as was affirmed by Governor William Robinson when he laid the foundation stone of a new home for women and girls in 1896. After reviewing the history of the Society he said “And let me say here that the rules and regulations under which the Society has so long and successfully worked were drawn up by our eminent Q.C. Mr. Francis. The society has proved itself worthy of confidence and I ask you to concur with me in the hope I now express that its future success may be greater still\". That hope has been fully confirmed. LAU \n\nBy this time Ford's time had to be divided between running the Botanic Gardens, establishing the herbarium and collecting specimens for both of these undertakings. Realising his own limitation he asked for the appointment of an assistant and a Mr. Westland arrived in the colony in May 1883. Earlier in February of that year Ford, anticipating the arrival of an assistant and the possible rapid expansion of the herbarium, sent the following letter to Kew:\n\n\"Could you also please send me sample of cartridge paper which you use for herbarium sheets, 16” × 10½”, together with prices and name of supplier? The Crown Agents sometimes disappoint me by sending paper unfit for our use and not according to samples sent with order.\"\n\nFord met with a constant barrage of difficulties from Government officials particularly from the Surveyor-General, Mr. Price and from members of the finance committee. After some discussion this mode of dealing with the matter was approved.\n\nHo A-mei may have been a little bold in speaking up at his first meeting of the Chamber of Commerce, but he was not one to shrink from expressing his opinions. His outspokenness received the approval of the press, which in its comments on the emigration resolution said: \"It was a novelty that it was put forward, not without ability, fluency and clearness by a Chinaman. The fact is reassuring, as an indication of the interest in public events which is being developed amongst the Chinese.\"\n\nHo A-mei, as \"a Chinaman,\" was to speak out about public questions on many other occasions.\n\nHO DABBLES IN THE REALTY BUSINESS\n\nHo A-mei's link with the distant past of Hongkong was a housing scheme he was promoting in 1895. The scheme was financed by the wealthy Li Sing family of Hongkong. They had purchased through a Hongkong-based company, Fuk Tin, the remaining rights of the Tang clan in the area between Laichikok and Shamshuipo. There are also references to the Fung Fuk and Tin Fuk firms in connection with the deal.\n\nThe Tang's claim to the land extended back many centuries, most likely to the Sung dynasty, when members of the family first came into the region. There is well-substantiated evidence that the family once owned Hongkong Island, British Kowloon, much of New Kowloon, Tsing Yi Island and a substantial part of the New Territories.\n\nThe original grant had been broken up through the centuries. It was divided among various branches of the clan, portions had been sold outright to others, certain tracts had been perpetually leased with the Tangs retaining their right to annual payments.\n\nThe Tang family received no compensation for their claim for",

        "content_text": "243\n\nand persons of Portuguese descent.\n\nTo a degree banks symbolise power, and the People's Republic gained in prestige when its 17-storey Bank of China slightly overtopped the Hong Kong Bank in 1950. The latter then erected a flagpole, so it is said, which gave it a few extra feet. In 1959, however, the then new Chartered Bank rose about three metres above the old Bank of China. With the new 42-storey standard Chartered Bank, completed in 1990, looking down on the Hong Kong Bank claimed to be the most cost-efficient bank building in the world it seems that, to some degree, history is repeating itself. Nevertheless, this is well short of the 70-floor new Bank of China (also completed in 1990) which, for a few years, was the tallest building in Asia.\n\nHong Kong Bank\n\n▬\n\nUnlike the Chartered Bank which is essentially British, the Hong Kong and Shanghai Bank, which is today the largest bank headquartered in Asia outside Japan, has always prided itself on being international. Nevertheless, the original prospectus of the 'Hong Kong and Shanghai Banking Company Limited' stated the aim was: \"for an institution to be operated on sound Scottish banking principles.\"\n\nMost of its senior staff have, from the outset, thus been British.\n\nThe Hong Kong Bank was founded in 1864, on co-operative lines. Business commenced in 1865 (by which time six banks were already established in Hong Kong), and nearly all the principal firms in the Colony were represented. The purpose of Wayfoong (?) (meaning 'Abundance of Remittances' which first appeared, in Chinese, on bank notes in 1881) was to serve the needs of merchants of the China coast and to finance the growing trade between China, Europe and North America.         "content_text": "84\n\nthe accuracy of the registration.7\n\nIt is consistent with a climate of insufficient funds and a well-established colonial principle of subsidy to voluntary agencies to provide services that fee payment was resisted by government. Mr. May, the Acting Governor, proposed instead that the money should be spent on a maternity charity, viz. the Training School of Chinese Midwives at the newly completed AMMH, which subsequently enrolled the two trainees from the Civil Hospital.\n\nSetting Up: the LMS and the Chinese subscribers.\n\nDr. Ho Kai is largely credited with the initiative in promoting Western medicine for the Chinese people in Hong Kong, building on the LMS' interest in missionary medicine and funding the Alice Memorial Hospital and the College of Medicine for Chinese. From its inception, the Alice Hospital, by now comprising the Alice Memorial Hospital and the Nethersole Hospital, had been dependent on the wealth and goodwill of the Chinese elite, amongst whom Dr. Ho Kai was a leader. After just six years of operation, the 1893 Annual Report of the Finance Committee noted that subscriptions from the European community were down by $1,000, although the expenses of a growing hospital were higher. At the same time, subscriptions from the Chinese had increased from $1,708 to $3,131 between 1891 and 1892. Indeed, the Report suggested that the example of the Tung Wah should be followed, and representatives of the Chinese guilds be invited to join the hospital finance committee, to increase Chinese participation.\n\nThis proposition was not implemented, and in 1908, Dr. Gibson opposed any increase in Chinese membership of the AMMH's Management Committee, because of likely friction and consequent reduction in trust which Chinese people had in the LMS organisation. At the same time he noted that the subscribers gave little to the Alice compared with their donations to Chinese institutions, such as the Tung Wah and District Dispensaries.9 Chinese finance was crucial for the expansion of the hospital; indeed, for the establishment of the maternity hospital proposed in 1901, support from the rich Chinese was essential.\n\nWhen the Chinese benefactors moved, mobilisation was rapid. In 1909, there were 235 hospital and 1381 domiciliary births, babies delivered by the Chinese midwives trained by Dr. Sibree. 57 As well, she had established networks in the medical and Chinese community. She referred in 1906 to a holiday on the Peak, during which she assisted the acting PCMO, Dr. Clark, with work at the Victoria Hospital.58 Her fluency in Cantonese and regular visits to the 'small footed ladies' and poor Chinese women were supported by the Chinese subscribers, including Dr. Ts'o, with whom she appears to have had a friendly relationship. As well, she was acting, at the request of Mr. Brewin, the Registrar-General, as medical officer to the Po Leung Kuk, a Chinese institution for the care and protection of Chinese girls and women, originally those who had been brought forcibly to Hong Kong for prostitution.59 Her main tasks in relation to government were first, her role in training government midwives in the program set up at the AMMH in 1905, and secondly, in acting as supervisor of the government midwives. At the time of her resignation, then, Dr. Alice Sibree had a number of personal connections within Hong Kong, and a credibility with the government which was useful to the mission hospital.\n\nHer foreshadowed resignation served to bring into focus the underlying issues between the subscribers, the District Committee and the medical mission over control of the maternity service. Immediately the Chinese subscribers through Mr. Brewin requested a replacement under tightened conditions:60 The lady doctor was to:\n\n1. be 'on the regular staff' of the hospital and not in an 'exceptional position' as formerly\n\n2. undertake language training,\n\n3. make visits to Chinese women in their homes.\n\n4. act as Visiting Surgeon to the Po Leung Kuk and if necessary take charge of female patients under Western treatment at the Tung Wah Hospital,\n\nAn additional condition was the representation of Chinese subscribers on the management committee of the Hospital, specifically, by appointing the Chairman of the Finance Committee (Dr. Ho Kai) and one Chinese person, in order to have an equal voice with other members in the administration and the medical part of the work.\n\n62\n\n62\n\nT",

Dr. Gibson took offence at the suggestion that Dr. Sibree was other than a full member of staff, claimed the initiative in the development of the maternity hospital and therefore considered the subscribers' demands unreasonable, as secondary supporters.\n\n63 Further, he refused to concede any transfer of the Nethersole Hospital to the control of the lady doctor, both because that work had been his sphere for ten years, and a loss of students would result. Since at this time discussions about a University for Hong Kong were in the air, a role for the Alice Hospital group in clinical teaching was more than ever important. At the same time, the difficulty of finding a lady doctor who would be prepared to work solely in maternity at low salary was recognised.\n\nThe District Committee vacillated. In October they proposed that a midwife, supervised by a male doctor, be appointed. Dr. Sibree, of course, had claimed all along that her work needed only a midwife's skills. However, the proposal was rejected, since a midwife could not legally perform an operation if that were necessary, nor could any other than a lady doctor fulfill the terms of supervision of the government midwives. Dr. Ho Kai urged speed, and this was conveyed to London by Mr. Pearce. Dr. Gibson, in contrast with his views in 1903, now strongly supported the appointment of a lady doctor, for pragmatic reasons. First, the maternity hospital had grown to a point where he could not resume the work involved. Secondly, he recognised that only a lady doctor could gain access to the 'richer classes of Chinese', whose private medical work was a source of hospital finance, and whose conversion to Christianity was desirable.\n\nBy this time, it seems that Dr. Sibree had lost the support of the District Committee. Her erstwhile supporter, Mr. Pearce, commented that she had not made a way through to do what she wanted: she would have found a way or made it and have kept it unquestioned. If Dr. Sibree had been a Dr. Tribe of Amoy, I do not blame her with no intention on her part save to do her duty faithfully. One can only assume that, although the position had been more or less promised to Dr. Sibree by the government's Medical Officer of Health, Dr. Gibson was able to gain the reinstatement of the AMMH. This was probably supported by the Legislative Councillor and Chairman of the Alice Hospitals, Dr. Ho Kai. Thus, the AMMH was again the provider, through its Lady Doctor, of the supervision of government midwives. That decision was clearly linked with the designation of the Medical Superintendent and Lady Doctor of the AMMH as members of the Midwives Board in the 'Midwives Ordinance', proclaimed in September, 1910.\n\nThe resistance of the District Committee and Dr. Gibson to the inclusion of extra Chinese subscribers on the maternity hospital's management subcommittee was overcome shortly after, when a proposal to add two subscribers was linked with a proposal to build a Training Institute for Nurses and Midwives. As well, the right of subscribers to nominate students for training was agreed. Finance was subsequently raised in the Chinese community for the project, which was opened in March, 1914.\n\nOutcomes and Implications of This Development Process.\n\nBetween 1903 and 1911, then, the first maternity hospital for Chinese women was built and training for Chinese midwives set up. That it happened at all was due to the convergence of interests of the LMS, the Chinese elite and the Hong Kong Government. The struggle for control in pursuit of sectional interests, Dr. Gibson versus the LMS District Committee, Dr. Gibson and the District Committee versus the Chinese subscribers, and the position of the LMS in relation to medical education, placed difficulties seen to be insuperable in the way of the Lady Doctor and the development of her service, as she was excluded from general medical work.\n\nIt is hard to reconcile the picture of Dr. Sibree as portrayed in the correspondence of her detractors as unable to adapt; lacking initiative; reluctant to state her case to the District Committee directly, rather going behind their backs to the LMS; and publicly denying any problem in her relationship with Dr. Gibson, with the strong figure she later appears.         "content_text": "Activities\n\nDuring the year under review 11 lectures, one concert, 13 local visits and three excursions to the China Mainland have been conducted. These covered a wide spectrum of topics and details may be seen in the Appendix attached to this report. Because the list is long I am unable to thank, in this report, all lecturers or persons who have led visits. We do, however, thank them as a group and we are pleased that some of them have accepted our invitations to be with us at this dinner tonight.\n\nA special mention must be made here of the Activities Committee which has met at intervals throughout the year. The members, many of whom have themselves given talks or led groups, comprise the Reverend Carl Smith, Doctors Elizabeth Sinn, Michael Lau, Patrick Hase and Joseph Ting, as well as Valery Garrett and Jason Wordie. During the year the place vacated by Claire Hockaday was filled by Sarah Parnell.\n\nThe Activities Committee, on which our Branch so much depends, chaired by Geoffrey Roper, has done a splendid job and provided a rich, diverse programme of events. We are extremely sorry to see Geoffrey Roper step down as Chairman of the Activities Committee. He has put in countless hours leading our activities team. We thank him and the members of his committee most sincerely.\n\nLibrary and Finance\n\nBoth our Honorary Librarian and our Honorary Treasurer will present their own reports later this evening. I thank both of them for the special expertise that they bring to our Council. We must also thank the City Hall Library, which comes under the Urban Council. Our RASHKB library is on permanent loan to the City Hall. There our books may be borrowed not only by RAS members but also referred to by the general public. It is hoped that, as well as serving as a paradise for bibliophiles, our library provides a bridge of understanding between our Branch and the community. Because many of our titles are valuable it has been decided that no book published before the year 1900 may be removed from the RAS library.\n\nXV",

        "content_text": "9 \n\n(b) the maximum decentralisation of functions by the Central \nGovernment; \n\n(c) simplicity in concept and operation; \n\n(d) the possession of built-in controls; \n\n(e) the allocation of priority of consideration to the densely-populated urban areas, including Tsuen Wan; \n\n(f) compromises, appropriate to particular localities, governing community of interest, development or expected development, economic and industrial characteristics, financial resources measured in relation to financial needs, physical features, population, past administration, size and shape of existing administrative areas, and the wishes of the inhabitants. \n\nAn interesting discussion was recorded of theoretical local government criteria, between the 'Grass Roots School,' which brought government close to the people through attending to day-to-day social cohesion but, while providing local debating societies, resulted in units too small for executive responsibility; and the 'Functional School,' which by relating boundaries to the area of optimal performance of technical services (as in the Colony itself) led to authorities too extensive to be local; and the ‘Finance School,' which by requiring viable internal financial strength reflected the views of the Finance Branch of the Colonial Secretariat but also questioned the validity of the whole concept. This did not daunt the working party's draftsman. \n\nNo immediate application to the NT was expected (where the ark was peculiarly susceptible to rocking), and the special position of the Heung Yee Kuk and the Rural Committees as important consultative bodies in the sensitive circumstances of the self-consciously unBritish leased territories was acknowledged; but although that door should be left open, Tsuen Wan, already a swelling wen, must be made an exception now. The recommended procedure was to appoint an officer with overall responsibility for each developing NT area; to establish an advisory committee to him of local residents; and ultimately to transform this committee into a local authority.",

        "content_text": "75\n\n \nNow mounted as scrolls, they remain as prized mementos of a very friendly and happy occasion, and of our long friendship, reminding us also of the artist himself, a burly, genial and talented elderly man.\n\n \nAttendance books\n\n \nIt was the time-honoured practice to ask all persons attending an inauguration ceremony to sign their names on the orange-red leaves of a specially prepared book. Besides containing the attendees' signatures, such books usually had a preamble listing the name and date of the occasion, with other information. Externally, their covers were often decorated with silk brocade, with stick-on labels brushed in black Chinese ink, bearing the name and rank of the recipient. The preambles of the better examples usually contained fine calligraphy. Towards the end of the ceremony, this book would be presented to the officiating guest (usually an official) by one of the host organization's principal office bearers.\n\n \nHowever decorative, these books were very likely to be soon discarded by most recipients. However, I have managed to keep at least one, put away carefully because it had been written by a well-known and respected Hong Kong educator, who in his early years had obtained the first degree by examination bestowed under the (Chinese) Empire. The occasion was the inauguration of a new term of office-bearers of the Hang Hau Rural Committee in 1962.\n\n \nThe photograph taken at this gathering (Plate 17) hardly needs a caption. The photographer has captured the rapt attention and pride on the faces of the onlookers clustered round old Mr. Lo Sheung-fu — the scholar mentioned above — as he was signing his name in the attendance book soon after arrival: in fact, the self-same one that he had prepared for the Committee, at its request.\n\n \nSubscription books\n\n \nThough not part of the proceedings at an event, another kind of book in use by the traditional associations and village heads also required assistance from an expert. In the days before the District Administration had a large public works vote, self-help had been needed to finance all kinds of local projects, and it had been customary (as well as necessary)",
